Biodegradation of total petroleum hydrocarbon (TPH) in Jordanian petroleum sludge

Bioremediation, or the use of micro-organisms to decontaminate soil or groundwater, is being increasingly seen as an effective, environment-friendly treatment for oil-contaminated sites. In this study, the results are presented concerning a laboratory screening of several natural bacterial consortia and laboratory tests to establish the performance in degradation of hydrocarbons contained in oily sludge from the Jordan Oil Refinery Plant. As a result of the laboratory screening, 18 isolates were selected and grouped into two main clusters; cluster 1 containing 12 isolates grown at 43°C, and cluster 2 containing six isolates grown at 37°C. Three natural bacterial consortia with ability to degrade total petroleum hydrocarbons (TPH) were prepared from these isolates. Experiments were conducted in Erlenmeyer flasks under aerobic conditions, with TPH removal percentage varying from 5.9% to 25.1%, depending upon consortia type and concentration. Consortia 7B and 13B exhibited the highest TPH removal percentages of 25% and 23%, respectively before nutrient addition. TPH removal rate was enhanced after addition of nutrients to incubated flasks. The highest TPH reduction (37%) was estimated after addition of a combination of nitrogen, phosphorus and sulphur to consortia 7B. This is the first report concerning biological treatment of total petroleum hydrocarbon by bacteria isolated from the oil refinery plant, where it lay the ground for full integrated studies recommended for hydrocarbon degradation that assist in solving sludge problems.

Publisher Summary This chapter discusses a probabilistic model of petroleum resource assessment. At present, petroleum provides the major driving energy for national economies. The foreseen worldwide depletion of petroleum resources in a few decades, at a time of transition to new energy technologies, imposes hardships on many nations but enhances opportunities for those having a petroleum potential. The petroleum prospective areas of the world consist of sedimentary basins and geosynclines not too intensely deformed tectonically, including the continental shelves down to 200 m depth, with a total area under national jurisdictions of about 26.1 million sq mi. Certain oceanic areas beyond the continental shelves—continental rise and continental slope—have petroleum prospects, but their eventual development may be some 10 to 20 years away. The traditional geologic environment for petroleum has been the geosynclinal belt. The larger the tract of undrilled prospective area, the greater is the chances that thick sedimentary pods may occur here and there. Even when a few scattered pieces of evidence may indicate a thin sedimentary cover, prospects for generation and primary migration of petroleum may be enhanced by the large size of a prospective area. The examination of the distribution of petroleum occurrences throughout the world in basins with a significant amount of exploratory drilling indicates that roughly one-half of the prospective basins and geosynclines do not yield any or much petroleum.

The incorporation of petroleum coke as an additive in industrial coking coal blends is a practice often used by steel companies. A suitable blast furnace coke produced by replacing part of the coking coal blend with a suitable petroleum coke (addition of 5 to 15%), was made by Great Lakes Carbon Corporation and successfully tested at several blast furnaces. This coke had lower reactivity, less ash and slightly higher sulfur content than coke made without the addition of petroleum coke. In contrast with these results, it has been reported in a BCRA study that additions of petroleum coke to a strong coking coal, above 5 wt%, increased coke reactivity. These differences may be explained on the basis of the coal or blend characteristics to which petroleum coke is added. Petroleum coke addition seems to give better results if the coal/blend has high fluidity. The present situation in Spain is favorable for the use of petroleum coke. So, a study of laboratory and semi-industrial scale was made to assess the possibility of using petroleum coke as an additive to the typical industrial coal blend coked by the Spanish Steel Company, ENSIDESA. The influence of the petroleum coke particle size was also studied to semi-industrial scale.

Persistent hazardous wastes are produced in the recovery, processing and upgrading of crude petroleum in Nigeria. However, recent developments in environmental pollution control are drawing increasing attention to the problems of hazardous wastes. The ever-increasing need to control these wastes from the petroleum industry often compels the chemical engineer to specify methods of treatment and disposal. Present methods for disposal are becoming increasingly undesirable for a number of reasons, and incineration is being considered as an alternative. This paper reviews the extent of hazardous waste generation from the Nigerian petroleum industry and its environmental implications. It also examines the current disposal methods and the incineration technology option. The major chemical engineering concepts of the incineration process and the principles guiding their operations are discussed. The potential for the use of incineration is examined, as well as information that would aid the choice of incineration system for new applications.

The genetic basis for these is investigated in this study by evaluating the scales of hydrocarbon generation. Newer method for analyzing naphthenic acids in petroleum

The naphthenic acids in petroleum are considered a class of biological markers. Their potential use in source correlation and as indicator of biodegradation have been reported in the past. Their presence in waste water at refineries may also cause corrosion problems and fish toxicity. Due to their highly complicated nature, detailed characterization of the acids has been difficult and time consuming. This talk will describe a relatively simple approach in characterizing the acids based on their group types. The acids were first separated from petroleum followed by mass spectrometric determinations. Two newer methods were developed to analyze the acid components, namely Chemical Ionization with NF{sub 3} as reagent gas and negative ion Fast Atom Bombardment. The geochemical interpretation based on acid distribution will be demonstrated with a set of well understood crude oil samples.

Noise from industrial operations has become widely recognized as a potential hazard to health. industry labor and government share a common interest in assessing the hazard and reducing it to a socially acceptable risk. Achieving these ends requires the use of information about the amounts of noise exposure encountered the relation of exposure to risk and the costs of noise control required to achieve specified benefits. Such information pertaining specifically to the petroleum industry is the subject of this paper. We report here some estimates of benefits and costs aggregated for the petroleum industry. We define the benefits as reduced incidence of hearing damage in refinery workers in relation to certain existing and proposed Federal regulations. For such category of regulation we estimate the number of refinery workers now exposed to noise that exceeds the regulated amount and we estimate the national cost of reducing the noise to the regulated amount.

How should tax systems be designed to account for the characteristics of the government, the oil companies and the projects in order to maximise welfare for the country's inhabitants? How should vital government characteristics reflected in parameters such as impatience to obtain tax revenue - the discount rate - and the willingness and ability to carry risk be accounted for in tax design? These basic issues in petroleum tax design are discussed by means of a tax model for a discretionary licensing regime (Norway) and a production sharing agreement regime (Angola). The analysis covers the entire life cycle of a typical petroleum project, i.e., including the exploration decision. We discuss the trade-off between progressivity on the one hand and the incentive for the oil companies and the host government to carry risk and investment on the other. Thus, we provide basic elements in a state contingent tax design. The paper also surveys trends in petroleum taxation, and discusses how tax elements vary over the business cycle.

In many cases, implementing energy efficiency measures is among the most cost-effective approaches that any refiner can take, improving productivity while reducing emissions. Therefore, careful analysis of the options and costs associated with efficiency measures is required to establish sound carbon policies addressing global climate change, and is the primary focus of LBNL's current petroleum refining sector analysis for the U.S. Environmental Protection Agency. The analysis is aimed at identifying energy efficiency-related measures and developing energy abatement supply curves and CO2 emissions reduction potential for the U.S. refining industry. A refinery model has been developed for this purpose that is a notional aggregation of the U.S. petroleum refining sector. It consists of twelve processing units and accounts for the additional energy requirements from steam generation, hydrogen production and water utilities required by each of the twelve processing units. The model is carbon and energy balanced such that crude oil inputs and major refinery sector outputs (fuels) are benchmarked to 2010 data. Estimates of the current penetration for the identified energy efficiency measures benchmark the energy requirements to those reported in U.S. DOE 2010 data. The remaining energy efficiency potential for each of the measures is estimated and compared to U.S. DOE fuel prices resulting in estimates of cost-effective energy efficiency opportunities for each of the twelve major processes. A combined cost of conserved energy supply curve is also presented along with the CO2 emissions abatement opportunities that exist in the U.S. petroleum refinery sector. Roughly 1,200 PJ per year of primary fuels savings and close to 500 GWh per year of electricity savings are potentially cost-effective given U.S. DOE fuel price forecasts. This represents roughly 70 million metric tonnes of CO2 emission reductions assuming 2010 emissions factor for grid electricity. Energy efficiency measures resulting in an additional 400 PJ per year of primary fuels savings and close to 1,700 GWh per year of electricity savings, and an associated 24 million metric tonnes of CO2 emission reductions are not cost-effective given the same assumption with respect to fuel prices and electricity emissions factors. Compared to the modeled energy requirements for the U.S. petroleum refining sector, the cost effective potential represents a 40% reduction in fuel consumption and a 2% reduction in electricity consumption. The non-cost-effective potential represents an additional 13% reduction in fuel consumption and an additional 7% reduction in electricity consumption. The relative energy reduction potentials are much higher for fuel consumption than electricity consumption largely in part because fuel is the primary energy consumption type in the refineries. Moreover, many cost effective fuel savings measures would increase electricity consumption.

This review presents developments in petroleum exploration and production during 1979 in 44 countries of central and southern Africa. Petroleum production from 7 countries increased 16.6% to a new record 1,006,846,691 bbl (2.758 million b/d). Nigeria increased production 21% to 845 million, Congo 11.5% to 19 million, and Cameroon 17.6% to 12.5 million bbl. Gabon continued to show a decline in production, off 7.6% at 70.5 million bbl. Surface exploration work decreased 17.5% to 174.9 party-months, though figures on Nigeria are incomplete. Exploration drilling yielded 43 oil and 10 gas wells out of 111 drilled, a 47.7% success rate. Cameroon had 21 and Congo 8 new-field discovery and appraisal wells, up from 11 and 1 respectively in 1978. Development wells numbered 137 of which 86% were successful completions; 45 rigs were operating at year end.

Hydrogeological influences on petroleum accumulations in the Arabian Gulf

The stratigraphic and topographic conditions in the Arabian Gulf are appropriate for the instigation and maintenance of an active hydrodynamic regime. The setting is that of a gentle basin surrounded by topographic highs. The central Arabian highlands to the west-southwest, the Tarus-Zagros mountains to the north, and the Oman mountains to the east rim the structural low occupied by the Gulf. Elevations in these areas reach maximum values of approximately 1000 meters. Paleozoic through Cenozoic strata stretch continuously across the basin, are relatively unfaulted, and outcrop in the topographic highs. Such a setting is propitious for a regional hydrodynamic system with meteoric recharge in the topographic highs and discharge in the middle of the Gulf. The prolific oil and gas accumulations of this region would be subject to influence by these hydrodynamic processes. The existence of such a hydrodynamic regime is documented by a variety of evidence, including potentiometric data, water salinity measurements, and observed tilts in oil-water contacts. Potentiometric data for several Tertiary and Cretaceous units on the Arabian platform, in the Gulf, and in Iraq show a pattern of consistently decreasing potential from topographic highs to lows. Water salinities show a consistent, but inverse, variation with the potentiometric data. Tilted oil-water contacts in Cretaceous and Jurassic reservoirs are observed in several fields of the Gulf region. The direction and magnitude of the observed tilts are consistent with the water potential and salinity data, and suggest that petroleum accumulations are being influenced by a regional hydrodynamic drive. Basin modelling is used to simulate petroleum generation and migration scenarios, and to integrate these histories with the structural evolution of the Gulf. The integrated modelling study illustrates the influence of hydrodynamic processes on the distribution of petroleum accumulations.

At least five major aquifers underlie the northern Great Plains of the US, which includes parts of the Williston basin in Montana and North Dakota. These aquifers form a hydrologic system that extends more than 960 km from recharge areas in the Rocky Mountains to discharge areas in eastern North Dakota and the Canadian Provinces of Manitoba and Saskatchewan. The regional flow system in the aquifers has had a major effect on the chemical composition of ground water within the Williston basin. Hydrodynamic forces may contribute to the accumulation of petroleum within the basin.

This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

This is the second IFAC workshop on the subject of Automatic Control in Oil and Desalination Industries. Presentations and discussions underscored the priorities of oil and desalination industries in getting better overall quality, improved energy use, lower cost, and better safety and security. These factors will take on added importance to oil exporting nations that have been hit recently by large oil price declines, which are forcing them to improve the efficiency of their industries and rationalize all new capital expenditures. Papers presented at the workshop included reviews of theoretical developments in control and research in modelling, optimization, instrumentation and control. They included the latest developments in applications of control systems to petroleum, petrochemical and desalination industries such as refineries, multi-stage flash desalination, chemical reactors, and bioreactors. The papers covered the latest in the applications of adaptive control, robust control, decentralized control, bilinear control, measurement techniques, plant optimization and maintenance, and artificial intelligence. Several case studies on modernization of refineries and controls and its economics were included. Two panel discussions, on new projects at the Kuwait National Petroleum Company (KNPC) and needs for control systems were held. Participation in the workshop came from the oil industry and academic institutions.

Microbial degradation of n-alkyl tetrahydrothiophenes found in petroleum

Although n-alkyl-substituted tetrahydrothiophenes are found in nonbiodegraded petroleums, they are not found in petroleums which have undergone biodegradation in their reservoirs. These observations suggested that this group of compounds with alkyl chain lengths from approximately C/sub 10/ to at least C/sub 30/ is biodegradable. Two of these sulfides, 2-n-dodecyltetrahydrothiophene (DTHT) and 2-n-undecyltetrahydrothiophene, were synthesized, and their biodegradabilities were tested by using five gram-positive, n-alkane-degrading bacterial isolates. The alkyl side chains of these compounds were oxidized, and the major intermediates found in 2-n-undecyltetrahydrothiophene- and DTHT-metabolizing cultures were 2-tetrahydrothiophenecarboxylic acid (THTC) and 2-tetrahydrothiopheneacetic acid (THTA), respectively. Four n-alkane-degrading fungi were also shown to degrade DTHT, yielding both THTA and THTC. Quantitation of tetrahydrothiophene ring-containing products in 28-day-old bacterial and fungal cultures suggested that THTC and THTA were metabolized further to unidentified products. In addition, two of the bacterial isolates were shown to degrade a mixture of n-alkyl tetrahydrothiophenes isolated from Bellshill Lake crude oil.

French Overview Petroleum supply data collected by the Petroleum Division (PD) in the Office of Oil and Gas (OOG) of the Energy Information Administration (EIA) showed an improvement in the accuracy of the 2005 data from initial estimates, to interim values, to final values. These data were presented in a series of PD products: the Weekly Petroleum Status Report (WPSR), This Week in Petroleum (TWIP), the Petroleum Supply Monthly (PSM), and the Petroleum Supply Annual (PSA). Weekly estimates in the WPSR and TWIP were the first values available. Figure FE1 illustrates that as reporting and review time passes from the weekly estimates to the interim monthly values to the final petroleum supply values, the EIA is able to produce more accurate petroleum supply data. Econometric estimation of the petroleum products consumption in Nigeria: Assessing the premise for biofuels adoption

Abstract The promotion and adoption of biofuels in Nigeria must be predicated on sufficient capacity for absorbing biofuels produced from the increasing investments in biofuels plantations, plants and processing facilities. This paper assesses the socioeconomic and related premises for biofuels development in Nigeria by conducting an econometric estimation of the petroleum products consumption. The paper first estimates aggregated petroleum product consumption, and then assess the response to specific petroleum products in terms of consumption, market (population), electricity generation, installed electricity generation capacity, and GDP. The result shows that all the petroleum products contribute significantly and about equally to aggregate petroleum consumption. The high proportion of petrol (about 44 percent) as a percentage of the aggregate petroleum product consumption validates the push for implementing the E10 petrol-ethanol blending for Nigeria. The consumption of diesel is also significant. Diesel is another petroleum product for which D20 biofuel blending policy has been proposed. The increase in population and GDP, coupled with the poor electricity situation, will keep driving the consumption of petroleum products. As the population increases, and the country continues to struggle to match electricity generation with population growth, the petrol-ethanol and diesel-biodiesel blending policy must be pursued tenaciously to ensure a reduction in carbon emission in Nigeria.

Liquefaction of coal in a petroleum fraction under mild conditions

Experimental studies on a mild coal liquefaction process for extending the petroleum fuel supply are presented. In this process, coal is dissolved in bottoms from fluid catalytic cracking (FCC), a thermally stable, highly aromatic refinery stream, without added hydrogen and under mild conditions. After ash removal, the product mixture of coal liquid and FCC bottoms is a pumpable fluid and can be used as a boiler fuel. Further upgrading to turbine fuel may be possible. At 600–800°F, 0.1 to 5 h, and 0–1000 psig, conversion of a bituminous coal to pyridine soluble, gas and water was about 90%, while that of lignite was about 60%. Improved product quality was favored by increased reaction pressure. The operable solvent to coal ratio can be as low as 1.3. This ratio can be further reduced if provisions are made to recycle part of the solvent. However, the efficiency of the recovered solvent decreases with each recycle due to a gradual replacement of labile ? hydrogen by ? hydrogen.

The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. This fact sheet provides an overview of the U.S. Department of Energy's Clean Cities program, which builds partnerships to reduce petroleum use in transportation in communities across the country. The U.S. Department of Energy's Clean Cities initiative advances the nation's economic, environmental, and energy security by supporting local actions to reduce petroleum consumption in transportation. Clean Cities accomplishes this work through the activities of nearly 100 local coalitions. These coalitions provide resources and technical assistance in the deployment of alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Clean Cities overarching goal is to reduce U.S. petroleum use by 2.5 billion gallons per year by 2020. To achieve this goal, Clean Cities employs three strategies: (1) Replace petroleum with alternative and renewable fuels, including natural gas, propane, electricity, ethanol, biodiesel, and hydrogen; (2) Reduce petroleum consumption through smarter driving practices and fuel economy improvements; and (3) Eliminate petroleum use through idle reduction and other fuel-saving technologies and practices.

In situ bioremediation of petroleum in tight soils using hydraulic fracturing

This case study evaluated the effectiveness of in situ bioremediation of petroleum hydrocarbons in tight soils. The study area was contaminated with cutting oil from historic releases from underground piping, probably dating back to the 1940`s. Previous site assessment work indicated that the only chemicals of concern were total petroleum hydrocarbons (TPH). Two fracture sets (stacks) were installed at different locations to evaluate this in situ bioremediation technique under passive and active conditions. Several injection wells were drilled at both locations to provide entry for hydraulic fracturing equipment. A series of circular, horizontal fractures 40 to 50 feet in diameter were created at different depths, based on the vertical extent of contamination at the site. The injection wells were screened across the contaminated interval which effectively created underground bioreactors. Soils were sampled and analyzed for total petroleum hydrocarbons on five separate occasions over the nine-month study. Initial average soil concentrations of total petroleum hydrocarbons of 5,700 mg/kg were reduced to 475 mg/kg within nine months of hydraulic fracturing. Petrographic, geochemical, and paleohydrologic evidence of nature of petroleum migration in Illinois basin

Detailed studies of the petrography and geochemistry of petroleum source rocks, the geochemistry of petroleum accumulations, and the paleohydrology of the Illinois basin suggest an episode of long-range migration of Devonian-sourced petroleum during a period of regional ground water flow. Petrographic analyses of samples of the New Albany Shale group (Devonian/Mississippian) were used to define lateral and vertical variation in composition and thermal maturity of organic matter within the basin. These data delineate likely New Albany Shale group petroleum source areas. GC, GCMS, and carbon isotopic analyses of thermally mature New Albany Shale in southeastern Illinois and Silurian-reservoired petroleum samples from central Illinois were used in making oil-oil and oil-source rock correlations. These correlations indicate long-range lateral and downward cross-stratigraphic net migration. Compaction-driven and elevation head-driven ground-water flows within the basin were numerically modeled using available stratigraphic, structural, and hydrologic data. Calculations based on compaction-driven flow show the possibility of down-stratigraphic migration. Compaction-driven flow, however, cannot explain the amount of lateral transport inferred. Regional ground-water flow due to the uplift of the Pascola arch could explain the long-range lateral migration. Calculations of the effects of advective heat transport by elevation head-driven flow agree with estimates of temperatures made from fluid inclusions in basin mineralization.

French Overview Petroleum supply data collected by the Petroleum Supply Division (PSD) of the Energy Information Administration (EIA) were on the right track in 1994. These data are tracked through a series of PSD publications: the Weekly Petroleum Status Report (WPSR), the Winter Fuels Report (WFR), the Petroleum Supply Monthly (PSM), and the Petroleum Supply Annual (PSA). For the major petroleum products, weekly estimates in the WPSR and WFR are the first values available. As illustrated in Figure FE1, the PSA data represents the "finish line" or "true" values. The PSM data are closer to the mark; whereas the monthly-from-weekly (MFW) data are close behind in terms of accuracy. For 1994, 59 petroleum supply

Breslin Overview For 2007, 66 petroleum supply data series were analyzed to determine how close the PSM values were to the final PSA values. For these series, 50 out of the 66 PSM values were within 1 percent of the PSA values in terms of mean absolute percent error as compared to 38 out of 66 in 2006. Sixty-two petroleum supply data series were analyzed to see how close the MFW estimates were to the final PSA values. For these 62 series, 22 MFW estimates were within 2 percent of the PSA values in terms of mean absolute percent error and, of those, 9 were within 1 percent, compared to 27 and 10, respectively, for 2006. Recertification tests were made of the Department of Energy/Strategic Petroleum Reserve oil storage cavern number 6 in the West Hackberry, Louisiana Salt Dome. The cavern has a volume of 8,600,000 barrels. Tests included hydrostatic tests of the brine filled cavern and nitrogen leak tests of the three wells entering the cavern. in in the Office of Oil and Gas (OOG) of the Energy Information Administration (EIA) showed an improvement in the accuracy of the 2006 data from initial estimates, to interim values, to final values. These data were presented in a series of PD products: the Weekly Petroleum Status Report (WPSR), This Week in Petroleum (TWIP), the Petroleum Supply Monthly (PSM), and the Petroleum Supply Annual (PSA). Weekly estimates in the WPSR and TWIP were the first values available. Figure FE1 illustrates that just as there was an improvement in gas mileage over time, there was an improvement in petroleum supply data accuracy with increasing review time. For the monthly-from-weekly (MFW) data, respondents have the shortest reporting time, analysts have the shortest review time, and the data are least accurate. For the PSM data, respondents have a longer reporting time than the weekly, analysts have

Publisher Summary Petroleum products (in contrast to petrochemicals) are those hydrocarbon fractions that are derived from petroleum and have commercial value as a bulk product. A major group of hydrocarbon products from petroleum (petrochemicals) are the basis of a major industry. They are, in the strictest sense, different to petroleum products insofar as the petrochemicals are the basic building blocks of the chemical industry. The specific gravity of product gases, including liquefied petroleum gas, may be determined conveniently by a number of methods and a variety of instruments. The heat value of gases is generally determined at constant pressure in a flow calorimeter in which the heat released by the combustion of a definite quantity of gas is absorbed by a measured quantity of water or air. A continuous recording calorimeter is available for measuring heat values of natural gases.

Harmful routines? Uncertainty in science and conflicting views on routine petroleum operations in Norway

Abstract Offshore petroleum activities are the focus of highly politicised debates globally. Typically, public debate is sparked by catastrophic events, such as the 2010 oil spill in the Gulf of Mexico, and decision-making processes fuelled by the assessment of ‘worst-case scenarios’. However, everyday ‘routine’ petroleum operations also impact the marine ecosystems and adjoining socio-economic sectors, but the extent and severity of the impacts are uncertain. This paper takes as its point of departure routine operations and their surrounding uncertainties. Particularly, it focuses on the debates of whether to extend routine petroleum operations in vulnerable and valuable parts of Norway, such as the Lofoten area and the Sula Ridge. These conflicts draw on important and for some, epistemological uncertainties that surround the impacts of routine operations. The paper argues that it is necessary to first highlight these uncertainties, rather than marginalise them, and second, recognise that uncertainties are not simply a scientific challenge, but can be a powerful political tool. This paper unpacks and explores uncertainties associated with three phases of routine operations, that are used to steer political actions: (i) the impacts of seismic surveys on fish and marine mammals; (ii) the impacts of drilling mud and drill cuttings on benthic communities such as deep-sea coral reefs; and (iii) the impacts of produced water on the marine environment. The paper discusses the importance of transparency in addressing these uncertainties, and emphasises the need to implement the precautionary principle in a more participatory way. It thus proposes participatory exercises in order to allow the recognition of the epistemological nature of uncertainties.

This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

Uses a combination of chromatographic, chemical, and spectroscopic methods to determine the composition of the paraffinic and naphthenic hydrocarbons recovered from asphalts. Monitors the completeness of separation of the hydrocarbons from the aromatics on the basis of UV spectra. Finds that in the mixture of adduct-forming hydrocarbons, along with the n-paraffins there were admixtures of isoparaffins and longchain alkylnaphthenes. Concludes that a comparison of the structural-group composition of the asphalt fractions from the different crudes shows that there are only slight differences in the structure of the paraffinic/naphthenic hydrocarbons present in these asphalts, particularly with regard to those hydrocarbons that do not react with urea.
