    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

    A gas processing plant on the western coast of India produces sweet gas after processing sour natural gas. Liquid petroleum gas (LPG) is recovered from the sweet gas. The LPG, containing a H{sub 2}S concentration of 10 ppm to 20 ppm, is stored in Horton spheres, each 17 m in diameter with a capacity of {minus}27 C to 55 C. Horton spheres for containing liquid petroleum gas (LPG) were fabricated on-site using prestressed plates of high-strength carbon steel (CS) SA 537 Class-1 with post-weld heat treatment. High-residual tensile stresses and hydrogen absorption from H{sub 2}S present in LPG could be the cause of cracking at weld and heat-affected zone interfaces at high hardness locations. Recommendations are given for inspection and use of lower-strength CS and improved welding procedures.

    The incorporation of petroleum coke as an additive in industrial coking coal blends is a practice often used by steel companies. A suitable blast furnace coke produced by replacing part of the coking coal blend with a suitable petroleum coke (addition of 5 to 15%), was made by Great Lakes Carbon Corporation and successfully tested at several blast furnaces. This coke had lower reactivity, less ash and slightly higher sulfur content than coke made without the addition of petroleum coke. In contrast with these results, it has been reported in a BCRA study that additions of petroleum coke to a strong coking coal, above 5 wt%, increased coke reactivity. These differences may be explained on the basis of the coal or blend characteristics to which petroleum coke is added. Petroleum coke addition seems to give better results if the coal/blend has high fluidity. The present situation in Spain is favorable for the use of petroleum coke. So, a study of laboratory and semi-industrial scale was made to assess the possibility of using petroleum coke as an additive to the typical industrial coal blend coked by the Spanish Steel Company, ENSIDESA. The influence of the petroleum coke particle size was also studied to semi-industrial scale.

    Studies to evaluate the energy and emission impacts of vehicle/fuel systems have to address allocation of the energy use and emissions associated with petroleum refineries to various petroleum products because refineries produce multiple products. The allocation is needed in evaluating energy and emission effects of individual transportation fuels. Allocation methods used so far for petroleum-based fuels (e.g., gasoline, diesel, and liquefied petroleum gas [LPG]) are based primarily on mass, energy content, or market value shares of individual fuels from a given refinery. The aggregate approach at the refinery level is unable to account for the energy use and emission differences associated with producing individual fuels at the next sub-level: individual refining processes within a refinery. The approach ignores the fact that different refinery products go through different processes within a refinery. Allocation at the subprocess level (i.e., the refining process level) instead of at the aggregate process level (i.e., the refinery level) is advocated by the International Standard Organization. In this study, we seek a means of allocating total refinery energy use among various refinery products at the level of individual refinery processes. We present a petroleum refinery-process-based approach to allocating energy use in a petroleum refinery to petroleum refinery products according to mass, energy content, and market value share of final and intermediate petroleum products as they flow through refining processes within a refinery. The results from this study reveal that product-specific energy use based on the refinery process-level allocation differs considerably from that based on the refinery-level allocation. We calculated well-to-pump total energy use and greenhouse gas (GHG) emissions for gasoline, diesel, LPG, and naphtha with the refinery process-based allocation approach. For gasoline, the efficiency estimated from the refinery-level allocation underestimates gasoline energy use, relative to the process-level based gasoline efficiency. For diesel fuel, the well-to-pump energy use for the process-level allocations with the mass- and energy-content-based weighting factors is smaller than that predicted with the refinery-level allocations. However, the process-level allocation with the market-value-based weighting factors has results very close to those obtained by using the refinery-level allocations. For LPG, the refinery-level allocation significantly overestimates LPG energy use. For naphtha, the refinery-level allocation overestimates naphtha energy use. The GHG emission patterns for each of the fuels are similar to those of energy use.We presented a refining-process-level-based method that can be used to allocate energy use of individual refining processes to refinery products. The process-level-based method captures process-dependent characteristics of fuel production within a petroleum refinery. The method starts with the mass and energy flow chart of a refinery, tracks energy use by individual refining processes, and distributes energy use of a given refining process to products from the process. In allocating energy use to refinery products, the allocation method could rely on product mass, product energy contents, or product market values as weighting factors. While the mass- and energy-content-based allocation methods provide an engineering perspective of energy allocation within a refinery, the market-value-ased allocation method provides an economic perspective. The results from this study show that energy allocations at the aggregate refinery level and at the refining process level could make a difference in evaluating the energy use and emissions associated with individual petroleum products. Furthermore, for the refining-process-level allocation method, use of mass -- energy content- or market value share-based weighting factors could lead to different results for diesel fuels, LPG, and naphtha. We suggest that, when possible, energy use allocations should be made at the lowest subprocess level

    A method for selective cleavage of C--N bonds genes that encode for at least one enzyme suitable for conversion of carbazole to 2-aminobiphenyl-2,3-diol are combined with a gene encoding an amidase suitable for selectively cleaving a C--N bond in 2-aminobiphenyl-2,3-diol, forming an operon that encodes for cleavage of both C--N bonds of said carbazole. The operon is inserted into a host culture which, in turn, is contacted with the carbazole, resulting in selective cleavage of both C--N bonds of the carbazole. Also disclosed is a new microorganism that expresses a carbazole degradation trait constitutively and a method for degrading carbazole employing this microorganism.

    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    The continental margin off central Chile, from Valparaiso to Valdivia, encompassing an area of 100,000 km/sup 2/, has been the target of exploratory activity by Empresa Nacional del Petroleo since 1970. Exploratory drilling began in 1972. By August 1984, total exploratory efforts had resulted in drilling 14 offshore wells and acquiring 12,130 km of seismic reflection lines. A biogenic gas accumulation was discovered in the F well. Because these attempts to find oil were unsuccessful and because drilling costs have escalated, exploratory activities have been curtailed. Forearc basins off central Chile are characterized by low geothermal gradient and a sedimentary filling of Cretaceous and Tertiary strata. Tertiary sequences are characterized by low organic carbon content, immature humic-type organic matter, and a biogenic gas potential. Cretaceous sequences are characterized by higher organic carbon content, good reservoir rocks, and fair to good source rocks. The organic matter is sapropelic, with vitrinite and liptinites, and is favorable for oil and gas generation. Seismic and well data suggest that Mesozoic and Cenozoic sedimentary rock sequences filling the basins (more than 4000 m thick at the shelf edge) extend 40-70 km beyond the present shelf edge. Mesozoic rocks deposited on the slope may generate petroleum and gas that could migrate upslope and accumulate in traps associated with the faulted basement highs and graben-type depressions existing at the shelf edge. This geologic setting favors the development of large petroleum accumulations along the shelf edge and graben on the sedimentary basins off central Chile.

    The U.S. petroleum industry has responded to four major new federal rules on motor gasoline product quality in the last 6 years: Phase 1 Summer Volatility (Rvp) Regulation, June 1989; Phase 2 Summer Volatility (Rvp) regulation, May 1992; oxygenated Gasoline, November 1992; and reformulated Gasoline Phase I Simple Model, December 1994. These regulations have generated significant changes in domestic refinery operations, affecting marginal production costs and market prices, refinery yields, and the seasonality of production. Some changes have been dramatic. The price of motor gasoline has increased by as much as 60 {cents}/gal due to regulations. Refinery yields of motor gasoline (refinery output of motor gasoline as a fraction of refinery inputs or total refinery output), which historically peaked in the early summer to meet high summer driving demand, now are highest during the winter months. These changes in domestic refining operations are identified and related to the vapor pressure, oxygenated and reformulated gasoline (RFG) product quality regulations. This analysis uses linear regression equations from the Energy Information Administration`s (EIA) Short-Term Integrated Forecasting System (STIFS). The STIFS model is used for producing forecasts appearing in the EIA`s Short-Term Energy Outlook.

    This fact sheet provides an overview of the U.S. Department of Energy's Clean Cities program, which builds partnerships to reduce petroleum use in transportation in communities across the country. The U.S. Department of Energy's Clean Cities initiative advances the nation's economic, environmental, and energy security by supporting local actions to reduce petroleum consumption in transportation. Clean Cities accomplishes this work through the activities of nearly 100 local coalitions. These coalitions provide resources and technical assistance in the deployment of alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Clean Cities overarching goal is to reduce U.S. petroleum use by 2.5 billion gallons per year by 2020. To achieve this goal, Clean Cities employs three strategies: (1) Replace petroleum with alternative and renewable fuels, including natural gas, propane, electricity, ethanol, biodiesel, and hydrogen; (2) Reduce petroleum consumption through smarter driving practices and fuel economy improvements; and (3) Eliminate petroleum use through idle reduction and other fuel-saving technologies and practices.

    Because of increasing environmental and energy security concerns, a detailed understanding of energy efficiency and greenhouse gas (GHG) emissions in the petroleum refining industry is critical for fair and equitable energy and environmental policies. To date, this has proved challenging due in part to the complex nature and variability within refineries. In an effort to simplify energy and emissions refinery analysis, we delineated LP modeling results from 60 large refineries from the US and EU into broad categories based on crude density (API gravity) and heavy product (HP) yields. Product-specific efficiencies and process fuel shares derived from this study were incorporated in Argonne National Laboratory's GREET life-cycle model, along with regional upstream GHG intensities of crude, natural gas and electricity specific to the US and EU regions. The modeling results suggest that refineries that process relatively heavier crude inputs and have lower yields of HPs generally have lower energy efficiencies and higher GHG emissions than refineries that run lighter crudes with lower yields of HPs. The former types of refineries tend to utilize energy-intensive units which are significant consumers of utilities (heat and electricity) and hydrogen. Among the three groups of refineries studied, the major difference in the energy intensities is due to the amount of purchased natural gas for utilities and hydrogen, while the sum of refinery feed inputs are generally constant. These results highlight the GHG emissions cost a refiner pays to process deep into the barrel to produce more of the desirable fuels with low carbon to hydrogen ratio.     Data presented in the Petroleum Supply Monthly (PSM) describe the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections: Summary Statistics and Detailed Statistics. The tables and figures ih the Summary Statistics section of the PSM present a time series of selected petroleum data on a US level. Most time series include preliminary estimates for one month based on the Weekly Petroleum Supply Reporting System; statistics based on the most recent data from the Monthly Petroleum Supply Reporting System (MPSRS); and statistics published in prior issues of the PSM and PSA. The Detailed Statistics tables of the PSM present statistics for the most current month available as well as year-to-date. In most cases, the statistics are presented for several geographic areas - - the United States (50 States and the District of Columbia), five PAD Districts, and 12 Refining Districts. At the US and PAD District level, the total volume and the daily rate of activities are presented. The statistics are developed from monthly survey forms submitted by respondents to the EIA and from data provided firom other sources.

    This report assesses the potential for substitution of electricity for petroleum in the industrial/agro-industrial sector of Costa Rica. The study includes a preliminary estimate of the process energy needs in this sector, a survey of the principal petroleum consuming industries in Costa Rica, an assessment of the electrical technologies appropriate for substitution, and an analysis of the cost trade offs of alternative fuels and technologies. The report summarizes the total substitution potential both by technical feasibility and by cost effectiveness under varying fuel price scenarios and identifies major institutional constraints to the introduction of electric based technologies. Recommendations to the Government of Costa Rica are presented. The key to the success of a Costa Rican program for substitution of electricity for petroleum in industry rests in energy pricing policy. The report shows that if Costa Rica Bunker C prices are increased to compare equitably with Caribbean Bunker C prices, and increase at 3 percent per annum relative to a special industrial electricity rate structure, the entire substitution program, including both industrial and national electric investment, would be cost effective. The definition of these pricing structures and their potential impacts need to be assessed in depth.

    On May 1, 1995 Phillips Petroleum`s Seastar Project began production as the first cluster-type subsea development in the Gulf of Mexico. Seastar production reached approximately 60 million cubic feet of gas per day (mmscfd) in November 1995 with the completion of a second {open_quotes}sales{close_quotes} line (a pipeline that transports the petroleum to shore) at the Vermilion Block 386-B host platform. Currently, the field is producing 40 to 50 mmscfd and plans are on schedule for the addition of a third producing well during the first quarter of 1997. All of the subsea equipment was installed using a drilling vessel and onboard ROV support. The Seastar project began in 1987 when Phillips and its partners leased Garden Banks Blocks 70 and 71, located 110 miles south of Cameron Louisiana. The partnership drilled two wells in 1990 that discovered noncommercial hydrocarbon reserves. Following a reevaluation of the seismic data, Phillips assumed 100 percent ownership in the leases and drilled Garden Banks 71 No. 2, which discovered 350 feet of {open_quotes}pay{close_quotes} sand (oil resource) in March 1993. The initial phase of the project consisted of two satellite subsea trees tied back to a four-slot retrievable subsea manifold in 760 feet of water. Commingled gas production is delivered via dual subsea pipelines to a host platform processing facility in 300 feet of water 13 miles away in Vermilion Block 386-B, thence via sales lines to shore.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports.     The research program described in this report was conducted to improve the performance and predictability of in situ gelation processes designed to increase volumetric sweep efficiency of fluid displacement processes. A principal objective of this research was to develop procedures for design and evaluation of permeability modification processes. Research was conducted in three broad areas: (1) Physical and Chemical Characterization of Gelling Systems (2) In situ Gelation and (3) Mathematical Modeling of In Site Gelation. Gelling systems used chromium as the crosslinking agent. Polyacrylamide and polysaccharides gelling systems were studied. Research was conducted on the chemical structure of polymer/metal ion complexes, kinetics of the reduction of Cr(6) to Cr(3) by thiourea, kinetics of oligomerization and uptake of chromium by polyacrylamide and rheology of chromium/polysaccharide gelling systems. Studies of polymer/metal ion complexes were conducted using solutions of pure monomer, dimer and trimer forms of chromium. A mathematical model was developed to examine the kinetics of Cr(3) oligomerization and uptake of chromium by polyacrylamide. Rheological studies were completed on chromium/polysaccharide gels. In situ gelation experiments were conducted using a bis-ethylenediamine chromium complex and chromium(3) polyacrylamide gelling systems in sandpacks. A numerical model of in situ gelation of chromium/polyacrylamide systems was developed for linear displacement in a sandpack. The numerical model is based on filtration mechanisms and is consistent with experimental data and models developed in this research program. 103 figs., 21 tabs.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.
