    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    The Geothermal Loan Guaranty Program was established by Congress in 1974 to assist industry with the financing requirements for the development and commercialization of geothermal energy. It was the only substantive federal aid program to an emerging technology at that time. Yet in six years (as of April 1980) only four projects have been approved for a loan guaranty, three of which are electric projects and one is a small direct thermal application. Many small business/small project energy producers, developers, and users have found or concluded that they cannot qualify for a geothermal loan guaranty. This paper reports the results and recommendations of a comprehensive evaluation of the GLGP from the perspective of the small business/small project entrepreneur and from the practices of the small to medium size lending institutions. The findings are divided into administrative, regulatory and legislative recommendations.

The law specified that the amount of the guarantee would be up to 80% of a project's cost. As discussed in Annual Energy Outlook 2007, this program, by lowering borrowing costs, can have a major impact on the economics of capital-intensive technologies.

    The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    High initial costs can impede the deployment of clean energy technologies. Financing can reduce these costs. And, state, municipal, and utility-sponsored loan programs have emerged to fill the gap between clean energy technology financing needs and private sector lending. In general, public loan programs are more favorable to clean energy technologies than are those offered by traditional lending institutions; however, public loan programs address only the high up-front costs of clean energy systems, and the technology installed under these loan programs rarely supports clean energy production at levels that have a notable impact on the broader energy sector. This report discusses ways to increase the impact of these loan programs and suggests related policy design considerations.

    Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

The commit operator would be used for committed choice nondeterminism, and the primitives based on the dataflow model would be used to control AND-parallelism and OR-parallelism. With this proposed control strategy, the maximum useful parallelism can be explained with optimal granularity by controlling useless parallelism and limiting the branching factor. For justification of the proposed control strategy, it is suggested that the complexity of the computations of alternating Turing machines, which include a generalization of nondeterminism, can be used for the abstract cost function of logic programs. As justification of the proposed idea, the author bases a comparison of parallel logic programs on a model utilizing alternating Turing machines. The author shows that a natural reduction of the alternating Turing machine for the proposed control strategy yields a deterministic Turing machine whose complexity is linearly- related to that of the alternating Turing machine. However such a reduction for the conventional committed choice nondeterminism has complexity that is quadratically related to that of the alternating Turing machine.

    Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.

    This report describes the work done under contract to Sandia National Labs and to the Department of Energy for improvement of downhole drilling motors. The focus of this program was the development of a better bearing-and-seal assembly that could be used in different kinds of drilling motors in a geothermal environment. Major tasks were: (1) design and construction of seal testing devices, (2) screening and evaluation of candidate seals in a simulated bearing/seal package, (3) tests of the most promising candidates in a full-scale bearing/seal package, and (4) analysis of failed seals after testing. The key results from this program were: (1) identification of seal/shaft/lubricant systems that performed well at high pressure and temperature, (2) identification of other seal designs that should be avoided for similar applications, and (3) evaluation of the test machines' design.

    This fact sheet describes the objectives of the U.S. Department of Energy Uniform Methods Project to bring consistency to energy savings calculations in U.S. energy efficiency programs. The U.S. Department of Energy (DOE) is developing a framework and a set of protocols for determining gross energy savings from energy efficiency measures and programs. The protocols represent a refinement of the body of knowledge supporting energy efficiency evaluation, measurement, and verification (EM&V) activities. They have been written by technical experts within the field and reviewed by industry experts. Current EM&V practice allows for multiple methods for calculating energy savings. These methods were developed to meet the needs of energy efficiency program administrators and regulators. Although they served their original objectives well, they have resulted in inconsistent and incomparable savings results - even for identical measures. The goal of the Uniform Methods Project is to strengthen the credibility of energy savings determinations by improving EM&V, increasing the consistency and transparency of how energy savings are determined.

Certifying a typical container entails retrieving and then characterizing it (Non-Destructive Examination [NDE], Non-Destructive Assay [NDA], and Head Space Gas Sampling [HSG]), validating records (data review and reconciliation), and designating the container for a payload. The certified payload is then shipped to WIPP. Systems modeling and analysis techniques were applied to Hanford's TRU Program to help streamline the certification process and increase shipping rates. The modeling and analysis yields several benefits: - Maintains visibility on system performance and predicts downstream consequences of production issues. - Predicts future system performance with higher confidence, based on tracking past performance. - Applies speculation analyses to determine the impact of proposed changes (e.g., apparent shortage of feed should not be used as basis to reassign personnel if more feed is coming in the queue). - Positively identifies the appropriate queue for all containers (e.g., discovered several containers that were not actively being worked because they were in the wrong 'physical' location - method used previously for queuing up containers). - Identifies anomalies with the various data systems used to track inventory (e.g., dimensional differences for Standard Waste Boxes). A model of the TRU Program certification process was created using custom queries of the multiple databases for managing waste containers. The model was developed using a simplified process chart based on the expected path for a typical container. The process chart was augmented with the remediation path for containers that do not meet acceptance criteria for WIPP. Containers are sorted into queues based on their current status in the process. A container can be in only one queue at any given time. Existing data systems are queried to establish the quantity of containers in each queue on any given day. This sets the amount of feed available that is then modeled to be processed according to the daily production plans. The daily production plans were created by identifying the equipment necessary and the staff that performs each process step, and determining the expected production rate for each step. Production performance is monitored on a weekly basis with Project senior staff to establish a total operating efficiency (TOE) for each step (comparing actual performance to production capacity). The unit operations were modeled to be constrained by each day's feed queue plus the performance of the preceding step. The TOE for each unit operation was applied to an integrated model to determine bottlenecks and identify areas for improvement. All of the steps were linked to predict future system performance based on available feed and integrated system-level TOE. It has been determined that at times sub-optimization of a particular unit operation is necessary to ensure the system remains balanced (e.g., having excess capacity in assay does no good if there is no feed available because the real-time radiography [RTR] is working at half capacity). Several recommendations have been provided to the Project management team resulting in improvements in the performance of TRU certification activities by Hanford's TRU Program. (authors)

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    This report describes the results of a six-year, $6.3 million project to reduce operation and maintenance (O&M) costs at power plants employing concentrating solar power (CSP) technology. Sandia National Laboratories teamed with KJC Operating Company to implement the O&M Improvement Program. O&M technologies developed during the course of the program were demonstrated at the 150-MW Kramer Junction solar power park located in Boron, California. Improvements were made in the following areas: (a) efficiency of solar energy collection, (b) O&M information management, (c) reliability of solar field flow loop hardware, (d) plant operating strategy, and (e) cost reduction associated with environmental issues. A 37% reduction in annual O&M costs was achieved. Based on the lessons learned, an optimum solar- field O&M plan for future CSP plants is presented. Parabolic trough solar technology is employed at Kramer Junction. However, many of the O&M improvements described in the report are also applicable to CSP plants based on solar power tower or dish/engine concepts.

    This technical highlight describes NREL research to develop a set of diagnostic test cases for building energy simulations in order to achieve more accurate energy use and savings predictions. The National Renewable Energy Laboratory (NREL) Residential and Commercial Buildings research groups developed a set of diagnostic test cases for building energy simulations. Eight test cases were developed to test surface conduction heat transfer algorithms of building envelopes in building energy simulation programs. These algorithms are used to predict energy flow through external opaque surfaces such as walls, ceilings, and floors. The test cases consist of analytical and vetted numerical heat transfer solutions that have been available for decades, which increases confidence in test results. NREL researchers adapted these solutions for comparisons with building energy simulation results. Testing the new cases with EnergyPlus identified issues with the conduction finite difference (CondFD) heat transfer algorithm in versions 5 and 6. NREL researchers resolved these issues for EnergyPlus version 7. The new test cases will help users and developers of EnergyPlus and other building energy tools to identify and fix problems associated with solid conduction heat transfer algorithms of building envelopes and their boundary conditions. In the long term, improvements to software algorithms will result in more accurate energy use and savings predictions. NREL researchers plan to document the set of test cases and make them available for future consideration by validation standards such as ASHRAE Standard 140: Standard Method of Test for the Evaluation of Building Energy Analysis Computer Programs. EnergyPlus users will also have access to the improved CondFD model in version 7 after its next scheduled release.

    Today, 109 nuclear power plants provide over 20 percent of the electrical energy generated in the US. The operating license of the first of these plants will expire in the year 2000; one third of the operating licenses will expire by 2010 and the remaining plant licenses are scheduled to expire by 2033. The National Energy Strategy assumes that 70 percent of these plants will continue to operate beyond their current license expiration to assist in ensuring an adequate, diverse, and environmentally acceptable energy supply for economic growth. In order to preserve this energy resource in the US three major tasks must be successfully completed: (1) establishment of the regulations, technical standards, and procedures for the preparation and review of a license renewal application; (2) development, verification, and validation of the various technical criteria and bases for needed monitoring, refurbishment, or replacement of plant equipment; and (3) demonstration of the regulatory process. Since 1985, the US Department of Energy (DOE) has been working with the nuclear industry and the US Nuclear Regulatory Commission (NRC) to establish and demonstrate the option to extend the life of nuclear power plants through the renewal of operating licenses. This paper focuses primarily on DOE`s Plant Lifetime Improvement (PLIM) Program efforts to develop the technical criteria and bases for effective aging management and lifetime improvement for continued operation of nuclear power plants. This paper describes current projects to resolve generic technical issues, including degradation of long-lived components, reactor pressure vessel (RPV) embrittlement management approaches, and analytical methodologies to characterize RPV integrity.

    The fabrication process and as-built characteristics of the HBWR Series H-2 and H-3 test rods, as well as the three packed-particle (sphere-pac) rods in HBWR Series H-4 are described. The HBWR Series H-2, H-3, and H-4 tests are part of the irradiation test program of the Fuel Performance Improvement Program. Fifteen rods were fabricated for the three test series.     An analytical method for the determination of hydrocarbon and ether emissions from gasoline-, methanol-, and flexible-fueled vehicles is described. This method was used in Phase I of the Auto/Oil Air Quality Improvement Research Program to provide emissions data for various vehicles using individual reformulated gasolines and alternate fuels. These data would then be used for air modeling studies. Emission samples for tailpipe, evaporative, and running loss were collected in Tedlar bags. Gas chromatographic analysis of the emissions samples included 140 components (hydrocarbons, ethers, alcohols and aldehydes) between C1 and C12 in a single analysis of 54-minutes duration. Standardization, quality control procedures, and inter-laboratory comparisons developed and completed as part of this program are also described.     The purpose and need for DOE to undertake the actions described in this document are to improve the efficiency of the Alternating Gradient Synchrotron (AGS) complex. Benefits would include optimization of the AGS scientific program, increased high-energy and nuclear physics experimentation, improved health and safety conditions for workers and users, reduced impact on the environment and the general public, energy conservation, decreased generation of hazardous and radioactive wastes, and completion of actions required to permit the AGS to be the injector to the Relativistic Heavy Ion Collider (RHIC)., Improved efficiency is defined as increasing the AGS`s capabilities to capture and accelerate the proton intensity transferred to the AGS from the AGS booster. Improved capture of beam intensity would reduce the beam losses which equate to lost scientific opportunity for study and increased potential for radiation doses to workers and the general public. The action would also refurbish magnets used in the transfer tunnel which connects the AGS complex to RHIC to permit smooth injection of beam into the RHIC accelerator. These magnets were previously used to direct beam to fixed targets for high energy physics studies but have hot received proper maintenance to be reliable as injectors to RHIC. The document describes alternative actions, the affected environment, and environmental impacts.

  16. Improving low temperature properties of synthetic diesel fuels derived from oil shale. Alternative fuels utilization program

    The ability of additives to improve the cold flow properties of shale oil derived fuels boiling in the diesel fuel range was evaluated. Because a commercial shale oil industry did not exist to provide actual samples of finished fuels, a representative range of hydroprocessed shale oil fractions was prepared for use in the additive testing work. Crude oil shale from Occidental Shale Company was fractionated to give three liquids in the diesel fuel boiling range. The initial boiling point in each case was 325/sup 0/F (163/sup 0/C). The final boiling points were 640/sup 0/F (338/sup 0/C), 670/sup 0/F (354/sup 0/C) and 700/sup 0/F (371/sup 0/F). Each fraction was hydrotreated to three different severities (800, 1200 and 1500 psi total pressure) over a Shell 324 nickel molybdate on alumina catalyst at 710 to 750/sup 0/F to afford 9 different model fuels. A variety of commercial and experimental additives were evaluated as cold flow improvers in the model fuels at treat levels of 0.04 to 0.4 wt %. Both the standard pour point test (ASTM D97) and a more severe low temperature flow test (LTFT) were employed. Reductions in pour points of up to 70/sup 0/F and improvements in LTFT temperatures up to 16/sup 0/F were achieved. It is concluded that flow improver additives can play an important role in improving the cold flow properties of future synthetic fuels of the diesel type derived from oil shale.

    This report summarizes the provisions of existing Federal laws, regulations, administrative policies, and grant-program procedures that relate to funding of noise-abatement projects. The report also presents historical data on Federally assisted noise compatibility projects and funding levels in fiscal years 1982 - 1987. A literature search was conducted and parties involved with airport-noise compatibility planning and project implementation were consulted to identify proposals currently not eligible for grant assistance and the reasons for their ineligibility. The report concludes with recommendations to make eligibility criteria more flexible and to provide clearer guidance to parties involved with noise compatibility project formulation, evaluation and implementation.

    The DOE Loan Programs Office is proposing to offer a loan guarantee to Cape Wind Associates, LLC for the construction and start-up of the Cape Wind Energy Project in Nantucket Sound, offshore of Massachusetts. The proposed Cape Wind Energy Project would consist of up to 130, 3.6-MW turbine generators, in an area of roughly 25-square miles, and would include 12.5 miles of 115-kilovolt submarine transmission cable and an electric service platform. To inform DOE's decision regarding a loan guarantee, DOE adopted the Department of the Interior’s 2009 Final Cape Wind Energy Project EIS, in combination with two Cape Wind Environmental Assessments dated May 2010 and April 2011 (per 40 CFR 1506.4), as a DOE Final EIS (DOE/EIS-0470). The adequacy of the Department of the Interior final EIS adopted by DOE is the subject of a judicial action. This project is inactive.

    Under the framework of French R and D studies for Generation IV reactors and more specifically for sodium-cooled fast reactors (SFR); the CEA, EDF and AREVA have launched a joint coordinated research programme. This paper deals with the R and D sets out to achieve better inspection, maintenance, availability and decommissioning. In particular the instrumentation requirements for core monitoring and detection in the case of accidental events. Requirements mainly involve diversifying the means of protection and improving instrumentation performance in terms of responsiveness and sensitivity. Operation feedback from the Phenix and Superphenix prototype reactors and studies, carried out within the scope of the EFR projects, has been used to define the needs for instrumentation enhancement.     Surface quality of sheet steels is an important economic and technical issue for applications such as critical automotive surfaces. This project was therefore initiated to develop a more quantitative methodology for measuring surface imperfections, and to assess their response to forming and painting, particularly with respect to their visibility or invisibility after painting. The objectives were met, and included evaluation of a variety of imperfections present on commercial sheet surfaces or simulated using methods developed in the laboratory. The results are expected to have significant implications with respect to the methodology for assessing surface imperfections, development of quantitative criteria for surface inspection, and understanding and improving key painting process characteristics that influence the perceived quality of sheet steel surfaces.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

    This technical highlight describes NREL research to develop Building Energy Simulation Test for Existing Homes (BESTEST-EX) to increase the quality and accuracy of energy analysis tools for the building retrofit market. Researchers at the National Renewable Energy Laboratory (NREL) have developed a new test procedure to increase the quality and accuracy of energy analysis tools for the building retrofit market. The Building Energy Simulation Test for Existing Homes (BESTEST-EX) is a test procedure that enables software developers to evaluate the performance of their audit tools in modeling energy use and savings in existing homes when utility bills are available for model calibration. Similar to NREL's previous energy analysis tests, such as HERS BESTEST and other BESTEST suites included in ANSI/ASHRAE Standard 140, BESTEST-EX compares software simulation findings to reference results generated with state-of-the-art simulation tools such as EnergyPlus, SUNREL, and DOE-2.1E. The BESTEST-EX methodology: (1) Tests software predictions of retrofit energy savings in existing homes; (2) Ensures building physics calculations and utility bill calibration procedures perform to a minimum standard; and (3) Quantifies impacts of uncertainties in input audit data and occupant behavior. BESTEST-EX includes building physics and utility bill calibration test cases. The diagram illustrates the utility bill calibration test cases. Participants are given input ranges and synthetic utility bills. Software tools use the utility bills to calibrate key model inputs and predict energy savings for the retrofit cases. Participant energy savings predictions using calibrated models are compared to NREL predictions using state-of-the-art building energy simulation programs.
