During 1993, data indicates gas imports grew by about 10 percent over the 1992 level (2328 vs. 2122 Bcf), with Canadian and Algerian imports increasing by 8 and 82 percent, respectively. During the same time period, exports declined by 41 percent (144 vs. 243 Bcf). Exports to Canada decreased 47 percent from the 1992 level (50 vs. 95 Bcf) and exports to Mexico decreased by 60 percent (38 vs. 95 Bcf).

During the first three months of 1994, data indicates that gas imports grew by about 14 percent over the level of the first quarter of 1993 (668 vs. 586 Bcf), with Canadian and Algerian imports increasing by 12 and 53 percent, respectively. During the same time period, exports declined by 15 percent (41 vs. 48 Bcf). Exports to Canada increased by 10 percent from the 1993 level (22 vs. 20 Bcf) and exports to Mexico decreased by 64 percent (5 vs. 14 Bcf).

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities.     The Office of Fuels Programs prepares quarterly reports summarizing the data provided by companies with authorizations to import or export natural gas. Companies are required, as a condition of their authorizations, to file quarterly reports with the OFP. This report is for the third quarter of 1993 (July--September). Attachment A shows the percentage of takes to maximum firm contract levels and the weighted average per unit price for each of the long-term importers during the five most recent reporting quarters. Attachment B shows volumes and prices of gas purchased by long-term importers and exporters during the past twelve months (October 1992--September 1993). Attachment C shows volume and price information pertaining to gas imported on a short-term or spot market basis. Attachment D shows the gas exported on a short-term or spot market basis to Canada and Mexico.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    LNG imports to the US jumped in 1996 as Algerian base-load plants resumed operations following major revamps. Exports from Alaska to Japan grew by nearly 4% over 1995. Total LNG imports to the US in 1996 were 40.27 bcf compared to 17.92 bcf in 1995, an increase of 124.8%. Algeria supplied 35.32 bcf; Abu Dhabi, 4.95 bcf. About 82.3% of the imported LNG was received at Distrigas Corp.`s terminal north of Boston. The remaining LNG was received at the Pan National terminal in Lake Charles, LA. LNG imports during 1995 fell to such a low level not because of depressed US demand but because of limited supply. The paper discusses LNG-receiving terminals, base-load producers, LNG pricing, and exports.

    The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure.     Millions of sealed radioactive sources (SRSs) are being used for a wide variety of beneficial purposes throughout the world. Security experts are now concerned that these beneficial SRSs could be used in a radiological dispersion device to terrorize and disrupt society. The greatest safety and security threat is from those highly radioactive Category 1 and 2 SRSs. Without adequate controls, it may be relatively easy to legally purchase a Category 1 or 2 SRS on the international market under false pretenses. Additionally, during transfer, SRSs are particularly susceptible to theft since the sources are in a shielded and mobile configuration, transportation routes are predictable, and shipments may not be adequately guarded. To determine if government controls on SRS are adequate, this study was commissioned to review the current SRS import and export controls of six countries. Canada, the Russian Federation, and South Africa were selected as the exporting countries, and Egypt, the Philippines, and the United States were selected as importing countries. A detailed review of the controls in each country is presented. The authors found that Canada and Russia are major exporters, and are exporting highly radioactive SRSs without first determining if the recipient is authorized by the receiving country to own and use the SRSs. Available evidence was used to estimate that on average there are tens to possibly hundreds of intercountry transfers of highly radioactive SRSs each day. Based on these and other findings, this reports recommends stronger controls on the export and import of highly radioactive SRSs.

    Voluntary markets for ''green'' power, and mandatory policies such as fuel source disclosure requirements and renewables portfolio standards, each rely on the ability to differentiate electricity by the ''attributes'' of the generation. Throughout North America, electricity markets are devising accounting and verification systems for generation ''attributes'': those characteristics of a power plant's production such as fuel source and emissions that differentiate it from undifferentiated (or ''commodity'') electricity. These accounting and verification systems are intended to verify compliance with market mandates, create accurate disclosure labels, substantiate green power claims, and support emissions markets. Simultaneously, interest is growing in transacting (importing or exporting) generation attributes across electricity market borders, with or without associated electricity. Cross-border renewable attribute transactions have advantages and disadvantages. Broad access to markets may encourage more renewable generation at lower cost, but this result may conflict with desires to assure that at least some renewable resources are built locally to achieve either local policy goals or purchaser objectives. This report is intended to serve as a resource document for those interested in and struggling with cross-border renewable attribute transactions. The report assesses the circumstances under which renewable generation attributes from a ''source'' region might be recognized in a ''sink'' region. The report identifies several distinct approaches that might be used to account for and verify attribute import and export transactions, and assesses the suitability of these alternative approaches. Because policymakers have often made systems ''compatibility'' between market areas a pre-requisite to allowing cross-border renewable transactions, this report develops criteria for ''compatible information systems.''     Total is on track to become Indonesia's leading gas exporter by the turn of the century. Total's aggressive development of its Mahakam Delta acreage in East Kalimantan is intended to keep pace with growing liquefied natural gas demand, mainly from Japan but also increasingly from South Korea and Taiwan. A frantic scramble is under way among natural gas suppliers in the Pacific Rim region, particularly those with current LNG export facilities, to accommodate projections of soaring natural gas demand in the region. Accordingly, Total's Indonesian gas production goal is the centerpiece of a larger strategy to become a major player in the Far East Asia gas scene. Its goals also fall in line with Indonesia's. Facing flat or declining oil production while domestic oil demand continues to soar along with a rapidly growing economy, Indonesia is heeding some studies that project the country could become a net oil importer by the turn of the century. The paper describes Total's Far East strategy, the Mahakam acreage which it operates, the shift to gas development, added discoveries, future development, project spending levels, and LNG export capacity.

    This paper reviews the historical trends in domestic oil production and the oil imports. The paper exposes government policies related to developing more strategic plans for curtailing such increases in imports while showing the continued increase in demand. It provides information from the Energy Information Administration on net oil imports as a share of US oil consumption. It also provides information showing the sources of current US imports. Discussion is made on the potential threat to national security as a result of political instability in numerous of these oil exporting countries.

    Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

One main use of the TacNet Tracker is in Blue Force Tracking, the ability to track the good guys in an adversarial situation or in a force-on-force or real battle conditions. There are practical military applications with the TacNet Tracker.The mesh network is a wireless IP communications network that moves data packets from source IP addresses to specific destination IP addresses. Addresses on the TacNet infrastructure utilize an 8-bit network mask (255.0.0.0). In other words, valid TacNet addresses range from 10.0.0.1 to 10.254.254.254. The TacNet software design uses uni-cast transmission techniques because earlier mesh network software releases did not provide for the ability to utilize multi-cast data movement. The TacNet design employs a list of addresses to move information within the TacNet infrastructure.     Nations, states, and even communities must generate exportable products that earn money for buying needed imports. Exports have ranged from tourist services to hardwood logs. Fertile land, with irrigation water and fertilizer, grows exportable food. On the other hand a hot dry desert with no mineral resources presents a challenge to its occupants. Solar power could be generated and exported, but that requires construction of expensive transmission lines which are in service only when the sun shines. Among new options is a solar-powered plant that recovers zinc from the zinc oxide produced during discharge of zinc-air electric-vehicle batteries. A hectare-size solar-power plant with 30-percent efficient solar cells can in eight hours recover enough zinc to power 36,000 /km (22,000 miles) of travel in lightweight 4-passenger electric vehicles. A by-product could be renewable fuel for use by local residents in electric bicycles. One oriented solar panel, 10 meters by 10 meters in size, with 30-percent efficient solar cells, could in one day deliver enough energy for traveling 14,700 km (9176 miles) on bicycles. This by far exceeds the travel distance that could be obtained in one day by riding on an animal that is pastured on a s0-by-10 meter area.

    This report incorporates the contents of fifteen individual situation reports for major petroleum exporting countries that were prepared from the Office of Energy Emergency Management Information System. The situation reports give a synopsis of political, economic, and petroleum industry data for each oil exporting country and are designed to provide up-to-date information enabling the EEMIS Project Office to react in a timely manner to late-breaking events. The report gives a brief overview of crude oil production for the major oil producing regions of the world and identifies crude flows from the major oil producing to consuming regions - Western Europe, United States, and Japan.

    Present legislation effectively bans the export of crude oil produced in the United States. The ban has been in effect for years and is particularly stringent with respect to crude oil produced in Alaska, particularly on the North Slope. The Alaska crude export ban is specifically provided for in the Trans-Alaska Pipeline Authorization Act of 1973 and in other legislation. It was imposed for two reasons. The first was to reduce US dependence on imported crude oil. The Arab oil embargo had been imposed shortly before the Act was passed and a greater measure of energy independence was considered imperative at that time. The second reason was to assure that funds expended in building an Alaskan pipeline would benefit domestic users rather than simply employed to facilitate shipments to other countries. The main objective of this report is to estimate the potential impacts on crude oil prices that would result from lifting the export ban Alaskan crude oil. The report focuses on the Japanese market and the US West Coast market. Japan is the principal potential export market for Alaskan crude oil. Exports to that market would also affect the price of Alaskan crude oil as well as crude oil and product prices on the West Coast and the volume of petroleum imported in that area. 3 figs., 8 tabs.

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    US agricultural export marketing opportunities are limited by the existence of trade barriers in many overseas countries. For example, Japan and South Korea do not permit the importation of apples due to their stated concern over codling moth infestation. One of the purposes of this study was to evaluate the potential of exporting irradiated fruits and vegetables from Washington State to overcome existing trade barriers and prevent the establishment of future barriers. The Asian countries specifically evaluated in this study are Japan, Hong Kong and Singapore. Another purpose of this project was to determine the feasibility of locating an irradiation facility in Washington State. Advantages that irradiated agricultural products would bring in terms of price and quality in export markets were also evaluated.

    According to a U.S. Office of Technology Assessment report, Nigeria, Indonesia, Australia, Malaysia, Trinidad, Colombia, and Chile are the most likely sources of U.S. imports of LNG, although the areas with the greatest amounts of exportable surplus LNG are the Persian Gulf, with > 231 trillion cu ft/yr, and the U.S.S.R., with 439 trillion cu ft/yr. The import of LNG would increase the U.S. balance of payments deficit, but LNG imports seem preferable to oil imports. LNG producers have a tendency to sell to Europe or Japan, since these areas are closer to the LNG sources. Maritime Administration and Export-Import Bank programs favor the use of domestic rather than foreign LNG tankers, which tends to reduce the financial stake of foreign suppliers in uninterrupted deliveries. Exportable LNG surpluses (in trillions of cu ft/yr) include: Algeria, 8; Nigeria, 33; Southeast Asia, 41; and Western Hemisphere, 19.

    This paper reports that Russia will eliminate its oil export tax by 1994 and until then will allow some exemptions, Russian officials have assured a group of US tax specialists. They stopped short of saying it would be repealed by the end of the year, the Ken Crawford, a member of a Tax Foundation delegation visiting Russia and managing partner of KPMG Peat Marwick's Moscow office. The export tax was one of several tax related Russian economic issues on which the US experts and Russian officials exchanged views early this month. The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

    The Federal Energy Regulatory Commission (FERC) is preparing, with DOE as a cooperating agency, an EIS to analyze the potential environmental impacts of proposals (1) to add liquefaction and export capability to a proposed liquefied natural gas (LNG) import terminal in Warrenton, Oregon, and add 39 miles of new pipeline in Columbia County, Oregon, and Cowlitz County, Washington, to interconnect with the Northwest Pipeline, and (2) to expand the capacity of the Northwest Pipeline by adding 140 miles of 36-inch diameter pipeline in 10 segments and increasing compression at five existing compressor stations. These proposals are connected actions and will be evaluated in the same EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.

    First oil from near Lake Kutubu in Papua New Guinea began flowing in June through pipelines and marine facilities recently installed by Chevron Niugini Pty. Ltd. Production facilities were built near Lake Kutubu. The export pipeline was laid form the central production facility to landfall on the Kikori River - approximately 171 km (106 miles) away - and then another 56 miles to a platform in 66 ft of water in the gulf. From the platform, an oilspading line extends about 2.4 miles to the SPM in 83 ft of water where tankers will load oil at an initial design flowrate of 157,000 b/d.

    Neurotoxic methylmercury (MeHg), formed by anaerobic bacteria, is shown to be rapidly excreted from the cell, but the mechanism of this process is unclear. Using both Geobacter sulfurreducens PCA and Desulfovibrio desulfuricans ND132 strains, we investigated the factors affecting export and distribution of MeHg in mercury methylation and MeHg sorption-desorption assays. Thiols, such as cysteine, were found to greatly facilitate desorption and export of MeHg, particularly by PCA cells. However, in cysteine-free assays (4 h) >90% of the synthesized MeHg was associated with PCA, among which ~73% was sorbed on the cell surface and 19% remained inside the cells. In comparison, a majority of the MeHg (70%) was exported by ND132, leaving ~20% of the MeHg sorbed on the surface and 10% inside the cells. When MeHg was added directly to the cell suspensions, ND132 adsorbed much lower MeHg but took up more MeHg inside cells than PCA did. These results demonstrate that MeHg export is bacteria strain-specific, time dependent, and is influenced by thiols, implicating important roles of ligand complexation in facilitating MeHg production and mobilization in the environment.

  6. SIMULATION OF NET INFILTRATION FOR MODERN AND POTENTIAL FUTURE CLIMATES

    This Analysis/Model Report (AMR) describes enhancements made to the infiltration model documented in Flint et al. (1996) and documents an analysis using the enhanced model to generate spatial and temporal distributions over a model domain encompassing the Yucca Mountain site, Nevada. Net infiltration is the component of infiltrated precipitation, snowmelt, or surface water run-on that has percolated below the zone of evapotranspiration as defined by the depth of the effective root zone, the average depth below the ground surface (at a given location) from which water is removed by evapotranspiration. The estimates of net infiltration are used for defining the upper boundary condition for the site-scale 3-dimensional Unsaturated-Zone Ground Water Flow and Transport (UZ flow and transport) Model (CRWMS M&O 2000a). The UZ flow and transport model is one of several process models abstracted by the Total System Performance Assessment model to evaluate expected performance of the potential repository at Yucca Mountain, Nevada, in terms of radionuclide transport (CRWMS M&O 1998). The net-infiltration model is important for assessing potential repository-system performance because output from this model provides the upper boundary condition for the UZ flow and transport model that is used to generate flow fields for evaluating potential radionuclide transport through the unsaturated zone. Estimates of net infiltration are provided as raster-based, 2-dimensional grids of spatially distributed, time-averaged rates for three different climate stages estimated as likely conditions for the next 10,000 years beyond the present. Each climate stage is represented using a lower bound, a mean, and an upper bound climate and corresponding net-infiltration scenario for representing uncertainty in the characterization of daily climate conditions for each climate stage, as well as potential climate variability within each climate stage.     Semantic Web applications require robust and accurate annotation tools that are capable of automating the assignment of ontological classes to words in naturally occurring text (ontological annotation). Most current ontologies do not include rich lexical databases and are therefore not easily integrated with word sense disambiguation algorithms that are needed to automate ontological annotation. WordNet provides a potentially ideal solution to this problem as it offers a highly structured lexical conceptual representation that has been extensively used to develop word sense disambiguation algorithms. However, WordNet has not been designed as an ontology, and while it can be easily turned into one, the result of doing this would present users with serious practical limitations due to the great number of concepts (synonym sets) it contains. Moreover, mapping WordNet to an existing ontology may be difficult and requires substantial labor. We propose to overcome these limitations by developing an analytical platform that (1) provides a WordNet-based ontology offering a manageable and yet comprehensive set of concept classes, (2) leverages the lexical richness of WordNet to give an extensive characterization of concept class in terms of lexical instances, and (3) integrates a class recognition algorithm that automates the assignment of concept classes to words in naturally occurring text. The ensuing framework makes available an ontological annotation platform that can be effectively integrated with intelligence analysis systems to facilitate evidence marshaling and sustain the creation and validation of inference models.

The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    The pricing of natural gas on a parity with crude oil has become an important issue in the international energy market. A prime example of the hostility that can arise over this issue is the ongoing argument between the US and Algeria over the price of SONATRACH's LNG exports to El Paso Co. Because LNG shipping and regasification costs add substantially to its delivered (c.i.f.) cost, price parity at the point of export (f.o.b.) would put LNG's price far above that of crude oil or natural gas. Other LNG exporters, such as Indonesia and Libya, seem to be adopting Algeria's pricing stance. Most European LNG customers believe that if f.o.b. price parity - or even some of the c.i.f. price-calculation methods - becomes the established formula, LNG will be priced out of many industrial markets. Without the big contracts from industry, existing LNG projects might not be economical.

    This study examines the integration of the Brazilian economy in the global economy as a determining factor for the energy efficiency of its industry. Depending upon the profile of a country's exports (i.e., depending upon the share of energy-intensive exports out of total exports), different quantities of energy are required to produce the country's exported goods, which may counterbalance efforts made elsewhere to improve the overall energy efficiency of the country's industry. Different scenarios for the energy embodied in the industrial exports of Brazil are considered for the period 1995--2015. These scenarios are a combination of different shares of energy-intensive goods in the total exports of the country with different assumptions for gains obtained in industrial energy efficiency over time. For all scenarios the same fundamental hypothesis of liberalization of commerce and economic growth are assumed. Results for the year 2015 show that the total energy embodied in industrial exports varies from 1,413 PJ to 2,491 PJ, and the total industrial use of energy varies from 3,858 PJ to 6,153 PJ, depending upon the assumptions made. This is equivalent to an average industrial energy intensity variation ranging from 13.8 MJ to 22.0 MJ per US$-1985. The authors conclude that any policy aimed at improving Brazil's overall industrial energy efficiency should concentrate not only on the reduction of the energy intensity of particular industrial sectors, but also (and, perhaps, more importantly) on rethinking the very strategy for the integration of the country's economy in the global market in the future, with respect to the share of energy-intensive goods out of total exports. The focus is not incidental, for the ongoing structural changes in Brazilian exports alone may come to offset any efficiency improvements achieved by the national industry as a whole.
