This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure. The section also specifically describes six planned pipelines intended to expand this pipeline network and their planned in-service dates.

Final Technical Report - Autothermal Styrene Manufacturing Process with Net Export of Energy

The overall objectives of the project were to: (a) develop an economically competitive processing technology for styrene monomer (SM) that would reduce process energy requirements by a minimum 25% relative to those of conventional technology while achieving a minimum 10% ROI; and (b) advance the technology towards commercial readiness. This technology is referred to as OMT (Oxymethylation of Toluene). The unique energy savings feature of the OMT technology would be replacement of the conventional benzene and ethylene feedstocks with toluene, methane in natural gas and air or oxygen, the latter of which have much lower specific energy of production values. As an oxidative technology, OMT is a net energy exporter rather than a net energy consumer like the conventional ethylbenzene/styrene (EB/SM) process. OMT plants would ultimately reduce the cost of styrene monomer which in turn will decrease the costs of polystyrene making it perhaps more cost competitive with competing polymers such as polypropylene.

Exporting Alaskan North Slope crude oil: Benefits and costs  

SciTech Connect (OSTI)

The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

Model and Analytic Processes for Export License Assessments

This paper represents the Department of Energy Office of Nonproliferation Research and Development (NA-22) Simulations, Algorithms and Modeling (SAM) Program's first effort to identify and frame analytical methods and tools to aid export control professionals in effectively predicting proliferation intent; a complex, multi-step and multi-agency process. The report focuses on analytical modeling methodologies that alone, or combined, may improve the proliferation export control license approval process. It is a follow-up to an earlier paper describing information sources and environments related to international nuclear technology transfer. This report describes the decision criteria used to evaluate modeling techniques and tools to determine which approaches will be investigated during the final 2 years of the project. The report also details the motivation for why new modeling techniques and tools are needed. The analytical modeling methodologies will enable analysts to evaluate the information environment for relevance to detecting proliferation intent, with specific focus on assessing risks associated with transferring dual-use technologies. Dual-use technologies can be used in both weapons and commercial enterprises. A decision-framework was developed to evaluate which of the different analytical modeling methodologies would be most appropriate conditional on the uniqueness of the approach, data availability, laboratory capabilities, relevance to NA-22 and Office of Arms Control and Nonproliferation (NA-24) research needs and the impact if successful. Modeling methodologies were divided into whether they could help micro-level assessments (e.g., help improve individual license assessments) or macro-level assessment. Macro-level assessment focuses on suppliers, technology, consumers, economies, and proliferation context. Macro-level assessment technologies scored higher in the area of uniqueness because less work has been done at the macro level. An approach to developing testable hypotheses for the macro-level assessment methodologies is provided. The outcome of this works suggests that we should develop a Bayes Net for micro-level analysis and continue to focus on Bayes Net, System Dynamics and Economic Input/Output models for assessing macro-level problems. Simultaneously, we need to develop metrics for assessing intent in export control, including the risks and consequences associated with all aspects of export control.

A review of the U.S. implementation of nuclear export and technology transfer controls is undertaken to assess whether the U.S. controls is undertaken to assess whether the U.S. controls meet the full scope of the international commitment toward non-proliferation controls. The international non-proliferation controls have been incorporated into CoCom, the Coordinating Committee of the multinational organization established to protect the mutual interests of the participating countries in the area of strategic export controls. However, this CoCom list is classified and each participating country implements these controls pursuant to its own laws. A comparison to the non-proliferation controls promulgated by the U.K. is used to verify that the U.S. controls are at least as comprehensive as the British controls.

Africa gaining importance in world LPG trade

Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

Quantum computational tensor network on string-net condensate

The string-net condensate is a new class of materials which exhibits the quantum topological order. In order to answer the important question, "how useful is the string-net condensate in quantum information processing?", we consider the most basic example of the string-net condensate, namely the $Z_2$ gauge string-net condensate on the two-dimensional hexagonal lattice, and show that the universal measurement-based quantum computation (in the sense of the quantum computational webs) is possible on it by using the framework of the quantum computational tensor network. This result implies that even the most basic example of the string-net condensate is equipped with the correlation space that has the capacity for the universal quantum computation.

Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

The Federal Energy Regulatory Commission (FERC) is analyzing the potential environmental impacts of a proposal to construct and operate natural gas liquefaction and export facilities at the existing Golden Pass liquefied natural gas terminal in Jefferson County, Texas. The proposal includes three new compressor stations in Jefferson and Orange Counties, Texas, and Calcasieu Parish, Louisiana; a new 3-mile long pipeline in Calcasieu Parish; and modifications to 11 existing interconnections with other pipeline systems. In 2013, FERC announced its intent to prepare an EA and conducted public scoping. (See DOE/EA-1971.) In June 2014, FERC announced that, due to changes in the project location and scope, it would prepare an EIS. DOE, Office of Fossil Energy – a cooperating agency in preparing the EIS – has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest. A tiny motor tasked with one of nature's biggest jobs is now better understood. The molecular machinery that helps export messenger RNA from a cell's nucleus has been structurally mapped at the Advanced Light Source, a synchrotron located at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab). In this simulation, Gle1 (yellow) binds Dbp5 (green and blue-grey) causing Dbp5 to release RNA (orange). The movie begins with Dbp5 bound to RNA and then transitions to the Gle1-Dbp5 state, the step that jettisons RNA. The simulation then plays in reverse to mimic RNA and ATP dependent closing of Dbp5 and release of Gle1 (Movie courtesy of Karsten Weis's and James Berger's labs)

AB-Net Method of Protection from Projectiles (city, military base, battle-front, etc.)

The author suggests a low cost special AB-Net from artificial fiber, which may protect cities and important objects from rockets, artillery and mortar shells, projectiles, bullets, and strategic weapons. The idea is as follows: The offered AB-Net joins an incoming projectile to a small braking parachute and this incoming projectile loses speed by air braking after a drag distance of 50 - 150 meters. A following interception net after the first may serve to collect the slowed projectiles and their fragments or bomblets so that they do not reach the aimpoint. The author offers the design of AB-Net, a developed theory of snagging with a small braking parachute by AB-Net; and sample computations. These nets may be used for defense of a town, city, military base, battle-front line, road (from terrorists), or any important objects or installations (for example nuclear electric station, government buildings, etc.). Computed projects are: Net to counter small rockets (for example, from Qassam), net to counter artillery projectile (caliber 76 mm), net to counter bullets (caliber 7.6 mm). The offered method is cheaper by thousands of times than protection of a city by current anti-rocket systems. Discussion and results are at the end of the article. Conformal nets II: conformal blocks

Conformal nets provide a mathematical formalism for conformal field theory. Associated to a conformal net with finite index, we give a construction of the `bundle of conformal blocks', a representation of the mapping class groupoid of closed topological surfaces into the category of finite-dimensional projective Hilbert spaces. We also construct infinite-dimensional spaces of conformal blocks for topological surfaces with smooth boundary. We prove that the conformal blocks satisfy a factorization formula for gluing surfaces along circles, and an analogous formula for gluing surfaces along intervals. We use this interval factorization property to give a new proof of the modularity of the category of representations of a conformal net.

Russia’s Natural Gas Export Potential up to 2050

Recent increases in natural gas reserve estimates and advances in shale gas technology make natural gas a fuel with good prospects to serve a bridge to a low-carbon world. Russia is an important energy supplier as it holds the world largest natural gas reserves and it is the world’s largest exporter of natural gas. Energy was one of the driving forces of Russia’s recent economic recovery from the economic collapse of 1990s. These prospects have changed drastically with a global recession and the collapse of oil and gas prices from their peaks of 2008. An additional factor is an ongoing surge in a liquefied natural gas (LNG) capacity and a development of Central Asia’s and the Middle East gas supplies that can compete with Russian gas in its traditional (European) and potential (Asian) markets. To study the long-term prospects for Russian natural gas, we employ the MIT Emissions Prediction and Policy Analysis (EPPA) model, a computable general equilibrium model of the world economy. While we consider the updated reserve estimates for all world regions, in this paper we focus on the results for Russian natural gas trade. The role of natural gas is explored in the context of several policy assumptions: with no greenhouse gas mitigation policy and scenarios of emissions targets in developed countries. There is often confusion when reporting net heat of combustion changes in wood fuel due to changes in moisture content (MC) of the fuel. This paper was written to identify and clarify the bases on which changes in net heat of combustion can be calculated. Formulae for calculating changes in net heat of combustion of wood fuel due to MC changes are given both on a per unit weight of fuel basis and on an actual gain basis. Examples which illustrate the difference in the two reporting approaches, as well as the importance of both approaches, are presented. (Refs. 7).

Inspection of the Department`s export licensing process for dual-use and munitions commodities

The purpose of our inspection was to review the Department of Energy`s (Energy) export licensing process for dual-use and military (munitions) commodities subject to nuclear nonproliferation controls. Specifically, we reviewed Energy`s authorities, procedures, and policies pertaining to the export licensing process and examined procedures for safeguarding data transmitted between Energy and other agencies involved in the export licensing process. We also reviewed Energy`s role as a member of the Subgroup on Nuclear Export Coordination. Our review of the sample of 60 export cases did not find evidence to lead us to believe that Energy`s recommendations for these cases were inappropriate or incorrect. We identified, however, problems regarding management systems associated with the export license review process. We found that without documentation supporting export licensing decisions by the Export Control Operations Division (ECOD), we could not determine whether ECOD analysts considered all required criteria in their review of export cases referred to Energy. For example, we found that the ECOD did not retain records documenting the bases for its advice, recommendations, or decisions regarding its reviews of export license cases or revisions to lists of controlled commodities and, therefore, was not in compliance with certain provisions of the Export Administration Act, as amended, and Energy records management directives. Additionally, we found that the degree of compliance by Energy with the export licensing review criteria contained in the Export Administration Regulations and the Nuclear Non-Proliferation Act of 1978 could not be determined because ECOD did not retain records documenting the bases for its advice and recommendations on export cases.

Kazakhstan seeks to step up crude oil export capabilities

This paper reports that the Commonwealth of Independent States' Kazakhstan republic is driving to achieve international export capability for its crude oil production. Latest official figures showed Kazakhstan producing 532,000 b/d, or a little more than 5% of the C.I.S. total of 10.292 million b/d. As part of its oil export campaign, Kazakhstan agreed with Oman to a joint venture pipeline to ship oil from Kazakh fields, including supergiant Tengiz, earmarked for further development by a Chevron Corp. joint venture. In addition, Kazakh leaders were scheduled to conduct 3 days of talks last week with Turkish officials covering construction of a crude oil pipeline to the Mediterranean Sea through Turkey.

Potential impacts of tighter Forest Service log export restrictions

Federal law restricts the export of unprocessed timber cut from national forests in the western half of the United States. Also, purchasers of national forest timber are restricted from substituting timber harvested from federal lands for privately owned timber that they export. GAO reviewed the magnitude of and the potential impacts from extending the substitution restriction to cover third parties who subsequently acquire Forest Service timber from the original purchasers - an export industry practice commonly referred to as third-party substitution. According to the Forest Service and timber industry associations, third-party substitution approximates 100 million board feet annually in the western United States. They said that if the practice were banned, some companies could acquire national forest timber at lower prices because of decreased demand and competition, and the lower prices would result in less government revenues. Also, a ban could disrupt traditional log markets and business practices. The Forest Service believes it could not enforce a ban on third-party substitution without additional legal authority and staff.

NASA Net Zero Energy Buildings Roadmap

In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

The StreamNet Project is a cooperative project that provides basic fishery management data in a consistent format across the Columbia Basin region, with some data from outside the region. Specific categories of data are acquired from the multiple data generating agencies in the Columbia Basin, converted into a standardized data exchange format (DEF) and distributed to fish researchers, managers and decision makers directly or through an on-line data retrieval system (www.streamnet.org). The project is funded by the Bonneville Power Administration (BPA) as part of the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. This cooperative effort is composed of a region-wide project administered by the Pacific States Marine Fisheries Commission (PSMFC) that is responsible for project management, regional data management and data delivery (Region), plus seven contributing projects within the data generating entities: Columbia River Intertribal Fish Commission (CRITFC); Idaho Department of Fish and Game (IDFG); Montana Fish, Wildlife and Parks (MFWP); Oregon Department of Fish and Wildlife (ODFW); Shoshone-Bannock Tribes; U. S. Fish and Wildlife Service (FWS); and Washington Department of Fish and Wildlife (WDFW). The contributing projects are funded through the StreamNet contract but work within their respective agencies and are referred to here as the agency's StreamNet project (for example, ''IDFG StreamNet'' for Idaho's project). The StreamNet Project provides an important link in the chain of data flow in the Columbia Basin, with specific emphasis on data collected routinely over time by management agencies. Basic fish related data are collected in the field by the various state, tribal and federal agencies in the basin for purposes related to each agency's individual mission and responsibility. As a result, there often is a lack of standardization among agencies in field methodology or data management. To be able to utilize data for comparison or analysis over the entire basin from multiple agencies, it is necessary to standardize the data to the degree possible so that like-data are equivalent over jurisdictional lines. Since the data are not collected in a standardized way, StreamNet fulfills that role by acquiring the data sets and converting the data from all agencies into the standardized DEF. Where field methodologies differ to the degree that the data can not be made comparable, the data are presented as different data types. This way, data are converted only once and made available for research, management and administrative purposes instead of forcing each person needing basin wide data to attempt data standardization individually.

Oil exports, structural change, and economic development in Iran

Within the broad Chenery-Kuznets framework, using structural change as a major indicator of economic development, this study investigates the direction and magnitude and broad features of structural change in Iran, and the role of oil production and exports in that change. Although the study covers a larger horizon, the analysis is focused on the period 1955 through 1977. A similar but less-detailed investigation is conducted for Algeria, Indonesia, and Venezuela also, and a cross-country, comparative perspective is generated. The study shows that, in general, the structural changes in Iran have either been weak (for example, in production and employment), or they are contrary to what the model would predict (for instance in trade). The pattern of structural change observed in Iran, therefore, does not indicate any significant economic development even though per capita income increased five-fold over the period 1955 through 1977. In short, oil does not appear to have been an engine of economic development in Iran. The situation appears broadly similar for the other three countries. Based on these findings, the study offers some suggestions concerning the future economic strategies that should enhance very considerably the contribution that oil industry can make toward Iran's economic development, and should thus accelerate the pace of economic development. These suggestions may be useful to other oil-exporting countries as well.

We study sharply localized sectors, known as sectors of DHR-type, of a net of local observables, in arbitrary globally hyperbolic spacetimes with dimension $\\geq 3$. We show that these sectors define, has it happens in Minkowski space, a $\\mathrm{C}^*-$category in which the charge structure manifests itself by the existence of a tensor product, a permutation symmetry and a conjugation. The mathematical framework is that of the net-cohomology of posets according to J.E. Roberts. The net of local observables is indexed by a poset formed by a basis for the topology of the spacetime ordered under inclusion. The category of sectors, is equivalent to the category of 1-cocycles of the poset with values in the net. We succeed to analyze the structure of this category because we show how topological properties of the spacetime are encoded in the poset used as index set: the first homotopy group of a poset is introduced and it is shown that the fundamental group of the poset and the one of the underlying spacetime are isomorphic; any 1-cocycle defines a unitary representation of these fundamental groups. Another important result is the invariance of the net-cohomology under a suitable change of index set of the net.

We calculate ratios of higher-order susceptibilities quantifying fluctuations in the number of net protons and in the net-electric charge using the Hadron Resonance Gas (HRG) model. We take into account the effect of resonance decays, the kinematic acceptance cuts in rapidity, pseudo-rapidity and transverse momentum used in the experimental analysis, as well as a randomization of the isospin of nucleons in the hadronic phase. By comparing these results to the latest experimental data from the STAR collaboration, we determine the freeze-out conditions from net-electric charge and net-proton distributions and discuss their consistency.

What is the importance of climate model bias when projecting the impacts of climate change on land surface processes?

Regional climate change impact (CCI) studies have widely involved downscaling and bias-correcting (BC) Global Climate Model (GCM)-projected climate for driving land surface models. However, BC may cause uncertainties in projecting hydrologic and biogeochemical responses to future climate due to the impaired spatiotemporal covariance of climate variables and a breakdown of physical conservation principles. Here we quantify the impact of BC on simulated climate-driven changes in water variables(evapotranspiration, ET; runoff; snow water equivalent, SWE; and water demand for irrigation), crop yield, biogenic volatile organic compounds (BVOC), nitric oxide (NO) emissions, and dissolved inorganic nitrogen (DIN) export over the Pacific Northwest (PNW) Region. We also quantify the impacts on net primary production (NPP) over a small watershed in the region (HJ Andrews). Simulation results from the coupled ECHAM5/MPI-OM model with A1B emission scenario were firstly dynamically downscaled to 12 km resolutions with WRF model. Then a quantile mapping based statistical downscaling model was used to downscale them into 1/16th degree resolution daily climate data over historical and future periods. Two series climate data were generated according to the option of bias-correction (i.e. with bias-correction (BC) and without bias-correction, NBC). Impact models were then applied to estimate hydrologic and biogeochemical responses to both BC and NBC meteorological datasets. These im20 pact models include a macro-scale hydrologic model (VIC), a coupled cropping system model (VIC-CropSyst), an ecohydrologic model (RHESSys), a biogenic emissions model (MEGAN), and a nutrient export model (Global-NEWS). Results demonstrate that the BC and NBC climate data provide consistent estimates of the climate-driven changes in water fluxes (ET, runoff, and water demand), VOCs (isoprene and monoterpenes) and NO emissions, mean crop yield, and river DIN export over the PNW domain. However, significant differences rise from projected SWE, crop yield from dry lands, and HJ Andrews’s ET between BC and NBC data. Even though BC post-processing has no significant impacts on most of the studied variables when taking PNW as a whole, their effects have large spatial variations and some local areas are substantially influenced. In addition, there are months during which BC and NBC post-processing produces significant differences in projected changes, such as summer runoff. Factor-controlled simulations indicate that BC post-processing of precipitation and temperature both substantially contribute to these differences at region scales. We conclude that there are trade-offs between using BC climate data for offline CCI studies vs. direct modeled climate data. These trade-offs should be considered when designing integrated modeling frameworks for specific applications; e.g., BC may be more important when considering impacts on reservoir operations in mountainous watersheds than when investigating impacts on biogenic emissions and air quality (where VOCs are a primary indicator).

COAL LOGISTICS has the capability to track coal from a U. S. mine or mining area to a foreign consumer`s receiving dock. The system contains substantial quantities of information about the types of coal available in different U. S. coalfields, present and potential inland transportation routes to tidewater piers, and shipping routes to and port capabilities in Italy, Japan, South Korea, Taiwan, and Thailand. It is designed to facilitate comparisons of coal quality and price at several stages of the export process, including delivered prices at a wide range of destinations. COAL LOGISTICS can be used to examine coal quality within or between any of 18 U. S. coalfields, including three in Alaska, or to compare alternative routes and associated service prices between coal-producing regions and ports-of-exit. It may be used to explore the possibilities of different ship sizes, marine routes, and foreign receiving terminals for coal exports. The system contains three types of information: records of coal quality, domestic coal transportation options, and descriptions of marine shipment routes. COAL LOGISTICS contains over 3100 proximate analyses of U. S. steam coals, usually supplemented by data for ash softening temperature and Hardgrove grindability; over 1100 proximate analyses for coals with metallurgical potential, usually including free swelling index values; 87 domestic coal transportation options: rail, barge, truck, and multi-mode routes that connect 18 coal regions with 15 U. S. ports and two Canadian terminals; and data on 22 Italian receiving ports for thermal and metallurgical coal and 24 coal receiving ports along the Asian Pacific Rim. An auxiliary program, CLINDEX, is included which is used to index the database files.

Net-Baryon Physics: Basic Mechanisms

It is well known that, in nuclear collisions, a sizable fraction of the available energy is carried away by baryons. As the baryon number is conserved, the net-baryon $B-\\bar{B}$ retains information on the energy-momentum carried by the incoming nuclei. A simple but consistent model for net-baryon production in high energy hadron-hadron, hadron-nucleus and nucleus-nucleus collisions is presented. The basic ingredients of the model are valence string formation based on standard PDFs with QCD evolution and string fragmentation via the Schwinger mechanism. The results of the model are presented and compared with both data and existing models. These results show that a good description of the main features of net-baryon data is possible on the framework of a simplistic model, with the advantage of making the fundamental production mechanisms manifest.

Conformal nets III: fusion of defects

Conformal nets provides a mathematical model for conformal field theory. We define a notion of defect between conformal nets, formalizing the idea of an interaction between two conformal field theories. We introduce an operation of fusion of defects, and prove that the fusion of two defects is again a defect, provided the fusion occurs over a conformal net of finite index. There is a notion of sector (or bimodule) between two defects, and operations of horizontal and vertical fusion of such sectors. Our most difficult technical result is that the horizontal fusion of the vacuum sectors of two defects is isomorphic to the vacuum sector of the fused defect. Equipped with this isomorphism, we construct the basic interchange isomorphism between the horizontal fusion of two vertical fusions and the vertical fusion of two horizontal fusions of sectors.

This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.
