    Annual sampling was conducted January 19, 2011, to monitor groundwater for potential radionuclide contamination at the Gnome-Coach site in New Mexico. The sampling was performed as specified in the Sampling and Analysis Plan for U.S. Department of Energy Office of Legacy Management Sites (LMS/PLN/S04351, continually updated). Well LRL-7 was not sampled per instruction from the lead. A duplicate sample was collected from well USGS-1.Water levels were measured in the monitoring wells onsite.

Gnome was part of a joint government-industry experiment focused on developing nuclear devices exclusively for peaceful purposes. The intent of the Gnome experiment was to evaluate the effects of a nuclear detonation in a salt medium. Historically, Project Gnome consisted of a single detonation of a nuclear device on December 10, 1961. Since the Gnome detonation, the AEC/DOE has conducted surface restoration, site reconnaissance, and decontamination and decommissioning activities at the site. In addition, annual groundwater sampling is performed under a long-term hydrological monitoring program begun in 1980. Coach, an experiment to be located near the Gnome project, was initially scheduled for 1963. Although construction and rehabilitation were completed for Coach, the experiment was canceled and never executed. Known collectively as Project Gnome-Coach, the site is situated within the Salado Formation approximately 25 miles east of Carlsbad, New Mexico, in Eddy County, and is comprised of nearly 680 acres, of which 60 acres are disturbed from the combined AEC/DOE operations. The scope of this work plan is to document the environmental objectives and the proposed technical site investigation strategies that will be utilized for the site characterization of the project. The subsurface at the Gnome-Coach site has two contaminant sources that are fundamentally different in terms of both their stratigraphic location and release mechanism. The goal of this characterization is to collect data of sufficient quantity and quality to establish current site conditions and to use the data to identify and evaluate if further action is required to protect human health and the environment and achieve permanent closure of the site.     This report presents the 2010 groundwater monitoring results collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) at the Gnome-Coach (Gnome) Site in New Mexico (Figure 1). Groundwater monitoring consisted of collecting hydraulic head data and groundwater samples from the wells on site. Historically, the U.S. Environmental Protection Agency (EPA) had conducted these annual activities under the Long-Term Hydrologic Monitoring Program (LTHMP). LM took over the sampling and data collection activities in 2008 but continues to use the EPA Radiation and Indoor Environments National Laboratory in Las Vegas, Nevada, to analyze the water samples. This report summarizes groundwater monitoring and site investigation activities that were conducted at the site during calendar year 2010.

    Gnome-Coach was the site of a 3-kiloton underground nuclear test in 1961. Surface and subsurface contamination resulted from the underground nuclear testing, post-test drilling, and groundwater tracer test performed at the site. The State of New Mexico is currently proceeding with a conditional certificate of completion for the surface. As for the subsurface, monitoring activities that include hydraulic head monitoring and groundwater sampling of the wells onsite are conducted as part of the annual site inspection. These activities were conducted on January 19, 2011. The site roads, monitoring well heads, and the monument at surface ground zero were observed as being in good condition at the time of the site inspection. An evaluation of the hydraulic head data obtained from the site indicates that water levels in wells USGS-4 and USGS-8 appear to respond to the on/off cycling of the dedicated pump in well USGS-1 and that water levels in wells LRL-7 and DD-1 increased during this annual monitoring period. Analytical results obtained from the sampling indicate that concentrations of tritium, strontium-90, and cesium-137 were consistent with concentrations from historical sampling events.

    Annual sampling was conducted January 27, 2015, to monitor groundwater for potential radionuclide contamination at the Gnome-Coach site in New Mexico. Samples were collected from wells USGS-1, USGS-4, and USGS-8 during this monitoring event. The sampling was performed as specified in the Sampling and Analysis Plan for US. Department of Energy Office of Legacy Management Sites (LMS/PRO/S04351, continually updated). A duplicate sample was collected from well USGS-8 and water levels were measured in all the monitoring wells onsite. Refer to the sample location map for well locations. Samples were analyzed by GEL Laboratories in Charleston, South Carolina. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry, strontium-90, and tritium. The sample from well USGS-1 was analyzed for tritium using the enrichment method to achieve a lower minimum detectable concentration (MDC). Radionuclide contaminants were detected in wells USGS-4 and USGS-8. The detection of radionuclides in these wells was expected because the U.S. Geological Survey conducted a tracer test between these wells in 1963 using the dissolved radionuclides tritium, strontium-90, and cesium-137 as tracers. Radionuclide time-concentration graphs are included in this report for these wells. Analytical data obtained from this and past sampling events are also available in electronic format on the U.S. Department of Energy Office of Legacy Management Geospatial Environmental Mapping System website at http://gems.lm.doe.gov/#site=GNO.

    The Gnome-Coach, New Mexico, Site was the location of a 3-kiloton-yield underground nuclear test in 1961 and a groundwater tracer test in 1963. The U.S. Geological Survey conducted the groundwater tracer test using four dissolved radionuclides-tritium, iodine-131, strontium-90, and cesium-137-as tracers. Site reclamation and remediation began after the underground testing and was conducted in several phases at the site. The New Mexico Environment Department (NMED) issued a Conditional Certificate of Completion in September 2014, which documents that surface remediation activities have been successfully completed in accordance with the Voluntary Remediation Program. Subsurface activities have included annual sampling and monitoring of wells at and near the site since 1972. These annual monitoring activities were enhanced in 2008 to include monitoring hydraulic head and collecting samples from the onsite wells USGS-4, USGS-8, and LRL-7 using the low-flow sampling method. In 2010, the annual monitoring was focused to the monitoring wells within the site boundary. A site inspection and annual sampling were conducted on January 27-28, 2015. A second site visit was conducted on April21, 2015, to install warning/notification signs to fulfill a requirement of the Conditional Certificate of Completion that was issued by the NMED for the surface.

    A multilevel DC link inverter and method for improving torque response and current regulation in permanent magnet motors and switched reluctance motors having a low inductance includes a plurality of voltage controlled cells connected in series for applying a resulting dc voltage comprised of one or more incremental dc voltages. The cells are provided with switches for increasing the resulting applied dc voltage as speed and back EMF increase, while limiting the voltage that is applied to the commutation switches to perform PWM or dc voltage stepping functions, so as to limit current ripple in the stator windings below an acceptable level, typically 5%. Several embodiments are disclosed including inverters using IGBT's, inverters using thyristors. All of the inverters are operable in both motoring and regenerating modes.

  20. 2012 Groundwater Monitoring and Inspection Report Gnome-Coach, New Mexico, Site

    Gnome-Coach was the site of a 3-kiloton underground nuclear test conducted in 1961. Surface and subsurface contamination resulted from the underground nuclear testing, post-test drilling, and a groundwater tracer test performed at the site. Surface reclamation and remediation began after the underground testing. A Completion Report was prepared, and the State of New Mexico is currently proceeding with a conditional certificate of completion for the surface. Subsurface corrective action activities began in 1972 and have generally consisted of annual sampling and monitoring of wells near the site. In 2008, the annual site inspections were refined to include hydraulic head monitoring and collection of samples from groundwater monitoring wells onsite using the low-flow sampling method. These activities were conducted during this monitoring period on January 18, 2012. Analytical results from this sampling event indicate that concentrations of tritium, strontium-90, and cesium-137 were generally consistent with concentrations from historical sampling events. The exceptions are the decreases in concentrations of strontium-90 in samples from wells USGS-4 and USGS-8, which were more than 2.5 times lower than last year's results. Well USGS-1 provides water for livestock belonging to area ranchers, and a dedicated submersible pump cycles on and off to maintain a constant volume in a nearby water tank. Water levels in wells USGS-4 and USGS-8 respond to the on/off cycling of the water supply pumping from well USGS-1. Well LRL-7 was not sampled in January, and water levels were still increasing when the transducer data were downloaded in September. A seismic reflection survey was also conducted this year. The survey acquired approximately 13.9 miles of seismic reflection data along 7 profiles on and near the site. These activities were conducted from February 23 through March 10, 2012.     As 2007 ends, the US coal industry passes two major milestones - the ending of the Synfuel tax break, affecting over 100M st annually, and the imposition of tighter and much more expensive safety measures, particularly in deep mines. Both of these issues, arriving at a time of wretched steam coal price levels, promise to result in a major shake up in the Central Appalachian mining sector. The report utilizes a microeconomic regional approach to determine whether either of these two schools of thought have any validity. Transport, infrastructure, competing fuels and regional issues are examined in detail and this forecasts estimates coal demand and imports on a region by region basis for the years 2010 and 2015. Some of the major highlights of the forecast are: Import growth will be driven by steam coal demand in the eastern and southern US; Transport will continue to be the key driver - we believe that inland rail rates will deter imports from being railed far inland and that the great majority of imports will be delivered directly by vessel, barge or truck to end users; Colombian coal will be the overwhelmingly dominant supply source and possesses a costs structure to enable it to compete with US-produced coal in any market conditions; Most of the growth will come from existing power plants - increasing capacity utilization at existing import facilities and other plants making investments to add imports to the supply portfolio - the growth is not dependent upon a lot of new coal fired capacity being built. Contents of the report are: Key US market dynamics; International supply dynamics; Structure of the US coal import market; and Geographic analysis.

    An adjustable link for kinematic mounting systems is disclosed. The adjustable link is a low-cost, passive device that provides backlash-free adjustment along its single constraint direction and flexural freedom in all other directions. The adjustable link comprises two spheres, two sockets in which the spheres are adjustable retain, and a connection link threadly connected at each end to the spheres, to provide a single direction of restraint and to adjust the length or distance between the sockets. Six such adjustable links provide for six degrees of freedom for mounting an instrument on a support. The adjustable link has applications in any machine or instrument requiring precision adjustment in six degrees of freedom, isolation from deformations of the supporting platform, and/or additional structural damping. The damping is accomplished by using a hollow connection link that contains an inner rod and a viscoelastic separation layer between the two. 3 figs.

    Understanding the interplay between environmental conditions and phenotypes is a fundamental goal of biology. Unfortunately, data that include observations on phenotype and environment are highly heterogeneous and thus difficult to find and integrate. One approach that is likely to improve the status quo involves the use of ontologies to standardize and link data about phenotypes and environments. Specifying and linking data through ontologies will allow researchers to increase the scope and flexibility of large-scale analyses aided by modern computing methods. Investments in this area would advance diverse fields such as ecology, phylogenetics, and conservation biology. While several biological ontologies are well-developed, using them to link phenotypes and environments is rare because of gaps in ontological coverage and limits to interoperability among ontologies and disciplines. Lastly, in this manuscript, we present (1) use cases from diverse disciplines to illustrate questions that could be answered more efficiently using a robust linkage between phenotypes and environments, (2) two proof-of-concept analyses that show the value of linking phenotypes to environments in fishes and amphibians, and (3) two proposed example data models for linking phenotypes and environments using the extensible observation ontology (OBOE) and the Biological Collections Ontology (BCO); these provide a starting point for the development of a data model linking phenotypes and environments.

    We study the temporal co-variation of network co-evolution via the cross-link structure of networks, for which we take advantage of the formalism of hypergraphs to map cross-link structures back to network nodes. We investigate two sets of temporal network data in detail. In a network of coupled nonlinear oscillators, hyperedges that consist of network edges with temporally co-varying weights uncover the driving co-evolution patterns of edge weight dynamics both within and between oscillator communities. In the human brain, networks that represent temporal changes in brain activity during learning exhibit early co-evolution that then settles down with practice. Subsequent decreases in hyperedge size are consistent with emergence of an autonomous subgraph whose dynamics no longer depends on other parts of the network. Our results on real and synthetic networks give a poignant demonstration of the ability of cross-link structure to uncover unexpected co-evolution attributes in both real and synthetic dynamical systems. This, in turn, illustrates the utility of analyzing cross-links for investigating the structure of temporal networks.

    Importance measures in systems unreliability (or unavailability) analysis provide useful information in identifying components which are critical with regard to the availability or reliability of a system. Various importance measures known in the reliability literature are defined for a single component. This paper extends previous work to define importance measures for a pair of components of the system (accident sequence, core damage frequency, or health risks as appropriate), and illustrates the usefulness of these pairwise importance measures in nuclear power plants. The pairwise importance measures are immediately applicable to risk-based evaluation of the technical specifications; in addition, pairwise importances could play an important role in systems interaction studies by highlighting pairs of events between which a coupling would be significant if it existed.

    Children who live near the chemical plants of Kanawha Valley, WV, suffer more acute and chronic respiratory aliments than those farther away, says a Harvard University School of Public Health report. In the $1-million, five-year study commissioned by the National Institute for Chemical Studies (NICS:Charleston, WV) and funded by the Environmental Protection Agency, proximity to chemical plants that emit volatile organic compounds (VOCs) was linked to higher incidence of asthma, acute eye irritation, shortness of breath, and chronic cough.     Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    John Cockcroft's splitting of the atom and Ernest Lawrence's invention of the cyclotron in the first half of the twentieth century ushered in the grand era of ever higher energy particle accelerators to probe deeper into matter. It also forged a link, bonding scientific discovery with technological innovation that continues today in the twenty first century. The development of radar and high power vacuum electronics, especially microwave power tubes like the magnetrons and the klystrons in the pre-second world war era, was instrumental in the rapid development of circular and linear charged particle accelerators in the second half of the twentieth century. We had harnessed the powerful microwave radio-frequency sources from few tens of MHz to up to 90 GHz spanning L-band to W-band frequencies. Simultaneously in the second half of the twentieth century, lasers began to offer very first opportunities of controlling charged particles at smaller resolutions on the scale of wavelengths of visible light. We also witnessed in this period the emergence of the photon and neutron sciences driven by accelerators built-by-design producing tailored and ultra-bright pulses of bright photons and neutrons to probe structure and function of matter from aggregate to individual molecular and atomic scales in unexplored territories in material and life sciences. As we enter the twenty first century, the race for ever higher energies, brightness and luminosity to probe atto-metric and atto-second domains of the ultra-small structures and ultra-fast processes continues. These developments depend crucially on yet further advancements in the production and control of high power and high frequency microwaves and light sources, often intricately coupled in their operation to the high energy beams themselves. We give a glimpse of the recent developments and innovations in the electromagnetic production and control of charged particle beams in the service of science and society. (author)

    The concept of vulnerability has been used to describe the susceptibility of physical, biotic, and social systems to harm or hazard. In this sense, it is a tool that reduces the uncertainties of Environmental Impact Assessment (EIA) since it does not depend exclusively on the value assessments of the evaluator, but rather is based on the environmental state indicators of the site where the projects or activities are being carried out. The concept of vulnerability thus reduces the possibility that evaluators will subjectively interpret results, and be influenced by outside interests and pressures during projects. However, up until now, EIA has been hindered by a lack of effective methods. This research study analyzes the concept of vulnerability, defines Vulnerability Importance and proposes its inclusion in qualitative EIA methodology. The method used to quantify Vulnerability Importance is based on a set of environmental factors and indicators that provide a comprehensive overview of the environmental state. The results obtained in Colombia highlight the usefulness and objectivity of this method since there is a direct relation between this value and the environmental state of the departments analyzed. - Research Highlights: Black-Right-Pointing-Pointer The concept of vulnerability could be considered defining Vulnerability Importance included in qualitative EIA methodology. Black-Right-Pointing-Pointer The use of the concept of environmental vulnerability could reduce the subjectivity of qualitative methods of EIA. Black-Right-Pointing-Pointer A method to quantify the Vulnerability Importance proposed provides a comprehensive overview of the environmental state. Black-Right-Pointing-Pointer Results in Colombia highlight the usefulness and objectivity of this method.

    HSV-2 is the major cause of genital herpes and its infection increases the risk of HIV-1 acquisition and transmission. HSV-2 glycoprotein B together with glycoproteins D, H and L are indispensable for viral entry, of which gB, as a class III fusogen, plays an essential role. HSV-2 gB has seven potential N-linked glycosylation (N-CHO) sites, but their significance has yet to be determined. For the first time, we systematically analyzed the contributions of N-linked glycans on gB to cell–cell fusion and viral entry. Our results demonstrated that, of the seven potential N-CHO sites on gB, mutation at N390, N483 or N668 decreased cell–cell fusion and viral entry, while mutation at N133 mainly affected protein expression and the production of infectious virus particles by blocking the transport of gB from the endoplasmic reticulum to Golgi. Our findings highlight the significance of N-linked glycans on HSV-2 gB expression and function. - Highlights: • N-linked glycan at N133 is important for gB intracellular trafficking and maturation. • N-linked glycans at N390, N483 and N668 on gB are necessary for optimal cell–cell fusion. • N-linked glycans at N390, N483 and N668 on gB are necessary for optimal viral entry.

    The authors examine the effective hydro-processing of residuum from heavy crude oils, through proper catalyst selection. Utilizing proper catalyst selection and application can make residuum hydroprocessing an attractive process route to lighter products, allowing flexibility to handle a wide range of feedstock properties. Chevron has analyzed the important catalyst properties and how they affect catalyst selection for, and catalyst application to, different residuum processing routes to transportation fuels. They have also examined the role of hydroprocessing in those routes. Data were obtained from commercial operation in Chevron's Richmond, Calif., and Pascagoula, Miss., refineries.

    The soil environment remains one of the most complex and poorly understood research frontiers in ecology. Soil organic matter (SOM), which spans a continuum from fresh detritus to highly processed, mineral-associated organic matter, is the foundation of sustainable terrestrial ecosystems. Heterogeneous SOM pools are fueled by inputs from living and dead plants, driven by the activity of micro- and mesofauna, and are shaped by a multitude of abiotic factors. The specialization required to measure unseen processes that occur on a wide range of spatial and temporal scales has led to the partitioning of soil ecology research across several disciplines. In the organized oral session 'Missing links in the root-soil organic matter continuum' at the annual Ecological Society of America meeting in Albuquerque, NM, USA, we joined the call for greater communication and collaboration among ecologists who work at the root-soil interface (e.g. Coleman, 2008). Our goal was to bridge the gap between scientific disciplines and to synthesize disconnected pieces of knowledge from root-centric and soil-centric studies into an integrated understanding of belowground ecosystem processes. We focused this report around three compelling themes that arose from the session: (1) the influence of the rhizosphere on SOM cycling, (2) the role of soil heterotrophs in driving the transformation of root detritus to SOM, and (3) the controlling influence of the soil environment on SOM dynamics. We conclude with a discussion of new approaches for gathering data to bridge gaps in the root-SOM continuum and to inform the next generation of ecosystem models. Although leaf litter has often been considered to be the main source of organic inputs to soil, Ann Russell synthesized a convincing body of work demonstrating that roots, rather than surface residues, control the accumulation of SOM in a variety of ecosystems. Living roots, which are chemically diverse and highly dynamic, also influence a wide

  2. Africa gaining importance in world LPG trade

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

    Capacity expansion models (CEM) provide a high-level long-term view at the prospects of the evolving power system. In simulating the possibilities of long-term capacity expansion, it is important to maintain the viability of power system operation in the short-term (daily, hourly and sub-hourly) scales. Production-cost models (PCM) simulate routine power system operation on these shorter time scales using detailed load, transmission and generation fleet data by minimizing production costs and following reliability requirements. When based on CEM 'predictions' about generating unit retirements and buildup, PCM provide more detailed simulation for the short-term system operation and, consequently, may confirm the validity of capacity expansion predictions. Further, production cost model simulations of a system that is based on capacity expansion model solution are 'evolutionary' sound: the generator mix is the result of logical sequence of unit retirement and buildup resulting from policy and incentives. The above has motivated us to bridge CEM with PCM by building a capacity expansion - to - production cost model Linking Tool (CEPCoLT). The Linking Tool is built to onset capacity expansion model prescriptions onto production cost model inputs. NREL's ReEDS and Energy Examplar's PLEXOS are the capacity expansion and the production cost models, respectively. Via the Linking Tool, PLEXOS provides details of operation for the regionally-defined ReEDS scenarios.

    Radiation tolerant, high speed optoelectronic data transmission links are fundamental building blocks in today's large scale High Energy Physics (HEP) detectors, as exemplified by the four experiments currently under commissioning at the Large Hadron Collider (LHC), see for example. New experiments or upgrades will impose even more stringent demands on these systems from the point of view of performance and radiation tolerance. This can already be seen from the developments underway for the Super Large Hadron Collider (SLHC) project, a proposed upgrade to the LHC aiming at increasing the luminosity of the machine by factor of 10 to 10{sup 35} cm{sup -2}s{sup -1}, and thus providing a better chance to see rare processes and improving statistically marginal measurements. In the past, specific data transmission links have been independently developed by each LHC experiment for data acquisition (DAQ), detector control as well as trigger and timing distribution (TTC). This was justified by the different types of applications being targeted as well as by technological limitations preventing one single solution from fitting all requirements. However with today's maturity of optoelectronic and CMOS technologies it is possible to envisage the development of a general purpose optical link which can cover most transmission applications: a Versatile Link. Such an approach has the clear advantage of concentrating the development effort on one single project targeting an optical link whose final functionality will only result from the topology and configuration settings adopted.
