    Recent developments and pending issues in low-energy strong interaction physics with strangeness are summarized. Chiral SU(3) effective field theory has progressed as the appropriate theoretical framework applied to antikaon- and hyperon-nuclear systems. Topics include antikaon-nucleon interactions and the Lambda(1405), KbarNN systems, recent developments in hyperon-nucleon interactions and strangeness in dense baryonic matter with emphasis on new constraints from neutron star observations.

    The United States currently imports close to half of its petroleum requirements. This report delineates the economic, social, and political costs of such a foreign oil dependency. These costs are often intangible, but combined they clearly constitute a greater price for imported petroleum than the strictly economic cost. If we can assume that imported oil imposes significant socioeconomic costs upon the American economy and society, one way to reduce these costs is to develop alternative, domestic energy sources - such as solar energy technologies - which can displace foreign petroleum. The second half of this report estimates that by the year 2000, solar energy technologies can displace 3.6 quads of petroleum. This figure includes solar energy applications in utilities, industrial and agricultural process heat, and transportation. The estimate can be treated as a lower bound; if the United States were to achieve the proposed goal of 20 quads by 2000, the amount of displaced oil probably would be greater. Although all the displaced oil would not be imported, the reduction in imported petroleum would relieve many of the conditions that increase the present cost of foreign oil to the American consumer.

    Ionic liquids (ILs) are salts that are liquid close to room temperature. Their possible applications are numerous, e.g., as solvents for green chemistry in various electrochemical devices, and even for such "exotic" purposes as spinning-liquid mirrors for lunar telescopes. Here we concentrate on their use for new advancements in energy-storage and -conversion devices: Batteries, supercapacitors or fuel cells using ILs as electrolytes could be important building blocks for the sustainable energy supply of tomorrow. Interestingly, ILs show glassy freezing and the universal, but until now only poorly understood dynamic properties of glassy matter, dominate many of their physical properties. We show that the conductivity of ILs, an essential figure of merit for any electrochemical application, depends in a systematic way not only on their glass temperature but also on the so-called fragility, characterizing the non-canonical super-Arrhenius temperature dependence of their ionic mobility.

    A comprehensive way of deriving the Hamiltonian of the interacting boson model (IBM) is described. Based on the fact that the multi-nucleon induced surface deformation in finite nucleus is simulated by effective boson degrees of freedom, the potential energy surface calculated with self-consistent mean-field method employing a given energy density functional (EDF) is mapped onto the IBM analog, and thereby the excitation spectra and transition rates with good symmetry quantum numbers are calculated. Recent applications of the proposed approach are reported: (i) an alternative robust interpretation of the {gamma}-soft nuclei and (ii) shape coexistence in lead isotopes.

    We present strong detections of methyl cyanide, vinyl cyanide, ethyl cyanide and cyanodiacetylene molecules with the Green Bank Telescope (GBT) toward the Sgr B2(N) molecular cloud. Attempts to detect the corresponding isocyanide isomers were only successful in the case of methyl isocyanide for its J(K)=1(0)-0(0) transition, which is the first interstellar report of this line. To determine the spatial distribution of methyl isocyanide, we used archival Berkeley-Illinois-Maryland Association (BIMA) array data for the J(K)=4(K)-3(K) (K=0-3) transitions but no emission was detected. From ab initio calculations, the bonding energy difference between the cyanide and isocyanide molecules is >8500 cm^-1 (>12,000 K). That we detect methyl isocyanide emission with a single antenna (Gaussian beamsize(Omega_B)=1723 arcsec^2) but not with an interferometer (Omega_B=192 arcsec^2), strongly suggests that methyl isocyanide has a widespread spatial distribution toward the Sgr B2(N) region. Thus, large-scale, non-thermal processes in the surrounding medium may account for the conversion of methyl cyanide to methyl isocyanide while the LMH hot core, which is dominated by thermal processes, does not produce a significant amount of methyl isocyanide. Ice analog experiments by other investigators have shown that radiation bombardment of methyl cyanide can produce methyl isocyanide, thus supporting our observations. We conclude that isomers separated by such large bonding energy differences are distributed in different interstellar environments, making the evaluation of column density ratios between such isomers irrelevant unless it can be independently shown that these species are co-spatial.

    Wind energy plays an increasing role in the supply of energy world-wide. The energy output of a wind farm is highly dependent on the weather condition present at the wind farm. If the output can be predicted more accurately, energy suppliers can coordinate the collaborative production of different energy sources more efficiently to avoid costly overproductions. With this paper, we take a computer science perspective on energy prediction based on weather data and analyze the important parameters as well as their correlation on the energy output. To deal with the interaction of the different parameters we use symbolic regression based on the genetic programming tool DataModeler. Our studies are carried out on publicly available weather and energy data for a wind farm in Australia. We reveal the correlation of the different variables for the energy output. The model obtained for energy prediction gives a very reliable prediction of the energy output for newly given weather data.

    An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

    Traditionally, modeling investment and dispatch problems in electricity economics has been limited by computation power. Due to this limitation, simplifications are applied. One common practice, for example, is to reduce the temporal resolution of the dispatch by clustering similar load levels. The increase of intermittent electricity from renewable energy sources (RES-E) changes the validity of this assumption. RES-E already cover a certain amount of the total demand. This leaves an increasingly volatile residual demand to be matched by the conventional power market. This paper quantifies differences in investment decisions by applying three different time-resolution residual load patterns in an investment and dispatch power system model. The model optimizes investment decisions in five year steps between today and 2030 with residual load levels for 8760, 288 and 16 time slices per year. The market under consideration is the four zone ERCOT market in Texas. The results show that investment decisions significantly differ across the three scenarios. In particular, investments into base-load technologies are substantially reduced in the high resolution scenario (8760 residual load levels) relative to the scenarios with lower temporal resolution. Additionally, the amount of RES-E curtailment and the market value of RES-E exhibit noteworthy differences.

    The 101 nuclear plants operating in the US today are far safer than they were 20-30 years ago. For example, there's been about a 100-fold reduction in the occurrence of 'significant events' since the late 1970s. Although the youngest of currently operating US plants was designed in the 1970s, all have been significantly modified over the years. Key contributors to the safety gains are a vigilant culture, much improved equipment reliability, greatly improved training of operators and maintenance workers, worldwide sharing of experience, and the effective use of probabilistic risk assessment. Several manufacturers have submitted high quality new designs for large reactors to the U.S. Nuclear Regulatory Commission (NRC) for design approval, and several companies are vigorously working on designs for smaller, modular reactors. Although the Fukushima reactor accident in March 2011 in Japan has been an almost unmitigated disaster for the local population due to their being displaced from their homes and workplaces and also due to the land contamination, its 'lessons learned' have been important for the broader nuclear industry, and will surely result in safer nuclear plants worldwide - indeed, have already done so, with more safety improvements to come.

    The Accelerator Production of Tritium (APT) project, sponsored by Department of Energy Defense Programs (DOE/DP), involves the preconceptual design of an accelerator system to produce tritium for the nation`s stockpile of nuclear weapons. Tritium is an isotope of hydrogen used in nuclear weapons, and must be replenished because of radioactive decay (its half-life is approximately 12 years). Because the annual production requirements for tritium has greatly decreased since the end of the Cold War, an alternative approach to reactors for tritium production, based on a linear accelerator, is now being seriously considered. The annual tritium requirement at the time this study was undertaken (1992-1993) was 3/8 that of the 1988 goal, usually stated as 3/8-Goal. Continued reduction in the number of weapons in the stockpile has led to a revised (lower) production requirement today (March, 1995). The production requirement needed to maintain the reduced stockpile, as stated in the recent Nuclear Posture Review (summer 1994) is approximately 3/16-Goal, half the previous level. The Nuclear Posture Review also requires that the production plant be designed to accomodate a production increase (surge) to 3/8-Goal capability within five years, to allow recovery from a possible extended outage of the tritium plant. A multi-laboratory team, collaborating with several industrial partners, has developed a preconceptual APT design for the 3/8-Goal, operating at 75% capacity. The team has presented APT as a promising alternative to the reactor concepts proposed for Complex-21. Given the requirements of a reduced weapons stockpile, APT offers both significant safety, environmental, and production-fexibility advantages in comparison with reactor systems, and the prospect of successful development in time to meet the US defense requirements of the 21st Century.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    A benchmark calculation of the atomization energy of the 'simple' organic molecule C2H6 (ethane) has been carried out by means of W4 theory. While the molecule is straightforward in terms of one-particle and n-particle basis set convergence, its large zero-point vibrational energy (and anharmonic correction thereto) and nontrivial diagonal Born-Oppenheimer correction (DBOC) represent interesting challenges. For the W4 set of molecules and C2H6, we show that DBOCs to the total atomization energy are systematically overestimated at the SCF level, and that the correlation correction converges very rapidly with the basis set. Thus, even at the CISD/cc-pVDZ level, useful correlation corrections to the DBOC are obtained. When applying such a correction, overall agreement with experiment was only marginally improved, but a more significant improvement is seen when hydrogen-containing systems are considered in isolation. We conclude that for closed-shell organic molecules, the greatest obstacles to highly accurate computational thermochemistry may not lie in the solution of the clamped-nuclei Schroedinger equation, but rather in the zero-point vibrational energy and the diagonal Born-Oppenheimer correction.

    The flammable gas safety issue was recognized in 1990 with the declaration of an unreviewed safety question (USQ) by the U. S. Department of Energy as a result of the behavior of the Hanford Site high-level waste tank 241-SY-101. This tank exhibited episodic releases of flammable gas that on a couple of occasions exceeded the lower flammability limit of hydrogen in air. Over the past six years there has been a considerable amount of knowledge gained about the chemical and physical processes that govern the behavior of tank 241-SY-1 01 and other tanks associated with the flammable gas safety issue. This report was prepared to provide an overview of that knowledge and to provide a description of the key information still needed to resolve the issue. Items covered by this report include summaries of the understanding of gas generation, retention and release mechanisms, the composition and flammability behavior of the gas mixture, the amounts of stored gas, and estimated gas release fractions for spontaneous releases. `Me report also discusses methods being developed for evaluating the 177 tanks at the Hanford Site and the problems associated with these methods. Means for measuring the gases emitted from the waste are described along with laboratory experiments designed to gain more information regarding rates of generation, species of gases emitted and modes of gas storage and release. Finally, the process for closing the USQ is outlined as are the information requirements to understand and resolve the flammable gas issue.

    As part of the design of the Process and Environmental Technology Laboratory (PETL) in FY97, an energy conservation report (ECR) was completed. The original energy baseline for the building, established in Title 1 design, was 595,000 BTU/sq. ft./yr, site energy use. Following the input of several reviewers and the incorporation of the various recommendations into the Title 2 design, the projected energy consumption was reduced to 341,000 BTU/sq. ft./yr. Of this reduction, it is estimated that about 150,000 BTU/sq. ft./yr resulted from inclusion of more energy efficient options into the design. The remaining reductions resulted from better accounting of energy consumption between Title 1 ECR and the final ECR. The energy efficient features selected by the outcome of the ECR were: (1) Energy Recovery system, with evaporative cooling assist, for the Exhaust/Make-up Air System; (2) Chilled Water Thermal Storage system; (3) Premium efficiency motors for large, year-round applications; (4) Variable frequency drives for all air handling fan motors; (4) Premium efficiency multiple boiler system; and (5) Lighting control system. The annual energy cost savings due to these measures will be about $165,000. The estimated annual energy savings are two million kWhrs electric, and 168,000 therms natural gas, the total of which is equivalent to 23,000 million BTUs per year. Put into the perspective of a typical office/light lab at SNL/NM, the annual energy savings is equal the consumption of a 125,000 square foot building. The reduced air emissions are approximately 2,500 tons annually.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    High-performance computing (HPC) is one area where the DOE has developed extensive expertise and capability. However, this expertise currently is not properly shared with or used by the private sector to speed product development, enable industry to move rapidly into new areas, and improve product quality. Such use would lead to substantial competitive advantages in global markets and yield important economic returns for the United States. To stimulate the dissemination of DOE's HPC expertise, the Council for Chemical Research (CCR) and the DOE jointly held a workshop on this topic. Four important energy topic areas were chosen as the focus of the meeting: Biomass/Bioenergy, Catalytic Materials, Energy Storage, and Photovoltaics. Academic, industrial, and government experts in these topic areas participated in the workshop to identify industry needs, evaluate the current state of expertise, offer proposed actions and strategies, and forecast the expected benefits of implementing those strategies.

    We consider damping and absorption of solar $p$ modes due to their energy loss to magnetic tube waves that can freely carry energy out of the acoustic cavity. The coupling of $p$ modes and sausage tube waves is studied in a model atmosphere composed of a polytropic interior above which lies an isothermal upper atmosphere. The sausage tube waves, excited by $p$ modes, propagate along a magnetic fibril which is assumed to be a vertically aligned, stratified, thin magnetic flux-tube. The deficit of $p$-mode energy is quantified through the damping rate, $\\Gamma$ and absorption coefficient, $\\alpha$. The variation of $\\Gamma$ and $\\alpha$ as a function of frequency and the tube's plasma properties is studied in detail. Previous similar studies have considered only a subphotospheric layer, modelled as a polytrope that has been truncated at the photosphere (Bogdan et al. (1996), Hindman & Jain 2008, Gascoyne et al. The material is presented at a low technical level with emphasis on general principles, which are not difficult to understand, rather than technology. The entries vary in length from a few lines to several pages, according to circumstances. As a general rule, each topic is defined and outlined in the first paragraph; this may be followed by a more detailed treatment, as required. An important feature of the Deskbook is the use of boldface (heavy) type for cross references. Words in the text set in boldface are the titles of articles where the particular subjects are described.

    Priorities for basic research important to the future developments of solar energy are idenified, described, and recommended. SERI surveyed more than 120 leading scientists who were engaged in or knowledgeable of solar-related research. The result is an amalgam of national scientific opinion representing the views of key researchers in relevant disciplines and of SERI staff members. The scientific disciplines included in the report are: chemistry, biology, materials sciences, engineering and mathematics, and the social and behavioral sciences. Each discipline is subdivided into two to five topical areas-and, within each topical area, research needs are described and ranked according to the priorities suggested in the survey. Three categories of priority were established: crucial, important, and needed. A narrative accompanying the description of research needs in each topical area discusses the importance of research in the area for solar energy development and presents the bases for the priority rankings recommended.

    ADA-ES has completed an extensive sorbent screening program funded primarily through DOE NETL cooperative agreement DE-NT0005649 with support from EPRI and industry cost-share participants. Tests were completed on simulated and actual flue gas. The overall project objective is to address the viability and accelerate development of a solid-based postcombustion CO2 capture technology that can be retrofit to the existing fleet of coal-fired power plants. An important component of the viability assessment was to evaluate the state of development of sorbents and measure key performance characteristics under realistic operating conditions.

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    This document reviews the current understanding of hazards associated with the storage of organic complexant salts in Hanford Site high-level waste tanks. Two distinct hazards were evaluated: spontaneous self- accelerating decomposition reactions in the bulk material (bulk runaway) and ignition followed by condensed phase propagation (point source ignition). Results from the bulk runaway assessment showed that bulk runaway is not credible for all tanks except C-106. However, speciation of the organic in C-106 shows that it is almost all in the form of low energy oxalate, and there is little potential for a bulk runaway. Additional testing and evaluation would be necessary to definitely conclude that there is no potential for bulk runaway; therefore, controls are currently required for his tank. Temperature monitoring and controls (water addition and active ventilation) are adequate to prevent bulk runaway in C-106.

    A key objective of the Task 4 activities has been to develop simulation tools to support development, troubleshooting and optimization of pressurized entrained-flow coal gasifiers. The overall gasifier models (Subtask 4.1) combine submodels for fluid flow (Subtask 4.2) and heat transfer (Subtask 4.3) with fundamental understanding of the chemical processes (Subtask 4.4) processes that take place as coal particles are converted to synthesis gas and slag. However, it is important to be able to compare predictions from the models against data obtained from actual operating coal gasifiers, and Subtask 4.6 aims to provide an accessible, non-proprietary system, which can be operated over a wide range of conditions to provide well-characterized data for model validation. Highlights of this work include: • Verification and validation activities performed with the Arches coal gasification simulation tool on experimental data from the CANMET gasifier (Subtask 4.1). • The simulation of multiphase reacting flows with coal particles including detailed gas-phase chemistry calculations using an extension of the one-dimensional turbulence model’s capability (Subtask 4.2). • The demonstration and implementation of the Reverse Monte Carlo ray tracing (RMCRT) radiation algorithm in the ARCHES code (Subtask 4.3). • Determination of steam and CO{sub 2} gasification kinetics of bituminous coal chars at high temperature and elevated pressure under entrained-flow conditions (Subtask 4.4). In addition, attempts were made to gain insight into the chemical structure differences between young and mature coal soot, but both NMR and TEM characterization efforts were hampered by the highly reacted nature of the soot. • The development, operation, and demonstration of in-situ gas phase measurements from the University of Utah’s pilot-scale entrained-flow coal gasifier (EFG) (Subtask 4.6). This subtask aimed at acquiring predictable, consistent performance and characterizing the environment within the gasifier.

    Two of the major challenges the U.S. energy sector faces are greenhouse gas emissions and oil that is both imported and potentially reaching a peak (the point at which maximum extraction is reached). Interest in development of both renewable and nuclear energy has been strong because both have potential for overcoming these challenges. Research in both energy sources is ongoing, but relatively little research has focused on the potential benefits of combining nuclear and renewable energy. In September 2011, the Joint Institute for Strategic Energy Analysis (JISEA) convened the Nuclear and Renewable Energy Synergies Workshop at the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) to identify potential synergies and strategic leveraging opportunities between nuclear energy and renewable energy. Industry, government, and academic thought leaders gathered to identify potential broad categories of synergies and brainstorm topic areas for additional analysis and research and development (R&D). This report records the proceedings and outcomes of the workshop.

    In the first chapter, terminology, physical and radiological quantities, and units of measurement used to describe the properties of accelerator radiation fields are reviewed. The general considerations of primary radiation fields pertinent to accelerators are discussed. The primary radiation fields produced by electron beams are described qualitatively and quantitatively. In the same manner the primary radiation fields produced by proton and ion beams are described.     The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of U.S. through 2030. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. NEMS was designed and implemented by the Energy Information Administration (EIA) of the U.S. Department of Energy (DOE). NEMS can be used to analyze the effects of existing and proposed government laws and regulations related to energy production and use; the potential impact of new and advanced energy production, conversion, and consumption technologies; the impact and cost of greenhouse gas control; the impact of increased use of renewable energy sources; and the potential savings from increased efficiency of energy use; and the impact of regulations on the use of alternative or reformulated fuels. NEMS has also been used for a number of special analyses at the request of the Administration, U.S. Congress, other offices of DOE and other government agencies, who specify the scenarios and assumptions for the analysis. Modules allow analyses to be conducted in energy topic areas such as residential demand, industrial demand, electricity market, oil and gas supply, renewable fuels, etc.

The purpose of this report is to summarize available data and analyses relevant to fault recurrence and strain rates within the Yakima Fold Belt. Strain rates have met with contention in the expert community and may have a significant potential for impact on the seismic hazard estimate at the Hanford Site. This report identifies the alternative conceptual models relevant to this technical issue and the arguments and data that support those models. It provides a brief description of the technical issue and principal uncertainties; a general overview on the nature of the technical issue, along with alternative conceptual models, supporting arguments and information, and uncertainties; and finally, suggests some prospective approaches to reducing uncertainties about earthquake recurrence rates for the Yakima Fold Belt.

    Public concern about the environment, health and safety consequences of energy technology has been growing steadily for more than two decades in the United States. This concern forms an important boundary condition as the United States seeks to develop a new National Energy Strategy. Furthermore, the international aspects of the energy/environment interface such as acid rain global climate change and stratospheric ozone depletion are very prominent in US thinking. In fact, the energy systems of the world are becoming more closely coupled environmentally and otherwise. Now where is this coupling more important than that between the industrialized and developing world; the choices made by each will have profound effects on the other. The development of energy technologies compatible with both economic growth and improving and sustaining environmental quality represents a major R D challenge to the US and USSR. Decision about adoption of new technology and R D priorities can be improved by better measurements of how energy sources and uses are changing throughout the world and better methods to project the potential consequences of these decisions. Such projection require understanding relative risks of alternating existing and evolving technologies. All of these R D areas, technology improvement energy system monitoring and projection and comparative risk assessment are the topics of this seminar. Progress in each may be enhanced by collaboration and cooperation between our two countries. 7 refs., 27 figs., 5 tabs.
