    Martin Marietta Energy Systems, Inc. (Energy Systems), operates five facilities for the US Department of Energy (DOE): the Oak Ridge National Laboratory (ORNL), which is a large, multidisciplinary research and development (R and D) center whose primary mission is energy research; the Oak Ridge Y-12 Plant, which engages in defense research, development, and production; and the uranium-enrichment plants at Oak Ridge; Paducah, Kentucky; and Portsmouth, Ohio. Much of the research carried out at these facilities is of interest to industry and to state or local governments. To make information about this research available, the Energy Systems Office of Technology Applications publishes brief descriptions of selected technologies and reports. These technology applications bulletins describe the new technology and inform the reader about how to obtain further information, gain access to technical resources, and initiate direct contact with Energy Systems researchers.

    The Computer Incident Advisory Capability (CIAC) operates two information servers for the DOE community, FELICIA (formerly FELIX) and IRBIS. FELICIA is a computer Bulletin Board System (BBS) that can be accessed by telephone with a modem. IRBIS is an anonymous ftp server that can be accessed on the Internet. Both of these servers contain all of the publicly available CIAC, CERT, NIST, and DDN bulletins, virus descriptions, the VIRUS-L moderated virus bulletin board, copies of public domain and shareware virus- detection/protection software, and copies of useful public domain and shareware utility programs. This guide describes how to connect these systems and obtain files from them.

    Documentation is provided in this report for the closeout of IE Compliance Bulletin 86-03 regarding the potential failure of multiple Emergency Core Cooling System (ECCS) pumps due to a single failure of an air-operated valve in a minimum flow recirculation line. Closeout is based on the implementation and verification of four actions required by the bulletin. Evaluation of utility responses and NRC/Region inspection reports in accordance with specific criteria indicates that the bulletin is closed for 116 (98%) of the 118 nuclear power facilities in operation or under construction to which it was issued for action. Facilities which were shut down indefinitely or permanently or which had construction halted indefinitely were not included in this review. A follow-up item is proposed for the two (2) facilities with open bulletin status. It is concluded that the bulletin concern has been resolved, pending closeout by the NRC of Zion 1,2. Background information is provided in the Introduction and Appendix A.

    During the past four years, the Department of Energy -- Savannah River Operations Office and the Westinghouse Savannah River Company (WSRC) Environmental Restoration (ER) Program completed various activities ranging from waste site investigations to closure and post closure projects. Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex. Procedures are approved to administer the lessons learned program, and a database is available to catalog applicable lessons learned regarding environmental remediation, restoration, and administrative activities. ER will continue to use this database as a source of information available to SRS personnel.

    There are 899 thermal water occurrences known in Idaho, including 258 springs and 641 wells having temperatures ranging from 20 to 93/sup 0/C. Fifty-one cities or towns in Idaho containing 30% of the state's population are within 5 km of known geothermal springs or wells. These include several of Idaho's major cities such as Lewiston, Caldwell, Nampa, Boise, Twin Falls, Pocatello, and Idaho Falls. Fourteen sites appear to have subsurface temperatures of 140/sup 0/C or higher according to the several chemical geothermometers applied to thermal water discharges. These include Weiser, Big Creek, White Licks, Vulcan, Roystone, Bonneville, Crane Creek, Cove Creek, Indian Creek, and Deer Creek hot springs, and Raft River, Preston, and Magic Reservoir areas. These sites could be industrial sites, but several are in remote areas away from major transportation and, therefore, would probably be best utilized for electrical power generation using the binary cycle or Magma Max process. Present uses range from space heating to power generation. Six areas are known where commercial greenhouse operations are conducted for growing cut and potted flowers and vegetables. Space heating is substantial in only two places (Boise and Ketchum) although numerous individuals scattered throughout the state make use of thermal water for space heating and private swimming facilities. There are 22 operating resorts using thermal water and two commercial warm-water fish-rearing operations.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    The National Geothermal Academy (NGA) is an intensive 8-week overview of the different aspects involved in developing a geothermal project, hosted at University of Nevada, Reno. The class of 2012 was the second graduating class from the academy and included 21 students from nine states, as well as Saudi Arabia, Dominica, India, Trinidad, Mexico. The class consisted of people from a wide range of scholastic abilities from students pursuing a Bachelor’s or Master’s degrees, to entrepreneurs and professionals looking to improve their knowledge in the geothermal field. Students earned 6 credits, either undergraduate or graduate, in engineering or geology. Overall, the students of the NGA, although having diverse backgrounds in engineering, geology, finance, and other sciences, came together with a common passion to learn more about geothermal.

Assuming each observation was generated by a refracted P wave, these values are proportional to the conditional probabilities that each observation was generated by a seismic event at the grid node. The node with highest fitness value is accepted as a hypothetical event location, subject to some minimal fitness value, and all arrivals within a longer time window consistent with that event are associated with it. During the association step, a variety of different phases are considered. In addition, once associated with an event, an arrival is removed from further consideration. While unassociated arrivals remain, the search for other events is repeated until none are identified.

    Low-refractive index silica aerogel is the most convenient radiator for threshold-type Cherenkov counters, which is used for particle identification in high-energy physics experiments. For the BELLE detector at the KEK B-Factor, they have produced about 2 m{sup 3} hydrophobic silica aerogels of n = 1.01-1.03 using a new production method. The particle identification capability of the aerogel Cherenkov counters was tested, and a 3 {sigma} pion/proton separation has been achieved at 3.5 GeV/c. Radiation hardness of the aerogels was confirmed up to 9.8 Mrad. Thanks to the improved transparency, aerogels prepared by the two-step method can be used as radiators, not only as a threshold-type, but also for ring imaging-type Cherenkov counters. The newly developed aerogels will be used extensively for particle identification devices in future high-energy physics experiments.

    During excavation of the reactor shaft at the proposed Bodega Head nuclear reactor in California, a fault was found in the sediments overlying bedrock. This apparent lack of a complete connection with the bedrock fault led to disagreement as to whether the fault in the sediments was of tectonic or landslide origin. The report provides information on some of the conditions under which fault strands in trench walls are either difficult to see or die out, and the frequency of occurrence of these phenomena. Information is also provided on the widths of fault zones, on the deformation of the hanging wall and footwall of dip-slip faults, and on the frequency of occurrence of pebble rotation, open fissures, gouge, slickensides, mixing, fault breccia, fault rubble, crushing, polishing, water barriers, and liquefaction effects. Short summaries of information relating to fault strands that are poorly expressed or that die out have already been published (Bonilla and Lienkaemper, 1988, 1990).

    Importance measures in systems unreliability (or unavailability) analysis provide useful information in identifying components which are critical with regard to the availability or reliability of a system. Various importance measures known in the reliability literature are defined for a single component. This paper extends previous work to define importance measures for a pair of components of the system (accident sequence, core damage frequency, or health risks as appropriate), and illustrates the usefulness of these pairwise importance measures in nuclear power plants. The pairwise importance measures are immediately applicable to risk-based evaluation of the technical specifications; in addition, pairwise importances could play an important role in systems interaction studies by highlighting pairs of events between which a coupling would be significant if it existed.

  19. Strategies of Asian oil-importing countries

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    In situ transmission electron microscopy (TEM) has become an increasingly important tool for materials characterization. It provides key information on the structural dynamics of a material during transformations and the correlation between structure and properties of materials. With the recent advances in instrumentation, including aberration corrected optics, sample environment control, the sample stage, and fast and sensitive data acquisition, in situ TEM characterization has become more and more powerful. In this article, a brief review of the current status and future opportunities of in situ TEM is included.     The concept of vulnerability has been used to describe the susceptibility of physical, biotic, and social systems to harm or hazard. In this sense, it is a tool that reduces the uncertainties of Environmental Impact Assessment (EIA) since it does not depend exclusively on the value assessments of the evaluator, but rather is based on the environmental state indicators of the site where the projects or activities are being carried out. The concept of vulnerability thus reduces the possibility that evaluators will subjectively interpret results, and be influenced by outside interests and pressures during projects. However, up until now, EIA has been hindered by a lack of effective methods. This research study analyzes the concept of vulnerability, defines Vulnerability Importance and proposes its inclusion in qualitative EIA methodology. The method used to quantify Vulnerability Importance is based on a set of environmental factors and indicators that provide a comprehensive overview of the environmental state. The results obtained in Colombia highlight the usefulness and objectivity of this method since there is a direct relation between this value and the environmental state of the departments analyzed. - Research Highlights: Black-Right-Pointing-Pointer The concept of vulnerability could be considered defining Vulnerability Importance included in qualitative EIA methodology. Black-Right-Pointing-Pointer The use of the concept of environmental vulnerability could reduce the subjectivity of qualitative methods of EIA. Black-Right-Pointing-Pointer A method to quantify the Vulnerability Importance proposed provides a comprehensive overview of the environmental state. Black-Right-Pointing-Pointer Results in Colombia highlight the usefulness and objectivity of this method.

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

Data are filed on Federal Energy Regulatory Commission (FERC) Form FPC-14 by 28 pipeline companies. Volume and unit cost for imports and for exports of both natural gas and LNG are given by company and by year. Most data are for the two most recent years, with a summary table of the US natural gas pipeline import/export balance since 1955.     U.S. LNG imports - The Next Wave, is now available as a special supplement to the January 2007 issue of the Short-Term Energy Outlook (STEO). Although liquefied natural gas (LNG) imports still account for less than 3% of total U.S. natural gas supplies, the global market is growing and the Energy Information Administration (EIA) foresees another wave of U.S. LNG import growth over the next two years. The supplement focuses on recent trends in global and U.S. LNG trade, and presents factors expected to influence LNG imports through 2008. EIA expects year-over-year increases in LNG imports of 34.5% and 38.5% in 2007 and 2008, respectively.

    According to a U.S. Office of Technology Assessment report, Nigeria, Indonesia, Australia, Malaysia, Trinidad, Colombia, and Chile are the most likely sources of U.S. imports of LNG, although the areas with the greatest amounts of exportable surplus LNG are the Persian Gulf, with > 231 trillion cu ft/yr, and the U.S.S.R., with 439 trillion cu ft/yr. The import of LNG would increase the U.S. balance of payments deficit, but LNG imports seem preferable to oil imports. LNG producers have a tendency to sell to Europe or Japan, since these areas are closer to the LNG sources. Maritime Administration and Export-Import Bank programs favor the use of domestic rather than foreign LNG tankers, which tends to reduce the financial stake of foreign suppliers in uninterrupted deliveries. Exportable LNG surpluses (in trillions of cu ft/yr) include: Algeria, 8; Nigeria, 33; Southeast Asia, 41; and Western Hemisphere, 19.

    LNG imports to the US jumped in 1996 as Algerian base-load plants resumed operations following major revamps. Exports from Alaska to Japan grew by nearly 4% over 1995. Total LNG imports to the US in 1996 were 40.27 bcf compared to 17.92 bcf in 1995, an increase of 124.8%. Algeria supplied 35.32 bcf; Abu Dhabi, 4.95 bcf. About 82.3% of the imported LNG was received at Distrigas Corp.`s terminal north of Boston. The remaining LNG was received at the Pan National terminal in Lake Charles, LA. LNG imports during 1995 fell to such a low level not because of depressed US demand but because of limited supply. The paper discusses LNG-receiving terminals, base-load producers, LNG pricing, and exports.

    The Office of Fuels Programs prepares quarterly reports summarizing the data provided by companies with authorizations to import or export natural gas. Companies are required, as a condition of their authorizations, to file quarterly reports with the OFP. This report is for the third quarter of 1993 (July--September). Attachment A shows the percentage of takes to maximum firm contract levels and the weighted average per unit price for each of the long-term importers during the five most recent reporting quarters. Attachment B shows volumes and prices of gas purchased by long-term importers and exporters during the past twelve months (October 1992--September 1993). Attachment C shows volume and price information pertaining to gas imported on a short-term or spot market basis. Attachment D shows the gas exported on a short-term or spot market basis to Canada and Mexico.

    The United States currently imports close to half of its petroleum requirements. This report delineates the economic, social, and political costs of such a foreign oil dependency. These costs are often intangible, but combined they clearly constitute a greater price for imported petroleum than the strictly economic cost. If we can assume that imported oil imposes significant socioeconomic costs upon the American economy and society, one way to reduce these costs is to develop alternative, domestic energy sources - such as solar energy technologies - which can displace foreign petroleum. The second half of this report estimates that by the year 2000, solar energy technologies can displace 3.6 quads of petroleum. This figure includes solar energy applications in utilities, industrial and agricultural process heat, and transportation. The estimate can be treated as a lower bound; if the United States were to achieve the proposed goal of 20 quads by 2000, the amount of displaced oil probably would be greater. Although all the displaced oil would not be imported, the reduction in imported petroleum would relieve many of the conditions that increase the present cost of foreign oil to the American consumer.

    Large Scale Integrated Testing (LSIT) is being planned by Bechtel National, Inc. to address uncertainties in the full scale mixing performance of the Hanford Waste Treatment and Immobilization Plant (WTP). Testing will use simulated waste rather than actual Hanford waste. Therefore, the use of suitable simulants is critical to achieving the goals of the test program. External review boards have raised questions regarding the overall representativeness of simulants used in previous mixing tests. Accordingly, WTP requested the Savannah River National Laboratory (SRNL) to assist with development of simulants for use in LSIT. Among the first tasks assigned to SRNL was to develop a list of waste properties that matter to pulse-jet mixer (PJM) mixing of WTP tanks. This report satisfies Commitment 5.2.3.1 of the Department of Energy Implementation Plan for Defense Nuclear Facilities Safety Board Recommendation 2010-2: physical properties important to mixing and scaling. In support of waste simulant development, the following two objectives are the focus of this report: (1) Assess physical and chemical properties important to the testing and development of mixing scaling relationships; (2) Identify the governing properties and associated ranges for LSIT to achieve the Newtonian and non-Newtonian test objectives. This includes the properties to support testing of sampling and heel management systems. The test objectives for LSIT relate to transfer and pump out of solid particles, prototypic integrated operations, sparger operation, PJM controllability, vessel level/density measurement accuracy, sampling, heel management, PJM restart, design and safety margin, Computational Fluid Dynamics (CFD) Verification and Validation (V and V) and comparison, performance testing and scaling, and high temperature operation. The slurry properties that are most important to Performance Testing and Scaling depend on the test objective and rheological classification of the slurry (i.e., Newtonian or non-Newtonian). The most important properties for testing with Newtonian slurries are the Archimedes number distribution and the particle concentration. For some test objectives, the shear strength is important. In the testing to collect data for CFD V and V and CFD comparison, the liquid density and liquid viscosity are important. In the high temperature testing, the liquid density and liquid viscosity are important. The Archimedes number distribution combines effects of particle size distribution, solid-liquid density difference, and kinematic viscosity. The most important properties for testing with non-Newtonian slurries are the slurry yield stress, the slurry consistency, and the shear strength. The solid-liquid density difference and the particle size are also important. It is also important to match multiple properties within the same simulant to achieve behavior representative of the waste. Other properties such as particle shape, concentration, surface charge, and size distribution breadth, as well as slurry cohesiveness and adhesiveness, liquid pH and ionic strength also influence the simulant properties either directly or through other physical properties such as yield stress.

    Numerical models of weather and climate need to compute grid-box-averaged rates of physical processes such as microphysics. These averages are computed by integrating subgrid variability over a grid box. For this reason, an important aspect of atmospheric modeling is integration. The needed integrals can be estimated by Monte Carlo integration. Monte Carlo integration is simple and general but requires many evaluations of the physical process rate. To reduce the number of function evaluations, this paper describes a new, flexible method of importance sampling. It divides the domain of integration into eight categories, such as the portion that contains bothmoreprecipitation and cloud, or the portion that contains precipitation but no cloud. It then allows the modeler to prescribe the density of sample points within each of the eight categories. The new method is incorporated into the Subgrid Importance Latin Hypercube Sampler (SILHS). The resulting method is tested on drizzling cumulus and stratocumulus cases. In the cumulus case, the sampling error can be considerably reduced by drawing more sample points from the region of rain evaporation.less

    The release prevention systems of liquefied natural gas (LNG) import terminal were analyzed. A series of potential release scenarios were analyzed to determine the frequency of the release events, the probability these releases are not stopped or isolated by emergency shutdown systems, the estimated release quantities, and the critical components of the system. The two plant areas identified as being most significant with respect to safety are the unloading system and the storage system. Rupture of the main transfer line and gross failure of the storage tanks are the two release scenarios of primary safety interest. Reducing the rate of failure by improved design, better maintenance and testing, or adding redundancy of the critical system components for these plant areas and release scenarios will result in improved safety. Several design alternatives which have the potential to significantly reduce the probability of a large release of LNG occurring at an import terminal are identified. These design alternatives would reduce the probability of a large release of LNG by reducing the expected number of failures which could cause a release or by reducing the magnitude of releases that do occur. All of these alternatives are technically feasible and have been used or considered for use in at least one LNG facility. A more rigorous analysis of the absolute risk of LNG import terminal operation is necessary before the benefits of these design alternatives can be determined. In addition, an economic evaluation of these alternatives must be made so the costs and benefits can be compared. It is concludd that for remotely located facilities many of these alternatives are probably not justified; however, for facilities located in highly populated areas, these alternatives deserve serious consideration.

    This issue updates the Energy Detente 7/09/82, which tracked US oil imports since the Arab Oil Embargo. Since then, the phrase oil glut became common even among cautious market analysts as many exporters, hard-pressed for petrodollars, produced much more than the market was prepared to absorb. To examine how the US import market has adjusted to this continued buyers market, the top seven suppliers of 1982 are tracked backwards through time. A graph shows the 1982 reversal of Mexico's and Saudi Arabia's positions in this market. The three main reasons for Mexico's strong present position in the US market are: crude costs and corresponding refined value; proximity to US refining centers; and strategic importance of Mexico's economic stability through oil sales. Interviews with various US refiners and other market observers confirm that these elements will persist during 1983, regardless of significant price cuts among OPEC and other producers. It is believed that the profitability of running heavy Maya crude in sophisticated plants will continue to look optimistic, and that Mexican crude sales to the Strategic Petroleum Reserve implies US government interest in Mexico's economic recovery, and in its stability in the light of civil wars being waged in Central America. Ltd., Tokyo, signed contracts to provide Russia $300 million worth of export credits for steel pipe and undisclosed drilling equipment; Nizhnevartovskneftegaz, a Russian oil and gas production association, asked the European Bank for Reconstruction and Development for a $60 million loan to buy western oil and gas equipment. The hardware, mostly pipe, tools, pumps, and workover rigs, will be used in part to return shut-in wells to production.
