A hybrid hydrogen-carbon (H{sub 2}CAR) process for the production of liquid hydrocarbon fuels is proposed wherein biomass is the carbon source and hydrogen is supplied from carbon-free energy. To implement this concept, a process has been designed to co-feed a biomass gasifier with H{sub 2} and CO{sub 2} recycled from the H{sub 2}-CO to liquid conversion reactor. Modeling of this biomass to liquids process has identified several major advantages of the H{sub 2}CAR process. The land area needed to grow the biomass is <40% of that needed by other routes that solely use biomass to support the entire transportation sector. Whereras the literature estimates known processes to be able to produce {approx}30% of the United States transportation fuel from the annual biomass of 1.366 billion tons, the H{sub 2}CAR process shows the potential to supply the entire United States transportation sector from that quantity of biomass. The synthesized liquid provides H{sub 2} storage in an open loop system. Reduction to practice of the H{sub 2}CAR route has the potential to provide the transportation sector for the foreseeable future, using the existing infrastructure. The rationale of using H{sub 2} in the H{sub 2}CAR process is explained by the significantly higher annualized average solar energy conversion efficiency for hydrogen generation versus that for biomass growth. For coal to liquids, the advantage of H{sub 2}CAR is that there is no additional CO{sub 2} release to the atmosphere due to the replacement of petroleum with coal, thus eliminating the need to sequester CO{sub 2}.

This document is part of a larger, programmatic effort to assist federal agencies in taking action and changing their institutions to achieve and maintain federal sustainability goals, while meeting their mission goals. FEMP is developing guidance for federal agency efforts to enable institutional behavior change for sustainability, and for making sustainability “business as usual.” The driving requirement for this change is Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance. FEMP emphasizes strategies for increasing energy efficiency and renewable energy utilization as critical components of attaining sustainability, and promotes additional non-energy action pathways contained in EO 13514. This report contributes to the larger goal by laying out the conceptual and evidentiary underpinnings of guidance to federal agencies. Conceptual frameworks focus and organize the development of guidance. We outline a series of progressively refined conceptual frameworks, including a multi-layer approach, key steps in sustainability implementation, a process view of specific approaches to institutional change, the agency Strategic Sustainability Performance Plans (SSPPs), and concepts related to context-specific rules, roles and tools for sustainability. Additionally, we tap pertinent bodies of literature in drawing eight evidence-based principles for behavior change. These principles are important foundations upon which to build in selecting strategies to effect change in organizations. Taken together, this report presents a suite of components that inform the training materials, presentations, web site, and other products that provide guidance to federal agencies.

Implementation of Benchmarking Transportation Logistics Practices and Future Benchmarking Organizations

The purpose of the Office of Civilian Radioactive Waste Management's (OCRWM) Logistics Benchmarking Project is to identify established government and industry practices for the safe transportation of hazardous materials which can serve as a yardstick for design and operation of OCRWM's national transportation system for shipping spent nuclear fuel and high-level radioactive waste to the proposed repository at Yucca Mountain, Nevada. The project will present logistics and transportation practices and develop implementation recommendations for adaptation by the national transportation system. This paper will describe the process used to perform the initial benchmarking study, highlight interim findings, and explain how these findings are being implemented. It will also provide an overview of the next phase of benchmarking studies. The benchmarking effort will remain a high-priority activity throughout the planning and operational phases of the transportation system. The initial phase of the project focused on government transportation programs to identify those practices which are most clearly applicable to OCRWM. These Federal programs have decades of safe transportation experience, strive for excellence in operations, and implement effective stakeholder involvement, all of which parallel OCRWM's transportation mission and vision. The initial benchmarking project focused on four business processes that are critical to OCRWM's mission success, and can be incorporated into OCRWM planning and preparation in the near term. The processes examined were: transportation business model, contract management/out-sourcing, stakeholder relations, and contingency planning. More recently, OCRWM examined logistics operations of AREVA NC's Business Unit Logistics in France. The next phase of benchmarking will focus on integrated domestic and international commercial radioactive logistic operations. The prospective companies represent large scale shippers and have vast experience in safely and efficiently shipping spent nuclear fuel and other radioactive materials. Additional business processes may be examined in this phase. The findings of these benchmarking efforts will help determine the organizational structure and requirements of the national transportation system. (authors)

Transportation Electrification Education Partnership for Green Jobs and Sustainable Mobility

This collaborative educational project between the University of Michigan—Ann Arbor, University of Michigan—Dearborn and the Kettering University successfully executed almost all the elements we proposed to do. In the original proposal, we proposed to develop four graduate courses, six undergraduate courses, four professional short courses, a K?12 electric vehicle education kit, a Saturday morning seminar series, and a set of consumer education material to support the advancement of transportation electrification. The first four deliverables were all successfully developed and offered. When we held the kick?off meeting in NETL in Morgantown back in early 2010 with all the ten ARRA education teams, however, it quickly became clear that among the ten ARRA education grantee teams, our proposed “consume education” activities are not better or with the potential to create bigger impact than some of activities proposed in other teams. For example, the Odyssey 2010 event held by the West Virginia University team had planned and successfully reached to more than 230,000 attendees, which is way more than what our proposed 100k event could ever reach. It was under the suggestion of Joseph Quaranta, the ARRA education Program Director at that time, that we should coordinate and eliminate redundancy. The resources should then be focused on activities that have less overlap. Therefore, the originally proposed activities: Saturday morning seminar series, and a set of consumer education material were dropped from our scope. We expanded the scope of our “education kit” activity to include some educational materials, mainly in the form of videos. The target audience also changed from general public to K?12 students. The majority of the project cost (~70%) goes toward the establishment of three undergraduate laboratories, which provides critically needed hands?on learning experience for next?generation green mobility engineers. We are very proud that the ARRA money, which was distributed as part of the economy stimulus package back in 2009, was used to invest in laboratories which are already impacting the learning experience of our undergraduate and graduate students, and will continue to do so in the coming decades. The offering and enrollments of the ten undergraduate and graduate courses developed under the support of this educational grant is summarized in the table below. The grant was finalized in September 2009, and four new courses were developed and offered soon after in Winter 2010. The other six courses were developed thereafter. The total number of students who took these new courses over the duration of this grant is just over 1,000. In the first 2 years, under the DOE funding, the courses are offered more regularly. After that, the courses were considered together with other existing courses in the planning of teaching schedule and may not be offered each year. Almost all of the 10 courses have healthy enrollments and we do expect them to be offered continuously in the future. The graduate courses perhaps will be offered every 2?3 years, and the undergraduate courses most likely on a yearly basis.

Sustainable Transportation: Accelerating Widespread Adoption of Energy Efficient Vehicles & Fuels (Brochure)

While energy efficient transportation strategies have the potential to simultaneously slash oil consumption and reduce greenhouse gas (GHG) emissions, a truly sustainable solution will require more than just putting drivers behind the wheels of new fuel-efficient cars. As the only national laboratory dedicated 100% to renewable energy and energy efficiency, the National Renewable Energy Laboratory (NREL) accelerates widespread adoption of high-performance, low-emission, energy-efficient passenger and freight vehicles, as well as alternative fuels and related infrastructure. Researchers collaborate closely with industry, government, and research partners, using a whole-systems approach to design better batteries, drivetrains, and engines, as well as thermal management, energy storage, power electronic, climate control, alternative fuel, combustion, and emission systems. NREL's sustainable transportation research, development, and deployment (RD&D) efforts are not limited to vehicles, roads, and fueling stations. The lab also explores ways to save energy and reduce GHGs by integrating transportation technology advancements with renewable energy generation, power grids and building systems, urban planning and policy, and fleet operations.

ElectroChemical Arsenic Removal (ECAR) for Rural Bangladesh--Merging Technology with Sustainable Implementation

Today, 35-77 million Bangladeshis drink arsenic-contaminated groundwater from shallow tube wells. Arsenic remediation efforts have focused on the development and dissemination of household filters that frequently fall into disuse due to the amount of attention and maintenance that they require. A community scale clean water center has many advantages over household filters and allows for both chemical and electricity-based technologies to be beneficial to rural areas. Full cost recovery would enable the treatment center to be sustainable over time. ElectroChemical Arsenic Remediation (ECAR) is compatible with community scale water treatment for rural Bangladesh. We demonstrate the ability of ECAR to reduce arsenic levels> 500 ppb to less than 10 ppb in synthetic and real Bangladesh groundwater samples and examine the influence of several operating parameters on arsenic removal effectiveness. Operating cost and waste estimates are provided. Policy implication recommendations that encourage sustainable community treatment centers are discussed.

Parallel Implementation and Scaling of an Adaptive Mesh Discrete Ordinates Algorithm for Transport

Block-structured adaptive mesh refinement (AMR) uses a mesh structure built up out of locally-uniform rectangular grids. In the BoxLib parallel framework used by the Raptor code, each processor operates on one or more of these grids at each refinement level. The decomposition of the mesh into grids and the distribution of these grids among processors may change every few timesteps as a calculation proceeds. Finer grids use smaller timesteps than coarser grids, requiring additional work to keep the system synchronized and ensure conservation between different refinement levels. In a paper for NECDC 2002 I presented preliminary results on implementation of parallel transport sweeps on the AMR mesh, conjugate gradient acceleration, accuracy of the AMR solution, and scalar speedup of the AMR algorithm compared to a uniform fully-refined mesh. This paper continues with a more in-depth examination of the parallel scaling properties of the scheme, both in single-level and multi-level calculations. Both sweeping and setup costs are considered. The algorithm scales with acceptable performance to several hundred processors. Trends suggest, however, that this is the limit for efficient calculations with traditional transport sweeps, and that modifications to the sweep algorithm will be increasingly needed as job sizes in the thousands of processors become common.

Towards sustainable settlement growth: A new multi-criteria assessment for implementing environmental targets into strategic urban planning

For nearly one decade, the German political and research-agenda has been to a large extent determined by the ongoing question of how to limit the expansion of settlement areas around cities in order to preserve natural resources, make settlement growth more sustainable and to strengthen the re-use of existing inner-urban areas (see a.o. Koetter et al. 2009a, 2010; Schetke et al. 2009, 2010b). What is already under discussion within the international literature are the recommendations of the German Council for Sustainability to quantitatively reduce the daily greenfield consumption from the current rate of over 100 ha per day to a rate of 30 ha per day in 2020 and to bring urban infill development up to a ratio of 3:1 with greenfield development (German Council for Sustainability, 2004).). This paper addresses the added value beyond those abstract political targets and presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites to evaluate their sustainability and resource efficiency. MCA development and its incorporation into a Decision Support System (DSS) were accomplished by utilising a stakeholder-driven approach. The resulting tool can be applied in preparing and revising land-use plans. The paper presents the concept and the development process of the MCA-DSS. Test runs with planners prove that the evaluation of potential housing sites using individually weighted environmental indicators helps to identify those strategies of housing development that accord most closely with sustainability goals. The tests further show that the development of greenfield sites generally exhibits less sustainability than that of infill sites. - Highlights: Black-Right-Pointing-Pointer This paper presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites. In support of implementation of Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance, the Hanford Site Sustainability Plan was developed to implement strategies and activities required to achieve the prescribed goals in the EO as well as demonstrate measurable progress in environmental stewardship at the Hanford Site. The Hanford Site Sustainability Program was developed to demonstrate progress towards sustainability goals as defined and established in Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance; EO 13423, Strengthening Federal Environmental, Energy and Transportation Management, and several applicable Energy Acts. Multiple initiatives were undertaken in Fiscal Year (FY) 2011 to implement the Program and poise the Hanford Site as a leader in environmental stewardship. In order to implement the Hanford Site Sustainability Program, a Sustainability Plan was developed in conjunction with prime contractors, two U.S. Department of Energy (DOE) Offices, and key stakeholders to serve as the framework for measuring progress towards sustainability goals. Based on the review of these metrics and future plans, several activities were initiated to proactively improve performance or provide alternatives for future consideration contingent on available funding. A review of the key metric associated with energy consumption for the Hanford Site in FY 2010 and 2011 indicated an increase over the target reduction of 3 percent annually from a baseline established in FY 2003 as illustrated in Figure 1. This slight increase was attributed primarily from the increased energy demand from the cleanup projects funded by the American Recovery and Reinvestment Act (ARRA) in FY 2010 and 2011. Although it is forecasted that the energy demand will decrease commensurate with the completion of ARRA projects, several major initiatives were launched to improve energy efficiency.

Improved Predictions of Carbon Tetrachloride Contaminant Flow and Transport: Implementation of Kinetic Volatilization and Multicomponent NAPL Behavior

Carbon tetrachloride (CT) was discharged to waste sites that are included in the 200-PW-1 Operable Unit in Hanford 200 West Area. Fluor Hanford, Inc. is conducting a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remedial investigation/feasibility study (RI/FS) for the 200-PW-1 Operable Unit. The RI/FS process and remedial investigations for the 200-PW-1, 200 PW-3, and 200-PW-6 Operable Units are described in the Plutonium/Organic-Rich Process Condensate/Process Waste Groups Operable Unit RI/FS Work Plan. As part of this overall effort, Pacific Northwest National Laboratory (PNNL) was contracted to improve the STOMP simulator (White and Oostrom, 2006) by incorporating kinetic volatilization of nonaqueous phase liquids (NAPL) and multicomponent flow and transport. This work supports the U.S. Department of Energy's (DOE's) efforts to characterize the nature and distribution of CT in the 200 West Area and subsequently select an appropriate final remedy. Previous numerical simulation results with the STOMP simulator have overestimated the effect of soil vapor extraction (SVE) on subsurface CT, showing rapid removal of considerably more CT than has actually been recovered so far. These previous multiphase simulations modeled CT mass transfer between phases based on equilibrium partitioning. Equilibrium volatilization can overestimate volatilization because mass transfer limitations present in the field are not considered. Previous simulations were also conducted by modeling the NAPL as a single component, CT. In reality, however, the NAPL mixture disposed of at the Hanford site contained several non-volatile and nearly insoluble organic components, resulting in time-variant fluid properties as the CT component volatilized or dissolved over time. Simulation of CT removal from a DNAPL mixture using single-component DNAPL properties typically leads to an overestimation of CT removal. Other possible reasons for the discrepancy between observed and simulated CT mass removal during SVE are differences between the actual and simulated (1) SVE flow rates, (2) fluid-media properties, and (3) disposal history (volumes, rates, and timing). In this report, numerical implementation of kinetic volatilization and multicomponent DNAPL flow and transport into the STOMP simulator (White and Oostrom, 2006) is described. The results of several test cases are presented and explained. The addition of these two major code enhancements increases the ability of the STOMP simulator to model complex subsurface flow and transport processes involving CT at the Hanford site.

Implementation of a cell-wise Block-Gauss-Seidel iterative method for SN transport on a hybrid parallel computer architecture

We have implemented a cell-wise, block-Gauss-Seidel (bGS) iterative algorithm, for the solution of the S{sub n} transport equations on the Roadrunner hybrid, parallel computer architecture. A compute node of this massively parallel machine comprises AMD Opteron cores that are linked to a Cell Broadband Engine{trademark} (Cell/B.E.). LAPACK routines have been ported to the Cell/B.E. in order to make use of its parallel Synergistic Processing Elements (SPEs). The bGS algorithm is based on the LU factorization and solution of a linear system that couples the fluxes for all S{sub n} angles and energy groups on a mesh cell. For every cell of a mesh that has been parallel decomposed on the higher-level Opteron processors, a linear system is transferred to the Cell/B.E. and the parallel LAPACK routines are used to compute a solution, which is then transferred back to the Opteron, where the rest of the computations for the S{sub n} transport problem take place. Compared to standard parallel machines, a hundred-fold speedup of the bGS was observed on the hybrid Roadrunner architecture. Numerical experiments with strong and weak parallel scaling demonstrate the bGS method is viable and compares favorably to full parallel sweeps (FPS) on two-dimensional, unstructured meshes when it is applied to optically thick, multi-material problems. As expected, however, it is not as efficient as FPS in optically thin problems.

The accomplishments to date and the long-range planning of the Y-12 Energy Management and Sustainability and Stewardship programs support the DOE and the National Nuclear Security Administration (NNSA) vision for a commitment to energy efficiency and sustainability and to achievement of the Guiding Principles. Specifically, the Y-12 vision is to support the Environment, Safety and Health Policy and the DOE Strategic Sustainability Performance Plan (SSPP) while promoting overall sustainability and reduction of greenhouse gas (GHG) emissions. Table ES.2 gives a comprehensive overview of Y-12's performance status and planned actions. B&W Y-12's Energy Management mission is to incorporate renewable energy and energy efficient technologies site-wide and to position Y-12 to meet NNSA energy requirement needs through 2025 and beyond. During FY 2011, the site formed a sustainability team (Fig. ES.1). The sustainability team provides a coordinated approach to meeting the various sustainability requirements and serves as a forum for increased communication and consistent implementation of sustainability activities at Y-12. The sustainability team serves as an information exchange mechanism to promote general awareness of sustainability information, while providing a system to document progress and to identify resources. These resources are necessary to implement activities that support the overall goals of sustainability, including reducing the use of resources and conserving energy. Additionally, the team's objectives include: (1) Foster a Y-12-wide philosophy to conserve resources; (2) Reduce the impacts of production operations in a cost-effective manner; (3) Increase materials recycling; (4) Use a minimum amount of energy and fuel; (5) Create a minimum of waste and pollution in achieving Y-12-strategic objectives; (6) Develop and implement techniques, technologies, process modifications, and programs that support sustainable acquisition; (7) Minimize the impacts to resources, including energy/fuel, water, waste, pesticides, and pollution generation; (8) Incorporate sustainable design principles into the design and construction of facility upgrades, new facilities, and infrastructure; and (9) Comply with federal and state regulations, executive orders, and DOE requirements. Y-12 is working to communicate its sustainment vision through procedural, engineering, operational, and management practices. The site will make informed decisions based on the application of the five Guiding Principles for HPSBs to the maximum extent possible.

It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

Biofuels, land and water : a systems approach to sustainability.

There is a strong societal need to evaluate and understand the sustainability of biofuels, especially because of the significant increases in production mandated by many countries, including the United States. Sustainability will be a strong factor in the regulatory environment and investments in biofuels. Biomass feedstock production is an important contributor to environmental, social, and economic impacts from biofuels. This study presents a systems approach where the agricultural, energy, and environmental sectors are considered as components of a single system, and environmental liabilities are used as recoverable resources for biomass feedstock production. We focus on efficient use of land and water resources. We conducted a spatial analysis evaluating marginal land and degraded water resources to improve feedstock productivity with concomitant environmental restoration for the state of Nebraska. Results indicate that utilizing marginal land resources such as riparian and roadway buffer strips, brownfield sites, and marginal agricultural land could produce enough feedstocks to meet a maximum of 22% of the energy requirements of the state compared to the current supply of 2%. Degraded water resources such as nitrate-contaminated groundwater and wastewater were evaluated as sources of nutrients and water to improve feedstock productivity. Spatial overlap between degraded water and marginal land resources was found to be as high as 96% and could maintain sustainable feedstock production on marginal lands. Other benefits of implementing this strategy include feedstock intensification to decrease biomass transportation costs, restoration of contaminated water resources, and mitigation of greenhouse gas emissions.

The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

IMPROVING BIOMASS LOGISTICS COST WITHIN AGRONOMIC SUSTAINABILITY CONSTRAINTS AND BIOMASS QUALITY TARGETS

Equipment manufacturers have made rapid improvements in biomass harvesting and handling equipment. These improvements have increased transportation and handling efficiencies due to higher biomass densities and reduced losses. Improvements in grinder efficiencies and capacity have reduced biomass grinding costs. Biomass collection efficiencies (the ratio of biomass collected to the amount available in the field) as high as 75% for crop residues and greater than 90% for perennial energy crops have also been demonstrated. However, as collection rates increase, the fraction of entrained soil in the biomass increases, and high biomass residue removal rates can violate agronomic sustainability limits. Advancements in quantifying multi-factor sustainability limits to increase removal rate as guided by sustainable residue removal plans, and mitigating soil contamination through targeted removal rates based on soil type and residue type/fraction is allowing the use of new high efficiency harvesting equipment and methods. As another consideration, single pass harvesting and other technologies that improve harvesting costs cause biomass storage moisture management challenges, which challenges are further perturbed by annual variability in biomass moisture content. Monitoring, sampling, simulation, and analysis provide basis for moisture, time, and quality relationships in storage, which has allowed the development of moisture tolerant storage systems and best management processes that combine moisture content and time to accommodate baled storage of wet material based upon “shelf-life.” The key to improving biomass supply logistics costs has been developing the associated agronomic sustainability and biomass quality technologies and processes that allow the implementation of equipment engineering solutions.

TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

The PICHTR Sustainable Biomass Energy Program was developed to evaluate the potential to cultivate crops for energy production as an alternative use of lands made available by the closing of large sugar plantations. In particular, the closing of the Hamakua Sugar Company on the island of Hawaii brought a great deal of attention to the future of agriculture in this region and in the state. Many options were proposed. Several promising alternatives had been proposed for cane lands. These included dedicated feedstock supply systems (DFSS) for electrical energy production, cultivation of sugarcane to produce ethanol and related by-products, and the production of feed and crops to support animal agriculture. Implementation of some of the options might require preservation of large tracts of land and maintenance of the sugar mills and sugar infrastructure. An analysis of the technical, financial, and other issues necessary to reach conclusions regarding the optimal use of these lands was required. At the request of the Office of State Planning and Senator Akaka`s office, the Pacific International Center for High Technology Research (PICHTR) established and coordinated a working group composed of state, county, federal, and private sector representatives to identify sustainable energy options for the use of idle sugar lands on the island of Hawaii. The Sustainable Biomass Energy Program`s Hamakua Project was established to complete a comprehensive evaluation of the most viable alternatives and assess the options to grow crops as a source of raw materials for the production of transportation fuel and/or electricity on the island of Hawaii. The motivation for evaluating biomass to energy conversion embraced the considerations that Hawaii`s energy security would be improved by diversifying the fuels used for transportation and reducing dependency on imported fossil fuels. The use of waste products as feedstocks could divert wastes from landfills.

THIS IS THE THIRD YEAR BPA has reported on sustainability program accomplishments. The report provides an opportunity to review progress made on sustainability initiatives, evaluate how far we have come and how much we can improve. The program has demonstrated maturation as the concepts of sustainability and resource conservation are communicated and understood. The sustainability program started as an employee-driven “grass roots” effort in 2010. Sustainability is becoming a consideration in how work is performed. The establishment of several policies supporting sustainability efforts proves the positive progress being made. In 2009, BPA became a founder and member of The Climate Registry, a nonprofit collaboration that sets standards to calculate, verify and report greenhouse gas emissions. This year, BPA completed and published our Greenhouse Gas inventory for the years of 2009, 2010 and 2011. The 2012 inventory is currently in the process of third-party verification and scheduled for public release in January 2014. These inventories provide a concrete measure of the progress we are making.

After establishing a goal and assessing the rules, roles, and tools, Federal agencies can develop an action plan (select the strategies that will be implemented over time to achieve and maintain energy and sustainability goals). This action plan should target specific audiences with tailored strategies and take into account the need to review and revise strategies in the long-term. The action plan must include appropriate metrics and regular measurement. Sustainable Harvest for Food and Fuel

The DOE Biomass Program recently implemented the Biofuels Initiative, or 30x30 program, with the dual goal of reducing U.S. dependence on foreign oil by making cellulosic ethanol cost competitive with gasoline by 2012 and by replacing 30 percent of gasoline consumption with biofuels by 2030. Experience to date with increasing ethanol production suggests that it distorts agricultural markets and therefore raises concerns about the sustainability of the DOE 30 X 30 effort: Can the U.S. agricultural system produce sufficient feedstocks for biofuel production and meet the food price and availability expectations of American consumers without causing environmental degradation that would curtail the production of both food and fuel? Efforts are underway to develop computer-based modeling tools that address this concern and support the DOE 30 X 30 goals. Beyond technical agronomic and economic concerns, however, such models must account for the publics’ growing interest in sustainable agriculture and in the mitigation of predicted global climate change. This paper discusses ongoing work at the Center for Advanced Energy Studies that investigates the potential consequences and long-term sustainability of projected biomass harvests by identifying and incorporating “sustainable harvest indicators” in a computer modeling strategy.

The road to sustainability

Sustainability is the hottest topic in energy research today, but what does it actually mean? George Crabtree and John Sarrao describe what makes a technology sustainable, and outline the materials-science challenges standing between us and clean, long-lasting energy. Although most people agree that more-sustainable energy technologies are desirable, they often find it harder to agree on exactly how sustainable these technologies need to be, and even precisely what is meant by sustainability. To clarify the debate, we suggest three criteria for sustainability, each of which captures a different feature of the problem. While we do not have the lUxury of achieving full sustainability for all of our next-generation energy technologies, we can use these definitions to select our strategic sustainability targets and track our progress toward achieving them. As will become clear, the most sustainable energy technologies require the most challenging fundamental science breakthroughs. The first criterion for sustainability is 'lasts a long time'. This quality has been a feature of many energy sources we have used historically, including wood in ancient times and oil throughout most of the 20th century. The definition of 'long time' is, of course, relative: the world's demand for energy long ago outpaced the ability of wood to supply it, and the production of oil is likely to peak sometime within the next few decades. Substantial reductions in the rate of oil consumption through higher-efficiency processes can significantly impact on how long non-renewable resources last. In applying the 'long time' criterion, we need to distinguish between energy sources that are effectively limitless and those that are finite but, for the moment, adequate. The second criterion for sustainability is 'does no harm'. Burning fossil fuels releases pollutants such as sulphur and mercury that endanger human health, as well as greenhouse gases like carbon dioxide that threaten climate stability. Some alternatives to fossil fuels have their own degrees of potential harm, including the underground migration and leakage of sequestered carbon dioxide and the hazards of storing spent nuclear fuel. The third and most strict criterion for sustainability is 'leaves no change'. When the material outputs of energy generation and use are recycled to replace the inputs, the chemical cycle is said to be closed and the chemical state of the world is unchanged. The process of converting renewable energy sources like sunlight and wind to carriers like hydrogen or electricity comes closest to fulfilling this restrictive definition. Fossil energy systems, in contrast, usually operate as once-through processes, irreversibly converting hydrocarbons to carbon dioxide and water. Some such systems could, however, be retrofitted to collect and recycle the combustion products to make new hydrocarbon fuel. If this process used the Sun as its energy source, fossil fuels, too, could meet this criterion.

A long-term strategy based on existing technological, ecological, economical, and geopolitical realities is urgently needed to develop a sustainable energy economy, which should be designed with adaptability to unpredicted changes in any of these aspects. While only a highly diverse energy portfolio and conservation can ultimately guarantee optimum sustainability, based on a comparison of current primary energy generation methods, it is argued that future energy strategy has to rely heavily on expanded coal and nuclear energy sectors. A comparison of relative potentials, merits and risks associated with fossil-fuel, renewable, and nuclear technologies suggests that the balance of technologies should be shifted in favor of new-generation, safe nuclear methods to produce electricity, while clean-coal plants should be assigned to transportation fuel. Communicating about bioenergy sustainability

Defining and measuring sustainability of bioenergy systems are difficult because the systems are complex, the science is in early stages of development, and there is a need to generalize what are inherently context-specific enterprises. These challenges, and the fact that decisions are being made now, create a need for improved communications among scientists as well as between scientists and decision makers. In order for scientists to provide information that is useful to decision makers, they need to come to an agreement on how to measure and report potential risks and benefits of diverse energy alternatives, including problems and opportunities in various bioenergy production pathways. Scientists also need to develop approaches that contribute information relevant to policy and decision making. The need for clear communication is especially important at this time when there is a plethora of scientific papers and reports, and it is difficult for the public or decision makers to assess the merits of each analysis. We propose three communication guidelines for scientists whose work can contribute to decision making: (1) relationships between the question and the analytical approach should be clearly defined and make common sense; (2) the information should be presented in a manner that nonscientists can understand; and (3) the implications of methods, assumptions and limitations should be clear. The scientists job is to analyze information in order to build a better understanding of environmental, cultural and socioeconomic aspects of the sustainability of energy alternatives. The scientific process requires transparency, debate, review, and collaboration across disciplines and time. This paper serves as an introduction to the papers in the special issue on Sustainability of Bioenergy Systems: Cradle to Grave because scientific communication is essential to developing more sustainable energy systems. Together these four papers provide a framework under which the effects of bioenergy can be assessed and compared to other energy alternatives in order to foster sustainability.

Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

Financial sustainability in municipal solid waste management – Costs and revenues in Bahir Dar, Ethiopia

Bahir Dar in northwestern Ethiopia outsourced municipal waste services to a private waste company in 2008. While this institutional change has led to substantial improvement in the cleanliness of the city, its financial sustainability remains unclear. Is the private company able to generate sufficient revenues from their activities to offset the costs and generate some profit? This paper presents a cost-revenue analysis, based on data from July 2009 to June 2011. The analysis reveals that overall costs in Bahir Dar’s SWM system increased significantly during this period, mainly due to rising costs related to waste transportation. On the other hand, there is only one major revenue stream in place: the waste collection fee from households, commercial enterprises and institutions. As the efficiency of fee collection from households is only around 50%, the total amount of revenues are not sufficient to cover the running costs. This results in a substantial yearly deficit. The results of the research therefore show that a more detailed cost structure and cost-revenue analysis of this waste management service is important with appropriate measures, either by the privates sector itself or with the support of the local authorities, in order to enhance cost efficiency and balance the cost-revenues towards cost recovery. Delays in mitigating the evident financial deficit could else endanger the public-private partnership (PPP) and lead to failure of this setup in the medium to long term, thus also endangering the now existing improved and currently reliable service. We present four options on how financial sustainability of the SWM system in Bahir Dar might be enhanced: (i) improved fee collection efficiency by linking the fees of solid waste collection to water supply; (ii) increasing the value chain by sales of organic waste recycling products; (iii) diversifying revenue streams and financing mechanisms (polluter-pays-, cross-subsidy- and business-principles); and (iv) cost reduction and improved cost-effectiveness. We argue that in a PPP setup such as in Bahir Dar, a strong alliance between the municipality and private enterprise is important so that appropriate solutions for improved financial sustainability of a SWM system can be sought and implemented.

Sustainable Biomass Supply Systems

The U.S. Department of Energy (DOE) aims to displace 30% of the 2004 gasoline use (60 billion gal/yr) with biofuels by 2030 as outlined in the Energy Independence and Security Act of 2007, which will require 700 million tons of biomass to be sustainably delivered to biorefineries annually. Lignocellulosic biomass will make an important contribution towards meeting DOE’s ethanol production goals. For the biofuels industry to be an economically viable enterprise, the feedstock supply system (i.e., moving the biomass from the field to the refinery) cannot contribute more that 30% of the total cost of the biofuel production. The Idaho National Laboratory in collaboration with Oak Ridge National Laboratory, University of California, Davis and Kansas State University are developing a set of tools for identifying economical, sustainable feedstocks on a regional basis based on biorefinery siting.

The accomplishments to date and the long-range planning of the Y-12 Energy Management and Sustainability and Stewardship programs support the U.S. Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) vision for a commitment to energy effi ciency and sustainability and to achievement of the Guiding Principles. Specifi cally, the Y-12 vision is to support the Environment, Safety and Health Policy and the DOE Strategic Sustainability Performance Plan, while promoting overall sustainability and reduction of greenhouse gas emissions. The mission of the Y-12 Energy Management program is to incorporate energy-effi cient technologies site-wide and to position Y-12 to meet NNSA energy requirement needs through 2025 and beyond. The plan addresses greenhouse gases, buildings, fleet management, water use, pollution prevention, waste reduction, sustainable acquisition, electronic stewardship and data centers, site innovation and government-wide support.
