    This handbook establishes and presents for the Office of Surface Mining Reclamation and Enforcement (OSM) a comprehensive, logical set of procedures for implemeting the National Environmental Policy Act of 1969 (NEPA). (a) the legal framework with which OSM must comply is detailed in title I of NEPA, as amended. This handbook discusses responsibilities under title I and the following additional requirements resulting from NEPA; Section 2 of Executive Order 11514, Protection and Enhancement of Environmental Quality, as amended by Executive Order 11991; The regulations of the Council on Environmental Quality (CEQ) for implementing the procedural provisions of NEPA (40 CFR 1500-1508); The final procedures of the Department of the Interior (DOI) implementing NEPA (516 DM 1-7); and OSM's draft appendix to the above DOI procedures. (b) OSM is responsible for the implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), (30 U.S.C. 1201 et seq.). SMCRA has specific environmental protection performance standards designed to protect society and the environment from the adverse effects of surface coal mining operations and to reclaim mined areas left without adequate reclamation within these standards. As a Federal agency making decisions that affect the human environment, OSM must comply with NEPA.

    Heat treatment practices used by steel foundries have been carefully studied as part of comprehensive heat treatment procedure development trials. These studies highlight the relationships between critical heat treatment process control parameters and heat treatment success. Foundry heat treatment trials to develop heat treatment procedure qualification have shed light on the relationship between heat treatment theory and current practices. Furnace load time-temperature profiles in steel foundries exhibit significant differences depending on heat treatment equipment, furnace loading practice, and furnace maintenance. Time-temperature profiles of the furnace control thermocouples can be very different from the time-temperature profiles observed at the center of casting loads in the furnace. Typical austenitrization temperatures and holding times used by steel foundries far exceed what is required for transformation to austenite. Quenching and hardenability concepts were also investigated. Heat treatment procedure qualification (HTPQ) schema to demonstrate heat treatment success and to pre-qualify other alloys and section sizes requiring lesser hardenability have been developed. Tempering success is dependent on both tempering time and temperature. As such, furnace temperature uniformity and control of furnace loading during tempering is critical to obtain the desired mechanical properties. The ramp-up time in the furnace prior to the establishment of steady state heat treatment conditions contributes to the extent of heat treatment performed. This influence of ramp-up to temperature during tempering has been quantified.

    SMUD is a leader in utility grid-connected applications of PVs with the world`s largest distributed PV power system. SMUD is continuing its ambitious sustained, orderly development (SOD) commercialization effort of the grid-connected, utility PV market. This program is aimed at developing the experience needed to successfully integrate PV as distributed generation into the utility system, develop market and long-term business strategies and to stimulate the collaborative processes needed to accelerate the cost-reductions necessary for PV to be cost-competitive in these applications by about the year 2002. This report documents the progress made in the 1994/1995 SMUD PV Program under this contract and the PV projects partially supported by this contract. This contract has been considered a Pre-cursor to the TEAM-UP program implemented the following year.

    The authors undertake here an analysis and evaluation of official department and agency procedures for implementing the National Environmental Policy Act (NEPA). They assess the extent to which these procedures provide implementing guidance, beyond that provided by the Council on Environmental Quality (CEQ) regulations themselves, for those provisions of NEPA and the regulations pertaining to scientific integrity, content, and methodology. They analyze and evaluate content using criteria explicit or implicit in NEPA and the regulations, finding that many federal agencies still require little attention to scientific precepts and methodology in the implementation of NEPA. The substantive guidance provided by agencies on conceptual and methodological questions is general and, with few exceptions, minimal.

    Two distinct yet closely related waste remediation projects are finally underway in Canada under the Port Hope Area Initiative (PHAI) which aims to clean up 1.7 million cubic metres (m{sup 3}) of low-level radioactive waste (LLRW) arising from 60 years of uranium and radium operations. Under the PHAI, the Port Hope Project and the smaller Port Granby Project will result in the consolidation of the LLRW within two highly engineered, above-ground mounds, to be constructed within the municipalities of Port Hope and Clarington. These projects will fulfill the federal government commitment to the safe, long-term management of the LLRW, as set out in the legal agreement signed by the government and the host municipalities in 2001. The federal authorization to commence PHAI Remediation and Construction Phase 2 was received in late 2011 and several enabling infrastructure construction and radiological survey contracts were awarded in 2012. The contracts to remediate the waste sites and construct the new engineered mounds will be tendered in 2013. At the end of Phase 2, environmental risks will be substantially mitigated, land development restrictions lifted, and an honourable legacy left for future generations. (authors)

    Grouting of the vertical ground heat exchanger is important for environmental and heat transfer reasons, and is generally accomplished by the placement of a low permeability material into the annular space between the borehole wall and the pipes suspended in the borehole. Backfilling is the practice of placing drill cuttings or other materials into the annular volume, with no specific effort directed toward creating a hydraulic seal. State and local regulations dictate the need for grouting versus backfilling. This manual concentrates on the technical aspects of grouting, including the environmental issues related to grouting, the thermal characteristics of different grouting materials and how the design must account for those, and the practical aspects of grouting for the field technician. Formation conditions are presented where grouting is necessary to assure the quality of the potable water source, while other conditions are cited where only portions of the borehole need to be grouted. Thermal properties of several grouting materials, both bentonite-based and cement-based, are provided as input data to the calculation of borehole thermal resistance. A procedure is provided for the designer of a vertical ground heat exchanger to calculate borehole thermal resistance, and techniques are described to utilize those values in commonly used commercial design software packages. Several sets of field verification data are presented which indicate that the borehole thermal resistance design data are relevant and important in the performance of the vertical u-bend heat exchanger. Finally, procedures are described for the field technician for mixing equipment, pump, and tremie pipe selection. Methods to estimate the volume of grout required for a job are provided. Recommended field procedures for tremie installation and the grouting process are also provided.

    The mathematical modeling of systems often requires the use of both nonlinear and discrete components. Problems involving both discrete and nonlinear components are known as mixed-integer nonlinear programs (MINLPs) and are among the most challenging computational optimization problems. This research project added to the understanding of this area by making a number of fundamental advances. First, the work demonstrated many novel, strong, tractable relaxations designed to deal with non-convexities arising in mathematical formulation. Second, the research implemented the ideas in software that is available to the public. Finally, the work demonstrated the importance of these ideas on practical applications and disseminated the work through scholarly journals, survey publications, and conference presentations.

    The objectives of the program were to demonstrate the viability of ethanol as an aviation fuel at appropriate locations and audiences in the participating Biomass Energy Program Regions, and to promote implementation projects in the area. Seven demonstrations were to be performed during the Summer 1995 through December 1996 period. To maximize the cost effectiveness of the program, additional corporate co-sponsorships were sought at each demonstration site and the travel schedule was arranged to take advantage of appropriate events taking place in the vicinity of the schedule events or enroute. This way, the original funded amount was stretched to cover another year of activities increasing the number of demonstrations from seven to thirty-nine. While the Renewable Aviation Fuels Development Center (RAFDC) contract focused on ethanol as an aviation fuel, RAFDC also promoted the broader use of ethanol as a transportation fuel. The paper summarizes locations and occasions, and gives a brief description of each demonstration/exhibit/presentation held during the term of the project. Most of the demonstrations took place at regularly scheduled air shows, such as the Oshkosh, Wisconsin Air Show. The paper also reviews current and future activities in the areas of certification, emission testing, the international Clean Airports Program, air pollution monitoring with instrumented aircraft powered by renewable fuels, training operation and pilot project on ethanol, turbine fuel research, and educational programs.

It has been communicated in meetings with representatives from the Ministry of Environment of Tanzania and the consultant group that developed Tanzania's National Climate Change Action Plan, the Centre for Energy, Environment, Science and Technology, that this project fits very well with the developmental and environmental goals of the Government of Tanzania. The goal of the Activities Implemented Jointly ruminant livestock project is to reduce ruminant methane emissions in Eastern Africa. The project plans a sustainable cattle multiplication unit (CMU) at Mabuki Ranch in the Mwanza Region of Tanzania. This CMU will focus on raising genetically improved animals to be purchased by farmers, developmental organizations, and other CMUs in Tanzania. Through the purchase of these animals farmers will raise their income generation potential and reduce ruminant methane emissions.

    Prolonged delays in traffic experienced by Laboratory personnel during a recent early dismissal in inclement weather, coupled with reconstruction efforts along NM 502 east of the White Rock Wye for the next 1 to 2 years, has prompted Los Alamos National Laboratory (LANL) to re-evaluate and improve the present transportation plan and its integration with contingency plans maintained in other organizations. Facilities planners and emergency operations staff need to evaluate the transportation system`s capability to inefficiently and safely evacuate LANL under different low-level emergency conditions. A variety of potential procedures governing the release of employees from the different technical areas (TAs) requires evaluation, perhaps with regard to multiple emergency-condition scenarios, with one or more optimal procedures ultimately presented for adoption by Lab Management. The work undertaken in this project will hopefully lay a foundation for an on-going, progressive transportation system analysis capability. It utilizes microscale simulation techniques to affirm, reassess and validate the Laboratory`s Early Dismissal/Closure/Delayed Opening Plan. The Laboratory is required by Federal guidelines, and compelled by prudent practice and conscientious regard for the welfare of employees and nearby residents, to maintain plans and operating procedures for evacuation if the need arises. The tools developed during this process can be used outside of contingency planning. It is anticipated that the traffic models developed will allow site planners to evaluate changes to the traffic network which could better serve the normal traffic levels. Changes in roadway configuration, control strategies (signalization and signing), response strategies to traffic accidents, and patterns of demand can be modelled using the analysis tools developed during this project. Such scenarios typically are important considerations in master planning and facilities programming.

    Although coal mine tunnels such as the main haulageways or roadways are the lifelines of coal mines, little attention has been paid to them in the United States in terms of preconstruction planning and design. This report summarizes the results of a 3-year research project aimed at improving the design procedures for coal mine tunnels. A new design approach was developed for this purpose and roof-support design charts were prepared for mine tunnels and their intersections. Analytical studies, 'base friction' model experiments, and in situ rock stress measurements were performed during this research.

    Despite recent efforts in a number of developing countries to promote energy conservation (EC) and efficiency, only a fraction of EC potential has been captured, especially for projects that require significant investments. The document analyzes EC efforts in 11 countries where energy audit and/or feasibility study programs have been carried out (Bangladesh, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Jordan, Pakistan, Panama, the Philippines, and Sri Lanka), covering some 1,500 EC projects involving 242 industrial companies. Cost and length of payback seem to be the determining factors for companies considering EC measures; no-cost or low-cost projects with paybacks of less than a year (such as power factor improvement projects) had the highest rate of implementation, while expensive, complicated projects (e.g., cogeneration or fuel substitution projects) were most often rejected. The document concludes, however, that the rate of implementation of EC programs has been quite high, and recommends that inexpensive, short-term projects be featured in future EC programs and increased levels of TA and financial assistance be made available to companies implementing long-term EC measures.

    The report documents results of an evaluation to verify the accuracy of simplified procedures for estimating sulfur dioxide (SO2) and nitrogen oxides (NOx) retrofit control costs and performance for 200 SO2-emitting coal-fired power plants in the 31-state eastern region. Initially, detailed retrofit studies were conducted for 12 coal-fired plants in Ohio, Kentucky, and the Tennessee Valley Authority system. Because detailed studies are expensive and time-consuming, results from the 12-plant study were used to develop simplified procedures which require less time, data, and preparation effort. The evaluation compared the costs for a number of plants estimated using the simplified procedures to costs estimated using detailed procedures, actual retrofit costs, and more detailed cost estimates provided by utility companies. Based on the evaluation, recommendations for changes to the simplified procedures were developed. Control technologies addressed in the report are conventional lime/limestone flue gas desulfurization, lime spray drying, furnace sorbent injection, duct spray drying, coal switching, physical coal cleaning, and selective catalytic reduction. In general, it was found that the simplified procedures can be used to generate improved cost performance estimates based on generally available information.

    Within the framework of the International Energy Agency Hydrogen Implementing Agreement, Task 11 was undertaken to develop tools to assist in the design and evaluation of existing and potential hydrogen demonstration projects. Emphasis was placed on integrated systems, from input energy to hydrogen end use. Included in the PDF document are the Executive Summary of the final report and the various case studies. The activities of task 11 were focused on near- and mid-term applications, with consideration for the transition from fossil-based systems to sustainable hydrogen energy systems. The participating countries were Canada, Italy, Japan, the Netherlands, Spain, Switzerland and the United States. In order for hydrogen to become a competitive energy carrier, experience and operating data need to be generated and collected through demonstration projects. A framework of scientific principles, technical expertise, and analytical evaluation and assessment needed to be developed to aid in the design and optimization of hydrogen demonstration projects to promote implementation. The task participants undertook research within the framework of three highly coordinated subtasks that focused on the collection and critical evaluation of data from existing demonstration projects around the world, the development and testing of computer models of hydrogen components and integrated systems, and the evaluation and comparison of hydrogen systems. While the Executive Summary reflects work on all three subtasks, this collection of chapters refers only to the work performed under Subtask A.     IIEC, a division of CERF, has developed an extensive base of experience implementing activities that support climate action by developing USIJI projects in transitional countries within Asia, Latin America, Central and Eastern Europe, and southern Africa. IIEC has been able to provide a range of technical and policy assistance to governments and industry in support of sustainable energy use. IIEC continues to work in key countries with local partners to develop and implement energy efficiency policies and standards, develop site-specific projects, and assist governing bodies to establish national priorities and evaluation criteria for approving GHG-mitigation projects. As part of this project, IIEC focused on promoting a series of activities in Thailand and South Africa in order to identify GHG mitigation projects and work within the national approval process of those countries. The sections of this report outline the activities conducted in each country in order to achieve that goal.

    The purpose of this study is to assess the state-of-the-art of excavation technology as related to environmental remediation applications. A further purpose is to determine which of the excavation technologies reviewed could be used by the US Corp of Engineers in remediating contaminated soil to be excavated in the near future for construction of a new Lock and Dam at Winfield, WV. The study is designed to identify excavation methodologies and equipment which can be used at any environmental remediation site but more specifically at the Winfield site on the Kanawha River in Putnam County, West Virginia. A technical approach was determined whereby a functional analysis was prepared to determine the functions to be conducted during the excavation phase of the remediation operations. A number of excavation technologies were identified from the literature. A set of screening criteria was developed that would examine the utility and ranking of the technologies with respect to the operations that needed to be conducted at the Winfield site. These criteria were performance, reliability, implementability, environmental safety, public health, and legal and regulatory compliance. The Loose Bulk excavation technology was ranked as the best technology applicable to the Winfield site. The literature was also examined to determine the success of various methods of controlling fugitive dust. Depending upon any changes in the results of chemical analyses, or prior remediation of the VOCs from the vadose zone, consideration should be given to testing a new ``Pneumatic Excavator`` which removes the VOCs liberated during the excavation process as they outgas from the soil. This equipment however would not be needed on locations with low levels of VOC emissions.

    The design of Final Focus systems for linear colliders is challenging because of the large demagnifications needed to produce nanometer-sized beams at the interaction point. Simple first- and second-order matrix matching have proven insufficient for this task, and minimization of third- and higher-order aberrations is essential. An appropriate strategy is required for the latter to be successful. A recipe for Final Focus design, and a set of computational tools used to implement this approach, are described herein. An example of the use of this procedure is given.

    The paper is based on a feasibility study investigating the possibilities of using a HIPPS (High Integrity Pressure Protection System) to protect a subsea pipeline that is not rated for full wellhead shut-in pressure. The study was called the Subsea OPPS Feasibility Study, and was performed by SINTEF, Norway. Here, OPPS is an acronym for Overpressure Pipeline Protection System. A design procedure for a subsea HIPPS is described, based on the experience and knowledge gained through the ``Subsea OPPS Feasibility Study``. Before a subsea HIPPS can be applied, its technical feasibility, reliability and profitability must be demonstrated. The subsea HIPPS design procedure will help to organize and plan the design activities both with respect to development and verification of a subsea HIPPS. The paper also gives examples of how some of the discussed design steps were performed in the Subsea OPPS Feasibility Study. Finally, further work required to apply a subsea HIPPS is discussed.

    In the nuclear industry design specifications for certain quality characteristics require that the final product be inspected by a sampling plan which can demonstrate product conformance to stated assurance levels. The Specified Assurance Level (SAL) Sampling Procedure has been developed to permit the direct selection of attribute sampling plans which can meet commonly used assurance levels. The SAL procedure contains sampling plans which yield the minimum sample size at stated assurance levels. The SAL procedure also provides sampling plans with acceptance numbers ranging from 0 to 10, thus, making available to the user a wide choice of plans all designed to comply with a stated assurance level.

    The primary aim of the ATF2 research accelerator is to test a scaled version of the final focus optics planned for use in next-generation linear lepton colliders. ATF2 consists of a 1.3 GeV linac, damping ring providing low-emittance electron beams (< 12pm in the vertical plane), extraction line and final focus optics. The design details of the final focus optics and implementation at ATF2 are presented elsewhere. The ATF2 accelerator is currently being commissioned, with a staged approach to achieving the design IP spot size. It is expected that as we implement more demanding optics and reduce the vertical beta function at the IP, the tuning becomes more difficult and takes longer. We present here a description of the implementation of the tuning procedures and describe operational experiences and performances.

    An online data driven computerized procedures system that guides an operator through a complex process facility's operating procedures. The system monitors plant data, processes the data and then, based upon this processing, presents the status of the current procedure step and/or substep to the operator. The system supports multiple users and a single procedure definition supports several interface formats that can be tailored to the individual user.     TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

    OAK B135 The formation of metastable crystalline phases in lithium disilicate glass has been a subject of controversy for decades. Here, one aspect of this problem relating to the stability of these non-equilibrium phases when glasses are heated for extended time periods in the nucleation regime is addressed. The results of a systematic experimental investigation on the persistence of metastable phases and the factors that may influence the appearance of such phases, e.g., water content, impurities, glass composition, and glass preparation procedure are presented. Growth rates of lithium disilicate crystals in lithium disilicate glass are measured as a function water concentration in the glass and of temperature in the deeply undercooled regime. The growth rate data obtained in this work are combined with data reported in the literature and used to assess the applicability of standard models of crystal growth for the description of experimental results over a very broad temperature range. The reduced growth rate versus undercooling graph is found to consist of three regimes. For undercoolings less than 140C, the reduced growth rate curve is suggestive of either 2-D surface nucleation or screw dislocation growth. For undercoolings greater than 400C, the reduced growth rate plot suggests the operative crystal growth mechanism is 2-D surface nucleation, but detailed calculations cast doubt upon this conclusion. In the intermediate undercooling range, there appears to be some sort of transitional behavior for which none of the standard models appear to be applicable. Further, it is observed that small differences in the viscosity data employed can produce enormous differences in the predicted growth rates at larger undercoolings. Results of the kinetic analyses conducted herein seem to indicate that the nature of the kinetic rate coefficient used in the standard growth models may be incorrect.     The Dynamic Transmission Electron Microscope (DTEM) team at Harvey Mudd College has been sponsored by LLNL to design and build a test setup for optimizing the performance of the DTEM's electron source. Unlike a traditional TEM, the DTEM achieves much faster exposure times by using photoemission from a photocathode to produce electrons for imaging. The DTEM team's work is motivated by the need to improve the coherence and current density of the electron cloud produced by the electron gun in order to increase the image resolution and contrast achievable by DTEM. The photoemission test setup is nearly complete and the team will soon complete baseline tests of electron gun performance. The photoemission laser and high voltage power supply have been repaired; the optics path for relaying the laser to the photocathode has been finalized, assembled, and aligned; the internal setup of the vacuum chamber has been finalized and mostly implemented; and system control, synchronization, and data acquisition has been implemented in LabVIEW. Immediate future work includes determining a consistent alignment procedure to place the laser waist on the photocathode, and taking baseline performance measurements of the tantalum photocathode. Future research will examine the performance of the electron gun as a function of the photoemission laser profile, the photocathode material, and the geometry and voltages of the accelerating and focusing components in the electron gun. This report presents the team's progress and outlines the work that remains.

    We propose to extend the technique of polarized neutron scattering into new domains by continued development and application of polarized 3He spin-filters. These devices are particularly relevant to the Spallation Neutron Source, as the polarizing monochromators historically used at reactor sources will usually not be suitable polarizers, and wide-angle polarization analysis will be essential. With prior support from the Office of Science, we have developed neutron spin-filters based on the large spin dependence of the cross section for neutron capture by 3He, and applied these devices to a small angle neutron scattering spectrometer (SANS), polarized neutron reflectometers, a thermal energy single crystal diffractometer (SCD), and a thermal energy triple-axis instrument. Our developments have been adopted for application on the magnetism reflectometer at the SNS and for the NIST Center for Neutron Research (NCNR) 3He user capability. Results from both these programs are emerging. We have made significant progress in the past grant period on wide-angle polarization analysis. We have also performed several studies relevant to continuous optical pumping, including collaboration on experiments that have revealed neutron beam effects on spin filters that are continuously pumped by spin-exchange optical pumping. We contributed to an experiment on a neutron interferometer, in which the successful results obtained are directly related to both 3He cell technology and high accuracy 3He -based neutron polarimetry. Implementation of wide-angle polarization analysis will continue to be key thrust for our work in this new proposal. We will also focus on continuous optical pumping and the fundamental issues that determine the achievable 3He polarization. This project will be carried out by a collaboration involving scientists at NIST, Indiana University, Hamilton College, and the Univ. of Wisconsin who are experts in 3He polarization techniques, and materials scientists from the

    Data authentication as provided by digital signatures is a well known technique for verifying data sent via untrusted network links. Recent work has extended digital signatures to allow jointly generated signatures using threshold techniques. In addition, new proactive mechanisms have been developed to protect the joint private key over long periods of time and to allow each of the parties involved to verify the actions of the other parties. In this paper, the authors describe an application in which proactive digital signature techniques are a particularly valuable tool. They describe the proactive DSA protocol and discuss the underlying software tools that they found valuable in developing an implementation. Finally, the authors briefly describe the protocol and note difficulties they experienced and continue to experience in implementing this complex cryptographic protocol.

This report presents the Non-Destructive Assay (NDA) procedures which were developed and used by Sequoyah Fuels Corporation (successor to Kerr-McGee Nuclear Corporation) to measure equipment hold-up of plutonium materials for inventory purposes during operation of the plant. These procedures are also used to measure plutonium contamination on the equipment removed from the Material Balance Areas (MBA`s) during final decontamination. Report No. 5 will compare the measurements taken during this final decontamination period to previous inventory hold-up measurements, the date will be statistically analyzed, and a long-term assessment of the performance of the NDA equipment will be described.

These procedures set forth the steps and criteria the staff applies in the antitrust review of construction permit and operating license applications and the amendments to those applications that deal with changes in ownership.     We present next-to-leading order predictions for final states containing leptons produced through the decay of a Z boson in association with either a photon and a jet, or a pair of photons. The effect of photon radiation from the final state leptons is included and we also allow for contributions arising from fragmentation processes. Phenomenological studies are presented for the LHC in the case of final states containing charged leptons and in the case of neutrinos. We also use the procedure introduced by Stewart and Tackmann to provide a reliable estimate of the scale uncertainty inherent in our theoretical calculations of jet-binned Z gamma cross sections. These computations have been implemented in the public code MCFM.

    The Nuclear Regulatory Commission stipulates in 10 CFR 61 that disposed low-level radioactive waste (LLW) be stabilized. To provide guidance to disposal vendors and nuclear station waste generators for implementing those requirements, the NRC developed the Technical Position on Waste Form, Revision 1. That document details a specified set of recommended testing procedures and criteria, including several tests for determining the biodegradation properties of waste forms. Information has been presented by a number of researchers, which indicated that those tests may be inappropriate for examining microbial degradation of cement-solidified LLW. Cement has been widely used to solidify LLW; however, the resulting waste forms are sometimes susceptible to failure due to the actions of waste constituents, stress, and environment. The purpose of this research program was to develop modified microbial degradation test procedures that would be more appropriate than the existing procedures for evaluation of the effects of microbiologically influenced chemical attack on cement-solidified LLW. The procedures that have been developed in this work are presented and discussed. Groups of microorganisms indigenous to LLW disposal sites were employed that can metabolically convert organic and inorganic substrates into organic and mineral acids. Such acids aggressively react with cement and can ultimately lead to structural failure. Results on the application of mechanisms inherent in microbially influenced degradation of cement-based material are the focus of this final report.     During the 1-year duration of this project a new Shortwave Spectrometer (SWS) was designed and developed for deployment at the Southern Great Plains Central Facility to measure zenith solar spectral radiance. The SWS is comprised of two Zeiss miniature monolithic spectrometers (MMS-1 and MMS-NIR) for visible and near-infrared detection in the wavelength range between 350 and 2250 nm. Spectral resolution is 8 nm for the MMS-1 and 12 nm for the MMS-NIR. The light collector is a narrow field of view (±1.5 º) collimator at the front end of a high-grade custom-made fiber optic bundle. The data acquisition and control system is a 933 MHz Pentium based PC in a PC104 format with a USB interface between the computer and the spectrometers. Spectral sampling rate is approximately 1 Hz. A prototype SWS was deployed at SGP in November and December 2004 and it collected zenith-sky solar spectra at 1 Hz continuously over a 29 day period. Prior to deployment it was calibrated and characterized at the NASA Ames Airborne Sensor Facility (ASF) using a 30 inch Integrating Sphere. The SWS was also calibrated using a portable 12 inch integrating sphere at the Central Facility. The testing and calibration procedures were developed during this implementation. The planning and scheduling for permanent installation of the new SWS as well as data processing, calibration, archiving, and distribution was conducted.

    This final report describes our efforts on the Three-Dimensional Massively Parallel CEM Technologies LDRD project (97-ERD-009). Significant need exists for more advanced time domain computational electromagnetics modeling. Bookkeeping details and modifying inflexible software constitute a vast majority of the effort required to address such needs. The required effort escalates rapidly as problem complexity increases. For example, hybrid meshes requiring hybrid numerics on massively parallel platforms (MPPs). This project attempts to alleviate the above limitations by investigating flexible abstractions for these numerical algorithms on MPPs using object-oriented methods, providing a programming environment insulating physics from bookkeeping. The three major design iterations during the project, known as TIGER-I to TIGER-III, are discussed. Each version of TIGER is briefly discussed along with lessons learned during the development and implementation. An Application Programming Interface (API) of the object-oriented interface for Tiger-III is included in three appendices. The three appendices contain the Utilities, Entity-Attribute, and Mesh libraries developed during the project. The API libraries represent a snapshot of our latest attempt at insulated the physics from the bookkeeping.

    Computerized procedures (CPs) are an emerging technology within nuclear power plant control rooms. While CPs have been implemented internationally in advanced control rooms, to date no US nuclear power plant has implemented CPs in its main control room (Fink et al., 2009). Yet, CPs are a reality of new plant builds and are an area of considerable interest to existing plants, which see advantages in terms of enhanced ease of use and easier records management by omitting the need for updating hardcopy procedures. The overall intent of this paper is to provide a characterization of human reliability analysis (HRA) issues for computerized procedures. It is beyond the scope of this document to propose a new HRA approach or to recommend specific methods or refinements to those methods. Rather, this paper serves as a review of current HRA as it may be used for the analysis and review of computerized procedures.

    A procedure and tools for quantifying surface cleanliness are described. Cleanliness of a target surface is quantified by wiping a prescribed area of the surface with a flexible, bright white cloth swatch, preferably mounted on a special tool. The cloth picks up a substantial amount of any particulate surface contamination. The amount of contamination is determined by measuring the reflectivity loss of the cloth before and after wiping on the contaminated system and comparing that loss to a previous calibration with similar contamination. In the alternative, a visual comparison of the contaminated cloth to a contamination key provides an indication of the surface cleanliness.

Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Finally, detail on the functionality available in Oracle Accrual Plans will be described, as well as the detailed setups.that were utilized at LANL.

    Perry Nuclear Power Plant began developing a waste minimization plan early in 1991. In March of 1991 the plan was documented following a similar format to that described in the EPA Waste Minimization Opportunity Assessment Manual. Initial implementation involved obtaining management's commitment to support a waste minimization effort. The primary assessment goal was to identify all hazardous waste streams and to evaluate those streams for minimization opportunities. As implementation of the plan proceeded, non-hazardous waste streams routinely generated in large volumes were also evaluated for minimization opportunities. The next step included collection of process and facility data which would be useful in helping the facility accomplish its assessment goals. This paper describes the resources that were used and which were most valuable in identifying both the hazardous and non-hazardous waste streams that existed on site. For each material identified as a waste stream, additional information regarding the materials use, manufacturer, EPA hazardous waste number and DOT hazard class was also gathered. Once waste streams were evaluated for potential source reduction, recycling, re-use, re-sale, or burning for heat recovery, with disposal as the last viable alternative.

    The form in which British Coal is to be privatized has finally been announced. Offers are to be invited for the operating underground and opencast mines which will be grouped into five regionally based companies. Additionally, offers will be invited for a number of collieries which are currently under care and maintenance. The five Regional Coal Companies to be formed are Central North, which will comprise the assets in the Yorkshire and Durham coalfields, including the five collieries in the Selby Complex; Central South, which will contain the assets located in the Nottinghamshire, Leicestershire, Derbyshire, and Warwickshire coalfields; North East, which has four opencast sites, Scotland, which has nine operating open-cast sites and a single underground mine, Longannet; and South Wales with its nine operating opencast sites. Tower colliery, the last underground mine in South Wales, was finally put on care and maintenance on April 20, 1994. Details of the five Regional Coal Companies are given. A new public sector body, the Coal Authority will be set up to which all British Coal's title to unworked coal and coal mines will be transferred. All the relevant property rights and liabilities of British Coal will be transferred into the Regional Coal Companies prior to their sun.

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

A dynamic procedure is implemented in the gene code, allowing for dynamic optimization of the free parameters of the LES models (setting the amplitudes of dissipative terms). Employing such LES methods, one recovers the free energy and heat flux spectra obtained from highly resolved direct numerical simulations. Systematic comparisons are performed for different values of the temperature gradient and magnetic shear, parameters which are of prime importance in ion temperature gradient driven turbulence. Moreover, the degree of anisotropy of the problem, which can vary with parameters, can be adapted dynamically by the method that shows gyrokinetic large eddy simulation to be a serious candidate to reduce numerical cost of gyrokinetic solvers.

    The nuclear power industry is very procedure driven, i.e. almost all activities that take place at a nuclear power plant are conducted by following procedures. The paper-based procedures (PBPs) currently used by the industry do a good job at keeping the industry safe. However, these procedures are most often paired with methods and tools put in place to anticipate, prevent, and catch errors related to hands-on work. These tools are commonly called human performance tools. The drawback with the current implementation of these tools is that the task of performing one procedure becomes time and labor intensive. For example, concurrent and independent verification of procedure steps are required at times, which essentially means that at least two people have to be actively involved in the task. Even though the current use of PBPs and human performance tools are keeping the industry safe, there is room for improvement. The industry could potentially increase their efficiency and safety by replacing their existing PBPs with CBPs. If implemented correctly, the CBP system could reduce the time and focus spent on using the human performance tools. Some of the tools can be completely incorporated in the CBP system in a manner that the performer does not think about the fact that these tools are being used. Examples of these tools are procedure use and adherence, placekeeping, and peer checks. Other tools can be partly integrated in a fashion that reduce the time and labor they require, such as concurrent and independent verification. The incorporation of advanced technology, such as CBP systems, may help to manage the effects of aging systems, structures, and components. The introduction of advanced technology may also make the existing LWR fleet more attractive to the future workforce, which will be of importance when the future workforce will chose between existing fleet and the newly built nuclear power plants.
