    On March 30, 2012 The Department of Energy (DOE) published DOE Order 580.1A, DOE Property Management Program) as part of a deregulation initiative to replace obsolete parts to the DOE Property Management Regulation (DOE-PMR) codified at 41 CFR 109. The Order replaced obsolete and prescriptive provisions of the DOE-PMR. The DOE Order 580.1A provided contractor property managers more flexibility in implementing personal property management functions. Changes included increasing the dollar threshold for accountable property; provided protocols for foreign transactions (loans, transfers, abandonment); guidance for High Risk Personal Property; clarified what is considered sensitive property; and added definitions. The revision also removed outdated and conflicting language. DOE O 580.1A was also administratively revised in October 2012 to correct spacing, numbering/lettering sequence, update office names; and punctuation.

    This report provides an update, as of July 1999, on the implementation of best available technology to control or eliminate radionuclide discharges to soil columns at facilities at the Idaho National Engineering and Environmental Laboratory in accordance with DOE Order 5400.5, ''Radiation Protection of the Public and Environment.'' The best available technology to reduce or eliminate radionuclide discharges to soil columns currently implemented by the different facilities appears to be generally effective. Therefore, the different facilities should continue their current best available technology approaches, and also implement the specific recommendations listed in this report for their respective facility.

    The report addresses Best Available Technology per DOE Order 5400.5 in relation to wastewater discharges to the soil. In accordance with Contract Data Requirements List F.19, this report addresses the Best Available Technology requirements per Department of Energy (DOE) Order 5400.5, "Radiation Protection of the Public and the Environment", as they apply to radiological discharges to the soil for Calendar Year 2005. The report includes review of discharges for both, Battelle Energy Alliance, LLC and CH2M WG Idaho, LLC. The Best Available Technology selection process is applicable to wastewater discharges containing process derived radionuclides to surface waters, sanitary sewerages greater than five times the Derived Concentration Guideline (found in DOE Order 5400.5), and to the soil. Wastewater at the Idaho National Laboratory Site is not discharged to surface water (Big Lost River and Birch Creek) nor is it discharged to sanitary sewerages at activity levels greater than five times a Derived Concentration Guideline. Therefore, this report focuses on radiological discharges to the soil.

    This report documents the Bechtel BWXT Idaho, LCC, operated facilities at the Idaho National Engineering and Environmental Laboratory that require the Best Available Technology selection process in accordance with Department of Energy Order 5400.5, Chapter II (3), Management and Control of Radioactive Materials in Liquid Discharges.1 This report differs from previous reports in that only those liquid waste streams and facilities requiring the Best Available Technology selection process will be evaluated in detail. In addition, this report will be submitted to the DOE-ID Field Office Manager for approval in accordance with DOE Order 5400.5, Chapter II, Section 3.b.(1). The report also identifies facilities addressed in last years report that do not require the Best Available Technology selection process to be completed. These facilities will not be addressed in future reports. This report reviews the following facilities: Auxiliary Reactor Area Idaho National Engineering and Environmental Laboratory Block Areas Central Facilities Area Idaho Nuclear Technology and Engineering Center Idaho Falls Facilities Power Burst Facility Radioactive Waste Management Complex Test Area North Test Reactor Area. Three facilities (Central Facilities Area Sewage Treatment Plant, Idaho Nuclear Technology and Engineering Center Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond) at the Idaho National Engineering and Environmental Laboratory required documentation of the Best Available Technology selection process. The Idaho Nuclear Technology and Engineering Center Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond discharge wastewater that may contain process-derived radionuclides to a soil column with average radionuclide concentrations below drinking water MCLs. At the request of the Department of Energy Idaho Operations Office, Bechtel BWXT Idaho, LLC has included the 73.5acre Central Facilities Area Sewage Treatment Plant land application site in Section 4 (Facilities Requiring BAT) of this report to ensure the requirements of DOE Order 5400.5, Chapter II, Section 3 are met. The Central Facilities Area Sewage Treatment Plant effluent may contain process-derived radionuclides. However, the average concentrations of these radionuclides are below MCLs.According to DOE guidance, If the liquid waste stream is below MCLs, this indicates that the goals of the Best Available Technology selection process are being met and the liquid waste stream is considered clean water. However, it is necessary to document this through the Best Available Technology selection process.

    This paper suggests that the examples for marking computer and word processing media and the written specifications for marking word processing media, contained in Chapter III, DOE Order 5635.1A, are technically incorrect. SNLA study indicates that strict compliance can lead to damage to the computer media drive and/or media itself. A model for technically appropriate marking is recommended which would facilitate longer distance visual identification of sensitive media, allow proper human readable identification of the classification levels, categories, special access/handling, and accountability/control data as applicable to the specific media. A diskette labeling example is provided which will meet the model requirements and which will not adversely act to cause damage to either the computer drive or the media. 5 refs., 15 figs.

    Implementation of a new DOE Order at a complex site like Hanford is not as simple as just stating that the Order is to be followed. There are contractual changes, interface adjustments and institutional obstacles to overcome that all must be properly analyzed and dealt with before the actual physical changes embodied in the new requirements can be put into practice. In planning for these changes associated with the new DOE 0 435.1 ''Radioactive Waste Management'', the Richland Operations Office (RL) of the U.S. Department of Energy is attempting to make an orderly and efficient transition to the new Order requirements. In so doing, RL is tasking the Management and Integration contractor for the Project Hanford Management Contract (PHMC) held by Fluor Daniel Hanford (FDH) to coordinate the planning and integration efforts necessary to ensure that resources needed to implement the new requirements are identified and plans for implementation completed within the first year after issuance of the Order. Implementation at Hanford is complicated not only by the relatively complex contract situation with the PHMC under FDH and its major subcontractors, the Environmental Remediation Contract (under Bechtel), and the Pacific Northwest National Laboratory (run by Battelle), but also by the newly created Office of River Protection (ORP) which reports directly to EM-1, and not to the Hanford site RL Manager. Despite the obstacles, however, Hanford is making a concerted effort to effectively implement the new requirements, while maximizing use of existing systems, processes and documentation. This paper describes the process and experiences Hanford has developed to accomplish this objective. The interested audience will include others involved in implementation of new DOE Order 435.1 and others interested in the workings of large federal installations such as Hanford. This paper concludes that through use of planning, communications and participation of involved parties, complex new requirements can be appropriately evaluated, analyzed and approaches for their implementation developed and successfully put into place. The approach taken by Hanford to accomplish this mission is set forth in this paper, and lessons learned along the way are described.

    Small modular reactor (SMR) is a nuclear reactor design approach that is expected to herald in a new era of clean energy in the U.S. These reactors are less than one-third the size of conventional large nuclear power reactors, and have factory-fabricated components that may be transported by rail or truck to a site selected to house a small nuclear reactor. To facilitate the licensing of these smaller nuclear reactor designs, the Nuclear Regulatory Commission (NRC) is in the process of developing a regulatory infrastructure to support licensing review of these unique reactor designs. As part of these activities, the NRC has been meeting with the Department of Energy (DOE) and with individual SMR designers to discuss potential policy, licensing, and key technical differences in SMR designs. It is anticipated by the NRC that such licensing interaction and guidance early in the design process will contribute towards minimizing complexity while adding stability and predictability in the licensing and subsequent regulation of new reactor designs such as SMRs. In conjunction with the current NRC initiative of developing the SMR licensing process, early communication and collaboration in the identification and resolution of any potential technical and licensing differences between NRC requirements and similar requirements applicable at DOE sites would help to expedite demonstration and implementation of SMR technology in the US. In order to foster such early communication, Savannah River Nuclear Solutions (SRNS) has begun taking the first steps in identifying and evaluating potential licensing gaps that may exist between NRC and DOE requirements in siting SMRs at DOE sites. A comparison between the existing NRC regulations for Early Site Permits and the DOE Orders was undertaken to establish the degree of correlation between NRC requirements and compliance methods in place at DOE sites. The ability to use existing data and information to expedite the development of the Environmental Report is being evaluated at the Savannah River Site as a case study for application across the DOE Complex. This paper will present areas of direct correlation as well as those where the need for site specific data for either DOE operations or NRC compliance warrant additional interaction between the agencies. Areas where further refinement of the SMR technologies may drive collaborative development of revised regulations through such means as industry consensus standards will also be highlighted. Both NRC and DOE have requirements that mandate public involvement in their processes. The importance and value of early engagement with the public as well as collaborating regulatory agencies is of critical importance when deploying new technologies. (authors)

In addition, it will provide a special focus on the efforts to update the surface guidelines table in DOE directives. In planning to update its property clearance criteria DOE is considering many factors; such as their protectiveness, whether they are dose-based, consistency with voluntary consensus standards and national and international radiation protection recommendations, and consistency with DOE dose constraints. One option being considered is a hybrid approach using a national consensus standard for personal property and DOE derived values for real property.

    It is the policy of the U.S. Department of Energy (DOE) to improve environmental quality and conserve natural and economic resources by, among other things, increasing the reuse and recycle of recoverable materials in order to minimize land disposal of wastes. Consistent with this policy, DOE's Office of Environmental Management believes it is important to pursue strategies for reusing and recycling the large and growing DOE inventory of recoverable non-real property. However, responsible pursuit of such strategies requires careful prior consideration of the available alternatives, given the radiological character of much of the non-real property to be released. Requirements applicable to considerations of this type are established by Order DOE 5400.5, Radiation Protection of the Public and the Environment. This article describes the development and content of a step-by-step process designed to provide confidence that radiological doses to the public from recycle or reuse of released non-real property containing residual radioactive material meet applicable regulatory standards, are as low as reasonably achievable, and meet the requirements in Order DOE 5400.5 for release of such material. The full process, described in the Draft Handbook for Controlling Release for Reuse or Recycle of Non-Real Property Containing Residual Radioactive Material (for interim use and comment), DOE-HDBK-xxxx-97 (June 1997), is available for viewing and downloading at http://www.em.doe.gov/recyc.

The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island). In addition, the EIs will consider the reasonable alternatives among submarine cable technologies, geothermal extraction, production, and power generating technologies; pollution control technologies; overland and submarine power transmission routes; sites reasonably suited to support project facilities in a safe and environmentally acceptable manner; and non-power generating alternatives, such as conservation and demand-side management.

    This paper describes the approach taken by two Fluor Hanford projects for implementing of the seismic design criteria from DOE-STD-1189-2008, Appendix A. The existing seismic design criteria and the new seismic design criteria is described, and an assessment of the primary differences provided. The gaps within the new system of seismic design criteria, which necessitate conduct of portions of work to the existing technical standards pending availability of applicable industry standards, is discussed. Two Hanford Site projects currently in the Control Decision (CD)-1 phase of design have developed an approach to implementation of the new criteria. Calculations have been performed to determine the seismic design category for one project, based on information available in early CD-1. The potential effects of DOE-STD-1189-2008, Appendix A seismic design criteria on the process of project alternatives analysis is discussed. Present of this work is expected to benefit others in the DOE Complex that may be implementing DOE-STD-1189-2008.

    Department of Energy (DOE) nuclear facilities must comply with DOE Order 420.1C Facility Safety, which requires that all such facilities review their natural phenomena hazards (NPH) assessments no less frequently than every ten years. The Order points the reader to Standard DOE-STD-1020-2012. In addition to providing a discussion of the applicable evaluation criteria, the Standard references other documents, including ANSI/ANS-2.29-2008 and NUREG-2117. These documents provide supporting criteria and approaches for evaluating the need to update an existing probabilistic seismic hazard analysis (PSHA). All of the documents are consistent at a high level regarding the general conceptual criteria that should be considered. However, none of the documents provides step-by-step detailed guidance on the required or recommended approach for evaluating the significance of new information and determining whether or not an existing PSHA should be updated. Further, all of the conceptual approaches and criteria given in these documents deal with changes that may have occurred in the knowledge base that might impact the inputs to the PSHA, the calculated hazard itself, or the technical basis for the hazard inputs. Given that the DOE Order is aimed at achieving and assuring the safety of nuclear facilities—which is a function not only of the level of the seismic hazard but also the capacity of the facility to withstand vibratory ground motions—the inclusion of risk information in the evaluation process would appear to be both prudent and in line with the objectives of the Order. The purpose of this white paper is to describe a risk-informed methodology for evaluating the need for an update of an existing PSHA consistent with the DOE Order. While the development of the proposed methodology was undertaken as a result of assessments for specific SDC-3 facilities at Idaho National Laboratory (INL), and it is expected that the application at INL will provide a demonstration of the methodology, there is potential for general applicability to other facilities across the DOE complex. As such, both a general methodology and a specific approach intended for INL are described in this document. The general methodology proposed in this white paper is referred to as the “seismic hazard periodic review methodology,” or SHPRM. It presents a graded approach for SDC-3, SDC-4 and SDC-5 facilities that can be applied in any risk-informed regulatory environment by once risk-objectives appropriate for the framework are developed. While the methodology was developed for seismic hazard considerations, it can also be directly applied to other types of natural hazards.

    Loss of containment of nuclear material stored in containers such as food-pack cans, paint cans, or taped slip lid cans has generated concern about packaging requirements for interim storage of nuclear materials in working facilities such as the plutonium facility at Los Alamos National Laboratory (LANL). The Department of Energy (DOE) issued DOE M 441.1-1, Nuclear Materials Packaging Manual on March 7, 2008 in response to the Defense Nuclear Facilities Safety Board Recommendation 2005-1. The Manual directs DOE facilities to follow detailed packaging requirements to protect workers from exposure to nuclear materials stored outside of approved engineered-contamination barriers. Los Alamos National Laboratory has identified the activities that will be performed to bring LANL into compliance with DOE M 441.1-1. These include design, qualification and procurement of new containers, repackaging based on a risk-ranking methodology, surveillance and maintenance of containers, and database requirements. The primary purpose is to replace the out-dated nuclear material storage containers with more robust containers that meet present day safety and quality standards. The repackaging campaign is supported by an integrated risk reduction methodology to prioritize the limited resources to the highest risk containers. This methodology is systematically revised and updated based on the collection of package integrity data. A set of seven nested packages with built-in filters have been designed. These range in size from 1 qt. to 10 gallon. Progress of the testing to meet Manual requirements will be given. Due to the number of packages at LANL, repackaging to achieve full compliance will take five to seven years.

The cleanup activity is an immense and challenging undertaking, which includes characterization and decommissioning of 149 single shell storage tanks, treating 28 double shell tanks, safely disposing of over 2,100 metric tons of spent nuclear fuel stored on site, removing numerous structures, and dealing with significant solid waste, ground water, and land restoration issues.

    Title III, Section 112(r) of the Clean Air Act (CAA) Amendments of 1990 requires the Environmental Protection Agency (EPA) to promulgate regulations to prevent accidental releases of regulated substances and to reduce the severity of those releases that do occur. The final EPA rule for Risk Management Programs under Section 112(r)(7) of the CAA, promulgated June 20, 1996, applies to all stationary sources with processes that contain more than a threshold quantity of any of 139 regulated substances listed under 40 CFR 68.130. All affected sources will be required to prepare a risk management plan which must be submitted to EPA and be made available to state and local governments and to the public. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of the Prevention of Accidental Release Rule. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the K-25 Site. The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the K-25 Site conducts a variety of research and development activities and is the home of a mixed waste incinerator. ORR activities underway and soon to be undertaken toward implementation of the Prevention of Accidental Release Rule include: compilation of inventories of regulated substances at all processes at each of the three ORR Facilities for determination of affected processes and facilities; plans for inventory reduction to levels below threshold quantities, where necessary and feasible; determination of the overlap of processes subject to the OSHA PSM Standard and determination of parallel requirements; preparation of Risk Management Plans and Programs for affected processes and facilities including detailed requirements for hazard assessment, prevention, and emergency response.

    Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP). The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the ETTP conducts a variety of research and development activities and is the home of a mixed waste incinerator. Each of the three DOE Facilities is considered a major source under Title V of the CAA.

    Two orders impacting DOE nuclear safety analyses were issued in 1992: DOE 5480.22, Technical Safety Requirements,'' and DOE 5480.23, Nuclear Safety Analysis Reports.'' Both orders required submitting plans and schedules for compliance with the new requirements by 6 months from the issuance dates. These assessments resulted in a major effort by the Westinghouse Savannah River Co. (WSRC) for some 30 current and future safety analyses that span three Program Secretarial Offices. Further, the local field office expressed a vital interest in determining the shape of compliance for site nuclear operations. Thus, a team of about 20 people were involved in: Interpreting and obtaining concurrence with implementation issues; identifying applicable nuclear facilities; baselining the status of compliance with previous requirements; comparing new to previous requirements; scheduling future activities to achieve compliance with the new requirements; estimating baseline and additional costs; and obtaining management approvals.

    In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the U S. Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480 7A. Additionally, one observation was provided. A status is provided for each recommendation in this document. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process BWHC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480 7A and RLID 5480.7.

    This report summarizes the special analysis (SA) of the Savannah River Depleted Uranium Trioxide waste stream (SVRSURANIUM03, Revision 1) demonstrating the before and after impacts of the waste stream to the DOE Order 435.1 performance objective at the disposal facility, and the peak dose. The Nevada Division of Environmental Protection (NDEP) requested this SA and asked the Nevada Site Office (NSO) to run the SA deterministically and assume that all the model conditions remain the same regardless of the length of time to the peak dose. Although the NDEP accepts that DOE Order 435.1 requires a compliance period of 1,000 years, it also requested to know what year, if any, the specific DOE performance objectives will be exceeded. Given the NDEP’s requested model conditions, the SA demonstrates the Rn-222 peak dose will occur in about 2 million years and will exceed the performance objective in about 6,000 years. The 0.25 mSv y-1 all-pathway performance objective was not exceeded for the resident scenario after reaching the 4 million year peak dose.

    Much of the work conducted under the auspices of DE-FG02-03ER25579 was characterized by an exceptionally close collaboration with researchers at the Lawrence Berkeley National Laboratory (LBNL). For example, Andy Nonaka, one of Professor Miller's graduate students in the Department of Applied Science at U. C. Davis (UCD) wrote his PhD thesis in an area of interest to researchers in the Applied Numerical Algorithms Group (ANAG), which is a part of the National Energy Research Supercomputer Center (NERSC) at LBNL. Dr. Nonaka collaborated closely with these researchers and subsequently published the results of this collaboration jointly with them, one article in a peer reviewed journal article and one paper in the proceedings of a conference. Dr. Nonaka is now a research scientist in the Center for Computational Sciences and Engineering (CCSE), which is also part of the National Energy Research Supercomputer Center (NERSC) at LBNL. This collaboration with researchers at LBNL also included having one of Professor Puckett's graduate students in the Graduate Group in Applied Mathematics (GGAM) at UCD, Sarah Williams, spend the summer working with Dr. Ann Almgren, who is a staff scientist in CCSE. As a result of this visit Sarah decided work on a problem suggested by the head of CCSE, Dr. John Bell, for her PhD thesis. Having finished all of the coursework and examinations required for a PhD, Sarah stayed at LBNL to work on her thesis under the guidance of Dr. Bell. Sarah finished her PhD thesis in June of 2007. Writing a PhD thesis while working at one of the University of California (UC) managed DOE laboratories is long established tradition at UC and Professor Puckett has always encouraged his students to consider doing this. Another one of Professor Puckett's graduate students in the GGAM at UCD, Christopher Algieri, was partially supported with funds from DE-FG02-03ER25579 while he wrote his MS thesis in which he analyzed and extended work originally published by Dr. Phillip Colella, the head of ANAG, and some of his colleagues. Chris Algieri is now employed as a staff member in Dr. Bill Collins' Climate Science Department in the Earth Sciences Division at LBNL working with computational models of climate change. Finally, it should be noted that the work conducted by Professor Puckett and his students Sarah Williams and Chris Algieri and described in this final report for DOE grant # DE-FC02-03ER25579 is closely related to work performed by Professor Puckett and his students under the auspices of Professor Puckett's DOE SciDAC grant DE-FC02-01ER25473 An Algorithmic and Software Framework for Applied Partial Differential Equations: A DOE SciDAC Integrated Software Infrastructure Center (ISIC). Dr. Colella was the lead PI for this SciDAC grant, which was comprised of several research groups from DOE national laboratories and five university PI's from five different universities. In theory Professor Puckett tried to use funds from the SciDAC grant to support work directly involved in implementing algorithms developed by members of his research group at UCD as software that might be of use to Puckett's SciDAC CoPIs. (For example, see the work reported in Section 2.2.2 of this final report.) However, since there is considerable lead time spent developing such algorithms before they are ready to become `software' and research plans and goals change as the research progresses, Professor Puckett supported each member of his research group partially with funds from the SciDAC APDEC ISIC DE-FC02-01ER25473 and partially with funds from this DOE MICS grant DE-FC02-03ER25579. This has necessarily resulted in a significant overlap of project areas that were funded by both grants. In particular, both Sarah Williams and Chris Algieri were supported partially with funds from grant # DE-FG02-03ER25579, for which this is the final report, and in part with funds from Professor Puckett's DOE SciDAC grant # DE-FC02-01ER25473.     General analytic gradient expressions (with the frozen-core approximation) are presented for density-fitted post-HF methods. An efficient implementation of frozen-core analytic gradients for the second-order MllerPlesset perturbation theory (MP2) with the density-fitting (DF) approximation (applying to both reference and correlation energies), which is denoted as DF-MP2, is reported. The DF-MP2 method is applied to a set of alkanes, conjugated dienes, and noncovalent interaction complexes to compare the computational cost of single point analytic gradients with MP2 with the resolution of the identity approach (RI-MP2) [F. Weigend and M. Hser, Theor. Chem. Acc. 97, 331 (1997); R. A. Distasio, R. P. Steele, Y. M. Rhee, Y. Shao, and M. Head-Gordon, J. Comput. Chem. 28, 839 (2007)]. In the RI-MP2 method, the DF approach is used only for the correlation energy. Our results demonstrate that the DF-MP2 method substantially accelerate the RI-MP2 method for analytic gradient computations due to the reduced input/output (I/O) time. Because in the DF-MP2 method the DF approach is used for both reference and correlation energies, the storage of 4-index electron repulsion integrals (ERIs) are avoided, 3-index ERI tensors are employed instead. Further, as in case of integrals, our gradient equation is completely avoid construction or storage of the 4-index two-particle density matrix (TPDM), instead we use 2- and 3-index TPDMs. Hence, the I/O bottleneck of a gradient computation is significantly overcome. Therefore, the cost of the generalized-Fock matrix (GFM), TPDM, solution of Z-vector equations, the back transformation of TPDM, and integral derivatives are substantially reduced when the DF approach is used for the entire energy expression. Further application results show that the DF approach introduce negligible errors for closed-shell reaction energies and equilibrium bond lengths.

DOE-STD-1073 requires an adjunct program for reconstituting design information. WHC-SD-WM-CM-009, Design Reconstitution Program Plan for Waste Tank Farms and 242-A Evaporator of Tank Waste Remediation System, is the TWRS plan for meeting DOE-STD-1073 design reconstitution requirements. The design reconstitution plan is complex requiring significant time and effort for implementation. In order to control costs, and integrate the work into other TWRS activities, a Design Reconstitution Implementation Action Plan (DR IAP) will be developed, and approved by those organizations having ownership or functional interest in this activity.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides.     This implementation plan identifies and describes the tasks that must be completed in order to successfully implement a Self-Assessment (SA) Program. The purpose of the Self-Assessment Program is to comply with applicable Department of Energy (DOE) directives and orders, Federal, State, and local regulations, operate the Pinellas Plant according to best management practices, and achieve excellence in all operating areas. The Self-Assessment Program will be applied to the Pinellas Plant facility which includes buildings, grounds, equipment, operations, and activities under the control of line management. Furthermore, all applicable disciplines under environmental protection, safety, health and management will be covered by the program. The Self-Assessment Program has been designed to accomplish the following tasks: define the scope of the Self-Assessment Program; assign organizational roles and responsibilities; address EH and S functional elements and management issues; develop a Self-Assessment program charter and policy; identify all applicable EH and S codes, regulations and standards; develop self-assessment procedures and instructions; generate a Self-Assessment Manual; develop a master schedule for facility appraisals and audits; design checklists and report formats for recording appraisal data; implement an assessment tracking and reporting system; implement a root cause analysis and corrective action system; implement a trend analysis and lessons learned system; and establish a formal training program.
