    This report provides an update, as of July 1999, on the implementation of best available technology to control or eliminate radionuclide discharges to soil columns at facilities at the Idaho National Engineering and Environmental Laboratory in accordance with DOE Order 5400.5, ''Radiation Protection of the Public and Environment.'' The best available technology to reduce or eliminate radionuclide discharges to soil columns currently implemented by the different facilities appears to be generally effective. Therefore, the different facilities should continue their current best available technology approaches, and also implement the specific recommendations listed in this report for their respective facility.

    The Department of Energy`s Order governing management of radioactive waste, DOE Order 5820.2A, was revised effective September 26, 1988. Chapter III of the Order contains prescriptive requirements for managing low-level waste. These requirements ensure that all DOE low-level radioactive and mixed waste will be managed in a systematic manner to achieve required performance., The Order defines performance objectives for low-level waste management to limit the dose received by the general public from waste operations, to protect groundwater resources, and to protect inadvertent intruders. For low-level waste disposal operations, the Order requires that a radiological performance assessment be prepared to demonstrate compliance with the performance objectives. The Order also requires that the radiological performance assessments be reviewed by a Peer Review Panel, established by the Order. This paper will summarize the requirements for radioactive waste management and discuss the degree of compliance achieved to date. The Department`s preliminary schedule and anticipated cost to achieve full compliance with the requirements will also be discussed.

    The report addresses Best Available Technology per DOE Order 5400.5 in relation to wastewater discharges to the soil. In accordance with Contract Data Requirements List F.19, this report addresses the Best Available Technology requirements per Department of Energy (DOE) Order 5400.5, "Radiation Protection of the Public and the Environment", as they apply to radiological discharges to the soil for Calendar Year 2005. The report includes review of discharges for both, Battelle Energy Alliance, LLC and CH2M WG Idaho, LLC. The Best Available Technology selection process is applicable to wastewater discharges containing process derived radionuclides to surface waters, sanitary sewerages greater than five times the Derived Concentration Guideline (found in DOE Order 5400.5), and to the soil. Wastewater at the Idaho National Laboratory Site is not discharged to surface water (Big Lost River and Birch Creek) nor is it discharged to sanitary sewerages at activity levels greater than five times a Derived Concentration Guideline. Therefore, this report focuses on radiological discharges to the soil.

    This report documents the Bechtel BWXT Idaho, LCC, operated facilities at the Idaho National Engineering and Environmental Laboratory that require the Best Available Technology selection process in accordance with Department of Energy Order 5400.5, Chapter II (3), “Management and Control of Radioactive Materials in Liquid Discharges.”1 This report differs from previous reports in that only those liquid waste streams and facilities requiring the Best Available Technology selection process will be evaluated in detail. In addition, this report will be submitted to the DOE-ID Field Office Manager for approval in accordance with DOE Order 5400.5, Chapter II, Section 3.b.(1). The report also identifies facilities addressed in last year’s report that do not require the Best Available Technology selection process to be completed. These facilities will not be addressed in future reports. This report reviews the following facilities: • Auxiliary Reactor Area • Idaho National Engineering and Environmental Laboratory Block Areas • Central Facilities Area • Idaho Nuclear Technology and Engineering Center • Idaho Falls Facilities • Power Burst Facility • Radioactive Waste Management Complex • Test Area North • Test Reactor Area. Three facilities (Central Facilities Area Sewage Treatment Plant, Idaho Nuclear Technology and Engineering Center Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond) at the Idaho National Engineering and Environmental Laboratory required documentation of the Best Available Technology selection process. The Idaho Nuclear Technology and Engineering Center Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond discharge wastewater that may contain process-derived radionuclides to a soil column with average radionuclide concentrations below drinking water MCLs. At the request of the Department of Energy Idaho Operations Office, Bechtel BWXT Idaho, LLC has included the 73.5acre Central Facilities Area Sewage

    DOE O 440.1, Worker Protection Management for DOE Federal and Contractor Employees, establishes the framework for an effective worker protection program that will reduce or prevent accidental injuries and illnesses. One element of the worker protection program in DOE O 440.1 is Exposure Assessment (EA). This Guide provides acceptable methodologies for conducting EA for workers. Exposure assessment should be included in the DOE and contractor written worker protection program, as required by DOE O 440.1. EA documentation should describe the methods and rationale a site uses to characterize and monitor workers` potential and actual exposures to hazardous agents. DOE O 440.1 applies to all activities (including design, construction, operation, maintenance, decontamination and decommissioning, research and development, and environmental restoration activities) performed by DOE and its contractors (and their subcontractors).

    The Department of Energy has recently required its field offices, contractors, and subcontractors to implement DOE Order 5700.6C, ``Quality Assurance,`` for all work on waste management contracts. The order restructures the 18 criteria of NQA-1 and focuses on the role of management in achieving and assuring quality, performance of activities to achieve and assure quality, and management`s assessment of its performance for the purpose of identifying improvements to be made. The DOE order also introduces elements of the total quality management (TQM) philosophy, which were not present in DOE Order 5700.6B. The research community within DOE has recently issued a document entitled DOE Order 5700.6C Implementation Guide, which is more explicit about the integration of TQM principles with the implementation of DOE Order 5700.6C in research facilities. The Environmental Protection Agency is sponsoring a quality assurance standard (ANSI/ASQC E-4) to replace EPA`s QAMS 005/80. The new standard is consistent with DOE Order 5700.6C, and it also stresses the integration of TQM principles within the quality assurance process. This paper discusses the intent and philosophy of the 10 criteria of the new DOE order, the status of ANSI/ASQC E-4, and how to effectively integrate TQM principles into the quality assurance process as the conversion is made from NQA-1 to DOE Order 5700.6C. The purpose and value of DOE Order 5700.6C Implementation Guide for research will also be discussed.

    This paper suggests that the examples for marking computer and word processing media and the written specifications for marking word processing media, contained in Chapter III, DOE Order 5635.1A, are technically incorrect. SNLA study indicates that strict compliance can lead to damage to the computer media drive and/or media itself. A model for technically appropriate marking is recommended which would facilitate longer distance visual identification of sensitive media, allow proper human readable identification of the classification levels, categories, special access/handling, and accountability/control data as applicable to the specific media.     DOE Order 5400.1, ``General Environmental Protection Program,`` established environmental protection program requirements, authorities, and responsibilities to assure that the Department of Energy (DOE) operations are in compliance with applicable federal, state, and local environmental protection laws and regulations, executive orders, and internal department policies. Chapter III of DOE Order 5400.1 required that each field organization prepare a plan for implementing the requirements of this order by no later than November 9, 1989, and update the plan annually. Therefore, the Department of Energy/Nevada Operations Office (DOE/NV) has prepared this fourth annual update of its Environmental Protection Implementation Plan (EPIP). The Order and corresponding guidances also require estimated budgetary resources necessary for implementation of the Order be identified in the Environmental Protection Implementation Plan. To satisfy this requirement, the estimated costs to effectuate necessary changes in existing programs or processes and to institute new programs or processes for compliance with the Order are provided in the following sections of this plan. The DOE/NV Assistant Manager for Environment, Safety, Security, & Health (AMESSH), in consultation with other organizations responsible for line management of plan implementation, is responsible for annual plan revisions.

    Implementation of a new DOE Order at a complex site like Hanford is not as simple as just stating that the Order is to be followed. There are contractual changes, interface adjustments and institutional obstacles to overcome that all must be properly analyzed and dealt with before the actual physical changes embodied in the new requirements can be put into practice. In planning for these changes associated with the new DOE 0 435.1 ''Radioactive Waste Management'', the Richland Operations Office (RL) of the U.S. Department of Energy is attempting to make an orderly and efficient transition to the new Order requirements. In so doing, RL is tasking the Management and Integration contractor for the Project Hanford Management Contract (PHMC) held by Fluor Daniel Hanford (FDH) to coordinate the planning and integration efforts necessary to ensure that resources needed to implement the new requirements are identified and plans for implementation completed within the first year after issuance of the Order. Implementation at Hanford is complicated not only by the relatively complex contract situation with the PHMC under FDH and its major subcontractors, the Environmental Remediation Contract (under Bechtel), and the Pacific Northwest National Laboratory (run by Battelle), but also by the newly created Office of River Protection (ORP) which reports directly to EM-1, and not to the Hanford site RL Manager. Despite the obstacles, however, Hanford is making a concerted effort to effectively implement the new requirements, while maximizing use of existing systems, processes and documentation. This paper describes the process and experiences Hanford has developed to accomplish this objective. The interested audience will include others involved in implementation of new DOE Order 435.1 and others interested in the workings of large federal installations such as Hanford.     Small modular reactor (SMR) is a nuclear reactor design approach that is expected to herald in a new era of clean energy in the U.S. These reactors are less than one-third the size of conventional large nuclear power reactors, and have factory-fabricated components that may be transported by rail or truck to a site selected to house a small nuclear reactor. To facilitate the licensing of these smaller nuclear reactor designs, the Nuclear Regulatory Commission (NRC) is in the process of developing a regulatory infrastructure to support licensing review of these unique reactor designs. As part of these activities, the NRC has been meeting with the Department of Energy (DOE) and with individual SMR designers to discuss potential policy, licensing, and key technical differences in SMR designs. It is anticipated by the NRC that such licensing interaction and guidance early in the design process will contribute towards minimizing complexity while adding stability and predictability in the licensing and subsequent regulation of new reactor designs such as SMRs. In conjunction with the current NRC initiative of developing the SMR licensing process, early communication and collaboration in the identification and resolution of any potential technical and licensing differences between NRC requirements and similar requirements applicable at DOE sites would help to expedite demonstration and implementation of SMR technology in the US. In order to foster such early communication, Savannah River Nuclear Solutions (SRNS) has begun taking the first steps in identifying and evaluating potential licensing gaps that may exist between NRC and DOE requirements in siting SMRs at DOE sites. A comparison between the existing NRC regulations for Early Site Permits and the DOE Orders was undertaken to establish the degree of correlation between NRC requirements and compliance methods in place at DOE sites.     It is the policy of the U.S. Department of Energy (DOE) to improve environmental quality and conserve natural and economic resources by, among other things, increasing the reuse and recycle of recoverable materials in order to minimize land disposal of wastes. Consistent with this policy, DOE's Office of Environmental Management believes it is important to pursue strategies for reusing and recycling the large and growing DOE inventory of recoverable non-real property. However, responsible pursuit of such strategies requires careful prior consideration of the available alternatives, given the radiological character of much of the non-real property to be released. Requirements applicable to considerations of this type are established by Order DOE 5400.5, Radiation Protection of the Public and the Environment.     The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island).     The RISMC project aims to develop new advanced simulation-based tools to perform Probabilistic Risk Analysis (PRA) for the existing fleet of U.S. nuclear power plants (NPPs). These tools numerically model not only the thermo-hydraulic behavior of the reactor primary and secondary systems but also external events temporal evolution and components/system ageing. Thus, this is not only a multi-physics problem but also a multi-scale problem (both spatial, µm-mm-m, and temporal, ms-s-minutes-years). As part of the RISMC PRA approach, a large amount of computationally expensive simulation runs are required. An important aspect is that even though computational power is regularly growing, the overall computational cost of a RISMC analysis may be not viable for certain cases. A solution that is being evaluated is the use of reduce order modeling techniques. During the FY2015, we investigated and applied reduced order modeling techniques to decrease the RICM analysis computational cost by decreasing the number of simulations runs to perform and employ surrogate models instead of the actual simulation codes. This report focuses on the use of reduced order modeling techniques that can be applied to any RISMC analysis to generate, analyze and visualize data. In particular, we focus on surrogate models that approximate the simulation results but in a much faster time (µs instead of hours/days). We apply reduced order and surrogate modeling techniques to several RISMC types of analyses using RAVEN and RELAP-7 and show the advantages that can be gained.
