    The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

    Implementation of a new DOE Order at a complex site like Hanford is not as simple as just stating that the Order is to be followed. There are contractual changes, interface adjustments and institutional obstacles to overcome that all must be properly analyzed and dealt with before the actual physical changes embodied in the new requirements can be put into practice. In planning for these changes associated with the new DOE 0 435.1 ''Radioactive Waste Management'', the Richland Operations Office (RL) of the U.S. Department of Energy is attempting to make an orderly and efficient transition to the new Order requirements. In so doing, RL is tasking the Management and Integration contractor for the Project Hanford Management Contract (PHMC) held by Fluor Daniel Hanford (FDH) to coordinate the planning and integration efforts necessary to ensure that resources needed to implement the new requirements are identified and plans for implementation completed within the first year after issuance of the Order. Implementation at Hanford is complicated not only by the relatively complex contract situation with the PHMC under FDH and its major subcontractors, the Environmental Remediation Contract (under Bechtel), and the Pacific Northwest National Laboratory (run by Battelle), but also by the newly created Office of River Protection (ORP) which reports directly to EM-1, and not to the Hanford site RL Manager. Despite the obstacles, however, Hanford is making a concerted effort to effectively implement the new requirements, while maximizing use of existing systems, processes and documentation. This paper describes the process and experiences Hanford has developed to accomplish this objective. The interested audience will include others involved in implementation of new DOE Order 435.1 and others interested in the workings of large federal installations such as Hanford. This paper concludes that through use of planning, communications and participation of involved parties, complex new requirements can be appropriately evaluated, analyzed and approaches for their implementation developed and successfully put into place. The approach taken by Hanford to accomplish this mission is set forth in this paper, and lessons learned along the way are described.

    On March 30, 2012 The Department of Energy (DOE) published DOE Order 580.1A, DOE Property Management Program) as part of a deregulation initiative to replace obsolete parts to the DOE Property Management Regulation (DOE-PMR) codified at 41 CFR 109. The Order replaced obsolete and prescriptive provisions of the DOE-PMR. The DOE Order 580.1A provided contractor property managers more flexibility in implementing personal property management functions. Changes included increasing the dollar threshold for accountable property; provided protocols for foreign transactions (loans, transfers, abandonment); guidance for High Risk Personal Property; clarified what is considered sensitive property; and added definitions. The revision also removed outdated and conflicting language. DOE O 580.1A was also administratively revised in October 2012 to correct spacing, numbering/lettering sequence, update office names; and punctuation.

    This report provides an update, as of July 1999, on the implementation of best available technology to control or eliminate radionuclide discharges to soil columns at facilities at the Idaho National Engineering and Environmental Laboratory in accordance with DOE Order 5400.5, ''Radiation Protection of the Public and Environment.'' The best available technology to reduce or eliminate radionuclide discharges to soil columns currently implemented by the different facilities appears to be generally effective. Therefore, the different facilities should continue their current best available technology approaches, and also implement the specific recommendations listed in this report for their respective facility.

    The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island). In addition, the EIs will consider the reasonable alternatives among submarine cable technologies, geothermal extraction, production, and power generating technologies; pollution control technologies; overland and submarine power transmission routes; sites reasonably suited to support project facilities in a safe and environmentally acceptable manner; and non-power generating alternatives, such as conservation and demand-side management.

    Loss of containment of nuclear material stored in containers such as food-pack cans, paint cans, or taped slip lid cans has generated concern about packaging requirements for interim storage of nuclear materials in working facilities such as the plutonium facility at Los Alamos National Laboratory (LANL). The Department of Energy (DOE) issued DOE M 441.1-1, Nuclear Materials Packaging Manual on March 7, 2008 in response to the Defense Nuclear Facilities Safety Board Recommendation 2005-1. The Manual directs DOE facilities to follow detailed packaging requirements to protect workers from exposure to nuclear materials stored outside of approved engineered-contamination barriers. Los Alamos National Laboratory has identified the activities that will be performed to bring LANL into compliance with DOE M 441.1-1. These include design, qualification and procurement of new containers, repackaging based on a risk-ranking methodology, surveillance and maintenance of containers, and database requirements. The primary purpose is to replace the out-dated nuclear material storage containers with more robust containers that meet present day safety and quality standards. The repackaging campaign is supported by an integrated risk reduction methodology to prioritize the limited resources to the highest risk containers. This methodology is systematically revised and updated based on the collection of package integrity data. A set of seven nested packages with built-in filters have been designed. These range in size from 1 qt. to 10 gallon. Progress of the testing to meet Manual requirements will be given. Due to the number of packages at LANL, repackaging to achieve full compliance will take five to seven years.

    Following the petroleum price and supply disruptions of 1973, the U.S. government began a substantial program to fund the development of alternative fuels. Direct coal liquefaction was one of the potential routes to alternative fuels. The direct coal liquefaction program was funded at substantial levels through 1982, and at much lower levels thereafter. Those processes that were of most interest during this period were designed to produce primarily distillate fuels. By 1999, U.S. government funding for the development of direct coal liquefaction ended. Now that the end of this campaign has arrived, it is appropriate to summarize the process learnings derived from it. This report is a summary of the process learnings derived from the DOE direct coal liquefaction process development campaign of the late twentieth century. The report concentrates on those process development programs that were designed to produce primarily distillate fuels and were largely funded by DOE and its predecessors in response to the petroleum supply and price disruptions of the 1970s. The report is structured as chapters written by different authors on most of the major individual DOE-funded process development programs. The focus of the report is process learnings, as opposed to, say, fundamental coal liquefaction science or equipment design. As detailed in the overview (Chapter 2), DOE's direct coal liquefaction campaign made substantial progress in improving the process yields and the quality of the distillate product. Much of the progress was made after termination by 1983 of the major demonstration programs of the ''first generation'' (SRC-II, H-Coal, EDS) processes.

    This paper describes the approach taken by two Fluor Hanford projects for implementing of the seismic design criteria from DOE-STD-1189-2008, Appendix A. The existing seismic design criteria and the new seismic design criteria is described, and an assessment of the primary differences provided. The gaps within the new system of seismic design criteria, which necessitate conduct of portions of work to the existing technical standards pending availability of applicable industry standards, is discussed. Two Hanford Site projects currently in the Control Decision (CD)-1 phase of design have developed an approach to implementation of the new criteria. Calculations have been performed to determine the seismic design category for one project, based on information available in early CD-1. The potential effects of DOE-STD-1189-2008, Appendix A seismic design criteria on the process of project alternatives analysis is discussed. Present of this work is expected to benefit others in the DOE Complex that may be implementing DOE-STD-1189-2008.

    Brookhaven National (BNL) Laboratory is a multidisciplinary laboratory that carries out basic and applied research in the physical, biomedical, and environmental sciences, and in selected energy technologies. It is managed by Brookhaven Science Associates, LLC, under contract with the U. S. Department of Energy. BNL's total annual budget has averaged about $450 million. There are about 3,000 employees, and another 4,500 guest scientists and students who come each year to use the Laboratory's facilities and work with the staff. The BNL Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) annually in March, as required by DOE Order 4 13.2, ''Laboratory Directed Research and Development,'' March 5, 1997, and the LDRD Annual Report guidance, updated February 12, 1999. The LDRD Program obtains its funds through the Laboratory overhead pool and operates under the authority of DOE Order 4 13.2. The goals and objectives of BNL's LDRD Program can be inferred from the Program's stated purposes. These are to (1) encourage and support the development of new ideas and technology, (2) promote the early exploration and exploitation of creative and innovative concepts, and (3) develop new ''fundable'' R&D projects and programs. The emphasis is clearly articulated by BNL to be on supporting exploratory research ''which could lead to new programs, projects, and directions'' for the Laboratory. As one of the premier scientific laboratories of the DOE, BNL must continuously foster groundbreaking scientific research. At Brookhaven National Laboratory one such method is through its LDRD Program. This discretionary research and development tool is critical in maintaining the scientific excellence and long-term vitality of the Laboratory. Additionally, it is a means to stimulate the scientific community and foster new science and technology ideas, which becomes a major factor in achieving and maintaining staff excellence and a means to address national needs within the overall mission of the DOE and BNL. The LDRD Annual Report contains summaries of all research activities funded during Fiscal Year 2001. The Project Summaries with their accomplishments described in this report reflect the above. Aside from leading to new fundable or promising programs and producing especially noteworthy research, the LDRD activities have resulted in numerous publications in various professional and scientific journals and presentations at meetings and forums. All FY 2001 projects are listed and tabulated in the Project Funding Table. Also included in this Annual Report in Appendix A is a summary of the proposed projects for FY 2002. The BNL LDRD budget authority by DOE in FY 2001 was $6 million. The actual allocation totaled $5.3 million. The following sections in this report contain the management processes, peer review, and the portfolio's relatedness to BNL's mission, initiatives and strategic plans. In the case of large and expensive objective function calculations, the optimization itself may be run in serial and the objective function calculations parallelized. In contrast, if the objective function calculations are relatively inexpensive and can be performed on a single processor, then the actual optimization routine itself may be parallelized. In this paper, a scheme based upon the Parallel Direct Search (PDS) technique is presented which allows the objective function calculations to be done on an arbitrarily large number (p{sub 2}) of processors. If, p, the number of processors available, is greater than or equal to 2p{sub 2} then the optimization may be parallelized as well. This allows for efficient use of computational resources since the objective function calculations can be performed on the number of processors that allow for peak parallel efficiency and then further speedup may be achieved by parallelizing the optimization. Results are presented for an optimization problem which involves the solution of a PDE using a finite-element algorithm as part of the objective function calculation. The optimum number of processors for the finite-element calculations is less than p/2. Thus, the PDS method is also parallelized. Performance comparisons are given for a nCUBE 2 implementation.

    We report the linear-scaling implementation of the direct random-phase approximation (dRPA) for closed-shell molecular systems. As a bonus, linear-scaling algorithms are also presented for the second-order screened exchange extension of dRPA as well as for the second-order MllerPlesset (MP2) method and its spin-scaled variants. Our approach is based on an incremental scheme which is an extension of our previous local correlation method [Rolik et al., J. Chem. Phys. 139, 094105 (2013)]. The approach extensively uses local natural orbitals to reduce the size of the molecular orbital basis of local correlation domains. In addition, we also demonstrate that using natural auxiliary functions [M. Kllay, J. Chem. Phys. 141, 244113 (2014)], the size of the auxiliary basis of the domains and thus that of the three-center Coulomb integral lists can be reduced by an order of magnitude, which results in significant savings in computation time. The new approach is validated by extensive test calculations for energies and energy differences. Our benchmark calculations also demonstrate that the new method enables dRPA calculations for molecules with more than 1000 atoms and 10?000 basis functions on a single processor.

    This report documents the Bechtel BWXT Idaho, LCC, operated facilities at the Idaho National Engineering and Environmental Laboratory that require the Best Available Technology selection process in accordance with Department of Energy Order 5400.5, Chapter II (3), Management and Control of Radioactive Materials in Liquid Discharges.1 This report differs from previous reports in that only those liquid waste streams and facilities requiring the Best Available Technology selection process will be evaluated in detail. In addition, this report will be submitted to the DOE-ID Field Office Manager for approval in accordance with DOE Order 5400.5, Chapter II, Section 3.b.(1). The report also identifies facilities addressed in last years report that do not require the Best Available Technology selection process to be completed. These facilities will not be addressed in future reports. This report reviews the following facilities: Auxiliary Reactor Area Idaho National Engineering and Environmental Laboratory Block Areas Central Facilities Area Idaho Nuclear Technology and Engineering Center Idaho Falls Facilities Power Burst Facility Radioactive Waste Management Complex Test Area North Test Reactor Area. The Idaho Nuclear Technology and Engineering Center Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond discharge wastewater that may contain process-derived radionuclides to a soil column with average radionuclide concentrations below drinking water MCLs. At the request of the Department of Energy Idaho Operations Office, Bechtel BWXT Idaho, LLC has included the 73.5acre Central Facilities Area Sewage Treatment Plant land application site in Section 4 (Facilities Requiring BAT) of this report to ensure the requirements of DOE Order 5400.5, Chapter II, Section 3 are met. The Central Facilities Area Sewage Treatment Plant effluent may contain process-derived radionuclides. However, the average concentrations of these radionuclides are below MCLs.According to DOE guidance, If the liquid waste stream is below MCLs, this indicates that the goals of the Best Available Technology selection process are being met and the liquid waste stream is considered clean water. However, it is necessary to document this through the Best Available Technology selection process.

    CVMR{sup R} presents a technology for refining nickel from the enrichment barrier materials of the DOE that is proven through 100 years of use by the metals industry. CVMR{sup R} applies modern controls, instrumentation for process and monitoring of the system, and innovative production methods to produce a wide spectrum of products that generate new technology applications and improvements to our society and economy. CVMR{sup R} will receive barrier materials as a secure operation and size reduce the metal to a shred that is fed to a carbonylation reactor where nickel is reacted with carbon monoxide and generate nickel carbonyl. The carbonyl will be filtered and decomposed with heat to form a variety of products that include high value nano powders, coated substrates, net shapes and pure nickel. The residue from the reactor will retain radionuclides from enrichment activities. The carbon monoxide will only react and extract nickel under the operating conditions to leave volumetric contamination in the unreacted residue. A demonstration plant was designed and built by CVMR{sup R} and operated by BWXT, to demonstrate the systems capabilities to DOE in 2006. A pilot plant operation precedes the detailed design of the nickel refinery and provides essential data for design, safe work practices, waste characterizations and system kinetics and confirms the project feasibility. CVMR{sup R} produces nickel products that are cleaner than the nickel in U.S. commerce and used by industry today. The CVMR{sup R} process and systems for nickel refining is well suited for DOE materials and will provide value through environmental stewardship, recovery of high value assets, and support of the DOE environmental remediation programs as the refined nickel generates additional long term benefits to local communities.     Because of the significant radiological and chemical hazards present at the 216-Z-9 Trench at the US Department of Energy Hanford Site, the only practical subsurface characterization methods are those that minimize or control airborne vapors and particles. This study evaluates and compares the performance of two Direct Push Technologies (Hydraulic Hammer Rig (HHR) and Cone Penetrometer Testing (CPT)) with traditional cable tool drilling in similar difficult geologic conditions. The performance was based on the depth of penetration, the ability to collect representative vadose zone soil samples, the penetration rate, and the relative cost. The HHR achieved deeper penetration depths and faster penetration rates than CPT techniques, while still maintaining the waste minimization benefits of direct push technologies. Although cable tool drilling achieved the deepest penetration, the safety and disposal concerns due to the soil cuttings that were generated made this drilling approach both slow and costly compared to the direct push techniques.     This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the buildings modeled performance and recommended efficiency measures.

    Title III, Section 112(r) of the Clean Air Act (CAA) Amendments of 1990 requires the Environmental Protection Agency (EPA) to promulgate regulations to prevent accidental releases of regulated substances and to reduce the severity of those releases that do occur. The final EPA rule for Risk Management Programs under Section 112(r)(7) of the CAA, promulgated June 20, 1996, applies to all stationary sources with processes that contain more than a threshold quantity of any of 139 regulated substances listed under 40 CFR 68.130. All affected sources will be required to prepare a risk management plan which must be submitted to EPA and be made available to state and local governments and to the public. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of the Prevention of Accidental Release Rule. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the K-25 Site. The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the K-25 Site conducts a variety of research and development activities and is the home of a mixed waste incinerator.     Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. The permit will specify all reporting, monitoring, and record-keeping requirements for the facility. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others.     In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the U S. Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480 7A. Additionally, one observation was provided. A status is provided for each recommendation in this document. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process BWHC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480 7A and RLID 5480.7.

    Telomerase reactivation and immortalization are critical for human carcinoma progression. However, little is known about the mechanisms controlling this crucial step, due in part to the paucity of experimentally tractable model systems that can examine human epithelial cell immortalization as it might occur in vivo. We achieved efficient non-clonal immortalization of normal human mammary epithelial cells (HMEC) by directly targeting the 2 main senescence barriers encountered by cultured HMEC. The stress-associated stasis barrier was bypassed using shRNA to p16INK4; replicative senescence due to critically shortened telomeres was bypassed in post-stasis HMEC by c-MYC transduction. Thus, 2 pathologically relevant oncogenic agentsmore » are sufficient to immortally transform normal HMEC. The resultant non-clonal immortalized lines exhibited normal karyotypes. Most human carcinomas contain genomically unstable cells, with widespread instability first observed in vivo in pre-malignant stages; in vitro, instability is seen as finite cells with critically shortened telomeres approach replicative senescence. Our results support our hypotheses that: (1) telomere-dysfunction induced genomic instability in pre-malignant finite cells may generate the errors required for telomerase reactivation and immortalization, as well as many additional “passenger” errors carried forward into resulting carcinomas; (2) genomic instability during cancer progression is needed to generate errors that overcome tumor suppressive barriers, but not required per se; bypassing the senescence barriers by direct targeting eliminated a need for genomic errors to generate immortalization. Achieving efficient HMEC immortalization, in the absence of “passenger” genomic errors, should facilitate examination of telomerase regulation during human carcinoma progression, and exploration of agents that could prevent immortalization.« less

However, little is known about the mechanisms controlling this crucial step, due in part to the paucity of experimentally tractable model systems that can examine human epithelial cell immortalization as it might occur in vivo. We achieved efficient non-clonal immortalization of normal human mammary epithelial cells (HMEC) by directly targeting the 2 main senescence barriers encountered by cultured HMEC. The stress-associated stasis barrier was bypassed using shRNA to p16INK4; replicative senescence due to critically shortened telomeres was bypassed in post-stasis HMEC by c-MYC transduction. Thus, 2 pathologically relevant oncogenic agents are sufficient to immortally transform normal HMEC. The resultant non-clonal immortalized lines exhibited normal karyotypes. Most human carcinomas contain genomically unstable cells, with widespread instability first observed in vivo in pre-malignant stages; in vitro, instability is seen as finite cells with critically shortened telomeres approach replicative senescence. Our results support our hypotheses that: (1) telomere-dysfunction induced genomic instability in pre-malignant finite cells may generate the errors required for telomerase reactivation and immortalization, as well as many additional “passenger” errors carried forward into resulting carcinomas; (2) genomic instability during cancer progression is needed to generate errors that overcome tumor suppressive barriers, but not required per se; bypassing the senescence barriers by direct targeting eliminated a need for genomic errors to generate immortalization. Achieving efficient HMEC immortalization, in the absence of “passenger” genomic errors, should facilitate examination of telomerase regulation during human carcinoma progression, and exploration of agents that could prevent immortalization.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    The Oak Ridge National Laboratory (ORNL) Laboratory Directed Research and Development (LDRD) Program reports its status to the US Departmental of Energy (DOE) in March of each year. The program operates under the authority of DOE Order 413.2B, 'Laboratory Directed Research and Development' (April 19, 2006), which establishes DOE's requirements for the program while providing the Laboratory Director broad flexibility for program implementation. LDRD funds are obtained through a charge to all Laboratory programs. This report includes summaries all ORNL LDRD research activities supported during FY 2006. The associated FY 2006 ORNL LDRD Self-Assessment (ORNL/PPA-2007/2) provides financial data about the FY 2006 projects and an internal evaluation of the program's management process.

    This implementation plan identifies and describes the tasks that must be completed in order to successfully implement a Self-Assessment (SA) Program. The purpose of the Self-Assessment Program is to comply with applicable Department of Energy (DOE) directives and orders, Federal, State, and local regulations, operate the Pinellas Plant according to best management practices, and achieve excellence in all operating areas. The Self-Assessment Program will be applied to the Pinellas Plant facility which includes buildings, grounds, equipment, operations, and activities under the control of line management. Furthermore, all applicable disciplines under environmental protection, safety, health and management will be covered by the program. The Self-Assessment Program has been designed to accomplish the following tasks: define the scope of the Self-Assessment Program; assign organizational roles and responsibilities; address EH and S functional elements and management issues; develop a Self-Assessment program charter and policy; identify all applicable EH and S codes, regulations and standards; develop self-assessment procedures and instructions; generate a Self-Assessment Manual; develop a master schedule for facility appraisals and audits; design checklists and report formats for recording appraisal data; implement an assessment tracking and reporting system; implement a root cause analysis and corrective action system; implement a trend analysis and lessons learned system; and establish a formal training program.
