Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment.     TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

    This is an implementation plan for an energy emergency assistance program that would provide a check, an energy emergency assistance payment, to all individual Americans whom Congress determined to be eligible for participation. Using a relatively modest number of already available lists, it would be possible to get checks sent to essentially every non-minor individual who is currently working, unemployed, retired, disabled, or receiving AFDC. The system presented accounts for essentially 100% of the over-18 population of the US. The author believes that the checks can all have been mailed out to eligible individuals within three months (or sooner) of the decision to proceed with the program at the time of an emergency - with, of course, many eligible individuals receiving thier checks much earlier than that.

    Formal sitewide environmental planning at the . Savannah River Site (SRS) began in 1986 with the development and adoption of the Strategic Environmental Plan. The Strategic Environmental Plan describes the philosophy, policy, and overall program direction of environmental programs for the operation of the SRS. The Strategic Environmental Plan (Volume 2) provided the basis for development of the Environmental Implementation Plan (EIP). The EIP is the detailed, comprehensive environmental master plan for operating contractor organizations at the SRS. The EIP provides a process to ensure that all environmental requirements and obligations are being met by setting specific measurable goals and objectives and strategies for implementation. Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Finally, detail on the functionality available in Oracle Accrual Plans will be described, as well as the detailed setups.that were utilized at LANL.

The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in five areas and provided nine recommendations (11 items) to bring the 327 Building into compliance. A status is provided for each recommendation in this document. BWHC will use this Implementation Plan to bring the 327 Building and its operation into compliance with DOE Order 5480.7A and IUD 5480.7.

    A Gen IV Materials Handbook is being developed to provide an authoritative single source of highly qualified structural materials information and materials properties data for use in design and analyses of all Generation IV Reactor Systems. The Handbook will be responsive to the needs expressed by all of the principal government, national laboratory, and private company stakeholders of Gen IV Reactor Systems. The Gen IV Materials Handbook Implementation Plan provided here addresses the purpose, rationale, attributes, and benefits of the Handbook and will detail its content, format, quality assurance, applicability, and access. Structural materials, both metallic and ceramic, for all Gen IV reactor types currently supported by the Department of Energy (DOE) will be included in the Gen IV Materials Handbook. However, initial emphasis will be on materials for the Very High Temperature Reactor (VHTR). Descriptive information (e.g., chemical composition and applicable technical specifications and codes) will be provided for each material along with an extensive presentation of mechanical and physical property data including consideration of temperature, irradiation, environment, etc. effects on properties. Access to the Gen IV Materials Handbook will be internet-based with appropriate levels of control. Information and data in the Handbook will be configured to allow search by material classes, specific materials, specific information or property class, specific property, data parameters, and individual data points identified with materials parameters, test conditions, and data source. Details on all of these as well as proposed applicability and consideration of data quality classes are provided in the Implementation Plan. Website development for the Handbook is divided into six phases including (1) detailed product analysis and specification, (2) simulation and design, (3) implementation and testing, (4) product release, (5) project/product evaluation, and (6) product

    In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480.7A. Additionally, one observation was provided. To date, four of the recommendations and the one observation have been completed. Actions identified for seven of the recommendations are currently in progress. Exemption requests will be transmitted to DOE-RL for three of the recommendations. Six of the recommendations are related to future shut down activities of the facility and the corrective actions are not being addressed as part of this plan. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process. Major Life Safety Code concerns have been corrected. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. BVMC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

    The Environmental Restoration (ER) Program requirements for implementation of DOE Order 5700.6C are identified in the Environmental Restoration Quality Program Plan, (QPP). Management systems necessary to implement the ER QPP consist of the necessary standards and procedures required to be developed to adequately control ER processes. To the extent possible, Martin Marietta Energy Systems, Inc., standards and procedures will be utilized at the ER Program level, and requirements will not be repeated. The quality management systems identified for enhancement or development are identified in the section on Procedure Development Strategy and directly relate to unique ER Program activities. Procedures and standards that currently exist in the ER Program will be validated for compliance with ER QPP requirements.

    On June 6, 1995, a waiver to Hanford Site Solid Waste Acceptance Criteria, was approved by the US Department of Energy Richland Operations Office (RL) to replace the low-level, mixed, and transuranic (TRU) generator assessment programs with the Solid Waste Assurance Program (SWAP).     After more than a decade from the publication of the European Directive 2001/42/CE (Directive) on Strategic Environmental Assessment (SEA), the design and construction of the interested spatial planning instruments has gone through a variety of changes and integrations in European and in world states. This inhomogeneous panorama can be explained with a pattern of institutional structures that have so far affected the implementation of the Directive. The aim of this paper is to investigate the level of implementation of the Directive in Italy by developing a comparative analysis of the quality of integration of SEA within the design of the spatial coordination plan of a set of Italian provinces. Italian practice is analyzed in the framework of a comparative study of worldwide SEA implementation within spatial and land use planning. The results reveal strengths and weaknesses in SEA implementation at the provincial level and, in particular, the emergence of critical areas of research concerning institutional context, public participation, monitoring, and observatory of the spatial transformations. -- Highlights: This is a comparative analysis of SEA in strategic spatial planning in Italy. The adhesion of Provinces to the study is remarkable. SEA implementation and integration into spatial planning is still moderate. Participation via consultations should be more widespread. Monitoring and institution of observatories are still in an infancy stage.

This plan formally presents RL`s direction for Hanford Sitewide implementation of the HASQAP. The HASQAP establishes a uniform standard for quality requirements to meet US Department of Energy Order 5700.6C, Quality Assurance (10 CFR 830.120, ``Quality Assurance Requirements``), and is intended to satisfy the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) requirements for ``Guidance on Preparation of Laboratory Quality Assurance Plans``. The quality assurance criteria specified in the HASQAP shall serve as a baseline for implementing quality management systems for the laboratories that provide analytical services, for data requesters and users, and for oversight organizations that monitor the data-generation process. Affected organizations shall implement the HASQAP requirements that are applicable to their work scope. Full implementation of the HASQAP is scheduled to occur by August 1995. RL will work with the US Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology) to have the HASQAP document incorporated into Appendix F of the Tri-Party Agreement by early Fiscal Year 1996.

DOE-STD-1073 requires an adjunct program for reconstituting design information. WHC-SD-WM-CM-009, Design Reconstitution Program Plan for Waste Tank Farms and 242-A Evaporator of Tank Waste Remediation System, is the TWRS plan for meeting DOE-STD-1073 design reconstitution requirements. The design reconstitution plan is complex requiring significant time and effort for implementation. In order to control costs, and integrate the work into other TWRS activities, a Design Reconstitution Implementation Action Plan (DR IAP) will be developed, and approved by those organizations having ownership or functional interest in this activity.

    This is the first revision of the Quality AssurancePlan/Implementation Plan (QAP/IP) for nuclear facilities managedand operated by the Westinghouse Hanford Company (WHC).Development of the initial IP required review of the WHC qualityassurance program to the requirements of the 10 CFR 830.120, andcompletion of initial baseline assessments against the QAP toverify implementation of the program. Each WHC-managed nuclearfacility provided a stand-alone section to the QAP/IP, describingits mission and life-cycle status. WHC support organizationsalso performed assessments for their lead areas, and providedinputs to a separate stand-alone section with the initialbaseline assessment results. In this first revision, the initialbaseline matrixes for those facilities found to be in compliancewith the QAP have been removed. Tank Waste Remediation System(TWRS) and K Basins have modified their baseline matrixes to showcompletion of action items to date. With the followingexceptions, the WHC-managed nuclear facilities and their supportorganizations were found to have implemented QA programs thatsatisfy the requirements of 10 CFR 830.120. TWRS identifiedImplementation Plan Action Items having to do with: generationand revision of as-built drawings; updating TWRS organizationaland program documents; tracking the condition/age ofmaterials/equipment; and reconstitution of design bases forexisting, active facilities. No incremental funding needs wereidentified for FY95. For FY97, TWRS identified incrementalfunding in the amount of $65,000 for as-built drawings, and$100,000 for tracking the age/condition of materials/equipment.The K Basin Fuel Storage Facility identified Implementation PlanAction Items having to do with: training; updating procedures;establishing configuration management; reconstituting designbases; and providing darwings; and developing integrated,resource-loaded schedules.     The U.S. Department of Energy has established long-term stewardship programs to protect human health and the environment at sites where residual contamination remains after site cleanup. At the Idaho National Laboratory Site, Comprehensive Environmental Response, Compensation, and Liability Act (CERLA) long-term stewardship activities performed under the aegis of regulatory agreements, the Federal Facility Agreement and Consent Order for the Idaho National Laboratory, and state and federal requirements are administered primarily under the direction of the Idaho Cleanup Project. It represents a subset of all on-going environmental activity at the Idaho National Laboratory Site. This plan provides a listing of applicable CERCLA long-term stewardship requirements and their planned and completed implementation goals. It proffers the Long-Term Stewardship Environmental Data Warehouse for Sitewide management of environmental data. This plan will be updated as needed over time, based on input from the U.S. Department of Energy, its cognizant subcontractors, and other local and regional stakeholders.

The FFTF is a research and test reactor located near Richland, Washington, and is operated under contract for the DOE by the B&W Hanford Company (BWHC). The intent of this Maintenance Implementation Plan (MIP) is to describe the manner in which the activities of the maintenance function are executed and controlled at the FFTF and how this compares to the requirements of DOE 4330.4B. The MIP ii a living document that is updated through a Facility Maintenance Self- Assessment Program. During the continuing self-assessment program, any discrepancies found are resolved to meet DOE 4330.4B requirements and existing practices. The philosophy of maintenance management at the FFTF is also describe within this MIP. This MIP has been developed based on information obtained from various sources including the following: * A continuing self-assessment against the requirements of the Conduct of Maintenance Order * In-depth reviews conducted by the members of the task team that assembled this MIP * Inputs from routine audits and appraisals conducted at the facility The information from these sources is used to identify those areas in which improvements could be made in the manner in which the facility conducts maintenance activities. The action items identified in Rev. 1 of the MIP have been completed. The MIP is arranged in six sections. Section I is this Executive Summary. Section 2 describes the facility and its 0683 history. Section 3 describes the philosophy of the graded approach and how it is applied at FFTF. Section 3 also discusses the strategy and the basis for the prioritizing resources.     The Uranium Mill Tailings Remedial Action (UMTRA) Project Technical Assistance contractor (TAC) Quality Assurance Implementation Plan (QAIP) outlines the primary requirements for integrating quality functions for TAC technical activities applied to the surface and ground water phases of the UMTRA Project. The QAIP is subordinate to the latest issue of the UMTRA Project TAC Quality Assurance Program Plan (QAPP) (DOE, 1993a), which was developed using US Department of Energy (DOE) Order 5700.6C quality assurance (QA) criteria. The QAIP addresses technical aspects of the TAC UMTRA Project surface and ground water programs. All QA issues in the QAIP shall comply with requirements contained in the TAC QAPP (DOE, 1933a). Because industry standards for data acquisition and data control are not addressed in DOE Order 5700.6C, the QAIP has been formatted to the 14 US Environmental Protection Agency (EPA) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) QA requirements. DOE Order 5700.6C criteria that are not contained in the CERCLA requirements are added to the QAIP as additional requirements in Sections 15.0 through 18.0. Project documents that contain CERCLA requirements and 5700.6 criteria shall be referenced in this document to avoid duplication. Referenced documents are not included in this QAIP but are available through the UMTRA Project Document Control Center.

    The Waste Receiving and Processing Module 1 (WRAP 1) will be used to receive, sample, treat, and ship contact-handled (CH) transuranic (TRU), low-level waste (LLW), and low-level mixed waste (LLMW) to storage and disposal sites both on the Hanford site and off-site. The primary mission of WRAP 1 is to characterize and certify CH waste in 55-gallon and 85-gallon drums; and its secondary function is to certify CH waste standard waste boxes (SWB) and boxes of similar size for disposal. The WRAP 1 will provide the capability for examination (including x-ray, visual, and contents sampling), limited treatment, repackaging, and certification of CH suspect-TRU waste in 55-gallon drums retrieved from storage, as well as newly generated CH LLW and CH TRU waste drums. The WRAP 1 will also provide examination (X-ray and visual only) and certification of CH LLW and CH TRU waste in small boxes. The decision to perform an Operational Readiness Review (ORR) was made in accordance with WHC-CM-5-34, Solid Waste Disposal Operations Administration, Section 1.4, Operational Readiness Activities. The ORR will ensure plant and equipment readiness, management and personnel readiness, and management programs readiness for the initial startup of the facility. This implementation plan is provided for defining the conduct of the WHC ORR.

    The Draft Biological Opinion on Operation of the Federal Columbia River Power System calls for the development of 1- and 5-year implementation plans. These plans will provide the roadmap for planning and subsequent implementation of actions intended to meet specific performance standards (i.e., biological objectives) in a timely manner. To develop implementation plans the key tasks and sequences of steps must be determined. Those responsible for specific tasks must be identified and they must understand what they need to do. There must be assurances that the resources (human, physical, and fiscal) to complete the tasks are available. Motivation and incentive systems should be set up. Systems to coordinate efforts and guide activity must be devised and installed. An information management system must be designed to manage and analyze data and ensure that appropriate data are collected. This will aid managers in assessing whether individual activities or actions are tracking with stated goals and objectives. Training programs to improve managerial and worker capability in making and implementing plans should be designed. Managerial leadership to guide the efforts of all individuals in achieving the goals of the anadromous and resident fish recovery must be developed. It is the entire process of managing fish recovery in relationship to the Biological Opinion that will guide, coordinate, motivate, and control work and determine the effectiveness and efficiency of plan implementation.

The U.S. fuel cycle is a once through fuel cycle involving the direct disposal of UNF, as spent nuclear fuel, in a geologic repository (previously identified at Yucca Mountain, Nevada), following at most a few decades of storage (wet and dry). The geology at Yucca Mountain, unsaturated tuff, is unique among all countries investigating the disposal of UNF and HLW. The decision by the U.S. Department of Energy to no longer pursue the disposal of UNF at Yucca Mountain and possibly utilize very long term storage (approaching 100 years or more) while evaluating future fuel cycle alternatives for managing UNF, presents a different UNF and HLW management R&D portfolio that has been pursued in the U.S. In addition, the research and development activities managed by OCRWM have been transferred to DOE-NE. This requires a reconsideration of how the UFDC will engage in cooperative and collaborative activities with other countries. This report presents the UFDC implementation plan for international activities. The DOE Office of Civilian Radioactive Waste Management (OCRWM) has cooperated and collaborated with other countries in many different 'arenas' including the Nuclear Energy Agency (NEA) within the Organization for Economic Co-operation and Development (OECD), the International Atomic Energy Agency (IAEA), and through bilateral agreements with other countries. These international activities benefited OCRWM through the acquisition and exchange of information, database development, and peer reviews by experts from other countries. DOE-NE cooperates and collaborates with other countries in similar 'arenas' with similar objectives and realizing similar benefits. However the DOE-NE focus has not typically been in the area of UNF and HLW management. This report will first summarize these recent cooperative and collaborative activities.     The implementation of mitigation strategies and outcomes of environmental review remains a challenge for planners and regulators. While the process and content of environmental review is clearly defined, there is often little attention to what happens after the review is completed. This paper presents the results of an evaluation of the implementation of the outcomes of environmental review, specifically mitigation measures designed to respond to environmental impacts identified in the environmental impact analysis. Drawing on previous evaluations of environmental review outcomes and plan implementation, the research provides a methodology for evaluating the implementation of mitigation efforts, points to the challenges associated with implementing the mitigation outcomes of local environmental review in planning and development processes, and identifies opportunities to integrate planning and environmental review processes.

The Order and corresponding guidances also require estimated budgetary resources necessary for implementation of the Order be identified in the Environmental Protection Implementation Plan. To satisfy this requirement, the estimated costs to effectuate necessary changes in existing programs or processes and to institute new programs or processes for compliance with the Order are provided in the following sections of this plan.     In today`s litigious society, it is important for both private parties and government to plan and conduct environmental investigations in a scientifically sound manner, documenting the purpose, methods, and results in a consistent fashion throughout the exercise. Planning documents are prepared during the initial phases of environmental investigations. Project objectives, including data quality requirements, specific work to be conducted to fulfill data needs, and operating procedures are specified. Regulatory agency approval of these documents is often required prior to plan implementation. These approvals are necessary and appropriate to fulfilling the agency`s mandated role. Many guidance documents prepared by regulatory agencies suggest the content and format of various scoping documents. These guidances help standardize thought processes and considerations in planning, and provide a template to ensure that both the plan and the proposed work will fulfill regulatory requirements. This work describes the preparation and use of guidance documents for planning environmental studies. The goals and some of the pitfalls of such documents are discussed. Guidance should include the following elements: the purpose of the guidance and a description of where it applies; the type of items to be addressed in planning; identification of requirements are applicable to all projects for which the guidance is intended; identification of requirements only applicable in certain situations; a description of items to facilitate planning; a suggested format for fulfilling requirements; example applications of the guidance. Disagreements arise between planners and reviewers/approvers when elements of guidance are used as leverage to require work not directly related to project objectives. Guidance may be inappropriately used as a milestone by which site-specific plans are judged. Regulatory agency review and approval may be regarded as a primary objective of the plan.

    During transition from the Westinghouse Hanford Company (WHC) Management and Operations (M and O) contract to the Fluor Daniel Hanford (FDH) Management and Integration (M and I) contract, existing WHC policies, procedures, and manuals were reviewed to determine which to adopt on an interim basis. Both WHC-SP-1131,Hanford Quality Assurance Program and Implementation Plan, and WHC-CM-4-2, Quality Assurance Manual, were adopted; however, it was recognized that revisions were required to address the functions and responsibilities of the Project Hanford Management Contract (PHMC). This Quality Assurance Program Implementation Plan for Nuclear Facilities (HNF-SP-1228) supersedes the implementation portion of WHC-SP-1 13 1, Rev. 1. The revised Quality Assurance (QA) Program is documented in the Project Hanford Quality Assurance Program Description (QAPD), HNF-MP-599. That document replaces the QA Program in WHC-SP-1131, Rev. 1. The scope of this document is limited to documenting the nuclear facilities managed by FDH and its Major Subcontractors (MSCS) and the status of the implementation of 10 CFR 830.120, Quality Assurance Requirements, at those facilities. Since the QA Program for the nuclear facilities is now documented in the QAPD, future updates of the information provided in this plan will be by letter. The layout of this plan is similar to that of WHC-SP-1 13 1, Rev. 1. Sections 2.0 and 3.0 provide an overview of the Project Hanford QA Program.     On March 8, 1990, the Defense Nuclear Facilities Safety Board (DNFSB) issued Recommendation 90-2 to the Secretary of Energy. This recommendation, based upon the DNFSB`s initial review and evaluation of the content and implementation of standards relating to the design, construction, operations, and decommissioning of defense nuclear facilities of the U.S. Department of Energy (DOE), called for three actions: identification of specific standards that apply to design, construction, operation and decommissioning of DOE facilities; assessment of the adequacy of those standards for protecting public health and safety; and determination of the extent to which they have and are being implemented. The purpose of this Implementation Plan is to define the single program for all sitewide and facility 90-2 ES and H Standards Compliance efforts, which will satisfy the HQ Implementation Plan, avoid duplicate efforts, be as simple and achievable as possible, include cost-saving innovations, use a graded approach based on facility hazards and future needs of facilities, and support configuration control for facility requirements. The Defense Waste Processing Facility (DWPF) has been designated a pilot facility for the 90-2 program and has progressed with their facility program ahead of the site-level program. The DWPF, and other Government-Owned Contractor-Operated (GOCO) facilities that progress on an enhanced schedule, will serve as pilot facilities for the site-level program. The lessons learned with their requirement identifications, and their assessments of the adequacy of and their compliance with these requirements will be used to improve the efficiency of the site-level and subsequent programs.

    The 242-A Evaporator facility is used to reduce the volume of waste stored in the Hanford double shell tanks. This facility uses filtered raw water for cooling, de-entrainment pad sprays, pump seal water, and chemical tank make-up. Some of these uses result in the introduction of filtered raw water into the process, thus increasing the volume of waste requiring evaporation and subsequent treatment by the 200 East Effluent Treatment Facility. The pump seal water and the de-entrainment pad spray systems were identified as candidates for a waste minimization upgrade. This work plan describes the activities associated with the design, installation, testing and initial operation of the process condensate recycle system. Implementation of the process condensate recycle system will permit the use of process condensate in place of raw water for the de-entrainment pad sprays and pump seals. This will reduce the amount of low-level liquid waste and generated during facility operation through source reduction and recycling.

    Section 182(b)(1) of the Clean Air Act (Act) requires all ozone nonattainment areas classified as moderate and above to submit a State Implementation Plan (SIP) revision by November 15, 1993, which describes, in part, how the areas will achieve an actual volatile organic compound (VOC) emissions reduction of at least 15 percent during the first 6 years after enactment of the Clean Air Act Amendments of 1990 (CAAA). In addition, the SIP revision must describe how any growth in emissions from 1990 through 1996 will be fully offset. It is important to note that section 182(b)(1) also requires the SIP for moderate areas to provide for reductions in VOC and nitrogen oxides (NOx) emissions as necessary to attain the national primary ambient air quality standard for ozone by November 15, 1996. The guidance document focuses on the procedures for developing 1996 projected emissions inventories and control measures which moderate and above ozone nonattainment areas must include in their rate-of-progress plans.     Purpose: Cannot observe the dose intuitionally is a limitation of the existing 2D pre-implantation dose planning. Meanwhile, a navigation module is essential to improve the accuracy and efficiency of the implantation. Hence a 3D Image Guided Brachytherapy Planning System conducting dose planning and intra-operative navigation based on 3D multi-organs reconstruction is developed. Methods: Multi-organs including the tumor are reconstructed in one sweep of all the segmented images using the multiorgans reconstruction method. The reconstructed organs group establishs a three-dimensional visualized operative environment. The 3D dose maps of the three-dimentional conformal localized dose planning are calculated with Monte Carlo method while the corresponding isodose lines and isodose surfaces are displayed in a stereo view. The real-time intra-operative navigation is based on an electromagnetic tracking system (ETS) and the fusion between MRI and ultrasound images. Applying Least Square Method, the coordinate registration between 3D models and patient is realized by the ETS which is calibrated by a laser tracker. The system is validated by working on eight patients with prostate cancer. The navigation has passed the precision measurement in the laboratory. Results: The traditional marching cubes (MC) method reconstructs one organ at one time and assembles them together. Compared to MC, presented multi-organs reconstruction method has superiorities in reserving the integrality and connectivity of reconstructed organs. The 3D conformal localized dose planning, realizing the 'exfoliation display' of different isodose surfaces, helps make sure the dose distribution has encompassed the nidus and avoid the injury of healthy tissues. During the navigation, surgeons could observe the coordinate of instruments real-timely employing the ETS. After the calibration, accuracy error of the needle position is less than 2.5mm according to the experiments. Conclusion: The speed and

    Under the Uranium Mill Tailings Remedial Action (UMTRA) Project, the U.S. Department of Energy (DOE) is cleaning up contamination to protect human health and the environment at 24 inactive uranium processing sites located in 10 states. Five of the sites are either on or near Native American lands. The UMTRA Project is divided into two projects: Surface and Ground Water. On November 18, 1992, the DOE issued a notice of intent (57 FR 54374, 1992) to prepare a programmatic environmental impact statement (PEIS) for the UMTRA Ground Water Project. The PEIS will result in a record of decision that will determine how the UMTRA Ground Water Project will address ground water contamination resulting from milling operations at the UMTRA Project processing sites. DOE regulations (10 CFR {section} 1021.312) require that an implementation plan be prepared to provide guidance for preparing a PEIS and to record the results of the scoping process. This implementation plan describes and records the results of the PEIS scoping process; summarizes comments received and their disposition; describes the purpose of and need for agency action, the proposed action, and alternatives; lists alternatives considered and eliminated from review; identifies cooperating agencies, their roles, and responsibilities; provides a draft PEIS outline, which includes the planned PEIS scope and content (Attachment A); and provides a schedule for the PEIS process. This plan will be placed in the UMTRA Project libraries listed in Attachment B. The PEIS will identify and evaluate the potential impacts associated with alternatives for conducting the UMTRA Ground Water Project. The PEIS will not assess site-specific impacts; site-specific impacts must be analyzed in separate National Environmental Policy Act (NEPA) documents that will tier off the PEIS. This tiering process will streamline the preparation of site-specific NEPA documents.

    The Hanford Analytical Services Quality Assurance Plan (HASQAP) provides a uniform standard for onsite and offsite laboratories performing analytical work in support of Hanford Site environmental cleanup initiatives. The Hanford Site is a nuclear site that originated during World War 11 and has a legacy of environmental clean up issues. In early 1993, the need for and feasibility of developing a quality assurance plan to direct all analytical activities performed to support environmental cleanup initiatives set forth in the Hanford Federal Facility Agreement and Consent Order were discussed. Several group discussions were held and from them came the HASQAP. This document will become the quality assurance guidance document in a Federal Facility Agreement and Consent Order. This paper presents the mechanics involved in developing a quality assurance plan for this scope of activity, including the approach taken to resolve the variability of quality control requirements driven by numerous regulations. It further describes the consensus building process and how the goal of uniting onsite and offsite laboratories as well as inorganic, organic, and radioanalytic disciplines under a common understanding of basic quality control concepts was achieved.

    The Stockpile Stewardship Program (SSP) is an integrated technical program for maintaining the safety, surety, and reliability of the U.S. nuclear stockpile. The SSP uses nuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program requires the continued use of experimental facilities and programs, and the computational capabilities to support these programs. The purpose of this IP is to outline key work requirements to be performed and to control individual work activities within the scope of work. Contractors may not deviate from this plan without a revised WA or subsequent IP.

    This document is part of a larger, programmatic effort to assist federal agencies in taking action and changing their institutions to achieve and maintain federal sustainability goals, while meeting their mission goals. FEMP is developing guidance for federal agency efforts to enable institutional behavior change for sustainability, and for making sustainability “business as usual.” The driving requirement for this change is Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance. FEMP emphasizes strategies for increasing energy efficiency and renewable energy utilization as critical components of attaining sustainability, and promotes additional non-energy action pathways contained in EO 13514. This report contributes to the larger goal by laying out the conceptual and evidentiary underpinnings of guidance to federal agencies. Conceptual frameworks focus and organize the development of guidance. We outline a series of progressively refined conceptual frameworks, including a multi-layer approach, key steps in sustainability implementation, a process view of specific approaches to institutional change, the agency Strategic Sustainability Performance Plans (SSPPs), and concepts related to context-specific rules, roles and tools for sustainability. Additionally, we tap pertinent bodies of literature in drawing eight evidence-based principles for behavior change. These principles are important foundations upon which to build in selecting strategies to effect change in organizations. Taken together, this report presents a suite of components that inform the training materials, presentations, web site, and other products that provide guidance to federal agencies.

    The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island).   10. Implementation of CAA amendments: The federal perspective

    The Clean Air Act Amendments of 1990 established a rigorous timetable for EPA to develop and implement an unprecedented number of regulatory and policy initiatives. EPA has made great progress in meeting these mandates; however, much remains to be done if the Act`s health and environmental goals are to be achieved. EPA must issue dozens of additional regulations, guidance documents, and studies and reports over the next several years. The largest group of remaining rulemakings will be those controlling air toxics emissions. Other significant actions will include final rulemakings on emission standards for non-road engines, emissions standards for municipal and medical waste combustion, enhanced emissions monitoring, Federal operating permits, and newsource review simplification. EPA also must accelerate and expand a host of activities to ensure that the Agency and the States are implementing and enforcing the Act effectively. For example, EPA must assess hundreds of SIP revisions, as well as 120 State and local permit programs, and provide technical assistance to States and sources. Ms. Nichols will present EPA`s will present EPA`s plans for implementing these activities over the next several years. She will present a summary of the Agency`s current achievements under the 1990 amendments and EPA`s framework for completing the challenging tasks that lie ahead.

  11. Dosimetry of an In-Line Kilovoltage Imaging System and Implementation in Treatment Planning

    Purpose: To present the beam properties of the Siemens 70-kV and 121-kV linear accelerator-mounted imaging modalities and commissioning of the 121-kV beam in the Philips Pinnacle treatment planning system (TPS); measurements in an Alderson phantom were performed for verification of the model and to estimate the cone-beam CT (CBCT) imaging dose in the head and neck, thorax, and pelvis. Methods and Materials: The beam profiles and depth–dose curve were measured in an acrylic phantom using thermoluminescent dosimeters and a soft x-ray ionization chamber. Measurements were imported into the TPS, modeled, and verified by phantom measurements. Results: Modeling of the profiles and the depth–dose curve can be achieved with good quality. Comparison with the measurements in the Alderson phantom is generally good; only very close to bony structures is the dose underestimated by the TPS. For a 200° arc CBCT of the head and neck, a maximum dose of 7 mGy is measured; the thorax and pelvis 360° CBCTs give doses of 4-10 mGy and 7-15 mGy, respectively. Conclusions: Dosimetric characteristics of the Siemens kVision imaging modalities are presented and modeled in the Pinnacle TPS. Thermoluminescent dosimeter measurements in the Alderson phantom agree well with the calculated TPS dose, validating the model and providing an estimate of the imaging dose for different protocols.

    This paper summarizes a regulatory guide that the U.S. Nuclear Regulatory Commission, Office of Nuclear Regulatory Research, is currently developing for use in implementing Title 10, Section 20.1406, of the Code of Federal Regulations (10 CFR 20.1406), 'Minimization of Contamination'. The intent of the regulation is to diminish the occurrence and severity of 'legacy sites' by taking measures to reduce and control contamination and facilitate eventual decommissioning. The thrust of the regulatory guide is to encourage applicants to use technically sound engineering judgment and a practical risk-informed approach to achieve the objectives of 10 CFR 20.1406. In particular, such an approach should consider the materials and processes involved (e.g., solids, liquids, gases), and focus on (1) the relative significance of potential contamination, (2) areas that are most susceptible to leaks, and (3) the appropriate level of consideration that should be incorporated in facility design and operational procedures to prevent and control contamination.     This document is the fourth annual revision of the plans and schedules for implementing the Federal Facility Agreement (FFA) compliance program, originally submitted in 1992 as ES/ER-17&D1, Federal Facility Agreement Plans and Schedules for Liquid Low-Level Radioactive Waste Tank Systems at Oak Ridge National Laboratory, Oak Ridge, Tennessee. This document summarizes the progress that has been made to date implementing the plans and schedules for meeting the FFA commitments for the Liquid Low-Level Waste (LLLW) System at Oak Ridge National Laboratory (ORNL). In addition, this document lists FFA activities planned for FY 1997. Information presented in this document provides a comprehensive summary to facilitate understanding of the FFA compliance program for LLLW tank systems and to present plans and schedules associated with remediation, through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process, of LLLW tank systems that have been removed from service.

    Nuclear power has reliably and economically contributed almost 20% of electrical generation in the United States over the past two decades. It remains the single largest contributor (more than 70%) of non-greenhouse-gas-emitting electric power generation in the United States. By the year 2030, domestic demand for electrical energy is expected to grow to levels of 16 to 36% higher than 2007 levels. At the same time, most currently operating nuclear power plants will begin reaching the end of their 60 year operating licenses. Figure E 1 shows projected nuclear energy contribution to the domestic generating capacity. If current operating nuclear power plants do not operate beyond 60 years, the total fraction of generated electrical energy from nuclear power will begin to decline—even with the expected addition of new nuclear generating capacity. The oldest commercial plants in the United States reached their 40th anniversary in 2009. The U.S. Department of Energy Office of Nuclear Energy’s Research and Development (R&D) Roadmap has organized its activities in accordance with four objectives that ensure nuclear energy remains a compelling and viable energy option for the United States. The objectives are as follows: (1) develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors; (2) develop improvements in the affordability of new reactors to enable nuclear energy to help meet the Administration’s energy security and climate change goals; (3) develop sustainable nuclear fuel cycles; and (4) understand and minimize risks of nuclear proliferation and terrorism. The Light Water Reactor Sustainability (LWRS) Program is the primary programmatic activity that addresses Objective 1. This document describes how Objective 1 and the LWRS Program will be implemented.     Nuclear power has reliably and economically contributed almost 20% of electrical generation in the United States over the past two decades. It remains the single largest contributor (more than 70%) of non-greenhouse-gas-emitting electric power generation in the United States. By the year 2030, domestic demand for electrical energy is expected to grow to levels of 16 to 36% higher than 2007 levels. At the same time, most currently operating nuclear power plants will begin reaching the end of their 60 year operating licenses. Figure E 1 shows projected nuclear energy contribution to the domestic generating capacity. If current operating nuclear power plants do not operate beyond 60 years, the total fraction of generated electrical energy from nuclear power will begin to decline—even with the expected addition of new nuclear generating capacity. The oldest commercial plants in the United States reached their 40th anniversary in 2009. The U.S. Department of Energy Office of Nuclear Energy’s Research and Development (R&D) Roadmap has organized its activities in accordance with four objectives that ensure nuclear energy remains a compelling and viable energy option for the United States. The objectives are as follows: (1) develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors; (2) develop improvements in the affordability of new reactors to enable nuclear energy to help meet the Administration’s energy security and climate change goals; (3) develop sustainable nuclear fuel cycles; and (4) understand and minimize risks of nuclear proliferation and terrorism.     This paper discusses the successful use of treated municipal plant waste water effluent (Title 22) in a refinery cooling water system. Conversion from well water to this make-up water source was preceded by developing a carefully crafted transition plan. Steps were taken to identify key system performance indicators, establish desired performance goals, and implement stringent monitoring and control protocols. In addition, all possible contingencies were considered and solutions developed. Treating Title 22 waters is very challenging and entails risks not associated with normal makeup waters. Several novel on-line monitoring and control tools are available which help minimize these risks while enhancing tower operation. Performance monitoring of critical system parameters is essential in order to provide early warning of problems so that corrective measures can be implemented. In addition, a high level of system automation enhances reliable operation. Corrosion, scaling and microbiological performance of the system with Title 22 water is discussed in comparison to previous well water make-up.

    A new approach, termed SIPS (Small In-Tank Processing System), that enables the in-tank processing and separation of high-level tank wastes into high-level waste (HLW) and low-level waste (LLW) streams that are suitable for vitrification, is described. Presently proposed pretreatment systems, such as enhanced sludge washing (ESW) and TRUEX, require that the high-level tank wastes be retrieved and pumped to a large, centralized processing facility, where the various waste components are separated into a relatively small, radioactively concentrated stream (HLW), and a relatively large, predominantly non-radioactive stream (LLW). In SIPS, a small process module, typically on the order of 1 meter in diameter and 4 meters in length, is inserted into a tank. During a period of approximately six months, it processes the solid/liquid materials in the tank, separating them into liquid HLW and liquid LLW output streams that are pumped away in two small diameter (typically 3 cm o.d.) pipes. The SIPS concept appears attractive for pretreating high level wastes, since it would: (1) process waste in-situ in the tanks, (2) be cheaper and more reliable than a larger centralized facility, (3) be quickly demonstrable at full scale, (4) have less technical risk, (5) avoid having to transfer unstable slurries for long distances, and (6) be simple to decommission and dispose of. Further investigation of the SIPS concept appears desirable, including experimental testing and development of subscale demonstration units.

    Purpose: To develop a cone-beam computed tomography (CT)-enabled one-step simulation-to-treatment process for the treatment of bone metastases. Methods and Materials: A three-phase prospective study was conducted. Patients requiring palliative radiotherapy to the spine, mediastinum, or abdomen/pelvis suitable for treatment with simple beam geometry ({<=}2 beams) were accrued. Phase A established the accuracy of cone-beam CT images for the purpose of gross tumor target volume (GTV) definition. Phase B evaluated the feasibility of implementing the cone-beam CT-enabled planning process at the treatment unit. Phase C evaluated the online cone-beam CT-enabled process for the planning and treatment of patients requiring radiotherapy for bone metastases. Results: Eighty-four patients participated in this study. Phase A (n = 9) established the adequacy of cone-beam CT images for target definition. Phase B (n = 45) established the quality of treatment plans to be adequate for clinical implementation for bone metastases. When the process was applied clinically in bone metastases (Phase C), the degree of overlap between planning computed tomography (PCT) and cone-beam CT for GTV and between PCT and cone-beam CT for treatment field was 82% {+-} 11% and 97% {+-} 4%, respectively. The oncologist's decision to accept the plan under a time-pressured environment remained of high quality, with the cone-beam CT-generated treatment plan delivering at least 90% of the prescribed dose to 100% {+-} 0% of the cone-beam CT planning target volume (PTV). With the assumption that the PCT PTV is the gold-standard target, the cone-beam CT-generated treatment plan delivered at least 90% and at least 95% of dose to 98% {+-} 2% and 97% {+-} 5% of the PCT PTV, respectively. The mean time for the online planning and treatment process was 32.7 {+-} 4.0 minutes. Patient satisfaction was high, with a trend for superior satisfaction with the cone-beam CT-enabled process.     The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    For nearly one decade, the German political and research-agenda has been to a large extent determined by the ongoing question of how to limit the expansion of settlement areas around cities in order to preserve natural resources, make settlement growth more sustainable and to strengthen the re-use of existing inner-urban areas (see a.o. Koetter et al. 2009a, 2010; Schetke et al. 2009, 2010b). What is already under discussion within the international literature are the recommendations of the German Council for Sustainability to quantitatively reduce the daily greenfield consumption from the current rate of over 100 ha per day to a rate of 30 ha per day in 2020 and to bring urban infill development up to a ratio of 3:1 with greenfield development (German Council for Sustainability, 2004).). This paper addresses the added value beyond those abstract political targets and presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites to evaluate their sustainability and resource efficiency. MCA development and its incorporation into a Decision Support System (DSS) were accomplished by utilising a stakeholder-driven approach. The resulting tool can be applied in preparing and revising land-use plans. The paper presents the concept and the development process of the MCA-DSS. Test runs with planners prove that the evaluation of potential housing sites using individually weighted environmental indicators helps to identify those strategies of housing development that accord most closely with sustainability goals.     Oak Ridge National Laboratory (ORNL) was contracted by the Naval Energy and Environmental Support Activity (NEESA) to analyze the wastewater problems at a Naval Ordnance Station (NOS) plating shop in the eastern United States to recommend innovative wastewater treatment technologies for handling those problems and to implement the recommended treatment technology. Hexavalent chromium was identified as the major problem area at NOS. Water conservation measures were recommended which would reduce the volume of chromium-contaminated wastewater from approximately 300 L/min to approximately 20 L/min. A treatment scheme consisting of RO followed by evaporation of the RO concentrate steam was recommended. Paint-stripping operations at NOS potentially contaminate the wastewater with phenol, trichloroethane, and possibly other organics. However, the need for a treatment unit for removal of organics could not be established due to a lack of organic analytical data. A characterization study was therefore recommended for the NOS plating shop. If treatment for organics is necessary, the treatment unit might include two-stage filtration for removal of paint flakes or other solids, air stripping for removal of volatile organics, and carbon adsorption for removal of residual organics. 7 refs., 6 figs., 3 tabs.

    As a result of the U.S. weapons production program, there are now hundreds of large tanks containing highly radioactive wastes. Safe disposal of these wastes requires their processing and separations into a small volume of highly radioactive waste (HLW) and a much larger volume of low-level waste (LLW). The HLW waste would then be vitrified and transported to a geologic repository. To date, the principal approach proposed for the separation envisions a large, centralized process facility. The small in-tank processing system (SIPS) is a proposed new, small modular concept for the in-tank processing and separation of wastes into HLW and LLW output streams suitable for vitrification. Instead of pumping the retrieved tank wastes as a solid/liquid slurry over long distances to a centralized process facility, SIPS would employ a small process module, typically {approximately}1 m in diameter and 4 m long, which would be inserted into the tank. Over a period of {approx} 6 months, the module would process the solid/liquid materials in the tank, producing separated liquid HLW and liquid LLW output streams that are pumped away in two small-diameter ({approx}3-cm outside diameter) pipes. The SIPS module would be serviced by five auxiliary small pipes - a water feed pipe, a water feed pipe containing micron-size ferromagnetic particles, a nitric acid ({approx}3 M) feed pipe, and input/out pipes to hydraulically load/unload ion exchange beads.

    Purpose: Failure to model the treatment couch during VMAT QA planar dose calculation may Result in discrepancies between measured and calculated dose. These discrepancies are due to beam attenuation by the treatment couch that is not included in dose calculation. This work evaluates effects of accounting for this attenuation on patient specific VMAT QA results using an in-house created Varian Exact couch model in Pinnacl Methods: Patient specific VMAT QA results for 13 Pinnacle SmartArc plans generated for treatment on a Varian iX accelerator were studied. These plans included 3 treatment sites (7 H'N, 5 brain, 1 prostate). A Pinnacle model for Varian Exact couch was created in-house to replace the CT simulator couch. Composite arc planar doses were calculated with no couch present (NC) and with the Exact couch model (CM) in place for each plan. QA measurements were taken using IBA Matrixx Evolution ion chamber array set up in IBA MultiCube and were compared to each planar dose. Gamma passing criteria of both 3%/3mm and 2%/2mm tolerances were used. Results: Over all treatment sites, increases in gamma passing rates from NC to CM ranged from -0.4% to +27.3% at 3%/3mm and +0.1% to +30.5% at 2%/2mm. Mean increases in passing rates were +3.7% and +5.3% for 3%/3mm and 2%/2mm tolerances, respectively. Site-specific mean increases (NC to CM) in gamma passing rates were +4.4%, +3.4%, +0.4% (3%/3mm tolerance) and +6.9%, +3.7%, and +2.9% at (2%/2mm tolerance) for H'N, brain, and prostate, respectively. Conclusion: Results support use of a couch model when generating planar dose for patient specific VMAT QA analysis. The improvements were most noticeable at 2%/2mm tolerance and for the H'N and brain sites. Eliminating treatment couch beam attenuation as a source of discrepancy in QA measurements may improve the ability to recognize otherwise masked delivered dose errors.

    Cleanup and closure of DOE's Rocky Flats Site in Colorado, which was placed on the CERCLA National Priority List in 1989, was accomplished under CERCLA, RCRA, and the Colorado Hazardous Waste Act (CHWA). The physical cleanup work was completed in late 2005 and all buildings and other structures that composed the Rocky Flats industrial complex were removed from the surface, but remnants remain in the subsurface. Other remaining features include two landfills closed in place with covers, four groundwater treatment systems, and surface water and groundwater monitoring systems. Under the 2006 Corrective Action Decision/Record of Decision for Rocky Flats Plant (US DOE) Peripheral Operable Unit and the Central Operable Unit (CAD/ROD), the response actions selected for the Central Operable Unit (OU) are institutional controls (ICs), physical controls, and continued monitoring and maintenance. The objectives of these ICs were to prevent unacceptable exposure to remaining subsurface contamination and to prevent contaminants from mobilizing to surface water and to prevent interfering with the proper functioning of the engineered components of the remedy. An amendment in 2011 of the 2006 CAD/ROD clarified the ICs to prevent misinterpretation that would prohibit work to manage and maintain the Central OU property. The 2011 amendment incorporated a protocol for a Soil Disturbance Review Plan for work subject to ICs that requires approval from the State and public notification by DOE prior to conducting approved soil-disturbing work.   16. Development of a Geographic Information System Based Dust Dispersion Modeling System For Use In the Planning and Implementation of Military Training Exercises

    Military maneuvers and training exercises are essential for national and world defense. These maneuvers must however be performed in a manner that will have a minimal effect on the environment and local civilians. As residential areas continue to develop near military sites, possible impacts from military traffic and exercises to these areas begin to become of greater concern. Concerns facing the military include the effects of particulate air quality and atmospheric dust dispersion caused by such maneuvers. To aid the Department of Defense with this problem, Pacific Northwest National Laboratory proposed a plan to develop, document and test a modeling system for use in dust dispersion reduction and management near government sites. To accomplish this task a user interface was developed that would be user friendly yet sophisticated enough to accommodate the needs of the client. One such need is to integrate a geographic information system (GIS) with the dust dispersion modeling software. This allows the user to enter the point, area, or line source required for the model runs. Incorporating the GIS with the software will also allow the user to view plume rise and expansion over actual data maps of the desired site. Data collected during previous field studies will be used to verify the results generated by the dust dispersion models. Thus utilizing historical, current, and user defined data, near real-time dust dispersion models will be able to aid in estimating and minimizing the effects of military exercises on the environment and nonmilitary personnel.

Implicit in this statement is a commitment to provide native subsistence resources in the present and near future as well as the long-term by employing all the mitigation and conservation measures available to them. The development of this Habitat Protection Plan is intended to provide additional planning level guidance as the implementation of conservation measures moves forward. The purpose of this plan is to develop a systematic approach to habitat restoration that will ultimately lead to self-perpetuating, harvestable populations of native fish, wildlife and botanical species. Specifically, it is our intention to apply the principles and analyses presented in this plan to prioritize future restoration efforts that receive funding under the Northwest Power Planning Council's Resident Fish and Wildlife Mitigation Programs. Using an ecosystem restoration approach based on landscape ecology concepts (Primack 1993), the basic premise of the plan is to (1) protect functioning habitat conditions and (2) restore degraded habitat conditions. This plan focuses on habitat conditions at the watershed scale (macrohabitat) rather than on the needs of single species and/or species guilds. By focusing restoration efforts at a macrohabitat level, restoration efforts target all native species inhabiting that area. This approach marks a paradigm shift that emphasizes ecological based restoration rather than species-specific restoration. Traditionally, fish managers and wildlife managers have approached restoration independently, often dedicating resources to a single species by focusing on specific habitat types on a small spatial scale (microhabitat) (Robinson and Bolen 1989, Marcot et al. 2002). This management technique has done little to curb declines despite large budgets (Pianka 1994). Restoration on a landscape level has shown promising results (Holling 1992) and many riparian and wetland restoration projects throughout the northwest have

    Westslope cutthroat trout (Oncorhynchus clarki lewisi) and bull trout (Salvelinus confluentus) are currently of special concern regionally and are important to the culture and subsistence needs of the Coeur d'Alene Tribe. The mission of the Coeur d'Alene Tribe Fisheries Program is to restore and maintain these native trout and the habitats that sustain them in order to provide subsistence harvest and recreational fishing opportunities for the Reservation community. The adfluvial life history strategy exhibited by westslope cutthroat and bull trout in the Lake Coeur d'Alene subbasin makes these fish susceptible to habitat degradation and competition in both lake and stream environments. Degraded habitat in Lake Coeur d'Alene and its associated streams and the introduction of exotic species has lead to the decline of westslope cutthroat and listing of bull trout under the endangered species act (Peters et al. 1998). Despite the effects of habitat degradation, several streams on the Reservation still maintain populations of westslope cutthroat trout, albeit in a suppressed condition (Table 1). The results of several early studies looking at fish population status and habitat condition on the Reservation (Graves et al. 1990; Lillengreen et al. 1993, 1996) lead the Tribe to aggressively pursue funding for habitat restoration under the Northwest Power Planning Council's (NWPPC) resident fish substitution program. Through these efforts, habitat restoration needs were identified and projects were initiated. The Coeur d'Alene Tribe Fisheries Program is currently involved in implementing stream habitat restoration projects, reducing the transport of sediment from upland sources, and monitoring fish populations in four watersheds on the Coeur d'Alene Reservation (Figure 1). Restoration projects have included riparian plantings, addition of large woody debris to streams, and complete channel reconstruction to restore historical natural channel forms.     The Oak Ridge Y-12 National Security Complex (Y-12), managed by BWXT, is submitting this Continuous Emissions Monitoring System (CEMS) Monitoring Plan in conformance with the requirements of Title 40 of the U.S. Code of Federal Regulations (CFR) Part 75. The state of Tennessee identified the Y-12 Steam Plant in Oak Ridge, Tennessee, as a non-electrical generation unit (EGU) nitrogen oxides (NO{sub x}) budget source as a result of the NO{sub x} State Implementation Plan (SIP) under the Tennessee Department of Environment and Conservation (TDEC) Rule 1200-3-27. Following this introduction, the monitoring plan contains the following sections: CEMS details, NO{sub x} emissions, and quality assurance (QA)/quality control (QC). The following information is included in the attachments: fuel and flue gas diagram, system layout, data flow diagrams, Electronic Monitoring Plan printouts, vendor information on coal and natural gas feed systems, and the Certification Test Protocol. The Y-12 Steam Plant consists of four Wickes boilers. Each is rated at a maximum heat input capacity of 296.8 MMBtu/hour or 250,000 lb/hour of 250-psig steam. Although pulverized coal is the principal fuel, each of the units can fire natural gas or a combination of coal and gas. Each unit is equipped with a Joy Manufacturing Company reverse air baghouse to control particulate emissions. Flue gases travel out of the baghouse, through an induced draft fan, then to one of two stacks. Boilers 1 and 2 exhaust through Stack 1. Boilers 3 and 4 exhaust through Stack 2. A dedicated CEMS will be installed in the ductwork of each boiler, downstream of the baghouse. The CEMS will be designed, built, installed, and started up by URS Group, Inc. (URS). Data acquisition and handling will be accomplished using a data acquisition and handling system (DAHS) designed, built, and programmed by Environmental Systems Corporation (ESC).     The purpose of this document is to present design specifications and an implementation schedule for the development and implementation of Risk Based Data Management Systems (RBDMS`s) in the states of Alaska, Mississippi, Montana, and Nebraska. The document presents detailed design information including a description of the system database structure, data dictionary, data entry and inquiry screen layouts, specifications for standard reports that will be produced by the system, functions and capabilities (including environmental risk analyses), And table relationships for each database table within the system. This design information provides a comprehensive blueprint of the system to be developed and presents the necessary detailed information for system development and implementation. A proposed schedule for development and implementation also is presented. The schedule presents timeframes for the development of system modules, training, implementation, and providing assistance to the states with data conversion from existing systems. However, the schedule will vary depending upon the timing of funding allocations from the United States Department of Energy (DOE) for the development and implementation phase of the project.
