The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment.     TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

    Implementing any new business software can be an intimidating prospect and this paper is intended to offer some insight in to how to approach this challenge with some fundamental rules for success. Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Finally, detail on the functionality available in Oracle Accrual Plans will be described, as well as the detailed setups.that were utilized at LANL.

    This is an implementation plan for an energy emergency assistance program that would provide a check, an energy emergency assistance payment, to all individual Americans whom Congress determined to be eligible for participation. Using a relatively modest number of already available lists, it would be possible to get checks sent to essentially every non-minor individual who is currently working, unemployed, retired, disabled, or receiving AFDC. The system presented accounts for essentially 100% of the over-18 population of the US. The author believes that the checks can all have been mailed out to eligible individuals within three months (or sooner) of the decision to proceed with the program at the time of an emergency - with, of course, many eligible individuals receiving thier checks much earlier than that.

    Formal sitewide environmental planning at the . Savannah River Site (SRS) began in 1986 with the development and adoption of the Strategic Environmental Plan. The Strategic Environmental Plan describes the philosophy, policy, and overall program direction of environmental programs for the operation of the SRS. The Strategic Environmental Plan (Volume 2) provided the basis for development of the Environmental Implementation Plan (EIP). The EIP is the detailed, comprehensive environmental master plan for operating contractor organizations at the SRS. The EIP provides a process to ensure that all environmental requirements and obligations are being met by setting specific measurable goals and objectives and strategies for implementation. The plan is the basis for justification of site manpower and funding requests for environmental projects and programs over a five-year planning period.

    In April 1985, the US Department of Energy's (DOE's) Office of Fusion Energy commissioned the Technical Planning Activity (TPA). The purpose of this activity was to develop a technical planning methodology and prepare technical plans in support of the strategic and policy framework of the Magnetic Fusion Program Plan issued by DOE in February 1985. Although this report represents the views of only the US magnetic fusion community, it is international in scope in the sense that the technical plans contained herein describe the full scope of the tasks that are prerequisites for the commercialization of fusion energy. The TPA has developed a well-structured methodology that includes detailed definitions of technical issues, definitions of program areas and elements, statements of research and development objectives, identification of key decision points and milestones, and descriptions of facility requirements.

    Forest County Potawatomi Community (the “Community”) sought and obtained Community Renewable Energy Deployment funding from the Department of Energy to evaluate and implement a diverse number of renewable energy technologies throughout its lands held in trust or owned in fee simple in Forest County and Milwaukee County (the “Project”). The technologies and sites evolved during the Project, ultimately leading to the investigation of biomass and solar projects on the Community’s reservation in Forest County, as well as the investigation and eventual deployment of a solar project and an anaerobic digestion and biogas project on Community lands in Milwaukee.

    In March 1998, the 327 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the U.S. Department of Energy, Richland Operations Office (DOE-E) for implementation by B and W Hanford Company (BWC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in five areas and provided nine recommendations (11 items) to bring the 327 Building into compliance. A status is provided for each recommendation in this document. BWHC will use this Implementation Plan to bring the 327 Building and its operation into compliance with DOE Order 5480.7A and IUD 5480.7.

    In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480.7A. Additionally, one observation was provided. To date, four of the recommendations and the one observation have been completed. Actions identified for seven of the recommendations are currently in progress. Exemption requests will be transmitted to DOE-RL for three of the recommendations. Six of the recommendations are related to future shut down activities of the facility and the corrective actions are not being addressed as part of this plan. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process. Major Life Safety Code concerns have been corrected. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. BVMC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

    The Environmental Restoration (ER) Program requirements for implementation of DOE Order 5700.6C are identified in the Environmental Restoration Quality Program Plan, (QPP). Management systems necessary to implement the ER QPP consist of the necessary standards and procedures required to be developed to adequately control ER processes. To the extent possible, Martin Marietta Energy Systems, Inc., standards and procedures will be utilized at the ER Program level, and requirements will not be repeated. The quality management systems identified for enhancement or development are identified in the section on Procedure Development Strategy and directly relate to unique ER Program activities. Procedures and standards that currently exist in the ER Program will be validated for compliance with ER QPP requirements.

The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480 7A. Additionally, one observation was provided. A status is provided for each recommendation in this document. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process BWHC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480 7A and RLID 5480.7.

The completed actions address combustible loading requirements associated with the operation of the cells and support areas. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. B and WHC will use this Implementation Plan to bring the 327 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

    After more than a decade from the publication of the European Directive 2001/42/CE (Directive) on Strategic Environmental Assessment (SEA), the design and construction of the interested spatial planning instruments has gone through a variety of changes and integrations in European and in world states. This inhomogeneous panorama can be explained with a pattern of institutional structures that have so far affected the implementation of the Directive. The aim of this paper is to investigate the level of implementation of the Directive in Italy by developing a comparative analysis of the quality of integration of SEA within the design of the spatial coordination plan of a set of Italian provinces. Italian practice is analyzed in the framework of a comparative study of worldwide SEA implementation within spatial and land use planning. The results reveal strengths and weaknesses in SEA implementation at the provincial level and, in particular, the emergence of critical areas of research concerning institutional context, public participation, monitoring, and observatory of the spatial transformations. -- Highlights: This is a comparative analysis of SEA in strategic spatial planning in Italy. The adhesion of Provinces to the study is remarkable. SEA implementation and integration into spatial planning is still moderate. Participation via consultations should be more widespread. Monitoring and institution of observatories are still in an infancy stage.

Implementation of the CLUP would begin a more detailed planning process for land-use and facility-use decisions at the Hanford Site. The DOE would use the CLUP to screen proposals. Eventually, management of Hanford Site areas would move toward the CLUP land-use goals. This CLUP process could take more than 50 years to fully achieve the land-use goals.

WHC-SD-WM-CM-009, Design Reconstitution Program Plan for Waste Tank Farms and 242-A Evaporator of Tank Waste Remediation System, is the TWRS plan for meeting DOE-STD-1073 design reconstitution requirements. The design reconstitution plan is complex requiring significant time and effort for implementation. In order to control costs, and integrate the work into other TWRS activities, a Design Reconstitution Implementation Action Plan (DR IAP) will be developed, and approved by those organizations having ownership or functional interest in this activity.

There are two sections and an appendix in this document. Section 1 is background information that guided its formulation and a summary of the Oil Program Implementation Plan. This summary includes mission statements, major program drivers, oil issues and trends, budget issues, customers/stakeholders, technology transfer, measures of program effectiveness, and benefits. Section 2 contains more detailed program descriptions for the eight technical areas and the NIPER infrastructure. The eight technical areas are reservoir characterization; extraction research; exploration, drilling, and risk-based decision management; analysis and planning; technology transfer; field demonstration projects; oil downstream operations; and environmental research. The University of California (UC or the University) is the lead agency for this EIR, which examines the overall effects of implementation of the proposed 2006 Long Range Development Plan (LRDP; also referred to herein as the 'project' for purposes of CEQA) for Lawrence Berkeley National Laboratory (LBNL; also referred to as 'Berkeley Lab,' 'the Laboratory,' or 'the Lab' in this document). An LRDP is a land use plan that guides overall development of a site. The Lab serves as a special research campus operated by the University employees, but it is owned and financed by the federal government and as such it is distinct from the UC-owned Berkeley Campus. As a campus operated by the University of California, the Laboratory is required to prepare an EIR for an LRDP when one is prepared or updated pursuant to Public Resources Code Section 21080.09. The adoption of an LRDP does not constitute a commitment to, or final decision to implement, any specific project, construction schedule, or funding priority.     This is the first revision of the Quality AssurancePlan/Implementation Plan (QAP/IP) for nuclear facilities managedand operated by the Westinghouse Hanford Company (WHC).Development of the initial IP required review of the WHC qualityassurance program to the requirements of the 10 CFR 830.120, andcompletion of initial baseline assessments against the QAP toverify implementation of the program. Each WHC-managed nuclearfacility provided a stand-alone section to the QAP/IP, describingits mission and life-cycle status. WHC support organizationsalso performed assessments for their lead areas, and providedinputs to a separate stand-alone section with the initialbaseline assessment results. In this first revision, the initialbaseline matrixes for those facilities found to be in compliancewith the QAP have been removed. Tank Waste Remediation System(TWRS) and K Basins have modified their baseline matrixes to showcompletion of action items to date. With the followingexceptions, the WHC-managed nuclear facilities and their supportorganizations were found to have implemented QA programs thatsatisfy the requirements of 10 CFR 830.120. TWRS identifiedImplementation Plan Action Items having to do with: generationand revision of as-built drawings; updating TWRS organizationaland program documents; tracking the condition/age ofmaterials/equipment; and reconstitution of design bases forexisting, active facilities. No incremental funding needs wereidentified for FY95. For FY97, TWRS identified incrementalfunding in the amount of $65,000 for as-built drawings, and$100,000 for tracking the age/condition of materials/equipment.The K Basin Fuel Storage Facility identified Implementation PlanAction Items having to do with: training; updating procedures;establishing configuration management; reconstituting designbases; and providing darwings; and developing integrated,resource-loaded schedules. At the Idaho National Laboratory Site, Comprehensive Environmental Response, Compensation, and Liability Act (CERLA) long-term stewardship activities performed under the aegis of regulatory agreements, the Federal Facility Agreement and Consent Order for the Idaho National Laboratory, and state and federal requirements are administered primarily under the direction of the Idaho Cleanup Project. It represents a subset of all on-going environmental activity at the Idaho National Laboratory Site. This plan provides a listing of applicable CERCLA long-term stewardship requirements and their planned and completed implementation goals. It proffers the Long-Term Stewardship Environmental Data Warehouse for Sitewide management of environmental data. This plan will be updated as needed over time, based on input from the U.S. Department of Energy, its cognizant subcontractors, and other local and regional stakeholders.

The FFTF is a research and test reactor located near Richland, Washington, and is operated under contract for the DOE by the B&W Hanford Company (BWHC). The intent of this Maintenance Implementation Plan (MIP) is to describe the manner in which the activities of the maintenance function are executed and controlled at the FFTF and how this compares to the requirements of DOE 4330.4B. The MIP ii a living document that is updated through a Facility Maintenance Self- Assessment Program. During the continuing self-assessment program, any discrepancies found are resolved to meet DOE 4330.4B requirements and existing practices. The philosophy of maintenance management at the FFTF is also describe within this MIP. This MIP has been developed based on information obtained from various sources including the following: * A continuing self-assessment against the requirements of the Conduct of Maintenance Order * In-depth reviews conducted by the members of the task team that assembled this MIP * Inputs from routine audits and appraisals conducted at the facility The information from these sources is used to identify those areas in which improvements could be made in the manner in which the facility conducts maintenance activities. The action items identified in Rev. 1 of the MIP have been completed. The MIP is arranged in six sections. Section I is this Executive Summary. Section 2 describes the facility and its 0683 history. Section 3 describes the philosophy of the graded approach and how it is applied at FFTF. Section 3 also discusses the strategy and the basis for the prioritizing resources.     The Quality Assurance Project Plan (QAPjP) has been prepared for waste characterization activities to be conducted by the Transuranic (TRU) Project at the Hanford Site to meet requirements set forth in the Waste Isolation Pilot Plan (WIPP) Hazardous Waste Facility Permit, 4890139088-TSDF, Attachment B, including Attachments B1 through B6 (WAP) (DOE, 1999a). The QAPjP describes the waste characterization requirements and includes test methods, details of planned waste sampling and analysis, and a description of the waste characterization and verification process. In addition, the QAPjP includes a description of the quality assurance/quality control (QA/QC) requirements for the waste characterization program. Before TRU waste is shipped to the WIPP site by the TRU Project, all applicable requirements of the QAPjP shall be implemented. Additional requirements necessary for transportation to waste disposal at WIPP can be found in the ''Quality Assurance Program Document'' (DOE 1999b) and HNF-2600, ''Hanford Site Transuranic Waste Certification Plan.'' TRU mixed waste contains both TRU radioactive and hazardous components, as defined in the WLPP-WAP. The waste is designated and separately packaged as either contact-handled (CH) or remote-handled (RH), based on the radiological dose rate at the surface of the waste container. RH TRU wastes are not currently shipped to the WIPP facility.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project Technical Assistance contractor (TAC) Quality Assurance Implementation Plan (QAIP) outlines the primary requirements for integrating quality functions for TAC technical activities applied to the surface and ground water phases of the UMTRA Project. The QAIP is subordinate to the latest issue of the UMTRA Project TAC Quality Assurance Program Plan (QAPP) (DOE, 1993a), which was developed using US Department of Energy (DOE) Order 5700.6C quality assurance (QA) criteria. The QAIP addresses technical aspects of the TAC UMTRA Project surface and ground water programs. All QA issues in the QAIP shall comply with requirements contained in the TAC QAPP (DOE, 1933a). Because industry standards for data acquisition and data control are not addressed in DOE Order 5700.6C, the QAIP has been formatted to the 14 US Environmental Protection Agency (EPA) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) QA requirements. DOE Order 5700.6C criteria that are not contained in the CERCLA requirements are added to the QAIP as additional requirements in Sections 15.0 through 18.0. Project documents that contain CERCLA requirements and 5700.6 criteria shall be referenced in this document to avoid duplication. Referenced documents are not included in this QAIP but are available through the UMTRA Project Document Control Center.

    The Waste Receiving and Processing Module 1 (WRAP 1) will be used to receive, sample, treat, and ship contact-handled (CH) transuranic (TRU), low-level waste (LLW), and low-level mixed waste (LLMW) to storage and disposal sites both on the Hanford site and off-site. The primary mission of WRAP 1 is to characterize and certify CH waste in 55-gallon and 85-gallon drums; and its secondary function is to certify CH waste standard waste boxes (SWB) and boxes of similar size for disposal. The WRAP 1 will provide the capability for examination (including x-ray, visual, and contents sampling), limited treatment, repackaging, and certification of CH suspect-TRU waste in 55-gallon drums retrieved from storage, as well as newly generated CH LLW and CH TRU waste drums. The WRAP 1 will also provide examination (X-ray and visual only) and certification of CH LLW and CH TRU waste in small boxes. The decision to perform an Operational Readiness Review (ORR) was made in accordance with WHC-CM-5-34, Solid Waste Disposal Operations Administration, Section 1.4, Operational Readiness Activities. The ORR will ensure plant and equipment readiness, management and personnel readiness, and management programs readiness for the initial startup of the facility. This implementation plan is provided for defining the conduct of the WHC ORR.

    The Draft Biological Opinion on Operation of the Federal Columbia River Power System calls for the development of 1- and 5-year implementation plans. These plans will provide the roadmap for planning and subsequent implementation of actions intended to meet specific performance standards (i.e., biological objectives) in a timely manner. To develop implementation plans the key tasks and sequences of steps must be determined. Those responsible for specific tasks must be identified and they must understand what they need to do. There must be assurances that the resources (human, physical, and fiscal) to complete the tasks are available. Motivation and incentive systems should be set up. Systems to coordinate efforts and guide activity must be devised and installed. An information management system must be designed to manage and analyze data and ensure that appropriate data are collected. This will aid managers in assessing whether individual activities or actions are tracking with stated goals and objectives. Training programs to improve managerial and worker capability in making and implementing plans should be designed. Managerial leadership to guide the efforts of all individuals in achieving the goals of the anadromous and resident fish recovery must be developed. It is the entire process of managing fish recovery in relationship to the Biological Opinion that will guide, coordinate, motivate, and control work and determine the effectiveness and efficiency of plan implementation.

    This document presents a reconciliation of the lessons learned during a 2010 comprehensive evaluation of pertinent lessons learned from past and present high temperature gas-cooled reactors that apply to the Next Generation Nuclear Plant Project along with current and planned activities. The data used are from the latest Idaho National Laboratory research and development plans, the conceptual design report from General Atomics, and the pebble bed reactor technology readiness study from AREVA. Only those lessons related to the structures, systems, and components of the Next Generation Nuclear Plant (NGNP), as documented in the recently updated lessons learned report are addressed. These reconciliations are ordered according to plant area, followed by the affected system, subsystem, or component; lesson learned; and finally an NGNP implementation statement. This report (1) provides cross references to the original lessons learned document, (2) describes the lesson learned, (3) provides the current NGNP implementation status with design data needs associated with the lesson learned, (4) identifies the research and development being performed related to the lesson learned, and (5) summarizes with a status of how the lesson learned has been addressed by the NGNP Project.

The U.S. fuel cycle is a once through fuel cycle involving the direct disposal of UNF, as spent nuclear fuel, in a geologic repository (previously identified at Yucca Mountain, Nevada), following at most a few decades of storage (wet and dry). The geology at Yucca Mountain, unsaturated tuff, is unique among all countries investigating the disposal of UNF and HLW. The decision by the U.S. Department of Energy to no longer pursue the disposal of UNF at Yucca Mountain and possibly utilize very long term storage (approaching 100 years or more) while evaluating future fuel cycle alternatives for managing UNF, presents a different UNF and HLW management R&D portfolio that has been pursued in the U.S. In addition, the research and development activities managed by OCRWM have been transferred to DOE-NE. This requires a reconsideration of how the UFDC will engage in cooperative and collaborative activities with other countries. This report presents the UFDC implementation plan for international activities. The DOE Office of Civilian Radioactive Waste Management (OCRWM) has cooperated and collaborated with other countries in many different 'arenas' including the Nuclear Energy Agency (NEA) within the Organization for Economic Co-operation and Development (OECD), the International Atomic Energy Agency (IAEA), and through bilateral agreements with other countries. These international activities benefited OCRWM through the acquisition and exchange of information, database development, and peer reviews by experts from other countries. DOE-NE cooperates and collaborates with other countries in similar 'arenas' with similar objectives and realizing similar benefits. However the DOE-NE focus has not typically been in the area of UNF and HLW management. This report will first summarize these recent cooperative and collaborative activities.     Two distinct yet closely related waste remediation projects are finally underway in Canada under the Port Hope Area Initiative (PHAI) which aims to clean up 1.7 million cubic metres (m{sup 3}) of low-level radioactive waste (LLRW) arising from 60 years of uranium and radium operations. Under the PHAI, the Port Hope Project and the smaller Port Granby Project will result in the consolidation of the LLRW within two highly engineered, above-ground mounds, to be constructed within the municipalities of Port Hope and Clarington. These projects will fulfill the federal government commitment to the safe, long-term management of the LLRW, as set out in the legal agreement signed by the government and the host municipalities in 2001. The federal authorization to commence PHAI Remediation and Construction Phase 2 was received in late 2011 and several enabling infrastructure construction and radiological survey contracts were awarded in 2012. The contracts to remediate the waste sites and construct the new engineered mounds will be tendered in 2013. At the end of Phase 2, environmental risks will be substantially mitigated, land development restrictions lifted, and an honourable legacy left for future generations. (authors)

    This document presents a framework for discussing issues and building consensus towards use of fire modeling and risk technology in nuclear power plant fire protection program implementation. The plan describes a three-phase approach: development of core technologies, implementation of methods, and finally, case studies and pilot applications to verify viability of such methods. The core technologies are defined as fire modeling, fire and system tests, use of operational data, and system and risk techniques. The implementation phase addresses the programmatic issues involved in implementing a risk-informed/performance-based approach in an integrated approach with risk/performance measures. The programmatic elements include: (1) a relationship with fire codes and standards development as defined by the ongoing effort of NFPA for development of performance-based standards; (2) the ability for NRC to undertake inspection and enforcement; and (3) the benefit to utilities in terms of cost versus safety. The case studies are intended to demonstrate applicability of single issue resolution while pilot applications are intended to check the applicability of the integrated program as a whole.

    This plan provides the technical basis and associated protocols to support Phase 1 final status survey (FSS) data collection and interpretation as part of the West Valley Demonstration Project Phase 1 Decommissioning Plan process. This plan is consistent with the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM). The Phase 1 Decommissioning Plan provides the relevant derived concentration guideline levels (DCGLs) for the Phase 1 radionuclides of interest. This plan includes protocols that will be applied to the deep excavations planned for Waste Management Area (WMA) 1 and WMA 2, for surface soils outside the WMA 1 and WMA 2 excavations that do not have contamination impacts at depths greater than one meter, and for areas that are used for Phase 1 contaminated soil lay-down purposes. All excavated and lay-down areas will be classified as MARSSIM Class 1 areas. Surface soils that have not been excavated, are not expected to exceed DCGLs, and do not have contamination impacts at depths greater than one meter will be divided into either Class 1 or Class 2 areas depending on the expected potential for surface soil contamination in those areas. The plan uses gamma scans combined with biased soil samples to address DCGLemc concerns. The plan uses systematic soil sampling combined with area factors to address DCGLw and DCGLemc concerns. The Sign test will be used to statistically evaluate DCGLw compliance. If the results from the characterization sampling and analysis plan (CSAP) data collection indicate that background may be a significant issue for Sign test implementation, the Wilcoxon rank sum (WRS) test will be used instead to demonstrate DCGLw compliance. A reference area will be selected on the basis of CSAP data results if the WRS test becomes a necessity. The WMA 1 excavation footprint includes approximately 476 foundation pilings that will be trimmed and left in place. Piling-specific systematic and biased sampling will be conducted to

This paper presents the results of an evaluation of the implementation of the outcomes of environmental review, specifically mitigation measures designed to respond to environmental impacts identified in the environmental impact analysis. Drawing on previous evaluations of environmental review outcomes and plan implementation, the research provides a methodology for evaluating the implementation of mitigation efforts, points to the challenges associated with implementing the mitigation outcomes of local environmental review in planning and development processes, and identifies opportunities to integrate planning and environmental review processes.

    This Work Plan outlines the scope of work for a program of twice yearly groundwater monitoring at Morrill, Kansas (Figure 1.1). The purposes of this monitoring program are to follow changes in plume dynamics and to collect data necessary to evaluate the suitability of monitored natural attenuation as a remedial option, under the requirements of Kansas Department of Health and Environment (KDHE) Policy No.BER-RS-042. This monitoring program is planned for a minimum of 2 yr. The planned monitoring activity is part of an investigation at Morrill being performed on behalf of the Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), by the Environmental Research Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by the University of Chicago for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an interagency agreement with DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities. Details and background for this Work Plan were presented previously (Argonne 2004, 2005). Argonne has also issued a Master Work Plan (Argonne 2002) that describes the general scope of and guidance for all investigations at former CCC/USDA facilities in Kansas. The Master Work Plan (approved by the KDHE) contains the materials common to investigations at all locations in Kansas. The purposes of this monitoring program are to follow changes in plume dynamics and to collect data necessary to evaluate the suitability of monitored natural attenuation as a remedial option, under the requirements of Kansas Department of Health and Environment (KDHE) Policy No.BER-RS-042. This monitoring program is planned for a minimum of 2 yr. The planned monitoring activity is part of an investigation at Centralia being performed on behalf of the Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), by the Environmental Research Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by the University of Chicago for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an interagency agreement with DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities.     The Agua Caliente Band of Cahuilla Indians was awarded a grant under the U.S. Department of Energy’s (“DOE”) Tribal Energy Program to develop a comprehensive Tribal energy plan. The grant, awarded under DOE’s First Steps program, supported the development of a strategic energy plan that integrates with the Tribe’s overall planning and economic development goals, and aligns with Tribal cultural, social, political, and spiritual values. The Tribe set out to incorporate its energy plan into (i) a broader economic development strategy developed by investigators at the University of California at Riverside, and (ii) the overarching goals for job-creation and wealth-creation that are held by both the Tribe and the surrounding Coachella Valley. With these wide-ranging objectives in mind, the Tribe and its consultant, Red Mountain Energy Partners, engaged in a phased approach to creating the strategic energy plan. As illustrated in Figure 1 below, the proposed approach involved both “serial” and “parallel” activities. The capacity-building component of this approach occurred throughout the duration of the project period.

    Large-scale evacuations from major cities during no-notice events - such as chemical or radiological attacks, hazardous material spills, or earthquakes - have an obvious impact on large regions rather than on just the directly affected area. The scope of impact includes the accommodation of emergency evacuation traffic throughout a very large area; the planning of resources to respond appropriately to the needs of the affected population; the placement of medical supplies and decontamination equipment; and the assessment and determination of primary escape routes, as well as routes for incoming emergency responders. Compared to events with advance notice, such as evacuations based on hurricanes approaching an affected area, the response to no-notice events relies exclusively on pre-planning and general regional emergency preparedness. Another unique issue is the lack of a full and immediate understanding of the underlying threats to the population, making it even more essential to gain extensive knowledge of the available resources, the chain of command, and established procedures. Given the size of the area affected, an advanced understanding of the regional transportation systems is essential to help with the planning for such events. The objectives of the work described here (carried out by Argonne National Laboratory) is the development of a multi-modal regional transportation model that allows for the analysis of different evacuation scenarios and emergency response strategies to build a wealth of knowledge that can be used to develop appropriate regional emergency response plans. The focus of this work is on the effects of no-notice evacuations on the regional transportation network, as well as the response of the transportation network to the sudden and unusual demand. The effects are dynamic in nature, with scenarios changing potentially from minute to minute. The response to a radiological or chemical hazard will be based on the time-delayed dispersion of

    In 1998, carbon tetrachloride was found above the maximum contaminant level (MCL) of 5 {micro}g/L in groundwater from one private livestock well at Sylvan Grove, Kansas, by the Kansas Department of Health and Environment (KDHE). The 1998 KDHE sampling was conducted under the U.S. Department of Agriculture (USDA) private well sampling program. The Commodity Credit Corporation (CCC), a USDA agency, operated a grain storage facility in Sylvan Grove from 1954 to1966. Carbon tetrachloride is the contaminant of primary concern at sites associated with former CCC/USDA grain storage operations. Sylvan Grove is located in western Lincoln County, approximately 60 mi west of Salina (Figure 1.1). To determine whether the former CCC/USDA facility at Sylvan Grove is a potential contaminant source and its possible relationship to the contamination in groundwater, the CCC/USDA has agreed to conduct an investigation, in accordance with the Intergovernmental Agreement between the KDHE and the Farm Service Agency (FSA) of the USDA. This Work Plan presents historical data related to previous investigations, grain storage operations, local private wells and public water supply (PWS) wells, and local geologic and hydrogeologic conditions at Sylvan Grove. The findings from a review of all available documents are discussed in Section 2. On the basis of the analyses of historical data, the following specific technical objectives are proposed for the site investigation at Sylvan Grove: (1) Evaluate the potential source of carbon tetrachloride at the former CCC/USDA facility; (2) Determine the relationship of potential contamination (if present) at the former CCC/USDA facility to contamination identified in 1998 in groundwater samples from one private well to the west; and (3) Delineate the extent of potential contamination associated with the former CCC/USDA facility.     This Work Plan outlines the scope of a targeted investigation to update the status of carbon tetrachloride contamination in groundwater associated with grain storage operations at Hilton, Kansas. The Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), operated a grain storage facility in Hilton during the 1950s and 1960s. At the time of the CCC/USDA operation in Hilton, grain storage facilities (CCC/USDA and private) were located along the both sides of the former Union Pacific railroad tracks (Figure 1.1). The main grain storage structures were on or near the railroad right-of-way. The proposed targeted investigation, to be conducted by Argonne National Laboratory on the behalf of CCC/USDA, will supplement Argonne's Phase I and Phase II investigations in 1996-1997. The earlier investigations erroneously focused on an area east of the railroad property where the CCC/USDA did not operate, specifically on a private grain storage facility. In addition, the investigation was limited in scope, because access to railroad property was denied (Argonne 1997a,b). The hydrogeologic system at Hilton is potentially complex.

    The Long-Range Deep Vadose Zone Program Plan was published in October 2010. It summarized the U.S. Department of Energy’s (DOE’s) state-of-knowledge about the contaminant remediation challenges facing the deep vadose zone (DVZ) beneath the Central Plateau of the Hanford Site and their approach to solving those challenges. Developing an implementation plan is the next step to address the knowledge and capabilities required to solve DVZ challenges when needed. This multi-year plan (FY-11 through FY-20) identifies the short to long-term research, management, and execution plans required to solve those problems facing the DVZ-Applied Field Research Center (DVZ-AFRC). The schedule supporting implementation overlies existing activities and milestones from Hanford’s DOE-Environmental Management (EM) end-user projects.     In today`s litigious society, it is important for both private parties and government to plan and conduct environmental investigations in a scientifically sound manner, documenting the purpose, methods, and results in a consistent fashion throughout the exercise. Planning documents are prepared during the initial phases of environmental investigations. Project objectives, including data quality requirements, specific work to be conducted to fulfill data needs, and operating procedures are specified. Regulatory agency approval of these documents is often required prior to plan implementation. These approvals are necessary and appropriate to fulfilling the agency`s mandated role. Many guidance documents prepared by regulatory agencies suggest the content and format of various scoping documents. These guidances help standardize thought processes and considerations in planning, and provide a template to ensure that both the plan and the proposed work will fulfill regulatory requirements. This work describes the preparation and use of guidance documents for planning environmental studies. The goals and some of the pitfalls of such documents are discussed. Guidance should include the following elements: the purpose of the guidance and a description of where it applies; the type of items to be addressed in planning; identification of requirements are applicable to all projects for which the guidance is intended; identification of requirements only applicable in certain situations; a description of items to facilitate planning; a suggested format for fulfilling requirements; example applications of the guidance. Disagreements arise between planners and reviewers/approvers when elements of guidance are used as leverage to require work not directly related to project objectives. Guidance may be inappropriately used as a milestone by which site-specific plans are judged. Regulatory agency review and approval may be regarded as a primary objective of the plan.

    EPRI is leading a project team to develop and implement the first five years of a Test Plan to collect data from a SNF dry storage system containing high burnup fuel.12 The Test Plan defined in this document outlines the data to be collected, and the storage system design, procedures, and licensing necessary to implement the Test Plan.13 The main goals of the proposed test are to provide confirmatory data14 for models, future SNF dry storage cask design, and to support license renewals and new licenses for ISFSIs. To provide data that is most relevant to high burnup fuel in dry storage, the design of the test storage system must mimic real conditions that high burnup SNF experiences during all stages of dry storage: loading, cask drying, inert gas backfilling, and transfer to the ISFSI for multi-year storage.15 Along with other optional modeling, SETs, and SSTs, the data collected in this Test Plan can be used to evaluate the integrity of dry storage systems and the high burnup fuel contained therein over many decades. It should be noted that the Test Plan described in this document discusses essential activities that go beyond the first five years of Test Plan implementation.16 The first five years of the Test Plan include activities up through loading the cask, initiating the data collection, and beginning the long-term storage period at the ISFSI. The Test Plan encompasses the overall project that includes activities that may not be completed until 15 or more years from now, including continued data collection, shipment of the Research Project Cask to a Fuel Examination Facility, opening the cask at the Fuel Examination Facility, and examining the high burnup fuel after the initial storage period.

    During transition from the Westinghouse Hanford Company (WHC) Management and Operations (M and O) contract to the Fluor Daniel Hanford (FDH) Management and Integration (M and I) contract, existing WHC policies, procedures, and manuals were reviewed to determine which to adopt on an interim basis. Both WHC-SP-1131,Hanford Quality Assurance Program and Implementation Plan, and WHC-CM-4-2, Quality Assurance Manual, were adopted; however, it was recognized that revisions were required to address the functions and responsibilities of the Project Hanford Management Contract (PHMC). This Quality Assurance Program Implementation Plan for Nuclear Facilities (HNF-SP-1228) supersedes the implementation portion of WHC-SP-1 13 1, Rev. 1. The revised Quality Assurance (QA) Program is documented in the Project Hanford Quality Assurance Program Description (QAPD), HNF-MP-599. That document replaces the QA Program in WHC-SP-1131, Rev. 1. The scope of this document is limited to documenting the nuclear facilities managed by FDH and its Major Subcontractors (MSCS) and the status of the implementation of 10 CFR 830.120, Quality Assurance Requirements, at those facilities.     The Pacific Northwest Electric Power Planning and Conservation Act of 1980 directed that measures be implemented to protect, mitigate, and enhance fish and wildlife to the extent affected by development and operation of hydropower projects on the Columbia River System. This Act created the Northwest Power Planning Council, which in turn developed the Columbia River Basin Fish and Wildlife Program. This program established a four-part process: wildlife mitigation status reports; wildlife impact assessments; wildlife protection, mitigation, and enhancement plans; and implementation of protection, mitigation, and enhancement projects. This mitigation plan for the Dworshak Reservoir Hydroelectric Facility was developed to fulfill requirements of Sections 1003(b)(2) and (3) of the Columbia River Basin Fish and Wildlife Program.     The mathematical modeling of systems often requires the use of both nonlinear and discrete components. Problems involving both discrete and nonlinear components are known as mixed-integer nonlinear programs (MINLPs) and are among the most challenging computational optimization problems. This research project added to the understanding of this area by making a number of fundamental advances. First, the work demonstrated many novel, strong, tractable relaxations designed to deal with non-convexities arising in mathematical formulation. Second, the research implemented the ideas in software that is available to the public. Finally, the work demonstrated the importance of these ideas on practical applications and disseminated the work through scholarly journals, survey publications, and conference presentations.

This recommendation, based upon the DNFSB`s initial review and evaluation of the content and implementation of standards relating to the design, construction, operations, and decommissioning of defense nuclear facilities of the U.S. Department of Energy (DOE), called for three actions: identification of specific standards that apply to design, construction, operation and decommissioning of DOE facilities; assessment of the adequacy of those standards for protecting public health and safety; and determination of the extent to which they have and are being implemented. The purpose of this Implementation Plan is to define the single program for all sitewide and facility 90-2 ES and H Standards Compliance efforts, which will satisfy the HQ Implementation Plan, avoid duplicate efforts, be as simple and achievable as possible, include cost-saving innovations, use a graded approach based on facility hazards and future needs of facilities, and support configuration control for facility requirements. The Defense Waste Processing Facility (DWPF) has been designated a pilot facility for the 90-2 program and has progressed with their facility program ahead of the site-level program. The DWPF, and other Government-Owned Contractor-Operated (GOCO) facilities that progress on an enhanced schedule, will serve as pilot facilities for the site-level program. The lessons learned with their requirement identifications, and their assessments of the adequacy of and their compliance with these requirements will be used to improve the efficiency of the site-level and subsequent programs.

The project plans a sustainable cattle multiplication unit (CMU) at Mabuki Ranch in the Mwanza Region of Tanzania.     The development and operation of Grand Coulee Dam inundated approximately 70,000 acres of wildlife habitat under the jurisdictions of the Colville Confederated Tribes, the Spokane Tribe, and the State of Washington. Under the provisions of the Pacific Northwest Electric Power Planning and Conservation Act of 1980, this study reviews losses to wildlife and habitat, and proposes mitigation for those losses. Wildlife loss estimates were developed from information available in the literature. Habitat losses and potential habitat gains through mitigation were estimated by a modified Habitat Evaluation Procedure. The mitigation plan proposes (1) acquisition of sufficient land or management rights to land to protect Habitat Units equivalent to those lost (approximately 73,000 acres of land would be required), (2) improvement and management of those lands to obtain and perpetuate target Habitat Units, and (3) protection and enhancement of suitable habitat for bald eagles. Mitigation is presented as four actions to be implemented over a 10-year period. A monitoring program is proposed to monitor mitigation success in terms of Habitat Units and wildlife population trends.

This facility uses filtered raw water for cooling, de-entrainment pad sprays, pump seal water, and chemical tank make-up. Some of these uses result in the introduction of filtered raw water into the process, thus increasing the volume of waste requiring evaporation and subsequent treatment by the 200 East Effluent Treatment Facility. The pump seal water and the de-entrainment pad spray systems were identified as candidates for a waste minimization upgrade. This work plan describes the activities associated with the design, installation, testing and initial operation of the process condensate recycle system. Implementation of the process condensate recycle system will permit the use of process condensate in place of raw water for the de-entrainment pad sprays and pump seals. This will reduce the amount of low-level liquid waste and generated during facility operation through source reduction and recycling.

    The Commodity Credit Corporation (CCC) of the U.S. Department of Agriculture (USDA) has entered into an interagency agreement with the U.S. Department of Energy (DOE) under which Argonne National Laboratory provides technical assistance for hazardous waste site characterization and remediation for the CCC/USDA. Carbon tetrachloride is the contaminant of primary concern at sites in Kansas where former CCC/USDA grain storage facilities were located. Argonne applies its QuickSite(reg sign) Expedited Site Characterization (ESC) approach to these former facilities. The QuickSite environmental site characterization methodology is Argonne's proprietary implementation of the ESC process (ASTM 1998). Argonne has used this approach at several former CCC/USDA facilities in Kansas, including Agenda, Agra, Everest, and Frankfort. The Argonne ESC approach revolves around a multidisciplinary, team-oriented approach to problem solving. The basic features and steps of the QuickSite methodology are as follows: (1) A team of scientists with diverse expertise and strong field experience is required to make the process work. The Argonne team is composed of geologists, geochemists, geophysicists, hydrogeologists, chemists, biologists, engineers, computer scientists, health and safety personnel, and regulatory staff, as well as technical support staff. Most of the staff scientists are at the Ph.D. level; each has on average, more than 15 years of experience. The technical team works together throughout the process. In other words, the team that plans the program also implements the program in the field and writes the reports. More experienced scientists do not remain in the office while individuals with lesser degrees or experience carry out the field work.     The first part of this report discusses the overall statistical planning, coordination and design for several tar sand wastewater treatment projects contracted by the Laramie Energy Technology Center (LETC) of the Department of Energy. A general discussion of the benefits of consistent statistical design and analysis for data-oriented projects is included, with recommendations for implementation. A detailed outline of the principles of general linear models design is followed by an introduction to recent developments in general linear models by ranks (GLMR) analysis and a comparison to standard analysis using Gaussian or normal theory (GLMN). A listing of routines contained in the VPI Nonparametric Statistics Package (NPSP), installed on the Cyber computer system at the University of Wyoming is included. Part 2 describes in detail the design and analysis for treatments by Gas Flotation, Foam Separation, Coagulation, and Ozonation, with comparisons among the first three methods. Rank methods are used for most analyses, and several detailed examples are included. For optimization studies, the powerful tools of response surface analysis (RSA) are employed, and several sections contain discussion on the benefits of RSA. All four treatment methods proved to be effective for removal of TOC and suspended solids from the wastewater. Because the processes and equipment designs were new, optimum removals were not achieved by these initial studies and reasons for that are discussed. Pollutant levels were nevertheless reduced to levels appropriate for recycling within the process, and for such reuses as steam generation, according to the DOE/LETC project officer. 12 refs., 8 figs., 21 tabs.

  4. Demonstration and implementation of ethanol as an aviation fuel. Final report

    The objectives of the program were to demonstrate the viability of ethanol as an aviation fuel at appropriate locations and audiences in the participating Biomass Energy Program Regions, and to promote implementation projects in the area. Seven demonstrations were to be performed during the Summer 1995 through December 1996 period. To maximize the cost effectiveness of the program, additional corporate co-sponsorships were sought at each demonstration site and the travel schedule was arranged to take advantage of appropriate events taking place in the vicinity of the schedule events or enroute. This way, the original funded amount was stretched to cover another year of activities increasing the number of demonstrations from seven to thirty-nine. While the Renewable Aviation Fuels Development Center (RAFDC) contract focused on ethanol as an aviation fuel, RAFDC also promoted the broader use of ethanol as a transportation fuel. The paper summarizes locations and occasions, and gives a brief description of each demonstration/exhibit/presentation held during the term of the project. Most of the demonstrations took place at regularly scheduled air shows, such as the Oshkosh, Wisconsin Air Show. The paper also reviews current and future activities in the areas of certification, emission testing, the international Clean Airports Program, air pollution monitoring with instrumented aircraft powered by renewable fuels, training operation and pilot project on ethanol, turbine fuel research, and educational programs.

    Purpose: Cannot observe the dose intuitionally is a limitation of the existing 2D pre-implantation dose planning. Meanwhile, a navigation module is essential to improve the accuracy and efficiency of the implantation. Hence a 3D Image Guided Brachytherapy Planning System conducting dose planning and intra-operative navigation based on 3D multi-organs reconstruction is developed. Methods: Multi-organs including the tumor are reconstructed in one sweep of all the segmented images using the multiorgans reconstruction method. The reconstructed organs group establishs a three-dimensional visualized operative environment. The 3D dose maps of the three-dimentional conformal localized dose planning are calculated with Monte Carlo method while the corresponding isodose lines and isodose surfaces are displayed in a stereo view. The real-time intra-operative navigation is based on an electromagnetic tracking system (ETS) and the fusion between MRI and ultrasound images. Applying Least Square Method, the coordinate registration between 3D models and patient is realized by the ETS which is calibrated by a laser tracker. The system is validated by working on eight patients with prostate cancer. The navigation has passed the precision measurement in the laboratory. Results: The traditional marching cubes (MC) method reconstructs one organ at one time and assembles them together. Compared to MC, presented multi-organs reconstruction method has superiorities in reserving the integrality and connectivity of reconstructed organs. The 3D conformal localized dose planning, realizing the 'exfoliation display' of different isodose surfaces, helps make sure the dose distribution has encompassed the nidus and avoid the injury of healthy tissues. During the navigation, surgeons could observe the coordinate of instruments real-timely employing the ETS. After the calibration, accuracy error of the needle position is less than 2.5mm according to the experiments. Conclusion: The speed and

    This Draft Management Plan has been developed by the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to document how the Rainwater Wildlife Area (formerly known as the Rainwater Ranch) will be managed. The plan has been developed under a standardized planning process developed by the Bonneville Power Administration (BPA) for Columbia River Basin Wildlife Mitigation Projects (See Appendix A and Guiding Policies Section below). The plan outlines the framework for managing the project area, provides an assessment of existing conditions and key resource issues, and presents an array of habitat management and enhancement strategies. The plan culminates into a 5-Year Action Plan that will focus our management actions and prioritize funding during the Fiscal 2001-2005 planning period. This plan is a product of nearly two years of field studies and research, public scoping, and coordination with the Rainwater Advisory Committee. The committee consists of representatives from tribal government, state agencies, local government, public organizations, and members of the public. The plan is organized into several sections with Chapter 1 providing introductory information such as project location, purpose and need, project goals and objectives, common elements and assumptions, coordination efforts and public scoping, and historical information about the project area. Key issues are presented in Chapter 2 and Chapter 3 discusses existing resource conditions within the wildlife area. Chapter 4 provides a detailed presentation on management activities and Chapter 5 outlines a monitoring and evaluation plan for the project that will help assess whether the project is meeting the intended purpose and need and the goals and objectives. Chapter 6 displays the action plan and provides a prioritized list of actions with associated budget for the next five year period.     In the 2nd quarter of 2012, a program was formally initiated at Delta Products to develop smart-grid-enabled Electric Vehicle Supply Equipment (EVSE) product for residential use. The project was funded in part by the U.S. Department of Energy (DOE), under award DE-OE0000590. Delta products was the prime contractor to DOE during the three year duration of the project. In addition to Delta Products, several additional supplier-partners were engaged in this research and development (R&D) program, including Detroit Edison DTE, Mercedes Benz Research and Development North America, and kVA. This report summarizes the program and describes the key research outcomes of the program. A technical history of the project activities is provided, which describes the key steps taken in the research and the findings made at successive stages in the multi-stage work. The evolution of an EVSE prototype system is described in detail, culminating in prototypes shipped to Department of Energy Laboratories for final qualification. After the program history is reviewed, the key attributes of the resulting EVSE are described in terms of functionality, performance, and cost. The results clearly demonstrate the ability of this EVSE to meet or exceed DOE's targets for this program, including: construction of a working product-intent prototype of a smart-grid-enabled EVSE, with suitable connectivity to grid management and home-energy management systems, revenue-grade metering, and related technical functions; and cost reduction of 50% or more compared to typical market priced EVSEs at the time of DOE's funding opportunity announcement (FOA), which was released in mid 2011. In addition to meeting all the program goals, the program was completed within the original budget and timeline established at the time of the award.     Under the Uranium Mill Tailings Remedial Action (UMTRA) Project, the U.S. Department of Energy (DOE) is cleaning up contamination to protect human health and the environment at 24 inactive uranium processing sites located in 10 states. Five of the sites are either on or near Native American lands. The UMTRA Project is divided into two projects: Surface and Ground Water. On November 18, 1992, the DOE issued a notice of intent (57 FR 54374, 1992) to prepare a programmatic environmental impact statement (PEIS) for the UMTRA Ground Water Project. The PEIS will result in a record of decision that will determine how the UMTRA Ground Water Project will address ground water contamination resulting from milling operations at the UMTRA Project processing sites. DOE regulations (10 CFR {section} 1021.312) require that an implementation plan be prepared to provide guidance for preparing a PEIS and to record the results of the scoping process. This implementation plan describes and records the results of the PEIS scoping process; summarizes comments received and their disposition; describes the purpose of and need for agency action, the proposed action, and alternatives; lists alternatives considered and eliminated from review; identifies cooperating agencies, their roles, and responsibilities; provides a draft PEIS outline, which includes the planned PEIS scope and content (Attachment A); and provides a schedule for the PEIS process. This plan will be placed in the UMTRA Project libraries listed in Attachment B. The PEIS will identify and evaluate the potential impacts associated with alternatives for conducting the UMTRA Ground Water Project. The PEIS will not assess site-specific impacts; site-specific impacts must be analyzed in separate National Environmental Policy Act (NEPA) documents that will tier off the PEIS. This tiering process will streamline the preparation of site-specific NEPA documents.

    The Hanford Analytical Services Quality Assurance Plan (HASQAP) provides a uniform standard for onsite and offsite laboratories performing analytical work in support of Hanford Site environmental cleanup initiatives. The Hanford Site is a nuclear site that originated during World War 11 and has a legacy of environmental clean up issues. In early 1993, the need for and feasibility of developing a quality assurance plan to direct all analytical activities performed to support environmental cleanup initiatives set forth in the Hanford Federal Facility Agreement and Consent Order were discussed. Several group discussions were held and from them came the HASQAP. This document will become the quality assurance guidance document in a Federal Facility Agreement and Consent Order. This paper presents the mechanics involved in developing a quality assurance plan for this scope of activity, including the approach taken to resolve the variability of quality control requirements driven by numerous regulations. It further describes the consensus building process and how the goal of uniting onsite and offsite laboratories as well as inorganic, organic, and radioanalytic disciplines under a common understanding of basic quality control concepts was achieved.

    This Work Plan outlines the scope of work to be conducted to investigate the subsurface contaminant conditions at the property formerly leased by the Commodity Credit Corporation (CCC) in Powhattan, Kansas (Figure 1.1). Data obtained during this event will be used to (1) evaluate potential contaminant source areas on the property; (2) determine the vertical and horizontal extent of potential contamination; and (3) provide recommendations for future action, with the ultimate goal of assigning this site No Further Action status. The planned investigation includes groundwater monitoring requested by the Kansas Department of Health and Environment (KDHE), in accordance with Section V of the Intergovernmental Agreement between the KDHE and the Farm Service Agency of the U.S. Department of Agriculture (USDA). The work is being performed on behalf of the CCC/USDA by the Environmental Science Division of Argonne National Laboratory. A nonprofit, multidisciplinary research center operated by the University of Chicago for the U.S. Department of Energy, Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at former CCC/USDA grain storage facilities. Argonne issued a Master Work Plan (Argonne 2002) that has been approved by the KDHE. The Master Work Plan describes the general scope of all investigations at former CCC/USDA facilities in Kansas and provides guidance for these investigations. This project has been executed as a part of the Department of the Army`s Energy Engineering Analysis Program (EEAP). The overall objective of the project is to develop a systematic plan of projects that will result in the reduction of energy consumption in compliance with the objectives set forth in the Army Facilities Energy Plan (AFEP), without decreasing the readiness posture of the Army. The Hawthorne Army Ammunition Plant is a Government Owned and Contractor Operator (GOCO) Army facility. Consequently, any reference made in this document to the Energy Conservation Investment Program (ECIP) is directly analagous to Energy Conservation and Management (ECAM).   2. Electric utility system planning studies for OTEC power integration. Final report

    Florida Power Corporation (FPC) conducted an evaluation of the possible integration of OTEC into the FPC system. Existing system planning procedures, assumptions, and corporate financial criteria for planning new generating capacity were used without modification. A baseline configuration for an OTEC plant was developed for review with standard planning procedures. The OTEC plant characteristics and costs were incorporated in considerable detail. These basic inputs were examined using the FPC system planning methods. It was found that with the initial set of conditions, OTEC would not be economically viable. Using the same system planning procedures, a number of adjustments were made to the key study assumptions. It was found that two considerations dominate the analysis; the assumed rate of fuel cost escalation, and the projected capital cost of the OTEC plant. The analysis produced a parametric curve: on one hand, if fuel costs were to escalate at a rate greater than assumed (12% vs the assumed 5% for coal), and if no change were made to the OTEC input assumptions, the basic economic competitive criteria would be equivalent to the principal alternative, coal fueled plants. Conversely, if the projected cost of the OTEC plant were to be reduced from the assumed $2256/kW to $1450/kW, the economic competitiveness criterion would be satisfied. After corporate financial analysis, it was found that even if the cost competitive criterion were to be reached, the plan including OTEC could not be financed by Florida Power Corporation. Since, under the existing set of conditions for financing new plant capital requirements, FPC could not construct an OTEC plant, some other means of ownership would be necessary to integrate OTEC into the FPC system. An alternative such as a third party owning the plant and selling power to FPC, might prove attractive. (WHK)

    This document is part of a larger, programmatic effort to assist federal agencies in taking action and changing their institutions to achieve and maintain federal sustainability goals, while meeting their mission goals. FEMP is developing guidance for federal agency efforts to enable institutional behavior change for sustainability, and for making sustainability “business as usual.” The driving requirement for this change is Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance. FEMP emphasizes strategies for increasing energy efficiency and renewable energy utilization as critical components of attaining sustainability, and promotes additional non-energy action pathways contained in EO 13514. This report contributes to the larger goal by laying out the conceptual and evidentiary underpinnings of guidance to federal agencies. Conceptual frameworks focus and organize the development of guidance. We outline a series of progressively refined conceptual frameworks, including a multi-layer approach, key steps in sustainability implementation, a process view of specific approaches to institutional change, the agency Strategic Sustainability Performance Plans (SSPPs), and concepts related to context-specific rules, roles and tools for sustainability. Additionally, we tap pertinent bodies of literature in drawing eight evidence-based principles for behavior change. These principles are important foundations upon which to build in selecting strategies to effect change in organizations. Taken together, this report presents a suite of components that inform the training materials, presentations, web site, and other products that provide guidance to federal agencies.

  8. Regional power systems planning: a state of the art assessment. Final report

    The purpose of this report was to define regional power systems planning problems, the tools available and their shortcomings, and to document all of the above in a concise readable form. The approach consisted of a survey and literature search. The survey determined the tools being used by utilities, the tools they had rejected, and the tools they planned to try out. The literature search was conducted for the purpose of documenting the tools available, and performing a comparative analysis of these tools. The project included a mix of utility, university, and consulting organizations. Several organizations were consulted in the selection of the participants. A non-profit organization, The University of Oklahoma, was selected to manage the project. The results were reviewed in a series of four one day meetings by known authorities in each field. This report consists of the results of this project. Perhaps its major finding is that several aspects of the regional planning problem are not well defined, the roles of the various participants in regional planning is not clear, and certainly research is needed for the development of new methodology.

  9. Implementation Plan for the Hawaii Geothermal Project Environmental Impact Statement (DOE Review Draft:)

    The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island). In addition, the EIs will consider the reasonable alternatives among submarine cable technologies, geothermal extraction, production, and power generating technologies; pollution control technologies; overland and submarine power transmission routes; sites reasonably suited to support

    This Work Plan outlines the scope of work that will be conducted to investigate the subsurface contaminant conditions at the property formerly leased by the Commodity Credit Corporation (CCC) in Ramona, Kansas (Figure 1.1). Data obtained during this event will be used to (1) evaluate potential source areas on the property, (2) determine the vertical and horizontal extent of potential contamination, and (3) provide recommendations for future actions, with the ultimate goal of assigning this site No Further Action status. The planned investigation includes groundwater monitoring requested by the Kansas Department of Health and Environment (KDHE), in accordance with Section V of the Intergovernmental Agreement between the KDHE and the Farm Service Agency of the United States Department of Agriculture (USDA). The work is being performed on behalf of the CCC/USDA by the Environmental Research Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by the University of Chicago for the U.S. Department of Energy. Under the Intergovernmental Agreement, Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at former CCC/USDA grain storage facilities. Argonne has issued a Master Work Plan (Argonne 2002) that describes the general scope of all investigations at former CCC/USDA facilities in Kansas and provides guidance for these investigations. The Master Work Plan was approved by the KDHE. It contains materials common to investigations at locations in Kansas and should be consulted for the complete details of plans for work associated with the former CCC/USDA facility at Ramona.
