    The Economic Regulatory Administration (ERA) of the Department of Energy (DOE) is considering an application by Bradfield Electric, Inc. (Bradfield), and the Alaska Power Authority (APA) for a Presidential permit to construct, operate, maintain and connect a 69-kilovolt (kV) transmission line which would extend from the APA's Tyee Lake Hydroelectric Power Project located near Wrangell, Alaska, to a point on the US-Canadian international border just east of the South Fork Craig River. The DOE has reviewed an environmental assessment (EA) prepared by the US Forest Service (USFS) in connection with its issuance of a special use permit to construct the proposed line through the Tongass National Forest. Based on this EA, the USFS issued a decision notice and a finding of no significant impact (FONSI) for the proposed project on May 9, 1988. The DOE is adopting this EA as DOE/EA-0375 in partial satisfaction of its responsibilities under the National Environmental Policy Act of 1969 (NEPA) regarding the issuance of a Presidential permit.

    Over the past several years, four of the largest investor-owned California utilities have completed more than 50 evaluation studies designed to measure the energy and demand impacts of their demand-side management (DSM) programs. These four are: Pacific Gas and Electric (PG and E), Southern California Edison (SCE), Southern California Gas (SoCalGas), and San diego Gas and Electric (SDG and E). These studies covered residential, commercial, industrial, and agricultural DSM programs and provided a wealth of information on program impacts. The objective of this report is to summarize the results of these DSM evaluation studies in order to describe what DSM has achieved in California, to assess how well these achievements were forecast, and to compare the effectiveness of different types of DSM programs. This report documents the sizable investment made by the California utilities in their 1990--92 DSM programs. Between 1990 and 1992, the four utilities spent $772 million on energy-efficiency/conservation programs. This report also summarizes the realization rates estimated by the 50+ evaluation studies. Realization rates are defined as ex-post net savings estimates divided by ex-ante net savings estimates. Realization rates are summarized for 158 programs and program segments.

    Working in partnership with industry, the U.S. Department of Energy’s (DOE’s) Advanced Manufacturing Office (AMO) is helping reduce industrial energy use, carbon emissions, and waste while boosting productivity and economic competitiveness. Operating within the Office of Energy Efficiency and Renewable Energy (EERE), ITP conducts research, development, and demonstration (RD&D) projects and technology transfer activities that are producing substantial benefits to industry and helping the nation to address some of its biggest challenges in the areas of energy security and environmental performance. This document summarizes some of the impacts of ITP’s programs through 2010. The selection of 2010 as the timeframe for this report recognizes the fact that it takes at least two years to gain a full perspective on program performance and to assess the results of commercialization efforts for the technologies and practices at issue.

    An effective risk assessment system is needed to address the threat posed by an active or passive insider who, acting alone or in collusion, could attempt diversion or theft of nuclear material. The material control and accountability (MC&A) system effectiveness tool (MSET) is a self-assessment or inspection tool utilizing probabilistic risk assessment (PRA) methodology to calculate the system effectiveness of a nuclear facility's material protection, control, and accountability (MPC&A) system. The MSET process is divided into four distinct and separate parts: (1) Completion of the questionnaire that assembles information about the operations of every aspect of the MPC&A system; (2) Conversion of questionnaire data into numeric values associated with risk; (3) Analysis of the numeric data utilizing the MPC&A fault tree and the SAPHIRE computer software; and (4) Self-assessment using the MSET reports to perform the effectiveness evaluation of the facility's MPC&A system. The process should lead to confirmation that mitigating features of the system effectively minimize the threat, or it could lead to the conclusion that system improvements or upgrades are necessary to achieve acceptable protection against the threat. If the need for system improvements or upgrades is indicated when the system is analyzed, MSET provides the capability to evaluate potential or actual system improvements or upgrades. A facility's MC&A system can be evaluated at a point in time. The system can be reevaluated after upgrades are implemented or after other system changes occur. The total system or specific subareas within the system can be evaluated. Areas of potential system improvement can be assessed to determine where the most beneficial and cost-effective improvements should be made. Analyses of risk importance factors show that sustainability is essential for optimal performance and reveals where performance degradation has the greatest impact on total system risk. The risk

    The Salt Lake City Area Office of the Western Area Power Administration (Western) markets electricity produced at hydroelectric facilities operated by the Bureau of Reclamation. The facilities are known collectively as the Salt Lake City Area Integrated Projects (SLCA/IP) and include dams equipped for power generation on the Green, Gunnison, Rio Grande, and Colorado rivers and on Deer and Plateau creeks in the states of Wyoming, Utah, Colorado, Arizona, and New Mexico. Of these facilities, only the Glen Canyon Unit, the Flaming Gorge Unit, and the Aspinall Unit (which includes Blue Mesa, Morrow Point, and Crystal dams) are influenced by Western`s power scheduling and transmission decisions. The EIS alternatives, called commitment-level alternatives, reflect combinations of capacity and energy that would feasibly and reasonably fulfill Western`s firm power marketing responsibilities, needs, and statutory obligations. The viability of these alternatives relates directly to the combination of generation capability of the SLCA/IP with energy purchases and interchange. The economic and natural resource assessments in this environmental impact statement (EIS) include an analysis of commitment-level alternatives. Impacts of the no-action altemative are also assessed. Supply options, which include combinations of electrical power purchases and hydropower operational scenarios reflecting different operations of the dams, are also assessed. The EIS evaluates the impacts of these scenarios relative to socioeconomics, air resources, water resources, ecological resources, cultural resources, land use, recreation, and visual resources.

    This report summarizes a large amount of experimental work completed to identify the potential impacts of material from Small Column Ion Exchange (SCIX) on glass formulation at the Defense Waste Processing Facility (DWPF). The results show no significant issues with the predicted values of chemical durability and viscosity using the current Product Composition Control System (PCCS) models when the SCIX components are added to projected DWPF glass compositions. No modifications to the viscosity and durability models appear to be necessary at this time in order to incorporate the SCIX streams at DWPF. It is recommended that the Savannah River National Laboratory (SRNL) continue to verify the durability and viscosity models as the projected compositions for DWPF processing evolve. It is also recommended that the data generated thus far be reviewed and a determination be made as to how best to extend the validation ranges of the durability and viscosity models. The liquidus temperatures for the experimental glasses are also reported and discussed in this report. The results show that the measured or estimated (based on measured data) liquidus temperature values for the glasses with SCIX components added are consistently higher than those predicted by the current model. Therefore, the PCCS liquidus temperature model will need to be modified in order to incorporate the SCIX streams at DWPF. It is recommended that SRNL carry out full measurements of the liquidus temperatures for those KT-series glasses where estimates have been made. These data should then be used to support an evaluation of whether a refitting of the liquidus temperature model coefficients will be sufficient to correctly predict the liquidus temperature of glasses containing the SCIX components (particularly higher TiO{sub 2} concentrations), or whether additional modifications to the model are required. While there are prediction issues with the current liquidus temperature model, they are not at this

    This Environmental Impact Statement (EIS) assesses the potential environmental impacts, both on a broad programmatic level and on a project-specific level, concerning a proposed action to provide new tritium production capacity to meet the nation`s nuclear defense requirements well into the 21st century. A capacity equivalent to that of about a 3,000-megawatt (thermal) heavy-water reactor was assumed as a reference basis for analysis in this EIS; this is the approximate capacity of the existing production reactors at DOE`s Savannah River Site near Aiken, South Carolina. The EIS programmatic alternatives address Departmental decisions to be made on whether to build new production facilities, whether to build one or more complexes, what size production capacity to provide, and when to provide this capacity. Project-specific impacts for siting, constructing, and operating new production reactor capacity are assessed for three alternative sites: the Hanford Site near Richland, Washington; the Idaho National Engineering Laboratory near Idaho Falls, Idaho; and the Savannah River Site. For each site, the impacts of three reactor technologies (and supporting facilities) are assessed: a heavy-water reactor, a light-water reactor, and a modular high-temperature gas-cooled reactor. Impacts of the no-action alternative also are assessed. The EIS evaluates impacts related to air quality; noise levels; surface water, groundwater, and wetlands; land use; recreation; visual environment; biotic resources; historical, archaeological, and cultural resources; socioeconomics; transportation; waste management; and human health and safety. The EIS describes in detail the potential radioactive releases from new production reactors and support facilities and assesses the potential doses to workers and the general public.

    The US Department of Energy (DOE) and the Regents of the University of California (UC) propose the continued operation, including near-term proposed projects, of the Lawrence Livermore National Laboratory (LLNL). In addition, DOE proposes the continued operation, including near-term proposed projects, of Sandia National Laboratories, Livermore (SNL, Livermore). Continued operation plus proposed projects at the two Laboratories is needed so that the research and development missions established by Congress and the President can continue to be supported. As provided and encouraged by the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), DOE and UC have prepared this document as a joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) to analyze the impacts of the proposed action. In addition, this document discusses a no action alternative for continuing operations at FY 1992 funding levels without further growth, a modification of operations alternative focused on specific adverse environmental impacts of operations or facilities, and a shutdown and decommissioning alternative. This document also examines the alternative of UC discontinuing its management of LLNL after the current contract expires on September 30, 1992. The environmental documentation process provides information to the public, government agencies, and decision makers about the environmental impacts of implementing the proposed and alternative actions. In addition, this environmental documentation identifies alternatives and possible ways to reduce or prevent environmental impacts. A list of the issues raised through the EIS/EIR scoping process is presented.

    The report was prepared by D'Appolonia Consulting Engineers, Inc. (D'Appolonia) for the Office of Surface Mining Reclamation and Enforcement (OSM) to assess the probable impacts on coal production costs of numerous discretionary issues involved in drafting the permanent regulations for implementation of the Surface Mining Control and Reclamation Act of 1977 (the Act). The results of the engineering cost study were used directly in OSM's Regulatory Analysis (RA) developed in compliance with Executive Order 12044. The final RA was published in March 1979 and is available from the OSM. The report details those analyses conducted by D'Appolonia and used in the RA. The results of the study are not meant to reflect the complete cost or economic impact of the Act or the resulting OSM regulations. The results do provide a basis for evaluating the relative impact of the various alternatives considered by OSM during development of the permanent regulatory program. The discretionary issues analyzed in the report pertain to both surface and underground mining activities. The volume presents the general methods of approach and final results of the study, while Volumes II and III present the individual analyses of each issue for surface and underground mines, respectively.

    Pursuant to the Mercury Export Ban Act of 2008 (P.L. 110-414), DOE was directed to designate a facility or facilities for the long-term management and storage of elemental mercury generated within the United States. Therefore, DOE has analyzed the storage of up to 10,000 metric tons (11,000 tons) of elemental mercury in a facility(ies) constructed and operated in accordance with the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act (74 FR 31723). DOE prepared this Final Mercury Storage EIS in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality (CEQ) implementing regulations (40 CFR 1500–1508), and DOE’s NEPA implementing procedures (10 CFR 1021) to evaluate reasonable alternatives for a facility(ies) for the long-term management and storage of elemental mercury. This Final Mercury Storage EIS analyzes the potential environmental, human health, and socioeconomic impacts of elemental mercury storage at seven candidate locations: Grand Junction Disposal Site near Grand Junction, Colorado; Hanford Site near Richland, Washington; Hawthorne Army Depot near Hawthorne, Nevada; Idaho National Laboratory near Idaho Falls, Idaho; Kansas City Plant in Kansas City, Missouri; Savannah River Site near Aiken, South Carolina; and Waste Control Specialists, LLC, site near Andrews, Texas. As required by CEQ NEPA regulations, the No Action Alternative was also analyzed as a basis for comparison. DOE intends to decide (1) where to locate the elemental mercury storage facility(ies) and (2) whether to use existing buildings, new buildings, or a combination of existing and new buildings. DOE’s Preferred Alternative for the long-term management and storage of mercury is the Waste Control Specialists, LLC, site near Andrews, Texas.

    In July 1980, the Office of Outer Continental Shelf (OCS) Information issued an initial report called Outer Continental Shelf Oil and Gas Activities in the South Atlantic (US) and their Onshore Impacts: A Summary Report, July 1980. The purpose of this report was to provide State and local governments with current information about offshore oil and gas resources and onshore activity in the area extending from Cape Hatteras, North Carolina, to Cape Canaveral, Florida. This information was designed to assist in socioeconomic planning for the onshore impacts of oil and gas development in the affected areas. This report, Update 2, discusses Outer Continental Shelf oil and gas activities and their onshore impacts for the period of February 1981 to August 1981. Because of the minimal offshore oil- and gas-related activity in the South Atlantic Region, the onshore impacts are also minimal. Very little, if any, development has occurred as a result of exploration or development. Even though the South Atlantic OCS does contain large areas with hydrocarbon potential, little optimism has been generated by exploration associated with Lease Sale 43. Lease Sale 56 included tracts with geologic conditions more favorable to the generation, migration, and accumulation of hydrocarbons, especially the deepwatr tracts, but industry showed moderate interest in the first deepwater lease sale. The level of nearshore and onshore activity may increase with exploration associated with Lease Sale 56. More permanent onshore development will be contingent on the outcome of exploration efforts.

    At the present, there are no operators drilling in the Mid-Atlantic Region. The prime targets for future exploration will be in areas of 3000 to 6000 feet (914 to 1829 m) depth of water, seaward of previously leased tracts. No commercial discoveries have been found during the 4-year drilling history of the area. Because of the minimal offshore oil- and gas-related activity in the Mid-Atlantic Region, the onshore impacts are also minimal. Little development has occurred as a result of exploration or development. The level of nearshore and onshore activity may increase with exploration associated with upcoming Lease Sale 59. More permanent onshore development will be contingent on the outcome of future exploration efforts. After Lease Sale 59, the next sale is Lease Sale 76, which is tentatively scheduled for March 1983.

    The search for oil and gas on the Outer Continental Shelf (OCS) in the South Atlantic Region began in 1960, when geophysical surveys of the area were initiated. In 1977, a Continental Offshore Stratigraphic Test (COST) well was drilled in the Southeast Georgia Embayment. In March 1978, the first lease sale, Sale 43, was held, resulting in the leasing of 43 tracts. Approximately a year later, in May 1979, the first exploratory drilling began, and by February 1980, six exploratory wells had been drilled by four companies. Hydrocarbons were not found in any of these wells. Lease Sale 56, the second lease sale in the South Atlantic Region, was held in August 1981. The sale resulted in the leasing of 47 tracts. Most of the leased tracts are in deep water along the Continental Slope off North Carolina. To date, no drilling has occurred on these tracts, but it is likely that two wells will be drilled or will be in the process of being drilled by the end of 1982. Reoffering Sale RS-2 is scheduled for July 1982, and it will include tracts offered in Lease Sale 56 that were not awarded leases. Lease Sale 78 is scheduled to be held in July 1983. The most recent (March 1982) estimates of risked resources for leased lands in the South Atlantic OCS are 27 million barrels of oil and 120 billion cubic feet of gas. To date, onshore impacts resulting from OCS exploration have been minimal, and they were associated with Lease Sale 43 exploratory activities. In June 1981, the South Atlantic Regional Technical Working Group prepared a Regional Transportation Management Plan for the South Atlantic OCS. The plan is principally an integration of regulatory frameworks, policies, and plans that are applicable to pipeline siting from each of the South Atlantic coastal States and Federal agencies with jurisdiction in the area.

    The search for oil and gas on the Outer Continental Shelf in the Atlantic continues. Hydrocarbon exploration efforts have been and probably will continue to be concentrated on four major sedimentary basins: the Georges Bank Basin, the Baltimore Canyon Trough, the Carolina Trough, and the Blake Plateau Basin. To date, 46 exploratory wells have been drilled in these areas, most of them in the Mid-Atlantic Planning Area where resource estimates indicate the hydrocarbon potential is the greatest of the three Atlantic Outer Continental Shelf planning areas. Currently, no operators are involved in exploration efforts in the Atlantic. No commercial discoveries have been announced. Since the first and most successful sale of Atlantic Outer Continental Shelf blocks in Lease Sale 40 in August 1976, there have been eight other sales bringing total revenues of almost $3 billion to the Federal Treasury. The current tentative milestone chart for the 5-year offshore leasing schedule calls for four additional lease sales to be held in the Atlantic Outer Continental Shelf. Although no firm plans have been made for the transportation of potential offshore hydrocarbons to onshore processing facilities, it is believed that oil would be transported by tanker or tug-barge system to existing refineries on the Raritan and Delaware Bays. Gas probably would be transported by pipeline to one of several onshore landfalls identifed by Atlantic Coast States and in Federal environmental impact documents. Recent onshore support for Atlantic Outer Continental Shelf exploration came from Davisville, Rhode Island, the only shore support base for the Atlantic that was active during 1984. Three maps are provided in the back pocket of this report for the North Atlantic, Mid-Atlantic and South Atlantic planning areas. 29 refs., 8 figs., 6 tabs.
