    Purpose: This work investigates the use of receiver operating characteristic (ROC) methods in patient specific IMRT quality assurance (QA) in order to determine unbiased methods to set threshold criteria for {gamma}-distance to agreement measurements. Methods: A group of 17 prostate plans was delivered as planned while a second group of 17 prostate plans was modified with the introduction of random multileaf collimator (MLC) position errors that are normally distributed with {sigma}{approx}{+-}0.5, {+-}1.0, {+-}2.0, and {+-}3.0 mm (a total of 68 modified plans were created). All plans were evaluated using five different {gamma}-criteria. ROC methodology was applied by quantifying the fraction of modified plans reported as 'fail' and unmodified plans reported as 'pass.'Results: {gamma}-based criteria were able to attain nearly 100% sensitivity/specificity in the detection of large random errors ({sigma} > 3 mm). Sensitivity and specificity decrease rapidly for all {gamma}-criteria as the size of error to be detected decreases below 2 mm. Predictive power is null with all criteria used in the detection of small MLC errors ({sigma} < 0.5 mm). Optimal threshold values were established by determining which criteria maximized sensitivity and specificity. For 3%/3 mm {gamma}-criteria, optimal threshold values range from 92% to 99%, whereas for 2%/2 mm, the range was from 77% to 94%. Conclusions: The optimal threshold values that were determined represent a maximized test sensitivity and specificity and are not subject to any user bias. When applied to the datasets that we studied, our results suggest the use of patient specific QA as a safety tool that can effectively prevent large errors (e.g., {sigma} > 3 mm) as opposed to a tool to improve the quality of IMRT delivery.

    We study a family of binary state, socially-inspired contagion models which incorporate imitation limited by an aversion to complete conformity. We uncover rich behavior in our models whether operating with either probabilistic or deterministic individual response functions on both dynamic and fixed random networks. In particular, we find significant variation in the limiting behavior of a population's infected fraction, ranging from steady-state to chaotic. We show that period doubling arises as we increase the average node degree, and that the universality class of this well known route to chaos depends on the interaction structure of random networks rather than the microscopic behavior of individual nodes. We find that increasing the fixedness of the system tends to stabilize the infected fraction, yet disjoint, multiple equilibria are possible depending solely on the choice of the initially infected node.

    We present the solution to the "mean king's problem" in the continuous variable setting. We show that in this setting, the outcome of a randomly-selected projective measurement of any linear combination of the canonical variables x and p can be ascertained with arbitrary precision. Moreover, we show that the solution is in turn a solution to an associated "conjunctive" version of the problem, unique to continuous variables, where the inference task is to ascertain all the joint outcomes of a simultaneous measurement of any number of linear combinations of x and p.

    In the middle of the UC Berkeley campus, next to the Main Library, South Hall is the last surviving building from the original campus, founded about 135 years ago. A tiny tree-shaded appendix to this venerated classical building houses Berkeley's Center for Studies in Higher Education, directed by C. Judson King, former Provost and Senior Vice President--Academic Affairs of the ten-campus University of California and long-time Professor of Chemical Engineering at Berkeley. Jud came to Berkeley in 1963 as assistant professor of chemical engineering, following receipt of a doctor's degree from MIT and a subsequent short appointment as director of the MIT chemical engineering practice school station at what was then Esso (now Exxon) in New Jersey. His undergraduate degree is from Yale. Starting with his MIT doctoral dissertation on gas absorption, Jud has devoted much of his professional career to separation processes. His teaching and research activities have been primarily concerned with separation of mixtures with emphasis on liquid-liquid extraction and drying. As a consultant to Procter and Gamble, he contributed to the technology of making instant coffee. His life-long activities in hiking and camping stimulated Jud's interest in the manufacture of freeze-dried foods (e.g. turkey meat) to minimize the weight of his hiking back-pack. Jud is internationally known not only for his many research publications but even more, for his acclaimed textbook ''Separation Processses'' (McGraw-Hill, second edition 1980) that is used in standard chemical engineering courses in the US and abroad.

    This report provides soil evaluation and characterization testing for the submarine bases at Kings Bay, Georgia, and Bangor, Washington, using triaxial testing at high confining pressures with different moisture contents. In general, the samples from the Bangor and Kings Bay sites appeared to be stronger than a previously used reference soil. Assuming the samples of the material were representative of the material found at the sites, they should be adequate for use in the planned construction. Since soils can vary greatly over even a small site, a soil specification for the construction contractor would be needed to insure that soil variations found at the site would meet or exceed the requirements. A suggested specification for the Bangor and Kings Bay soils was presented based on information gathered from references plus data obtained from this study, which could be used as a basis for design by the construction contractor.

    The interplay of social and strategic motivations in human interactions is a largely unexplored question in collective social phenomena. Whether individuals' decisions are taken in a pure strategic basis or due to social pressure without a rational background crucially influences the model outcome. Here we study a networked Prisoner's Dilemma in which decisions are made either based on the replication of the most successful neighbor's strategy (unconditional imitation) or by pure social imitation following an update rule inspired by the voter model. The main effects of the voter dynamics are an enhancement of the final consensus, i.e., asymptotic states are generally uniform, and a promotion of cooperation in certain regions of the parameter space as compared to the outcome of purely strategic updates. Thus, voter dynamics acts as an interface noise and has a similar effect to a pure random noise; furthermore, its influence is mostly independent of the network heterogeneity.     In video games, virtual characters' decision systems often use a simplified representation of the world. To increase both their autonomy and believability we want those characters to be able to learn this representation from human players. We propose to use a model called growing neural gas to learn by imitation the topology of the environment. The implementation of the model, the modifications and the parameters we used are detailed. Then, the quality of the learned representations and their evolution during the learning are studied using different measures. Improvements for the growing neural gas to give more information to the character's model are given in the conclusion.

    The plasmodium of Physarum polycephalum is renowned for spanning sources of nutrients with networks of protoplasmic tubes. The networks transport nutrients and metabolites across the plasmodium's body. To imitate a hypothetical colonisation of the world and formation of major transportation routes we cut continents from agar plates arranged in Petri dishes or on the surface of a three-dimensional globe, represent positions of selected metropolitan areas with oat flakes and inoculate the plasmodium in one of the metropolitan areas. The plasmodium propagates towards the sources of nutrients, spans them with its network of protoplasmic tubes and even crosses bare substrate between the continents. From the laboratory experiments we derive weighted Physarum graphs, analyse their structure, compare them with the basic proximity graphs and generalised graphs derived from the Silk Road and the Asia Highway networks.

    In this paper, we design a new three dimensional King Cobra face shaped fractional order chaotic system. The multi-scale synchronization scheme of two fractional order chaotic systems is described. The necessary conditions for the multi-scale synchronization of two identical fractional order King Cobra chaotic systems are derived through feedback control. A new cryptosystem is proposed for an image encryption and decryption by using synchronized fractional order King Cobra chaotic systems with the supports of multiple cryptographic assumptions. The security of the proposed cryptosystem is analyzed by the well known algebraic attacks. Numerical simulations are given to show the effectiveness of the proposed theoretical results.

    The Tulare Lake field is located in Kings County, California, on the west side of the San Joaquin Valley and 10 mi east of the Kettleman Hills (North Dome) field and 30 mi souuheast of the city of Coalinga. The field was discovered by Husky Oil Co. (Marathon) in October 1981 with the completion of the Boswell 22-16, Sec. 16, T22S, R20E from sands in the Burbank formation of Oligocene geologic age. Chevron USA offset the Husky discovery well with the completion of the Salyer 678X, Sec. 8, T22S, R20E, in May 1983. Both Chevron and Husky have continued an orderly development of the field, and to date Chevron has 9 producing wells and Husky 10 producing wells. Production is found in the Burbank formation at a vertical depth below 12,800 ft. The entrapment of hydrocarbons is caused by a low amplitude, seismically subtle, anticlinal fold trending northwest/southeast. Isochore maps of the Burbank formation show that stratigraphy is important in the distribution of the four producing sand intervals. Oil gravities form the sands vary 39/sup 0/ API to 51/sup 0/ API and the GOR ranges from 1050 to over 5500. As of January 1, 1984, the field has a cumulative production of 1.7 million bbl of oil and 3.5 billion ft/sup 3/ of gas.

    The energy diffusion coefficients D_n(E) (n=1,2) for a system of equal mass particles moving self-consistently in an N-body realisation of a King model are computed from the probability per unit time, P(E, Delta E), that a star with initial energy E will undergo an energy change Delta E. In turn, P is computed from the number of times during the simulation that a particle in a state of given energy undergoes a transition to another state. These particle states are defined directly from the time evolution of E by identifying them with the event occuring between two local maxima in the E(t) curve. If one assumes next that energy changes are uncorrelated between different states, one can use diffusion theory to compute D_n(E). The simulations employ N=512, 2048,... , 32768 particles and are performed using an implementation of Aarseth's direct integrator N-body1 on a massively parallel computer. The more than seven million transitions measured in the largest N simulation provide excellent statistics. The numerically determined D(E)'s are compared against their theoretical counterparts which are computed from phase-space averaged rates of energy change due to independent binary encounters. The overall agreement between them is impressive over most of the energy range, notwithstanding the very different type of approximations involved, giving considerable support to the valid usage of these theoretical expressions to simulate dynamical evolution in Fokker-Planck type calculations.

    This is the fifth and final report in a series documenting progress of the pre-construction eelgrass restoration and mitigation activities for the proposed King County Brightwater marine outfall, discharging to Puget Sound near Point Wells, Washington. King County began implementing a multiyear eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions, after construction of the outfall. Major eelgrass mitigation program elements include: a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over a 5 year period prior to construction, b) eelgrass transplanting, including harvesting, offsite propagation and stockpiling of local plants for post-construction planting, and c) post-construction planting and subsequent monitoring, occurring in 2009 and beyond. The overall program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2008).

    New particle formation (NPF) is an important atmospheric phenomenon. During an NPF event, particles first form by nucleation and then grow further in size. The growth step is crucial because it controls the number of particles that can become cloud condensation nuclei. Among various physical and chemical processes contributing to particle growth, condensation by organic vapors has been suggested as important. In order to better understand the influence of biogenic emissions on particle growth, we carried out modeling studies of NPF events during the BEACHON-ROCS (Bio–hydro–atmosphere interactions of Energy, Aerosol, Carbon, H2O, Organics & Nitrogen – Rocky Mountain Organic Carbonmore »Study) campaign at Manitou Experimental Forest Observatory in Colorado, USA. The site is representative of the semi-arid western USA. With the latest Criegee intermediate reaction rates implemented in the chemistry scheme, the model underestimates sulfuric acid concentration by 50 %, suggesting either missing sources of atmospheric sulfuric acid or an overestimated sink term. The results emphasize the contribution from biogenic volatile organic compound emissions to particle growth by demonstrating the effects of the oxidation products of monoterpenes and 2-Methyl-3-buten-2-ol (MBO). Monoterpene oxidation products are shown to influence the nighttime particle loadings significantly, while their concentrations are insufficient to grow the particles during the day.     King County proposes to build a new sewer outfall discharging to Puget Sound near Point Wells, Washington. Construction is scheduled for 2008. The Point Wells site was selected to minimize effects on the nearshore marine environment, but unavoidable impacts to eelgrass (Zostera marina) beds are anticipated during construction. To mitigate for these impacts and prepare for post-construction restoration, King County began implementation of a multi-year eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions. Major program elements are a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over 5 years prior to construction, b) eelgrass transplanting, including harvesting, offsite propagating and stockpiling of local plantstock, and post-construction planting, and c) post-construction monitoring. The program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2006). This report describes calendar year 2006 pre-construction activities conducted by Pacific Northwest National Laboratory (PNNL) in support of King County. Activities included continued propagation of eelgrass shoots and monitoring of the experimental harvest plots in the marine outfall corridor area to evaluate recovery rates relative to harvest rates. Approximately 1500 additional shoots were harvested from the marine outfall corridor in August 2006 to supplement the plants in the propagation tank at the PNNL Marine Sciences Laboratory in Sequim, Washington, bringing the total number of shoots to 4732. Eelgrass densities were monitored in the five experimental harvest plots established in the marine outfall corridor. Changes in eelgrass density were evaluated in year-to-year comparisons with initial harvest rates. Net eelgrass density decreased from 2004 post-harvest to 2006 in all plots, despite density increases observed in 2005 in some plots and at some harvest rates. Eelgrass densities within individual subplots were highly variable from year to year, and the change in density in any interannual period did not correlate to the initial 2004 harvest rate. Continued monitoring should help project managers determine an optimum harvest rate that supports rapid recovery of donor eelgrass beds.

The program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2006). This report describes calendar year 2007 pre-construction activities conducted by Pacific Northwest National Laboratory (PNNL) for King County. Activities included continued propagation of eelgrass shoots at the PNNL Marine Sciences Laboratory (MSL) in Sequim, Washington, and monitoring of the experimental harvest plots in the marine outfall corridor area to evaluate recovery rates relative to harvest rates. In addition, 490 eelgrass shoots were also harvested from the Marine Outfall Corridor in July 2007 to supplement the plants in the propagation tank at the MSL, bringing the total number of shoots to 1464. Eelgrass densities were monitored in four of five experimental harvest plots established in the Marine Outfall Corridor. Changes in eelgrass density were evaluated in year-to-year comparisons with initial harvest rates. A net increase in eelgrass density from 2004 post-harvest to 2007 was observed in all plots, despite density decreases observed in 2006 in all plots and at most harvest rates. Eelgrass densities within individual subplots were highly variable from year to year, and the change in density in any interannual period was not related to initial 2004 harvest rate. Harvest rates of neighboring subplots did not appear to affect subplot eelgrass density (Woodruff et al. 2007). Three years post-harvest, eelgrass shoot densities were not significantly different from pre-harvest shoot densities at any harvest level. Additional plans are being discussed with King County to harvest all eelgrass from the construction corridor and hold in the propagation tanks at the MSL for post-construction planting. Under this plan, plants that would have been lost to construction will be held offsite until construction is completed. This strategy reduces and possibly eliminates the need to harvest eelgrass from donor beds located south of the construction area, allowing them to remain undisturbed. However, if eelgrass is harvested from donor beds, the monitoring of eelgrass growth at different harvest rates should help determine an optimum harvest rate that supports rapid recovery of donor eelgrass beds.

    We provide, and perform a risk theoretic statistical analysis of, a dataset that is 75 percent larger than the previous best dataset on nuclear incidents and accidents, comparing three measures of severity: INES (International Nuclear Event Scale), radiation released, and damage dollar losses. The annual rate of nuclear accidents, with size above 20 Million US$, per plant, decreased from the 1950s until dropping significantly after Chernobyl (April, 1986). The rate is now roughly stable at 0.002 to 0.003, i.e., around 1 event per year across the current fleet. The distribution of damage values changed after Three Mile Island (TMI; March, 1979), where moderate damages were suppressed but the tail became very heavy, being described by a Pareto distribution with tail index 0.55. Further, there is a runaway disaster regime, associated with the "dragon-king" phenomenon, amplifying the risk of extreme damage.     King field has produced over 4 million bbl of oil from the Mississippian Aux Vases Formation along a north-south-trending anticlinal structure 3 mi long and 1.5 mi wide. The porous and permeable quartz sandstone, which comprises the principal hydrocarbon reservoir, can grade laterally into nonporous calcareous sandstone, siltstone, shale, or limestone within one well location (660 ft). The Aux Vases Formation at King field was deposited in an intertidal to subtidal, mixed siliciclastic-carbonate environment, and the resulting mosaic of depositional facies significantly affects reservoirs continuity. Impermeable to only slightly permeable siltstones, shales, and limestones of the various offshore facies, and shales and siltstones of the tidal-flat facies separate the producing sandstones of a tidal channel-offshore bar facies into distinct reservoir compartments. This reservoir heterogeneity results in an oil-water contact at various depths across the field. Lateral compartmentalization of the reservoir has allowed large sections of the Aux Vases reservoir to remain unswept by waterflooding. Volumetric analyses suggest that untapped reservoir compartments may contain an additional 1-2 million bbl of oil recoverable by primary and waterflood methods.

    Job generation has been a part of the national dialogue surrounding energy policy and renewable energy (RE) for many years. RE advocates tout the ability of renewable energy to support new job opportunities in rural America and the manufacturing sector. Others argue that spending on renewable energy is an inefficient allocation of resources and can result in job losses in the broader economy. The report, Study of the Effects on Employment of Public Aid to Renewable Energy Sources, from King Juan Carlos University in Spain, is one recent addition to this debate. This report asserts that, on average, every renewable energy job in Spain 'destroyed' 2.2 jobs in the broader Spanish economy. The authors also apply this ratio to the U.S. context to estimate expected job loss from renewable energy development and policy in the United States. This memo discusses fundamental and technical limitations of the analysis by King Juan Carlos University and notes critical assumptions implicit in the ultimate conclusions of their work. The memo also includes a review of traditional employment impact analyses that rely on accepted, peer-reviewed methodologies, and it highlights specific variables that can significantly influence the results of traditional employment impact analysis.

    Trace element and major ion concentrations were measured in water samples collected monthly between March 1985 and March 1986 at the MD-1 pumping station at the Tulare Lake Drainage District evaporation ponds, Kings County, California. Samples were analyzed for selected pesticides several times during the year. Salinity, as measured by specific conductance, ranged from 11,500 to 37,600 microsiemens/centimeter; total recoverable boron ranged from 4,000 to 16,000 micrg/L; and total recoverable molybdenum ranged from 630 to 2,600 microg/L. Median concentrations of total arsenic and total selenium were 97 and 2 microg/L. Atrazine, prometone, propazine, and simazine were the only pesticides detected in water samples collected at the MD-1 pumping station. Major ions, trace elements, and selected pesticides also were analyzed in water and bottom-sediment samples from five of the southern evaporation ponds at Tulare Lake Drainage District. The water samples increased in specific conductance and concentrations of total arsenic, total recoverable boron and total recoverable molybdenum going from pond 1 to pond 10, respectively. Median concentrations of total arsenic and total selenium in the bottom sediments were 4.0 and 0.9 microg/g, respectively. 6 refs., 2 figs., 12 tabs.

    The United States has begun a program of counterproliferation in order to preempt the use of WMD by such elements, however, the ability to respond to the terrorist employment of biological/chemical weapons is absent. Given the structure, capability and technical expertise in the Federal Emergency Management Agency (FEMA) and the Federal Bureau of Investigation (FBI), the Department of Defense (DoD) will be tasked to conduct the response to such an incident. The geographical Commander in Chief (CINC) and the appointed Joint Task Force (JTF) commander will ultimately be assigned the response mission. Planning, training and coordination is required to develop a force capable of responding in a timely and coordinated manner.
