    DOE Patents [OSTI]

Naylor, Richard Brian; Sharp, Donald J.

    1999-01-01

This invention relates to a magnetic stripe comprising a medium in which magnetized particles are suspended and in which the encoded information is recorded by actual physical rotation or alignment of the previously magnetized particles within the flux reversals of the stripe which are 180.degree. opposed in their magnetic polarity. The magnetized particles are suspended in a medium which is solid, or physically rigid, at ambient temperatures but which at moderately elevated temperatures, such as 40.degree. C., is thinable to a viscosity permissive of rotation of the particles therein under applications of moderate external magnetic field strengths within acceptable time limits.

  12. Novel Low Cost Organic Vapor Jet Printing of Striped High Efficiency Phosphorescent OLEDs for White Lighting

    SciTech Connect (OSTI)

    Mike Hack

    2008-12-31

In this program, Universal Display Corporation and University of Michigan proposed to integrate three innovative concepts to meet the DOE's Solid State Lighting (SSL) goals: (1) high-efficiency phosphorescent organic light emitting device (PHOLED{trademark}) technology, (2) a white lighting design that is based on a series of red, green and blue OLED stripes, and (3) the use of a novel cost-effective, high rate, mask-less deposition process called organic vapor jet printing (OVJP). Our PHOLED technology offers up to four-times higher power efficiency than other OLED approaches for general lighting. We believe that one of the most promising approaches to maximizing the efficiency of OLED lighting sources is to produce stripes of the three primary colors at such a pitch (200-500 {mu}m) that they appear as a uniform white light to an observer greater than 1 meter (m) away from the illumination source. Earlier work from a SBIR Phase 1 entitled 'White Illumination Sources Using Striped Phosphorescent OLEDs' suggests that stripe widths of less than 500 {mu}m appear uniform from a distance of 1m without the need for an external diffuser. In this program, we intend to combine continued advances in this PHOLED technology with the striped RGB lighting design to demonstrate a high-efficiency, white lighting source. Using this background technology, the team has focused on developing and demonstrating the novel cost-effective OVJP process to fabricate these high-efficiency white PHOLED light sources. Because this groundbreaking OVJP process is a direct printing approach that enables the OLED stripes to be printed without a shadow mask, OVJP offers very high material utilization and high throughput without the costs and wastage associated with a shadow mask (i.e. the waste of material that deposits on the shadow mask itself). As a direct printing technique, OVJP also has the potential to offer ultra-high deposition rates (> 1,000 Angstroms/second) for any size or shaped features. As a result, we believe that this work will lead to the development of a cost-effective manufacturing solution to produce very-high efficiency OLEDs. By comparison to more common ink-jet printing (IJP), OVJP can also produce well-defined patterns without the need to pattern the substrate with ink wells or to dry/anneal the ink. In addition, the material set is not limited by viscosity and solvent solubility. During the program we successfully demonstrated a 6-inch x 6-inch PHOLED lighting panel consisting of fine-featured red, green and blue (R-G-B) stripes (1mm width) using an OVJP deposition system that was designed, procured and installed into UDC's cleanroom as part of this program. This project will significantly accelerate the DOE's ability to meet its 2015 DOE SSL targets of 70-150 lumens/Watt and less than $10 per 1,000 lumens for high CRI lighting index (76-90). Coupled with a low cost manufacturing path through OVJP, we expect that this achievement will enable the DOE to achieve its 2015 performance goals by the year 2013, two years ahead of schedule. As shown by the technical work performed under this program, we believe that OVJP is a very promising technology to produce low cost, high efficacy, color tunable light sources. While we have made significant progress to develop OVJP technology and build a pilot line tool to study basic aspects of the technology and demonstrate a lighting panel prototype, further work needs to be performed before its full potential and commercial viability can be fully assessed.

    DOE Patents [OSTI]

    Hughes, James Prescott

    2003-06-17

An apparatus and method for reconstructing missing data using cross-parity stripes on a storage medium is provided. The apparatus and method may operate on data symbols having sizes greater than a data bit. The apparatus and method makes use of a plurality of parity stripes for reconstructing missing data stripes. The parity symbol values in the parity stripes are used as a basis for determining the value of the missing data symbol in a data stripe. A correction matrix is shifted along the data stripes, correcting missing data symbols as it is shifted. The correction is performed from the outside data stripes towards the inner data stripes to thereby use previously reconstructed data symbols to reconstruct other missing data symbols.

    Rousseau, O.; Yamada, M.; Miura, K.; Ogawa, S.; Otani, Y.

    2014-02-07

We report on the experimental study of the propagation of nonlinearly generated harmonic spin waves in microscopic CoFeB stripes. Using an all electrical technique with coplanar waveguides, we find that two kinds of spin waves can be generated by nonlinear frequency multiplication. One has a non-uniform spatial geometry and thus requires appropriate detector geometry to be identified. The other corresponds to the resonant fundamental propagative spin waves and can be efficiently excited by double- or triple-frequency harmonics with any geometry. Nonlinear excited spin waves are particularly efficient in providing an electrical signal arising from spin wave propagation.

  17. Striped Bass Spawning in Non-Estuarine Portions of the Savannah River

    SciTech Connect (OSTI)

    Martin, D.; Paller, M.

    2007-04-17

Historically, the estuarine portions of the Savannah River have been considered to be the only portion of the river in which significant amounts of striped bass (Morone saxatilis) spawning normally occur. A reexamination of data from 1983 through 1985 shows a region between River Kilometers 144 and 253 where significant numbers of striped bass eggs and larvae occur with estimated total egg production near that currently produced in the estuarine reaches. It appears possible that there are two separate spawning populations of striped bass in the Savannah River.

    2014-05-07

We demonstrate the formation of magnetic nanostripes on the surface of Fe{sub 52}Al{sub 48} induced by nanosecond pulsed laser irradiation and investigate their magnetic properties. The magnetic stripe consists of a disordered A2 phase of Fe-Al alloys with Al-oxide along the [110] direction on the (111)-oriented plane. According to the focused magneto-optical Kerr effect measurement, the coercive force of the magnetic stripe obeys the 1/cos?? law, where ? is the field rotation angle estimated from the stripe direction. Also, the jump field can be observed in the magnetic hysteresis loop. These results indicate that the magnetization reversal in the magnetic stripe originates from the domain pinning, showing that the magnetization rotates incoherently.

  19. Interstripe coupling and current spreading in a subthreshold double heterostructure twin stripe laser

    SciTech Connect (OSTI)

    Kumar, T.; Ormondroyd, R.F.; Rozzi, T.E.

    1984-04-01

Twin stripe laser structures show great promise in integrated optics systems. It has been proposed that optical interactions in such structures should produce properties such as beam steering, optical pulse generation and bistability. However, fundamental properties of these devices, including the effect of the resistive p-type cladding layer on the current density distribution injected into the active region, the terminal behavior of the device, and the effect of the stripe width and spacing current density distributions have not yet been considered. This paper considers the current density distribution problem of a twin stripe laser, and examines the effect on the distribution of current injection into both stripes, interstripe coupling via the resistance of the p-type cladding layer and the geometric factors of cladding layer thickness, electrode width and spacing. A diode model is assumed for the heterostructure, and finite difference techniques are used to calculate the 2 D potential distribution in the p-type cladding layer and the current density distribution in the active layer. Numerical and experimental results highlight the effect of the nonlinear diode boundary on the current density distribution and show the changes in the current distribution which occur for relatively small fluctuations in current injected into the stripes and equally small changes in the geometry.

The effect of Zn-doping on the stripe order in La{sub 1.905}Ba{sub 0.095}CuO{sub 4} has been studied by means of x-ray and neutron diffraction as well as magnetization measurements. While 1% Zn leads to an increase of the spin stripe order, it unexpectedly causes a wipe out of the visibility of the charge stripe order. A magnetic field of 10 Tesla applied along the c-axis has no reversing effect on the charge order. We compare this observation with the Zn-doping dependence of the crystal structure, superconductivity, and normal state magnetism.

  7. Nematicity in stripe ordered cuprates probed via resonant x-ray scattering

We found that in underdoped cuprate superconductors, a rich competition occurs between superconductivity and charge density wave (CDW) order. Whether rotational symmetry-breaking (nematicity) occurs intrinsically and generically or as a consequence of other orders is under debate. Here, we employ resonant x-ray scattering in stripe-ordered superconductors (La,M)2CuO4 to probe the relationship between electronic nematicity of the Cu 3d orbitals, structure of the (La,M)2O2 layers, and CDW order. We find distinct temperature dependences for the structure of the (La,M)2O2 layers and the electronic nematicity of the CuO2 planes, with only the latter being enhanced by the onset of CDW order. Ourmore » results identify electronic nematicity as an order parameter that is distinct from a purely structural order parameter in underdoped striped cuprates.« less

  10. Post-deposition control of ferroelastic stripe domains and internal electric field by thermal treatment

    SciTech Connect (OSTI)

    Feigl, L.; Iwanowska, M.; Sandu, C. S.; Setter, N.; Janolin, P.-E.; Yamada, T.

    2015-01-19

The dependence of the formation of ferroelastic stripe domain patterns on the thermal history is investigated by detailed piezoresponse force microscopy and X-ray diffraction experiments after and during annealing of tensile strained tetragonal Pb(Ti,Zr)O{sub 3} epitaxial thin films on DyScO{sub 3} substrates. In particular, the ferroelastic pattern is reversibly interchanged between a cross-hatched and a stripe domain pattern if the films are cooled at different rates after annealing above the formation temperature of a-domains. Different types of 180 and non-180 patterns can be created, depending on the thermal treatment. The changes in the 180 domain structure and lattice parameters are attributed to a change of oxygen vacancy concentration, which results in a modification of the internal electric field and unit cell size, causing also a shift of T{sub C}. Thermal treatment is done on rhombohedral La:BiFeO{sub 3} thin films as well. It is observed that also in these films, appropriate heat treatment modifies the domain pattern and films with a stripe domain pattern can be created, confirming the general validity of the developed model.

  11. A search for optical variability of type 2 quasars in SDSS stripe 82

    SciTech Connect (OSTI)

Barth, Aaron J.; Carson, Daniel J.; Voevodkin, Alexey

    2014-01-01

Hundreds of Type 2 quasars have been identified in Sloan Digital Sky Survey (SDSS) data, and there is substantial evidence that they are generally galaxies with highly obscured central engines, in accord with unified models for active galactic nuclei (AGNs). A straightforward expectation of unified models is that highly obscured Type 2 AGNs should show little or no optical variability on timescales of days to years. As a test of this prediction, we have carried out a search for variability in Type 2 quasars in SDSS Stripe 82 using difference-imaging photometry. Starting with the Type 2 AGN catalogs of Zakamska et al. and Reyes et al., we find evidence of significant g-band variability in 17 out of 173 objects for which light curves could be measured from the Stripe 82 data. To determine the nature of this variability, we obtained new Keck spectropolarimetry observations for seven of these variable AGNs. The Keck data show that these objects have low continuum polarizations (p ? 1% in most cases) and all seven have broad H? and/or Mg II emission lines in their total (unpolarized) spectra, indicating that they should actually be classified as Type 1 AGNs. We conclude that the primary reason variability is found in the SDSS-selected Type 2 AGN samples is that these samples contain a small fraction of Type 1 AGNs as contaminants, and it is not necessary to invoke more exotic possible explanations such as a population of 'naked' or unobscured Type 2 quasars. Aside from misclassified Type 1 objects, the Type 2 quasars do not generally show detectable optical variability over the duration of the Stripe 82 survey.

  12. A self-consistent model of the lateral behavior of a twin-stripe injection laser

    SciTech Connect (OSTI)

    Kumar, T.; Ormondroyd, R.F.; Rozzi, T.E.

    1986-10-01

A fully self-consistent computer model of the steady-state behavior of the zero-order lateral optical field of a GaAs twin-stripe injection laser is presented which takes into account current spreading in the p-type confining layer, the effect of lateral diffusion of carriers in the active layer, and bimolecular and stimulated radiative recombination. The results predict the lateral movement of the near field of the optical signal under asymmetric drive conditions, as observed in practice. Also calculated are the corresponding carrier and current density distributions. It is shown that the near-field zero order lateral optical field can be beam steered across the facet by only 2 ..mu..m, typically. However, the initial position of the beam can be controlled by the two-stripe currents and also the geometry of the device. For the case where I/sub s1/ approx. = I/sub s2/ the beam movement is seen to be proportional to either I/sub s1/ or I/sub s2/. The results show that beam steering is not accompanied by a negative slope to the I-L characteristics. The effect of geometry and diffusion coefficient on the value of maximum current allowed before modal instability occurs is also given.

  13. Stripe order in superconducting La2-xBaxCuO₄ (0.095≤x≤0.155)

    2011-03-17

The correlations between stripe order, superconductivity, and crystal structure in La2-xBaxCuO₄ single crystals have been studied by means of x-ray and neutron diffraction as well as static magnetization measurements. The derived phase diagram shows that charge stripe order (CO) coexists with bulk superconductivity in a broad range of doping around x=1/8, although the CO order parameter and correlation length fall off quickly for x≠1/8. Except for x=0.155, the onset of CO always coincides with the transition between the orthorhombic and the tetragonal or less orthorhombic low-temperature structures. The CO transition evolves from a sharp drop at low x to amore » more gradual transition at higher x, eventually falling below the structural phase boundary for optimum doping. With respect to the interlayer CO correlations, we find no qualitative change of the stripe stacking order as a function of doping, and in-plane and out-of-plane correlations disappear simultaneously at the transition. Similarly to the CO, the spin stripe order (SO) is also most pronounced at x=1/8. Truly static SO sets in below the CO and coincides with the first appearance of in-plane superconducting correlations at temperatures significantly above the bulk transition to superconductivity (SC). Indications that bulk SC causes a reduction of the spin or charge stripe order could not be identified. We argue that CO is the dominant order that is compatible with SC pairing but competes with SC phase coherence. Comparing our results with data from the literature, we find good agreement if all results are plotted as a function of x' instead of the nominal x, where x' represents an estimate of the actual Ba content, extracted from the doping dependence of the structural transition between the orthorhombic phase and the tetragonal high-temperature phase.« less

The phase diagram of BaPb1-xBixO3 exhibits a superconducting “dome” in the proximity of a charge density wave phase. For the superconducting compositions, the material coexists as two structural polymorphs. Here we show, via high resolution transmission electron microscopy, that the structural dimorphism is accommodated in the form of partially disordered nanoscale stripes. Identification of the morphology of the nanoscale structural phase separation enables determination of the associated length scales, which we compare to the Ginzburg-Landau coherence length. Thus, we find that the maximum Tc occurs when the superconducting coherence length matches the width of the partially disordered stripes, implying amore » connection between the structural phase separation and the shape of the superconducting dome.« less

  16. A plausible (overlooked) super-luminous supernova in the Sloan digital sky survey stripe 82 data

    2013-12-01

We present the discovery of a plausible super-luminous supernova (SLSN), found in the archival data of Sloan Digital Sky Survey (SDSS) Stripe 82, called PSN 000123+000504. The supernova (SN) peaked at m {sub g} < 19.4 mag in the second half of 2005 September, but was missed by the real-time SN hunt. The observed part of the light curve (17 epochs) showed that the rise to the maximum took over 30 days, while the decline time lasted at least 70 days (observed frame), closely resembling other SLSNe of SN 2007bi type. The spectrum of the host galaxy reveals a redshift of z = 0.281 and the distance modulus of ? = 40.77 mag. Combining this information with the SDSS photometry, we found the host galaxy to be an LMC-like irregular dwarf galaxy with an absolute magnitude of M{sub B} = 18.2 0.2 mag and an oxygen abundance of 12+log?[O/H]=8.30.2; hence, the SN peaked at M {sub g} < 21.3 mag. Our SLSN follows the relation for the most energetic/super-luminous SNe exploding in low-metallicity environments, but we found no clear evidence for SLSNe to explode in low-luminosity (dwarf) galaxies only. The available information on the PSN 000123+000504 light curve suggests the magnetar-powered model as a likely scenario of this event. This SLSN is a new addition to a quickly growing family of super-luminous SNe.

  17. Seasonal changes in dissolved-gas supersaturation in the Sacramento River and possible effects on striped bass

    SciTech Connect (OSTI)

    Colt, J.

    1984-09-01

Dissolved-gad supersaturation levels were monitored in the Sacramento River system in central California during 1981-1982. Gas supersaturation was highest in the spring when temperature and flow were increasing rapidly, and was caused primarily by inflows of highly supersaturated water from the American and Feather rivers. During high runoff, air entrained by falls and rapids can produce supersaturation. Rapid heating can produce gas supersaturation because the solubility of gases is reduced at higher temperatures. Entrainment of air at dams does not appear to be responsible for gas supersaturation in these two rivers, although the dams may have an influence on dissolved gas levels in the Sacramento River. Gas supersaturation in the Sacramento-San Joaquin River system may adversely affect the eggs and larvae of wild striped bass Morone saxatilis and salmonids in hatcheries. The siting of salmonid hatcheries below large dams insures that hatchery fish will be exposed to high levels of gas supersaturation. Because larval striped bass are positively phototactic, they are at greater risk than fish that are found lower in the water column. 48 references, 4 figures, 3 tables.

    1980-08-01

Habitat selection of 31 adult striped bass was monitored by temperature sensing ultrasonic and radio transmitters in Cherokee Reservoir, Tennessee, from March through October 1978. This study sought to corroborate summer data obtained by Waddle (1979) in 1977 and to examine mechanisms of habitat selection by observing establishment of the summer distribution. During the spring and early summer months the striped bass ranged throughout the study area in the downstream half of the reservoir. Fish stayed near the bottom at the preferred temperatures throughout the whole study, and no individuals were observed in open water. Movement rates of up to 2.6 km/day were estimated, and rates of 1 km/day were common in the spring. By late July they were apparently avoiding low dissolved oxygen (D.O.) concentrations (<3 mg/l) near the bottom of the main reservoir and epilimnion temperatures greater than 22/sup 0/C, and they moved into cool, oxygenated spring or creek channels (refuges). Low movement rates of 0 to 25 m/day within these refuges occurred. The rates of the few migrations between refuges could not be estimated. Tagged fish moved out of the refuges 3 to 4 weeks after the fall overturn when reservoir temperatures approximated 22 to 24/sup 0/C.

Thus, we find that the maximum Tc occurs when the superconducting coherence length matches the width of the partially disordered stripes, implying a connection between the structural phase separation and the shape of the superconducting dome.

The superconducting system La2-xBaxCuO₄ is known to show a minimum in the transition temperature Tc at x=1/8 where maximal stripe order is pinned by the anisotropy within the CuO₂ planes that occurs in the low-temperature-tetragonal (LTT) crystal structure. For x=0.095, where Tc reaches its maximum value of 32 K, there is a roughly coincident structural transition to a phase that is very close to LTT. Here, we present a neutron scattering study of the structural transition, and demonstrate how features of it correlate with anomalies in the magnetic susceptibility, electrical resistivity, thermal conductivity, and thermoelectric power. We also present measurementsmore » on a crystal with 1% Zn substituted for Cu, which reduces Tc to 17 K, enhances the spin stripe order, but has much less effect on the structural transition. We make the case that the structural transition correlates with a reduction of the Josephson coupling between the CuO₂ layers, which interrupts the growth of the superconducting order. We also discuss evidence for two-dimensional superconducting fluctuations in the normal state, analyze the effective magnetic moment per Zn impurity, and consider the significance of the anomalous thermopower often reported in the stripe-ordered phase.« less

Tmore » he relationships among charge order, spin fluctuations, and superconductivity in underdoped cuprates remain controversial. We use neutron scattering techniques to study these phenomena in La1.93Sr0.07CuO4 a superconductor with a transition temperature of c = 20 K. At << c, we find incommensurate spin fluctuations with a quasielastic energy spectrum and no sign of a gap within the energy range from 0.2 to 15 meV. A weak elastic magnetic component grows below ~ 10 K, consistent with results from local probes. Regarding the atomic lattice, we have discovered unexpectedly strong fluctuations of the CuO6 octahedra about Cu-O bonds, which are associated with inequivalent O sites within the CuO2 planes. Moreover, we observed a weak elastic (3 ⁻30) superlattice peak that implies a reduced lattice symmetry. he presence of inequivalent O sites rationalizes various pieces of evidence for charge stripe order in underdoped La2-xSrxCuO4. he coexistence of superconductivity with quasi-static spin-stripe order suggests the presence of intertwined orders; however, the rotation of the stripe orientation away from the Cu-O bonds might be connected with evidence for a finite gap at the nodal points of the superconducting gap function.« less

White bass (Morone chrysops) X striped bass (M. saxatilis) hybrids weighing 1691/lb were initially stocked in five 24 ft/sup 3/ floating screen cages for 20 days. Hybrids averaging one inch in total length and 361 fish/lb were released in four 614 ft/sup 3/ concrete raceways. Two stocking densities, 2.6 and 5.1 fish/ft/sup 3/, were evaluated in the 94-day study using a flow rate of 300 gpm/raceway. Water temperatures averaged 79/sup 0/F and water quality was adequate throughout the production period. Fish were hand fed to satiation daily. Columnaris and Aeromonas hydrophila caused the most serious disease problems. Gas supersaturation was suspect in high mortality levels during cage culture of hybrid bass fry. Cannibalism may have been responsible for unaccountable losses prior to raceway stocking and at harvest. The study yielded 5773 hybrids weighing 658 lb. The high density treatment showed greater weight gain, average weight, average length and percent survival as well as improved food conversion. Results suggest that higher stocking densities and periodic grading may increase production and suppress cannibalism. 10 references, 3 figures, 3 tables.

We present and release co-added images of the Sloan Digital Sky Survey (SDSS) Stripe 82. Stripe 82 covers an area of ∼300 deg{sup 2} on the celestial equator, and has been repeatedly scanned 70-90 times in the ugriz bands by the SDSS imaging survey. By making use of all available data in the SDSS archive, our co-added images are optimized for depth. Input single-epoch frames were properly processed and weighted based on seeing, sky transparency, and background noise before co-addition. The resultant products are co-added science images and their associated weight images that record relative weights at individual pixels. The depths of the co-adds, measured as the 5σ detection limits of the aperture (3.''2 diameter) magnitudes for point sources, are roughly 23.9, 25.1, 24.6, 24.1, and 22.8 AB magnitudes in the five bands, respectively. They are 1.9-2.2 mag deeper than the best SDSS single-epoch data. The co-added images have good image quality, with an average point-spread function FWHM of ∼1'' in the r, i, and z bands. We also release object catalogs that were made with SExtractor. These co-added products have many potential uses for studies of galaxies, quasars, and Galactic structure. We further present and release near-IR J-band images that cover ∼90 deg{sup 2} of Stripe 82. These images were obtained using the NEWFIRM camera on the NOAO 4 m Mayall telescope, and have a depth of about 20.0-20.5 Vega magnitudes (also 5σ detection limits for point sources)

    2010-07-01

This Corrective Action Decision Document/Closure Report has been prepared for Corrective Action Unit 371, Johnnie Boy Crater and Pin Stripe, located within Areas 11 and 18 at the Nevada Test Site, Nevada, in accordance with the Federal Facility Agreement and Consent Order (FFACO). Corrective Action Unit (CAU) 371 comprises two corrective action sites (CASs): 11-23-05, Pin Stripe Contamination Area 18-45-01, U-18j-2 Crater (Johnnie Boy) The purpose of this Corrective Action Decision Document/Closure Report is to provide justification and documentation supporting the recommendation that no further corrective action is needed for CAU 371 based on the implementation of corrective actions. The corrective action of closure in place with administrative controls was implemented at both CASs. Corrective action investigation (CAI) activities were performed from January 8, 2009, through February 16, 2010, as set forth in the Corrective Action Investigation Plan for Corrective Action Unit 371: Johnnie Boy Crater and Pin Stripe. The approach for the CAI was divided into two facets: investigation of the primary release of radionuclides and investigation of other releases (migration in washes and chemical releases). The purpose of the CAI was to fulfill data needs as defined during the data quality objective (DQO) process. The CAU 371 dataset of investigation results was evaluated based on the data quality indicator parameters. This evaluation demonstrated the dataset is acceptable for use in fulfilling the DQO data needs. Analytes detected during the CAI were evaluated against final action levels (FALs) established in this document. Radiological doses exceeding the FAL of 25 millirem per year were not found to be present in the surface soil. However, it was assumed that radionuclides are present in subsurface media within the Johnnie Boy crater and the fissure at Pin Stripe. Due to the assumption of radiological dose exceeding the FAL, corrective actions were undertaken that consist of implementing a use restriction and posting warning signs at each site. These use restrictions were recorded in the FFACO database; the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) Facility Information Management System; and the NNSA/NSO CAU/CAS files. Therefore, NNSA/NSO provides the following recommendations: No further corrective actions are necessary for CAU 371. A Notice of Completion to NNSA/NSO is requested from the Nevada Division of Environmental Protection for closure of CAU 371. Corrective Action Unit 371 should be moved from Appendix III to Appendix IV of the FFACO.

  10. Program Evaluation: Program Logic

    Broader source: Energy.gov [DOE]

Logic modeling is a thought process program evaluators have found to be useful for at least forty years and has become increasingly popular with program managers during the last decade. A logic model presents a plausible and sensible model of how the program will work under certain environmental conditions to solve identified problems. The logic model can be the basis for a convincing story of the program's expected performance – telling stakeholders and others the problem the program focuses on and how it is uniquely qualified to address it. The elements of the logic model are resources, activities, outputs, short, intermediate and longer-term outcomes. Some add the customers reached, as well as the relevant external contextual influences, present before a program begins or appearing as the program is implemented.

We propose a slant-stripe-type periodically poled LiNbO{sub 3} crystal for the construction of a practical quasi-phase-matched (QPM) device for terahertz (THz) detection. A minimum detectable THz-wave energy of 25 fJ/pulse is demonstrated, and a linear input-output property with a dynamic range of 60?dB is achieved. The working frequency range of 0.15?THz for THz detection is obtained, and the central frequency of the sensitivity can be controlled by the design of the periodically poled structure. THz detection using this QPM device is a promising technique that may allow the detection of a coherent THz photon.

We report 139La nuclear magnetic resonance studies performed on a La1.875Ba0.125CuO4 single crystal. The data show that the structural phase transitions (high-temperature tetragonal → low-temperature orthorhombic → low-temperature tetragonal phase) are of the displacive type in this material. The 139La spin-lattice relaxation rate T–11 sharply upturns at the charge-ordering temperature TCO = 54 K, indicating that charge order triggers the slowing down of spin fluctuations. Detailed temperature and field dependencies of the T–11 below the spin-ordering temperature TSO=40 K reveal the development of enhanced spin fluctuations in the spin-ordered state for H ∥ [001], which are completely suppressed for largemore » fields along the CuO2 planes. Lastly, our results shed light on the unusual spin fluctuations in the charge and spin stripe ordered lanthanum cuprates.« less

We present a series of electron spin resonance (ESR) and infrared transmission experiments in antiferromagnetic (AF), lightly hole-doped YBa{sub 2}Cu{sub 3}O{sub 6} in search for the effect of a spatially inhomogeneous ground state on the magnetic and electric properties. Crystal compositions were Ca{sub x}Gd{sub y}Y{sub 1-x-y}Ba{sub 2}Cu{sub 3}O{sub 6} with x=0 , 0.008, 0.02, and 0.03 and y{approx}0.01 . Gd{sup 3+} ESR satellites from sites with first-neighbor Ca atoms show that holes are not preferentially localized at low temperatures in the vicinity of Ca dopants. We mapped by multifrequency Gd{sup 3+} ESR the AF domain structure as a function of hole concentration, temperature, and magnetic fields up to 8T . We attribute the hole-doping-induced rotation of the magnetic easy axis from collateral to diagonal (with respect to the tetragonal CuO{sub 2} lattice) to the pinning of the AF magnetization to a static modulation or a phase-separated network of the hole density. The dominantly fourfold symmetry of pinning suggests that the hole density network has this symmetry also and is not an array of stripes. At higher temperatures the pinning to the diagonal direction becomes weak and the possibility of domain wall fluctuations is discussed. There is no magnetic field dependence and no in-plane anisotropy of the infrared transmission polarized in the CuO{sub 2} planes in an x=0.02 crystal placed in magnetic fields up to 12T . Thus, the network of holes is rigid and is not affected by magnetic fields that are, however, strong enough to rotate the AF magnetization into a single domain.

We present galaxy cluster mass–richness relations found in the Sloan Digital Sky Survey Stripe 82 co-add using clusters found using a Voronoi tessellation cluster finder. These relations were found using stacked weak lensing shear observed in a large sample of galaxy clusters. These mass–richness relations are presented for four redshift bins, 0.1 < z ≤ 0.4, 0.4 < z ≤ 0.7, 0.7 < z ≤ 1.0 and 0.1 < z ≤ 1.0. We describe the sample of galaxy clusters and explain how these clusters were found using a Voronoi tessellation cluster finder. We fit a Navarro-Frenk-White profile to the stackedmore » weak lensing shear signal in redshift and richness bins in order to measure virial mass (M200). We describe several effects that can bias weak lensing measurements, including photometric redshift bias, the effect of the central BCG, halo miscentering, photometric redshift uncertainty and foreground galaxy contamination. We present mass–richness relations using richness measure NVT with each of these effects considered separately as well as considered altogether. We also examine redshift evolution of the mass–richness relation. As a result, we present measurements of the mass coefficient (M200|20) and the power-law slope (α) for power-law fits to the mass and richness values in each of the redshift bins. S. -H. Baek; Gu, G. D.; Utz, Y.; Hucker, M.; Buchner, B.; Grafe, H. -J.

    2015-10-26

We report 139La nuclear magnetic resonance studies performed on a La1.875Ba0.125CuO4 single crystal. The data show that the structural phase transitions (high-temperature tetragonal → low-temperature orthorhombic → low-temperature tetragonal phase) are of the displacive type in this material. The 139La spin-lattice relaxation rate T–11 sharply upturns at the charge-ordering temperature TCO = 54 K, indicating that charge order triggers the slowing down of spin fluctuations. Detailed temperature and field dependencies of the T–11 below the spin-ordering temperature TSO=40 K reveal the development of enhanced spin fluctuations in the spin-ordered state for H ∥ [001], which are completely suppressed for large fields along the CuO2 planes. Lastly, our results shed light on the unusual spin fluctuations in the charge and spin stripe ordered lanthanum cuprates.

An exhaust system that processes exhaust generated by an engine is provided. The system generally includes a particulate filter (PF) that filters particulates from the exhaust wherein an upstream end of the PF receives exhaust from the engine. A grid of electrically resistive material is applied to an exterior upstream surface of the PF and selectively heats exhaust passing through the grid to initiate combustion of particulates within the PF. A catalyst coating is applied to the PF that increases a temperature of the combustion of the particulates within the PF.

  5. AISI direct steelmaking program

    SciTech Connect (OSTI)

    Aukrust, E.

    1991-01-09

AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

    1990-01-01

The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology. This publications is one of a series of documents on the Renewable Energy programs sponsored by the US Department of Energy. An overview of all the programs is available, entitled Programs in Renewable Energy.

    Sears, E.B.

    1997-08-01

Despite claims that the government is reducing the amount of environmental regulation, the sheer amount of regulatory language has actually increased yearly. Yet based on media reports and citizen claims, pollution appears to go unchecked. Citizens condemn a perceived lack of government regulation of industrial pollution, while industries find themselves mired in increasingly complex regulatory programs that are sometimes far removed from real world situations. US Environmental Protection Agency (EPA) decision-makers have responded to these concerns by designing regulatory programs that abandon traditional command-and-control regulatory schemes as ill-suited to today`s pollution problems and the interests of these stakeholders. This paper analyzes the use of voluntary pollution control programs in place of command-and-control regulation. It is proposed that voluntary programs may serve as carrots to entice regulated entities to reduce pollution, but that there are a number of hurdles to their effective implementation that preclude them from being embraced as effective environmental regulatory tools. This paper reviews why agencies have moved from command-and-control regulation and examines current voluntary pollution control programs. This paper also contemplates the future of such programs.

This document summarizes the work performed by Pacific Northwest Laboratory (PNL) from January 1 through March 31, 1981, for the Division of Reactor Safety Research within the U.S. Nuclear Regulatory Commission (NRC). Evaluations of nondestructive examination (NDE) techniques and instrumentation are reported; areas of investigation include demonstrating the feasibility of determining the strength of structural graphite, evaluating the feasibility of detecting and analyzing flaw growth in reactor pressure boundary systems, examining NDE reliability and probabilistic fracture mechanics, and assessing the integrity of pressurized water reactor (PWR) steam generator tubes where service-induced degradation has been indicated. Experimental data and analytical models are being provided to aid in decision-making regarding pipeto- pipe impacts following postulated breaks in high-energy fluid system piping. Core thermal models are being developed to provide better digital codes to compute the behavior of full-scale reactor systems under postulated accident conditions. Fuel assemblies and analytical support are being provided for experimental programs at other facilities. These programs include loss-ofcoolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation, severe fuel damage, and postaccident coolability tests for the ESSOR reactor Super Sara Test Program, Ispra, Italy; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.

Over the past fifteen months, the Systems Chemistry Group of the Reactor Engineering Department has undertaken a comprehensive study of the Department`s moderator chemistry program at Savannah River Site (SRS). An internal review was developed to formalize and document this program. Objectives were as outlined in a mission statement and action plan. In addition to the mission statement and action plan, nine separate task reports have been issued during the course of this study. Each of these task reports is included in this document as a chapter. This document is an organized compilation of the individual reports issued by the Systems Chemistry Group in assessment of SRS moderator chemistry to determine if there were significant gaps in the program as ft existed in October, 1989. While these reviews found no significant gaps in that mode of operation, or any items that adversely affected safety, items were identified that could be improved. Many of the items have already been dear with or are in the process of completion under this Moderator Chemistry Program and other Reactor Restart programs. A complete list of the items of improvement found under this assessment is found in Chapter 9, along with a proposed time table for correcting remaining items that can be improved for the chemistry program of SRS reactors. An additional external review of the moderator chemistry processes, recommendations, and responses to/from the Reactor Corrosion Mitigation Committee is included as Appendix to this compilation.

    SciTech Connect (OSTI)

    Lusk, P.D.

    1992-12-01

The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

  11. TWRS safety program plan

    SciTech Connect (OSTI)

    Calderon, L.M., Westinghouse Hanford

    1996-08-01

Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their location in the organization.

  12. ESnet Program Plan 1994

    SciTech Connect (OSTI)

    Merola, S.

    1994-11-01

This Program Plan characterizes ESnet with respect to the current and future needs of Energy Research programs for network infrastructure, services, and development. In doing so, this document articulates the vision and recommendations of the ESnet Steering Committee regarding ESnet`s development and its support of computer networking facilities and associated user services. To afford the reader a perspective from which to evaluate the ever-increasing utility of networking to the Energy Research community, we have also provided a historical overview of Energy Research networking. Networking has become an integral part of the work of DOE principal investigators, and this document is intended to assist the Office of Scientific Computing in ESnet program planning and management, including prioritization and funding. In particular, we identify the new directions that ESnet`s development and implementation will take over the course of the next several years. Our basic goal is to ensure that the networking requirements of the respective scientific programs within Energy Research are addressed fairly. The proliferation of regional networks and additional network-related initiatives by other Federal agencies is changing the process by which we plan our own efforts to serve the DOE community. 14. Generic Optimization Program

Energy Science and Technology Software Center (OSTI)

    1998-07-01

GenOpt is a generic optimization program for nonlinear, constrained optimization. For evaluating the objective function, any simulation program that communicates over text files can be coupled to GenOpt without code modification. No analytic properties of the objective function are used by GenOpt. ptimization algorithms and numerical methods can be implemented in a library and shared among users. Gencpt offers an interlace between the optimization algorithm and its kernel to make the implementation of new algorithmsmore » fast and easy. Different algorithms of constrained and unconstrained minimization can be added to a library. Algorithms for approximation derivatives and performing line-search will be implemented. The objective function is evaluated as a black-box function by an external simulation program. The kernel of GenOpt deals with the data I/O, result sotrage and report, interlace to the external simulation program, and error handling. An abstract optimization class offers methods to interface the GenOpt kernel and the optimization algorithm library.« less
