    The Department of Energy (DOE) has prepared an Environmental Assessment evaluating proposed environmental remediation activity at Argonne National Laboratory-East (ANL-E), Argonne, Illinois. The environmental remediation work would (1) reduce, eliminate, or prevent the release of contaminants from a number of Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) and two radiologically contaminated sites located in areas contiguous with SWMUs, and (2) decrease the potential for exposure of the public, ANL-E employees, and wildlife to such contaminants. The actions proposed for SWMUs are required to comply with the RCRA corrective action process and corrective action requirements of the Illinois Environmental Protection Agency; the actions proposed are also required to reduce the potential for continued contaminant release. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Former Chanute Air Force Base site in Rantoul, Illinois, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) was contacted to provide technical assistance for this project. The purpose of this study was to assess the site for a possible biopower system installation and estimate the cost, performance, and impacts of different biopower options.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the US Department of Energy (DOE) Fermi National Accelerator Laboratory (Fermilab), conducted September 14 through 25, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual participants for the Survey team are being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with Fermilab. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual.     The Twenty-Third Annual Illinois Energy Conference entitled, ``Energy and Environmental Policy in a Period of Transition`` was held in Chicago, Illinois on November 20--21, 1995. The conference program explored how federal policy in energy and environment is changing and how these shifts will impact the economy of the Midwest. The conference was divided in four plenary sessions. Session 1 focused on the national policy scene where speakers discussed proposed legislation to change federal energy and environmental policy. Session 2 looked at the future structure of the energy industry, projecting the roles of natural gas, the electric utility industry, and independent power producers in the overall energy system of the 21st century. Session 3 examined current federal policy in research and development as a baseline for discussing the future role of government and industry in supporting research and development. In particular, it looked at the relationship between energy research and development and global competitiveness. Finally, Session 4 attempted to tie these issues together and consider the impact of national policy change on Illinois and the Midwest.

    This Environmental Program Plan was developed in support of the Integrated Environment, Safety, and Health Management System Plan (ISMS) (RPP-MP-003), which establishes a single, defined environmental, safety, and health management system that integrates requirements into the work planning and execution processes to protect workers, the public, and the environment. The ISMS also provides mechanisms for increasing worker involvement in work planning, including hazard and environmental impact identification, analysis, and control; work execution; and feedback/improvement processes. The ISMS plan consists of six core functions.     The development of the Beatrice field in the inner Moray Firth area of the UK North Sea has presented problems in the area of environmental protection. Because the field lies only 12 miles from a totally unspoiled coastline of very great scenic beauty and environmental quality, it was necessary, before field development approval could be obtained, to convince central government, local authorities, and various nature preservation bodies that an environmental protection plan could be developed. The plan, which covered the offshore field, pipeline and onshore terminal, consisted essentially of 3 main elements: (1) an environmental impact analysis was commissioned; (2) a plan was drawn up to deal with the prevention and control of spillages; and (3) a series of technical discussions took place with local and central government authorities.

    This case study was prepared as one in a series for the Laboratories for the 21st Century program, a joint endeavor of the U.S. Environmental Protection Agency and the U.S. Department of Energy's Federal Energy Management Program. The goal of this program is to foster greater energy efficiency in new and retrofit laboratory buildings in both the public and the private sectors. The energy-efficient elements of the laboratory featured in this case study-Pharmacia Corporation's new Building Q in Skokie, Illinois-include sustainable design, light-filled interior spaces for daylighting, energy-efficient fume hoods and other equipment, occupancy sensors to reduce lighting loads, and spectrally selective glazing to allow more light and less heat into the building. Water-saving fixtures are used, as well. Building Q has been certified Gold (the second highest rating) through the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) system.

    The conceptual design of Environmental Protection Systems (EPS) for the National Ignition Facility (NIF) is described. These systems encompass tritium and activated debris handling, chamber, debris shield and general decontamination, neutron and gamma monitoring, and radioactive, hazardous and mixed waste handling. Key performance specifications met by EPS designs include limiting the tritium inventory to 300 Ci and total tritium release from NIF facilities to less than 10 Ci/yr. Total radiation doses attributable to NIF shall remain below 10 mrem/yr for any member of the general public and 500 mrem/yr for NIF staff. ALARA-based design features and operational procedures will, in most cases, result in much lower measured exposures. Waste minimization, improved cycle time and reduced exposures all result from the proposed CO2 robotic arm cleaning and decontamination system, while effective tritium control is achieved through a modern system design based on double containment and the proven detritiation technology.

    This environmental assessment (EA) has been prepared by the U.S. Department of Energy (DOE) in compliance with the National Environmental Policy Act of 1969 (NEPA) to evaluate the potential environmental impacts associated with continued and enhanced operation of the Advanced Photon Source (APS), including modifications, upgrades, and new facilities, at Argonne National Laboratory-East (ANL-E) in DuPage County, Illinois. This proposed action is needed to meet DOE's mission of sponsoring cutting-edge science and technology. Continued operation would include existing research activities. In 2002, 23 user teams had beamlines in use in 28 sectors of the experiment hall, and approximately 2,000 individual users visited annually (see Section 3.1.1). Enhanced scientific capabilities would include research on Biosafety Level-3 (BSL-3) materials in an existing area originally constructed for such work, and would not require new construction or workforce (see Section 3.1.2). A new experimental unit, the Center for Nanoscale Materials (CNM), would be constructed along the west side of the APS facility and would be used for bench-scale research in nanoscience (see Section 3.1.3). Under the No Action Alternative, current APS operations would continue. However, initiation of BSL-3 research would not occur, and the proposed CNM research facility would not be constructed. The environmental consequences of the Proposed Action are minor. Potential effects to the environment are primarily related to ecological effects during construction and operation of the proposed CNM and human health effects during BSL-3 activities. The potential ecological effects of construction and operation of the CNM would be impacts of stormwater runoff into a restored wetland to the north of the CNM. DOE would minimize stormwater impacts during construction of the CNM by ensuring adequate erosion control before and during construction.     This report is an environmental review of two sites known as Site A and Plot M, which are located in the Palos Forest Preserve of the Forest Preserve District of Cook County, approximately 20 mi southwest of downtown Chicago and about 3 mi east of the current site of Argonne National Laboratory (ANL). An enlarged map of the area around the sites is shown in a figure. Site A covers about 19 acres, and Plot M covers about 1 acre. This document consists of the following sections: a review of the site history and environment, a description of the conceptual pathway models for both Site A and Plot M and a brief discussion of previous sampling events, a discussion of possible transport pathways, an evaluation of the Phase 2 Work Plan for Site A, a review of the applicable or relevant and appropriate regulations (ARARs), and recommendations for future study. The recommendations are based on an evaluation of previously collected data. Where data were sufficient, a geologic conceptual model was developed. If data were not sufficient to develop a model, recommendations for data collection are made. A new base map was developed for the site by using the base survey conducted in the 1940s, aerial photographs dating back to 1948, and site visits.

    Early Canadian frontier exploration (from 1955 onshore and from 1966 for offshore drilling) caused insignificant public concern. The 1967-1968 Torrey Canyon Tanker and Santa Barbara disasters roused public opinion and governments. In Canada, 1969-1970 Arctic gas blowouts, a tanker disaster, and damage to the 'Manhattan' exacerbated concerns and resulted in new environmental regulatory constraints. From 1970, the Arctic Petroleum Operations Association learned to operate safely with environmental responsibility. It studied physical environment for design criteria, and the biological and human environment to ameliorate impact. APOA's research projects covered sea-ice, permafrost, sea-bottom, oil-spills, bird and mammal migration, fish habitat, food chains, oceanography, meteorology, hunters'/trappers' harvests, etc. In 1971 Eastcoast Petroleum Operators' Association and Alaska Oil and Gas Association followed APOA's cooperative research model. EPOA stressed icebergs and fisheries. Certain research was handled by the Canadian Offshore Oil Spill Research Association. By the mid-1980s these associations had undertaken $70,000,000 of environmental oriented research, with equivalent additional work by member companies on specific needs and similar sums by Federal agencies often working with industry on complementary research. The frontier associations then merged with the Canadian Petroleum Association, already active environmentally in western Canada. Working with government and informing environmental interest groups, the public, natives, and local groups, most Canadian frontier petroleum operations proceeded with minimal delay and environmental disturbance.

    This report describes the environmental surveillance program conducted by Los Alamos National Laboratory during 1991. Routine monitoring for radiation and for radioactive and chemical materials is conducted on the Laboratory site as well as in the surrounding region. Monitoring results are used to determine compliance with appropriate standards and to permit early identification of potentially undesirable trends. Results and interpretation of data for 1991 cover external penetrating radiation; quantities of airborne emissions and effluents; concentrations of chemicals and radionuclides in ambient air, surface waters and groundwaters, municipal water supply, soils and sediments, and foodstuffs; and environmental compliance. Comparisons with appropriate standards, regulations, and background levels provide the basis for concluding that environmental effects from Laboratory operations are small and do not pose a threat to the public, Laboratory employees, or the environment.

    DOE Order 5400.1, General Environmental Protection Program,'' established environmental protection program requirements, authorities, and responsibilities to assure that the Department of Energy (DOE) operations are in compliance with applicable federal, state, and local environmental protection laws and regulations, executive orders, and internal department policies. Chapter 3 of DOE Order 5400.1 required that each field organization prepare a plan for implementing the requirements of this order by no later than November 9, 1989, and update the plan annually. Therefore, the Department of Energy/Field Office, Nevada (DOE/NV) has prepared this second annual update of its Environmental Protection Implementation Plan (EPIP). The Order and corresponding guidances also require estimated budgetary resources necessary for implementation of the Order be identified in the Environmental Protection Implementation Plan. To satisfy this requirement, the estimated costs to effectuate necessary changes in existing programs or processes and to institute new programs or processes for compliance with the Order are provided in the following sections of this plan. The DOE/NV Assistant Manager for Operations (AMO), in consultation with other organizations responsible for line management of plan implementation, is responsible for annual plan revisions. 7 figs.

    The objective of the Environmental Compliance and Protection (EC and P) Program Description (PD) is to establish minimum environmental compliance requirements and natural resources protection goals for the Bechtel Jacobs Company LLC (BJC) Oak Ridge Environmental Management Cleanup Contract (EMCC) Contract Number DE-AC05-98OR22700-M198. This PD establishes the work practices necessary to ensure protection of the environment during the performance of EMCC work activities on the US Department of Energy's (DOE's) Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee, by BJC employees and subcontractor personnel. Both BJC and subcontractor personnel are required to implement this PD. A majority of the decontamination and demolition (D and D) activities and media (e.g., soil and groundwater) remediation response actions at DOE sites on the ORR are conducted under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). CERCLA activities are governed by individual CERCLA decision documents (e.g., Record of Decision [ROD] or Action Memorandum) and according to requirements stated in the Federal Facility Agreement for the Oak Ridge Reservation (DOE 1992). Applicable or relevant and appropriate requirements (ARARs) for the selected remedy are the requirements for environmental remediation responses (e.g., removal actions and remedial actions) conducted under CERCLA.

    The Native American multimedia program was developed to facilitate the U.S. Environmental Protection Agency`s (EPA`s) partnership with tribes in the delivery of environmental programs on reservation lands and to enhance the EPA`s ability to carry out its trust responsibility to the tribes. By providing the means for each tribe to employ its own environmental specialist, the multimedia program helps provide the foundation necessary to build environmental infrastructure for the protection of Native American lands and people and for the development of more rigorous medium-specific programs. The multimedia program began in 1991 with two pilot projects on the Bad River Chippewa Reservation, Wisconsin, and the Wind River Reservation, Wyoming. Expanded in 1992, Region 5 awarded ten multimedia cooperative agreements. At the time, Region 5 made the commitment to fund all reservations within the region, and by end of fiscal year 1993, 24 agreements brought the program to all 29 tribes. This has been a monumental effort, possible only by coupling fiscal year 1993`s funding from the Office of Federal Activities ($599050) with the region`s own reprogramming efforts ($510000).

    The U.S. Environmental Protection Agency (EPA) built a successful water conservation program and reduced potable water use through a series of initiatives at EPA laboratories. The projects highlighted in this case study demonstrate EPA’s ability to reduce water use in laboratory and medical equipment by implementing vacuum pump and steam sterilizer replacements and retrofits. Due to the success of the initial vacuum pump and steam sterilizer projects described here, EPA is implementing similar projects at several laboratories throughout the nation.

    The Environmental Protection Agency (EPA) has issued radiation protection standards for the potential spent nuclear fuel and high-level radioactive waste disposal system in Yucca Mountain, Nevada. These standards are found in Part 197 of Title 40 of the Code of Federal Regulations (40 CFR Part 197). The Energy Policy Act of 1992 directed, and gave the authority to, EPA to take this action based upon input from the National Academy of Sciences (NAS). The final standards were published in the Federal Register (66 FR 32073) on 13 June 2001. The 40 CFR Part 197 standards have four major parts: (1) individual-protection during storage activities; (2) individual-protection following closure of the repository; (3) human-intrusion; and (4) ground-water protection. The storage standard is 150 microsieverts (Sv) annual committed effective dose equivalent (CEDE) to any member of the general public. The disposal standards are: (1) 150 Sv annual CEDE for the reasonably maximally exposed individual (RMEI) for 10,000 years after disposal; (2) 150 Sv received by the RMEI within 10,000 years after disposal as a result of human intrusion; and (3) the levels of radionuclides in the ground water cannot exceed 40 Sv from beta and gamma emitters, 5 picocuries per liter (pCi/L) of radium-226 and -228, and 15 pCi/L of gross alpha activity. There are also requirements related to the post-10,000-year period, the basis of compliance judgments, and performance assessments. The Agency has published its responses to the comments received, its technical background document, and its economic impact analysis. In addition to printed form, the documents are available on the World Wide Web at http://www.epa.gov/radiation/yucca/index.html.

Anaerobic digestion processes can be employed for resource conservation, for the production of biogas and other useful end products from biomass, and for environmental protection through waste and wastewater treatment. Modern high-rate anaerobic wastewater-treatment processes can effectively remove organic pollutants from wastewater at a cost far below that of conventional aerobic processes. These anaerobic wastewater treatment processes can also be profitably applied for the generation of biogas from energy crops such as sugarcane. In fact, these methods might even be an attractive alternative for the alcohol fermentation extensively employed in Brazil for the production of fuel alcohol from sugarcane. The potential of modern anaerobic processes for this purpose has not yet been widely recognized. This paper describes the principles and use of these processes and demonstrates their prospects for producing energy from sugarcane (1) by treating vinasse, the wastewater generated during the production of ethanol from sugarcane, and (2) as a direct method for producing biogas from sugarcane juice.

    Formal sitewide environmental planning at the . Savannah River Site (SRS) began in 1986 with the development and adoption of the Strategic Environmental Plan. The Strategic Environmental Plan describes the philosophy, policy, and overall program direction of environmental programs for the operation of the SRS. The Strategic Environmental Plan (Volume 2) provided the basis for development of the Environmental Implementation Plan (EIP). The EIP is the detailed, comprehensive environmental master plan for operating contractor organizations at the SRS. The EIP provides a process to ensure that all environmental requirements and obligations are being met by setting specific measurable goals and objectives and strategies for implementation. The plan is the basis for justification of site manpower and funding requests for environmental projects and programs over a five-year planning period.

    This annual report is prepared pursuant to the National Emission Standards for Hazardous Air Pollutants (NESHAPs; Title 40 Code of Federal Regulations [CFR] Part 61, Subpart H). Subpart H governs radionuclide emissions to air from U.S. Department of Energy (DOE) facilities. NESHAPs limits the emission of radionuclides to the ambient air from DOE facilities to levels resulting in an annual effective dose equivalent (EDE) of 10 mrem (100 {micro}Sv) to any member of the public. The EDEs for the Lawrence Livermore National Laboratory (LLNL) site-wide maximally exposed members of the public from operations in 2007 are summarized here. Livermore site: 0.0031 mrem (0.031 {micro}Sv) (42% from point source emissions, 58% from diffuse source emissions). The point source emissions include gaseous tritium modeled as tritiated water vapor as directed by the U.S. Environmental Protection Agency (EPA) Region IX; the resulting dose is used for compliance purposes. Site 300: 0.0035 mrem (0.035 {micro}Sv) (90% from point source emissions, 10% from diffuse source emissions). The EDEs were calculated using the U.S. EPA-approved CAP88-PC air dispersion/dose-assessment model, except for doses for two diffuse sources that were estimated using measured radionuclide concentrations and dose calculations. Specific inputs to CAP88-PC for the modeled sources included site-specific meteorological data and source emissions data, the latter variously based on continuous stack effluent monitoring data, stack flow or other release-rate information, ambient air monitoring data, and facility knowledge.

    The Illinois Wind Working Group (IWWG) was founded in 2006 with about 15 members. It has grown to over 200 members today representing all aspects of the wind industry across the State of Illinois. In 2008, the IWWG developed a strategic plan to give direction to the group and its activities. The strategic plan identifies ways to address critical market barriers to the further penetration of wind. The key to addressing these market barriers is public education and outreach. Since Illinois has a restructured electricity market, utilities no longer have a strong control over the addition of new capacity within the state. Instead, market acceptance depends on willing landowners to lease land and willing county officials to site wind farms. Many times these groups are uninformed about the benefits of wind energy and unfamiliar with the process. Therefore, many of the project objectives focus on conferences, forum, databases and research that will allow these stakeholders to make well-educated decisions.

    A major environmental concern leading to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) was the degradation of streams and waterways from discharges of acid mine drainage (AMD) resulting from coal mining operations. Although SMCRA and its regulatory scheme contains specific provisions addressing the drainage of acidic water from mine sites, as do various other agencies statutes and regulations, AMD from active and abandoned mines remains a major environmental problem in the Appalachian region. The formation of acidic water during coal mining operations is pervasive and some believe impossible to prevent.

    DOE Order 5400.1, ``General Environmental Protection Program,`` established environmental protection program requirements, authorities, and responsibilities to assure that the Department of Energy (DOE) operations are in compliance with applicable federal, state, and local environmental protection laws and regulations, executive orders, and internal department policies. Chapter III of DOE Order 5400.1 required that each field organization prepare a plan for implementing the requirements of this order by no later than November 9, 1989, and update the plan annually. Therefore, the Department of Energy/Nevada Operations Office (DOE/NV) has prepared this fourth annual update of its Environmental Protection Implementation Plan (EPIP). The Order and corresponding guidances also require estimated budgetary resources necessary for implementation of the Order be identified in the Environmental Protection Implementation Plan. To satisfy this requirement, the estimated costs to effectuate necessary changes in existing programs or processes and to institute new programs or processes for compliance with the Order are provided in the following sections of this plan. The DOE/NV Assistant Manager for Environment, Safety, Security, & Health (AMESSH), in consultation with other organizations responsible for line management of plan implementation, is responsible for annual plan revisions.

    The Pennsylvania Department of Environmental Protection (DEP) has undertaken a path to build''high performance green'' buildings as part of the objectives of the Governors Green Government Council. The first building, completed in 1998, is used as the DEPs regional headquarters in Harrisburg. The Cambria office, located in Ebensburg, is DEPs second building. Many of the lessons learned from the first building were successfully applied to this building, which was completed in 2000. The objective was to provide a comfortable and productive work environment while minimizing its short- and long-term environmental impacts.

    In contrast to the monitoring and prevention of occupational radiation risk caused by enhanced natural radioactivity, relatively little attention has been paid to the environmental impact associated with residues containing enhanced activity concentration of naturally occurring radionuclides. Such materials are often deposited directly into the environment, a practice which is strictly forbidden in the management of other types of radioactive waste. In view of the new trends in radiation protection, the need to consider the occurrence of anthropogenically enhanced natural radioactivity as a particular unique case of environmental hazard is quite apparent. Residues containing high activity concentrations of some natural radionuclides differ from radioactive materials arising from the nuclear industry. In addition, the radiation risk is usually combined with the risk caused by other pollutants. As such and to date, there are no precise regulations regarding this matter and moreover, the non-nuclear industry is often not aware of potential environmental problems caused by natural radioactivity. This article discusses aspects of environmental radiation risks caused by anthropogenically enhanced natural radioactivity stored at unauthorised sites. Difficulties and inconclusiveness in the application of recommendations and models for radiation risk assessment are explored. General terms such as 'environmental effects' and the basic parameters necessary to carry out consistent and comparable Environmental Risk Assessment (ERA) have been developed and defined. - Highlights: Black-Right-Pointing-Pointer Features of environmental impact caused by residues containing high activity concentration of natural radionuclides Black-Right-Pointing-Pointer Definition of an effect of radiation on an ecosystem and novel method for its assessment Black-Right-Pointing-Pointer Radiation protection regulation inconclusiveness in the aspects of enhanced natural radioactivity.

These standards regulate the disposal of radioactive wastes in geologic repositories. Currently, two repository sites are under investigation: The Waste Isolation Pilot Plant (WIPP) site, located near Carlsbad, New Mexico, may become the repository for defense-generated transuranic waste (TRU); and the Yucca Mountain site, located near Las Vegas, Nevada, may become the repository for spent reactor fuel and a small amount of reprocessing waste (hereinafter called high-level radioactive waste or HLW).     Nature swaps are a generally well-conceived approach to mitigating the destruction of environmentally sensitive areas in developing nations while remaining sensitive to the economic needs of developing countries. They allow developing countries to dedicate some of their debt repayment to local projects, thus benefiting both their economies and the environment. Swaps also help them obtain assistance from environmental organizations in developed nations to manage their own natural resources. Environmentalists, through the purchase of steeply discounted debt, maximize their investment in tropical forest preservation. In addition they can strengthen environmental organizations in developing nations by including local environmentalists in both policy decisionmaking and the implementation of conservation projects. Debt-for-nature swaps also keep the subject of tropical deforestation on the agenda of the international community and offer small international lending institutions a socially redeeming means of removing bad loans from their ledgers. Finally, each government's authority to choose its own development objectives is only slightly encumbered by sharing decisionmaking authority with the environmentalists. Essentially, the swapping governments have agreed to cooperate. consequently, tropical forests only have as much protection as the tropical states desire. This does not mean that swaps are of little moment. Hopefully, collaboration between conservationists in the developed world and leaders of the developing nations will contribute to a constructive framework for future efforts to preserve the earth's tropical forests.

    Two constructive forces are laying the foundation for a destructive situation: (1) lower oil prices for now-abundant conventional crude have shrunk the light-heavy oil price differential to destroy the incentive to invest in refinery upgrading with deep conversion facilities, while (2) the powerful movement to environmental protection will require massive investments by refiners for compliance with emerging regulations. It is the process technology sector that is left holding the bag, as this issue, continuing coverage of two refining meetings, shows.     This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) University of Illinois Project 29609 irradiation. The objective of this test was to assess the radiation performance of ferritic alloys for advanced reactor applications. The FeCr-based alloy system is considered the lead alloy system for a variety of advanced reactor components and applications. Irradiations of FeCr alloy samples were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in a static capsule in the A-11 position of the ATR.

    Two laws governing activities in the marine environment are considered in this Reference Book. The Marine Protection, Research, and Sanctuaries Act (MPRSA, P.L. 92-532) regulates ocean dumping of waste, provides for a research program on ocean dumping, and provides for the designation and regulation of marine sanctuaries. The Marine Mammal Protection Act (MMPA, P.L. 92-522) establishes a federal program to protect and manage marine mammals. The Fishery Conservation and Management Act (FCMA, P.L. 94-265) establishes a program to regulate marine fisheries resources and commercial marine fishermen. Because the Department of Energy (DOE) is not engaged in any activities that could be classified as fishing under FCMA, this Act and its regulations have no implications for the DOE; therefore, no further consideration of this Act is given within this Reference Book. The requirements of the MPRSA and the MMPA are discussed in terms of their implications for the DOE.

Properties for the depth shifted models were based on porosity versus depth relationship extracted from the core database followed by application of the porosity-permeability relationship. Each of the three resulting models were used as input to dynamic simulations with the single well injection target of 3.2 million tons per annum (MTPA) for 30 years using an appropriate fracture gradient based bottom hole pressure limit for each injection level. Modeling results are presented in terms of well bottomhole pressure (BHP), injection rate profiles, and three-dimensional (3D) saturation and differential pressure volumes at selected simulation times. Results suggest that the target CO2 injection rate of 3.2 MTPA may be achieved in the St. Peter Sandstone at in-situ conditions and at the in-situ +1,000 ft. (300 m) depth using a single injector well. In the latter case the target injection rate is achieved after a ramp up period which is caused by multi-phase flow effects and thus subject to increased modeling uncertainty. Results confirm that the target rate may not be achieved at the in-situ +2,000 ft. (600 m) level even with multiple wells. These new modeling results for the in-situ case are more optimistic than previous modeling results. This difference is attributed to the difference in methods and data used to develop model permeability distributions. Recommendations for further work include restriction of modeling activity to the in-situ +1,000 ft. (300 m) and shallower depth interval, sensitivity and uncertainty analysis, and refinement of porosity and permeability estimates through depth and area selective querying of the available core database. It is also suggested that further modeling efforts include scope for evaluating project performance in terms of metrics directly related to the Environmental Protection Agency (EPA) Class VI permit requirements for the area of review (AoR) definition and post injection site closure monitoring.

    This conference was sponsored by the Energy Resources Center, University of Illinois at Chicago; the US Department of Energy; the Illinois Energy Resources Commission; and the Illinois Department of Energy and Natural Resources. The theme for the conference, Coal and Nuclear Power: Illinois' Energy Future, was based on two major observations: (1) Illinois has the largest reserves of bituminous coal of any state and is surpassed in total reserves only by North Dakota, and Montana; and (2) Illinois has made a heavy commitment to the use of nuclear power as a source of electrical power generation. Currently, nuclear power represents 30% of the electrical energy produced in the State. The primary objective of the 1982 conference was to review these two energy sources in view of the current energy policy of the Reagan Administration, and to examine the impact these policies have on the Midwest energy scene. The conference dealt with issues unique to Illinois as well as those facing the entire nation. A separate abstract was prepared for each of the 30 individual presentations.

    study suggests only limited potential for the release of United States Environmental Protection Agency regulated inorganic contaminants into potable water sources. Short-term core flood experiments further verify that the carbonate reactions occurring in Knox Group reservoir samples reach equilibrium rapidly. The core flood experiments also lend insight to pressure changes that may occur during CO₂ injection. The Maquoketa Shale experiments reveal that this rock is initially chemically reactive when in contact with CO₂ and brine. However, due to the conservative nature of silicate and clay reaction kinetics and the rapid equilibration of carbonate reactions that occur in the shale, these reactions would not present a significant risk to the competency of the shale as an effective seal rock.

    Under its developing {open_quotes}just compensation{close_quotes} jurisprudence, the United States Supreme Court has applied the constitutional requirement (of just compensation for taking private property for public use) to overly intrusive regulations. The application of the just compensation clause to governmental environmental protection activity has pitted the basic principle of protection of private property from government confiscation against another basic principle-the police power (which allows the government to regulate the use of property to protect the health, safety, and welfare of the people). The authors outline the muddle resulting from the conflict of these two constitutional principles after tracing the development of each. This article first outlines the general trend of increasing regulation of the uses of private property under environmental laws pursuant to the police power, and then outlines the development of Fifth Amendment just compensation jurisprudence (from eminent domain, through inverse condemnation, to regulatory taking). The authors urge Congress to authorize a Commission to review exercise of the police power and environmental protection legislation in light of the Fifth Amendment just compensation provision and to recommend legislation that will reconcile the two principles.

The projects highlighted in this case study demonstrate EPA's ability to reduce water use in laboratory and medical equipment by implementing vacuum pump and steam sterilizer replacements and retrofits. Due to the success of the initial vacuum pump and steam sterilizer projects described here, EPA is implementing similar projects at several laboratories throughout the nation.

    Illinois, a major agricultural and food-processing state, produces vast amounts of renewable plant material having potential for energy production. This biomass, in the form of annual crops, crop residues, and food-processing wastes, can be converted to alternative fuels (such as ethanol) and industrial chemicals (such as furfural, ethylene, and xylene). The present study provides a preliminary assessment of these Illinois biomass resources, including (a) an appraisal of the effects of their use on both agriculture and industry; (b) an analysis of biomass conversion systems; and (c) an environmental and economic evaluation of products that could be generated from biomass. It is estimated that, of the 39 x 10/sup 6/ tons of residues generated in 1978 in Illinois from seven main crops, about 85% was collectible. The thermal energy equivalent of this material is 658 x 10/sup 6/ Btu, or 0.66 quad. And by fermenting 10% of the corn grain grown in Illinois, some 323 million gallons of ethanol could have been produced in 1978. Another 3 million gallons of ethanol could have been produced in the same year from wastes generated by the state's food-processing establishments. Clearly, Illinois can strengthen its economy substantially by the development of industries that produce biomass-derived fuels and chemicals. In addition, a thorough evaluation should be made of the potential for using the state's less-exploitable land for the growing of additional biomass.

  14. Radioactive Water Treatment at a United States Environmental Protection Agency Superfund Site - 12322

    A water treatment system at a United States Environmental Protection Agency (USEPA) Superfund site impacted by radiological contaminants is used to treat water entering the site. The United States Army Corps of Engineers (USACE) is actively managing the remedial action for the USEPA using contracts to support the multiple activities on site. The site is where former gas mantle production facilities operated around the turn of the century. The manufacturing facilities used thorium ores to develop the mantles and disposed of off-specification mantles and ore residuals in the surrounding areas. During Site remedial actions, both groundwater and surface water comes into contact with contaminated soils and must be collected and treated at an on-site treatment facility. The radionuclides thorium and radium with associated progeny are the main concern for treatment. Suspended solids, volatile organic compounds, and select metals are also monitored during water treatment. The water treatment process begins were water is pumped to a collection tank where debris and grit settle out. Stored water is pumped to a coagulant tank containing poly-aluminum chloride to collect dissolved solids. The water passes into a reaction tube where aspirated air is added or reagent added to remove Volatile Organic Compounds (VOC'S) by mass transfer and convert dissolved iron to a solid. The water enters the flocculent polymer tank to drop solids out. The flocculated water overflows to a fluidized bed contact chamber to increase precipitation. Flocculation is where colloids of material drop out of suspension and settle. The settled solids are periodically removed and disposed of as radioactive waste. The water is passed through filters and an ion exchange process to extract the radionuclides. Several million liters of water are processed each year from two water treatment plants servicing different areas of the remediation site.     In general, the principles of environmental protection was determined by Law issued January 31, 1980. Certain detailed solutions have been included in several amendments in subsequent years and the uniformed text of the Law on Environmental Protection and Creation was published in 1994. The Provincial Fund of Environmental Protection and Water Management was established in 1989 but until 1993 the Fund has no legal status. The main purpose of the creation of such fund was to assign certain financial means to the defined tasks related to environmental protection. This way the fund accumulates financial means from the fees paid for the usage of the natural environmental for business purposes and from penalties becoming due in the case of non-observance of the environmental protection standards. On the other hand, the Fund spends money for tasks in the field of environmental protection requiring urgent implementation. It should be added that - after few amendments brought into force - the Provincial Funds are able to assign a greater amount of money to the implementation of these tasks. The basic purposes of Provincial Fund activity, defined by Law, determine the policy and criteria of the selection of undertaking. This is also a base for making programs of activity and for creation of the list of priorities. The environmental protection problems in the individual provinces are different. Therefore, the scope of works partly financed by the Fund is very differentiated both in essence and in the method of financing. The former system of subsidies is now being replaced with a wide range of partial financing of undertakings in the field of environmental protection. The system of selection of these undertakings has been changed essentially. The selection of tasks and methods of their financing is based on economic criteria.

    This study used micronucleus assays and erythrocyte indices in the freshwater fish tambaqui, Colossoma macropomum, to assess environmental impacts in the Environmental Protection Area at Maracanã, São Luis, Brazil. Fish were sampled from two locations within the protected area, Serena Lagoon and Ambude River, on four occasions. Biometric data (length and weight) and an aliquot of blood were collected from each fish for analysis. Erythrocyte indices including: mean corpuscular volume, mean corpuscular hemoglobin and mean corpuscular hemoglobin concentration were calculated, and blood samples were examined for micronuclei and nuclear morphological changes. Micronuclei were found in fish from both locations, although the frequency was higher in fish from Ambude River. Nuclear morphological changes were identified only in fish collected from Ambude River. Several nuclear morphological changes were found in erythrocytes stained with Giemsa, including: micronuclei and binucleate nuclei. On average, erythrocyte indices were lower in fish collected from Ambude River than in those from Serena Lagoon. Our results indicate that micronuclei and erythrocyte indices can be used in C. macropomum as indicators of environmental health.

    NanoBusiness Talent Project Summary Report The NanoBusiness Alliance created the NanoBusiness Talent Program to ensure the future vitality of domestic scientists and entrepreneurs by engaging advanced high school students in cutting-edge nanotechnology development. This program commenced on September 1, 2008 and ran through August 31, 2010 with a very successful group of students. Several of these students went on to Stanford, Harvard and Yale, as well as many other prestigious Universities. We were able to procure the cooperation of several companies over the entire run of the program to voluntarily intern students at their companies and show them the possibilities that exist for their future. Companies ranged from NanoInk and Nanosphere to QuesTek and NanoIntegris all located in northern Illinois. During the 9-week internships, students worked at nanotechnology companies studying different ways in which nanotechnology is used for both commercial and consumer use. The students were both excited and invigorated at the prospect of being able to work with professional scientists in fields that previously may have just been a dream or an unreachable goal. All the students worked closely with mentors from each company to learn different aspects of procedures and scientific projects that they then used to present to faculty, parents, mentors and directors of the program at the end of each years program. The presentations were extremely well received and professionally created. We were able to see how much the students learned and absorbed through the course of their internships. During the last year of the program, we reached out to both North Carolina and Colorado high school students and received an extraordinary amount of applications. There were also numerous companies that were not only willing but excited at the prospect to engage highly intelligent high school students and to encourage them into the nanotechnology scientific field. In our study, air pollution control (APC) residues from municipal solid waste incinerators (MSWI) were considered as a mixture of fly ash and fine particulate solids collected in scrubbers and fabric filters. These are hazardous wastes and require treatment before landfill. Although there are a number of treatment options, it is highly recommended to find practical applications rather than just dump them in landfill sites. In general, for using a construction material, beyond technical specifications also soil and surface water criteria may be used to ensure environmental protection. The Dutch Building Materials Decree (BMD) is a valuable tool in this respect and it was used to investigate which properties do not meet the threshold criteria so that APC residues can be further used as secondary building material. To this end, some scenarios were evaluated by considering release of inorganic species from unmoulded and moulded applications. The main conclusion is that the high amount of soluble salts makes the APC residues a building material prohibited in any of the conditions tested. In case of moulding materials, the limits of heavy metals are complied, and their use in Category 1 would be allowed. However, also in this case, the soluble salts lead to the classification of 'building material not allowed'.     Trenton strata in the western Illinois basin are very good prospects for oil exploration. Much drilling has been done in the area but, as yet, no producing wells have been completed. Oil stains and some tars have been found in some samples from most wells. The Trenton in the area of Brown and Schuyler Counties is a fine-grained limestone that underlies the Maquoketa Shale at an average depth of 800 ft (244 m). Because of its position near the edge of the Illinois basin, the stratigraphy varies considerably and inconsistencies are present in most samples viewed.

    The potential environmental impacts of construction and operation of a 6- to 7-GeV synchrotron radiation source known as the 7-GeV Advanced Photon Source at Argonne National Laboratory were evaluated. Key elements considered include on- and off-site radiological effects; socioeconomic effects; and impacts to aquatic and terrestrial flora and fauna, wetlands, water and air quality, cultural resources, and threatened or endangered species. Also incorporated are the effects of decisions made as a result of the preliminary design (Title I) being prepared. Mitigation plans to further reduce impacts are being developed. These plans include coordination with the US Army Corps of Engineers (COE) and other responsible agencies to mitigate potential impacts to wetlands. This mitigation includes providing habitat of comparable ecological value to assure no net loss of wetlands. These mitigation actions would be permitted and monitored by COE. A data recovery plan to protect cultural resources has been developed and approved, pursuant to a Programmatic Agreement among the US Department of Energy, the Advisory Council on Historic Preservation, and the Illinois State Historic Preservation Office. Applications for National Emission Standard for Hazardous Air Pollutants (NESHAP) and air emissions permits have been submitted to the US Environmental Protection Agency (EPA) and the Illinois Environmental Protection Agency (IEPA), respectively. 71 refs., 10 figs., 11 tabs.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    Will County, Illinois officials yesterday formally broke ground on a new $7 million project (that includes $1 million of Energy Efficiency Conservation Block Grant funds) to turn methane gas from the Prairie View Landfill into electricity in a partnership with Waste Management. Will County will receive revenue from the sale of the gas created from decomposing garbage which will be harnessed and converted to generate 4.8 megawatts of green electrical power and used to power up to 8,000 homes. The future revenue generated from the sale of the gas and the sale of the electricity could reach $1 million annually.

    Owners of fossil fuel-fired power plants face the challenge of measuring stack emissions of trace metals and acid gases at much lower levels than in the past as a result of increasingly stringent regulations. In the United States, the current reference methods for trace metals and halogens are wet-chemistry methods, U.S. Environmental Protection Agency (EPA) Methods 29 and 26 or 26A, respectively. As a possible alternative to the EPA methods, the Energy & Environmental Research Center (EERC) has developed a novel multielement sorbent trap (MEST) method to be used to sample for trace elements and/or halogens. Sorbent traps offer a potentially advantageous alternative to the existing sampling methods, as they are simpler to use and do not require expensive, breakable glassware or handling and shipping of hazardous reagents. Field tests comparing two sorbent trap applications (MEST-H for hydrochloric acid and MEST-M for trace metals) with the reference methods were conducted at two power plant units fueled by Illinois Basin bituminous coal. For hydrochloric acid, MEST measured concentrations comparable to EPA Method 26A at two power plant units, one with and one without a wet flue gas desulfurization scrubber. MEST-H provided lower detection limits for hydrochloric acid than the reference method. Results from a dry stack unit had better comparability between methods than results from a wet stack unit. This result was attributed to the very low emissions in the latter unit, as well as the difficulty of sampling in a saturated flue gas. Based on these results, the MEST-H sorbent traps appear to be a good candidate to serve as an alternative to Method 26A (or 26). For metals, the MEST trap gave lower detection limits compared to EPA Method 29 and produced comparable data for antimony, arsenic, beryllium, cobalt, manganese, selenium, and mercury for most test runs. The conference included presentations on four major topic areas. The issue areas were: urban pollution: where are we now and what needs to be done in the future; the acid rain problem: implications of proposed federal legislation on the Midwest; global warming: an update on the scientific debate; and strategies to minimize environmental damage.     Understanding the nature and effects of human interaction with the landscape is an important aspect of environmental decisionmaking. Often, human action alters the composition and distribution of organisms. In the North American central Midwest, human occupation has decimated native woodlands, which endure as habitat islands in a highly fragmented natural landscape dominated by intensive agriculture and permeated by invasive exotic species. The alterations in the landscape have affected the structure and function of the few remaining intact forests by altering the environment experienced by tree and herb species. A frequent invader of forest understories throughout the central Midwest is Vinca minor, a horticultural groundcover, yet this species has not previously been studied as a woodland invader. We tested the hypothesis that native understory species were excluded from colonized areas, and that tree seedling growth was suppressed. Using study plots in Knobeloch Woods Nature Preserve, St. Clair County, Illinois, we measured the effect of Vinca colonization on understory composition and diversity, by comparing colonized and uncolonized plots. We also related understory characteristics to soil and canopy properties. Finally, to evaluate an ongoing program to control the invasion in the field, we tested the hypothesis that simultaneous cutting and herbicide treatment had increased the diversity of native understory species. We hope with this study to provide fact-based recommendations for management of midwestern nature preserves experiencing exotic plant invasions.

  11. Illinois abandoned mined lands reclamation program: a progress report

    The Illinois Abandoned Mined Lands Reclamation Council (AMLRC), created in 1975, is responsible for the abatement of hazardous and environmental problems associated with pre-law abandoned coal mines throughout the State. The availability of federal funds for reclamation, through passage of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), greatly expanded the program. With funds provided through early cooperative agreements and current annual grants from the federal Office of Surface Mining (OSM), the State has reclaimed, or is currently reclaiming, 182 mine sites and has assisted OSM in the abatement of 67 emergency situations. This paper reviews the progress made by the AMLRC in dealing with the State's abandoned mine problems. Specifically, the numbers and types of problem sites reclaimed annually, their costs, and reclamation methods are identified. Progress of the program relative to the entire State's abandoned mine problems is reviewed. The effects of other reclamation factors, such as natural revegetation, remaining privately-funded reclamation, and secondary carbon recovery, on the overall scope of the State's program are also examined. General comments are made concerning grant preparation, State-OSM cooperation and AML-Inventory control. Selected reclamation projects and techniques are also discussed. 11 references, 3 tables.

The major part of this effort assessed each of the three geological sinks: coals, oil reservoirs, and saline reservoirs. We linked and integrated options for capture, transportation, and geological storage with the environmental and regulatory framework to define sequestration scenarios and potential outcomes for the region. Extensive use of Geographic Information Systems (GIS) and visualization technology was made to convey results to project sponsors, other researchers, the business community, and the general public. An action plan for possible technology validation field tests involving CO{sub 2} injection was included in a Phase II proposal (successfully funded) to the U.S. Department of Energy with cost sharing from Illinois Clean Coal Institute.

  9. Exploration for basal Silurian reservoirs in western Illinois

    The discovery of two oil fields, Kellerville and Siloam, in shallow (600--675 ft deep) basal Silurian carbonates in 1958 and 1959 respectively, was the first new production in western Illinois since the discovery of the Devonian Hoing sandstone at Colmar-Plymouth field in 1914. A second, and more major, drilling boom in western Illinois resulted from official recognition in 1982 of a significant oil discovery in basal Silurian rocks at Buckhorn East oil field, later Buckhorn Consolidated. Within a relatively short time, numerous rigs were moving into western Illinois in the hopes of repeating the successes experienced at Buckhorn East. Unfortunately, there was no adequate geologic model that explained the oil accumulations in western Illinois. Basal Silurian reservoirs in western Illinois developed due to dolomitization of carbonate that filled shallow valleys incised in the underlying Maquoketa shale. Exploration for these reservoirs should utilize all of the clues that are presented here. It will be critical to continue gathering data from the area via quality wireline logs, cores, samples, and geophysical studies. It is unlikely that the Buckhorn-Siloam-Kellerville complex is unique in western Illinois.

    Energy Impact Illinois (EI2) is an alliance of government organizations, nonprofits, and regional utility companies led by the Chicago Metropolitan Agency for Planning (CMAP) that is dedicated to helping communities in the Chicago metropolitan area become more energy efficient. Originally organized as the Chicago Region Retrofit Ramp-Up (CR3), EI2 became part of the nationwide Better Buildings Neighborhood Program (BBNP) in May 2010 after receiving a $25 million award from the U.S. Department of Energy (DOE) authorized through the American Recovery and Reinvestment Act of 2009 (ARRA). The program’s primary goal was to fund initiatives that mitigate barriers to energy efficiency retrofitting activities across residential, multifamily, and commercial building sectors in the seven-county CMAP region and to help to build a sustainable energy efficiency marketplace. The EI2 Final Technical Report provides a detailed review of the strategies, implementation methods, challenges, lessons learned, and final results of the EI2 program during the initial grant period from 2010-2013. During the program period, EI2 successfully increased direct retrofit activity in the region and was able to make a broader impact on the energy efficiency market in the Chicago region. As the period of performance for the initial grant comes to an end, EI2’s legacy raises the bar for the region in terms of helping homeowners and building owners to take action on the continually complex issue of energy efficiency.

    The purpose of this dissertation was to determine the relationship between radicalism and ethnicity in the coal fields of southern Illinois between 1870 and 1940. Immigrant coal miners in these fields and in other fields throughout the United States have been linked by previous researchers to activities that have caused them to be labelled as radicals. They have also been judged as being detrimental to the union movement in this country because they worked for lower wages than native workers, served as strikebreakers, and did not become union members. To determine what relationship existed between radicalism and ethnicity in the southern Illinois coal fields, the ethnic background of the miners was obtained. After the ethnic background of the miners was known, the activities in which they participated were examined to determine where in the southern Illinois coal fields these radical activities were occurring and who was participating in them. This dissertation demonstrates that no relationship between ethnicity and radicalism existed during the period.
