    The Risk-Informed Safety Margin Characterization (RISMC) pathway of the DOE’s Light Water Reactor Sustainability (LWRS) program focuses on advancing the state of the art in safety analysis and risk assessment to support decision-making on nuclear power plant operation well beyond the originally designed lifetime of the plants (i.e., beyond 60 years). Among the issues being addressed in RISMC is the significance of SSC aging and how confident we are about our understanding of its impact on the margin between the loads SSCs are expected to see during normal operation and accident conditions, and the SSC capacities (their ability to resist those loads) as the SSCs age. In this paper, a summary is provided of a case study that examines SSC aging from an environmental qualification (EQ) perspective. The case study illustrates how the state of knowledge regarding SSC margin can be characterized given the overall integrated plant design, and was developed to demonstrate a method for deciding on which cables to focus, which cables are not so important from an environmental qualification margin standpoint, and what plant design features or operating characteristics determine the role that environmental qualification plays in establishing a safety case on which decisions regarding margin can be made. The selection of cables for which demonstration of margin with respect to aging and environmental challenges uses a technique known as Prevention Analysis. Prevention Analysis is a Boolean method for optimal selection of SSCs (that is, those combinations of SSCs both necessary and sufficient to meet a predetermined selection criterion) in a manner that allows demonstration that plant-level safety can be demonstrated by the collection of selected SSCs alone. Choosing the set of SSCs that is necessary and sufficient to satisfy the safety objectives, and demonstrating that the safety objectives can be met effectively, determines where resources are best allocated to assure SSC performance margin. The paper describes the resulting component types that were selected by Prevention Analysis and identifies the accident sequence characteristics that cause these component types to be important from an EQ and aging perspective (and, hence, worthwhile evaluating the extent of safety margin). In addition, component types not selected as needing significant margin from an EQ and aging perspective are discussed and an engineering rationale is developed justifying the lack of need to apply resources to demonstrating margin for these component types. This rationale is in terms of design features of the plant and operating characteristics that make these component types less important from an EQ and aging perspective. While the case study focuses on EQ and aging of equipment and cables located inside the containment of this PWR, the prevention analysis method is demonstrated to be an effective technique for identification of minimal collections of components that would be effective in managing safety for a variety of issues associated with aging and long-term operation of the fleet of plants.

    The International Energy Agency: Subject Thesaurus contains the standard vocabulary of indexing terms (descriptors) developed and structured to build and maintain energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the International Energy Agency`s Energy Technology Data Exchange (ETDE) and (2) the International Atomic Energy Agency`s International Nuclear Information System (INIS) staff representing the more than 100 countries and organizations that record and index information for the international nuclear information community. ETDE member countries are also members of INIS. Nuclear information prepared for INIS by ETDE member countries is included in the ETDE Energy Database, which contains the online equivalent of the printed INIS Atomindex. Indexing terminology is therefore cooperatively standardized for use in both information systems. This structured vocabulary reflects thscope of international energy research, development, and technological programs. The terminology of this thesaurus aids in subject searching on commercial systems, such as ``Energy Science & Technology`` by DIALOG Information Services, ``Energy`` by STN International and the ``ETDE Energy Database`` by SilverPlatter. It is also the thesaurus for the Integrated Technical Information System (ITIS) online databases of the US Department of Energy.

    Any complete theory of physical reality must allow for the ubiquitous phenomenon of subjective experience at some level, or risk being conceptually incoherent. However, as long as the ontological status of subjectivity itself remains unresolved, the topic will be seen as more within the purview of philosophy than of physics. Towards a resolution of this issue within empirically motivated physical theory, this article introduces an operational definition that ultilizes the general consensus that subjective mental states, whatever else is controversial about them, at least correlate in some way to physical states. It is shown here that implementing this underappreciated assumption within the framework of a physical theory in fact leads to wide-ranging consequences. In particular, a correlation requires there exist a well-defined mapping from a space of subjective mental states onto a space of information-bearing elements of some physical theory.     This document is the second of a planned four-volume work that comprehensively discusses the security classification of information. The main focus of Volume 2 is on the principles for classification of information. Included herein are descriptions of the two major types of information that governments classify for national security reasons (subjective and objective information), guidance to use when determining whether information under consideration for classification is controlled by the government (a necessary requirement for classification to be effective), information disclosure risks and benefits (the benefits and costs of classification), standards to use when balancing information disclosure risks and benefits, guidance for assigning classification levels (Top Secret, Secret, or Confidential) to classified information, guidance for determining how long information should be classified (classification duration), classification of associations of information, classification of compilations of information, and principles for declassifying and downgrading information.     A method and apparatus for measuring a biological attribute, such as the concentration of an analyte, particularly a blood analyte in tissue such as glucose. The method utilizes spectrographic techniques in conjunction with an improved instrument-tailored or subject-tailored calibration model. In a calibration phase, calibration model data is modified to reduce or eliminate instrument-specific attributes, resulting in a calibration data set modeling intra-instrument or intra-subject variation. In a prediction phase, the prediction process is tailored for each target instrument separately using a minimal number of spectral measurements from each instrument or subject.

    We discuss the nonlocality of the $W$ and the Dicke states subject to losses. We consider two noise models, namely loss of excitations and loss of particles, and investigate how much loss can be tolerated such that the final state remains nonlocal. This leads to a measure of robustness of the nonlocality of Dicke states, with a clear physical interpretation. Our results suggest that the relation between nonlocality and entanglement of Dicke states is not monotonous.

    The design of flexible earth retaining structures under seismic loading is a challenging geotechnical problem, the dynamic soil-structure interaction being of paramount importance for this kind of structures. Pseudo-static approaches are often adopted but do not allow a realistic assessment of the performance of the structure subjected to the seismic motions. The present paper illustrates a numerical parametric study aimed at estimating the influence of the dynamic soil-structure interaction in the design. A series of flexible earth retaining walls have been preliminary designed according to the requirements of Eurocode 7 and Eurocode 8--Part 5; their dynamic behaviour has been then evaluated by means of dynamic numerical simulations in terms of bending moments, accelerations and stress state. The results obtained from dynamic analyses have then been compared with those determined using the pseudo-static approach.

    We present a geometric model and a computational method for segmentation of images with missing boundaries. In many situations, the human visual system fills in missing gaps in edges and boundaries, building and completing information that is not present. Boundary completion presents a considerable challenge in computer vision, since most algorithms attempt to exploit existing data. A large body of work concerns completion models, which postulate how to construct missing data; these models are often trained and specific to particular images. In this paper, we take the following, alternative perspective: we consider a reference point within an image as given, and then develop an algorithm which tries to build missing information on the basis of the given point of view and the available information as boundary data to the algorithm. Starting from this point of view, a surface is constructed. It is then evolved with the mean curvature flow in the metric induced by the image until a piecewise constant solution is reached. We test the computational model on modal completion, amodal completion, texture, photo and medical images. We extend the geometric model and the algorithm to 3D in order to extract shapes from low signal/noise ratio medical volumes. Results in 3D echocardiography and 3D fetal echography are presented.

    Geothermal exploration projects have a significant amount of risk associated with uncertainties encountered in the discovery of the geothermal resource. Two of the largest challenges for increased geothermal deployment are 1) understanding when and how to proceed in an exploration program, and 2) when to walk away from a site. Current methodologies for exploration decision-making are formulatedby subjective expert opinion which can be incorrectly biased by expertise (e.g. geochemistry, geophysics), geographic location of focus, and the assumed conceptual model. The aim of this project is to develop a methodology for more objective geothermal exploration decision making at a given location, including go/no-go decision points to help developers and investors decide when to give up on alocation. In this scope, two different approaches are investigated: 1) value of information analysis (VOIA) which is used for evaluating and quantifying the value of a data before they are purchased, and 2) enthalpy-based exploration targeting based on reservoir size, temperature gradient estimates, and internal rate of return (IRR). The first approach, VOIA, aims to identify the value of aparticular data when making decisions with an uncertain outcome. This approach targets the pre-drilling phase of exploration. These estimated VOIs are highly affected by the size of the project and still have a high degree of subjectivity in assignment of probabilities. The second approach, exploration targeting, is focused on decision making during the drilling phase. It starts with a basicgeothermal project definition that includes target and minimum required production capacity and initial budgeting for exploration phases. Then, it uses average temperature gradient, reservoir temperature estimates, and production capacity to define targets and go/no-go limits. The decision analysis in this approach is based on achieving a minimum IRR at each phase of the project. This secondapproach was determined to be less subjective, since numerical inputs come from the collected data. And it helps to facilitate communication between project managers and exploration geologists in making objective go/no-go decisions throughout the different project phases.

    The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to federal, state, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are (1) operating a general access telephone line and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). To assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper office within DOE or other federal agencies, the Energy Information Directory was developed. This directory is a list of many of the government offices that are involved in energy matters. The offices are classified according to their specialities. For the purposes of this publication, each office has been given an alphanumeric identification symbol (A-01, A-02, etc.). The subject index uses these identification symbols instead of page numbers in referring the reader to relevant entries. If you should encounter difficulties in reaching anyone listed in the directory or if you are requesting information from EIA, call the NEIC at (202) 252-8800. The DOE employee locator number is (202) 252-5000. If you encounter a problem in receiving a timely or responsive answer to an inquiry, please contact John E.     An apparatus and method is disclosed for injecting a substance, such as a radiopharmaceutical, into the bloodstream of a subject. The apparatus comprises an injection means, such as a servo controlled syringe, a means for measuring the concentration of that substance in the subject's bloodstream, and means for controlling the injection in response to the measurement so that the concentration of the substance follows a predetermined function of time. The apparatus of the subject invention functions to inject a substance into a subject's bloodstream at a rate controlled by an error signal proportional to the difference between the concentration of the substance in the subject's bloodstream and the predetermined function. 2 figs.
