    A system and method for acquisition management of subject position information that utilizes radio frequency identification (RF ID) to store position information in position tags. Tag programmers receive position information from external positioning systems, such as the Global Positioning System (GPS), from manual inputs, such as keypads, or other tag programmers. The tag programmers program each position tag with the received position information. Both the tag programmers and the position tags can be portable or fixed. Implementations include portable tag programmers and fixed position tags for subject position guidance, and portable tag programmers for collection sample labeling. Other implementations include fixed tag programmers and portable position tags for subject route recordation. Position tags can contain other associated information such as destination address of an affixed subject for subject routing.

    The Risk-Informed Safety Margin Characterization (RISMC) pathway of the DOE’s Light Water Reactor Sustainability (LWRS) program focuses on advancing the state of the art in safety analysis and risk assessment to support decision-making on nuclear power plant operation well beyond the originally designed lifetime of the plants (i.e., beyond 60 years). Among the issues being addressed in RISMC is the significance of SSC aging and how confident we are about our understanding of its impact on the margin between the loads SSCs are expected to see during normal operation and accident conditions, and the SSC capacities (their ability to resist those loads) as the SSCs age. In this paper, a summary is provided of a case study that examines SSC aging from an environmental qualification (EQ) perspective. The case study illustrates how the state of knowledge regarding SSC margin can be characterized given the overall integrated plant design, and was developed to demonstrate a method for deciding on which cables to focus, which cables are not so important from an environmental qualification margin standpoint, and what plant design features or operating characteristics determine the role that environmental qualification plays in establishing a safety case on which decisions regarding margin can be made. The selection of cables for which demonstration of margin with respect to aging and environmental challenges uses a technique known as Prevention Analysis. Prevention Analysis is a Boolean method for optimal selection of SSCs (that is, those combinations of SSCs both necessary and sufficient to meet a predetermined selection criterion) in a manner that allows demonstration that plant-level safety can be demonstrated by the collection of selected SSCs alone. Choosing the set of SSCs that is necessary and sufficient to satisfy the safety objectives, and demonstrating that the safety objectives can be met effectively, determines where resources are best allocated to assure SSC

    The International Energy Agency: Subject Thesaurus contains the standard vocabulary of indexing terms (descriptors) developed and structured to build and maintain energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the International Energy Agency`s Energy Technology Data Exchange (ETDE) and (2) the International Atomic Energy Agency`s International Nuclear Information System (INIS) staff representing the more than 100 countries and organizations that record and index information for the international nuclear information community. ETDE member countries are also members of INIS. Nuclear information prepared for INIS by ETDE member countries is included in the ETDE Energy Database, which contains the online equivalent of the printed INIS Atomindex. Indexing terminology is therefore cooperatively standardized for use in both information systems. This structured vocabulary reflects thscope of international energy research, development, and technological programs. The terminology of this thesaurus aids in subject searching on commercial systems, such as ``Energy Science & Technology`` by DIALOG Information Services, ``Energy`` by STN International and the ``ETDE Energy Database`` by SilverPlatter.     Uncertainty analyses typically recognize separate stochastic and subjective sources of uncertainty, but do not systematically combine the two, although a large amount of data used in analyses is partly stochastic and partly subjective. We have developed methodology for mathematically combining stochastic and subjective data uncertainty, based on new ``hybrid number`` approaches. The methodology can be utilized in conjunction with various traditional techniques, such as PRA (probabilistic risk assessment) and risk analysis decision support. Hybrid numbers have been previously examined as a potential method to represent combinations of stochastic and subjective information, but mathematical processing has been impeded by the requirements inherent in the structure of the numbers, e.g., there was no known way to multiply hybrids. In this paper, we will demonstrate methods for calculating with hybrid numbers that avoid the difficulties. By formulating a hybrid number as a probability distribution that is only fuzzy known, or alternatively as a random distribution of fuzzy numbers, methods are demonstrated for the full suite of arithmetic operations, permitting complex mathematical calculations. It will be shown how information about relative subjectivity (the ratio of subjective to stochastic knowledge about a particular datum) can be incorporated. Techniques are also developed for conveying uncertainty information visually, so that the stochastic and subjective constituents of the uncertainty, as well as the ratio of knowledge about the two, are readily apparent. The techniques demonstrated have the capability to process uncertainty information for independent, uncorrelated data, and for some types of dependent and correlated data. Example applications are suggested, illustrative problems are worked, and graphical results are given.

    Modern society is shaped by the ability to transmit, manipulate, and store large amounts of information. Although we tend to think of information as abstract, information is physical, and computing is a physical process. How then should we understand information in a quantum world, in which physical systems may exist in multiple states at once and are altered by the very act of observation? This question has evolved into an exciting new field of research called Quantum Information (QI). QI challenges many accepted rules and practices in computer science. For example, a quantum computer would turn certain hard problems into soft problems, and would render common computationally-secure encryption methods (such as RSA) insecure. At the same time, quantum communication would provide an unprecedented kind of intrinsic information security at the level of the smallest physical objects used to store or transmit the information. This talk provides a general introduction to the subject of quantum information and its relevance to cyber security. In the first part, two of the stranger aspects of quantum physics namely, superposition and uncertainty are explained, along with their relation to the concept of information. These ideas are illustrated with a few examples: quantum ID cards, quantum key distribution, and Grover s quantum search algorithm. The state-of-the-art in quantum computing and communication hardware is then discussed, along with the daunting technological challenges that must be overcome. Relevant experimental and theoretical efforts at ORNL are highlighted. The talk concludes with speculations on the short- and long-term impact of quantum information on cyber security.

The method utilizes spectrographic techniques in conjunction with an improved instrument-tailored or subject-tailored calibration model.     The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to federal, state, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are (1) operating a general access telephone line and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). To assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper office within DOE or other federal agencies, the Energy Information Directory was developed. This directory is a list of many of the government offices that are involved in energy matters. The offices are classified according to their specialities. For the purposes of this publication, each office has been given an alphanumeric identification symbol (A-01, A-02, etc.). The subject index uses these identification symbols instead of page numbers in referring the reader to relevant entries. If you should encounter difficulties in reaching anyone listed in the directory or if you are requesting information from EIA, call the NEIC at (202) 252-8800. The DOE employee locator number is (202) 252-5000. If you encounter a problem in receiving a timely or responsive answer to an inquiry, please contact John E. Daniels, Director, National Energy Information Center, (202) 252-2363. This directory is published semiannually, with each issue superseding the previous issue.     We develop an experimental tool to investigate high-pressure electronic density of state by combining electron tunneling spectroscopy measurements with high-pressure technique. It is demonstrated that tunneling spectroscopy measurement on Al/AlO{sub x}/Pb junction is systematically subjected to hydrostatic pressure up to 2.2 GPa. Under such high pressure, the normal state junction resistance is sensitive to the applied pressure, reflecting the variation of band structure of the barrier material upon pressures. In superconducting state, the pressure dependence of the energy gap Δ{sub 0}, the gap ratio 2Δ{sub 0}/k{sub B}T{sub c}, and the phonon spectral energy is extracted and compared with those obtained in the limited pressure range. Our experimental results show the accessibility and validity of high pressure tunneling spectroscopy, offering wealthy information about high pressure superconductivity.

    The design of flexible earth retaining structures under seismic loading is a challenging geotechnical problem, the dynamic soil-structure interaction being of paramount importance for this kind of structures. Pseudo-static approaches are often adopted but do not allow a realistic assessment of the performance of the structure subjected to the seismic motions. The present paper illustrates a numerical parametric study aimed at estimating the influence of the dynamic soil-structure interaction in the design. A series of flexible earth retaining walls have been preliminary designed according to the requirements of Eurocode 7 and Eurocode 8--Part 5; their dynamic behaviour has been then evaluated by means of dynamic numerical simulations in terms of bending moments, accelerations and stress state. The results obtained from dynamic analyses have then been compared with those determined using the pseudo-static approach.

    We present a geometric model and a computational method for segmentation of images with missing boundaries. In many situations, the human visual system fills in missing gaps in edges and boundaries, building and completing information that is not present. Boundary completion presents a considerable challenge in computer vision, since most algorithms attempt to exploit existing data. A large body of work concerns completion models, which postulate how to construct missing data; these models are often trained and specific to particular images. In this paper, we take the following, alternative perspective: we consider a reference point within an image as given, and then develop an algorithm which tries to build missing information on the basis of the given point of view and the available information as boundary data to the algorithm. Starting from this point of view, a surface is constructed. It is then evolved with the mean curvature flow in the metric induced by the image until a piecewise constant solution is reached. We test the computational model on modal completion, amodal completion, texture, photo and medical images. We extend the geometric model and the algorithm to 3D in order to extract shapes from low signal/noise ratio medical volumes. Results in 3D echocardiography and 3D fetal echography are presented.

    At the Savannah River Site, High Activity Wastes are stored in carbon steel tanks that are within reinforced concrete vaults. These soil-embedded tank/vault structures are approximately 80 ft. in diameter and 40 ft. deep. The tanks were studied to determine the essentials of governing variables, to reduce the problem to the least number of governing cases to optimize analysis effort without introducing excessive conservatism. The problem reduced to a limited number of cases of soil-structure interaction and fluid (tank contents) -- structure interaction problems. It was theorized that substantially reduced input would be realized from soil structure interaction (SSI) but that it was also possible that tank-to-tank proximity would result in (re)amplification of the input. To determine the governing seismic input motion, the three dimensional SSI code, SASSI, was used. Significant among the issues relative to waste tanks is to the determination of fluid response and tank behavior as a function of tank contents viscosity. Tank seismic analyses and studies have been based on low viscosity fluids (water) and the behavior is quite well understood. Typical wastes (salts, sludge), which are highly viscous, have not been the subject of studies to understand the effect of viscosity on seismic response. The computer code DYNA3D was used to study how viscosity alters tank wall pressure distribution and tank base shear and overturning moments. A parallel hand calculation was performed using standard procedures. Conclusions based on the study provide insight into the quantification of the reduction of seismic inputs for soil structure interaction for a soft'' soil site.

The problem reduced to a limited number of cases of soil-structure interaction and fluid (tank contents) -- structure interaction problems. It was theorized that substantially reduced input would be realized from soil structure interaction (SSI) but that it was also possible that tank-to-tank proximity would result in (re)amplification of the input. To determine the governing seismic input motion, the three dimensional SSI code, SASSI, was used. Significant among the issues relative to waste tanks is to the determination of fluid response and tank behavior as a function of tank contents viscosity. Tank seismic analyses and studies have been based on low viscosity fluids (water) and the behavior is quite well understood. Typical wastes (salts, sludge), which are highly viscous, have not been the subject of studies to understand the effect of viscosity on seismic response. The computer code DYNA3D was used to study how viscosity alters tank wall pressure distribution and tank base shear and overturning moments. A parallel hand calculation was performed using standard procedures. Conclusions based on the study provide insight into the quantification of the reduction of seismic inputs for soil structure interaction for a ``soft`` soil site.

    Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. Subsequent volumes will discuss classification principles, classification management, and the control of certain unclassified scientific and technical information. 340 refs., 6 tabs.

    Geothermal exploration projects have a significant amount of risk associated with uncertainties encountered in the discovery of the geothermal resource. Two of the largest challenges for increased geothermal deployment are 1) understanding when and how to proceed in an exploration program, and 2) when to walk away from a site. Current methodologies for exploration decision-making are formulatedby subjective expert opinion which can be incorrectly biased by expertise (e.g. geochemistry, geophysics), geographic location of focus, and the assumed conceptual model. The aim of this project is to develop a methodology for more objective geothermal exploration decision making at a given location, including go/no-go decision points to help developers and investors decide when to give up on alocation. In this scope, two different approaches are investigated: 1) value of information analysis (VOIA) which is used for evaluating and quantifying the value of a data before they are purchased, and 2) enthalpy-based exploration targeting based on reservoir size, temperature gradient estimates, and internal rate of return (IRR). The first approach, VOIA, aims to identify the value of aparticular data when making decisions with an uncertain outcome. This approach targets the pre-drilling phase of exploration. These estimated VOIs are highly affected by the size of the project and still have a high degree of subjectivity in assignment of probabilities. The second approach, exploration targeting, is focused on decision making during the drilling phase. It starts with a basicgeothermal project definition that includes target and minimum required production capacity and initial budgeting for exploration phases. Then, it uses average temperature gradient, reservoir temperature estimates, and production capacity to define targets and go/no-go limits. The decision analysis in this approach is based on achieving a minimum IRR at each phase of the project. This secondapproach was determined

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

    Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to states, Indian tribes, and the public.

    Changes are made to harmonize the definitions in this Order with those in the Federal regulations for the protection of human subjects (10 CFR Part 745), specifically, splitting the definition "human subject research" into "research" and "human subject," and adopting, verbatim, the definitions of "research" and "human subject" from 10 CFR Part 745 and adding the definition of "generalizable," since the determination of whether a project is "research" in 10 CFR Part 745 hinges on whether the work being conducted is generalizable. Small corrections and updates have been made to the references, links, and organization titles.
