    Apps are emerging as an important form of on-line content, and they combine aspects of Web usage in interesting ways --- they exhibit a rich temporal structure of user adoption and long-term engagement, and they exist in a broader social ecosystem that helps drive these patterns of adoption and engagement. It has been difficult, however, to study apps in their natural setting since this requires a simultaneous analysis of a large set of popular apps and the underlying social network they inhabit. In this work we address this challenge through an analysis of the collection of apps on Facebook Login, developing a novel framework for analyzing both temporal and social properties. At the temporal level, we develop a retention model that represents a user's tendency to return to an app using a very small parameter set. At the social level, we organize the space of apps along two fundamental axes --- popularity and sociality --- and we show how a user's probability of adopting an app depends both on properties of t...

    The global economy has grown rapidly over the past decade with a commensurate growth in the demand for electricity services that has increased a country's vulnerability to energy supply disruptions. Increasing need of reliable and affordable electricity supply is a challenge which is before every Asia Pacific Partnership (APP) country. Collaboration between APP members has been extremely fruitful in identifying potential efficiency upgrades and implementing clean technology in the supply side of the power sector as well established the beginnings of collaboration. However, significantly more effort needs to be focused on demand side potential in each country. Demand side management or DSM in this case is a policy measure that promotes energy efficiency as an alternative to increasing electricity supply. It uses financial or other incentives to slow demand growth on condition that the incremental cost needed is less than the cost of increasing supply. Such DSM measures provide an alternative to building power supply capacity The type of financial incentives comprise of rebates (subsidies), tax exemptions, reduced interest loans, etc. Other approaches include the utilization of a cap and trade scheme to foster energy efficiency projects by creating a market where savings are valued. Under this scheme, greenhouse gas (GHG) emissions associated with the production of electricity are capped and electricity retailers are required to meet the target partially or entirely through energy efficiency activities. Implementation of DSM projects is very much in the early stages in several of the APP countries or localized to a regional part of the country. The purpose of this project is to review the different types of DSM programs experienced by APP countries and to estimate the overall future potential for cost-effective demand-side efficiency improvements in buildings sectors in the 7 APP countries through the year 2030. Overall, the savings potential is estimated to be 1.7 thousand TWh or 21percent of the 2030 projected base case electricity demand. Electricity savings potential ranges from a high of 38percent in India to a low of 9percent in Korea for the two sectors. Lighting, fans, and TV sets and lighting and refrigeration are the largest contributors to residential and commercial electricity savings respectively. This work presents a first estimates of the savings potential of DSM programs in APP countries. While the resulting estimates are based on detailed end-use data, it is worth keeping in mind that more work is needed to overcome limitation in data at this time of the project.

    The DOE Clean Energy Application Centers were launched with a goal of focusing on important aspects of our nation’s energy supply including Efficiency, Reliability and Resiliency. Clean Energy solutions based on Combined Heat & Power (CHP), District Energy and Waste Heat Recovery are at the core of ensuring a reliable and efficient energy infrastructure for campuses, communities, and industry and public enterprises across the country. IDEA members which include colleges and universities, hospitals, airports, downtown utilities as well as manufacturers, suppliers and service providers have long-standing expertise in the planning, design, construction and operations of Clean Energy systems. They represent an established base of successful projects and systems at scale and serve important and critical energy loads. They also offer experience, lessons learned and best practices which are of immense value to the sustained growth of the Clean Energy sector. IDEA has been able to leverage the funds from the project award to raise the visibility, improve the understanding and increase deployment CHP, District Energy and Waste Heat Recovery solutions across the regions of our nation, in collaboration with the regional CEAC’s. On August 30, 2012, President Obama signed an Executive Order to accelerate investments in industrial energy efficiency (EE), including CHP and set a national goal of 40 GW of new CHP installation over the next decade IDEA is pleased to have been able to support this Executive Order in a variety of ways including raising awareness of the goal through educational workshops and Conferences and recognizing the installation of large scale CHP and district energy systems A supporting key area of collaboration has involved IDEA providing technical assistance on District Energy/CHP project screenings and feasibility to the CEAC’s for multi building, multi-use projects. The award was instrumental in the development of a first-order screening/feasibility tool for these types of community energy projects. The Excel based tool incorporates hourly climate based building loads data to arrive at the composite energy demand for the district and compares the Net Present Value (NPV) of the costs of CHP/DE alternatives. This tool has been used to provide assistance to several projects in the Northeast, Mid-Atlantic, Intermountain and Pacific Regions. The tool was disseminated to the CEACs and supplemented by a Training Webinar and a How to Guide IDEA produced a US Community Energy Development Guide to support mayors, planners, community leaders, real estate developers and economic development officials who are interested in planning more sustainable urban energy infrastructure, creating community energy master plans and implementing CHP/ District Energy systems in cities, communities and towns. IDEA has collected industry data and provided a comprehensive data set containing information on District Energy installations in the US. District energy systems are present in 49 states and the District of Columbia. Of the 597 systems 55% were DE alone while the remainder was some combination of CHP, district heating, and district cooling. District energy systems that do not currently involve electric generation are strong near-term candidates for the adoption of CHP due to the magnitude of their aggregated thermal load. This data has helped inform specific and targeted initiatives including technical assistance provided by the CEAC’s for EPA’s Boiler MACT Compliance by large District Heating System boilers. These outcomes have been greatly enabled by the close coordination and collaboration with DOE CEAC leadership and with the eight regional US DOE Clean Energy Application Centers and the award’s incremental funding has allowed IDEA to leverage our resources to be an effective champion for Clean Energy.

Statistical techniques are the last step in interpreting the results of an experiment; they are used to make discoveries (hypothesis testing), and to measure parameters (point estimation). They are also used in the first step - experiment and analysis design. Banff Challenge 2 asks participants to test their methods of discovering hidden signals in simulated datasets and of measuring the properties of these signals.     The population dynamics underlying the diffusion of ideas hold many qualitative similarities to those involved in the spread of infections. In spite of much suggestive evidence this analogy is hardly ever quantified in useful ways. The standard benefit of modeling epidemics is the ability to estimate quantitatively population average parameters, such as interpersonal contact rates, incubation times, duration of infectious periods, etc. In most cases such quantities generalize naturally to the spread of ideas and provide a simple means of quantifying sociological and behavioral patterns. Here we apply several paradigmatic models of epidemics to empirical data on the advent and spread of Feynman diagrams through the theoretical physics communities of the USA, Japan, and the USSR in the period immediately after World War II. This test case has the advantage of having been studied historically in great detail, which allows validation of our results. We estimate the effectiveness of adoption of the idea in the three communities and find values for parameters reflecting both intentional social organization and long lifetimes for the idea. These features are probably general characteristics of the spread of ideas, but not of common epidemics.

    It has been suggested that cholesterol may modulate amyloid-{beta} (A{beta}) formation, a causative factor of Alzheimer's disease (AD), by regulating distribution of the three key proteins in the pathogenesis of AD ({beta}-amyloid precursor protein (APP), {beta}-secretase (BACE1) and/or presenilin 1 (PS1)) within lipid rafts. In this work we tested whether cholesterol accumulation upon NPC1 dysfunction, which causes Niemann Pick type C disease (NPC), causes increased partitioning of APP into lipid rafts leading to increased CTF/A{beta} formation in these cholesterol-rich membrane microdomains. To test this we used CHO NPC1{sup -/-} cells (NPC cells) and parental CHOwt cells. By sucrose density gradient centrifugation we observed a shift in fl-APP/CTF compartmentalization into lipid raft fractions upon cholesterol accumulation in NPC vs. wt cells. Furthermore, {gamma}-secretase inhibitor treatment significantly increased fl-APP/CTF distribution in raft fractions in NPC vs. wt cells, suggesting that upon cholesterol accumulation in NPC1-null cells increased formation of APP-CTF and its increased processing towards A{beta} occurs in lipid rafts. Our results support that cholesterol overload, such as in NPC disease, leads to increased partitioning of APP/CTF into lipid rafts resulting in increased amyloidogenic processing of APP in these cholesterol-rich membranes. This work adds to the mechanism of the cholesterol-effect on APP processing and the pathogenesis of Alzheimer's disease and supports the role of lipid rafts in these processes.

    We have studied the context and development of the ideas of physical forces and differential calculus in ancient India by studying relevant literature related to both astrology and astronomy since pre-Greek periods. The concept of Naisargika Bala (natural force) discussed in Hora texts from India is defined to be proportional to planetary size and inversely related to planetary distance. This idea developed several centuries prior to Isaac Newton resembles fundamental physical forces in nature especially gravity. We show that the studies on retrograde motion and Chesta Bala of planets like Mars in the context of astrology lead to development of differential calculus and planetary dynamics in ancient India. The idea of instantaneous velocity was first developed during the 1st millennium BC and Indians could solve first order differential equations as early as 6th cent AD. Indian contributions to astrophysics and calculus during European dark ages can be considered as a land mark in the pre-renaissance history of physical sciences. Here we report the application of X-ray fluorescence microscopy (XFM) to investigate the subcellular distribution patterns of the metal ions Cu, Zn, Fe, and Ca in individual neurons derived from APP and APLP2 knockout mice brains to further define their role in metal homeostasis. These studies add to the growing body of data that the APP family of proteins are metalloproteins that have shared as well as distinct effects on metals. As we continue to delineate the cellular effects of the APP family of proteins it is important to consider how metals are involved in their actions.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    Nondestructive assay (NDA) measurements of uranium cylinders play an important role in helping the International Atomic Energy Agency (IAEA) safeguard uranium enrichment plants. Traditionally, these measurements have consisted of a scale or load cell to determine the mass of UF{sub 6} in the cylinder combined with a gamma-ray measurement of the 186 keV peak from {sup 235}U to determine enrichment. More recently, Los Alamos National Laboratory (LANL) and Pacific Northwest National Laboratory (PNNL) have developed systems that exploit the passive neutron signal from UF{sub 6} to determine uranium mass and/or enrichment. These include the Uranium Cylinder Assay System (UCAS), the Passive Neutron Enrichment Meter (PNEM), and the Hybrid Enrichment Verification Array (HEVA). The purpose of this report is to provide the IAEA with new ideas on technologies that may or may not be under active development but could be useful for UF{sub 6} cylinder assay. To begin, we have included two feasibility studies of active interrogation techniques. There is a long history of active interrogation in the field of nuclear safeguards, especially for uranium assay. Both of the active techniques provide a direct measure of {sup 235}U content. The first is an active neutron method based on the existing PNEM design that uses a correlated {sup 252}Cf interrogation source. This technique shows great promise for UF{sub 6} cylinder assay and is based on advanced technology that could be implemented in the field in the near term. The second active technique is nuclear resonance fluorescence (NRF). In the NRF technique, a bremsstrahlung photon beam could be used to illuminate the cylinder, and high-resolution gamma-ray detectors would detect the characteristic de-excitation photons. The results of the feasibility study show that under certain measurement geometries, NRF is impractical for UF6 cylinder assay, but the 'grazing transmission' and 'secant transmission' geometries have more potential for this application and should be assessed quantitatively. The next set of techniques leverage scintillator detectors that are sensitive to both neutron and gamma radiation. The first is the BC-523A capture-gated organic liquid scintillator. The detector response from several different neutron energies has been characterized and is included in the study. The BC-523A has not yet been tested with UF{sub 6} cylinders, but the application appears to be well suited for this technology. The second detector type is a relatively new inorganic scintillator called CLYC. CLYC provides a complementary detection approach to the HEVA and PNEM systems that could be used to determine uranium enrichment in UF{sub 6} cylinders. In this section, the conceptual idea for an integrated CLYC-HEVA/PNEM system is explored that could yield more precision and robustness against systemic uncertainties than any one of the systems by itself. This is followed by a feasibility study on using alpha-particle-induced reaction gamma-rays as a way to estimate {sup 234}U abundance in UF{sub 6}. Until now, there has been no readily available estimate of the strength of these reaction gamma-rays. Thick target yields of the chief reaction gammas are computed and show that they are too weak for practical safeguards applications. In special circumstances where long count times are permissible, the 1,275 keV F({alpha},x{gamma}) is observable. Its strength could help verify an operator declaration provided other knowledge is available (especially the age). The other F({alpha},x{gamma}) lines are concealed by the dominant uranium line spectrum and associated continuum. Finally, the last section provides several ideas for electromagnetic and acoustic nondestructive evaluation (NDE) techniques. These can be used to measure cylinder wall thickness, which is a source of systematic uncertainty for gamma-ray-based NDA techniques; characterize the UF{sub 6} filling profile inside the cylinder, which is a source of systematic uncertainty for neutron-based NDA techniques; locate hidden objects inside the cylinder; a

    There are several reasons why the performance of current distributed and heterogeneous systems is often disappointing. For example, the characteristics of the application may be input sensitive and evolve during execution causing dramatic changes in memory reference patterns, resource requirements, or degree of concurrency between different phases of the computation. Or, the system may change dynamically with nodes failing or appearing, some network links severed and other links established with different latencies and bandwidths. Another important reason for poor performance is the fairly compartmentalized approach to optimization: applications, compilers, operating systems and hardware configurations are designed and optimized in isolation and without the knowledge of instance specific information and needs of a running application. There is too little information flow across these boundaries and no global optimization is even attempted. For example, most operating systems services like paging, virtual-to-physical page mapping, I/O, or data layout in disks, provide little or no application customization. Similarly, the off-the-shelf hardware used by most commercial systems is optimized to give best average-case performance. To address this problem, we have proposed application-centric computing, or Smart Applications (SAS). In the SAS executable, the compiler embeds most run-time system services, and a performance-optimizing feedback loop that monitors the application's performance and adaptively reconfigures the application and the OS/system platform. At run-time, after incorporating the code's input and determining the system's resources and state, the SAS performs an *instance* specific optimization, which is more tractable than a global generic optimization between application, OS and system. The overriding philosophy of SAS is ``measure, compare, and adapt if beneficial.'' That is, the application will continually monitor its performance and the available resources to determine if, and by how much, performance could be improved if the application was restructured. Then, if the potential performance benefit outweighs the projected overhead costs, the application will restructure itself and the underlying system accordingly. The SAS framework includes performance monitoring and modeling components and mechanisms for performing the actual restructuring at various levels including: (i) algorithmic adaptation, (ii) run-time software optimization (e.g., input sensitivity analysis, etc.), (iii) tuning reconfigurable OS services (scheduling policy, page size, etc), and (iv) system configuration (e.g., selecting which, and how many, computational resources to use). SmartApps is being developed in the STAPL infrastructure. STAPL (the Standard Template Adaptive Parallel Library) is a framework for developing highly-optimizable, adaptable, and portable parallel and distributed applications. It consists of a relatively new and still evolving collection of generic parallel algorithms and distributed containers and a run-time system (RTS) through which the application and compiler interact with the OS and hardware.

    As language and visual understanding by machines progresses rapidly, we are observing an increasing interest in holistic architectures that tightly interlink both modalities in a joint learning and inference process. This trend has allowed the community to progress towards more challenging and open tasks and refueled the hope at achieving the old AI dream of building machines that could pass a turing test in open domains. In order to steadily make progress towards this goal, we realize that quantifying performance becomes increasingly difficult. Therefore we ask how we can precisely define such challenges and how we can evaluate different algorithms on this open tasks? In this paper, we summarize and discuss such challenges as well as try to give answers where appropriate options are available in the literature. We exemplify some of the solutions on a recently presented dataset of question-answering task based on real-world indoor images that establishes a visual turing challenge. Finally, we argue despite the success of unique ground-truth annotation, we likely have to step away from carefully curated dataset and rather rely on 'social consensus' as the main driving force to create suitable benchmarks. Providing coverage in this inherently ambiguous output space is an emerging challenge that we face in order to make quantifiable progress in this area.

    This report describes key ideas underlying the application of Quantification of Margins and Uncertainties (QMU) to nuclear weapons stockpile lifecycle decisions at Sandia National Laboratories. While QMU is a broad process and methodology for generating critical technical information to be used in stockpile management, this paper emphasizes one component, which is information produced by computational modeling and simulation. In particular, we discuss the key principles of developing QMU information in the form of Best Estimate Plus Uncertainty, the need to separate aleatory and epistemic uncertainty in QMU, and the risk-informed decision making that is best suited for decisive application of QMU.     In preparation for future nuclear arms reduction treaties, including any potential successor treaties to START I and II, the authors have been examining possible methods for bilateral warhead dismantlement verification. Warhead dismantlement verification raises significant challenges in the political, legal, and technical arenas. This discussion will focus on the technical issues raised by warhead arms controls. Technical complications arise from several sources. These will be discussed under the headings of warhead authentication, chain-of-custody, dismantlement verification, non-nuclear component tracking, component monitoring, and irreversibility. The authors will discuss possible technical options to address these challenges as applied to a generic dismantlement and disposition process, in the process identifying limitations and vulnerabilities. They expect that these considerations will play a large role in any future arms reduction effort and, therefore, should be addressed in a timely fashion.

    Hyper-volume visualization is designed to provide simple and fully explanatory images that give comprehensive insights into the global structure of scalar fields of any dimension. The basic idea is to have a dimension independent viewing system that scales nicely with the geometric dimension of the dataset and that can be combined with classical approaches like isocontouring and animation of slices of n.D data. We completely abandon (for core simplicity) rendering techniques, such as hidden surface removal or lighting or radiosity, that enhance three dimensional realism and concentrate on the real-time display of images that highlight structural (topological) features of the nD dataset (holes, tunnels, cavities, depressions, extrema, etc). Hyper-volume visualization on the one hand is a generalization of direct parallel projection methods in volume rendering. To achieve efficiency (and real-time performance on a graphics workstation) we combine the advantages of (i) a hierarchical representations of the hyper-volume data for multiresolution display and (ii) generalized object space splatting combined with texture-mapped graphics hardware acceleration. The development of a system that implements display techniques for multidimensional datasets requires careful design of both algorithms and user interfaces that scale linearly with the dimension n of the input geometric space. This is a major challenge since straightforward generalizations of standard techniques that are suitable for display of 3D data yield exceedingly intricate interfaces. For example, a view manipulation graphical user interface is usually based on a rotation of the object about Cartesian rotation axes, with possibly unit quaternions internal representations for the rotation group. Unfortunately the number of independent rotation axes grows quadratically with dimension(three in 3D to six in 4D to ten in 5D to fifteen in 6D space). Going back to the basics of parallel projections, we develop an alternative scheme that is very simple to implement and immediately gives a view manipulation graphical user interface that scales linearly with the dimension. One can still utilize matrix or quaternion or higher dimensional rotational group representations, internally for calculations.The main results of our paper are thus both a multi-resolution direct rendering algorithm and scalable graphical user interface that provides insightfull global views of scalar fields in any dimension, while maintaining the fundamental characteristics of ease of use, and quick exploratory u

    This report is an outcome of the workshop Multiphysics Simulations: Challenges and Opportunities, sponsored by the Institute of Computing in Science (ICiS). Additional information about the workshop, including relevant reading and presentations on multiphysics issues in applications, algorithms, and software, is available via https://sites.google.com/site/icismultiphysics2011/. We consider multiphysics applications from algorithmic and architectural perspectives, where 'algorithmic' includes both mathematical analysis and computational complexity and 'architectural' includes both software and hardware environments. Many diverse multiphysics applications can be reduced, en route to their computational simulation, to a common algebraic coupling paradigm. Mathematical analysis of multiphysics coupling in this form is not always practical for realistic applications, but model problems representative of applications discussed herein can provide insight. A variety of software frameworks for multiphysics applications have been constructed and refined within disciplinary communities and executed on leading-edge computer systems. We examine several of these, expose some commonalities among them, and attempt to extrapolate best practices to future systems. From our study, we summarize challenges and forecast opportunities. We also initiate a modest suite of test problems encompassing features present in many applications.

    Informatics of some kind will play a role in every aspect of the Human Genome Project (HGP); data acquisition, data analysis, data exchange, data publication, and data visualization. What are the real requirements and challenges? The primary requirement is clear thinking and the main challenge is design. If good design is lacking, the price will be failure of genome informatics and ultimately failure of the genome project itself. Scientists need good designs to deliver the tools necessary for acquiring and analyzing DNA sequences. As these tools become more efficient, they will need new tools for comparative genomic analyses. To make the tools work, the scientists will need to address and solve nomenclature issues that are essential, if also tedious. They must devise systems that will scale gracefully with the increasing flow of data. The scientists must be able to move data easily from one system to another, with no loss of content. As scientists, they will have failed in their responsibility to share results, should repeating experiments ever become preferable to searching the literature. Their databases must become a new kind of scientific literature and the scientists must develop ways to make electronic data publishing as routine as traditional journal publishing. Ultimately, they must build systems so advanced that they are virtually invisible. In summary, the HGP can be considered the most ambitious, most audacious information-management project ever undertaken. In the HGP, computers will not merely serve as tools for cataloging existing knowledge. Rather, they will serve as instruments, helping to create new knowledge by changing the way the scientists see the biological world. Computers will allow them to see genomes, just as radio telescopes let them see quasars and electron microscopes let them see viruses.

  10. Technical solutions to nonproliferation challenges

    The threat of nuclear terrorism is real and poses a significant challenge to both U.S. and global security. For terrorists, the challenge is not so much the actual design of an improvised nuclear device (IND) but more the acquisition of the special nuclear material (SNM), either highly enriched uranium (HEU) or plutonium, to make the fission weapon. This paper provides two examples of technical solutions that were developed in support of the nonproliferation objective of reducing the opportunity for acquisition of HEU. The first example reviews technologies used to monitor centrifuge enrichment plants to determine if there is any diversion of uranium materials or misuse of facilities to produce undeclared product. The discussion begins with a brief overview of the basics of uranium processing and enrichment. The role of the International Atomic Energy Agency (IAEA), its safeguard objectives and how the technology evolved to meet those objectives will be described. The second example focuses on technologies developed and deployed to monitor the blend down of 500 metric tons of HEU from Russia's dismantled nuclear weapons to reactor fuel or low enriched uranium (LEU) under the U.S.-Russia HEU Purchase Agreement. This reactor fuel was then purchased by U.S. fuel fabricators and provided about half the fuel for the domestic power reactors. The Department of Energy established the HEU Transparency Program to provide confidence that weapons usable HEU was being blended down and thus removed from any potential theft scenario. Two measurement technologies, an enrichment meter and a flow monitor, were combined into an automated blend down monitoring system (BDMS) and were deployed to four sites in Russia to provide 24/7 monitoring of the blend down. Data was downloaded and analyzed periodically by inspectors to provide the assurances required.

    In this review we integrate results of long term experimental study on ant "language" and intelligence which were fully based on fundamental ideas of Information Theory, such as the Shannon entropy, the Kolmogorov complexity, and the Shannon's equation connecting the length of a message ($l$) and its frequency $(p)$, i.e. $l = - \\log p$ for rational communication systems. This approach, new for studying biological communication systems, enabled us to obtain the following important results on ants' communication and intelligence: i) to reveal "distant homing" in ants, that is, their ability to transfer information about remote events; ii) to estimate the rate of information transmission; iii) to reveal that ants are able to grasp regularities and to use them for "compression" of information; iv) to reveal that ants are able to transfer to each other the information about the number of objects; v) to discover that ants can add and subtract small numbers.     Electrolytes are vital components of an electrochemical energy storage device. They are usually composed of a solvent or mixture of solvents and a salt or a mixture of salts which provide the appropriate environment for ionic conduction. One of the main issues associated with the selection of a proper electrolyte is that its electronic properties have to be such that allow a wide electrochemical window - defined as the voltage range in which the electrolyte is not oxidized or reduced - suitable to the battery operating voltage. In addition, electrolytes must have high ionic conductivity and negligible electronic conductivity, be chemically stable with respect to the other battery components, have low flammability, and low cost. Weak stability of the electrolyte against oxidation or reduction leads to the formation of a solid-electrolyte interphase (SEI) layer at the surface of the cathode and anode respectively. Depending on the materials of the electrolyte and those of the electrode, the SEI layer may be composed by combinations of organic and inorganic species, and it may exert a passivating role. In this paper we discuss the current status of knowledge about electrolyte materials, including non-aqueous liquids, ionic liquids, solid ceramic and polymer electrolytes. We also review the basic knowledge about the SEI layer formation, and challenges for a rational design of stable electrolytes.

    The GRavitational lEnsing Accuracy Testing 2008 (GREAT08) Challenge focuses on a problem that is of crucial importance for future observations in cosmology. The shapes of distant galaxies can be used to determine the properties of dark energy and the nature of gravity, because light from those galaxies is bent by gravity from the intervening dark matter. The observed galaxy images appear distorted, although only slightly, and their shapes must be precisely disentangled from the effects of pixelisation, convolution and noise. The worldwide gravitational lensing community has made significant progress in techniques to measure these distortions via the Shear TEsting Program (STEP). Via STEP, we have run challenges within our own community, and come to recognise that this particular image analysis problem is ideally matched to experts in statistical inference, inverse problems and computational learning. Thus, in order to continue the progress seen in recent years, we are seeking an infusion of new ideas from these communities. This document details the GREAT08 Challenge for potential participants.     The science and technology challenges for international safeguards range from cutting edge physics needs to practical technology solutions for high volume data handling and analysis issues. This paper will take a narrow look at some of the predominant challenges, which include those at high throughput commercial facilities and those in the detection of undeclared facilities. It is hoped that by highlighting these areas it can encourage a concerted effort by scientific institutions and industry to provide robust cost-effective solutions.

When settlers pushed into the remote valleys of far northwestern Georgia, they had no idea just how apt the name given one odd geologic formation would become to a new generation of pioneers. Rocky Mountain`s 700 ft of diagonally upthrusting limestone, shale and sandstone layers have become the main antagonists in a decade-long struggle to place an 848-Mw pumped storage power project in and around the mountain.
