    Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    The Idaho Energy Division issued a Request for Proposal (RFP) on March 14, 2006, inviting qualified licensed fuel wholesalers, fuel retailers, and vehicle fleet operators to provide proposals to construct and/or install infrastructure for biodiesel utilization in Idaho. The intent was to improve the ability of private and/or non-Federal public entities in Idaho to store, transport, or offer for sale biodiesel within the state. The RFP provided up $100,000 for co-funding the projects with a minimum 50% cash cost match. Four contracts were subsequetnly awarded that resulted in three new bidodiesel storage facilities immediately serving about 45 fueling stations from Sandpoint to Boise. The project also attracted considerable media attention and Idaho became more knowledgeable about biodiesel.

A disease database has been developed and facility impediments to fish health have been identified.

    The overall objective of this proposal is to enable Iowa State University to establish a Center that enjoys world-class stature and eventually enhances the economy through the transfer of innovation from the laboratory to the marketplace. The funds have been used to support experimental proposals from interdisciplinary research teams in areas related to catalysis and green chemistry. Specific focus areas included: Catalytic conversion of renewable natural resources to industrial materials Development of new catalysts for the oxidation or reduction of commodity chemicals Use of enzymes and microorganisms in biocatalysis Development of new, environmentally friendly reactions of industrial importance These focus areas intersect with barriers from the MYTP draft document. Specifically, section 2.4.3.1 Processing and Conversion has a list of bulleted items under Improved Chemical Conversions that includes new hydrogenation catalysts, milder oxidation catalysts, new catalysts for dehydration and selective bond cleavage catalysts. Specifically, the four sections are: 1. Catalyst development (7.4.12.A) 2. Conversion of glycerol (7.4.12.B) 3. Conversion of biodiesel (7.4.12.C) 4. Glucose from starch (7.4.12.D) All funded projects are part of a soybean or corn biorefinery. Two funded projects that have made significant progress toward goals of the MYTP draft document are: Catalysts to convert feedstocks with high fatty acid content to biodiesel (Kraus, Lin, Verkade) and Conversion of Glycerol into 1,3-Propanediol (Lin, Kraus). Currently, biodiesel is prepared using homogeneous base catalysis. However, as producers look for feedstocks other than soybean oil, such as waste restaurant oils and rendered animal fats, they have observed a large amount of free fatty acids contained in the feedstocks. Free fatty acids cannot be converted into biodiesel using homogeneous base-mediated processes. The CCAT catalyst system offers an integrated and cooperative catalytic system that performs both esterification (of free fatty acids) and transesterification (of soybean oil) in a one-pot fashion. This will allow the biodiesel producers to use the aforementioned cheap feedstocks without any pretreatment. In addition, the catalyst system is heterogeneous and is highly recyclable and reusable. Although markets currently exist for glycerin, concern is mounting that the price of glycerin may plummet to $.05 - $.10 per pound if future production exceeds demand. Developing a system to make high value chemicals such as 1,3-propanediol from the glycerin stream will add value for biodiesel producers who implement the new technology. Given the fact that both DuPont and Shell chemicals have announced the commercialization of two new PDO-based polymers, a rapid increase of market demand for a cheaper PDO source is very likely. 4.     The City of Stanley, Idaho (population 63) is situated in the Salmon River valley of the central Idaho highlands. Due to its location and elevation (6270 feet amsl) it is one of the coldest locales in the continental U.S., on average experiencing frost 290 days of the year as well as 60 days of below zero (oF) temperatures. Because of high snowfall (76 inches on average) and the fact that it is at the terminus of its rural grid, the city also frequently endures extended power outages during the winter. To evaluate its options for reducing heating costs and possible local power generation, the city obtained a rural development grant from the USDA and commissioned a feasibility study through author Roy Mink to determine whether a comprehensive site characterization and/or test drilling program was warranted. Geoscience students and faculty at Idaho State University (ISU), together with scientists from the Idaho Geological Survey (IGS) and Idaho National Laboratory (INL) conducted three field data collection campaigns between June, 2011 and November, 2012 with the assistance of author Beckwith who arranged for food, lodging and local property access throughout the field campaigns. Some of the information collected by ISU and the IGS were compiled by author Mink and Boise State University in a series of progress reports (Makovsky et al., 2011a, b, c, d). This communication summarizes all of the data collected by ISU including data that were compiled as part of the IGS’s effort for the National Geothermal Data System’s (NGDS) data compilation project funded by the Department of Energy and coordinated by the Arizona Geological Survey.

    This report presents the design, construction highlights, and performance of the New Mexico State University Campus Geothermal Demonstration Project at Las Cruces, New Mexico. Construction started in July 1981, first system use was January 1982, and the system was dedicated on April 21, 1982. Included herein are summary observations after two years of use. The geothermal hot water from New Mexico State University wells is used to heat potable water, which in turn provides 83 percent of the domestic hot water on the New Mexico State University campus, as well as space heat to two buildings, and for two heated swimming pools. The original system is providing service to 30 total buildings, with two additional buildings (150,000 square feet) in process of geothermal conversion.) The system overall performance has been excellent, except for geothermal well pump problems. In terms of operating efficiency, the system has exceeded the design parameters. In spite of abnormally high costs for well and pump repairs, the system has shown a positive cost avoidance of more than $118,000 for the first year of operation. For the first two full years of operation, the system has produced a net positive cost avoidance of more than $200,000. Payback on the total investment of $1,670,000 is projected to be 6 to 10 years, depending on the future prices of natural gas and electricity.

    We study the dynamical decoupling of multiqubit states from environment. For a system of m qubits, the nested Uhrig dynamical decoupling (NUDD) sequence can efficiently suppress generic decoherence induced by the system-environment interaction to order N using (N+1){sup 2m} pulses. We prove that the NUDD sequence is universal, i.e., it can restore the coherence of an m-qubit quantum system independent of the details of the system-environment interaction. We also construct a general mapping between dynamical decoupling problems and discrete quantum walks in certain functional spaces.

    A beam emittance measurement of the 16 MeV S-band High Repetition Rate Linac (HRRL) was performed at Idaho State University's Idaho Accelerator Center (IAC). The HRRL linac structure was upgraded beyond the capabilities of a typical medical linac so it can achieve a repetition rate of 1 kHz. Measurements of the HRRL transverse beam emittance are underway that will be used to optimize the production of positrons using HRRL's intense electron beam on a tungsten converter. In this paper, we describe a beam imaging system using on an OTR screen and a digital CCD camera, a MATLAB tool to extract beamsize and emittance, detailed measurement procedures, and the measured transverse emittances for an arbitrary beam energy of 15 MeV.

    DOE grant used for partial fulfillment of necessary laboratory equipment for course enrichment and new graduate programs in nanotechnology at the four institutions of the Connecticut State University System (CSUS). Equipment in this initial phase included variable pressure scanning electron microscope with energy dispersive x-ray spectroscopy elemental analysis capability [at Southern Connecticut State University]; power x-ray diffractometer [at Central Connecticut State University]; a spectrophotometer and spectrofluorimeter [at Eastern Connecticut State University; and a Raman Spectrometer [at Western Connecticut State University]. DOE's funding was allocated for purchase and installation of this scientific equipment and instrumentation. Subsequently, DOE funding was allocated to fund the curriculum, faculty development and travel necessary to continue development and implementation of the System's Graduate Certificate in Nanotechnology (GCNT) program and the ConnSCU Nanotechnology Center (ConnSCU-NC) at Southern Connecticut State University. All of the established outcomes have been successfully achieved. The courses and structure of the GCNT program have been determined and the program will be completely implemented in the fall of 2013. The instrumentation has been purchased, installed and has been utilized at each campus for the implementation of the nanotechnology courses, CSUS GCNT and the ConnSCU-NC. Additional outcomes for this grant include curriculum development for non-majors as well as faculty and student research.

    Approval is requested based on the information in this Mission Need Statement for The Department of Energy, Idaho Operations Office (DOE-ID) to develop a project in support of the mission established by the Office of Environmental Management to "complete the safe cleanup of the environmental legacy brought about from five decades of nuclear weapons development and government-sponsored nuclear energy research". DOE-ID requests approval to develop the Idaho Spent Fuel Facility Project that is required to implement the Department of Energy's decision for final disposition of spent nuclear fuel in the Geologic Repository at Yucca Mountain. The capability that is required to prepare Spent Nuclear Fuel for transportation and disposal outside the State of Idaho includes characterization, conditioning, packaging, onsite interim storage, and shipping cask loading to complete shipments by January 1,2035. These capabilities do not currently exist in Idaho.

    Project Objective: This project is a research and development program aimed at furthering distributed wind technology. In particular, this project addresses some of the barriers to distributed wind energy utilization in Idaho. Background: At its core, the technological challenge inherent in Wind Energy is the transformation of a highly variable form of energy to one which is compatible with the commercial power grid or another useful application. A major economic barrier to the success of distributed wind technology is the relatively high capital investment (and related long payback periods) associated with wind turbines. This project will carry out fundamental research and technology development to address both the technological and economic barriers. • Active drive train control holds the potential to improve the overall efficiency of a turbine system by allowing variable speed turbine operation while ensuring a tight control of generator shaft speed, thus greatly simplifying power conditioning. • Recent blade aerodynamic advancements have been focused on large, utility-scale wind turbine generators (WTGs) as opposed to smaller WTGs designed for distributed generation. Because of Reynolds Number considerations, blade designs do not scale well. Blades which are aerodynamically optimized for distributed-scale WTGs can potentially reduce the cost of electricity by increasing shaft-torque in a given wind speed. • Grid-connected electric generators typically operate at a fixed speed. If a generator were able to economically operate at multiple speeds, it could potentially convert more of the wind’s energy to electricity, thus reducing the cost of electricity. This research directly supports the stated goal of the Wind and Hydropower Technologies Program for Distributed Wind Energy Technology: By 2007, reduce the cost of electricity from distributed wind systems to 10 to 15 cents/kWh in Class 3 wind resources, the same level that is currently achievable in Class 5 winds.

    This report describes calendar year 1993 environmental surveillance activities of Environmental Monitoring of EG&G Idaho, Inc., performed at EG&G Idaho operated Waste Management facilities at the Idaho National Engineering Laboratory (INEL). The major facilities monitored include the Radioactive Waste Management Complex, the Waste Experimental Reduction Facility, the Mixed Waste Storage Facility, and two surplus facilities. Included are results of the sampling performed by the Radiological and Environmental Sciences Laboratory and the United States Geological Survey.     There are 899 thermal water occurrences known in Idaho, including 258 springs and 641 wells having temperatures ranging from 20 to 93/sup 0/C. Fifty-one cities or towns in Idaho containing 30% of the state's population are within 5 km of known geothermal springs or wells. These include several of Idaho's major cities such as Lewiston, Caldwell, Nampa, Boise, Twin Falls, Pocatello, and Idaho Falls. Fourteen sites appear to have subsurface temperatures of 140/sup 0/C or higher according to the several chemical geothermometers applied to thermal water discharges. These include Weiser, Big Creek, White Licks, Vulcan, Roystone, Bonneville, Crane Creek, Cove Creek, Indian Creek, and Deer Creek hot springs, and Raft River, Preston, and Magic Reservoir areas. These sites could be industrial sites, but several are in remote areas away from major transportation and, therefore, would probably be best utilized for electrical power generation using the binary cycle or Magma Max process. Present uses range from space heating to power generation. Six areas are known where commercial greenhouse operations are conducted for growing cut and potted flowers and vegetables. Space heating is substantial in only two places (Boise and Ketchum) although numerous individuals scattered throughout the state make use of thermal water for space heating and private swimming facilities.     On June 10, 2015, Idaho National Laboratory (INL), in coordination with the State of Idaho, local jurisdictions, Department of Energy Idaho Operations Office (DOE-ID), and DOE Headquarters (DOE HQ), conducted the annual emergency exercise to demonstrate the ability to implement the requirements of DOE O 151.1C, “Comprehensive Emergency Management System.” The INL contractor, Battelle Energy Alliance, LLC (BEA), in coordination with other INL contractors, conducted operations and demonstrated appropriate response measures to mitigate an event and protect the health and safety of personnel, the environment, and property. Offsite response organizations participated to demonstrate appropriate response measures.

    This Action Memorandum documents the selected alternative for decommissioning of the Engineering Test Reactor at the Idaho National Laboratory under the Idaho Cleanup Project. Since the missions of the Engineering Test Reactor Complex have been completed, an engineering evaluation/cost analysis that evaluated alternatives to accomplish the decommissioning of the Engineering Test Reactor Complex was prepared adn released for public comment. The scope of this Action Memorandum is to encompass the final end state of the Complex and disposal of the Engineering Test Reactor vessol. The selected removal action includes removing and disposing of the vessel at the Idaho CERCLA Disposal Facility and demolishing the reactor building to ground surface.

    We report on the measurement of four-body recombination rate coefficients in an atomic gas. Our results obtained with an ultracold sample of cesium atoms at negative scattering lengths show a resonant enhancement of losses and provide strong evidence for the existence of a pair of four-body states, which is strictly connected to Efimov trimers via universal relations. Our findings confirm recent theoretical predictions and demonstrate the enrichment of the Efimov scenario when a fourth particle is added to the generic three-body problem.

  8. Geothermal Well and Heat Flow Data for the United States (Southern Methodist University (SMU) Geothermal Laboratory)

    Southern Methodist University makes two databases and several detailed maps available. The Regional Heat Flow Database for the United States contains information on primarily regional or background wells that determine the heat flow for the United States; temperature gradients and conductivity are used to generate heat flow measurements. Information on geology of the location, porosity, thermal conductivity, water table depth, etc. are also included when known. There are usually three data files for each state or region. The first files were generated in 1989 for the data base creating the Decade of North America Geology (DNAG) Geothermal Map. The second set is from 1996 when the data base was officially updated for the Department of Energy. The third set is from 1999 when the Western U.S. High Temperature Geothermal data base was completed. As new data is received, the files continue to be updated. The second major resource is the Western Geothermal Areas Database, a database of over 5000 wells in primarily high temperature geothermal areas from the Rockies to the Pacific Ocean. The majority of the data are from company documents, well logs, and publications with drilling dates ranging from 1960 to 2000. Many of the wells were not previously accessible to the public. Users will need to register, but will then have free, open access to the databases. The contents of each database can be viewed and downloaded as Excel spreadsheets.   10. Results from the NRC AP600 testing program at the Oregon State University APEX facility

    The Department of Nuclear Engineering at Oregon State University (OSU) is performing a series of confirmatory tests for the U.S. Nuclear Regulatory Commission. These tests are being conducted in the Advanced Plant Experiment (APEX) facility which is a 1/4 length scale and 1/192 volume scale integral system simulation of the Westinghouse Advanced Passive 600 MWe (AP600) plant. The purpose of the testing program is to examine AP600 passive safety system performance, particularly during long term cooling. Thus far, OSU has successfully performed ten integral system tests for the NRC. This paper presents a description of the APEX facility and summarizes the important results of the NRC test program at OSU.

    This report presents the 1992 Air Emission Inventory for the Idaho National Engineering Laboratory. Originally, this report was in response to the Environmental Oversight and Monitoring Agreement in 1989 between the State of Idaho and the Department of Energy Idaho Field Office, and a request from the Idaho Air Quality Bureau. The current purpose of the Air Emission Inventory is to provide the basis for the preparation of the INEL Permit-to-Operate (PTO) an Air Emission Source Application, as required by the recently promulgated Title V regulations of the Clean Air Act. This report includes emissions calculations from 1989 to 1992. The Air Emission Inventory System, an ORACLE-based database system, maintains the emissions inventory.

  12. The Intense Slow Positron Beam Facility at the NC State University PULSTAR Reactor

    An intense slow positron beam is in its early stages of operation at the 1-MW open-pool PULSTAR research reactor at North Carolina State University. The positron beam line is installed in a beam port that has a 30-cmx30-cm cross sectional view of the core. The positrons are created in a tungsten converter/moderator by pair-production using gamma rays produced in the reactor core and by neutron capture reactions in cadmium cladding surrounding the tungsten. Upon moderation, slow ({approx}3 eV) positrons that are emitted from the moderator are electrostatically extracted, focused and magnetically guided until they exit the reactor biological shield with 1-keV energy, approximately 3-cm beam diameter and an intensity exceeding 6x10{sup 8} positrons per second. A magnetic beam switch and transport system has been installed and tested that directs the beam into one of two spectrometers. The spectrometers are designed to implement state-of-the-art PALS and DBS techniques to perform positron and positronium annihilation studies of nanophases in matter.

    Improved models of contaminant migration in heterogeneous, variably saturated porous media are required to better define the long-term stewardship requirements for U.S. Department of Energy (DOE) lands and to assist in the design of effective vadose-zone barriers to contaminant migrations. The development of these improved models requires field and laboratory results to evaluate their efficacy. However, controlled laboratory experiments simulating vadose conditions can require extensive period of time, and often are conducted at condition near saturation rather than the much drier conditions common in many contaminated arid vadose zone sites. Collaborative research undertaken by the Idaho National Laboratory (INL) and the University of Idaho as part of this Environmental Management Science Program project focused on the development and evaluation of geocentrifuge techniques and equipment that allows vadose zone experiments to be conducted for relevant conditions in time frames not possible in conventional bench top experiments. A key and novel aspect of the research was the use of the 2-meter radius geocentrifuge capabilities at the Idaho National Laboratory to conduct unsaturated transport experiments. Specifically, the following activities were conducted ** Reviewing of the theory of unsaturated flow in the geocentrifuge to establish the range of centrifuge accelerations/experimental conditions and the translation of centrifuge results to 1 gravity applications. ** Designing, constructing, and testing of in-flight experimental apparatus allowing the replication of traditional bench top unsaturated transport experiments on the geocentrifuge. ** Performing unsaturated 1-dimenstional column geocentrifuge experiments using conservative tracers to evaluate the effects of increased centrifugal acceleration on derived transport properties and assessing the scaling relationships for these properties. Because the application of geocentrifuge techniques to vadose transport is in its infancy experimental apparatus such as pumps, flow meters, columns, fraction collectors, etc. that would reliably function under the increased self weight experienced on the centrifuge had to be developed and tested as part of this project. Although, we initially planed to conduct experiments using reactive tracer and 2-dimensional heterogeneities, the cost and time associated with designing, building, and testing of experimental apparatus limited our experimental program to conservative tracer experiments using 1-dimensional columns. The results we obtained in this study indicate that the geocentrifuge technique is a viable experimental method for the study of subsurface processes where gravitational acceleration is important. The geocentrifuge allows experiments to be completed more quickly than tests conducted at 1-g, can be used to experimentally address important scaling issues, and permits experiments under a range of conditions that would be difficult or impossible using conventional approaches. The application of the geocentrifuge approaches and associated models developed in this project allows more meaningful investigation of DOE relevant vadose-zone issues under scalable conditions in time frames previously not obtainable.

    There is explicit need for characterization of the materials for possible commercialization as little characterization data exists. Pinyon-juniper woodlands are a major ecosystem type found in the Southwest and the Intermountain West regions of the United States including Nevada, Idaho and Oregon. These widespread ecosystems are characterized by the presence of several different species of pinyon and juniper as the dominant plant cover. Since the 1800s, pinyon-juniper woodlands have rapidly expanded their range at the expense of existing ecosystems. Additionally, existing woodlands have become denser, progressively creating potential fire hazards as seen in the Soda Fire, which burned more than 400 sq. miles. Land managers responsible for these areas often desire to reduce pinyon-juniper coverage on their lands for a variety of reasons, as stated in the Working Group objectives. However, the cost of clearing thinning pinyon-juniper stands can be prohibitive. One reason for this is the lack of utilization options for the resulting biomass that could help recover some of the cost of pinyon-juniper stand management. The goal of this TAP effort was to assess the feedstock characteristics of biomass from a juniper harvested from Owyhee County to evaluate possible fuel and conversion utilization options.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the United States Department of Energy's (DOE) Idaho National Engineering Laboratory (INEL) and Component Development and Integration Facility (CDIF), conducted September 14 through October 2, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. The team includes outside experts supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the INEL and CDIF. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations' carried on at the INEL and the CDIF, and interviews with site personnel. The Survey team developed a Sampling and Analysis (S A) Plan to assist in further assessing certain of the environmental problems identified during its on-site activities. The S A Plan will be executed by the Oak Ridge National Laboratory. When completed, the S A results will be incorporated into the INEL/CDIF Survey findings for inclusion into the Environmental Survey Summary Report. 90 refs., 95 figs., 77 tabs.

It also provides detailed information for new, modified, and abandoned (decommissioned) wells and holes. Five new wells were drilled and completed in the latter part of Calendar Years 2009 and 2010. Two wells were modified in Calendar Year 2010 and 66 wells and boreholes reported as abandoned (decommissioned). Detailed construction information for the new and modified wells, along with abandonment information for older wells, is provided. Location maps are provided if survey information was available. This report is being submitted in accordance with the Water Rights Agreement between the State of Idaho and the United States, for the United States Department of Energy (dated 1990) and the subsequent Partial Decree for Water Right 34-10901 issued June 20, 2003.

  14. Final Report: An Undergraduate Minor in Wind Energy at Iowa State University

    This report describes an undergraduate minor program in wind energy that has been developed at Iowa State University. The minor program targets engineering and meteorology students and was developed to provide interested students with focused technical expertise in wind energy science and engineering, to increase their employability and ultimate effectiveness in this growing industry. The report describes the requirements of the minor program and courses that fulfill those requirements. Five new courses directly addressing wind energy have been developed. Topical descriptions for these five courses are provided in this report. Six industry experts in various aspects of wind energy science and engineering reviewed the wind energy minor program and provided detailed comments on the program structure, the content of the courses, and the employability in the wind energy industry of students who complete the program. The general consensus is that the program is well structured, the course content is highly relevant, and students who complete it will be highly employable in the wind energy industry. The detailed comments of the reviewers are included in the report.

    Between 2008 and 2014, the U.S. Department of Energy funded the MSU Micro-CHP and Bio-Fuel Center located at Mississippi State University. The overall objective of this project was to enable micro-CHP (micro-combined heat and power) utilization, to facilitate and promote the use of CHP systems and to educate architects, engineers, and agricultural producers and scientists on the benefits of CHP systems. Therefore, the work of the Center focused on the three areas: CHP system modeling and optimization, outreach, and research. In general, the results obtained from this project demonstrated that CHP systems are attractive because they can provide energy, environmental, and economic benefits. Some of these benefits include the potential to reduce operational cost, carbon dioxide emissions, primary energy consumption, and power reliability during electric grid disruptions. The knowledge disseminated in numerous journal and conference papers from the outcomes of this project is beneficial to engineers, architects, agricultural producers, scientists and the public in general who are interested in CHP technology and applications. In addition, more than 48 graduate students and 23 undergraduate students, benefited from the training and research performed in the MSU Micro-CHP and Bio-Fuel Center.

    It is the policy of the Department of Energy (DOE) that pollution prevention and sustainable environmental stewardship will be integrated into DOE operations as a good business practice to reduce environmental hazards, protect environmental resources, avoid pollution control costs, and improve operational efficiency and mission sustainability. In furtherance of this policy, DOE established five strategic, performance-based Pollution Prevention (P2) and Sustainable Environmental Stewardship goals and included them as an attachment to DOE O 450.1, Environmental Protection Program. These goals and accompanying strategies are to be implemented by DOE sites through the integration of Pollution Prevention into each site's Environmental Management System (EMS). This document presents a P2 and Sustainability Program and corresponding plan pursuant to DOE Order 450.1 and DOE O 435.1, Radioactive Waste Management. This plan is also required by the state of Idaho, pursuant to the Resource Conservation and Recovery Act (RCRA) partial permit. The objective of this document is to describe the Idaho National Laboratory (INL) Site P2 and Sustainability Program. The purpose of the program is to decrease the environmental footprint of the INL Site while providing enhanced support of its mission. The success of the program is dependent on financial and management support. The signatures on the previous page indicate INL, ICP, and AMWTP Contractor management support and dedication to the program. P2 requirements have been integrated into working procedures to ensure an effective EMS as part of an Integrated Safety Management System (ISMS). This plan focuses on programmatic functions which include environmentally preferable procurement, sustainable design, P2 and Sustainability awareness, waste generation and reduction, source reduction and recycling, energy management, and pollution prevention opportunity assessments. The INL Site P2 and Sustainability Program is administratively managed by the INL Site P2 Coordinator. Development and maintenance of this overall INL Site plan is ultimately the responsibility of DOE-ID. This plan is applicable to all INL Site contractors except those at the Naval Reactors Facility.

    Dr. David Blackwell has had a profound influence on geo-thermal exploration and R&D in Idaho. Forty years have elapsed since the first Southern Methodist University (SMU) temperature logging truck rolled onto the high desert in Southern Idaho, yet even after so much time has elapsed, most recent and ongoing geothermal R&D can trace its roots to the foundational temperature studies led by Dr. Blackwell. We believe that the best way to honor any scientist is to see their work carried forward by others. As this paper demonstrates, it has been an easy task to find a host of Idaho researchers and students eager to contribute to this tribute paper. We organize this paper by ongoing or recent projects that continue to benefit left to Idaho by Dr. David Blackwell.

    This feasibility study report presents a draft design of the Vitrified Waste Interim Storage Facility (VWISF), which is one of three subprojects of the Idaho Waste Vitrification Facilities (IWVF) project. The primary goal of the IWVF project is to design and construct a treatment process system that will vitrify the sodium-bearing waste (SBW) to a final waste form. The project will consist of three subprojects that include the Waste Collection Tanks Facility, the Waste Vitrification Facility (WVF), and the VWISF. The Waste Collection Tanks Facility will provide for waste collection, feed mixing, and surge storage for SBW and newly generated liquid waste from ongoing operations at the Idaho Nuclear Technology and Engineering Center. The WVF will contain the vitrification process that will mix the waste with glass-forming chemicals or frit and turn the waste into glass. The VWISF will provide a shielded storage facility for the glass until the waste can be disposed at either the Waste Isolation Pilot Plant as mixed transuranic waste or at the future national geological repository as high-level waste glass, pending the outcome of a Waste Incidental to Reprocessing determination, which is currently in progress. A secondary goal is to provide a facility that can be easily modified later to accommodate storage of the vitrified high-level waste calcine. The objective of this study was to determine the feasibility of the VWISF, which would be constructed in compliance with applicable federal, state, and local laws. This project supports the Department of Energys Environmental Management missions of safely storing and treating radioactive wastes as well as meeting Federal Facility Compliance commitments made to the State of Idaho.

    The University of Idaho (UI) was asked to participate in the development of a climate change vulnerability assessment for Idaho National Laboratory (INL). This report describes the outcome of that assessment. The climate change happening now, due in large part to human activities, is expected to continue in the future. UI and INL used a common framework for assessing vulnerability that considers exposure (future climate change), sensitivity (system or component responses to climate), impact (exposure combined with sensitivity), and adaptive capacity (capability of INL to modify operations to minimize climate change impacts) to assess vulnerability. Analyses of climate change (exposure) revealed that warming that is ongoing at INL will continue in the coming decades, with increased warming in later decades and under scenarios of greater greenhouse gas emissions. Projections of precipitation are more uncertain, with multi model means exhibiting somewhat wetter conditions and more wet days per year. Additional impacts relevant to INL include estimates of more burned area and increased evaporation and transpiration, leading to reduced soil moisture and plant growth.

    The U.S. Department of Energy (DOE) proposes to close the Waste Calcining Facility (WCF). The WCF is a surplus DOE facility located at the Idaho Chemical Processing Plant (ICPP) on the Idaho National Engineering Laboratory (INEL). Six facility components in the WCF have been identified as Resource Conservation and Recovery Ace (RCRA)-units in the INEL RCRA Part A application. The WCF is an interim status facility. Consequently, the proposed WCF closure must comply with Idaho Rules and Standards for Hazardous Waste contained in the Idaho Administrative Procedures Act (IDAPA) Section 16.01.05. These state regulations, in addition to prescribing other requirements, incorporate by reference the federal regulations, found at 40 CFR Part 265, that prescribe the requirements for facilities granted interim status pursuant to the RCRA. The purpose of the proposed action is to reduce the risk of radioactive exposure and release of hazardous constituents and eliminate the need for extensive long-term surveillance and maintenance. DOE has determined that the closure is needed to reduce potential risks to human health and the environment, and to comply with the Idaho Hazardous Waste Management Act (HWMA) requirements.

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. The Department of Energy, Idaho Operations Office is committed to a cultural resource management program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative mandates. This document is designed for multiple uses and is intended to be flexible and responsive to future changes in law or mission. Document flexibility and responsiveness will be assured through regular reviews and as-needed updates. Document content includes summaries of Laboratory cultural resource philosophy and overall Department of Energy policy; brief contextual overviews of Laboratory missions, environment, and cultural history; and an overview of cultural resource management practices. A series of appendices provides important details that support the main text.

This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at the Idaho National Laboratory. This Laboratory, which is located in southeastern Idaho, is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable; bear valuable physical and intangible legacies; and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory.     In response to decreasing funding levels available to support activities at the Idaho Chemical Processing Plant (ICPP) and a desire to be cost competitive, the Department of Energy Idaho Operations Office (DOE-ID) and Lockheed Idaho Technologies Company have increased their emphasis on cost-saving measures. The ICPP Effectiveness Improvement Initiative involves many activities to improve cost effectiveness and competitiveness. This report documents the methodology and results of one of those cost cutting measures, the Process Efficiency Improvement Activity. The Process Efficiency Improvement Activity performed a systematic review of major work processes at the ICPP to increase productivity and to identify nonvalue-added requirements. A two-phase approach was selected for the activity to allow for near-term implementation of relatively easy process modifications in the first phase while obtaining long-term continuous improvement in the second phase and beyond. Phase I of the initiative included a concentrated review of processes that had a high potential for cost savings with the intent of realizing savings in Fiscal Year 1996 (FY-96.) Phase II consists of implementing long-term strategies too complex for Phase I implementation and evaluation of processes not targeted for Phase I review. The Phase II effort is targeted for realizing cost savings in FY-97 and beyond.

    Thickness of surficial sediment was determined from natural-gamma logs in 333 wells at and near the Idaho National Engineering Laboratory in eastern Idaho to provide reconnaissance data for future site-characterization studies. Surficial sediment, which is defined as the unconsolidated clay, silt, sand, and gravel that overlie the uppermost basalt flow at each well, ranges in thickness from 0 feet in seven wells drilled through basalt outcrops east of the Idaho Chemical Processing Plant to 313 feet in well Site 14 southeast of the Big Lost River sinks. Surficial sediment includes alluvial, lacustrine, eolian, and colluvial deposits that generally accumulated during the past 200 thousand years. Additional thickness data, not included in this report, are available from numerous auger holes and foundation borings at and near most facilities.

Over a hundred new faces have already joined the Idaho Cleanup Project (ICP) workforce, both in offices and at work sites across DOE's Idaho Site.
