    This final report for LANL Subcontract 9-XS8-2604-1 includes copies of all formal letters, memorandums, and reports provided by CAG to support the IDS effort in the LANL Test Managers Office, Las Vegas, Nevada from October 1, 1989 through the end of the contract on December 31, 1990. The material is divided into two sections; the Functional Requirements Document (FRD) and other reports, letters, and memorandums. All documents are arranged in chronological order with most recent last. Numerous draft copies of the FRD were prepared and cover sheets for all drafts are included. The complete text of only the last version supplied (July 27, 1990) is included in this document.

Project successes, lessons learned, and suggestions for improvement are discussed.     The U.S. energy service company (ESCO) industry is an example of a private sector business model where energy savings are delivered to customers primarily through the use of performance-based contracts. This study was conceived as a snapshot of the ESCO industry prior to the economic slowdown and the introduction of federal stimulus funding mandated by enactment of the American Recovery and Reinvestment Act of 2009 (ARRA). This study utilizes two parallel analytic approaches to characterize ESCO industry and market trends in the U.S.: (1) a ?top-down? approach involving a survey of individual ESCOs to estimate aggregate industry activity and (2) a ?bottom-up? analysis of a database of ~;;3,250 projects (representing over $8B in project investment) that reports market trends including installed EE retrofit strategies, project installation costs and savings, project payback times, and benefit-cost ratios over time. Despite the onset of a severe economic recession, the U.S. ESCO industry managed to grow at about 7percent per year between 2006 and 2008. ESCO industry revenues were about $4.1 billion in 2008 and ESCOs anticipate accelerated growth through 2011 (25percent per year). We found that 2,484 ESCO projects in our database generated ~;;$4.0 billion ($2009) in net, direct economic benefits to their customers. We estimate that the ESCO project database includes about 20percent of all U.S. ESCO market activity from 1990-2008. Assuming the net benefits per project are comparable for ESCO projects that are not included in the LBNL database, this would suggest that the ESCO industry has generated ~;;$23 billion in net direct economic benefits for customers at projects installed between 1990 and 2008. There is empirical evidence confirming that the industry is evolving by installing more comprehensive and complex measures?including onsite generation and measures to address deferred maintenance?but this evolution has significant implications for customer project

    As part of the U.S. Department of Energy (DOE) Office of Industrial Technologies (OIT) Industries of the Future (IOF) Forest Products research program, a collaborative investigation was conducted on the sources, characteristics, and deposition of particles intermediate in size between submicron fume and carryover in recovery boilers. Laboratory experiments on suspended-drop combustion of black liquor and on black liquor char bed combustion demonstrated that both processes generate intermediate size particles (ISP), amounting to 0.5-2% of the black liquor dry solids mass (BLS). Measurements in two U.S. recovery boilers show variable loadings of ISP in the upper furnace, typically between 0.6-3 g/Nm{sup 3}, or 0.3-1.5% of BLS. The measurements show that the ISP mass size distribution increases with size from 5-100 {micro}m, implying that a substantial amount of ISP inertially deposits on steam tubes. ISP particles are depleted in potassium, chlorine, and sulfur relative to the fuel composition. Comprehensive boiler modeling demonstrates that ISP concentrations are substantially overpredicted when using a previously developed algorithm for ISP generation. Equilibrium calculations suggest that alkali carbonate decomposition occurs at intermediate heights in the furnace and may lead to partial destruction of ISP particles formed lower in the furnace. ISP deposition is predicted to occur in the superheater sections, at temperatures greater than 750 C, when the particles are at least partially molten.

    Metal-rich (red) globular clusters in massive galaxies are, on average, smaller than metal-poor (blue) globular clusters. One of the possible explanations for this phenomenon is that the two populations of clusters have different spatial distributions. We test this idea by comparing clusters observed in unusually deep, high signal-to-noise images of M87 with a simulated globular cluster population in which the red and blue clusters have different spatial distributions, matching the observations. We compare the overall distribution of cluster effective radii as well as the relationship between effective radius and galactocentric distance for both the observed and simulated red and blue sub-populations. We find that the different spatial distributions does not produce a significant size difference between the red and blue sub-populations as a whole or at a given galactocentric distance. These results suggest that the size difference between red and blue globular clusters is likely due to differences during formation or later evolution.

    The U.S. energy service company (ESCO) industry is an example of a private sector business model where energy savings are delivered to customers primarily through the use of performance-based contracts. This study was conceived as a snapshot of the ESCO industry prior to the economic slowdown and the introduction of federal stimulus funding mandated by enactment of the American Recovery and Reinvestment Act of 2009 (ARRA). This study utilizes two parallel analytic approaches to characterize ESCO industry and market trends in the U.S.: (1) a “top-down” approach involving a survey of individual ESCOs to estimate aggregate industry activity and (2) a “bottom-up” analysis of a database of -3,265 projects (representing over $8B in project investment) that reports market trends including installed EE retrofit strategies, project installation costs and savings, project payback times, and benefit-cost ratios over time. Despite the onset of an economic recession, the U.S. ESCO industry managed to grow at about 7% per year between 2006 and 2008. ESCO industry revenues are relatively small compared to total U.S. energy expenditures (about $4.1 billion in 2008), but ESCOs anticipated accelerated growth through 2011 (25% per year). We found that 2,484 ESCO projects in our database generated -$4.0 billion ($2009) in net, direct economic benefits to their customers. We estimate that the ESCO project database includes about 20% of all U.S. ESCO market activity from 1990-2008. Assuming the net benefits per project are comparable for ESCO projects that are not included in the LBNL database, this would suggest that the ESCO industry has generated -$23 billion in net direct economic benefits for customers at projects installed between 1990 and 2008. We found that nearly 85% of all public and institutional projects met or exceeded the guaranteed level of savings. We estimated that a typical ESCO project generated $1.5 dollars of direct benefits for every dollar of customer

    The proposed straw separation system developed in the research project harvests the large internode sections of the straw which has the greater potential as a feedstock for lignocellulosic ethanol production while leaving the chaff and nodes in the field. This strategy ensures sustainable agriculture by preventing the depletion of soil minerals, and it restores organic matter to the soil in amounts and particle sizes that accommodate farmers’ needs to keep tillage and fertilizer costs low. A ton of these nutrient-rich plant tissues contains as much as $10.55 worth of fertilizer (economic and energy benefits), in terms of nitrogen, phosphorus, potassium, and other nutrients provided to the soil when incorporated by tillage instead of being burned. Biomass conversion to fermentable sugars for the purpose of producing fuels, chemicals, and other industrial products is well understood. Most bioenergy strategies rely on low-cost fermentable sugars for sustainability and economic viability in the marketplace. Exploitation of the “whole crop”—specifically, wheat straw or other plant material currently regarded as residue or waste—is a practical approach for obtaining a reliable and low-cost source of sugars. However, industrial-scale production of sugars from wheat straw, while technically feasible, is plagued by obstacles related to capital costs, energy consumption, waste streams, production logistics, and the quality of the biomass feedstock. Currently available separation options with combine harvesters are not able to achieve sufficient separation of the straw/stover and chaff streams to realize the full potential of selective harvest. Since ethanol yield is a function of feedstock structural carbohydrate content, biomass anatomical fractions of higher product yield can have a significant beneficial impact on minimum ethanol selling price.     Current Intrusion Detection System (IDS) technology is not suited to be widely deployed inside a Supervisory, Control and Data Acquisition (SCADA) environment. Anomaly- and signature-based IDS technologies have developed methods to cover information technology-based networks activity and protocols effectively. However, these IDS technologies do not include the fine protocol granularity required to ensure network security inside an environment with weak protocols lacking authentication and encryption. By implementing a more specific and more intelligent packet inspection mechanism, tailored traffic flow analysis, and unique packet tampering detection, IDS technology developed specifically for SCADA environments can be deployed with confidence in detecting malicious activity.

    The DOE complex currently has 332 underground storage tanks (USTs) that have been used to process and store radioactive and chemical mixed waste generated from weapon materials production. Very little of the over 100 million gallons of high-level and low-level radioactive liquid waste has been treated and disposed of in final form. Two waste storage tank design types are prevalent across the DOE complex: single-shell wall and double-shell wall designs. They are made of stainless steel, concrete, and concrete with carbon steel liners, and their capacities vary from 5000 gallons (19 m{sup 3}) to 10{sup 6} gallons (3785 m{sup 3}). The tanks have an overburden layer of soil ranging from a few feet to tens of feet. Responding to the need for remediation of tank waste, driven by Federal Facility Compliance Agreements (FFCAs) at all participating sites, the Underground Storage Tank Integrated Demonstration (UST-ID) Program was created by the US DOE Office of Technology Development in February 1991. Its mission is to focus the development, testing, and evaluation of remediation technologies within a system architecture to characterize, retrieve, treat to concentrate, and dispose of radioactive waste stored in USTs at DOE facilities. The ultimate goal is to provide safe and cost-effective solutions that are acceptable to the public and the regulators. The UST-ID has focused on five DOE locations: the Hanford Site, which is the host site, in Richland, Washington; the Fernald Site in Fernald, Ohio; the Idaho National Engineering Laboratory near Idaho Falls, Idaho; the Oak Ridge Reservation in Oak Ridge, Tennessee, and the Savannah River Site in Savannah River, South Carolina.

    This report is a compilation of summary descriptions of Deactivation, Decontamination and Decommissioning, and Surveillance and Maintenance projects planned for inactive facilities and sites at the INEEL from FY-2002 through FY-2010. Deactivations of contaminated facilities will produce safe and stable facilities requiring minimal surveillance and maintenance pending further decontamination and decommissioning. Decontamination and decommissioning actions remove contaminated facilities, thus eliminating long-term surveillance and maintenance. The projects are prioritized based on risk to DOE-ID, the public, and the environment, and the reduction of DOE-ID mortgage costs and liability at the INEEL.
