    Purpose: Limitations seen in previous skeletal dosimetry models, which are still employed in commonly used software today, include the lack of consideration of electron escape and cross-fire from cortical bone, the modeling of infinite spongiosa, the disregard of the effect of varying cellularity on active marrow self-irradiation, and the lack of use of the more recent ICRP definition of a 50 micron surrogate tissue region for the osteoprogenitor cells - shallow marrow. These limitations were addressed in the present dosimetry model. Methods: Electron transport was completed to determine specific absorbed fractions to active marrow and shallow marrow of the skeletal regions of the adult female. The bone macrostructure was obtained from the whole-body hybrid computational phantom of the UF series of reference phantoms, while the bone microstructure was derived from microCT images of skeletal region samples taken from a 45 year-old female cadaver. The target tissue regions were active marrow and shallow marrow. The source tissues were active marrow, inactive marrow, trabecular bone volume, trabecular bone surfaces, cortical bone volume and cortical bone surfaces. The marrow cellularity was varied from 10 to 100 percent for active marrow self-irradiation. A total of 33 discrete electron energies, ranging from 1 keV to 10 MeV, were either simulated or modeled analytically. Results: The method of combining macro- and microstructure absorbed fractions calculated using MCNPX electron transport was found to yield results similar to those determined with the PIRT model for the UF adult male in the Hough et al. study. Conclusion: The calculated skeletal averaged absorbed fractions for each source-target combination were found to follow similar trends of more recent dosimetry models (image-based models) and did not follow current models used in nuclear medicine dosimetry at high energies (due to that models use of an infinite expanse of trabecular spongiosa)

    The Code for Internal Dosimetry Software Package (CINDY1.4) was developed to assist in the interpretation of bioassay data, provide bioassay projections, and evaluate committed and calendar-year doses from intake or bioassay measurement data. CINDY1.4 addresses the U.S. Department of Energy's (DOE) Order 5480.11 and the U.S. Nuclear Regulatory Commission's (NRC) 10 CFR 20 by providing the capabilities to calculate organ dose equivalents and effective dose equivalents using the International Commission on radiological Protection (ICRP) 30more » approach. Biokinetic models, which allow user-modified parameter values, are used to estimate intakes based on bioassay data using weighted and unweighted least-squares regression between measured and expected bioassay values, to estimate organ burdens as well as urinary and fecal excretion rates from a given intake, and to determine organ doses for annual, 50-year, calendar year, or any other time point. Intakes to be considered may be either acute or chronic, and may consist of many combinations of intake routes, radionuclides, and physical and chemical forms. A four-compartment input model (with user defined parameters) is used for wounds and absorption. Direct injection can be simulated as direct absorption. Appropriate metabolic models for each radionuclide are selected by the user from menus. Metabolic models available in CINDY1.4 are the ICRP 30 lung model, ICRP 30 gastrointestinal model, ICRP 30 general systematic model, Johnson and Dunford tritium model, ICRP 30 tritium model, including the Johnson HT lung model, Johnson alkaline earth model, ICRP 54 iodine model, tellurium-iodine model, Jones excretion model, Durbin excretion model, ICRP 54 excretion models, Wrenn-Lipsztein uranium model, Fisher Modified Wrenn-Lipsztein uranium model, and the ICRP 30 carbon model.   11. Testing and Commissioning of a Multifunctional Tool for the Dismantling of the Activated Internals of the KNK Reactor Shaft - 13524

    The Compact Sodium Cooled Reactor Facility Karlsruhe (KNK), a prototype reactor to demonstrate the Fast Breeder Reactor Technology in Germany, was in operation from 1971 to 1991. The dismantling activities started in 1991. The project aim is the green field in 2020. Most of the reactor internals as well as the primary and secondary cooling loops are already dismantled. The total contaminated sodium inventory has already been disposed of. Only the high activated reactor vessel shielding structures are remaining. Due to the high dose rates these structures must be dismantled remotely. For the dismantling of the primary shielding of the reactor vessel, 12 stacked cast iron blocks with a total mass of 90 Mg and single masses up to 15.5 Mg, a remote-controlled multifunctional dismantling device (HWZ) was designed, manufactured and tested in a mock-up. After successful approval of the test sequences by the authorities, the HWZ was implemented into the reactor building containment for final assembling of the auxiliary equipment and subsequent hot commissioning in 2012. Dismantling of the primary shielding blocks is scheduled for early 2013. (authors)

    The emerging practice of building commissioning generally provides energy savings of 10% to, in some cases, more than 60% of a building's energy consumption. Moreover, commissioning ensures that equipment and systems are installed and operate properly, providing occupants with the conditions expected. Without commissioning, new buildings can have incorrect equipment installed, devices like fans installed backwards, and unimplemented control algorithms to mention a few deficiencies sometimes found. Existing buildings can have faulty and failed equipment such as clogged filters and coils, stuck dampers, leaky valves, and imbalanced air distribution, as well as overridden controls, improper set points, and incorrect schedules. Commissioning of new and existing buildings helps prevent and alleviate such problems. Yet only a small fraction of commercial buildings has ever been commissioned, and many buildings that have been commissioned have only a fraction of the recommended actions implemented. Time may change this situation or maybe other changes can accelerate the progress of commissioning. Will commissioning continue in the future as it is performed today or must it change? The authors share a vision for how the functions provided by commissioning could change in the future. The paper delves into the roles of automation technology for functional testing, diagnostics, prognostics, data management, asset tracking, and project management in building commissioning. Methods of delivery explored for these capabilities include laptop-, desktop-, and pda-based tools, web-based services, and ubiquitous embedded networked processing. The authors present a vision for how these technologies could change the practice of commissioning and the impacts this could bring for commercial buildings in the U.S. and throughout the world. Potential impacts on building performance, energy consumption, peak power, and occupant satisfaction are examined.

    A computer code has been developed that implements the recommendations of ICRP Committee 2 for computing limits for occupational exposure of radionuclides. The purpose of this report is to describe the various modules of the computer code and to present a description of the methods and criteria used to compute the tables published in the Committee 2 report. The computer code contains three modules of which: (1) one computes specific effective energy; (2) one calculates cumulated activity; and (3) one computes dose and the series of ICRP tables. The description of the first two modules emphasizes the new ICRP Committee 2 recommendations in computing specific effective energy and cumulated activity. For the third module, the complex criteria are discussed for calculating the tables of committed dose equivalent, weighted committed dose equivalents, annual limit of intake, and derived air concentration.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to

    This presentation covers the process of commissioning a new 150,000 sq. ft. research facility at Sandia National Laboratories. The laboratory being constructed is a showcase of modern design methods being built at a construction cost of less than $180 per sq. ft. This is possible in part because of the total commissioning activities that are being utilized for this project. The laboratory's unique approach to commissioning will be presented in this paper. The process will be followed through from the conceptual stage on into the actual construction portion of the laboratory. Lessons learned and cost effectiveness will be presented in a manner that will be usable for others making commissioning related decisions. Commissioning activities at every stage of the design will be presented along with the attributed benefits. Attendees will hear answers to the what, when, who, and why questions associated with commissioning of this exciting project.

    On September 27, 1994, the states of the Ozone Transport Commission (OTC) signed an important memorandum of understanding (MOU) agreeing to develop a regional strategy for controlling stationary sources of nitrogen oxide emissions. Specifically, the states of the Ozone Transport Region, OTR, agreed to propose regulations for the control of NOx emissions from boilers and other indirect heat exchangers with a maximum gross heat input rate of at least 250 million BTU per hour. The Ozone Transport Region was divided into Inner, Outer and Northern Zones. States in the Outer Zone agreed to reduce NOx emissions by 55%. States in the Inner Zone agreed to reduce NOx emissions 65%. Facilities in both zones have the option to emit NOx at a rate no greater than 0.2 pounds per million Btu by May 1, 1999. This option provides fairness for the gas-fired plants which already have relatively low NOx emissions. Additionally, States in the Inner and Outer Zones agreed to reduce their NOx emissions by 75% or to emit NOx at a rate no greater than 0.15 pounds per million BTU by May 1, 2003. The Northern Zone States agree to reduce their rate of NOx emissions by 55% from base year levels by May 1, 2003, or to emit NOx at a rate no greater than 0.2 pounds per million BTU. As part of this MOU, States also agreed to develop a regionwide trading mechanism to provide a cost-effective mechanism for implementing the reductions.

    NSLS-II, the new 3rd generation light source at BNL was designed for a brightness of 1022 photons s-1mm-2mrad-2 (0.1%BW)-1. It was constructed between 2009 and 2014. The storage ring was commissioned in April 2014 which was followed by insertion device and beamline commissioning in the fall of 2014. All ambitious design parameters of the facility have already been achieved except for commissioning the full beam intensity of 500mA which requires more RF installation.     Version 00 InDose is an internal dosimetry code to calculate dose estimations using biokinetic models (presented in ICRP-56 to ICRP71) as well as older ones. The code uses the ICRP-66 respiratory tract model and the ICRP-30 gastrointestinal tract model as well as the new and old biokinetic models. The code was written in such a way that the user can change any parameters of any one of the models without recompiling the code. All parametersmore » are given in well annotated parameters files that the user may change. As default, these files contain the values listed in ICRP publications. The full InDose code was planned to have three parts: 1) the main part includes the uptake and systemic models and is used to calculate the activities in the body tissues and excretion as a function of time for a given intake. 2) An optimization module for automatic estimation of the intake for a specific exposure case. 3) A module to calculate the dose due to the estimated intake. Currently, the code is able to perform only it`s main task (part 1) while the other two have to be done externally using other tools. In the future, developers would like to add these modules in order to provide a complete solution. The code was tested extensively to verify accuracy of its results. The verification procedure was divided into three parts: 1) verification of the implementation of each model, 2) verification of the integrity of the whole code, and 3) usability test. The first two parts consisted of comparing results obtained with InDose to published results for the same cases. For example ICRP-78 monitoring data. The last part consisted of participating in the 3rd EIE-IDA and assessing some of the scenarios provided in this exercise. These tests where presented in a few publications.   6. Commissioning an Engineering Scale Coal Gasifier

    This report explains the development, commissioning, and testing of an engineering scale slagging coal gasifier at PNNL. The initial objective of this project was to commission the gasifier with zero safety incidents. The commissioning work was primarily an empirical study that required an engineering design approach. After bringing the gasifier on-line, tests were conducted to assess the impact of various operating parameters on the synthesis gas (syngas) product composition. The long-term intent of this project is to produce syngas product for use by internal Pacific Northwest National Laboratory (PNNL) researchers in catalyst, materials, and instrumentation development. Future work on the project will focus on improving the reliability and performance of the gasifier, with a goal of continuous operation for greater than 4 hours using coal feedstock. In addition, alternate designs that allow for increased flexibility regarding the fuel sources that can be used for syngas production is desired. Continued modifications to the fuel feed system will be pursued to address these goals. Alternative feed mechanisms such as a coal/methanol slurry are being considered.

    The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid. We will report on the status of the Wisconsin SRF electron gun program, including commissioning experience and first beam measurements.

The article then identifies some of the technologies that will be needed to realize this vision and ends with a call for all involved in the enterprise of building commissioning and automation to embrace and dedicate themselves to a future of automated commissioning.

    This paper describes the results from the second season of research to develop and evaluate the performance of new Automated Demand Response (Auto-DR) hardware and software technology in large facilities. Demand Response (DR) is a set of activities to reduce or shift electricity use to improve the electric grid reliability and manage electricity costs. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. We refer to this as Auto-DR. The evaluation of the control and communications must be properly configured and pass through a set of test stages: Readiness, Approval, Price Client/Price Server Communication, Internet Gateway/Internet Relay Communication, Control of Equipment, and DR Shed Effectiveness. New commissioning tests are needed for such systems to improve connecting demand responsive building systems to the electric grid demand response systems.

    The AEgIS Experiment is an international collaboration based at CERN whose aim is to perform the first direct measurement of the gravitational acceleration g of antihydrogen in the gravitational field of the Earth. Cold antihydrogen will be produced with a pulsed charge exchange reaction in a cylindrical Penning trap where antiprotons will be cooled to 100mK. The cold antihydrogen will be produced in an excited Rydberg state and subsequently formed into a beam. The deflection of the antihydrogen beam will be measured by using Moire deflectometer gratings. After being approved in late 2008, AEgIS started taking data in a commissioning phase early 2012. This report presents an overview of the AEgIS experiment, describes its current status and shows the first measurements on antiproton catching and cooling in the 5 T Penning catching trap. We will also present details on the techniques needed for the 100mK antihydrogen production, such as pulsed positronium production and its excitation with lasers.

    Three new combined heat and power (CHP) sets have recently been commissioned at Harrods, the world-famous department store in the heart of London's fashionable Knightsbridge district. The sets provide all the electricity needed by the store for lighting, heating and air-conditioning and are powered by Ruston 6RK270 turbocharged, charge-air-cooled diesel engines each producing 1392 kW at 750 r/min. These high power-to-weight ratio units were chosen in view of severe engine room space limitations. Low-grade waste heat is extracted from the engine jacket water to preheat water for three new boilers supplying some 1600 kg/h of steam for process heat to the store. The engines drive Brush BJS HW 10 100/8 alternators and are fully automatic in operation through a Regulateurs Europa control system. Some 600 sensors feed data into a Satchwell Building Management System (BMS). In the event of a breakdown, the engine control system can be switched to manual. 5 figs.

    The Spallation Neutron Source (SNS) successfully met the primary construction project completion milestones in April 2006. An important ingredient of this successful commissioning was the development and use of software tools. With the increasing digitalization of beam diagnostics and increasing complexity of Integrated Control Systems of large accelerators, the need for high level software tools is critical for smooth commissioning. At SNS a special Java based infrastructure called XAL was prepared for beam commissioning. XAL provides a hierarchal view of the accelerator, is data base configured, and includes a physics model of the beam. This infrastructure and individual applications development along with a historical time line of the SNS commissioning will be discussed.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify deficiencies or to correct them. Solving this problem requires field performance evaluations using appropriate and agreed upon procedures in the form of a new process called residential commissioning. The purpose of this project is to develop and document these procedures and to demonstrate the value that applying them could provide in both new and existing California houses. This project has four specific objectives: to develop metrics and diagnostics for assessing house performance, to provide information on the potential benefits of commissioning using a whole-house approach, to develop programmatic guidelines for commissioning, and to conduct outreach efforts to transfer project results to industry stakeholders. The primary outcomes from this project are the development of residential commissioning guidelines and the analytical confirmation that there are significant potential benefits associated with commissioning California houses, particularly existing ones. In addition, we have made substantial advances in understanding the accuracy and usability of diagnostics for commissioning houses. In some cases, we have been able to work with equipment manufacturers to improve these aspects of their diagnostic tools. These outcomes provide a solid foundation on which to build a residential commissioning program in California. We expect that a concerted effort will be necessary to integrate such a program with existing building industry efforts and to demonstrate its use in the field.

    This paper provides summary results from a project on automated and continuous commissioning currently underway for the Air-Conditioning & Refrigeration Technology Institute (ARTI). The project focuses on developing methods for automating parts of the commissioning of heating, ventilating and air-conditioning (HVAC) equipment in newly-built, as well as existing, commercial buildings. This paper provides a summary of work completed to date, which has focused on selecting building systems; operation problems; and parts of the commissioning process where automation is likely to provide the greatest benefits. It also includes an overview of the approach planned for development and demonstration of methods for automating the selected areas.

GTA commissioning is staged to verify the beam dynamics design of each major accelerator component as it is brought on-line.     Commissioning California's houses can result in better performing systems and houses. In turn, this will result in more efficient use of energy, carbon emission reductions, and improved occupant comfort. In particular, commissioning houses can save a significant amount of HVAC-related energy (15 to 30% in existing houses, 10 to 20% in new conventional houses, and up to 8% in advanced energy efficiency houses). The process that we considered includes corrective measures that could be implemented together during construction or during a single site visit (e.g., air tightening, duct sealing, and refrigerant and air handler airflow corrections in a new or existing house). Taking advantage of additional, more complex opportunities (e.g., installing new windows in an existing house, replacing the heating and air conditioning system in a new or existing house) can result in additional HVAC-related energy savings (60 to 75% in existing houses, and 50 to 60% in new conventional houses). The commissioning-related system and house performance improvements and energy savings translate to additional benefits throughout California and beyond. By applying commissioning principles to their work, the building community (builders and contractors) benefit from reduced callbacks and lower warranty costs. HERS raters and inspectors will have access to an expanded market sector. As the commissioning process rectifies construction defects and code problems, building code officials benefit from better compliance with codes. The utilities benefit from reduced peak demand, which can translate into lower energy acquisition costs. As houses perform closer to expectations, governmental bodies (e.g., the California Energy Commission and the Air Resources Board) benefit from greater assurance that actual energy consumption and carbon emissions are closer to the levels mandated in codes and standards, resulting in better achievement of state energy conservation and environmental goals.     In July 2010, the U.S. Department of Energy (DOE) awarded funding to PECI to develop training curriculum in commercial energy auditing and building commissioning. This program was created in response to the high demand for auditing and commissioning services in the U.S. commercial buildings market and to bridge gaps and barriers in existing training programs. Obstacles addressed included: lack of focus on entry level candidates; prohibitive cost and time required for training; lack of hands-on training; trainings that focus on certifications & process overviews; and lack of comprehensive training. PECI organized several other industry players to create a co-funded project sponsored by DOE, PECI, New York State Energy and Research Development Authority (NYSERDA), California Energy Commission (CEC), Northwest Energy Efficiency Alliance (NEEA) and California Commissioning Collaborative (CCC). After awarded, PECI teamed with another DOE awardee, New Jersey Institute of Technology (NJIT), to work collaboratively to create one comprehensive program featuring two training tracks. NJIT’s Center for Building Knowledge is a research and training institute affiliated with the College of Architecture and Design, and provided e-learning and video enhancements. This project designed and developed two training programs with a comprehensive, energy-focused curriculum to prepare new entrants to become energy auditors or commissioning authorities (CxAs). The following are the key elements of the developed trainings, which is depicted graphically in Figure 1: • Online classes are self-paced, and can be completed anywhere, any time • Commissioning Authority track includes 3 online modules made up of 24 courses delivered in 104 individual lessons, followed by a 40 hour hands-on lab.     Recently, a new high energy proton microscopy facility PRIOR (Proton Microscope for FAIR Facility for Anti-proton and Ion Research) has been designed, constructed, and successfully commissioned at GSI Helmholtzzentrum für Schwerionenforschung (Darmstadt, Germany). As a result of the experiments with 3.5–4.5 GeV proton beams delivered by the heavy ion synchrotron SIS-18 of GSI, 30 μm spatial and 10 ns temporal resolutions of the proton microscope have been demonstrated. A new pulsed power setup for studying properties of matter under extremes has been developed for the dynamic commissioning of the PRIOR facility.     Ethylene Plant Commissioned at Corpus Christi. Corpus Christi Petrochemical Co. has commissioned its $600 million ethylene plant at Corpus Christi, Tex. Plant capacities include 1.2 billion lb/yr of ethylene, 560 million lb/yr of propylene, 400 million lb/yr of crude butadiene mixture, 60 million gal of benzene, 45 million gal of gasoline blending components, and 50 million gal of fuel oils. The ethylene and propylene will be transported by pipeline to Houston for further processing. At the Corpus Christi facilities, process pressures range from full vacuum to 1800 psig, and process temperatures range from -260/sup 0/ to +1600/sup 0/F. The plant uses gas oil and naphtha as feedstock, but also has some flexibility to use ethane or LPG as feedstock. Stone and Webster Engineering Corp. engineered and Brown and Root Inc. built the plant.

    The Commission to Review the Effectiveness of the National Energy Laboratories (Commission) was convened for its fifth meeting at 10:00 AM on December 15, 2014. Commission Co-Chair Jared Cohon led the meeting. The meeting included two panels: (1) authors of recent reports about the DOE National Labs and (2) a national lab contractor panel. The report authors summarized their respective reports, highlighting concerns related to the relationship between DOE and the labs, research funding and strategy stove-piping, weak links between the labs and market, an inconsistent economic development mission, the difficulty small firms have in accessing labs, the labs’ lack of regional engagement, and DOE and congressional micromanagement of the labs. The lab contractor representatives responded to questions posed by the commissioners related to lab management and the relationship with DOE. Additionally, Patricia Falcone spoke of the important role of the labs in the science and technology enterprise and Alan Leshner talked about the labs and their relationship with the scientific community. Christopher Paine presented his views on transforming the weapons complex. The next meeting will be held February 24 at the Hilton at Mark Center in VA.

    The Hanford Internal Dosimetry Program has adopted the computer code IMBA (Integrated Modules for Bioassay Analysis) as its primary code for bioassay data evaluation and dose assessment using methodologies of ICRP Publications 60, 66, 67, 68, and 78. The adoption of this code was part of the implementation plan for the June 8, 2007 amendments to 10 CFR 835. This information release includes action items unique to IMBA that were required by PNNL quality assurance standards for implementation of safety software. Copie of the IMBA software verification test plan and the outline of the briefing given to new users are also included.

    In this report, we identify and describe 24 practical diagnostics that are ready now to evaluate residential commissioning metrics, and that we expect to include in the commissioning guide. Our discussion in the main body of this report is limited to existing diagnostics in areas of particular concern with significant interactions: envelope and HVAC systems. These areas include insulation quality, windows, airtightness, envelope moisture, fan and duct system airflows, duct leakage, cooling equipment charge, and combustion appliance backdrafting with spillage. Appendix C describes the 83 other diagnostics that we have examined in the course of this project, but that are not ready or are inappropriate for residential commissioning. Combined with Appendix B, Table 1 in the main body of the report summarizes the advantages and disadvantages of all 107 diagnostics. We first describe what residential commissioning is, its characteristic elements, and how one might structure its process. Our intent in this discussion is to formulate and clarify these issues, but is largely preliminary because such a practice does not yet exist. Subsequent sections of the report describe metrics one can use in residential commissioning, along with the consolidated set of 24 practical diagnostics that the building industry can use now to evaluate them. Where possible, we also discuss the accuracy and usability of diagnostics, based on recent laboratory work and field studies by LBNL staff and others in more than 100 houses. These studies concentrate on evaluating diagnostics in the following four areas: the DeltaQ duct leakage test, air-handler airflow tests, supply and return grille airflow tests, and refrigerant charge tests. Appendix A describes those efforts in detail. In addition, where possible, we identify the costs to purchase diagnostic equipment and the amount of time required to conduct the diagnostics.     Commissioning is gaining increasing recognition as a cost-effective strategy for reducing commercial building energy use. Although the success and cost-effectiveness of commissioning projects depends on how well the benefits of commissioning persist over time, this aspect of commissioning is not well understood. The persistence of commissioning benefits was recently studied in a PIER project evaluating ten buildings that were commissioned at building start-up at least two years ago. The researchers examined the commissioning reports, control algorithms, EMCS point measurements, and energy use data, and conducted operator and commissioning provider interviews to investigate the persistence of commissioning benefits. In addition, they conducted site visits in a sample of the buildings. A set of commissioning measures was selected for each building to compare the persistence of benefits. Persistence was measured both qualitatively through a discussion of occupant comfort and decreased maintenance and quantitatively through estimations of energy savings. This paper reports the results of the study. The discussion includes how well the benefits of commissioning persisted over time, reasons for declining performance, and methods for improving persistence. The results provide valuable insight into how to estimate the persistence of commissioning information central to the cost benefit analyses routinely performed for commissioning measures.

    The Commission to Review the Effectiveness of the National Energy Laboratories was charged by Congress in January 2014 to evaluate the mission, capabilities, size, performance, governance, and agency oversight of the 17 Department of Energy (DOE) laboratories. Given the incredibly broad scope and aggressive timeline (the original deadline was February 2015), the Secretary of Energy and Congress agreed to split the task into two phases. This interim report contains the preliminary observations and recommendations gleaned from Phase 1 of the study, which consisted of a literature review; visits to five of the National Laboratories; semi-structured interviews with staff from across the National Laboratories, DOE, other Federal agencies, companies, other non-governmental organizations, and additional interested parties; and presentations at monthly public Commission meetings. The Commission notes that the purpose of the National Laboratories is to provide critical capabilities and facilities in service of DOE’s mission and the needs of the broader national and international science and technology (S&T) community, including other Federal agencies, academia, and private industry. The National Laboratories are successfully fulfilling that mission today. While the Commission believes significant improvements can be made to many aspects of DOE management and governance of the laboratories, those issues do not detract from the National Laboratories’ remarkable contributions to the American public. In Phase 2 the Commission will focus on ways to make the process of carrying out their missions more efficient and effective.

    The ATLAS pixel detector is a high precision silicon tracking device located closest to the LHC interaction point. It belongs to the first generation of its kind in a hadron collider experiment. It will provide crucial pattern recognition information and will largely determine the ability of ATLAS to precisely track particle trajectories and find secondary vertices. It was the last detector to be installed in ATLAS in June 2007, has been fully connected and tested in-situ during spring and summer 2008, and is ready for the imminent LHC turn-on. The highlights of the past and future commissioning activities of the ATLAS pixel system are presented.

    MINER{nu}A Main INjector ExpeRiment {nu}-A is a high-statistic neutrino scattering experiment that will ran in the NuMI Beam Hall at Fermilab. To calibrate the energy response of the MINER{nu}A detector, a beamline is being designed for the MINER{nu}A Test Beam Detector (TBD). The TBD is a replica of the full MINER{nu}A detector at small scale for calibration studies of the main detector. The beamline design consists of the following parts: a copper target, used to generate tertiaries from an incoming secondary beam; a steel collimator for tertiaries, which also serves as a dump for the incoming beam; a time of fight system (scintillator planes); four wire chambers, for angle measurements and tracking; and two dipole magnets, used as an spectrometer. During last October, the first commissioning run of the MINER{nu}A Test Beam took place in the Meson Test Beam Facility at Fermilab. We commissioned the target and collimator of the new tertiary beamline.

    Updated analyses of mortality data are presented on 46,970 workers employed 1948-1999 at Rocketdyne (Atomics International). Overall, 5,801 workers were involved in radiation activities, including 2,232 who were monitored for intakes of radionuclides, and 41,169 workers were engaged in rocket testing or other non-radiation activities. The worker population is unique in that lifetime occupational doses from all places of employment were sought, updated and incorporated into the analyses. Further, radiation doses from intakes of 14 different radionuclides were calculated for 16 organs or tissues using biokinetic models of the International Commission on Radiation Protection (ICRP). Because only negligible exposures were received by the 247 workers monitored for radiation activities after 1999, the mean dose from external radiation remained essentially the same at 13.5 mSv (maximum 1 Sv) as reported previously, as did the mean lung dose from external and internal radiation combined at 19.0 mSv (maximum 3.6 Sv). An additional 9 years of follow-up, from December 31,1999 through 2008, increased the person-years of observation for the radiation workers by 21.7% to 196,674 (mean 33.9 years) and the number of cancer deaths by 50% to 684. Analyses included external comparisons with the general population and the computation of standardized mortality ratios (SMRs) and internal comparisons using proportional hazards models and the computation of relative risks (RRs). A low SMR for all causes of death (SMR 0.82; 95% CI 0.78-0.85) continued to indicate that the Rocketdyne radiation workers were healthier than the general population and were less likely to die. The SMRs for all cancers taken together (SMR 0.88; 95% CI 0.81-0.95), lung cancer (SMR 0.87; 95% CI 0.76-1.00) and leukemia other than chronic lymphocytic leukemia (CLL) (SMR 1.04; 95% 0.67-1.53) were not significantly elevated.     The Neutralized Drift Compression Experiment-II (NDCX-II) will generate ion beam pulses for studies of Warm Dense Matter and heavy-ion-driven Inertial Fusion Energy. The machine will accelerate 20-50 nC of Li+ to 1.2-3 MeV energy, starting from a 10.9-cm alumino-silicate ion source. At the end of the accelerator the ions are focused to a sub-mm spot size onto a thin foil (planar) target. The pulse duration is compressed from ~;;500 ns at the source to sub-ns at the target following beam transport in a neutralizing plasma. We first describe the injector, accelerator, transport, final focus and diagnostic facilities. We then report on the results of early commissioning studies that characterize beam quality and beam transport, acceleration waveform shaping and beam current evolution. We present simulation results to benchmark against the experimental measurements.

    The California Energy Commission`s Geothermal Program (Assembly Bill 1905, Bosco) has built cost-shared Research, Development and Demonstration (RD&D) partnerships with over 150 public and private entities. The Geothermal Program promotes the development of new geothermal resources and technologies for both direct-use and electricity generation while protecting the environment and promoting energy independence. This is accomplished by providing financial and technical assistance in the form of contingent awards which, depending on project success, can become either a loan or a grant. Some of the cost-shared RD&D accomplishments are presented. The process and requirements to obtain financial assistance through the Geothermal Program are summarized.

    The purpose of this document is to report the first year accomplishments of two coordinated Laboratory Directed Research and Development (LDRD) projects that utilize a hybrid energy testing laboratory that couples various reactors to investigate system reactance behavior. This work is the first phase of a series of hybrid energy research and testing stations - referred to hereafter as HYTEST facilities – that are planned for construction and operation at the Idaho National Laboratory (INL). A HYTEST Phase I facility was set up and commissioned in Bay 9 of the Bonneville County Technology Center (BCTC). The purpose of this facility is to utilize the hydrogen and oxygen that is produced by the High Temperature Steam Electrolysis test reactors operating in Bay 9 to support the investigation of kinetic phenomena and transient response of integrated reactor components. This facility provides a convenient scale for conducting scoping tests of new reaction concepts, materials performance, new instruments, and real-time data collection and manipulation for advance process controls. An enclosed reactor module was assembled and connected to a new ventilation system equipped with a variable-speed exhaust blower to mitigate hazardous gas exposures, as well as contract with hot surfaces. The module was equipped with a hydrogen gas pump and receiver tank to supply high quality hydrogen to chemical reactors located in the hood.

    This article is about What is and What ought to be as we look to the institution of public utility commission regulation at the turn of the century. To signal my own view at the outset, I find the prospects somewhat worrisome in light of the nature and direction of much of the response to real and imaginary changes in the regulated sectors. I surely do not call for standing in place, but I strongly believe we should leave the place standing. The following items are discernable trends that will shape the PUC at the turn-of-the century: (1) dichotomy of customers into core and noncore groups, (2) unbundling and new service offerings with a menu of prices, (3) relaxed regulation and increased reliance on market solutions instead of command and control, (4) increased use of market-based pricing and incentive ratemaking, (5) large users seeking lowest-cost generation and supply services, (6) shift from old regulatory bargains regarding exclusive territorial franchises and assured recovery of costs and investments, (7) utility diversification, (8) increasing business risk for utilities, amd (9) uncertainty as to continued utility attention to social goals and a changing obligation to serve. For each of these, the author focuses on: (1) changing missions and roles of the PUC, (2) the strategies for achieving them, and (3) the implementation requirements that operationalize the strategies.

    Many buildings today use sophisticated building automation systems (BASs) to manage a wide and varied range of building systems. Although the capabilities of the BASs seem to have increased over time, many buildings still are not properly commissioned, operated or maintained. Lack of or improper commissioning, the inability of the building operators to grasp the complex controls, and lack of proper maintenance leads to inefficient operations and reduced lifetimes of the equipment. If regularly scheduled manual maintenance or re-commissioning practices are adopted, they can be expensive and time consuming. Automated proactive commissioning and diagnostic technologies address two of the main barriers to commissioning: cost and schedules. Automated proactive continuous commissioning tools can reduce both the cost and time associated with commissioning, as well as enhance the persistence of commissioning fixes. In the long run, automation even offers the potential for automatically correcting problems by reconfiguring controls or changing control algorithms dynamically. This paper will discuss procedures and processes that can be used to automate and continuously commission the economizer operation and outdoor-air ventilation systems of an air-handling unit.

Commissioning is an important tool in this respect. The aim of commissioning new buildings is to ensure that they deliver-if not exceed-the performance and energy savings promised by their design. When applied to existing buildings, one-time or repeated commissioning (often called retrocommissioning) identifies the almost inevitable drift in energy performance and puts the building back on course, often surpassing the original design intent. In both contexts, commissioning is a systematic, forensic approach to improving performance, rather than a discrete technology.

    Hydropower is under attack everywhere you look. It started back in the sixties during the battle over Arizona's Glen Canyon Dam. That case purportedly ended in a compromise with the Sierra Club to save the Grand Canyon from hydro development. But once built, the dam played havoc with Colorado River levels, disrupting rafting trips for Grand Canyon tourists. Even Barry Goldwater was later heard to rue the Glen Canyon project. Marc Reisner's 1986 book, Cadillac Desert, galvanized the antihydro faction. A few years later, calls arose for the City of San Francisco to dismantle its O'Shaughnessy Dam across the Hetch Hetchy Valley in the Sierra Nevada, just 15 miles north of famed Yosemite. That move failed. (Maybe San Francisco's oddball reputation had something to do with the result). But now we hear of plans underway to tear down dams on the Elwah River in Washington State's Olympic National Park, to reclaim lost salmon spawning grounds and return the parks to its natural state. This time the dam busters may win. These events are not unconnected. Strung together, they reveal a change in the popular opinion of how rivers, streams, and coastlines contribute to our economic well-being, and how the federal government should manage those economic resources. Federal hydropower control was born to govern our navigable waterways. It grew up as a tool to speed electrification and develop mining and logging. But forces today are seeking to make federal hydropower law more sympathetic to wildlife preservation. They argue that wildlife represents a national economic resource - no less so than timber, minerals, and shipping. This view is winning support from those in high positions, including the Chair of the Federal Energy Regulatory Commission, Elizabeth Moler.

    SOLEIL is a third generation Synchrotron radiation Source, under construction in France at St Aubin, near Paris. The Storage Ring consists in a 357 m circumference ring, with 16 cells and 24 straight sections (4x12m, 12x7m, 8x3.6m), out of which up to 21 will house insertion devices. The optics, with distributed dispersion, features a low 3.7 nm.rad emittance at the 2.75 GeV operating energy, so as to provide high brilliance, from the VUV up to the hard X ray domain. In order to provide a long lifetime, and beam position stabilities in the micron range, significant attention was paid at each design stage (optics, magnets, beam position monitors, vacuum and RF systems,..), including the design of the building and infrastructure, the construction of which is now complete. This resulted in some unprecedented approaches such as the intensive use of NEG coating Aluminium vessels, or the development of a dedicated superconducting RF cavity and of 190 kW solid state RF amplifiers. The construction, started in 2002, is now completed. The injector system (100 MeV Linac) and the 3 Hz full energy Booster synchrotron have reached nominal operating conditions by fall 2005. The installation of the Storage Ring was just completed and its commissioning started in May 2006. First 9 turns in the ring were achieved on May the 14th, and visible synchrotron radiation was also observed on a CCD camera. Innovative insertion devices were designed and built so as to provide the best possible performances in an energy range as large as 5 eV to 20 keV. These are helical electromagnetic devices with 640 mm and 256 mm periods, APPLE II type undulators with 80 mm period, and in-vacuum hybrid undulators with 20 mm period. Two infra-red beamlines providing both edge and constant dipole field emission are also under construction and a superconducting wiggler is currently being designed in order to provide high flux in the 10 to 50 keV range. The facility is a result of the collaboration between the New York State Energy Research and Development Authority and Intertek, and is supported by national and international partners. This paper discusses important aspects associated with blade testing and includes results associated with modal, static, and fatigue testing performed on the Sandia National Laboratories' Blade Systems Design Studies blade. An overview of the test capabilities of the Blade Test Facility are also provided.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.
