    The parallel growth in coal demand and environmental concern has spurred interest in technologies that burn coal with greater efficiency and with lower emissions. Clean Coal Technologies (CCTs) will ensure that continued use of the world`s most abundant energy resource is compatible with a cleaner, healthier environment. Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. Key players in most coal-related projects are typically large equipment manufacturers, power project developers, utilities, governments, and multinational corporations. At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services. From information technology, control systems, and specialized components to management practices, financial services, and personnel training methods, small US companies boast some of the highest value products and services in the world.     This project provides a combination of software and services that more easily and cost-effectively help to achieve optimized building performance and energy efficiency. Featuring an open-platform, cloud- hosted application suite and an intuitive user experience, this solution simplifies a traditionally very complex process by collecting data from disparate building systems and creating a single, integrated view of building and system performance. The Fault Detection and Diagnostics algorithms developed within the IBMS have been designed and tested as an integrated component of the control algorithms running the equipment being monitored. The algorithms identify the normal control behaviors of the equipment without interfering with the equipment control sequences. The algorithms also work without interfering with any cooperative control sequences operating between different pieces of equipment or building systems. In this manner the FDD algorithms create an integrated building management system.

    E2/M1 multipole mixing ratios of even-even nuclei in transitional region can be calculated as soon as B(E2) and B(M1) values by using the PHINT and/or NP-BOS codes. The correct calculations of energies must be obtained to produce such calculations. Also, the correct parameter values are needed to calculate the energies. The logic of the codes is based on the mathematical and physical Statements describing interacting boson model (IBM) which is one of the model of nuclear structure physics. Here, the big problem is to find the best fitted parameters values of the model. So, by using the Easy Way of Finding Parameters in IBM (EWofFP-IBM), the best parameter values of IBM Hamiltonian for {sup 102-110}Pd and {sup 102-110}Ru isotopes were firstly obtained and then the energies were calculated. At the end, it was seen that the calculated results are in good agreement with the experimental ones. In addition, it was carried out that the presented energy values obtained by using the EWofFP-IBM are dominantly better than the previous theoretical data.

    When a requirements engineering effort fails to meet expectations, often times the requirements management tool is blamed. Working with numerous project teams at Sandia National Laboratories over the last fifteen years has shown us that the tool is rarely the culprit; usually it is the lack of a viable information architecture with well- designed processes to support requirements engineering. This document illustrates design concepts with rationale, as well as a proven information architecture to structure and manage information in support of requirements engineering activities for any size or type of project. This generalized information architecture is specific to IBM's Rational DOORS (Dynamic Object Oriented Requirements System) software application, which is the requirements management tool in Sandia's CEE (Common Engineering Environment). This generalized information architecture can be used as presented or as a foundation for designing a tailored information architecture for project-specific needs.     This paper discusses the design and implementation of a one-sided communication interface for the IBM Blue Gene/L supercomputer. This interface facilitates ARMCI and the Global Arrays toolkit and can be used by other one-sided communication libraries. New protocols, interrupt driven communication, and compute node kernel enhancements were required to enable these libraries. Three possible methods for enabling ARMCI on the Blue Gene/L software stack are discussed. A detailed look into the development process shows how the implementation of the one-sided communication interface was completed. This was accomplished on a compressed time scale with the collaboration of various organizations within IBM and open source communities. In addition to enabling the one-sided libraries, bandwidth enhancements were made for communication along a diagonal on the Blue Gene/L torus network. The maximum bandwidth improved by a factor of three. This work will enable a variety of one-sided applications to run on Blue Gene/L.

    Methane is an important contributor to global warming with a total climate forcing estimated to be close to 20% that of carbon dioxide (CO2) over the past two decades. The largest anthropogenic source of methane in the US is 'conventional' landfills, which account for over 30% of anthropogenic emissions. While controlling greenhouse gas emissions must necessarily focus on large CO2 sources, attention to reducing CH4 emissions from landfills can result in significant reductions in greenhouse gas emissions at low cost. For example, the use of 'controlled' or bioreactor landfilling has been estimated to reduce annual US greenhouse emissions by about 15-30 million tons of CO2 carbon (equivalent) at costs between $3-13/ton carbon. In this project we developed or advanced new management approaches, landfill designs, and landfill operating procedures for bioreactor landfills. These advances are needed to address lingering concerns about bioreactor landfills (e.g., efficient collection of increased CH4 generation) in the waste management industry, concerns that hamper bioreactor implementation and the consequent reductions in CH4 emissions. Collectively, the advances described in this report should result in better control of bioreactor landfills and reductions in CH4 emissions. Several advances are important components of an Intelligent Bioreactor Management Information System (IBM-IS).

    Organizations maintaining mainframe legacy software can benefit from code modernization and incorporation of security capabilities to address the current threat environment. Oak Ridge National Laboratory is developing the Hyperion system to compute the behavior of software as a means to gain understanding of software functionality and security properties. Computation of functionality is critical to revealing security attributes, which are in fact specialized functional behaviors of software. Oak Ridge is collaborating with MITRE Corporation to conduct a demonstration project to compute behavior of legacy IBM Assembly Language code for a federal agency. The ultimate goal is to understand functionality and security vulnerabilities as a basis for code modernization. This paper reports on the first phase, to define functional semantics for IBM Assembly instructions and conduct behavior computation experiments.

    A precise solution of the classical energy functional E(N, {eta}, {chi}; {beta}) minimum problem with respect to deformation parameter {beta} is obtained for the simplified Casten version of the standard interacting boson model (IBM-1) Hamiltonian. The first-order phase transition lines as well as the critical points of X(5), -X(5), and E(5) symmetries are considered. The dynamical criteria of quantum chaos-the basis state fragmentation width and the wave function entropy - are studied for the ({eta}, {chi}) parameter space of the extended Casten triangle, and the possible relationships between these criteria and phase transition lines are discussed.

    The possibility of using an IBM PC-compatible computer as an NFS file server for a moderate-size workgroup has been explored. A pilot project currently under way at LBNL has proven that this platform does indeed provide a viable alternative to commercially available file servers at a fraction of the cost without significant sacrifices in performance and reliability. From a $1,500 worth of hardware, we have built a Solaris x86 file server with 19.2 GB of disk space, expandable to 112 GB for another $6,200, which has proven to be a worthy contender in performance to its proprietary counterparts. The server has not exhibited any software of hardware problems during the four months it has been in service. Overall, the platform appears to be well suited to the needs of an experimental particle physics workgroup. We recommend it for use in the BaBar collaboration. This paper focuses on aspects of building a properly configured dedicated file server that are not adequately covered in the Solaris Installation and System Administration guides, such as choosing right hardware and performance optimization. Parts of it may also be of interest to prospective buyers of IBM PC-compatible systems and to Solaris SPARC administrators.

    This research presents a new model for data base management systems (DBMS). The new model, Geometrical DBMS, is based on using solid modelling technology in designing and implementing DBMS. The Geometrical DBMS is implemented using the IBM solid modelling Geometric Design Processor (GDP). Built basically on computer-graphics concepts, Geometrical DBMS is indeed a unique model. Traditionally, researchers start with one of the existent DBMS models and then put a graphical front end on it. In Geometrical DBMS, the graphical aspect of the model is not an alien concept tailored to the model but is, as a matter of fact, the atom around which the model is designed. The main idea in Geometrical DBMS is to allow the user and the system to refer to and manipulate data items as a solid object in 3D space, and representing a record as a group of logically related solid objects. In Geometical DBMS, hierarchical structure is used to present the data relations and the user sees the data as a group of arrays; yet, for the user and the system together, the data structure is a multidimensional tree.

    A project to improve and enhance the Industrial Sector Technology Use Model (ISTUM) was originated in the summer of 1983. The project had dix identifiable objectives: update the data base; improve run-time efficiency; revise the reference base case; conduct case studies; provide technical and promotional seminars; and organize a service bureau. This interim report describes which of these objectives have been met and which tasks remain to be completed. The most dramatic achievement has been in the area of run-time efficiency. From a model that required a large proportion of the total resources of a mainframe computer and a great deal of effort to operate, the current version of the model (ISTUM-PC) runs on an IBM Personal Computer. The reorganization required for the model to run on a PC has additional advantages: the modular programs are somewhat easier to understand and the data base is more accessible and easier to use. A simple description of the logic of the model is given in this report. To generate the necessary funds for completion of the model, a multiclient project is proposed. This project will extend the industry coverage to all the industrial sectors, including the construction of process flow models for chemicals and petroleum refining. The project will also calibrate this model to historical data and construct a base case and alternative scenarios. The model will be delivered to clients and training provided. 2 references, 4 figures, 3 tables.

    Using a variety of public sources, a computer model of hydrofluorocarbon (HFC) refrigerant emissions in the UK has been developed. This model has been used to estimate and project emissions in 2010 under three types of scenarios: (1) business as usual; (2) voluntary agreements to reduce refrigerant leakage; and (3) comprehensive regulations to reduce refrigerant leakage. This resulting forecast is that UK emissions of HFC refrigerants in 2010 will account for 2% to 4% of the UK`s 1990 baseline global warming contribution.

    We propose a novel approach to generate chaotic business cycles in a deterministic setting. Rather than producing chaos endogenously, we consider aggregate economic models with limit cycles and equilibriums, subject them to chaotic exogenous shocks and obtain chaotic cyclical motions. Thus, we emphasize that chaotic cycles, which are inevitable in economics, are not only interior properties of economic models, but also can be considered as a result of interaction of several economical systems. This provides a comprehension of chaos (unpredictability, lack of forecasting) and control of chaos as a global economic phenomenon from the deterministic point of view. We suppose that the results of our paper are contribution to the mixed exogenous-endogenous theories of business cycles in classification by P.A. Samuelson [76]. Moreover, they demonstrate that the irregularity of the extended chaos can be structured, and this distinguishes them from the generalized synchronization. The advantage of the knowledge of the structure is that by applying instruments, which already have been developed for deterministic chaos one can control the chaos, emphasizing a parameter or a type of motion. For the globalization of cyclic chaos phenomenon we utilize new mechanisms such that entrainment by chaos, attraction of chaotic cycles by equilibriums and bifurcation of chaotic cycles developed in our earlier papers.

    The anticipated dangers of Global Warming can be mitigated by reducing atmospheric greenhouse gas concentrations, especially CO{sub 2}. To reach acceptable, constant levels within the next couple of centuries it might be necessary to accept stabilization levels higher than present ones, The annual CO{sub 2} emissions must be reduced far below today`s values. This is a very important result of the models discussed in the 1995 IPCC report. However, any even very modest scenario for the future must take into account a substantial increase in the world population which might double during the 21st century, There is a considerable emission reduction potential of the industrialized world due to efficiency increase, However, the demand for energy services by the growing world population will, inspite of the availability of alternative energy resources, possibly lead to a net increase in fossil fuel consumption. If the climate models are right, and the science community believes they are, we will experience a global warming of the order of a couple of degrees over the next century; we have to live with it. To be prepared for the future it is essential for us to use new research techniques embracing not only the familiar fields of hard sciences but also social, educational, ethical and economic aspects, We must find a way to build up the essential intellectual capacities needed to deal with these kinds of general problems within all nations and all societies. But this is not Although, we also have to find the necessary dynamical and highly flexible structures for a global governing using tools such as the environmental regime.     Companies face much uncertainty about the competitive effects of the recently adopted Kyoto Protocol on global climate change and the current and future regulations that may emerge from it. Companies have considerable discretion to explore different market strategies to address global warming and reduce greenhouse gas emissions. This article examines these strategic options by reviewing the market-oriented actions that are currently being taken by 136 large companies that are part of the Global 500. There are six different market strategies that companies use to address climate change and that consist of different combinations of the market components available to managers. Managers can choose between more emphasis on improvements in their business activities through innovation or employ compensatory approaches such as emissions trading. They can either act by themselves or work with other companies, NGOs, or (local) governments.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    This document has been prepared to allow use of the Radiation Shielding and Information Center (RSIC) release of MCNP4a, which has been installed on the Battelle Process Safety and Risk Management (PSRM) IBM RS/6000 workstation, for production calculations for the Portsmouth Gaseous Diffusion Plant (PORTS). This hardware/software configuration is under the configuration control plan listed in Reference 1. The first portion of this document outlines basic information with regard to validation of MCNP4a using the supplied cross sections and the additional MCNPDAT cross sections. A basic discussion of MCNP is provided, along with discussions of the validation database in general. A description of the statistical analysis then follows. The results of this validation indicate that the software and data libraries examined may be used with confidence for criticality calculations at the Portsmouth Gaseous Diffusion Plant (PORTS). When the validation results are treated as a single group, there is a 95% confidence that 99.9% of future calculations of similar critical systems will have a calculated k{sub eff} > 0.95. Based on this result, the Battelle PSRM Nuclear Safety Group has adopted the calculational acceptance criteria that a calculated k{sub eff} + 2{sigma}, {le} 0.95 is safely subcritical. The conclusion of this document is that MCNP4a and all associated cross section libraries installed on the PSRM IBM RS/6000 are acceptable for use in performing production criticality safety calculations for the Portsmouth Gaseous Diffusion Plant.

  2. The Impact of IBM Cell Technology on the Programming Paradigm in the Context of Computer Systems for Climate and Weather Models

    The call for ever-increasing model resolutions and physical processes in climate and weather models demands a continual increase in computing power. The IBM Cell processor's order-of-magnitude peak performance increase over conventional processors makes it very attractive to fulfill this requirement. However, the Cell's characteristics, 256KB local memory per SPE and the new low-level communication mechanism, make it very challenging to port an application. As a trial, we selected the solar radiation component of the NASA GEOS-5 climate model, which: (1) is representative of column physics components (half the total computational time), (2) has an extremely high computational intensity: the ratio of computational load to main memory transfers, and (3) exhibits embarrassingly parallel column computations. In this paper, we converted the baseline code (single-precision Fortran) to C and ported it to an IBM BladeCenter QS20. For performance, we manually SIMDize four independent columns and include several unrolling optimizations. Our results show that when compared with the baseline implementation running on one core of Intel's Xeon Woodcrest, Dempsey, and Itanium2, the Cell is approximately 8.8x, 11.6x, and 12.8x faster, respectively. Our preliminary analysis shows that the Cell can also accelerate the dynamics component (~;;25percent total computational time). We believe these dramatic performance improvements make the Cell processor very competitive as an accelerator.

    A more objective method for measuring the energy needs of businesses, System Energy Assessment (SEA), identifies the natural boundaries of businesses as self-managing net-energy systems, of controlled and self-managing parts. The method is demonstrated using a model Wind Farm case study, and applied to defining a true physical measure of its energy productivity for society (EROI-S), the global ratio of energy produced to energy cost. The traceable needs of business technology are combined with assignable energy needs for all other operating services. That serves to correct a large natural gap in energy use information. Current methods count traceable energy receipts for technology use. Self-managing services employed by businesses outsource their own energy needs to operate, and leave no records to trace. Those uncounted energy demands are often 80% of the total embodied energy of business end products.     The IPST BDE (Institute of Paper Science and Technology Business Development Executive) program was initiated in 1997 to make the paper industry better aware of the new manufacturing technologies being developed at IPST for the U.S. pulp and paper industry's use. In April 2000, the BDE program management and the 20 BDEs, all retired senior level industry manufacturing and research executives, were asked by Ms. Denise Swink of OIT at DOE to take the added responsibility of bringing DOE developed energy conservation technology to the paper industry. This project was funded by a DOE grant of $950,000.
