    Italy is a country where a long tradition of studies both in the fission and fusion field is consolidated; nevertheless a strong public opinion concerned with the destination of the Spent Nuclear Fuel hinders the development of nuclear power. The possibility to a severe reduction of the NSF mass generated from a fleet of nuclear reactors employing an hypothetical fusionfission hybrid reactor has been investigated in the Italian framework. The possibility to produce nuclear fuel for the fission nuclear reactors with the hybrid reactor was analyzed too.

    Demand for energy is growing in Italy under new regulations issued by the Italian government in 1991 and 1992. While the national electrical authority, ENEL, is in the process of being privatized, independent power producers (IPPs) and several companies using large amounts of energy in their production processes have been active in setting up cogeneration and combined-cycle plants based purely on economics. In order to minimize emissions and make best use of fuel energy, the law commonly known as CIP 6/92 states that ENEL will grant a premium rate for electric power handled to the national grid from plants having an annual `energetic index` above 0.6, i.e., an efficiency higher than 60% measured over a one-year period. In order to benefit from the high rates granted by the law, it is necessary to build very efficient plants. Very high reliability is also required so the plan can operate at full load the year around, with only short stops for planned maintenance. This paper describes the activities of the major manufacturers of turbines in Italy.

    We study the structure of a social network of strong ties (trust network) investigating its property of connectedness versus fragmentation. To this purpose we analyse an extensive set of census data, about marrying or having children with immigrants, collected by Italian national statistical institute for all Italian municipalities from 2001 to 2011. Not using neither obtaining personal local information but only average ones, our method fully complies with privacy and confidentiality. Our findings show that large cities display the behaviour of highly fragmented trust networks where individuals face possible phenomena of alienation. Smaller cities and villages instead behave like fully connected social systems with a rich tie structure, where isolation is rare or completely absent. While confirming classical sociological theories on alienation in large urban areas our approach provides a quantitative method to test them and a predictive tool for policy makers.

    The energy test procedure provides a consistent measurement of refrigerator energy consumption, which can be used by engineers, utility forecasters, and consumers. The U.S. and Japanese test procedures for refrigerators differ significantly, so it is impossible to directly compare the performance of unique features, or even determine which units are more efficient. The energy use of 12 Japanese refrigerators (of which 9 were unique models) were measured under the U.S. DOE energy test procedure and compared to that reported by the manufacturers under the Japanese test procedure. The Japanese refrigerators used substantially more electricity with the DOE test.

    Applications of sewage sludge and Bordeaux mixture (Bm) (a mixture of copper sulfate and lime) add heavy metals to the soil. At an experimental farm in the Cremona district (Italy), the authors measured current heavy metal contents in soil and their removal via harvested products. They also measured heavy metal adsorption by soil from this farm. With these data, projections were made of the long-term development of heavy metal (Cd, Cu, and Zn) contents in soil, crop removal, and leaching at different application rates of sewage sludge and Bm. These projections were compared with existing quality standards of the European Union (EU) and Italy with regard to soil and groundwater. The calculations reveal that the permitted annual application rates of sewage sludge and Bm are likely to result in exceedance of groundwater and soil standards. Sewage sludge applications, complying with the Italian legal limits, may pose problems for Cd, Cu, and Zn within 30, 70, and 100 yr, respectively. Furthermore, severe Cu pollution of integrated and especially organic (Bm only) vineyards is unavoidable with the currently allowed application rates of Bm. The results suggest that the current Italian soil protection policy as well as the EU policy are not conducive of a sustainable heavy metal management in agroecosystems.

    The Italian situation in the field of nuclear waste management is characterized by a relative small quantity of wastes, as a consequence of the giving up of energy production by nuclear generation in 1986. Notwithstanding this situation, Italy is a unique case study since the country needs to undertake the final decommissioning of four shut-down NPPs (size 100-200 MWe), each one different from the others. Therefore all the regulatory, technical, and financial actions are needed in the same way as if there was actual nuclear generation. Furthermore, the various non-power generating applications of nuclear energy still require management, a legal framework, a regulatory body, an industrial structure, and technical know-how. Notwithstanding the absence of energy production from nuclear sources, the country has the burden of radioactive waste management from the previous nuclear operations, which obliges it to implement at first a robust legislative framework, then to explore all the complex procedures to achieve the localization of the national interim storage facility, not excluding the chance to have a European regional facility for geologic disposal, under the clauses of the Council Directive of 19 July 2011 'Establishing a Community Framework for the Responsible and Safe Management of Radioactive Waste'. Then, as far as industrial, medical and R and D aspects, the improvement of the legislative picture, the creation of a regulatory body, is a good start for the future, to achieve the best efficiency of the Italian system.     After the ITER/EDA study, Japanese activities in fusion technology have been mainly devoted to DEMO reactors. The paper intends to overview these activities.With respect to the test blanket modules, solid breeder blankets with ferritic steel structure cooled by helium and water are being developed by JAERI in cooperation with universities and NIFS. Advanced blankets are being developed by universities and NIFS. In the area of tritium processing technology, R and D has been focused on the blanket tritium recovery technology. In terms of the superconducting magnet, JAERI has performed basic research for the Fusion Power Demonstration Plant, aiming at realization of toroidal filed higher than 13 T using innovative superconductors, such as Nb{sub 3}Al and High Temperature Superconductors (HTS). In the R and D of negative ion based NBI technologies, a H{sup -} beam of 110 mA has been stably accelerated up to 0.9 MeV, which corresponds to the current density of 80 A/m{sup 2}. A beam power of 13.1 MW at 180 keV has been injected from three injectors in the LHD N-NBI. With respect to the radio-frequency heating technology, development of 170GHz ITER gyrotron has been progressed to achieve a 500kW for 100 sec operation in JAERI. Long pulse injection for 766 sec with 72 kW at 84 GHz was achieved in a LHD ECH experiment.

    To meet growing energy demands, energy efficiency, renewable energy, and on-site generation coupled with effective utilization of exhaust heat will all be required. Additional benefit can be achieved by integrating these distributed technologies into distributed energy resource (DER) systems (or microgrids). This research investigates a method of choosing economically optimal DER, expanding on prior studies at the Berkeley Lab using the DER design optimization program, the Distributed Energy Resources Customer Adoption Model (DER-CAM). DER-CAM finds the optimal combination of installed equipment from available DER technologies, given prevailing utility tariffs, site electrical and thermal loads, and a menu of available equipment. It provides a global optimization, albeit idealized, that shows how the site energy loads can be served at minimum cost by selection and operation of on-site generation, heat recovery, and cooling. Five prototype Japanese commercial buildings are examined and DER-CAM applied to select the economically optimal DER system for each. The five building types are office, hospital, hotel, retail, and sports facility. Based on the optimization results, energy and emission reductions are evaluated. Furthermore, a Japan-U.S. comparison study of policy, technology, and utility tariffs relevant to DER installation is presented. Significant decreases in fuel consumption, carbon emissions, and energy costs were seen in the DER-CAM results. Savings were most noticeable in the sports facility (a very favourable CHP site), followed by the hospital, hotel, and office building.

    We present the design and implementation of the Japanese Virtual Observatory (JVO) system. JVO is a portal site to various kinds of astronomical resources distributed all over the world. We have developed five components for constructing the portal: (1) registry, (2) data service, (3) workflow system, (4) data analysis service (5) portal GUI. Registry services are used for publishing and searching data services in the VO, and they are constructed using an OAI-PMH metadata harvesting protocol and a SOAP web service protocol so that VO standard architecture is applied. Data services are developed based on the Astronomical Data Query Language (ADQL) which is an international VO standard and an extension of the standard SQL. The toolkit for building the ADQL-based service is released to the public on the JVO web site. The toolkit also provides the protocol translation from a Simple Image Access Protocol (SIAP) to ADQL protocol, so that both the VO standard service can be constructed using our toolkit. In order to federate the distributed databases and analysis services, we have designed a workflow language which is described in XML and developed execution system of the workflow. We have succeeded to connect to a hundred of data resources of the world as of April 2006. We have applied this system to the study of QSO environment by federating a QSO database, a Subaru Suprim-Cam database, and some analysis services such a SExtractor and HyperZ web services. These experiences are described is this paper.

    Since 2005, Pacific Northwest National Laboratory (PNNL) has been asked by Installation Management Command (IMCOM) to conduct strategic assessments at selected US Army installations of the potential use of renewable energy resources, including solar, wind, geothermal, biomass, waste, and ground source heat pumps (GSHPs). IMCOM has the same economic, security, and legal drivers to develop alternative, renewable energy resources overseas as it has for installations located in the US. The approach for continental US (CONUS) studies has been to use known, US-based renewable resource characterizations and information sources coupled with local, site-specific sources and interviews. However, the extent to which this sort of data might be available for outside the continental US (OCONUS) sites was unknown. An assessment at Camp Zama, Japan was completed as a trial to test the applicability of the CONUS methodology at OCONUS installations. It was found that, with some help from Camp Zama personnel in translating and locating a few Japanese sources, there was relatively little difficulty in finding sources that should provide a solid basis for conducting an assessment of comparable depth to those conducted for US installations. Project implementation will likely be more of a challenge, but the feasibility analysis will be able to use the same basic steps, with some adjusted inputs, as PNNL’s established renewable resource assessment methodology.

    This study evaluates and contrasts the management practice and the performance that characterise Environmental Impact Assessments (EIA) in Italy and in the UK. The methodology relies on the investigation of six carefully selected case studies, critically reviewed by referring to EIA and project design information, as well as collecting the opinion of key project participants. The study focuses on the construction industry and on specific key sectors like infrastructure for transport and renewable energy and commercial and tourism development. A main term of reference for the analyses has been established by critically reviewing international literature so as to outline common good practice, requirements for the enhancement of sustainability principles and typically incurred drawbacks. The proposed approach enhances transfer of knowledge and of experiences between the analyzed contexts and allows the provision of guidelines for practitioners.     This paper analyses the way numerical data on Municipal Solid Waste (MSW) quantities are recorded, processed and then reported for six of the most meaningful Italian Districts and shows the difficulties found during the comparison of these Districts, starting from the lack of homogeneity and the fragmentation of the data indispensable to make this critical analysis. These aspects are often ignored, but data certainty are the basis for serious MSW planning. In particular, the paper focuses on overall Source Separation Level (SSL) definition and on the influence that Special Waste (SW) assimilated to MSW has on it.     The regulatory requirements for postulated pipe ruptures have changed significantly since the first nuclear plants were designed. The Leak-Before-Break (LBB) methodology is now accepted as a technically justifiable approach for eliminating postulation of double-ended guillotine breaks (DEGB) in high energy piping systems. The previous pipe rupture design requirements for nuclear power plant applications are responsible for all the numerous and massive pipe whip restraints and jet shields installed for each plant. This results in significant plant congestion, increased labor costs and radiation dosage for normal maintenance and inspection. Also the restraints increase the probability of interference between the piping and supporting structures during plant heatup, thereby potentially impacting overall plant reliability. The LBB approach to eliminate postulating ruptures in high energy piping systems is a significant improvement to former regulatory methodologies, and therefore, the LBB approach to design is gaining worldwide acceptance. However, the methods and criteria for LBB evaluation depend upon the policy of individual country and significant effort continues towards accomplishing uniformity on a global basis. In this paper the historical development of the U.S. LBB criteria will be traced and the results of an LBB evaluation for a typical Japanese PWR primary loop applying U.S. NRC approved methods will be presented.     In the spring of 1991, a leading nuclear fuel manufacturing company in Japan, celebrated its 18th anniversary. Since 1973, the company has produced over 5000 metric ton of ceramic grade UO{sub 2} powder to supply to Japanese fabricators, without major accident/incident and especially with a successful safety record on UF{sub 6} handling. The company`s 18 years experience on nuclear fuel manufacturing reveals that key factors for the safe handling of UF{sub 6} are (1) installing adequate facilities, equipped with safety devices, (2) providing UF{sub 6} handling manuals and executing them strictly, and (3) repeating on and off the job training for operators.     The fracture behavior for Japanese carbon steel pipe STS410 was examined under dynamic monotonic and cyclic loading through a research program of International Piping Integrity Research Group (EPIRG-2), in order to evaluate the strength of pipe during the seismic event The tensile test and the fracture toughness test were conducted for base metal and TIG weld metal. Three base metal pipe specimens, 1,500mm in length and 6-inch diameter sch.120, were employed for a quasi-static monotonic, a dynamic monotonic and a dynamic cyclic loading pipe fracture tests. One weld joint pipe specimen was also employed for a dynamic cyclic loading test In the dynamic cyclic loading test, the displacement was controlled as applying the fully reversed load (R=-1). The pipe specimens with a circumferential through-wall crack were subjected four point bending load at 300C in air. Japanese STS410 carbon steel pipe material was found to have high toughness under dynamic loading condition through the CT fracture toughness test. As the results of pipe fracture tests, the maximum moment to pipe fracture under dynamic monotonic and cyclic loading condition, could be estimated by plastic collapse criterion and the effect of dynamic monotonic loading and cyclic loading was a little on the maximum moment to pipe fracture of the STS410 carbon steel pipe. The STS410 carbon steel pipe seemed to be less sensitive to dynamic and cyclic loading effects than the A106Gr.B carbon steel pipe evaluated in IPIRG-1 program.

    This report examines the technological development of scroll compressors and its impact on the air conditioning equipment industry. Scroll compressors, although considered to be the compressors of the future for energy-efficient residential heat pumps and possibly for many other applications, are difficult to manufacture on a volume-production base. The manufacturing process requires computer-aided, numerically controlled tools for high-precision fabrication of major parts. Japan implemented a global strategy for dominating the technological world market in the 1970s, and scroll compressor technology benefited from the advent of new-generation machine tools. As a result, if American manufacturers of scroll compressors purchase or are essentially forced to purchase numerically controlled tools from Japan in the future, they will then become dependent on their own competitors because the same Japanese conglomerates that make numerically controlled tools also make scroll compressors. This study illustrates the importance of the basic machine tool industry to the health of the US economy. Without a strong machine tool industry, it is difficult for American manufacturers to put innovations, whether patented or not, into production. As we experience transformation in the air conditioning and refrigeration market, it will be critical to establish a consistent national policy to provide healthy competition among producers, to promote innovation within the industry, to enhance assimilation of new technology, and to eliminate practices that are incompatible with these goals. 72 refs., 8 figs., 1 tab.

    Piping for LWR power plants is required to satisfy the LBB concept for postulated (not actual) defects. With this in mind, research has so far been conducted on the fatigue crack growth under cyclic loading, and on the ductile crack growth under excessive loading. It is important, however, for the evaluation of the piping structural integrity under seismic loading condition, to understand the fracture behavior under dynamic and cyclic loading conditions, that accompanies large-scale yielding. CRIEPI together with Hitachi have started a collaborative research program on dynamic and/or cyclic fracture of Japanese carbon steel (STS410) pipes in 1991. Fundamental tensile property tests were conducted to examine the effect of strain rate on tensile properties. Cracked pipe fracture tests under some loading conditions were also performed to investigate the effect of dynamic and/or cyclic loading on fracture behavior. Based on the analytical considerations for the above tests, the method to evaluate the failure life for a cracked pipe under cyclic loading was developed and verified. Cyclic J-integral was introduced to predict cyclic crack growth up to failure. This report presents the results of tensile property tests, cracked pipe fracture tests, and failure life analysis. The proposed method was applied to the cracked pipe fracture tests. The effect of dynamic and/or cyclic loading on pipe fracture was also investigated.

    A study in progress to examine the metabolic fate of DDT in birds and mammals is discussed. The first phase of the study, which is reported in this article, has been to establish the rate of excretion of ratioactivity following the intraperitoneal administrations of /sup 14/C-DDT, /sup 14/C-DDE, /sup 14/C-DDD, and /sup 14/C-DDMU to male rats and male Japanese quail. The mean values from the three animals in each experimental group for the amount of radioactivity excreted daily are given, and it was found that the rats excreted the radioactivity administered as DDT, DDD, and DDE substantially faster than did the quail. DDMU was excreted relatively rapidly and at similar rates. This finding suggests that apparent differences in the rates of excretion of DDT by birds and mammals probably arise from differences in the conversion of DDT to DDD or DDE or in the degradation of these metabolites to DDMU. The Japanese quail differ from the rats in excreting substantial amounts of unchanged DDT, DDE, and DDD, which probably reflects the inability of the Japanese quail to readily metabolise these compounds.

    In the present work we characterized samples of plasters and pictorial layers taken from a fresco in the Acireale Cathedral. The fresco represents the Coronation of Saint Venera, patron saint of this Ionian town. By performing a detailed spectroscopic analysis of the plaster preparation layer by Fourier-transform infrared (FTIR) spectroscopy and x-ray diffraction (XRD), and of the painting layer by FTIR and confocal Raman microspectroscopy, scanning electron microscopy+energy dispersive x-ray spectroscopy, and XRD, we were able to identify the pigments and the binders present. In particular, Raman investigation was crucial to the characterization of the pigments thanks to the high resolution of the confocal apparatus used. It is worth stressing that the simultaneous use of complementary techniques was able to provide more complete information for the conservation of the artifact we studied.

    Background: Pediatric lead (Pb) exposure impacts cognitive function and behavior and co-exposure to manganese (Mn) may enhance neurotoxicity. Objectives: To assess cognitive and behavioral function in adolescents with environmental exposure to Pb and Mn. Methods: In this cross sectional study, cognitive function and behavior were examined in healthy adolescents with environmental exposure to metals. The Wechsler Intelligence Scale for Children (WISC) and the Conners-Wells' Adolescent Self-Report Scale Long Form (CASS:L) were used to assess cognitive and behavioral function, respectively. ALAD polymorphisms rs1800435 and rs1139488 were measured as potential modifiers. Results: We examined 299 adolescents (49.2% females) aged 11-14 years. Blood lead (BPb) averaged 1.71 {mu}g/dL (median 1.5, range 0.44-10.2), mean Blood Manganese (BMn) was 11.1 {mu}g/dL (median 10.9, range 4.00-24.1). Average total IQ was 106.3 (verbal IQ=102, performance IQ=109.3). According to a multiple regression model considering the effect of other covariates, a reduction of about 2.4 IQ points resulted from a two-fold increase of BPb. The Benchmark Level of BPb associated with a loss of 1 IQ-point (BML01) was 0.19 {mu}g/dL, with a lower 95% confidence limit (BMLL01) of 0.11 {mu}g/dL. A very weak correlation resulted between BPb and the ADHD-like behavior (Kendall's tau rank correlation=0.074, p=0.07). No influence of ALAD genotype was observed on any outcome. Manganese was not associated with cognitive and behavioral outcomes, nor was there any interaction with lead. Conclusions: These findings demonstrate that very low level of lead exposure has a significant negative impact on cognitive function in adolescent children. Being an essential micro-nutrient, manganese may not cause cognitive effects at these low exposure levels.

    This report surveys the status of NO/sub x/ control for stationary sources in Japan and analyzes applicability of the technology in the US. The principal control methods used in Japan are combustion modification and catalytic reduction using ammonia as the reducing agent. Noncatalytic reduction with ammonia is used to a limited degree. Wet scrubbing methods have been tested but are so unpromising that the development work has practically stopped. The combustion modification developments are applicable in this country but may not be any more effective than methods already under development in the US. Catalytic reduction is fully applicable for oil firing but for coal-fired boilers much more development work is needed to answer the several remaining questions.     For earthquake-resistant design, engineering seismologists employ time-history analysis for nonlinear simulations. The nonstationary stochastic method previously developed by Pousse et al. (2006) has been updated. This method has the advantage of being both simple, fast and taking into account the basic concepts of seismology (Brune's source, realistic time envelope function, nonstationarity and ground-motion variability).     The results of the analysis of the Fission Gas Plenum Experiment are presented. This experiment is the second in a series of several experiments comprising a joint US DOE-Japan PNC Shielding Research Program (JASPER). The four Fission Gas Plenum Experiment configurations, designed for the measurement of neutron streaming through the fission gas plenum region, were analyzed using Monte Carlo and two-dimensional discrete ordinated methods. Calculated results compared well with measured results in many cases, although results were consistently underpredicted for the shorter plenum configurations. Like the measured data, the calculated results indicated no significant streaming when results from the heterogeneous mockups were compared to those from the homogeneous mockups. An explanation is given as to why little streaming was observed. The Hornyak button dose rates were overpredicted because of a normalization problem with the response function but yielded horizontal traverse curves whose shapes agreed well with the measured shapes to the same extent as did those for the other integral detectors. 16 refs., 16 figs., 4 tabs.

    The August 2003 blackout of the northeastern U.S. and CANADA caused great economic losses and inconvenience to New York City and other affected areas. The blackout was a warning to the rest of the world that the ability of conventional power systems to meet growing electricity demand is questionable. Failure of large power systems can lead to serious emergencies. Introduction of on-site generation, renewable energy such as solar and wind power and the effective utilization of exhaust heat is needed, to meet the growing energy demands of the residential and commercial sectors. Additional benefit can be achieved by integrating these distributed technologies into distributed energy resource (DER) systems. This work demonstrates a method for choosing and designing economically optimal DER systems. An additional purpose of this research is to establish a database of energy tariffs, DER technology cost and performance characteristics, and building energy consumption for Japan. This research builds on prior DER studies at the Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) and with their associates in the Consortium for Electric Reliability Technology Solutions (CERTS) and operation, including the development of the microgrid concept, and the DER selection optimization program, the Distributed Energy Resources Customer Adoption Model (DER-CAM). DER-CAM is a tool designed to find the optimal combination of installed equipment and an idealized operating schedule to minimize a site's energy bills, given performance and cost data on available DER technologies, utility tariffs, and site electrical and thermal loads over a test period, usually an historic year. Since hourly electric and thermal energy data are rarely available, they are typically developed by building simulation for each of six end use loads used to model the building: electric-only loads, space heating, space cooling, refrigeration, water heating, and natural-gas-only loads. DER-CAM provides a global optimization, albeit idealized, that shows how the necessary useful energy loads can be provided for at minimum cost by selection and operation of on-site generation, heat recovery, cooling, and efficiency improvements. This study examines five prototype commercial buildings and uses DER-CAM to select the economically optimal DER system for each. The five building types are office, hospital, hotel, retail, and sports facility. Each building type was considered for both 5,000 and 10,000 square meter floor sizes. The energy consumption of these building types is based on building energy simulation and published literature. Based on the optimization results, energy conservation and the emissions reduction were also evaluated. Furthermore, a comparison study between Japan and the U.S. has been conducted covering the policy, technology and the utility tariffs effects on DER systems installations. This study begins with an examination of existing DER research. Building energy loads were then generated through simulation (DOE-2) and scaled to match available load data in the literature. Energy tariffs in Japan and the U.S. were then compared: electricity prices did not differ significantly, while commercial gas prices in Japan are much higher than in the U.S. For smaller DER systems, the installation costs in Japan are more than twice those in the U.S., but this difference becomes smaller with larger systems. In Japan, DER systems are eligible for a 1/3 rebate of installation costs, while subsidies in the U.S. vary significantly by region and application. For 10,000 m{sup 2} buildings, significant decreases in fuel consumption, carbon emissions, and energy costs were seen in the economically optimal results. This was most noticeable in the sports facility, followed the hospital and hotel. This research demonstrates that office buildings can benefit from CHP, in contrast to popular opinion. For hospitals and sports facilities, the use of waste heat is particularly effective for water and space heating. For the other building types, waste heat is most effectively use

    Much has been written about Edward TEller, but little of it is objective. Given, on the one hand, his position as one of the most inventive theoretical physicists of the 20th century, and on the other, his central role in the development and advocacy of thermonuclear weapons, one might imagine it impossible at this point in history to write a scholarly, impartial account of Teller's life and his impact. Now, however, Istvan Hargittai, a prominent Hungarian physical chemist and historian of science, has written a balanced, thoughtful, and beautifully research biography that comes closest. Hargittai is uniquely qualified for this difficult task. Coming a generation and a half later from a similar Hungarian-Jewish background, Hargittai understands well the influences and terrible events that shaped Teller. The advent of virulent, political anti-Semitism, first in Hungary and then in Germany, made Teller twice a refugee. Both Teller and Hargittai lost close family in the Holocaust; Hargittai was himself liberated from a Nazi concentration camp as a child. While Teller was in the US by then, his and Hargittai's surviving family members in Hungary suffered mistreatment at the hands of the postwar Hungarian Communist dictatorship. Hargittai's informed Eastern European perspective also provides a fresh viewpoint to the cold war context of the second half of Teller's career. Furthermore, Hargittai's own scientific work in molecular structure clearly makes him appreciate of Teller's breakthroughs in that field in the 1930s.
