    In 1986, the Superfund Amendments and Reauthorization Act (SARA) provided additional funding to continue and greatly expand the cleanup program begun under CERCLA. Title III of SARA contains the provisions of the Emergency Planning and Community Right-to-Know Act (EPCRA). SARA Title III may prove to be more pervasive and more demanding for industry than any of the other many rules and regulations promulgated by the Environmental Protection Agency. The Emergency Planning and Community Right-to-Know Act has four major provisions: planning for chemical emergencies; emergency notification of chemical accidents and releases; reporting of hazardous chemical inventories; and toxic chemical release reporting.

    The December 2008 collapse of a coal ash pond in Tennessee threw safe management of coal combustion waste (CCW) into the spotlight. Millions of tons of CCW are produced in the United States each year, and a large percentage of that is recycled. The US Environmental Protection Agency is pursuing a host of initiatives that could directly or indirectly affect the disposition of CCW. States, too, are taking a look at how they regulate CCW.     Human rights impact assessment (HRIA) is a process for systematically identifying, predicting and responding to the potential impact on human rights of a business operation, capital project, government policy or trade agreement. Traditionally, it has been conducted as a desktop exercise to predict the effects of trade agreements and government policies on individuals and communities. In line with a growing call for multinational corporations to ensure they do not violate human rights in their activities, HRIA is increasingly incorporated into the standard suite of corporate development project impact assessments. In this context, the policy world's non-structured, desk-based approaches to HRIA are insufficient. Although a number of corporations have commissioned and conducted HRIA, no broadly accepted and validated assessment tool is currently available. The lack of standardisation has complicated efforts to evaluate the effectiveness of HRIA as a risk mitigation tool, and has caused confusion in the corporate world regarding company duties. Hence, clarification is needed. The objectives of this paper are (i) to describe an HRIA methodology, (ii) to provide a rationale for its components and design, and (iii) to illustrate implementation of HRIA using the methodology in two selected corporate development projects—a uranium mine in Malawi and a tree farm in Tanzania. We found that as a prognostic tool, HRIA could examine potential positive and negative human rights impacts and provide effective recommendations for mitigation. However, longer-term monitoring revealed that recommendations were unevenly implemented, dependent on market conditions and personnel movements. This instability in the approach to human rights suggests a need for on-going monitoring and surveillance. -- Highlights: • We developed a novel methodology for corporate human rights impact assessment. • We piloted the methodology on two corporate projects—a mine and a plantation. • Human rights impact assessment exposed impacts not foreseen in ESIA. • Corporations adopted the majority of findings, but not necessarily immediately. • Methodological advancements are expected for monitoring processes.

    Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi. The case study demonstrates the value of longitudinal assessment both for limiting corporate risk and improving human welfare. - Graphical abstract: Assessing changes in human rights condition as affected by both project and context, over time. - Highlights: • Corporate capital projects affect human rights in myriad ways. • Ongoing, longitudinal impact assessment techniques are needed. • We present an approach for conducting longitudinal human rights impact assessment. • Our methodology allows distinguishing corporate impacts from contextual changes. • Promptly observing context changes and impacts enables companies to react nimbly.

    The Emergency Planning and Community Right-to-Know Act of 1986 (EPCIL4), Title III, Section 313 [also known as the Superfund Amendment and Reauthorization Act (SARA)], as modified by Executive Order 12856, requires all federal facilities to submit an annual Toxic Chemical Release Inventory report every July for the preceding calendar year. Owners and operators of manufacturing, processing, or production facilities are required to report their toxic chemical releases to all environmental mediums (air, water, soil, etc.). At Los Alamos National Laboratory (LANL), nitric acid was the only toxic chemical used in 1997 that met the reportable threshold limit of 10,000 lb. Form R is the only documentation required by the Environmental Protection Agency, and it is included in the appendix of this report. This report, as requested by DOE, is provided for documentation purposes. In addition, a detailed description of the evaluation and reporting process for chemicals and processes at LANL has been included.

    The Acid Rain Provisions (Title IV) of the Clean Air Act Amendments of 1990 call for about a 10 million ton reduction in annual SO{sub 2} emissions in the United States by the year 2010. Although the provisions apply nationwide, most of the reduction will take place in the eastern half of the United States, where use of high sulfur coal for electricity generation is most common. One potentially large benefit of Title IV is the expected reduction in adverse human health effects associated with exposure to ambient sulfate aerosols, a secondary pollutant formed in the atmosphere when SO{sub 2} is present. Sulfate aerosols are a significant constituent of fine particulate (PM{sub 2.5}). This paper combines available epidemiologic evidence of health effects associated with sulfate aerosols and economic estimates of willingness to pay for reductions in risks or incidence of health effects with available estimates of the difference between expected ambient sulfate concentrations in the eastern United States and southeastern Canada with and without Title IV to estimate the expected health benefits of Title IV. The results suggest a mean annual benefit in the eastern United States of $10.6 billion (in 1994 dollars) in 1997 and $40.0 billion in 2010, with an additional $1 billion benefit each year in Ontario and Quebec provinces.

    The purpose of this guidance document is to assist facilities in SIC code 4953 that are regulated under the Resource Conservation and Recovery Act (RCRA), Subtitle C and facilities in SIC code 7389 that are primarily engaged in solvent recovery services on a contract or fee basis. This document explains the EPCRA Section 313 and PPA Section 6607 reporting requirements (collectively referred to as the EPCRA Section 313) reporting requirements, and discusses specific release and other waste management activities encountered at many facilities in these industries.     Crystal structure of the SEFIR domain from human IL-17 receptor A provides new insights into IL-17 signaling. Interleukin 17 (IL-17) cytokines play a crucial role in mediating inflammatory and autoimmune diseases. A unique intracellular signaling domain termed SEFIR is found within all IL-17 receptors (IL-17Rs) as well as the key adaptor protein Act1. SEFIR-mediated protein–protein interaction is a crucial step in IL-17 cytokine signaling. Here, the 2.3 Å resolution crystal structure of the SEFIR domain of IL-17RA, the most commonly shared receptor for IL-17 cytokine signaling, is reported. The structure includes the complete SEFIR domain and an additional ?-helical C-terminal extension, which pack tightly together to form a compact unit. Structural comparison between the SEFIR domains of IL-17RA and IL-17RB reveals substantial differences in protein topology and folding. The uniquely long insertion between strand ?C and helix ?C in IL-17RA SEFIR is mostly well ordered, displaying a helix (?CC?{sub ins}) and a flexible loop (CC?). The DD? loop in the IL-17RA SEFIR structure is much shorter; it rotates nearly 90° with respect to the counterpart in the IL-17RB SEFIR structure and shifts about 12 Å to accommodate the ?CC?{sub ins} helix without forming any knots. Helix ?C was identified as critical for its interaction with Act1 and IL-17-stimulated gene expression. The data suggest that the heterotypic SEFIR–SEFIR association via helix ?C is a conserved and signature mechanism specific for IL-17 signaling. The structure also suggests that the downstream motif of IL-17RA SEFIR together with helix ?C could provide a composite ligand-binding surface for recruiting Act1 during IL-17 signaling.

    We give exact formulas for the right-handed analog of the CKM matrix in the minimal Left-Right symmetric theory, for the case when the Left-Right symmetry is generalized Parity as in the original version of the theory. We derive its explicit form and give a physical reason for the known and surprising fact that the right-handed mixing angles are close in value to the CKM ones, in spite of the Left-Right symmetry being badly broken in nature. We exemplify our results on the production of the right-handed charged gauge boson and the computation of the neutral K meson mass difference.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    We calculate the emissivity due to neutrino-pair production in $e^+e^-$ annihilation in the context of a left-right symmetric model in a way that can be used in supernova calculations. We also present some simple estimates which show that such process can act as an efficient energy-loss mechanism in the shocked supernova core. We find that the emissivity is dependent of the mixing angle $\\phi$ of the model in the allowed range for this parameter.

    Water resource management requires collaborative solutions that cross institutional and political boundaries. This work describes the development and use of a computer-based tool for assessing the impact of additional water allocation from the Gila River and the San Francisco River prescribed in the 2004 Arizona Water Settlements Act. Between 2005 and 2010, Sandia National Laboratories engaged concerned citizens, local water stakeholders, and key federal and state agencies to collaboratively create the Gila-San Francisco Decision Support Tool. Based on principles of system dynamics, the tool is founded on a hydrologic balance of surface water, groundwater, and their associated coupling between water resources and demands. The tool is fitted with a user interface to facilitate sensitivity studies of various water supply and demand scenarios. The model also projects the consumptive use of water in the region as well as the potential CUFA (Consumptive Use and Forbearance Agreement which stipulates when and where Arizona Water Settlements Act diversions can be made) diversion over a 26-year horizon. Scenarios are selected to enhance our understanding of the potential human impacts on the rivers ecological health in New Mexico; in particular, different case studies thematic to water conservation, water rights, and minimum flow are tested using the model. The impact on potential CUFA diversions, agricultural consumptive use, and surface water availability are assessed relative to the changes imposed in the scenarios. While it has been difficult to gage the acceptance level from the stakeholders, the technical information that the model provides are valuable for facilitating dialogues in the context of the new settlement.

In left-right models (LRMs) the symmetry between left- and right-handed particles can be restored at high energy.     Left-Right Models (LRM) attempt at giving an understanding of the violation of parity (or charge-conjugation) by the weak interactions in the SM through a similar description of left- and right-handed currents at high energies. The spontaneous symmetry breaking of the LRM gauge group is triggered by an enlarged Higgs sector, usually consisting of two triplet fields (left-right symmetry breaking) and a bidoublet (electroweak symmetry breaking). I reconsider an alternative LRM with doublet instead of triplet fields. After explaining some features of this model, I discuss constraints on its parameters using electroweak precision observables (combined using the CKMfitter frequentist statistical framework) and neutral-meson mixing observables.

    The Genetic Privacy Act is a proposal for federal legislation. The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. Therefore, to effectively protect genetic privacy unauthorized collection and analysis of individually identifiable DNA must be prohibited. As a result, the premise of the Act is that no stranger should have or control identifiable DNA samples or genetic information about an individual unless that individual specifically authorizes the collection of DNA samples for the purpose of genetic analysis, authorized the creation of that private information, and has access to and control over the dissemination of that information.

    We investigate what would be the consequences for leptogenesis of the existence of a charged SU(2)_L singlet scalar delta^+. If such a scalar particle exists, it allows the right-handed neutrinos to couple not only to left-handed lepton and Higgs doublets as in ordinary leptogenesis, but also to a right-handed charged lepton and a delta^+. This provides a new source of leptogenesis which can be successful in a non-resonant way at scales as low as TeV. The incorporation of this scenario in left-right symmetric and unified models is discussed.

    After 9/11, the United States (U.S.) was suddenly pushed into challenging situations they could no longer ignore as simple spectators. The War on Terrorism (WoT) was suddenly ignited and no one knows when this war will end. While the government is exploring many existing and potential technologies, the area of wireless Sensor networks (WSN) has emerged as a foundation for establish future national security. Unlike other technologies, WSN could provide virtual presence capabilities needed for precision awareness and response in military, intelligence, and homeland security applications. The Advance Concept Group (ACG) vision of Sense/Decide/Act/Communicate (SDAC) sensor system is an instantiation of the WSN concept that takes a 'systems of systems' view. Each sensing nodes will exhibit the ability to: Sense the environment around them, Decide as a collective what the situation of their environment is, Act in an intelligent and coordinated manner in response to this situational determination, and Communicate their actions amongst each other and to a human command.     We discuss various experimental tests of the left-right symmetric model possible to perform in the next generation linear colliders. We consider processes which provide sensitive probes of the basic ingredients of the model: right-handed gauge bosons, right-handed Majorana neutrinos, lepton number violating interactions and triplet Higgs scalars. A supersymmetric version of the left-right model is also studied and some distinctive experimental tests for it is proposed. One of the main messages of this talk is to emphasize the usefulness of the collision modes $e^-e^-$, $e^-\\gamma$ and $\\gamma\\gamma$ for the tests of the left-right symmetric model.

    The Department of Energy's Hanford Site in southeastern Washington State was established in the 1940s as part of the Manhattan Project. Hanford's role was to produce weapons-grade nuclear material for defense, and by 1989, when the Site's mission changed from operations to cleanup, Hanford had produced more than 60 percent of the nation's plutonium. The legacy of Hanford's production years is enormous in terms of nuclear and hazardous waste, especially the 270 billion gallons of contaminated groundwater and the 5 million cubic yards of contaminated soil. Managing the contaminated soil and groundwater are particularly important because the Columbia River, the lifeblood of the northwest and the nation's eighth largest river, bounds the Site. Fluor Hanford's Soil & Groundwater Remediation Project (S&GRP) integrates all of the activities that deal with remediating and monitoring the groundwater across the Site. The S&GRP uses a detailed series of steps to record, track, and verify information. The Sample and Data Management (SDM) Process consists of 10 integrated steps that start with the data quality objectives process that establishes the mechanism for collecting the right information with the right people. The process ends with data quality assessment, which is used to ensure that all quantitative data (e.g., field screening, fixed laboratory) are the right type, and of adequate quality to support the decision-making process. Steps 3 through 10 of the process are production steps and are integrated electronically. The detailed plans, procedures, and systems used day-to-day by the SDM process require a high degree of accuracy and reliability. Tools must be incorporated into the processes that minimize errors. This paper discusses all of the elements of the SDM process in detail.

    The process of transferring real property from the U.S. Department of Energy (DOE) is always the same - except when it's not. The most frequently asked questions in the process are: how can this take so long and be so complex, and why is it different every time? The process of transferring real property from the Department of Energy is always the same - except when it's not. Repeat as needed. The authority for DOE to transfer property is found in the Atomic Energy Act of 1954 (AEA). Specifically, the transfer of real property for mission-related purposes is done pursuant to the AEA Section 161(g). Another rule that can provide certain unique benefits to the transferee is found in 10 Code of Federal Regulations (CFR) Part 770, Transfer of Real Property at Defense Nuclear Facilities for Economic Development; it can be followed for economic development purposes at defense nuclear facilities. All federal real property transfers include at minimum a National Environmental Policy Act (NEPA) review and a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) chap. 120(h) environmental due diligence evaluation. The end-point objective is to be able to demonstrate that a transfer is protective of human health and the environment - typically attained via a risk evaluation. That's it...mostly. None of these requirements are new; their processes are well-known. So, why is it different every time there is a transfer and what can be done to move things along? Time and the perception of open-ended schedules kill projects. Economic development projects that are proposed by Community Reuse Organizations (CROs) and others or by parties who need private capital are especially time-sensitive. It is not reasonable to expect business interests or investors to wait two years while the property transfer process is carried out. Lenders are also risk-sensitive and not solely business-risk sensitive. After all, these are federal properties where contamination is a factor. What are some of the things you can do to address those time and risk issues? Issues of time and complexity arise from several variables. Short-sighted vision and lack of project definition lead to wasted effort and lengthy delays. Some variability on the input side of the process can be controlled in a way that will save you time and actually work to your advantage. Steps can be taken to systematize the transfer process on the agency's part and on the requester/grantee's part. Having the right mix of dedicated people from the beginning, planning with flexibility, coordinating with the clean-up program at your site, knowing the interests and issues of your stakeholders, and working with the CRO/economic development authorities - all of these measures and others can and will help you. The key is not simply knowing the steps and making a punch-list, but understanding the steps and how to work with and use them. These concepts can be applied to create a vision of success for those engaged in real property transfer. (authors)

    We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

    A very fast acting valve capable of producing a very well-defined plug of gas suitable for filling a theta pinch vacuum vessel is given. The valve requires no springs, instead being stopped mainly by a nonlinear force. Thus, the valve is not subject to bouncing; and the ratio of the size of the valve housing to the size of the valve stem is smaller than it would be if springs were needed to stop the valve stem. Furthermore, the valve can be used for thousands of valve firings with no apparent valve damage.

The phase can change beyond .psi.=90.degree. at which regenerative braking and then reversal of engine rotation occurs.

    This report is a compilation of submitted abstracts of papers presented at the DOE-supported workshop on medical information and the right to privacy held at the National Academy of Sciences in Washington, DC, on June 9 and 10, 1994. The aim of this meeting is to provide a forum to discuss the legal, ethical and practical issues related to the computerization and use of medical data, as well as the potential impact the use of these data may have on an individual`s privacy. Topical areas include an overview of the Federal and legal requirements to collect medical data, historical experiences with worker screening programs, currently available medical surveillance technologies (both biomedical and computer technologies) and their limitations. In addition, an-depth assessment of the needs and interests of a wide spectrum of parties as they relate to the use of medical data from both a legal and privacy perspective is provided. The needs of the individual, the public (e.g., blood and tissue banks), private enterprises (e.g., industry and insurance carriers), and the government (e.g., FBI) are discussed. However, because of the general lack of measured equipment load data for laboratories, designers often use estimates based on 'nameplate' rated data, or design assumptions from prior projects. Consequently, peak equipment loads are frequently overestimated. This results in oversized HVAC systems, increased initial construction costs, and increased energy use due to inefficiencies at low part-load operation. This best-practice guide first presents the problem of over-sizing in typical practice, and then describes how best-practice strategies obtain better estimates of equipment loads and right-size HVAC systems, saving initial construction costs as well as life-cycle energy costs. This guide is one in a series created by the Laboratories for the 21st Century ('Labs21') program, a joint program of the U.S. Environmental Protection Agency and U.S. Department of Energy. Geared towards architects, engineers, and facilities managers, these guides provide information about technologies and practices to use in designing, constructing, and operating safe, sustainable, high-performance laboratories.

    The remediation and deactivation and decommissioning (D&D) of nuclear waste storage tanks using telerobotics is one of the most challenging tasks faced in environmental cleanup. Since a number of tanks have reached the end of their design life and some of them have leaks, the unstructured, uncertain and radioactive environment makes the work inefficient and expensive. However, the execution time of teleoperation consumes ten to hundred times that of direct contact with an associated loss in quality. Thus, a considerable effort has been expended to improve the quality and efficiency of telerobotics by incorporating into teleoperation and robotic control functions such as planning, trajectory generation, vision, and 3-D modeling. One example is the Robot Task Space Analyzer (RTSA), which has been developed at the Robotics and Electromechanical Systems Laboratory (REMSL) at the University of Tennessee in support of the D&D robotic work at the Oak Ridge National Laboratory and the National Energy Technology Laboratory. This system builds 3-D models of the area of interest in task space through automatic image processing and/or human interactive manual modeling. The RTSA generates a task plan file, which describes the execution of a task including manipulator and tooling motions. The high level controller of the manipulator interprets the task plan file and executes the task automatically. Thus, if the environment is not highly unstructured, a tooling task, which interacts with environment, will be executed in the autonomous mode. Therefore, the RTSA not only increases the system efficiency, but also improves the system reliability because the operator will act as backstop for safe operation after the 3-D models and task plan files are generated. However, unstructured conditions of environment and tasks necessitate that the telerobot operates in the teleoperation mode for successful execution of task. The inefficiency in the teleoperation mode led to the research described as Human Machine Cooperative Telerobotics (HMCTR). The HMCTR combines the telerobot with robotic control techniques to improve the system efficiency and reliability in teleoperation mode. In this topical report, the control strategy, configuration and experimental results of Human Machines Cooperative Telerobotics (HMCTR), which modifies and limits the commands of human operator to follow the predefined constraints in the teleoperation mode, is described. The current implementation is a laboratory-scale system that will be incorporated into an engineering-scale system at the Oak Ridge National Laboratory in the future.

    This report characterizes the U.S. Department of Energy s Weatherization Assistance Program (WAP) during the American Recovery and Reinvestment Act of 2009 (Recovery Act) period. This research was one component of the Recovery Act evaluation of WAP. The report presents the results of surveys administered to Grantees (i.e., state weatherization offices) and Subgrantees (i.e., local weatherization agencies). The report also documents the ramp up and ramp down of weatherization production and direct employment during the Recovery Act period and other challenges faced by the Grantees and Subgrantees during this period. Program operations during the Recovery Act (Program Year 2010) are compared to operations during the year previous to the Recovery Act (Program Year 2008).

    Recent announcements of additional sources of oxygenates have generated considerable interest. Increasing demand for methyl tert-butyl ether (MTBE) worldwide, especially in the United States for oxygenated fuel and reformulated gasoline (RFG), provides the primary incentive for technologies that produce additional raw material (namely isobutene) and/or alternative oxygenate compounds. Normal butene isomerization and diisopropyl ether (DIPE) are two new processes introduced in 1992 to meet the oxygenate demand. The U.S. Clean Air Act Amendments of 1990 (CAAA) have created a huge demand for capital. Between 1991 and 2000, the U.S. refining industry will need to make capital expenditures of about $37 billion (1990 dollars) to meet refinery regulatory requirements, and to manufacture reformulated gasoline and ultra-low sulfur diesel fuel. To obtain financing, whether internally or from external sources, projects must provide sound economics and pose minimal technological risks. These concerns have prevented several large MTBE projects, involving both established and new technologies, from going forward. The introduction of normal butene isomerization and DIPE processes has generated a great deal of enthusiasm, but neither process had been licensed by the third quarter of 1993. Technology risk is a major barrier to obtaining financing inasmuch as lenders arc unlikely to finance the first commercial application of any technology. Currently, Texas Olefins/Phillips Petroleum and Lyondell have demonstrated normal butene isomerization on a commercial scale in their plants. However, Mobil has not demonstrated the DIPE process beyond the pilot plant stage. In this paper, we assess the technological aspects of normal butene isomerization and DIPE processes, and compare their economics with existing etherification processes.

  12. Three QSOs acting as strong gravitational lenses

    We report the discovery of three new cases of QSOs acting as strong gravitational lenses on background emission line galaxies: SDSS J0827+5224 (zQSO = 0.293, zs = 0.412), SDSS J0919+2720 (zQSO = 0.209, zs = 0.558), SDSS J1005+4016 (zQSO = 0.230, zs = 0.441). The selection was carried out using a sample of 22,298 SDSS spectra displaying at least four emission lines at a redshift beyond that of the foreground QSO. The lensing nature is confirmed from Keck imaging and spectroscopy, as well as from HST/WFC3 imaging in the F475W and F814W filters. Two of the QSOs have face-on spiral host galaxies and the third is a QSO+galaxy pair. The velocity dispersion of the host galaxies, inferred from simple lens modeling, is between \\sigma_v = 210 and 285 km/s, making these host galaxies comparable in mass with the SLACS sample of early-type strong lenses.
