As required by Right-to-Know Laws and Pollution Prevention Requirements, the Y-12 Plant staff is submitting an unclassified version of the Tier-Two Forms. This report contains data for CY 1997 for all hazardous chemicals stored at the Y-12 Plant in quantities equal to or greater than 10,000 pounds and all extremely hazardous substances stored in quantities equal to or greater than 500 pounds or the threshold planning quantity, whichever is lower. Also included with this submittal is a key to the inventory, temperature, pressure, and container codes used on the report forms. This information is included to aid in the interpretation of the data presented. It is not necessary that the code information be forwarded to the referenced state and local agencies. Classified information supporting this document will be maintained on file for review by Q-cleared personnel.

The human heart is composed of a helical network of musclefibers. Anisotropic least squares filtering followed by fiber trackingtechniques were applied to Diffusion Tensor Magnetic Resonance Imaging(DTMRI) data of the excised human heart. The fiber configuration wasvisualized by using thin tubes to increase 3-dimensional visualperception of the complex structure. All visualizations were performedusing the high-quality ray-tracing software POV-Ray. The fibers are shownwithin the left and right ventricles. Both ventricles exhibit similarfiber architecture and some bundles of fibers are shown linking right andleft ventricles on the posterior region of the heart.

The Emergency Planning and Community Right-to-Know Act of 1986 (EPCIL4), Title III, Section 313 [also known as the Superfund Amendment and Reauthorization Act (SARA)], as modified by Executive Order 12856, requires all federal facilities to submit an annual Toxic Chemical Release Inventory report every July for the preceding calendar year. Owners and operators of manufacturing, processing, or production facilities are required to report their toxic chemical releases to all environmental mediums (air, water, soil, etc.). At Los Alamos National Laboratory (LANL), nitric acid was the only toxic chemical used in 1997 that met the reportable threshold limit of 10,000 lb. Form R is the only documentation required by the Environmental Protection Agency, and it is included in the appendix of this report. This report, as requested by DOE, is provided for documentation purposes. In addition, a detailed description of the evaluation and reporting process for chemicals and processes at LANL has been included.

The Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 [also known as the Superfund Amendment and Reauthorization Act (SARA), Title III], as modified by Executive Order 12856, requires that all federal facilities evaluate the need to submit an annual Toxic Chemical Release Inventory report as prescribed in Title III, Section 313 of this Act. This annual report is due every July for the preceding calendar year. Owners and operators who manufacture, process, or otherwise use certain toxic chemicals above listed threshold quantities are required to report their toxic chemical releases to all environmental mediums (air, water, soil, etc.). At Los Alamos National Laboratory (LANL), no EPCRA Section 313 chemicals were used in 1998 above the reportable threshold limits of 10,000 lb or 25,000 lb. Therefore LANL was not required to submit any Toxic Chemical Release Inventory reports (Form Rs) for 1998. The Acid Rain Provisions (Title IV) of the Clean Air Act Amendments of 1990 call for about a 10 million ton reduction in annual SO{sub 2} emissions in the United States by the year 2010. Although the provisions apply nationwide, most of the reduction will take place in the eastern half of the United States, where use of high sulfur coal for electricity generation is most common. One potentially large benefit of Title IV is the expected reduction in adverse human health effects associated with exposure to ambient sulfate aerosols, a secondary pollutant formed in the atmosphere when SO{sub 2} is present. Sulfate aerosols are a significant constituent of fine particulate (PM{sub 2.5}). This paper combines available epidemiologic evidence of health effects associated with sulfate aerosols and economic estimates of willingness to pay for reductions in risks or incidence of health effects with available estimates of the difference between expected ambient sulfate concentrations in the eastern United States and southeastern Canada with and without Title IV to estimate the expected health benefits of Title IV. The results suggest a mean annual benefit in the eastern United States of $10.6 billion (in 1994 dollars) in 1997 and $40.0 billion in 2010, with an additional $1 billion benefit each year in Ontario and Quebec provinces.

A compliant seal is secured to the inner annular floating seal assembly. The outer annular floating seal assembly encapsulates the inner annular floating seal assembly which is made from a very low alpha material in order to reduce thermal stress.

A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

Given a right triangle ABC, with the ninety degree angle at A; consider the triangle O1OO2.Where the point O is the midpoint of the hypotenuseBC(and so the center of the triangle ABC's circumcircle), the point O1 being the triangle AOB's circumcenter, and the point O2 being the triangle AOC circumcenter. The triangle O1OO2 is actually a right triangle similar to ABC. In the early part of this work, some geometrical formulas are derived, including some lengths of segments from a nearby trapezoid. After that, the focus changes. We examine the case when ABC is a Pythagorean triangle, and find the precise conditions under which the triangle O1OO2 is also Pythagorean. A numerical table of values is also offered at the end of the paper.

Black-Right-Pointing-Pointer hPrx1 enhances the viability of cells exposed to cold stress. -- Abstract: Human peroxiredoxin 1 (hPrx1), a member of the peroxiredoxin family, detoxifies peroxide substrates and has been implicated in numerous biological processes, including cell growth, proliferation, differentiation, apoptosis, and redox signaling. To date, Prx1 has not been implicated in RNA metabolism. Here, we investigated the ability of hPrx1 to bind RNA and act as an RNA chaperone. In vitro, hPrx1 bound to RNA and DNA, and unwound nucleic acid duplexes. hPrx1 also acted as a transcription anti-terminator in an assay using an Escherichia coli strain containing a stem-loop structure upstream of the chloramphenicol resistance gene. The overall cellular level of hPrx1 expression was not increased at low temperatures, but the nuclear level of hPrx1 was increased. In addition, hPrx1 overexpression enhanced the survival of cells exposed to cold stress, whereas hPrx1 knockdown significantly reduced cell survival under the same conditions. These findings suggest that hPrx1 may perform biological functions as a RNA-binding protein, which are distinctive from known functions of hPrx1 as a reactive oxygen species scavenger.

A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

This chapter is a tribute to the thousands of workers and representatives of regulatory agencies, neighboring states, Tribes, stakeholders, and surrounding communities who came together to put stimulus funding to work at Hanford. The video describes how the Department of Energy and its contractors turned a nearly $2 billion investment of American Recovery and Reinvestment Act funding in 2009 into nearly $4 billion worth of environmental cleanup work over the past two years. At the same time, Hanford workers have reduced the cleanup footprint of the Hanford Site by more than half (586 square miles to 241 sq. mi. through August -- 59 percent).

Water resource management requires collaborative solutions that cross institutional and political boundaries. This work describes the development and use of a computer-based tool for assessing the impact of additional water allocation from the Gila River and the San Francisco River prescribed in the 2004 Arizona Water Settlements Act. Between 2005 and 2010, Sandia National Laboratories engaged concerned citizens, local water stakeholders, and key federal and state agencies to collaboratively create the Gila-San Francisco Decision Support Tool. Based on principles of system dynamics, the tool is founded on a hydrologic balance of surface water, groundwater, and their associated coupling between water resources and demands. The tool is fitted with a user interface to facilitate sensitivity studies of various water supply and demand scenarios. The model also projects the consumptive use of water in the region as well as the potential CUFA (Consumptive Use and Forbearance Agreement which stipulates when and where Arizona Water Settlements Act diversions can be made) diversion over a 26-year horizon. Scenarios are selected to enhance our understanding of the potential human impacts on the rivers ecological health in New Mexico; in particular, different case studies thematic to water conservation, water rights, and minimum flow are tested using the model. The impact on potential CUFA diversions, agricultural consumptive use, and surface water availability are assessed relative to the changes imposed in the scenarios. While it has been difficult to gage the acceptance level from the stakeholders, the technical information that the model provides are valuable for facilitating dialogues in the context of the new settlement.

Black-Right-Pointing-Pointer Dysferlin mediates trafficking of vesicles carrying protein cargos in EC. -- Abstract: Dysferlin is a membrane-anchored protein known to facilitate membrane repair in skeletal muscles following mechanical injury. Mutations of dysferlin gene impair sarcolemma integrity, a hallmark of certain forms of muscular dystrophy in patients. Dysferlin contains seven calcium-dependent C2 binding domains, which are required to promote fusion of intracellular membrane vesicles. Emerging evidence reveal the unexpected expression of dysferlin in non-muscle, non-mechanically active tissues, such as endothelial cells, which cast doubts over the belief that ferlin proteins act exclusively as membrane repair proteins. We and others have shown that deficient trafficking of membrane bound proteins in dysferlin-deficient cells, suggesting that dysferlin might mediate trafficking of client proteins. Herein, we describe the intracellular trafficking and movement of GFP-dysferlin positive vesicles in unfixed reconstituted cells using live microscopy. By performing GST pull-down assays followed by mass spectrometry, we identified dysferlin binding protein complexes in human vascular endothelial cells. Together, our data further support the claims that dysferlin not only mediates membrane repair but also trafficking of client proteins, ultimately, help bridging dysferlinopathies to aberrant membrane signaling.

Electromagnetic design considerations for fast acting controllers in a power system is introduced and defined. A distinction is made in relation to the more commonly understood system control design necessary for damping electromechanical oscillations using stability programs and eigenanalysis. Electromagnetic eigenanalysis tools have limited availability and are consequently rarely used. Electromagnetic transients programs (emtp) on the other hand are widely used and a procedure for undertaking electromagnetic control design of fast acting controllers in a power system using emtp is presented.

Constraining the Doublet Left-Right Model

Left-Right Models (LRM) attempt at giving an understanding of the violation of parity (or charge-conjugation) by the weak interactions in the SM through a similar description of left- and right-handed currents at high energies. The spontaneous symmetry breaking of the LRM gauge group is triggered by an enlarged Higgs sector, usually consisting of two triplet fields (left-right symmetry breaking) and a bidoublet (electroweak symmetry breaking). I reconsider an alternative LRM with doublet instead of triplet fields. After explaining some features of this model, I discuss constraints on its parameters using electroweak precision observables (combined using the CKMfitter frequentist statistical framework) and neutral-meson mixing observables.

After 9/11, the United States (U.S.) was suddenly pushed into challenging situations they could no longer ignore as simple spectators. The War on Terrorism (WoT) was suddenly ignited and no one knows when this war will end. While the government is exploring many existing and potential technologies, the area of wireless Sensor networks (WSN) has emerged as a foundation for establish future national security. Unlike other technologies, WSN could provide virtual presence capabilities needed for precision awareness and response in military, intelligence, and homeland security applications. The Advance Concept Group (ACG) vision of Sense/Decide/Act/Communicate (SDAC) sensor system is an instantiation of the WSN concept that takes a 'systems of systems' view. Each sensing nodes will exhibit the ability to: Sense the environment around them, Decide as a collective what the situation of their environment is, Act in an intelligent and coordinated manner in response to this situational determination, and Communicate their actions amongst each other and to a human command. This LDRD report provides a review of the research and development done to bring the SDAC vision closer to reality.

We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

The US Department of Energy (DOE) has guided the Uranium Mill Tailings Remedial Action (UMTRA) Project through its first 10 years of successful remediation. The Uranium Mill Tailings Radiation Control Act (UMTRCA), passed in 1978, identified 24 uranium mill tailings sites in need of remediation to protect human health and the environment from the residual contamination resulting from the processing of uranium ore. The UMTRCA was promulgated in two titles: Title 1 and Title 2. This paper describes the regulatory structure, required documentation, and some of the technical approaches used to meet the Act`s requirements for managing and executing the $1.4 billion project under Title 1. Remedial actions undertaken by private industry under Title 2 of the Act are not addressed in this paper. Some of the lessons learned over the course of the project`s history are presented so that other countries conducting similar remedial action activities may benefit.

A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

New anticancer antibiotic acts through diradical rearrangement

This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

ENVIRONMENTAL SAMPLING AND ANALYSIS - GETTING IT RIGHT

The Department of Energy's Hanford Site in southeastern Washington State was established in the 1940s as part of the Manhattan Project. Hanford's role was to produce weapons-grade nuclear material for defense, and by 1989, when the Site's mission changed from operations to cleanup, Hanford had produced more than 60 percent of the nation's plutonium. The legacy of Hanford's production years is enormous in terms of nuclear and hazardous waste, especially the 270 billion gallons of contaminated groundwater and the 5 million cubic yards of contaminated soil. Managing the contaminated soil and groundwater are particularly important because the Columbia River, the lifeblood of the northwest and the nation's eighth largest river, bounds the Site. Fluor Hanford's Soil & Groundwater Remediation Project (S&GRP) integrates all of the activities that deal with remediating and monitoring the groundwater across the Site. The S&GRP uses a detailed series of steps to record, track, and verify information. The Sample and Data Management (SDM) Process consists of 10 integrated steps that start with the data quality objectives process that establishes the mechanism for collecting the right information with the right people. The process ends with data quality assessment, which is used to ensure that all quantitative data (e.g., field screening, fixed laboratory) are the right type, and of adequate quality to support the decision-making process. Steps 3 through 10 of the process are production steps and are integrated electronically. The detailed plans, procedures, and systems used day-to-day by the SDM process require a high degree of accuracy and reliability. Tools must be incorporated into the processes that minimize errors. This paper discusses all of the elements of the SDM process in detail.

Seesaw at LHC through Left - Right Symmetry

I argue that LHC may shed light on the nature of neutrino mass through the probe of the seesaw mechanism. The smoking gun signature is lepton number violation through the production of same sign lepton pairs, a collider analogy of the neutrinoless double beta decay. I discuss this in the context of L-R symmetric theories, which led originally to neutrino mass and the seesaw mechanism. A W_R gauge boson with a mass in a few TeV region could easily dominate neutrinoless double beta decay, and its discovery at LHC would have spectacular signatures of parity restoration and lepton number violation. Moreover, LHC can measure the masses of the right-handed neutrinos and the right-handed leptonic mixing matrix, which could in turn be used to predict the rates for neutrinoless double decay and lepton flavor violating violating processes. The LR scale at the LHC energies offers great hope of observing these low energy processes in the present and upcoming experiments.

The process of transferring real property from the U.S. Department of Energy (DOE) is always the same - except when it's not. The most frequently asked questions in the process are: how can this take so long and be so complex, and why is it different every time? The process of transferring real property from the Department of Energy is always the same - except when it's not. Repeat as needed. The authority for DOE to transfer property is found in the Atomic Energy Act of 1954 (AEA). Specifically, the transfer of real property for mission-related purposes is done pursuant to the AEA Section 161(g). Another rule that can provide certain unique benefits to the transferee is found in 10 Code of Federal Regulations (CFR) Part 770, Transfer of Real Property at Defense Nuclear Facilities for Economic Development; it can be followed for economic development purposes at defense nuclear facilities. All federal real property transfers include at minimum a National Environmental Policy Act (NEPA) review and a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) chap. 120(h) environmental due diligence evaluation. The end-point objective is to be able to demonstrate that a transfer is protective of human health and the environment - typically attained via a risk evaluation. That's it...mostly. None of these requirements are new; their processes are well-known. So, why is it different every time there is a transfer and what can be done to move things along? Time and the perception of open-ended schedules kill projects. Economic development projects that are proposed by Community Reuse Organizations (CROs) and others or by parties who need private capital are especially time-sensitive. It is not reasonable to expect business interests or investors to wait two years while the property transfer process is carried out. Lenders are also risk-sensitive and not solely business-risk sensitive. After all, these are federal properties where contamination is a factor. What are some of the things you can do to address those time and risk issues? Issues of time and complexity arise from several variables. Short-sighted vision and lack of project definition lead to wasted effort and lengthy delays. Some variability on the input side of the process can be controlled in a way that will save you time and actually work to your advantage. Steps can be taken to systematize the transfer process on the agency's part and on the requester/grantee's part. Having the right mix of dedicated people from the beginning, planning with flexibility, coordinating with the clean-up program at your site, knowing the interests and issues of your stakeholders, and working with the CRO/economic development authorities - all of these measures and others can and will help you. The key is not simply knowing the steps and making a punch-list, but understanding the steps and how to work with and use them. These concepts can be applied to create a vision of success for those engaged in real property transfer. (authors)

This invention consists of a fast-acting nuclear reactor control device for moving and positioning a safety control rod to desired elevations within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump motor, an electric gear motor, and a solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch, allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

The purpose of this Overview is to demonstrate how the basic RFI Program Plan elements (technical, management, and approach) are interwoven to provide a practical and workable plan. The goal of the RFI Program Plan is to provide a systematic, uniform approach for performance and reporting. In addition, the RFI Program Plan has been developed to be specific to the SRS facility and to adhere to the Environmental Protection Agency (EPA) RFI guidance received as part of the SRS. The US EPA publication Characterization of Hazardous Waste Sites'' has been liberally adapted for use in this RFI Program Plan.
