    This paper provides an overview of the current human and intellectual capital at Los Alamos National Laboratory, through specific research into the statistics and demographics as well as numerous personal interviews at all levels of personnel. Based on this information, a series of recommendations are provided to assist Los Alamos National Laboratory in ensuring the future of the human and intellectual capital for the nuclear deterrence mission. While the current human and intellectual capital is strong it stands on the precipice and action must be taken to ensure Los Alamos National Laboratory maintains leadership in developing and sustaining national nuclear capabilities. These recommendations may be applicable to other areas of the nuclear enterprise, including the Air Force, after further research and study.

    Since its establishment in 2008, the Next Generation Safeguards Initiative (NGSI) has achieved a number of objectives under its five pillars: concepts and approaches, policy development and outreach, international nuclear safeguards engagement, technology development, and human capital development (HCD). As a result of these efforts, safeguards has become much more visible as a critical U.S. national security interest across the U.S. Department of Energy (DOE) complex. However, limited budgets have since created challenges in a number of areas. Arguably, one of the more serious challenges involves NGSIs ability to integrate entry-level staff into safeguards projects. Laissez fair management of this issue across the complex can lead to wasteful project implementation and endanger NGSIs long-term sustainability. The authors provide a quantitative analysis of this problem, focusing on the demographics of the current safeguards workforce and compounding pressures to operate cost-effectively, transfer knowledge to the next generation of safeguards professionals, and sustain NGSI safeguards investments.

This report outlines LLNL's efforts to support Human Capital Development (HCD), one of five key components of NGSI managed by Dunbar Lockwood in the Office of International Regimes and Agreements (NA-243). There were five main LLNL summer safeguards HCD efforts sponsored by NGSI: (1) A joint Monterey Institute of International Studies/Center for Nonproliferation Studies-LLNL International Safeguards Policy and Information Analysis Course; (2) A Summer Safeguards Policy Internship Program at LLNL; (3) A Training in Environmental Sample Analysis for IAEA Safeguards Internship; (4) Safeguards Technology Internships; and (5) A joint LLNL-INL Summer Safeguards Lecture Series. In this report, we provide an overview of these five initiatives, an analysis of lessons learned, an update on the NGSI FY09 post-doc, and an update on students who participated in previous NGSI-sponsored LLNL safeguards HCD efforts.

    In his lecture, Shiller will discuss the premise of his 2009 book, coauthored with the Nobel Prize-winning economist George A. Akerlof. Winner of the getAbstract International Book Award and the 2009 TIAA-CREF Paul A. Samuelson Award for Outstanding Scholarly Writing on Lifelong Financial Security, the book, which has the same title as Shiller's lecture, discusses how "animal spirits," or human emotions such as confidence, fear, and a concern for fairness, drive financial events, including today's global financial crisis. John Maynard Keynes coined the phrase "animal spirits" to describe the changing psychology that led to the Great Depression and the recovery from it. Like Keynes, Shiller and Akerlof believe that government intervention is necessary to overcome the adverse effects on the economy brought about by unruly and irrational human emotions. In his talk, Shiller will explain how "animal spirits" lead to adverse economic effects, and he will outline his insights on how the global economy can recover from its recent setbacks.

    In 2007, the US Department of Energy National Nuclear Security Administration (DOE/NNSA) Office of Nonproliferation and International Security (NA-24) completed a comprehensive review of the current and potential future challenges facing the international safeguards system. The review examined: trends and events that have an effect on the mission of international safeguards; the implications of expanding and evolving mission requirements of the legal authorities and institutions that serve as the foundation of the international safeguards system; and, the technological, financial, and human resources required for effective safeguards implementation. The review’s findings and recommendations were summarized in the report International Safeguards: Challenges and Opportunities for the 21st Century (October 2007).     The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    Strategic planning needs to be done as one of the integral steps in fulfilling our overall Departmental mission. The role of strategic planning is to assure that the longer term destinations, goals, and objectives which the programs and activities of the Department are striving towards are the best we can envision today so that our courses can then be set to move in those directions. Strategic planning will assist the Secretary, Deputy Secretary, and Under Secretary in setting the long-term directions and policies for the Department and in making final decisions on near-term priorities and resource allocations. It will assist program developers and implementors by providing the necessary guidance for multi-year program plans and budgets. It is one of the essential steps in the secretary's Strategic Planning Initiative. The operational planning most of us are so familiar with deals with how to get things done and with the resources needed (people, money, facilities, time) to carry out tasks. Operating plans like budgets, capital line item projects, R D budgets, project proposals, etc., are vital to the mission of the Department. They deal, however, with how to carry out programs to achieve some objective or budget assumption. Strategic planning deals with the prior question of what it is that should be attempted. It deals with what objectives the many programs and activities of the Department of Department should be striving toward. The purpose of this document is to provide guidance to those organizations and personnel starting the process for the first time as well as those who have prepared strategic plans in the past and now wish to review and update them. This guideline should not be constructed as a rigid, restrictive or confining rulebook. Each organization is encouraged to develop such enhancements as they think may be useful in their planning. The steps outlined in this document represent a very simplified approach to strategic planning. 9 refs.

    The Ernest Orlando Lawrence Berkeley National Laboratory`s Comprehensive Facilities Plan (CFP) document provides analysis and policy guidance for the effective use and orderly future development of land and capital assets at the Berkeley Lab site. The CFP directly supports Berkeley Lab`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). The CFP is revised annually on Berkeley Lab`s Facilities Planning Website. Major revisions are consistent with DOE policy and review guidance. Facilities planing is motivated by the need to develop facilities for DOE programmatic needs; to maintain, replace and rehabilitate existing obsolete facilities; to identify sites for anticipated programmatic growth; and to establish a planning framework in recognition of site amenities and the surrounding community. The CFP presents a concise expression of the policy for the future physical development of the Laboratory, based upon anticipated operational needs of research programs and the environmental setting. It is a product of the ongoing planning processes and is a dynamic information source.

    This Deliverable No. 18b - Capital and Operating Cost Estimates includes a detailed presentation of the 12,500 BPD coal-to-methanol-to-gasoline plant from the standpoint of capital, preoperations, start-up and operations cost estimation. The base capital cost estimate in June 1982 dollars was prepared by the Ralph M. Parsons Company under the direction of Grace. The escalated capital cost estimate as well as separate estimates for preoperations, startup and operations activities were developed by Grace. The deliverable consists of four volumes. Volume I contains details of methodology used in developing the capital cost estimate, summary information on a base June 1982 capital cost, details of the escalated capital cost estimate and separate sections devoted to preoperations, start-up, and operations cost. The base estimate is supported by detailed information in Volumes II, III and IV. The degree of detail for some units was constrained due to proprietary data. Attempts have been made to exhibit the estimating methodology by including data on individual equipment pricing. Proprietary details are available for inspection upon execution of nondisclosure and/or secrecy agreements with the licensors to whom the data is proprietary. Details of factoring certain pieces of equipment and/or entire modules or units from the 50,000 BPD capital estimate are also included. In the case of the escalated capital estimate, Grace has chosen to include a sensitivity analysis which allows for ready assessment of impacts of escalation rates (inflation), contingency allowances and the construction interest financing rates on the escalated capital cost. Each of the estimates associated with bringing the plant to commercial production rates has as a basis the schedule and engineering documentation found in Deliverable No. 14b - Process Engineering and Mechanical Design Report, No. 28b - Staffing Plans, No. 31b - Construction Plan, and No. 33b - Startup and Operation Plan.

    Development of an effective strategy for shelter and evacuation is among the most important planning tasks in preparation for response to a low yield, nuclear detonation in an urban area. Extensive studies have been performed and guidance published that highlight the key principles for saving lives following such an event. However, region-specific data are important in the planning process as well. This study examines some of the unique regional factors that impact planning for a 10 kT detonation in the National Capital Region. The work utilizes a single scenario to examine regional impacts as well as the shelter-evacuate decision alternatives at one exemplary point. For most Washington, DC neighborhoods, the excellent assessed shelter quality available make shelter-in-place or selective transit to a nearby shelter a compelling post-detonation strategy.

    The Defense TRU Waste Program (DTWP) is the focal point for the Department of Energy in national planning, integration, operation, and technical development for TRU waste management. The scope of this program extends from the point of TRU waste generation through delivery to a permanent repository. The TRU program maintains a close interface with repository development to ensure program compatibility and coordination. The defense TRU program does not directly address commercial activities that generate TRU waste. Instead, it is concerned with providing alternatives to manage existing and future defense TRU wastes. The FY 87 Program Plan is consistent with the Defense TRU Waste Program goals and objectives stated in the Defense Transuranic Waste Program Strategy Document, January 1984.     This volume of the final report is a compilation of the estimated capital and operating costs for the project. Using the definitive design as a basis, capital and operating costs were developed by obtaining quotations for equipment delivered to the site. Tables 1.1 and 1.2 provide a summary of the capital and operating costs estimated for the PGW Coal Gasification Project. In the course of its Phase I Feasibility Study of a medium-Btu coal-gas facility, Philadelphia Gas Works (PGW) identified the financing mechanism as having great impact on gas cost. Consequently, PGW formed a Financial/Legal Task Force composed of legal, financial, and project analysis specialists to study various ownership/management options. In seeking an acceptable ownership, management, and financing arrangement, certain ownership forms were initially identified and classified. Several public ownership, private ownership, and third party ownership options for the coal-gas plant are presented. The ownership and financing forms classified as base alternatives involved tax-exempt and taxable financing arrangements and are discussed in Section 3. Project implementation would be initiated by effectively planning the methodology by which commercial operation will be realized. Areas covered in this report are sale of gas to customers, arrangements for feedstock supply and by-product disposal, a schedule of major events leading to commercialization, and a plan for managing the implementation.

    The Project Rulison Monitoring Plan has been developed as part of the U.S. Department of Energy (DOE) Office of Legacy Management's mission to protect human health and the environment. The purpose of the plan is to monitor fluids from gas wells for radionuclides that would indicate contamination is migrating from the Rulison detonation zone to producing gas wells, allowing action to be taken before the contamination could pose a risk. The Monitoring Plan (1) lists the contaminants present and identifies those that have the greatest potential to migrate from the detonation zone (radionuclide source term), (2) identifies locations that monitor the most likely transport pathways, (3) identifies which fluids will be sampled (gas and liquid) and why, (4) establishes the frequency of sampling, and (5) specifies the most practical analyses and where the analysis results will be reported. The plan does not affect the long-term hydrologic sampling conducted by DOE since 1972, which will continue for the purpose of sampling shallow groundwater and surface water near the site. The Monitoring Plan was developed in anticipation of gas wells being drilled progressively nearer the Rulison site. DOE sampled 10 gas wells in 1997 and 2005 at distances ranging from 2.7 to 7.6 miles from the site to establish background concentrations for radionuclides. In a separate effort, gas industry operators and the Colorado Oil and Gas Conservation Commission (COGCC) developed an industry sampling and analysis plan that was implemented in 2007. The industry plan requires the sampling of gas wells within 3 miles of the site, with increased requirements for wells within 1 mile of the site. The DOE plan emphasizes the sampling of wells near the site (Figure 1), specifically those with a bottom-hole location of 1 mile or less from the detonation, depending on the direction relative to the natural fracture trend of the producing formation. Studies indicate that even the most mobile radionuclides created by the test are unlikely to migrate appreciable distances (hundreds of feet) from the detonation zone (Cooper et al. 2007, 2009). The Monitoring Plan was developed to provide a cautious and comprehensive approach for detecting any potential contaminant migration from the Rulison test site. It also provides an independent confirmation of results from the industry sampling and analysis plan while effectively increasing the sampling frequency of wells near the site.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs.   17. Climate adaptation planning in practice: an evaluation of adaptation plans from three developed nations

    Formal planning for climate change adaptation is emerging rapidly at a range of geo-political scales. This first generation of adaptation plans provides useful information regarding how institutions are framing the issue of adaptation and the range of processes that are recognized as being part of an adaptation response. To better understand adaptation planning among developed nations, a set of 57 adaptation plans from Australia, the United Kingdom and the United States was evaluated against a suite of 19 planning processes identified from existing guidance instruments for adaptation planning. Total scores among evaluated plans ranged from 16% of the maximum possible score to 61%, with an average of 37%. These results suggest adaptation plans are largely under-developed. Critical weaknesses in adaptation planning are related to limited consideration for non-climatic factors as well as neglect for issues of adaptive capacity including entitlements to various forms of capital needed for effective adaptation. Such gaps in planning suggest there are opportunities for institutions to make better use of existing guidance for adaptation planning and the need to consider the broader governance context in which adaptation will occur. In addition, the adaptation options prescribed by adaptation plans reflect a preferential bias toward low-risk capacity-building (72% of identified options) over the delivery of specific actions to reduce vulnerability. To the extent these findings are representative of the state of developed nation adaptation planning, there appear to be significant deficiencies in climate change preparedness, even among those nations often assumed to have the greatest adaptive capacity.

    Successful commercialization of fusion energy requires economic viability as well as technical and scientific feasibility. To assess economic viability, we have conducted a pre-conceptual level evaluation of LIFE economics. Unit costs are estimated from a combination of bottom-up costs estimates, working with representative vendors, and scaled results from previous studies of fission and fusion plants. An integrated process model of a LIFE power plant was developed to integrate and optimize unit costs and calculate top level metrics such as cost of electricity and power plant capital cost. The scope of this activity was the entire power plant site. Separately, a development program to deliver the required specialized equipment has been assembled. Results show that LIFE power plant cost of electricity and plant capital cost compare favorably to estimates for new-build LWR's, coal and gas - particularly if indicative costs of carbon capture and sequestration are accounted for.

    In late 2012, the National Renewable Energy Laboratory (NREL) initiated the Solar Access to Public Capital (SAPC) working group. Backed by a three-year funding facility from the U.S. Department of Energy (DOE), NREL set out to organize the solar, legal, banking, capital markets, engineering, and other relevant stakeholder communities in order to open lower-cost debt investment for solar asset deployment. SAPC engaged its members to standardize contracts, develop best practices, and comprehend how the rating agencies perceive solar project portfolios as an investment asset class. Rating agencies opine on the future creditworthiness of debt obligations. Issuers often seek investment-grade ratings from the rating agencies in order to satisfy the desires of their investors. Therefore, for the solar industry to access larger pools of capital at a favorable cost, it is critical to increase market participants' understanding of solar risk parameters. The process provided valuable information to address rating agency perceptions of risk that, without such information, could require costly credit enhancement or higher yields to attract institutional investors. Two different securities were developed--one for a hypothetical residential solar portfolio and one for a hypothetical commercial solar portfolio. Five rating agencies (Standard and Poor's, Moody's, KBRA, Fitch, and DBRS) participated and provided extensive feedback, some through conversations that extended several months. The findings represented in this report are a composite summary of that feedback and do not indicate any specific feedback from any single rating agency.

    The Asotin Creek Model Watershed Plan is the first to be developed in Washington State which is specifically concerned with habitat protection and restoration for salmon and trout. The plan is consistent with the habitat element of the ``Strategy for Salmon``. Asotin Creek is similar in many ways to other salmon-bearing streams in the Snake River system. Its watershed has been significantly impacted by human activities and catastrophic natural events, such as floods and droughts. It supports only remnant salmon and trout populations compared to earlier years. It will require protection and restoration of its fish habitat and riparian corridor in order to increase its salmonid productivity. The watershed coordinator for the Asotin County Conservation District led a locally based process that combined local concerns and knowledge with technology from several agencies to produce the Asotin Creek Model Watershed Plan.

    The National Environmental Policy Act (NEPA) of 1969 was established by Congress more than a quarter of a century ago, yet there is a surprising lack of specific tools, techniques, and methodologies for effectively implementing these regulatory requirements. Lack of professionally accepted techniques is a principal factor responsible for many inefficiencies. Often, decision makers do not fully appreciate or capitalize on the true potential which NEPA provides as a platform for planning future actions. New approaches and modem management tools must be adopted to fully achieve NEPA`s mandate. A new strategy, referred to as Total Federal Planning, is proposed for unifying large-scale federal planning efforts under a single, systematic, structured, and holistic process. Under this approach, the NEPA planning process provides a unifying framework for integrating all early environmental and nonenvironmental decision-making factors into a single comprehensive planning process. To promote effectiveness and efficiency, modem tools and principles from the disciplines of Value Engineering, Systems Engineering, and Total Quality Management are incorporated. Properly integrated and implemented, these planning tools provide the rigorous, structured, and disciplined framework essential in achieving effective planning. Ultimately, the goal of a Total Federal Planning strategy is to construct a unified and interdisciplinary framework that substantially improves decision-making, while reducing the time, cost, redundancy, and effort necessary to comply with environmental and other planning requirements. At a time when Congress is striving to re-engineer the governmental framework, apparatus, and process, a Total Federal Planning philosophy offers a systematic approach for uniting the disjointed and often convoluted planning process currently used by most federal agencies. Potentially this approach has widespread implications in the way federal planning is approached.

    The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin. In addition, the data also suggest that the re-establishment of coho salmon could be substantially aided by: (1) the construction of low-tech acclimation facilities; (2) the establishment of a 'localized' stock of coho salmon; and (3) the construction of hatchery facilities to provide a source of juvenile coho salmon for future supplementation activities. The Nez Perce Tribe recognizes that there are factors which may limit the success of coho reintroduction. As a result of these uncertainties, the Nez Perce Tribe proposes to utilize a phased approach for coho reintroductions. This Master Plan seeks authorization and funding to move forward to Step 2 in the Northwest Power and Conservation Council 3-Step review process to further evaluate Phase I of the coho reintroduction program, which would focus on the establishment of a localized coho salmon stock capable of enduring the migration to the Clearwater River subbasin. To achieve this goal, the Nez Perce Tribe proposes to utilize space at existing Clearwater River subbasin hatchery facilities in concert with the construction of two low-tech acclimation facilities, to capitalize on the higher survival observed for acclimated versus direct stream released coho. In addition, Phase I would document the natural productivity of localized coho salmon released in two targeted tributaries within the Clearwater River subbasin. If Phase I is successful at establishing a localized coho salmon stock in an abundance capable of filling existing hatchery space, the rates of natural productivity are promising, and the interspecific interactions between coho and sympatric resident and anadromous salmonids are deemed acceptable, then Phase II would be triggered. Phase II of the coho reintroduction plan would focus on establishing natural production in a number of Clearwater River subbasin tributaries. To accomplish this goal, Phase II would utilize existing Clearwater River subbasin hatchery facilities, and expand facilities at the Nez Perce Tribal Hatchery Site 1705 facility to rear approximately 687,700 smolts annually for use in a rotating supplementation schedule. In short, this document identifies a proposed alternative (Phase I), complete with estimates of capital, operations and maintenance, monitoring and evaluation, and permitting that is anticipated to raise average smolt replacement rates from 0.73 (current) to 1.14 using primarily existing facilities, with a limited capital investment for low-tech acclimation facilities. This increase in survival is expected to provide the opportunity for the establishm

    This report, the ORNL Long-Range Environmental and Waste Management Plan, is the annual update in a series begun in fiscal year 1985. Its primary purpose is to provide a thorough and systematic planning document to reflect the continuing process of site assessment, strategy development, and planning for the current and long-term control of environmental issues, waste management practices, and remedial action requirements. The document also provides an estimate of the resources required to implement the current plan. This document is not intended to be a budget document; it is, however, intended to provide guidance to both Martin Marietta Energy Systems, Inc., and the US Department of Energy (DOE) management as to the near order of magnitude of the resources (primarily funding requirements) and the time frame required to execute the strategy in the present revision of the plan. As with any document of this nature, the near-term (one to three years) part of the plan is a pragmatic assessment of the current program and ongoing capital projects and reflects the efforts perceived to be necessary to comply with all current state and federal regulations and DOE orders.     The objective of this project is to develop an industry consensus document on how to scope and implement the underlying information technology infrastructure that is needed to support a vast array of real-time digital technologies to improve NPP work efficiency, to reduce human error, to increase production reliability and to enhance nuclear safety. A consensus approach is needed because: There is currently a wide disparity in nuclear utility perspectives and positions on what is prudent and regulatory-compliant for introducing certain digital technologies into the plant environment. For example, there is a variety of implementation policies throughout the industry concerning electromagnetic compatibility (EMC), cyber security, wireless communication coverage, mobile devices for workers, mobile technology in the control room, and so forth. There is a need to effectively share among the nuclear operating companies the early experience with these technologies and other forms of lessons-learned. There is also the opportunity to take advantage of international experience with these technologies. There is a need to provide the industry with a sense of what other companies are implementing, so that each respective company can factor this into their own development plans and position themselves to take advantage of new work methods as they are validated by the initial implementing companies. In the nuclear power industry, once a better work practice has been proven, there is a general expectation that the rest of the industry will adopt it. However, the long-lead time of information technology infrastructure could prove to be a delaying factor. A secondary objective of this effort is to provide a general understanding of the incremental investment that would be required to support the targeted digital technologies, in terms of an incremental investment over current infrastructure. This will be required for business cases to support the adoption of these new technologies.

    After outlining the development of the pool-of-capital doctrine since its introduction in 1933. The author analyzes Revenue Ruling 83-46, its effects on the oil and gas industry, and possible ways to avoid its consequences when it ignored the pool-of-capital doctrine and held that the fair market value of the royalty interests must be included in gross income at the time the interest was received. The Internal Revenue Service ignored applicable law that has consistently made the pool-of-capital doctrine an exception to general income recognition rules. The Ruling clouds the future of the doctrine and the applicability of the case law clarifying it to date. The IRS needs to either overrule prior decisions upholding the doctrine, issue another ruling correcting and clarifying the doctrine, or let practitioners know how similar capital investments in oil and gas properties will be treated in the future.

Chapter IV describes the Laboratory`s ten major initiatives, which cover a broad spectrum of science and technology. Our proposal for an Exotic Beam Facility aims at, among other things, increased understanding of the processes of nuclear synthesis during and shortly after the Big Bang. Our Advanced Transportation Technology initiative involves working with US industry to develop cost-effective technologies to improve the fuel efficiency and reduce the emissions of transportation systems. The Laboratory`s plans for the future depend significantly on the success of its major initiatives. Chapter V presents our Operations and Infrastructure Strategic Plan. The main body of the chapter comprises strategic plans for human resources; environmental protection, safety, and health; site and facilities; and information management. The chapter concludes with a discussion of the business and management practices that Argonne is adopting to improve the quality and cost-effectiveness of its operations. The structure and content of this document depart from those of the Institutional Plan in previous years. Emphasis here is on directions for the future; coverage of ongoing activities is less detailed. We hope that this streamlined plan is more direct and accessible.

    This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years. It will be modified as required to ensure a workload/funding balance and to address the findings resulting from the Tiger Team assessment at SNL, Albuquerque. The process of producing this document has served well to prepare SNL, Albuquerque, for the coming task of producing the required post-Tiger Team action plan document. 8 tabs.

However, a developer who selects an attractive site, arranges a good financial package, and designs and constructs a well-conceived hydropower project can earn an attractive long-term return while providing a dependable, low-cost source of energy to consumers. In the Philippines, many attractive hydropower sites are now available. As demonstrated by the attendance at the US Trade and Development Agency-sponsored Symposium on Power Development and Investment Opportunities in the Philippines, in Washington, D.C., on Sept. 21 and 22, 1993, there is a growing interest in private hydropower.
