    Unlike other forms of capital assets (built infrastructure, labor, financial capital), the supply of usable or accessible air, land, and water elements (termed Natural Capital Assets or NCA) available to enterprise processes is structurally shrinking due to increased demand and regulatory restriction. This supply/demand imbalance is affecting all forms of public and private enterprise (including Federal Facilities) in the form of encroachment, production limits, cost increases, and reduced competitiveness. Department of Energy (DOE) sites are comprised of significant stocks of NCA that function as both conserved capital (providing ecosystem services and other reserve capacity), and as natural infrastructure (supporting major Federal enterprise programs). The current rubric of 'Environmental Stewardship' provides an unduly constrained management paradigm that is focused largely on compliance process metrics, and lacks a value platform for quantifying, documenting, and sustainably re-deploying re-capitalized natural asset capacity and capability. By adopting value-based system concepts similar to built infrastructure accounting and information management, 'stewarded' natural assets relegated to liability- or compliance-focused outcomes become 're-capitalized' operational assets able to support new or expanded mission. This growing need for new accounting and management paradigms to capture natural capital value is achieving global recognition, most recently by the United Nations, world leaders, and international corporations at the Rio+20 Summit in June of 2012. Natural Capital Asset Management (NCAM){sup TM} is such an accounting framework tool. Using a quantification-based design, NCAM{sup TM} provides inventory, capacity and value data to owners or managers of natural assets such as the DOE that parallel comparable information systems currently used for facility assets. Applied to Environmental Management (EM) and other DOE program activities, the natural asset capacity and value generated by EM projects and other investment and operational programming can be recorded and then allocated to mission and/or ecosystem needs as part of overall site, complex, and Federal decision-making. NCAM{sup TM} can also document post-restoration asset capability and value for use in weighing loss mitigation and ecosystem damage claims arising from past operational activities. A prototype NCAM{sup TM} evaluation developed at the Savannah River Site (SRS) demonstrates use of this framework as an advanced paradigm for NCA accounting and decision-making for the larger DOE complex and other enterprise using natural capital in operations. Applying a quantified value paradigm, the framework catalogues the results of activities that sustain, restore, and modernize natural assets for enterprise-wide value beyond that of compliance milestones. Capturing and assigning recapitalization value using NCAM{sup TM} concepts and tools improves effective reuse of taxpayer-sustained assets, records ecosystem service value, enables mission and enterprise optimization, and assures the sustainability of shared natural capital assets in regional pools vital to both complex sites and local and regional economies.     Since its establishment in 2008, the Next Generation Safeguards Initiative (NGSI) has achieved a number of objectives under its five pillars: concepts and approaches, policy development and outreach, international nuclear safeguards engagement, technology development, and human capital development (HCD). As a result of these efforts, safeguards has become much more visible as a critical U.S. national security interest across the U.S. Department of Energy (DOE) complex. However, limited budgets have since created challenges in a number of areas. Arguably, one of the more serious challenges involves NGSIs ability to integrate entry-level staff into safeguards projects. Laissez fair management of this issue across the complex can lead to wasteful project implementation and endanger NGSIs long-term sustainability. The authors provide a quantitative analysis of this problem, focusing on the demographics of the current safeguards workforce and compounding pressures to operate cost-effectively, transfer knowledge to the next generation of safeguards professionals, and sustain NGSI safeguards investments.

    In 2009, Lawrence Livermore National Laboratory (LLNL) engaged in several activities to support NA-24's Next Generation Safeguards Initiative (NGSI). This report outlines LLNL's efforts to support Human Capital Development (HCD), one of five key components of NGSI managed by Dunbar Lockwood in the Office of International Regimes and Agreements (NA-243). There were five main LLNL summer safeguards HCD efforts sponsored by NGSI: (1) A joint Monterey Institute of International Studies/Center for Nonproliferation Studies-LLNL International Safeguards Policy and Information Analysis Course; (2) A Summer Safeguards Policy Internship Program at LLNL; (3) A Training in Environmental Sample Analysis for IAEA Safeguards Internship; (4) Safeguards Technology Internships; and (5) A joint LLNL-INL Summer Safeguards Lecture Series. In this report, we provide an overview of these five initiatives, an analysis of lessons learned, an update on the NGSI FY09 post-doc, and an update on students who participated in previous NGSI-sponsored LLNL safeguards HCD efforts.

Winner of the getAbstract International Book Award and the 2009 TIAA-CREF Paul A. Samuelson Award for Outstanding Scholarly Writing on Lifelong Financial Security, the book, which has the same title as Shiller's lecture, discusses how "animal spirits," or human emotions such as confidence, fear, and a concern for fairness, drive financial events, including today's global financial crisis. John Maynard Keynes coined the phrase "animal spirits" to describe the changing psychology that led to the Great Depression and the recovery from it. Like Keynes, Shiller and Akerlof believe that government intervention is necessary to overcome the adverse effects on the economy brought about by unruly and irrational human emotions. In his talk, Shiller will explain how "animal spirits" lead to adverse economic effects, and he will outline his insights on how the global economy can recover from its recent setbacks.

    The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    The Human Genome Project is a large, internationally coordinated effort in biological research directed at creating a detailed map of human DNA. This report describes the access of information, management, and regulation of the project. The project led to the development of an instructional module titled The Human Genome Project: Biology, Computers, and Privacy, designed for use in high school biology classes. The module consists of print materials and both Macintosh and Windows versions of related computer software-Appendix A contains a copy of the print materials and discs containing the two versions of the software.

    Abstract Objective: To provide specific procedural guidance and resources for identification, assessment, control, and mitigation of compounds that may contaminate human remains resulting from chemical attack or release. Design: A detailed technical, policy, and regulatory review is summarized. Setting: Guidance is suitable for civilian or military settings where human remains potentially contaminated with hazardous chemicals may be present. Settings would include sites of transportation accidents, natural disasters, terrorist or military operations, mortuary affairs or medical examiner processing and decontamination points, and similar. Patients, Participants: While recommended procedures have not been validated with actual human remains, guidance has been developed from data characterizing controlled experiments with fabrics, materiel, and laboratory animals. Main Outcome Measure(s): Presentation of logic and specific procedures for remains management, protection and decontamination of mortuary affairs personnel, as well as decision criteria for determining when remains are sufficiently decontaminated so as to pose no chemical health hazard. Results: Established procedures and existing equipment/materiel available for decontamination and verification provide appropriate and reasonable means to mitigate chemical hazards from remains. Extensive characterization of issues related to remains decontamination indicates that supra-lethal concentrations of liquid chemical warfare agent VX may prove difficult to decontaminate and verify in a timely fashion. Specialized personnel can and should be called upon to assist with monitoring necessary to clear decontaminated remains for transport and processing. Conclusions: Once appropriate decontamination and verification have been accomplished, normal procedures for remains processing and transport to the decedent s family and the continental United States can be followed.

    With the new mission at Rocky Flats to decontaminate and decommission a 40-year old nuclear weapons production facility comes many interesting new challenges for human factors engineering. Because the goal at Rocky Flats is to transform the environment, the workforce that undertakes this mission will find themselves in a state of constant change, as they respond to ever-changing task demands in a constantly evolving work place. In order to achieve the flexibility necessary under these circumstances and still maintain control of human reliability issues that exist in a hazardous, radioactive work environment, Rocky Flats developed an Engineering Mock-up and Simulation Lab to plan, design, test, and train personnel for new tasks involving hazardous materials. This presentation will describe how this laboratory is used to develop equipment, tools, work processes, and procedures to optimize human reliability concerns in the operational environment. We will discuss a particular instance in which a glovebag, large enough to house two individuals, was developed at this laboratory to protect the workers as they cleaned fissile material from building ventilation duct systems.

In order to achieve the flexibility necessary under these circumstances and still maintain control of human reliability issues that exist in a hazardous, radioactive work environment, Rocky Flats developed an Engineering Mock-up and Simulation Lab to plan, design, test, and train personnel for new tasks involving hazardous materials. This presentation will describe how this laboratory is used to develop equipment, tools, work processes, and procedures to optimize human reliability concerns in the operational environment. We will discuss a particular instance in which a glovebag, large enough to house two individuals, was developed at this laboratory to protect the workers as they cleaned fissile material from building ventilation duct systems.

    This volume of the final report is a compilation of the estimated capital and operating costs for the project. Using the definitive design as a basis, capital and operating costs were developed by obtaining quotations for equipment delivered to the site. Tables 1.1 and 1.2 provide a summary of the capital and operating costs estimated for the PGW Coal Gasification Project. In the course of its Phase I Feasibility Study of a medium-Btu coal-gas facility, Philadelphia Gas Works (PGW) identified the financing mechanism as having great impact on gas cost. Consequently, PGW formed a Financial/Legal Task Force composed of legal, financial, and project analysis specialists to study various ownership/management options. In seeking an acceptable ownership, management, and financing arrangement, certain ownership forms were initially identified and classified. Several public ownership, private ownership, and third party ownership options for the coal-gas plant are presented. The ownership and financing forms classified as base alternatives involved tax-exempt and taxable financing arrangements and are discussed in Section 3. Project implementation would be initiated by effectively planning the methodology by which commercial operation will be realized. Areas covered in this report are sale of gas to customers, arrangements for feedstock supply and by-product disposal, a schedule of major events leading to commercialization, and a plan for managing the implementation.

    The long-term viability of existing nuclear power plants in the United States (U.S.) is dependent upon a number of factors, including maintaining high capacity factors, maintaining nuclear safety, and reducing operating costs, particularly those associated with refueling outages. Refueling outages typically take 20-30 days, and for existing light water NPPs in the U.S., the reactor cannot be in operation during the outage. Furthermore, given that many NPPs generate between $1-1.5 million/day in revenue when in operation, there is considerable interest in shortening the length of refueling outages. Yet refueling outages are highly complex operations, involving multiple concurrent and dependent activities that are somewhat challenging to coordinate; therefore, finding ways to improve refueling outage performance, while maintaining nuclear safety has proven to be difficult. The Advanced Outage Control Center (AOCC) project is a research and development (R&D) demonstration activity under the LWRS Program. LWRS is an R&D program that works closely with industry R&D programs to establish technical foundations for the licensing and managing of long-term, safe, and economical operation of current fleet of NPPs. As such, the LWRS Advanced Outage Control Center project has the goal of improving the management of commercial NPP refueling outages. To accomplish this goal, INL is developing an advanced outage control center (OCC) that is specifically designed to maximize the usefulness of communication and collaboration technologies for outage coordination and problem resolution activities. The overall focus is on developing an AOCC with the following capabilities that enables plant and OCC staff to; Collaborate in real-time to address emergent issues; Effectively communicate outage status to all workers involved in the outage; Effectively communicate discovered conditions in the field to the OCC; Provide real-time work status; Provide automatic pending support notifications; Provide real-time requirements monitoring; Maximize their collective situational awareness to improve decision-making; and Leverage macro data to better support resource allocation. INL has partnered with several commercial NPP utilities to develop a number of advanced outage management technologies. These outage management technologies have focused on both collaborative technologies for control centers and developing mobile technologies for NPP field workers. This report describes recent efforts made in developing a suite of outage technologies to support more effective schedule management. Currently, a master outage schedule is created months in advance using the plant’s existing scheduling software (e.g., Primavera P6). Typically, during the outage, the latest version of the schedule is printed at the beginning of each shift. INL and its partners are developing technologies that will have capabilities such as Automatic Schedule Updating, Automatic Pending Support Notifications, and the ability to allocate and schedule outage support task resources on a sub-hour basis (e.g., outage Micro-Scheduling). The remaining sections of this report describe in more detail the scheduling challenges that occur during outages, how the outage scheduling technologies INL is developing helps address those challenges, and the latest developments on this task (e.g., work accomplished to date and the path forward)

    Industry and government spend in excess of $100 billion each year on pollution control. These funds are producing cleaner land, air, and water. They have also spawned a pollution control industry which today employs more than 175,000 people. While significant, this is only the initial investment of capital and human talent that cleaning up the environment will demand through the 1990's and into the next century. Industry is in the early phases of an explosion of environmentally-oriented activity. Industries who manage their priorities and respond proactively on environmental issues will be the more profitable in an economy increasingly influenced by environmental regulations and consumer activism. A series of issues will most likely dominate management of environmental concerns, including: pollution prevention--reducing pollutants before having to clean them up; recycling--reuse limits disposal problems while reducing pollutants generated by new manufacturing; private-public partnerships--these contractual relationships between public and private partners will become increasingly popular; energy use although large strides have been made in energy conservation, much remains to be done; technology innovation--this is the most fundamental tool for use in improving environmental quality. In order for industry to respond to the need, government will have to implement a series of economic, environmental, and social policies. Business then becomes the key element in advancing the policies established by government.

The memorandum and its attachment establish two primary principles—align contractor with taxpayer interests and structure contracts so contractors bear the responsibility for their actions—and provide amplifying guidance to ensure the Department consistently applies the principles. The Office of Acquisition and Project Management will assist programs with implementation by providing applicable contract clauses to ensure consistency in implementation and use.

    In 1993, Raytheon Services Nevada completed a review of natural resource literature and other sources to identify potentially exploitable resources and potential future land uses near the Area 5 Radioactive Waste Management Site (RWMS) of the Nevada Test Site (NTS), Nye County, Nevada, that could lead to future inadvertent human intrusion and subsequent release of radionuclides to the accessible environment. National Security Technologies, LLC, revised the original limited-distribution document to conform to current editorial standards and U.S. Department of Energy requirements for public release. The researchers examined the potential for future development of sand, gravel, mineral, petroleum, water resources, and rural land uses, such as agriculture, grazing, and hunting. The study was part of the performance assessment for Greater Confinement Disposal boreholes. Sand and gravel are not considered exploitable site resources because the materials are common throughout the area and the quality at the Area 5 RWMS is not ideal for typical commercial uses. Site information also indicates a very low mineral potential for the area. None of the 23 mining districts in southern Nye County report occurrences of economic mineral deposits in unconsolidated alluvium. The potential for oil and natural gas is low for southern Nye County. No occurrences of coal, tar sand, or oil shale on the NTS are reported in available literature. Several potential future uses of water were considered. Agricultural irrigation is impractical due to poor soils and existing water supply regulations. Use of water for geothermal energy development is unlikely because temperatures are too low for typical commercial applications using current technology. Human consumption of water has the most potential for cause of intrusion. The economics of future water needs may create a demand for the development of deep carbonate aquifers in the region. However, the Area 5 RWMS is not an optimal location for extraction of groundwater from the deep carbonate aquifer. Grazing and hunting are unlikely to be potential causes for inadvertent human intrusion into waste areas because of vegetation characteristics and lack of significant game animal populations.

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    Successful commercialization of fusion energy requires economic viability as well as technical and scientific feasibility. To assess economic viability, we have conducted a pre-conceptual level evaluation of LIFE economics. Unit costs are estimated from a combination of bottom-up costs estimates, working with representative vendors, and scaled results from previous studies of fission and fusion plants. An integrated process model of a LIFE power plant was developed to integrate and optimize unit costs and calculate top level metrics such as cost of electricity and power plant capital cost. The scope of this activity was the entire power plant site. Separately, a development program to deliver the required specialized equipment has been assembled. Results show that LIFE power plant cost of electricity and plant capital cost compare favorably to estimates for new-build LWR's, coal and gas - particularly if indicative costs of carbon capture and sequestration are accounted for.

    In late 2012, the National Renewable Energy Laboratory (NREL) initiated the Solar Access to Public Capital (SAPC) working group. Backed by a three-year funding facility from the U.S. Department of Energy (DOE), NREL set out to organize the solar, legal, banking, capital markets, engineering, and other relevant stakeholder communities in order to open lower-cost debt investment for solar asset deployment. SAPC engaged its members to standardize contracts, develop best practices, and comprehend how the rating agencies perceive solar project portfolios as an investment asset class. Rating agencies opine on the future creditworthiness of debt obligations. Issuers often seek investment-grade ratings from the rating agencies in order to satisfy the desires of their investors. Therefore, for the solar industry to access larger pools of capital at a favorable cost, it is critical to increase market participants' understanding of solar risk parameters. The process provided valuable information to address rating agency perceptions of risk that, without such information, could require costly credit enhancement or higher yields to attract institutional investors. Two different securities were developed--one for a hypothetical residential solar portfolio and one for a hypothetical commercial solar portfolio. Five rating agencies (Standard and Poor's, Moody's, KBRA, Fitch, and DBRS) participated and provided extensive feedback, some through conversations that extended several months.     This report documents trends in U.S. venture capital investments over the period 1980-2008. Particular attention is given to U.S. venture capital investments for “internet-specific”, biotechnology, and energy / industrial sectors over the period 1980-2007. During the early 1980s, U.S. venture capital investments in the energy / industrial area accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices and the emergence of fast growing new industries like computers (both hardware and software), biotechnology and the Internet quickly reduced the priority accorded to energy / industrial investments as by 2000 these investments accounted for only 1% of the $119 billion dollars invested that year by the U.S. venture capital community. The significant increase in the real price of oil that began in 2003-2004 correlates with renewed interest and increased investment by the venture capital community in energy / industrial investment opportunities. Venture capital investments in 2007 for the energy / industrial sector accounted for $3 billion or slightly more than 10% of all venture capital invested that year.

    The following Photovoltaics Installation Best Practices Guide is one of several work products developed by the Solar Access to Public Capital (SAPC) working group, which works to open capital market investment. SAPC membership includes over 450 leading solar developers, financiers and capital managers, law firms, rating agencies, accounting and engineering firms, and other stakeholders engaged in solar asset deployment. SAPC activities are directed toward foundational elements necessary to pool project cash flows into tradable securities: standardization of power purchase and lease contracts for residential and commercial end customers; development of performance and credit data sets to facilitate investor due diligence activities; comprehension of risk perceived by rating agencies; and the development of best practice guides for PV system installation and operations and maintenance (O&M) in order to encourage high-quality system deployment and operation that may improve lifetime project performance and energy production. This PV Installation Best Practices Guide was developed through the SAPC Installation Best Practices subcommittee, a subgroup of SAPC comprised of a wide array of solar industry leaders in numerous fields of practice. The guide was developed over roughly one year and eight months of direct engagement by the subcommittee and two working group comment periods.

    As the PV industry matures, successful risk management practices will become more imperative to ensure investor confidence, control costs, and facilitate further growth. This report discusses several key aspects of risk management during the commercial- and utility-scale project life cycle, from identification of risks, to the process of mitigating and allocating those risks among project parties, to transferring those risks through insurance. The report also explores novel techniques in PV risk management, options to offload risks onto the capital markets, and innovative insurance policies (namely warranty policies) that address risks unique to the PV sector. One of the major justifications for robust risk management in the PV industry is the cost-reduction opportunities it affords. If the PV industry can demonstrate the capability to successfully manage its risks, thereby inspiring confidence in financiers, it may be able to obtain a lower cost of capital in future transactions. A lower cost of capital translates to a lower cost of energy, which will in turn enhance PV?s competitiveness at a time when it will have to rely less on subsidies to support its market penetration.

    After outlining the development of the pool-of-capital doctrine since its introduction in 1933. The author analyzes Revenue Ruling 83-46, its effects on the oil and gas industry, and possible ways to avoid its consequences when it ignored the pool-of-capital doctrine and held that the fair market value of the royalty interests must be included in gross income at the time the interest was received. The Internal Revenue Service ignored applicable law that has consistently made the pool-of-capital doctrine an exception to general income recognition rules. The Ruling clouds the future of the doctrine and the applicability of the case law clarifying it to date. The IRS needs to either overrule prior decisions upholding the doctrine, issue another ruling correcting and clarifying the doctrine, or let practitioners know how similar capital investments in oil and gas properties will be treated in the future.

    This paper presents an assessment of the capital requirements of using six different fuels in the vehicles with tripled fuel economy (3X vehicles) that the Partnership for a new Generation of Vehicles is currently investigating. The six fuels include two petroleum-based fuels (reformulated gasoline and low-sulfur diesel) and four alternative fuels (methanol, ethanol, dimethyl ether, and hydrogen). This study develops estimates of cumulative capital needs for establishing fuels production and distribution infrastructure to accommodate 3X vehicle fuel needs. Two levels of fuel volume-70,000 barrels per day and 1.6 million barrels per day-were established for meeting 3X-vehicle fuel demand. As expected, infrastructure capital needs for the high fuel demand level are much higher than for the low fuel demand level. Between fuel production infrastructure and distribution infrastructure, capital needs for the former far exceed those for the latter. Among the four alternative fuels, hydrogen bears the largest capital needs for production and distribution infrastructure.

Goodyear Tire and Rubber Co. concentrated on regular maintenance, process modifications, and heat recovery, but also has an on-going policy of seeking further cost savings. Future efforts will explore computer-based boiler controls. Zenith Radio Corporation's color picture tube-making process uses 12% less steam after 700 mechanical steam traps were replaced with fixed-orifice traps. Petro-Tex Chemical Corp. reduced steam costs by monitoring and optimizing process units and by making capital investments to improve steam management. (DCK)

    This report documents trends in U.S. venture capital investments over the period 1980 through the second quarter of calendar year 2010 (2010Q1+Q2). Particular attention is given to U.S. venture capital investments in the energy/industrial sector over the period 1980-2010Q1+Q2 as well as in the more recently created cross-cutting category of CleanTech over the period 1995-2010Q1+Q2. During the early 1980s, U.S. venture capital investments in the energy/industrial sector accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices, the deregulation of large aspects of the energy industry, and the emergence of fast growing new industries like computers (both hardware and software), biotechnology and the Internet quickly reduced the priority accorded to energy/industrial investments. To wit, venture capital investments related to the energy/industrial sector accounted for only 1% of the $119 billion dollars invested in 2000 by the U.S. venture capital community. The significant increase in the real price of oil that began in 2003-2004 correlates with renewed interest and increased investment by the venture capital community in energy/industrial investment opportunities. Venture capital investments for 2009 for the energy/industrial sector accounted for $2.1 billion or slightly more than 13% of all venture capital invested that year. The total venture capital invested in energy/industrial during the first two quarters of 2010 is close to $1.8 billion accounting for 17% of all venture capital investments during the first two quarters of 2010. In 2009, the aggregate amount invested in CleanTech was $1.8 billion (30% of the total US venture capital invested in that lean year) and for the first two quarters of 2010 US venture capital investments in CleanTech have already exceeded $1.9 billion (19% of all US venture capital investments made during the first half of 2010). Between 2004 and 2009, U.S. venture capital investments in energy/industrial as well as CleanTech have more than quadrupled in real terms.

    Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program. Discussion topics and real-life examples concentrate on transitioning an employee from a 'Techie' to a manager; common characteristics of being a manager; the history and academic study of management; competition, change and the business of waste management; what to do after taking over a department by applying Hylko's Star of Success; command media; the formal and informal organizational charts; chain of command; hiring and developing high-degree, autonomous employees through effective communication and delegation; periodic status checks; and determining if the program is working successfully. These common characteristics of a strong management/leadership culture and practical career tips discussed herein provide a solid foundation for any company or department that is serious about developing an effective management training program for its employees. In turn, any employee in any work environment can begin using this information immediately if they want to become a better manager. (authors)
