    Recently lane formation and phase separation have been reported for experiments with binary complex plasmas in the PK3-Plus laboratory onboard the International Space Station (ISS). Positive non-additivity of particle interactions is known to stimulate phase separation (demixing), but its effect on lane formation is unknown. In this work, we used Langevin dynamics (LD) simulation to probe the role of non-additivity interactions on lane formation. The competition between laning and demixing leads to thicker lanes. Analysis based on anisotropic scaling indices reveals a crossover from normal laning mode to a demixing-stimulated laning mode. Extensive numerical simulations enabled us to identify a critical value of the non-additivity parameter {Delta} for the crossover.

    Microscopic modeling of multi-lane traffic is usually done by applying heuristic lane changing rules, and often with unsatisfying results. Recently, a cellular automation model for two-lane traffic was able to overcome some of these problems and to produce a correct density inversion at densities somewhat below the maximum flow density. In this paper, the authors summarize different approaches to lane changing and their results, and propose a general scheme, according to which realistic lane changing rules can be developed. They test this scheme by applying it to several different lane changing rules, which, in spite of their differences, generate similar and realistic results. The authors thus conclude that, for producing realistic results, the logical structure of the lane changing rules, as proposed here, is at least as important as the microscopic details of the rules.

    We propose an integrated modeling framework to optimally locate wireless charging facilities along a highway corridor to provide sufficient in-motion charging. The integrated model consists of a master, Infrastructure Planning Model that determines best locations with integrated two sub-models that explicitly capture energy consumption and charging and the interactions between electric vehicle and wireless charging technologies, geometrics of highway corridors, speed, and auxiliary system. The model is implemented in an illustrative case study of a highway corridor of Interstate 5 in Oregon. We found that the cost of establishing the charging lane is sensitive and increases with the speed to achieve. Through sensitivity analyses, we gain better understanding on the extent of impacts of geometric characteristics of highways and battery capacity on the charging lane design.

    Mesa Lane Partners (MLP) partnered with the U.S. Department of Energy (DOE) to develop and implement solutions to a build a new, low-energy mixed-use building that consumes at least 50% less energy than requirements set by Energy Standard 90.1-2007 of the American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE), the American National Standards Institute (ANSI), and the Illuminating Engineering Society of America (IESNA), as part of DOEs Commercial Building Partnerships (CBP) Program. Lawrence Berkeley National Laboratory (LBNL) provided technical expertise in support of this DOE program. The privately developed 46,000-square-foot LOOP project, which is intended to provide affordable off-campus student housing in an underserved community next to University of California at Santa Barbara, will contain more than 7,000 square feet of retail space, a roof deck, an event space, a gym, and 48 apartments. The project developer, MLP, is aiming to exceed CBP requirement, targeting energy consumption that is at least 65% less than that required by the standard.     In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical

    We have developed a dynamic image reconstruction method called MVIR (Moving Voxel Image Reconstruction) for lane detection in multilane portal monitor systems. MVIR was evaluated for use in the Fixed Site Detection System, a prototype three-lane portal monitor system for EZ-pass toll plazas. As a baseline, we compared MVIR with a static image reconstruction method in analyzing the same real and simulated data sets. Performance was judged by the distributions of image intensities for source and no-source vehicles over many trials as a function of source strength. We found that MVIR produced significantly better results in all cases. The performance difference was greatest at low count rates, where source/no-source distributions were well separated with the MVIR method, allowing reliable source vehicle identification with a low probability of false positive identifications. Static reconstruction of the same data produced overlapping distributions that made source vehicle identification unreliable. The performance of the static method was acceptable at high count rates. Both algorithms reliably identified two strong sources passing through at nearly the same time.

    The Office of Federal Procurement Policy, (OFPP) performed an assessment of how well some agencies, including the Department of Energy, are managing these efforts. The attached OFPP memorandum of January 21, 2011, entitled "Improving the Use of Contractor Performance Information Assessments: Summary of the Office of Federal Procurement Policy's review, and Strategies for Improvement" provides the details of this assessment which includes the Department of Energy. Also, the memo provides some very good guidance on preparing contractor performance evaluation reports. The Acquisition Guide Chapter 42.15 Contractor Performance Information incorporates the guidance that is not otherwise part of the Chapter. Revisions are made to Section II – Parts C and I.

    The New Brunswick Laboratory (NBL) provides assessment support to the DOE Operations Offices in the area of Material Control and Accountability (MC and A). During surveys of facilities, the Operations Offices have begun to request from NBL either assistance in providing materials for performance testing of accountability measurements or both materials and personnel to do performance testing. To meet these needs, NBL has developed measurement and measurement control performance test procedures and materials. The present NBL repertoire of performance tests include the following: (1) mass measurement performance testing procedures using calibrated and traceable test weights, (2) uranium elemental concentration (assay) measurement performance tests which use ampulated solutions of normal uranyl nitrate containing approximately 7 milligrams of uranium per gram of solution, and (3) uranium isotopic measurement performance tests which use ampulated uranyl nitrate solutions with enrichments ranging from 4% to 90% U-235. The preparation, characterization, and packaging of the uranium isotopic and assay performance test materials were done in cooperation with the NBL Safeguards Measurements Evaluation Program since these materials can be used for both purposes.

Discussion is divided into four themes: 1. A distinction is drawn between performance confirmation monitoring and other testing and monitoring objectives, 2. A case study illustrates confirmation activities integrated within a long-term testing and monitoring strategy for Yucca Mountain, 3. A case study reviews compliance monitoring developed and implemented for the Waste Isolation Pilot Plant, and 4. An approach for developing, evaluating and implementing the next generation of performance confirmation monitoring is presented. International interest in repository monitoring is exhibited by the European Commission Seventh Framework Programme 'Monitoring Developments for Safe Repository Operation and Staged Closure' (MoDeRn) Project. The MoDeRn partners are considering the role of monitoring in a phased approach to the geological disposal of radioactive waste. As repository plans advance in different countries, the need to consider monitoring strategies within a controlled framework has become more apparent. The MoDeRn project pulls together technical and societal experts to assimilate a common understanding of a process that could be followed to develop a monitoring program.     We report the first results ever for real-time Internet performance to Africa using the PingER methodology. Multiple monitoring hosts were used to enable comparisons with performance from different parts of the world. From these preliminary measurements, we have found that Internet packet losses to some African sites in recent months range from very poor to bad (> 12%), some getting better, others are holding steady or getting worse. This, together with the average monthly Round Trip Times, imply end-to-end maximum TCP throughputs that are order of magnitudes different between countries in the region. Africa is shown to be far from the Internet performance in industrialized nations due to the poor infrastructure in place today. These monitoring efforts can provide valuable information to analyze the relative rates of future improvement and today they help us to quantify the digital divide and can provide quantitative information to policy makers.

    The US Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) and Traco partnered to develop high-performance windows for commercial building that are cost-effective. The main performance requirement for these windows was that they needed to have an R-value of at least 5 ft2 F h/Btu. This project seeks to quantify the potential energy savings from installing these windows in commercial buildings that are at least 20 years old. To this end, we are conducting evaluations at a two-story test facility that is representative of a commercial building from the 1980s, and are gathering measurements on the performance of its windows before and after double-pane, clear-glazed units are upgraded with R5 windows. Additionally, we will use these data to calibrate EnergyPlus models that we will allow us to extrapolate results to other climates. Findings from this project will provide empirical data on the benefits from high-performance windows, which will help promote their adoption in new and existing commercial buildings. This report describes the experimental setup, and includes some of the field and simulation results.

    We provide analysis of Oracle StorageTek T10000 Generation B (T10KB) Media Information Record (MIR) Performance Data gathered over the course of a year from our production High Performance Storage System (HPSS). The analysis shows information in the MIR may be used to improve tape subsystem operations. Most notably, we found the MIR information to be helpful in determining whether the drive or tape was most suspect given a read or write error, and for helping identify which tapes should not be reused given their history of read or write errors. We also explored using the MIR Assisted Search to order file retrieval requests. We found that MIR Assisted Search may be used to reduce the time needed to retrieve collections of files from a tape volume.

    PVFORM4.0 is used to design a photovoltaic (PV) system using a set of design parameters which optimize the system's economic potential for the proposed location and the expected operating conditions. PVFORM3.3 has been used to determine PV system size and optimum mounting configuration. The anticipated electrical load determines the system size and the weather and the mounting configuration affect the system output. PVFORM4.0 uses program-supplied default values or their user-supplied equivalents for each of amore » large number of parameters describing the system and time-series data describing the environment to perform a series of hourly calculations to simulate the physical (photovoltaic) performance of a PV system for a one-year period. These iterative calculations sample the performance of the PV system throughout a simulated 365-day year of system operation. Within any simulated day on which system performance is sampled, the calculations are done hourly. The number of days sampled and the interval between them is determined by an input parameter. The results of these calculations are summarized on a monthly basis in output tables and an optional plot file. The program is applicable to grid interactive or stand-alone flat-plate systems. The grid interactive system is assumed to use power purchased from a local utility to supply that portion of the load not met by the simulated PV array. If the array produces more energy than can be consumed by the load, the excess energy is assumed to be sold back to the utility at a constant energy sellback price. If a stand-alone system is being modeled, the program assumes that all energy produced by the simulated PV array is first applied to the external load, and any excess is then used to charge the battery bank. Energy not consumed by the load or the batteries is considered to be wasted.« less

    The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    Steel is the material of choice in structures such as storage tanks, gas and oil distribution pipelines, high-rise buildings, and bridges because of its strength, ductility, and fracture toughness, as well as its repairability and recyclability. Furthermore, these properties are continually being improved via advances in steelmaking, casting, rolling, and chemistry. Developments in steelmaking have led to alloys having low sulfur, sulfide shape control, and low hydrogen. They provide reduced chemical segregation, higher fracture toughness, better through-thickness and weld heat-affected zone properties, and lower susceptibility to hydrogen cracking. Processing has moved beyond traditional practices to designed combinations of controlled rolling and cooling known as thermomechanical control processes (TMCP). In fact, chemical composition control and TMCP now enable such precise adjustment of final properties that these alloys are now known as high-performance steels (HPS), engineered materials having properties tailored for specific applications.

    U.S./China Energy and Environmental Technology Center (EETC), Payson Center for International Development, Law School of Tulane University was officially established in 1997 with initial funds from private sector, US Environmental Protection Agency and the US Department of Energy (DOE.) Lately, DOE has provided EETC funds for operations with cost share from the Ministry of Science and Technology, China. EETC was created to facilitate the development of friendly, broad-based U.S./China relations. Tulane University signed the Memorandum of Understanding (MOU) with the Chinese People’s Institute of Foreign Affairs (1995) to promote the formation of Chinese partners for EETC. EETC’s original goal is to enhance the competitiveness of US clean fossil energy technology in China so that, as her economy expands, local and global environment are well protected. Specifically, through the demonstration and broadly deployment of US developed clean coal technology for power generation, transmission, and emission reductions in China. EETC is also focused on US industry partnerships for local economic development. One of the main the objectives of the EETC is to promote the efficient, responsible production and utilization of energy with a focus on clean fossil energy, promote US clean energy and environmental technologies, and encourage environmental performance while improving the quality of life in China. Another objective is to assist China with environmental and energy policy development and provide supports for China’s development with expertise (best practices) from US industry.

    Network Monitoring requires a substantial use of data and error analysis to overcome issues with clusters. Zenoss and Splunk help to monitor system log messages that are reporting issues about the clusters to monitoring services. Infiniband infrastructure on a number of clusters upgraded to ibmon2. ibmon2 requires different filters to report errors to system administrators. Focus for this summer is to: (1) Implement ibmon2 filters on monitoring boxes to report system errors to system administrators using Zenoss and Splunk; (2) Modify and improve scripts for monitoring and administrative usage; (3) Learn more about networks including services and maintenance for high performance computing systems; and (4) Gain a life experience working with professionals under real world situations. Filters were created to account for clusters running ibmon2 v1.0.0-1 10 Filters currently implemented for ibmon2 using Python. Filters look for threshold of port counters. Over certain counts, filters report errors to on-call system administrators and modifies grid to show local host with issue.

Electrical, thermal, and optical characteristics for photovoltaic modules are included in the model, and the model is designed to use hourly solar resource and meteorological data. The versatility and accuracy of the model has been validated for flat-plate modules (all technologies) and for concentrator modules, as well as for large arrays of modules. Department of Energy/National Energy Technology Laboratory (USDOE/NETL) entitled “Performance Degradation of LSCF Cathodes”. The primary objective of this program is to develop a performance degradation mitigation path for high performing, cost-effective solid oxide fuel cells (SOFCs). Strategies to mitigate performance degradation are developed and implemented. In addition, thermal spray manufacturing of SOFCs is explored. Combined, this work establishes a basis for cost-effective SOFC cells.

    The process of gathering, archiving, and distributing computer benchmark data is a cumbersome task usually performed by computer users and vendors with little coordination. Most important, there is no publicly available central depository of performance data for all ranges of machines from personal computers to supercomputers. We present an Internet-accessible performance database server (PDS) that can be used to extract current benchmark data and literature. As an extension to the X-Windows-based user interface (Xnetlib) to the Netlib archival system, PDS provides an on-line catalog of public domain computer benchmarks such as the LINPACK benchmark, Perfect benchmarks, and the NAS parallelmore » benchmarks. PDS does not reformat or present the benchmark data in any way that conflicts with the original methodology of any particular benchmark; it is thereby devoid of any subjective interpretations of machine performance. We believe that all branches (research laboratories, academia, and industry) of the general computing community can use this facility to archive performance metrics and make them readily available to the public.     Modern HPC software packages are rarely self-contained. They depend on a large number of external libraries, and many spend large fractions of their runtime in external subroutines. Performance portability depends not only on the effort of application teams, but also on the availability of well-tuned libraries. At most sites, the burden of maintaining libraries is shared by code teams and facilities. Facilities typically provide well-tuned default versions, but code teams frequently build with bleeding-edge compilers to achieve high performance. For this reason, HPC has no “standard” software stack, unlike other domains where performance is not critical. Incompatibilities among compilers and software versions force application teams and facility staff to re-build custom versions of libraries for each new toolchain. Because the number of potential configurations is combinatorial, and because HPC software is notoriously difficult to port to new machines [3, 7, 8], the tuning effort required to support and maintain performance-portable libraries outstrips the available manpower at most sites. Software complexity is a growing obstacle to performance portability for HPC.

    High performance buildings, also known as sustainable buildings and green buildings, are resource efficient structures that minimize the impact on the environment by using less energy and water, reduce solid waste and pollutants, and limit the depletion of natural resources while also providing a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish this mission. This infrastructure, particularly the buildings, should incorporate high performance sustainable design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. Additionally, INL is a large consumer of energy that contributes to both carbon emissions and resource inefficiency. In the current climate of rising energy prices and political pressure for carbon reduction, this guide will help new construction project teams to design facilities that are sustainable and reduce energy costs, thereby reducing carbon emissions. With these concerns in mind, the recommendations described in the INL High Performance Building Strategy (previously called the INL Green Building Strategy) are intended to form the INL foundation for high performance building standards.     Concurrency levels in large-scale, distributed-memory supercomputers are rising exponentially. Modern machines may contain 100,000 or more microprocessor cores, and the largest of these, IBM's Blue Gene/L, contains over 200,000 cores. Future systems are expected to support millions of concurrent tasks. In this dissertation, we focus on efficient techniques for measuring and analyzing the performance of applications running on very large parallel machines. Tuning the performance of large-scale applications can be a subtle and time-consuming task because application developers must measure and interpret data from many independent processes. While the volume of the raw data scales linearly with the number of tasks in the running system, the number of tasks is growing exponentially, and data for even small systems quickly becomes unmanageable. Transporting performance data from so many processes over a network can perturb application performance and make measurements inaccurate, and storing such data would require a prohibitive amount of space. Moreover, even if it were stored, analyzing the data would be extremely time-consuming. In this dissertation, we present novel methods for reducing performance data volume. The first draws on multi-scale wavelet techniques from signal processing to compress systemwide, time-varying load-balance data. The second uses statistical sampling to select a small subset of running processes to generate low-volume traces. A third approach combines sampling and wavelet compression to stratify performance data adaptively at run-time and to reduce further the cost of sampled tracing. We have integrated these approaches into Libra, a toolset for scalable load-balance analysis. We present Libra and show how it can be used to analyze data from large scientific applications scalably.

    Photovoltaic (PV) system performance depends on both the quality of the system and the weather. One simple way to communicate the system performance is to use the performance ratio (PR): the ratio of the electricity generated to the electricity that would have been generated if the plant consistently converted sunlight to electricity at the level expected from the DC nameplate rating. The annual system yield for flat-plate PV systems is estimated by the product of the annual insolation in the plane of the array, the nameplate rating of the system, and the PR, which provides an attractive way to estimate expected annual system yield. Unfortunately, the PR is, again, a function of both the PV system efficiency and the weather. If the PR is measured during the winter or during the summer, substantially different values may be obtained, making this metric insufficient to use as the basis for a performance guarantee when precise confidence intervals are required. This technical report defines a way to modify the PR calculation to neutralize biases that may be introduced by variations in the weather, while still reporting a PR that reflects the annual PR at that site given the project design and the project weather file. This resulting weather-corrected PR gives more consistent results throughout the year, enabling its use as a metric for performance guarantees while still retaining the familiarity this metric brings to the industry and the value of its use in predicting actual annual system yield. A testing protocol is also presented to illustrate the use of this new metric with the intent of providing a reference starting point for contractual content.

    In an effort to minimize the ohmic losses in solid oxide fuel cells (SOFC), especially at lower operating temperatures around 800 C, an alternate electrolyte material such as ceria is often adopted. However, ceria based electrolytes develop mixed conduction, which lowers faradaic efficiency. To alleviate this effect, ceria electrolytes were coated with a thin layer zirconia using high temperature magnetron sputter deposition. This paper discusses the characterization of electrolytes and performance of single cells fabricated from these composite electrolytes.

    The Melter Performance Assessment activity, a component of the Pacific Northwest Laboratory`s (PNL) Vitrification Technology Development (PVTD) effort, was designed to determine the impact of noble metals on the operational life of the reference Hanford Waste Vitrification Plant (HWVP) melter. The melter performance assessment consisted of several activities, including a literature review of all work done with noble metals in glass, gradient furnace testing to study the behavior of noble metals during the melting process, research-scale and engineering-scale melter testing to evaluate effects of noble metals on melter operation, and computer modeling that used the experimental data to predict effects of noble metals on the full-scale melter. Feed used in these tests simulated neutralized current acid waste (NCAW) feed. This report summarizes the results of the melter performance assessment and predicts the lifetime of the HWVP melter. It should be noted that this work was conducted before the recent Tri-Party Agreement changes, so the reference melter referred to here is the Defense Waste Processing Facility (DWPF) melter design.

  13. HAWT performance with dynamic stall

    In this report we calculated the effects of flow nonuniformities (wing shear, tower wake, yaw, and large-scale turbulence) on the performance of a horizontal axis wind turbine, accounting for dynamic stall. We modified the PROP program to incorporate and compare these effects with the uniform flow case. The MIT model, which predicts dynamic lift coefficients substantially higher than the static maximum values and includes a crude model of the vortex roll-off phenomenon, represented dynamic stall. As associated model for drag was also used. The dynamic stall model was tested against experimental data for three typical reduced frequencies. Good instantaneous correlation was obtained. The effects of nonuniformities with and without the dynamic stall were calculated using the Westinghouse Mod O and Enertech 44/25 turbines. Modeling the dynamic stall has little effect on performance. Furthermore, the performance with nonuniform flow differed only slightly from the uniform flow case. Thus the now PROP model provides a powerful general capability to handle nonuniform flows.

We present the overall picture of the Tevatron diagnostics development for Run II, outline machine needs for new instrumentation, present several notable examples that led to Tevatron performance improvements, and discuss the lessons for the next big machines--LHC and ILC.

  19. Performance characteristics of recently developed high-performance heat pipes

    For future space projects such as Earth orbiting platforms, space stations, but also Moon or Mars bases, the need to manage waste heat up to 100 kW has been identified. For this purpose large heat pipe radiators have been proposed with heat pipe lengths of 15 m and heat transport capabilities up to 4 kW. It is demonstrated that conventional axially grooved heat pipes can be improved to provide 1 kWm heat transport capability. Higher heat loads can be handled only by high-composite wick designs with large liquid cross sections and circumferential grooves in the evaporator. With these high-performance heat pipes, heat transfer coefficients of about 200 kW/m{sup 2}K and transport capabilities of 2 kW over 15 m can be reached. Configurations with liquid fillets and axially tapered liquid channels are proposed to improve the ability of the highly composite wick to prime.

  20. EEHG Performance and Scaling Laws

    This note will calculate the idealized performance of echo-enabled harmonic generation performance (EEHG), explore the parameter settings, and look at constraints determined by incoherent synchrotron radiation (ISR) and intrabeam scattering (IBS). Another important effect, time-of-flight variations related to transverse emittance, is included here but without detailed explanation because it has been described previously. The importance of ISR and IBS is that they lead to random energy shifts that lead to temporal shifts after the various beam manipulations required by the EEHG scheme. These effects give competing constraints on the beamline. For chicane magnets which are too compact for a given R56, the magnetic fields will be sufficiently strong that ISR will blur out the complex phase space structure of the echo scheme to the point where the bunching is strongly suppressed. The effect of IBS is more omnipresent, and requires an overall compact beamline. It is particularly challenging for the second pulse in a two-color attosecond beamline, due to the long delay between the first energy modulation and the modulator for the second pulse.

This years workshop included presentations from 25 speakers and had over 100 attendees. All of the presentations that were given are included in this proceedings. Topics of the papers included: defining service lifetime and developing models for PV module lifetime; examining and determining failure and degradation mechanisms in PV modules; combining IEEE/IEC/UL testing procedures; AC module performance and reliability testing; inverter reliability/qualification testing; standardization of utility interconnect requirements for PV systems; need activities to separate variables by testing individual components of PV systems (e.g. cells, modules, batteries, inverters,charge controllers) for individual reliability and then test them in actual system configurations; more results reported from field experience on modules, inverters, batteries, and charge controllers from field deployed PV systems; and system certification and standardized testing for stand-alone and grid-tied systems.

    Human error is a significant factor in the cause and/or complication of events that occur in the commercial nuclear industry. In recent years, great gains have been made using Human Performance (HU) tools focused on targeting individual behaviors. However, the cost of improving HU is growing and resistance to add yet another HU tool certainly exists, particularly for those tools that increase the paperwork for operations. Improvements in HU that are the result of leveraging existing technology, such as hand-held mobile technologies, have the potential to reduce human error in controlling system configurations, safety tag-outs, and other verifications. Operator rounds, valve line-up verifications, containment closure verifications, safety & equipment protection, and system tagging can be supported by field-deployable wireless technologies. These devices can also support the availability of critical component data in the main control room and other locations. This research pilot project reviewing wireless hand-held technology is part of the Light Water Reactor Sustainability Program (LWRSP), a research and development (R&D) program sponsored by the U. S. Department of Energy (DOE). The project is being performed in close collaboration with industry R&D programs to provide the technical foundations for licensing, and managing the long-term, safe, and economical operation of current nuclear power plants. The LWRSP vision is to develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current nuclear reactor fleet.

    The F-Area Tank Farms (FTF) and H-Area Tank Farm (HTF) are owned by the U.S. Department of Energy (DOE) and operated by Savannah River Remediation LLC (SRR), Liquid Waste Operations contractor at DOE's Savannah River Site (SRS). The FTF and HTF are active radioactive waste storage and treatment facilities consisting of 51 carbon steel waste tanks and ancillary equipment such as transfer lines, evaporators and pump tanks. Performance Assessments (PAs) for each Tank Farm have been prepared to support the eventual closure of the underground radioactive waste tanks and ancillary equipment. PAs provide the technical bases and results to be used in subsequent documents to demonstrate compliance with the pertinent requirements for final closure of the Tank Farms. The Tank Farms are subject to a number of regulatory requirements. The State regulates Tank Farm operations through an industrial waste water permit and through a Federal Facility Agreement approved by the State, DOE and the Environmental Protection Agency (EPA). Closure documentation will include State-approved Tank Farm Closure Plans and tank-specific closure modules utilizing information from the PAs. For this reason, the State of South Carolina and the EPA must be involved in the performance assessment review process. The residual material remaining after tank cleaning is also subject to reclassification prior to closure via a waste determination pursuant to Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005. PAs are performance-based, risk-informed analyses of the fate and transport of FTF and HTF residual wastes following final closure of the Tank Farms. Since the PAs serve as the primary risk assessment tools in evaluating readiness for closure, it is vital that PA conclusions be communicated effectively. In the course of developing the FTF and HTF PAs, several lessons learned have emerged regarding communicating PA results. When communicating PA results it is

    During this year the first selection of the tools (codes) for performance assessments of potential salt sites have been tentatively selected and documented; the emphasis has shifted from code development to applications. During this period prior to detailed characterization of a salt site, the focus is on bounding calculations, sensitivity and with the data available. The development and application of improved methods for sensitivity and uncertainty analysis is a focus for the coming years activities and the subject of a following paper in these proceedings. PV performance and PV reliability are at least as important as PV cost, if not more. In the US, PV manufacturers, DOE laboratories, electric utilities, and others are engaged in the photovoltaic reliability research and testing.     Correlation methods of prediction have advantages in greatly simplifying the time and complexity of performance predictions of passive solar buildings but are severely constrained in the number of variables which can be considered. Their accuracy is generally adequate for design purposes provided they are applied to buildings which correspond reasonably closely to the reference designs used in developing the correlations. The most simplified correlation procedures (such as the SLR method) are amenable to use with hand calculators, especially if pre-calculated tables are available corresponding to the weather data for the location of interest. When reporting the results of these calculations, the designer should be especially careful to specify the range of validity of the analysis, especially as pertains to both operating characteristics and design parameters. Correlation techniques are especially amenable to use in microcomputer routines which can be used in a design office. Very quick answers can be obtained during the schematic design and design development phases of a building to aid in deciding between different design options. This would include trade-offs between various conservation options and passive solar options.

    This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis. Investigation of the fixture use on the 2nd, 5th, and 7th floors identified potential for water use reduction if the flush direction of the dual

The system uses predictive modeling and heuristics (rules) associated with different zones in a boiler to determine an optimal sequence of sootblower operations and achieve boiler performance targets. The system performs the sootblower optimization while observing any operational constraints placed on the sootblowers.

    Variability in network performance is a major obstacle in effectively analyzing the throughput of modern high performance computer systems. High performance interconnec- tion networks offer excellent best-case network latencies; how- ever, highly parallel applications running on parallel machines typically require consistently high levels of performance to adequately leverage the massive amounts of available computing power. Performance analysts have usually quantified network performance using traditional summary statistics that assume the observational data is sampled from a normal distribution. In our examinations of network performance, we have found this method of analysis often provides too little data to under- stand anomalous network performance. Our tool, Confidence, instead uses an empirically derived probability distribution to characterize network performance. In this paper we describe several instances where the Confidence toolkit allowed us to understand and diagnose network performance anomalies that we could not adequately explore with the simple summary statis- tics provided by traditional measurement tools. In particular, we examine a multi-modal performance scenario encountered with an Infiniband interconnection network and we explore the performance repeatability on the custom Cray SeaStar2 interconnection network after a set of software and driver updates.

    This document discusses thermal performance envelopes which are used to specify steady-state design requirements for the systems of the Modular High Temperature Gas-Cooled Reactor to maximize plant performance reliability with optimized design. The thermal performance envelopes are constructed around the expected operating point accounting for uncertainties in actual plant as-built parameters and plant operation. The components are then designed to perform successfully at all points within the envelope. As a result, plant reliability is maximized by accounting for component thermal performance variation in the design. The design is optimized by providing a means to determine required margins in a disciplined and visible fashion.

    Tasked by the 1979 President's Commission on the Accident at Three Mile Island, the US nuclear power industry has put into place a performance indicator program as one means for showing a demonstrable record of achievement.'' Largely through the efforts of the Institute of Nuclear Power Operations (INPO), plant performance data has, since 1983, been collected and analyzed to aid utility management in measuring their plants' performance progress. The US Nuclear Regulatory Commission (NRC) has also developed a set of performance indicators. This program, conducted by NRC's Office for the Analysis and Evaluation of Operational Data (AEOD), is structured to present information on plant operational performance in a manner that could enhance the staff's ability to recognize changes in the safety performance. 4 refs., 1 fig., 1 tab.
