    (abridged) By comparing the distribution of dust and gas in the central regions of the Galaxy, we aim to obtain new insights into the properties of the offset dust lanes leading the bar's major axis in the Milky Way. On the one hand, the molecular emission of the dust lanes is extracted from the observed CO l-b-V distribution according to the interpretation of a dynamical model. On the other hand, a three dimensional extinction map of the Galactic central region constructed from near-infrared observations is used as a tracer of the dust itself and clearly reveals dust lanes in its face-on projection. Comparison of the position of both independent detections of the dust lanes is performed in the (l, b) plane. These two completely independent methods are used to provide a coherent picture of the dust lanes in the Milky Way bar. In both the gas and dust distributions, the dust lanes are found to be out of the Galactic plane, appearing at negative latitudes for l > 0 deg and at positive latitudes for l reformation downstream. Due to the decrease in velocity caused by the shock, this occurs at lower z. The second assumes that the gas and dust remain on a common tilted plane, but that the molecular gas decouples from the Milky Way's magnetic field, itself strong enough to resist the shear of the bar's shock. The diffuse gas and dust remain coupled to the field and are carried further downstream. This second scenario has recently been suggested in order to explain observations of the barred galaxy NGC 1097.

    We investigate the behaviour of an original traffic model. The model considers a single multi-lane street, populated by autonomous vehicles directed from either end to the other. Lanes have no intrinsic directionality, and the vehicles are inserted at random at either end and any lane. Collision avoidance is fully automatic and, to enhance the transport capacity of the street, vehicles form_trains_ in which they may travel at high speed quite close to the vehicle in front. We report on the transit times for vehicles under a wide variety of conditions: vehicle insertion probability & imbalance and their maximum speed distribution. We also outline an interesting feature of the model, that the complex interactions of many vehicles are considerably more powerful than a simple "keep left" directive which each vehicle should obey.

    The US Department of Energy (DOE) conducted remedial action at the Stepan property in Maywood, New Jersey and several vicinity properties in Lodi, New Jersey as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are in the vicinity of the DOE-owned Maywood Interim Storage Site (MISS), adjacent to the former Maywood Chemical Works facility. The property at One Shady Lane, Lodi, New Jersey was not one of these vicinity properties but was surveyed by DOE at the request of the owner. At the request of DOE, a team from Oak Ridge National Laboratory conducted a radiological survey at this property. The purpose of the survey, conducted in November 1994, was to confirm whether remedial actions were to be performed on the property in order to be in compliance with the identified Guidelines. The radiological survey included surface gamma scans and gamma readings at 1 meter, and the collection of soil samples for radionuclide analysis. Results of the survey demonstrated that all radiological measurements on the property at One Shady Lane, Lodi, New Jersey, were comparable to background levels in the area, and well within the limits prescribed by DOE radiological guidelines. Based on the results of the radiological survey data, this property does not meet guidelines for inclusion under FUSRAP.

    Abstract - Deploying radiation portal monitors (RPMs) at U.S. ports of entry requires an understanding of an RPM system’s performance at sites with a large number of RPMs. This paper describes an RPM Multi-Lane Simulator that has been designed and implemented to simulate vehicle traffic at these sites. The Simulator’s flexible architecture simulates vehicle traffic with its associated radiation profiles and emulates each RPM’s radiation sensor panels. The RPM vendor’s embedded control computer firmware and supervisory software are left unchanged, thereby enabling hardware-in-the-loop testing of RPM system performance in configurations that exceed what is experienced in the field. The Simulator has proven to be a valuable and cost effective performance testing tool used by both Pacific Northwest National Laboratory and U.S. Customs and Border Protection systems integration and testing staff.

    We report the discovery of a bright X-ray transient CXOU J132527.6-430023 in the nearby early-type galaxy NGC 5128. The source was first detected over the course of five Chandra observations in 2007, reaching an unabsorbed outburst luminosity of (1-2) Multiplication-Sign 10{sup 38} erg s{sup -1} in the 0.5-7.0 keV band before returning to quiescence. Such luminosities are possible for both stellar-mass black hole and neutron star (NS) X-ray binary transients. Here, we attempt to characterize the nature of the compact object. No counterpart has been detected in the optical or radio sky, but the proximity of the source to the dust lanes allows for the possibility of an obscured companion. The brightness of the source after a >100-fold increase in X-ray flux makes it either the first confirmed transient non-ultraluminous X-ray black hole system in outburst to be subject to detailed spectral modeling outside the Local Group, or a bright (>10{sup 38} erg s{sup -1}) transient NS X-ray binary, which are very rare. Such a large increase in flux would appear to lend weight to the view that this is a black hole transient. X-ray spectral fitting of an absorbed power law yielded unphysical photon indices, while the parameters of the best-fit absorbed disk blackbody model are typical of an accreting {approx}10 M{sub Sun} black hole in the thermally dominant state.

    Portable High Resolution Gamma Spectrometry (HRGS) has been developed, for Very Low Level Waste (VLLW) and Exempt Waste (EW) assay at AWE, in order to meet the latest reduced clearance levels of < 1 Bq/g (or Bq/cm{sup 2}) for uranium (U) contaminated wastes and < 0.15 Bq/g (or Bq/cm{sup 2}) for plutonium (Pu) wastes. Studies have focused on a 10 kg bag of low density soft waste monitored either as a rotating cylinder, contained within a shortened plastic drum liner, or as a contained disk monitored on each broad side. Liquid and surface contaminated metal wastes have also been studied. It was established that monitoring the disk gave the best detection levels, but uncertainties rose more sharply, compared to the cylinder, as detector offset was reduced. Exempt detection levels were readily achieved for all U compositions encountered at AWE and for most Pu compositions (via Am-241 measurement). However, performance will need to be enhanced for those Pu compositions with relatively high Pu/Am-241 activity ratios. Recommendations are made for further developments to enhance the performance of this technique so that exempt clearance can be achieved for all Pu compositions encountered. (author)

    Washington State Department of Health regulations require compliance with the American Society of Mechanical Engineers (ASME) AG-1, ''Code on Nuclear Air and Gas Treatment,'' for all new radioactive air emission units. As a result, these requirements have been applied to systems that ventilate the radioactive waste storage tanks in the tank farm facilities on the U.S. Department of Energy's Hanford Site. ASME AG-1 is applied as a regulatory constraint to waste tank ventilation systems at the Hanford Site, even though the code was not intended for these systems. An assessment was performed to identify which requirements should be exempted for waste tank ventilation systems. The technical justifications for requirement exemptions were prepared and presented to the regulator. The technical justifications were documented so that select requirement exemptions for specific projects and systems can be sought through the regulator's permitting process. This paper presents the rationale for attempting to receive requirement exemption and presents examples of the technical justifications that form the basis for these exemptions.

    In this work we present IRAM-30m telescope observations of a sample of bulge-dominated galaxies with large dust lanes, which have had a recent minor merger. We find these galaxies are very gas rich, with H2 masses between 4x10^8 and 2x10^10 Msun. We use these molecular gas masses, combined with atomic gas masses from an accompanying paper, to calculate gas-to-dust and gas-to-stellar mass ratios. The gas-to-dust ratios of our sample objects vary widely (between ~50 and 750), suggesting many objects have low gas-phase metallicities, and thus that the gas has been accreted through a recent merger with a lower mass companion. We calculate the implied minor companion masses and gas fractions, finding a median predicted stellar mass ratio of ~40:1. The minor companion likely had masses between ~10^7 - 10^10 Msun. The implied merger mass ratios are consistent with the expectation for low redshift gas-rich mergers from simulations.     In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical illuminance measurements taken on the walls, indicating better lateral dispersion of the light. The undercabinet fixture’s light output was midway between the low and high power halogen undercabinet fixture light outputs (35.8 foot candle versus 13.4 fc and 53.4 fc) but it produced a more uniform light (max/min ratio of 7.0 versus 10.8). The color correlated temperature (CCT, the blue or yellowness) of the LED light correlated well with the halogen and incandescent lights (2675 K vs 2700 K). The color rendering of the LED downlight also correlated well at 92 CRI compared to 100 CRI for the halogen and incandescent lamps. The LED undercabinet fixture had measures of 2880 K CCT and 71 CRI compared to the 2700 K and 100 CRI scores for the halogen undercabinet fixture. Builders who toured the homes were surveyed; they gave the LED downlight high marks for brightness, said the undercabinet improved shadows and glare and said both products improved overall visibility, home appearance, and home value. Paybacks on the LED downlight ranged from 7.6 years (assuming electricity cost of 11 c/kWh) to 13.5 years (at 5C/kWh). Paybacks on the LED undercabinet fixture in a new home ranged from 4.4 years (11c/kWh electricity) to 7.6 years (5c/kWh) based on product costs of $95 per LED downlight and $140 per LED undercabinet fixture at 3 hrs per day of usage for the downlight and 2 hrs per day for the undercabinet lighting.

    The CARB Executive Order Exemption Process for a Hydrogen-fueled Internal Combustion Engine Vehicle was undertaken to define the requirements to achieve a California Air Resource Board Executive Order for a hydrogenfueled vehicle retrofit kit. A 2005 to 2006 General Motors Company Sierra/Chevrolet Silverado 1500HD pickup was assumed to be the build-from vehicle for the retrofit kit. The emissions demonstration was determined not to pose a significant hurdle due to the non-hydrocarbon-based fuel and lean-burn operation.     The Atlanta metropolitan region was the location of one of the most ambitious Intelligent Transportation Systems (ITS) deployments in the United States. This deployment included several individual projects--a Central Transportation Management Center (TMC), six Traffic Control Centers (TCCs), one Transit Information Center (TIC), The Travel Information Showcase (TIS), and the extension of the Metropolitan Atlanta Rapid Transit Authority (MARTA) Rail network and the new high-occupancy vehicle (HOV) lanes on I-85 and I-75. The 1996 Atlanta Centennial Olympic Games and Paralympic Games created a focus for these projects. All of these systems were to be brought on-line in time for the Olympic Games. This report presents the findings of the 1996 Olympic and Paralympic Games Events Study--a compilation of findings of system performance, the benefits realized, and the lessons learned during their operations over the event period. The study assessed the performance of the various Travel Demand Management (TDM) plans employed for Olympic Games traffic management.

    The Atlanta metropolitan region was the location of one of the most ambitious Intelligent Transportation Systems (ITS) deployments in the United States. This deployment included several individual projects--a Central Transportation Management Center (TMC), six Traffic Control Centers (TCC), one Transit Information Center (TIC), the Travel Information Showcase (TIS), and the extension of the Metropolitan Atlanta Rapid Transit Authority (MARTA) rail network and the new high-occupancy vehicle (HOV) lanes on I-85 and I-75. The Atlanta Centennial Olympic Games and Paralympic Games created a focus for these projects. All of these systems were to be brought on line in time for the Olympic Games. This report presents the findings of the NAVIGATOR Case Study and documents the lessons learned from the Atlanta ITS deployment experience in order to improve other ITS deployments in the future. The Case Study focuses on the institutional, programmatic, and technical issues and opportunities from planning and implementing the ITS deployment in Atlanta. The Case Study collected data and information from interviews, observations, focus groups, and documentation reviews. It presents a series of lessons learned and recommendations for enabling successful ITS deployments nationwide.

    In 2009, approximately 260,000 animal-vehicle collisions were reported in the United States, resulting in 12,000 human injuries and 173 human fatalities. Research has focused on identifying factors associated with high densities of animal-vehicle collisions, including variables such as traffic speed and volume, road design, topographic features, vegetative cover, and local deer or elk (Cervus elaphus) abundance. The purposes of this study were to document how often and where mule deer (Odocoileus hemionus) crossed roads in a western United States wildland-urban interface area, and to relate deer road-crossing behavior to deer-vehicle collision locations. Seven adult mule deer (four males [M] and three females [F]) were captured and collared with GPS-enabled collars during December 2001 and January 2002. Five of the seven deployed collars were recovered. None of the roads in the study area appeared to act as a substantial barrier to deer passage. Deer home ranges straddled highways and primary, secondary, and tertiary arterial roads. Deer crossed all types of roads. The average number of times deer crossed road during 24 hours of monitoring ranged from 2.1 to 7.0. Deer in the Los Alamos townsite avoided crossing roads during day and before sunset. Deer-vehicle accidents occurred at 350 percent of the level expected after sunset. All other time periods had fewer accidents than expected. The distribution of accidents across time periods was not similar to the distribution of road crossings across time periods for any deer. Within Los Alamos County there was a clear trend for deer-vehicle collisions to occur on roads with speed limits > 35 mph. Deer in the townsite frequently crossed roads with lower speed limits; therefore, the reason for the paucity of accidents along these roads was evidently the ability of drivers to detect deer (or the ability of deer to detect vehicles) and respond before an accident occurred. There was a significant but not strong correlation between the density of accidents and the density of road crossings. This was probably related to the high number of deer crossings of tertiary arterial roads, where accidents were not likely to occur.
