    The 1997 Houston Pre-Freshman Enrichment Program (PREP) was conducted at the campus of the University of Houston-Downtown from June 9 to July 25, 1997. Program participants were recruited from the Greater Houston Area. All participants were identified as high-achieving students with an interest in learning about the engineering and science professions. The goal of the program was to better prepare our pre-college youth prior to entering college as mathematics, science and engineering majors. The program participants were middle school and high school students from the Aldine, Alief, Channel View, Clear Creek, Cypress-Fairbanks, Fort Bend, Galena Park, Houston, Humble, Katy, Klein, North Forest, Pasadena, Private, and Spring Branch Independent School Districts. Of the 194 students starting the program, 165 students were from economically and socially disadvantage groups under-represented in the engineering and science professions, and 118 of the 194 were women. Our First Year group for 1997 composed of 96% minority and women students. Second and Third Year students combined were 96% minority or women. With financial support from the Center for Computational Sciences and Advanced Distributed Simulation, the Fourth Year Program was added to PREP this year. Twelve students completed the program (83% minority or women).

Our First Year group for 1996 composed of 96% minority and women students. Our Second and Third Year students were 100% and 93.75% minority or women respectively. This gave an overall minority and female population of 93.75%. This year, special efforts were again made to recruit students from minority groups, which caused a significant increase in qualified applicants. However, due to space limitations, 140 applicants were rejected. Investigative and discovery learning were key elements of PREP. The academic components of the program included Algebraic Structures, Engineering, Introduction to Computer Science, Introduction to Physics, Logic and Its Application to Mathematics, Probability and Statistics, Problem Solving Seminar using computers and PLATO software, SAT Preparatory Seminars, and Technical Writing.

    The City of Houston is committed to achieving a sustainable solar infrastructure. In 2008, Houston was named a United States Department of Energy (DOE) Solar America City. As a Solar America City, Houston teamed with the Houston Advanced Research Center (HARC), Sandia National Laboratory (Sandia), industry, and academia, to implement the Solar Houston Initiative and prepare the Solar Houston Plan. The Solar Houston initiative was focused on identifying and overcoming barriers associated with establishing a solar infrastructure that is incorporated into the City of Houston’s overall energy plan. A broad group of Houston area stakeholders, facilitated by HARC, came together to develop a comprehensive solar plan that went beyond technology to address barriers and establish demonstrations, public outreach, education programs and other activities. The plan included proposed scopes of work in four program areas: policies, solar integration, public outreach, and education. Through the support of the DOE SunShot Rooftop Solar Challenge (RSC) grant to the Texas Collaboration (San Antonio, Austin, and Hosuton), Houston has been able to implement several of the recommendations of the Solar Houston Plan. Specific recommendations that this project was able to support include; Working with the other Texas Solar America Cities (San Antonio and Austin), to harmonize permitting and inspection processes to simplify for installers and lower soft costs of installation; Participating in state level solar policy groups such as the Texas Renewable Energy Industries Association (TRIEA); Continued coordination with the local transmission and distribution utility (CenterPoint) and retail electric providers (REP); Identification of opportunities to improve permitting and interconnection; Providing training on PV systems to City inspectors; Educating the public by continuing outreach, training, and workshops, particularly using the the Green Building Resources Center; Evaluating methods of addressing financial barriers to residential solar; Maintaining www.solarhoustontx.org; and Continuing meetings with stakeholders to get ongoing feedback from the solar community on their needs. The following sections provide a brief summary of the activities completed under each of the nine tasks specifically related to the RSC grant. Reports and other backup information are included in the appendices.

    The report describes the experience of the City of Houston in defining the compressed natural gas fueled vehicle research scope and issues. It details the ways in which the project met initial expectations, and how the project scope, focus, and duration were adjusted in response to unanticipated results. It provides examples of real world successes and failures in efforts to commercialize basic research in adapting a proven technology (natural gas) to a noncommercially proven application (vehicles). Phase one of the demonstration study investigates, develops, documents, and disseminates information regarding the economic, operational, and environmental implications of utilizing compressed natural gas (CNG) in various truck fueling applications. The four (4) truck classes investigated are light duty gasoline trucks, medium duty gasoline trucks, medium duty diesel trucks and heavy duty diesel trucks. The project researches aftermarket CNG conversions for the first three vehicle classes and original equipment manufactured (OEM) CNG vehicles for light duty gasoline and heavy duty diesel classes. In phase two of the demonstration project, critical issues are identified and assessed with respect to implementing use of CNG fueled vehicles in a large vehicle fleet. These issues include defining changes in local, state, and industry CNG fueled vehicle related codes and standards; addressing vehicle fuel storage limitations; using standardized vehicle emission testing procedures and results; and resolving CNG refueling infrastructure implementation issues and related cost factors. The report identifies which CNG vehicle fueling options were tried and failed and which were tried and succeeded, with and without modifications. The conclusions include a caution regarding overly optimistic assessments of CNG vehicle technology at the initiation of the project.

    This case study describes a DOE Zero Energy Ready Home in Houston, Texas, that scored HERS 39 without PV and HERS 29 with PV. This 5,947 ft2 custom home has 11.5-inch ICF walls. The attic is insulated along the roof line with 5 to 7 inches of open-cell spray foam. Most of the home's drinking water is supplied by a 11,500-gallon rainwater cistern. Hurricane strapping connects the roof to the walls. The triple-pane windows are impact resistant. The foundation is a raised slab.

  2. OPERATION OF A PUBLIC GEOLOGIC CORE AND SAMPLE REPOSITORY IN HOUSTON TEXAS

    In the spring of 2002, the Department of Energy provided an initial 1-year grant to the Bureau of Economic Geology (BEG) at The University of Texas at Austin (UT). The grant covered the one-year operational expenses of a worldclass core and cuttings facility located in Houston, Texas, that BP America donated to the BEG. The DOE investment of $300,000, matched by a $75,000 UT contribution, provided critical first-year funds that were heavily leveraged by the BP gift of $7.0 million in facilities and cash. DOE also provided a one-month extension and grant of $30,000 for the month of May 2003. A 5-year plan to grow a permanent endowment in order to manage the facility in perpetuity is well under way and on schedule. The facility, named the Houston Research Center, represents an ideal model for a strong Federal, university, and private partnership to accomplish a national good. This report summarizes the activities supported by the initial DOE grant during the first 13 months of operation and provides insight into the activities and needs of the facility in the second year of operation.

  3. Energy savings for heat-island reduction strategies in Chicago and Houston (including updates for Baton Rouge, Sacramento, and Salt Lake City)

    In 1997, the U.S. Environmental Protection Agency (EPA) established the ''Heat Island Reduction Initiative'' to quantify the potential benefits of Heat-Island Reduction (HIR) strategies (i.e., shade trees, reflective roofs, reflective pavements and urban vegetation) to reduce cooling-energy use in buildings, lower the ambient air temperature and improve urban air quality in cities, and reduce CO2 emissions from power plants. Under this initiative, the Urban Heat Island Pilot Project (UHIPP) was created with the objective of investigating the potential of HIR strategies in residential and commercial buildings in three initial UHIPP cities: Baton Rouge, LA; Sacramento, CA; and Salt Lake City, UT. Later two other cities, Chicago, IL and Houston, TX were added to the UHIPP. In an earlier report we summarized our efforts to calculate the annual energy savings, peak power avoidance, and annual CO2 reduction obtainable from the introduction of HIR strategies in the initial three cities. This report summarizes the results of our study for Chicago and Houston. In this analysis, we focused on three building types that offer the highest potential savings: single-family residence, office and retail store. Each building type was characterized in detail by vintage and system type (i.e., old and new building constructions, and gas and electric heat). We used the prototypical building characteristics developed earlier for each building type and simulated the impact of HIR strategies on building cooling- and heating-energy use and peak power demand using the DOE-2.1E model. Our simulations included the impact of (1) strategically-placed shade trees near buildings [direct effect], (2) use of high-albedo roofing material on the building [direct effect], (3) urban reforestation with high-albedo pavements and building surfaces [indirect effect] and (4) combined strategies 1, 2, and 3 [direct and indirect effects]. We then estimated the total roof area of air-conditioned buildings in each city using readily obtainable data to calculate the metropolitan-wide impact of HIR strategies. The results show that in Chicago, potential annual energy savings of $30M could be realized by ratepayers from the combined direct and indirect effects of HIR strategies. Additionally, peak power avoidance is estimated at 400 MW and the reduction in annual carbon emissions at 58 ktC.   4. Energy efficient low-income housing demonstration with Houston Habitat for Humanity. Final status report, October 1, 1995--September 30, 1997

    Using DOE grant funds, the Alliance to Save Energy developed and managed an award-winning low-income housing demonstration in cooperation with Houston Habitat for Humanity at the 1996 and 1997 annual NAHB Builders Show in Houston, Texas. Using a unique group of over 30 national, state and local partners, the energy design of Houston Habitat houses was permanently upgraded to the Energy Star Homes Program threshold. Meeting Energy Star Homes Program criteria, the partner design team increased the level of efficiency approximately 30% over the 1992 Model Energy Code. This innovative design using commercially available materials added approximately $1,400 in cost-effective energy upgrades with an estimated payback of less than 8 years. The 30 public-private partners successfully demonstrated energy and resource efficient housing techniques to the 65,000 NAHB home show attendees and the over 3,000 Habitat affiliates. This project resulted in the Houston Habitat affiliate becoming the nation`s first low-income Energy Star Homes Program home builder. By the year 2000, Houston Habitat anticipates building over 500 homes to this new level of efficiency as well as set an example for other Habitat affiliates nationwide to follow. The 1997 demonstration house utilized an all-women volunteer builders team to construct a 3 bedroom home in Houston Habitat`s Woodglen Subdivision. Energy consumption was remotely metered by Texas A and M.

    BSC worked directly with the David Weekley Homes - Houston division to redesign three floor plans in order to locate the HVAC system in conditioned space. The purpose of this project is to develop a cost effective design for moving the HVAC system into conditioned space. In addition, BSC conducted energy analysis to calculate the most economical strategy for increasing the energy performance of future production houses. This is in preparation for the upcoming code changes in 2015. The builder wishes to develop an upgrade package that will allow for a seamless transition to the new code mandate. The following research questions were addressed by this research project: 1. What is the most cost effective, best performing and most easily replicable method of locating ducts inside conditioned space for a hot-humid production home builder that constructs one and two story single family detached residences? 2. What is a cost effective and practical method of achieving 50% source energy savings vs. the 2006 International Energy Conservation Code for a hot-humid production builder? 3. How accurate are the pre-construction whole house cost estimates compared to confirmed post construction actual cost? BSC and the builder developed a duct design strategy that employs a system of dropped ceilings and attic coffers for moving the ductwork from the vented attic to conditioned space. The furnace has been moved to either a mechanical closet in the conditioned living space or a coffered space in the attic.

  6. Land subsidence caused by withdrawal of oil and gas in the Gulf coastal plain - The Houston, Texas, case history

    The extensive network of geodetic leveling lines in the Houston-Galveston, Texas, area, where at least 110 oil and gas fields have been developed, provides the most comprehensive opportunity in the Gulf Coast to search for the occurrence of land subsidence caused by withdrawal of oil and gas. Although the evaluation is complicated by regional subsidence caused by a decline of ground-water level in aquifers beneath the area, subsidence caused by oil and gas withdrawal can be examined by searching for local increases of subsidence at oil and gas fields crossed by leveling lines. Twenty-nine fields are crossed by lines with repeated leveling surveys. Subsidence profiles across these fields indicate local increases of subsidence at six fields-Alco-Mag, Chocolate Bayou, Goose Creek, Hastings, Mykawa, and South Houston. Although ground-water withdrawal is undoubtedly the most important factor contributing to the total subsidence at each field, oil and gas withdrawal may be partly responsible for the local increases. Except for Chocolate Bayou, the volume of petroleum production at each field was sufficient to account for the increase. The volume of petroleum production, however, in general is not a reliable index for predicting the local increase because land within many fields with significant production did not show local increases of subsidence. With the exception of the 1 m subsidence caused by petroleum withdrawal at Goose Creek (1917-1925), local increases of subsidence were less than 0.3 m.

    This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    Loaning Texas Southern University equipment in order to perform site-specific, long-term, continuous, and high-resolution measurements of solar irradiance is important for developing renewable resource data. These data are used for several research and development activities consistent with the NREL mission: (1) establish a national 30-year climatological database of measured solar irradiances; (2) provide high quality ground-truth data for satellite remote sensing validation; (3) support development of radiative transfer models for estimating solar irradiance from available meteorological observations; (4) provide solar resource information needed for technology deployment and operations. Data acquired under this agreement will be available to the public through NREL's Measurement & Instrumentation Data Center - MIDC (http://www.nrel.gov/midc) Or the Renewable Resource Data Center - RReDC (http://rredc.nrel.gov). The MIDC offers a variety of standard data display, access, and analysis tools designed to address the needs of a wide user audience (e.g., industry, academia, and government interests).

  12. The Use of Positive Matrix Factorization with Conditional Probability Functions in Air Quality Studies: An Application to Hydrocarbon Emissions in Houston, Texas

    As part of a study to identify groups of compounds (source categories) associated with different processing facilities, a multivariate receptor model called Positive Matrix Factorization (PMF) was applied to hourly average concentrations of volatile organic compounds (VOCs) measured at five Photochemical Assessment Monitoring Stations (PAMS) located near the Ship Channel in Houston, Texas. The observations were made between June and October, 2003, and limited to nighttime measurements (21:00 pm 6:00 am) in order to remove the complexity of photochemical processing and associated changes in the concentrations of primary and secondary VOCs. Six to eight volatile organic compounds source categories were identified for the five Ship Channel sites. The dominant source categories were found to be those associated with petrochemical, chemical industries and fuel evaporation. In contrast, source categories associated with on-road vehicles were found to be relatively insignificant. Although evidence of biogenic emissions was found at almost all the sites, this broad category was significant only at the Wallisville site, which was also the site furthest away from the Ship Channels area and closest to the northeast forest of Texas. Natural gas, accumulation and fuel evaporation sources were found to contribute most to the ambient VOCs, followed by the petrochemical emission of highly reactive ethene and propylene. Solvent / paint industry and fuel evaporation and emission from refineries were next in importance while the on-road vehicle exhaust generally contributed less than 10% of the total ambient VOCs. Specific geographic areas associated with each source category were identified through the use of a Conditional Probability Function (CPF) analysis that related elevated concentrations of key VOCs in each category to a network of grids superimposed on the source inventories of the VOCs.

    This report details the work completed under the TX-100 blade manufacturing portion of the Carbon-Hybrid Blade Developments: Standard and Twist-Coupled Prototype project. The TX-100 blade is a 9 meter prototype blade designed with bend-twist coupling to augment the mitigation of peak loads during normal turbine operation. This structural coupling was achieved by locating off axis carbon fiber in the outboard portion of the blade skins. The report will present the tooling selection, blade production, blade instrumentation, blade shipping and adapter plate design and fabrication. The baseline blade used for this project was the ERS-100 (Revision D) wind turbine blade. The molds used for the production of the TX-100 were originally built for the production of the CX-100 blade. The same high pressure and low pressure skin molds were used to manufacture the TX-100 skins. In order to compensate for the difference in skin thickness between the CX-100 and the TX-100, however, a new TX-100 shear web plug and mold were required. Both the blade assembly fixture and the root stud insertion fixture used for the CX-100 blades could be utilized for the TX-100 blades. A production run of seven TX-100 prototype blades was undertaken at TPI Composites during the month of October, 2004. Of those seven blades, four were instrumented with strain gauges before final assembly. After production at the TPI Composites facility in Rhode Island, the blades were shipped to various test sites: two blades to the National Wind Technology Center at the National Renewable Energy Laboratory in Boulder, Colorado, two blades to Sandia National Laboratory in Albuquerque, New Mexico and three blades to the United States Department of Agriculture turbine field test facility in Bushland, Texas. An adapter plate was designed to allow the TX-100 blades to be installed on existing Micon 65/13M turbines at the USDA site. The conclusion of this program is the kick-off of the TX-100 blade testing at the three testing facilities.

    In support of the DOE Low Wind Speed Turbine (LWST) program two of the three Micon 65/13M wind turbines at the USDA Agricultural Research Service (ARS) center in Bushland, Texas will be used to test two sets of experimental blades, the CX-100 and TX-100. The blade aerodynamic and structural characterization, meteorological inflow and wind turbine structural response will be monitored with an array of 75 instruments: 33 to characterize the blades, 15 to characterize the inflow, and 27 to characterize the time-varying state of the turbine. For both tests, data will be sampled at a rate of 30 Hz using the ATLAS II (Accurate GPS Time-Linked Data Acquisition System) data acquisition system. The system features a time-synchronized continuous data stream and telemetered data from the turbine rotor. This paper documents the instruments and infrastructure that have been developed to monitor these blades, turbines and inflow.

    WMA TX-TY contains underground, single-shell tanks that were used to store liquid waste that contained chemicals and radionuclides. Most of the liquid has been removed, and the remaining waste is regulated under the RCRA as modified in 40 CFR Part 265, Subpart F and Washington States Hazardous Waste Management Act . WMA TX-TY was placed in assessment monitoring in 1993 because of elevated specific conductance. A groundwater quality assessment plan was written in 1993 describing the monitoring activities to be used in deciding whether WMA TX-TY had affected groundwater. That plan was updated in 2001 for continued RCRA groundwater quality assessment as required by 40 CFR 265.93 (d)(7). Texas' program for alternate fuels includes liquefied petroleum gas (LPG). Based on an analysis of 30-year life-cycle costs, development of a propane vehicle program for the Texas Department of Transportation (TxDOT) would cost about $24.3 million (in 1991 dollars). These costs include savings from lower-priced LPG and differentials between propane and gasoline/diesel in infrastructure costs for a fueling station, vehicle costs, and operating costs. The 30-year life-cycle costs translate into an average annual vehicle cost increase of $308, or about 2.5 cents more per vehicle mile of travel. Sensitivity analyses are performed on the discount rate, price of propane, maintenance savings, vehicle utilization, diesel vehicles, extended vehicle life, original equipment manufacturer (OEM) vehicles, and operating and infrastructure costs. The best results are obtained when not converting diesel vehicles, converting only large fleets, and extending the period the vehicle is kept in service. Combining these factors yields results that are most cost-effective for TxDOT. This is volume one of two volumes.

    Since the year 2000, the United States Patent and Trademark Office (USPTO) has granted a dozen patents for inventions related to methane dehydroaromatization processes. One of them was granted to UOP LLC (Des Plaines). It relates to a catalyst composition and preparation method. Two patents were granted to Conoco Phillips Company (Houston, TX). One was aimed at securing a process and operating conditions for methane aromatization. The other was aimed at securing a process that may be integrated with separation of wellhead fluids and blending of the aromatics produced from the gas with the crude. Nine patents were granted to ExxonMobil Chemical Patents Inc. (Houston, TX). Most of these were aimed at securing a dehydroaromatization process where methane-containing feedstock moves counter currently to a particulate catalyst. The coked catalyst is heated or regenerated either in the reactor, by cyclic operation, or in annex equipment, and returned to the reactor. The reactor effluent stream may be separated in its main components and used or recycled as needed. A brief summary of those inventions is presented in this review.

    Patterns of microearthquakes detected downhole defined fracture orientation and extent in the Austin chalk, Giddings field, TX and the 76 field, Clinton Co., KY. We collected over 480 and 770 microearthquakes during hydraulic stimulation at two sites in the Austin chalk, and over 3200 during primary production in Clinton Co. Data were of high enough quality that 20%, 31% and 53% of the events could be located, respectively. Reflected waves constrained microearthquakes to the stimulated depths at the base of the Austin chalk. In plan view, microearthquakes defined elongate fracture zones extending from the stimulation wells parallel to the regional fracture trend. However, widths of the stimulated zones differed by a factor of five between the two Austin chalk sites, indicating a large difference in the population of ancillary fractures. Post-stimulation production was much higher from the wider zone. At Clinton Co., microearthquakes defined low-angle, reverse-fault fracture zones above and below a producing zone. Associations with depleted production intervals indicated the mapped fractures had been previously drained. Drilling showed that the fractures currently contain brine. The seismic behavior was consistent with poroelastic models that predicted slight increases in compressive stress above and below the drained volume.

    Designing sustainable electrodes for next generation energy storage devices relies on the understanding of their fundamental properties at the nanoscale, including the comprehension of ions insertion into the electrode and their interactions with the active material. One consequence of ion storage is the change in the electrode volume resulting in mechanical strain and stress that can strongly affect the cycle life. Therefore, it is important to understand the changes of dimensions and mechanical properties occurring during electrochemical reactions. While the characterization of mechanical properties via macroscopic measurements is well documented, in-situ characterization of their evolution has never been achieved atmore » the nanoscale. Two dimensional (2D) carbides, known as MXenes, are promising materials for supercapacitors and various kinds of batteries, and understating the coupling between their mechanical and electrochemical properties is therefore necessary. Here we report on in-situ imaging, combined with density functional theory of the elastic changes, of a 2D titanium carbide (Ti3C2Tx) electrode in direction normal to the basal plane during cation intercalation. The results show a strong correlation between the Li+ ions content and the elastic modulus, whereas little effects of K+ ions are observed. Moreover, this strategy enables identifying the preferential intercalation pathways within a single particle.« less

These surveys were designed to provide background information supporting Surface-to-Surface and Well-to-Well resistivity surveys of Waste Management Area TX-TY. The objective of the preliminary investigation was to collect background characterization information with GPR to understand the spatial distribution of metallic objects that could potentially interfere with the results from high resolution resistivity{trademark} surveys. The results of the background characterization confirm the existence of documented infrastructure, as well as highlight locations of possible additional undocumented subsurface metallic objects.

    MXenes are a recently discovered family of two-dimensional (2D) early transition metal carbides and carbonitrides, which have already shown many attractive properties and a great promise in energy storage and many other applications. However, a complex surface chemistry and small coherence length has been an obstacle in some applications of MXenes, also limiting accuracy of predictions of their properties. In this study, we describe and benchmark a novel way of modeling layered materials with real interfaces (diverse surface functional groups and stacking order between the adjacent monolayers) against experimental data. The structures of three kinds of Ti3C2Tx MXenes (T standsmore » for surface terminating species, including O, OH, and F) produced under different synthesis conditions were resolved for the first time using atomic pair distribution function obtained by high-quality neutron total scattering. The true nature of the material can be easily captured with the sensitivity of neutron scattering to the surface species of interest and the detailed third-generation structure model we present. The modeling approach leads to new understanding of MXene structural properties and can replace the currently used idealized models in predictions of a variety of physical, chemical and functional properties of Ti3C2-based MXenes. Furthermore, the developed models can be employed to guide the design of new MXene materials with selected surface termination and controlled contact angle, catalytic, optical, electrochemical and other properties. We suggest that the multi-level structural modeling should form the basis for a generalized methodology on modeling diffraction and pair distribution function data for 2D and layered materials.« less

The overall goal of the Tank Farm Vadose Zone Project, led by CH2M HILL Hanford Group, Inc., is to define risks from past and future single-shell tank farm activities at Hanford. To meet this goal, CH2M HILL Hanford Group, Inc. tasked scientists from Pacific Northwest National Laboratory to perform detailed analyses on vadose zone sediments from within Waste Management Area (WMA) T-TX-TY. This report is the first of two reports written to present the results of these analyses. Specifically, this report contains all the geologic, geochemical, and selected physical characterization data collected on vadose zone sediment recovered from boreholes C3830, C3831, and C3832 in the TX Tank Farm, and from borehole 299-W-10-27 installed northeast of the TY Tank Farm.

    Purpose: To determine whether in-house patient-specific intensity modulated radiation therapy quality assurance (IMRT QA) results predict Imaging and Radiation Oncology Core (IROC)-Houston phantom results. Methods and Materials: IROC Houston's IMRT head and neck phantoms have been irradiated by numerous institutions as part of clinical trial credentialing. We retrospectively compared these phantom results with those of in-house IMRT QA (following the institution's clinical process) for 855 irradiations performed between 2003 and 2013. The sensitivity and specificity of IMRT QA to detect unacceptable or acceptable plans were determined relative to the IROC Houston phantom results. Additional analyses evaluated specific IMRT QA dosimeters and analysis methods. Results: IMRT QA universally showed poor sensitivity relative to the head and neck phantom, that is, poor ability to predict a failing IROC Houston phantom result. Depending on how the IMRT QA results were interpreted, overall sensitivity ranged from 2% to 18%. For different IMRT QA methods, sensitivity ranged from 3% to 54%. Although the observed sensitivity was particularly poor at clinical thresholds (eg 3% dose difference or 90% of pixels passing gamma), receiver operator characteristic analysis indicated that no threshold showed good sensitivity and specificity for the devices evaluated. Conclusions: IMRT QA is not a reasonable replacement for a credentialing phantom. Moreover, the particularly poor agreement between IMRT QA and the IROC Houston phantoms highlights surprising inconsistency in the QA process.

    Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. The currently deployed radiation portal monitors (RPMs) from Ludlum and Science Applications International Corporation (SAIC) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large neutron detector. There is a declining supply of 3He in the world, and thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride (BF3)-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated non-scintillating plastic fibers. In addition, a few other companies have detector technologies that might be competitive in the near term as an alternative technology. Reported here are the results of tests of a boron-lined, multitube proportional counter manufactured by Centronic Ltd. (Surry, U.K. and Houston, TX). This testing measured the required performance for neutron detection efficiency and gamma-ray rejection capabilities of the detector.
