    This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    Using DOE grant funds, the Alliance to Save Energy developed and managed an award-winning low-income housing demonstration in cooperation with Houston Habitat for Humanity at the 1996 and 1997 annual NAHB Builders Show in Houston, Texas. Using a unique group of over 30 national, state and local partners, the energy design of Houston Habitat houses was permanently upgraded to the Energy Star Homes Program threshold. Meeting Energy Star Homes Program criteria, the partner design team increased the level of efficiency approximately 30% over the 1992 Model Energy Code. This innovative design using commercially available materials added approximately $1,400 in cost-effective energy upgrades with an estimated payback of less than 8 years. The 30 public-private partners successfully demonstrated energy and resource efficient housing techniques to the 65,000 NAHB home show attendees and the over 3,000 Habitat affiliates. This project resulted in the Houston Habitat affiliate becoming the nation`s first low-income Energy Star Homes Program home builder. By the year 2000, Houston Habitat anticipates building over 500 homes to this new level of efficiency as well as set an example for other Habitat affiliates nationwide to follow. The 1997 demonstration house utilized an all-women volunteer builders team to construct a 3 bedroom home in Houston Habitat`s Woodglen Subdivision. Energy consumption was remotely metered by Texas A and M.

    With assistance from the Florida Solar Energy Center (FSEC) and its Building America Partnership for Improved Residential Construction (BA-PIRC), Atlantic Housing Partners (AHP) has implemented a high performance, systems engineered package of measures. This report demonstrates how the initiative achieves Building America (BA) goals of 30%-50% energy savings. Specifically, the goals are documented as being achieved in the new construction multifamily housing sector in the hot humid climate. Results from energy modeling of the high performance package are presented. The role of utility allowance calculations, used as part of the low-income housing tax credit process, to value those energy savings is discussed, as is customer satisfaction with heat pump water heaters.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    Abstract: Energy is a key requirement for a healthy, productive life and a major driver of the emissions leading to an increasingly warm planet. The implications of a doubling and redoubling of per capita incomes over the remainder of this century for energy use are a critical input into understanding the magnitude of the carbon management problem. A substantial controversy about how the Special Report on Emssions Scenarios (SRES) measured income and the potential implications of how income was measured for long term levels of energy use is revisited again in the McKibbin, Pearce and Stegman article appearing elsewhere in this issue. The recent release of a new set of purchasing power estimates of national income, and the preparations for creating new scenarios to support the IPCC’s fifth assessment highlight the importance of the issues which have arisen surrounding income and energy use. Comparing the 1993 and 2005 ICP results on Purchasing Power Parity (PPP) based measures of income reveals that not only do the 2005 ICP estimates share the same issue of common growth rates for real income as measured by PPP and US $, but the lack of coherence in the estimates of PPP incomes, especially for developing countries raises yet another obstacle to resolving the best way to measure income. Further, the common use of an income term to mediate energy demand (as in the Kaya identity) obscures an underlying reality about per capita energy demands, leading to unreasonable estimates of the impact of changing income measures and of the recent high GDP growth rates in India and China. Significant new research is required to create both a reasonable set of GDP growth rates and long term levels of energy use.

    We present a stochastic agent-based model for the distribution of personal incomes in a developing economy. We start with the assumption that incomes are determined both by individual labour and by stochastic effects of trading and investment. The income from personal effort alone is distributed about a mean, while the income from trade, which may be positive or negative, is proportional to the trader's income. These assumptions lead to a Langevin model with multiplicative noise, from which we derive a Fokker-Planck (FP) equation for the income probability density function (IPDF) and its variation in time. We find that high earners have a power-law income distribution while the low income groups have a Levy IPDF. Comparing our analysis with the Indian survey data (obtained from the world bank website) taken over many years we obtain a near-perfect data collapse onto our model's equilibrium IPDF.     This research program addresses the need to increase the energy efficiency of industrialized housing. Two research centers have responsibility for the program: the Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. The two organizations provide complementary architectural, systems engineering, and industrial engineering capabilities. In 1989 we worked on these tasks: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. The current research program, under the guidance of a steering committee composed of industry and government representatives, focuses on three interdependent concerns -- (1) energy, (2) industrial process, and (3) housing design. Building homes in a factory offers the opportunity to increase energy efficiency through the use of new materials and processes, and to increase the value of these homes by improving the quality of their construction. Housing design strives to ensure that these technically advanced homes are marketable and will meet the needs of the people who will live in them.

    More than 1 million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

    Marginalised Roma communities in European countries live in substandard housing conditions the improvement of which has been one of the major issues of the Decade of Roma Inclusion, the ongoing intergovernmental European Roma programme. The paper presents EU-funded health impact assessments of national Roma housing policies and programmes in 3 Central and Eastern European countries in light of the evaluation of a completed local project in a fourth CEE country so as to compare predicted effects to observed ones. Housing was predicted to have beneficial health effects by improving indoor and outdoor conditions, access to services, and socioeconomic conditions. Negative impacts were predicted only in terms of maintenance expenses and housing tenure. However, observed impacts of the completed local project did not fully support predictions especially in terms of social networks, satisfaction with housing and neighbourhood, and inhabitant safety. In order to improve the predictive value of HIA, more evidence should be produced by the careful evaluation of locally implemented housing projects. In addition, current evidence is in favour of planning Roma housing projects at the local rather than at the national level in alignment with the principle of subsidiarity. - Highlights: Black-Right-Pointing-Pointer Predictive validity of HIA of national Roma housing policies - in light of current evidence - is low. Black-Right-Pointing-Pointer Implemented housing projects should be comprehensively evaluated to improve reliability of HIA. Black-Right-Pointing-Pointer Roma housing projects should be planned at the local rather than at the national level.     Whole-house ventilation systems are becoming commonplace in new construction, remodeling/renovation, and weatherization projects, driven by combinations of specific requirements for indoor air quality (IAQ), health and compliance with standards, such as ASHRAE 62.2. Ventilation systems incur an energy penalty on the home via fan power used to drive the airflow, and the additional space-conditioning load associated with heating or cooling the ventilation air. Finding a balance between IAQ and energy use is important if homes are to be adequately ventilated while not increasing the energy burden. This study used computer simulations to examine RIVEC the Residential Integrated Ventilation Controller - a prototype ventilation controller that aims to deliver whole-house ventilation rates that comply with ventilation standards, for the minimum use of energy. Four different whole-house ventilation systems were simulated, both with and without RIVEC, so that the energy and IAQ results could be compared. Simulations were conducted for 13 US climate zones, three house designs, and three envelope leakage values. The results showed that the RIVEC controller could typically return ventilation energy savings greater than 40percent without compromising long-term chronic or short-term acute exposures to relevant indoor contaminants. Critical and average peak power loads were also reduced as a consequence of using RIVEC.

Under normal operating conditions, the reactor power level, radial shape flux and axial power flux are regulated by the positioning of the control rods. The control rods are solid rods of a lithium-aluminum alloy with an thin aluminum outer sheath. Lithium is a good absorber of neutrons and, thus control rod temperatures rise with reactor power. At conditions of sufficiently high reactor power and degraded coolant flow, the control rods could heat sufficiently to cause a metallurigical failure of the sheath leading to molten material coming in contact with water and the possibility of a steam explosion. An accident has been postulated as part of the analysis involving the safety upgrade of Savannah River Site reactors in which the housing is not seated on the pin. Coolant from the upflow pin would not be directed into the housing but, into the moderator space surrounding the housing. Only naturally aspirated cooling due to buoyancy effects would be available to cool the control rods and the coolant mass flow rate would drop significantly from its nominal value. In this study, the mechanisms and limits of cooling heated rods housed in an unseated septifoil are addressed. Experiments were conducted on a shortened, prototypic housing with electrically heated rods to gain an understanding of the phenomena governing the cooling in such a case and develop data which can be used to evaluate predictive models. These experiments are described, their results discussed, and the predictions of current models is presented.

    Many opportunities exist for large-scale energy conservation projects in housing: military housing, federally-subsidized low-income housing, and planned communities (condominiums, townhomes, senior centers) to name a few. Energy savings performance contracting (ESPC) is now receiving greater attention, as a means to implement such projects. This paper proposes an improved method for prior (to construction) savings estimates for these projects. More accurate prior estimates reduce project risk, decrease financing costs, and help avoid post-construction legal disputes over performance contract baseline adjustments. The proposed approach to prior estimates is verified against data from Fort Polk, LA. In the course of evaluating the ESPC at Fort Polk, Louisiana, we have collected energy use data - both at the electrical feeder level and at the level of individual residences - which allowed us to develop calibrated engineering models which accurately predict pre-retrofit energy consumption. We believe that such calibrated models could be used to provide much more accurate estimates of energy savings in retrofit projects, particularly in cases where the energy consumption of large populations of housing can be captured on one or a few meters. The improved savings estimating approach described here is based on an engineering model calibrated to field-collected data from the pre-retrofit period. A dynamic model of pre-retrofit energy use was developed for all housing and non-housing loads on a complete electrical feeder at Fort Polk. The feeder serves 46 buildings containing a total of 200 individual apartments. Of the 46 buildings, there are three unique types, and among these types the only difference is compass orientation. The model included the heat transfer characteristics of the buildings, the pre-retrofit air source heat pump, a hot water consumption model and a profile for electrical use by lights and other appliances. Energy consumption for all 200 apartments was totaled, and by adjusting thermostat setpoints and outdoor air infiltration parameters, the models were matched to field-collected energy consumption data for the entire feeder. The energy conservation measures were then implemented in the calibrated model: the air source heat pumps were replaced by geothermal heat pumps (GHPs) with desuperheaters; hot water loads were reduced to account for the low-flow shower heads; and lighting loads were reduced to account for fixture delamping and replacement with compact fluorescent lights (CFLs). Our analysis of pre- and post-retrofit data (Shonder and Hughes, 1997) indicates that the retrofits have saved 30.3% of pre-retrofit electrical energy consumption on the feeder modeled in this paper. Using the method outlined, we have been able to predict this savings within 0.1% of its measured value, using only pre-construction energy consumption data, and data from one pilot test site. It is well-known that predictions of savings from energy conservation programs are often optimistic, especially in the case of residential retrofits. Fels and keating (1993) cite several examples of programs which achieved as little as 20% of the predicted energy savings. Factors which influence the sometimes large discrepancies between actual and predicted savings include changes in occupancy, take-back effects (in which more efficient system operation leads occupants to choose higher levels of comfort), and changes in base energy use (e.g. through purchase of additional appliances such as washing machines and clothes dryers). An even larger factor, perhaps, is the inaccuracy inherent in the engineering models (BLAST, DOE-2, etc.) commonly used to estimate building energy consumption, if these models are not first calibrated to site-monitored data. For example, prior estimates of base-wide savings from the Fort Polk ESPC were on the order of 40% of pre-retrofit electrical use; our analysis has shown the true savings for the entire project (which includes 16 separate electrical feeders) to be about 32%.     This paper describes a proposed set of guidelines for analyzing the energy savings achieved by a package of retrofits or an extensive rehabilitation of an existing home. It also describes certain field test and audit methods that can help establish accurate building system performance characteristics that are needed for a meaningful simulation of whole-house energy use. Several sets of default efficiency values have been developed for older appliances that cannot be easily tested and for which published specifications are not readily available. These proposed analysis procedures are documented more comprehensively in NREL Technical Report TP-550-38238.

    Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute`s Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA. The major objectives of the meeting were to: Review and validate the general business models for traditional HVAC companies and whole house energy upgrade companies Review preliminary findings on the differences between the structure of traditional HVAC Companies and whole house energy upgrade companies Seek industry input on how to structure information so it is relevant and useful for traditional HVAC contractors who are transitioning to becoming whole house energy upgrade contractors Seven industry experts identified by IBACOS participated in the session along with one representative from the National Renewable Energy Laboratory (NREL). The objective of the meeting was to validate the general operational profile of an integrated whole house performance contracting company and identify the most significant challenges facing a traditional HVAC contractor looking to transition to a whole house performance contractor. To facilitate the discussion, IBACOS divided the business operations profile of a typical integrated whole house performance contracting company (one that performs both HVAC and shell repair/upgrade work) into seven Operational Areas with more detailed Business Functions and Work Activities falling under each high-level Operational Area. The expert panel was asked to review the operational profile or 'map' of the Business Functions. The specific Work Activities within the Business Functions identified as potential transition barriers were rated by the group relative to the value in IBACOS creating guidance ensuring a successful transition and the relative difficulty in executing.

These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics.     The purpose of the handbook is to provide technical assistance to state grantees participating in the Partnerships in Low-Income Residential Retrofit (PILIRR) Program. PILIRR is a demonstration program aimed at identifying innovative, successful approaches to developing public and private support for weatherization of low-income households. The program reflects the basic concept that responsibility for financial support for conservation activities such as low-income residential retrofitting is likely to gradually shift from the DOE to the states and the private sector. In preparing the handbook, PNL staff surveyed over 50 programs that provide assistance to low-income residents. The survey provided information on factors that contribute to successful programs. PNL also studied the winning PILIRR proposals (from the states of Florida, Iowa, Kentucky, Oklahoma and Washington) and identified the approaches proposed and the type of information that would be most helpful in implementing these approaches.

As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

    In July of 2007 The Department of Energy's (DOE's) Energy Information Administration (EIA) released its impact analysis of 'The Climate Stewardship And Innovation Act of 2007,' known as S.280. This legislation, cosponsored by Senators Joseph Lieberman and John McCain, was designed to significantly cut U.S. greenhouse gas emissions over time through a 'cap-and-trade' system, briefly described below, that would gradually but extensively reduce such emissions over many decades. S.280 is one of several proposals that have emerged in recent years to come to grips with the nation's role in causing human-induced global climate change. EIA produced an analysis of this proposal using the National Energy Modeling System (NEMS) to generate price projections for electricity and gasoline under the proposed cap-and-trade system. Oak Ridge National Laboratory integrated those price projections into a data base derived from the EIA Residential Energy Consumption Survey (RECS) for 2001 and the EIA public use files from the National Household Transportation Survey (NHTS) for 2001 to develop a preliminary assessment of impact of these types of policies on low-income consumers. ORNL will analyze the impacts of other specific proposals as EIA makes its projections for them available. The EIA price projections for electricity and gasoline under the S.280 climate change proposal, integrated with RECS and NHTS for 2001, help identify the potential effects on household electric bills and gasoline expenditures, which represent S.280's two largest direct impacts on low-income household budgets in the proposed legislation. The analysis may prove useful in understanding the needs and remedies for the distributive impacts of such policies and how these may vary based on patterns of location, housing and vehicle stock, and energy usage.
