    This is the Phase 1 Annual Technical Progress Report of a subcontract titled {open_quotes}Novel Two-Stage Selenization Methods for Fabrication of Thin-Film CIS Cells and Submodules.{close_quotes} The objectives of the program are the development of a cost effective process for CIS film deposition, optimization of various layers forming the CIS solar cell and fabrication of submodules using these processes and devices. During this first phase of the program the authors have completed their 1 ft{sup 2} size processing capabilities and added to their facilities an in-line sputtering system that can handle up to 1 ft{sup 2} size substrates. They have optimized the sputtering conditions for the Mo contact as well as the Cu and In films. Thickness uniformity of the Cu and In layers have also been optimized by masking the magnetron cathodes to obtain a variation of 3% throughout a ft{sup 2} substrate. Using the resulting films, they have demonstrated their first large area CIS submodules with outputs of about 3W/ft{sup 2}. Addition of a computer controlled mechanical scriber to the fabrication facilities, and optimization of the large-area ZnO layers are expected to improve the power output of these submodules to over 5W/ft{sup 2} shortly. In addition to the large-area submodule work, the authors have also carried out research aimed at the development of a non-vacuum processing approach for the growth of CIS layers. They have deposited films using this technique, and small-area cells with over 10% conversion efficiency have been demonstrated on such CIS layers.

    This report describes the progress made at Solarex for both device and module efficiencies from the inception of the CIS research program to the present. A rapid improvement in efficiency is apparent, culminating in the fabrication of a 15.5%-efficient device (total area) and a 13%-efficient submodule (aperture area). The device represents the highest efficiency device measured by NREL for any industrial source at that time. The module represented a new world record for any thin-film module at the time of its measurement. The factors leading to these results included improvements in absorber layer quality, transparent contacts, scribing and module formation processes. Other elements critical to the commercialization of CIS-based photovoltaics were also successfully attacked, including reduction of absorber deposition times into the range of 10 to 20 minutes and the successful scale-up of the absorber deposition process to greater than 500 cm{sup 2}. Other requisite processes saw continued development, such as a rapid, low-cost method for transparent window deposition. Subsequent to the demonstration of 13% module efficiency, scribing techniques were further improved that resulted in a reduction in shunt losses and higher module fill factor. This improvement, and the concomitant gain in fill factor, would yield efficiencies approaching 14% on modules having a short-circuit and open-circuit voltage comparable to the record module.

The DOE weatherization Training Project's two objectives are to (1) build PHA's capabilities by (2) developing its staff members capacities via the acquisition of weatherization skills and competencies. The impacts from this project include: (a) the improvement and expansion of PHA staff skills, (b) the overall enhancement of the quality of the PHA workforce, which will (c) foster employment, (d) the ability to properly weatherize PHA housing stock, tribal buildings, and tribal members houses, which will (e) result in reduced energy use, and (f) improved tribal and household economies.

The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    The trade of a fixed stock can be regarded as the basic process that measures its momentary price. The stock price is exactly known only at the time of sale when the stock is between traders, that is, only in the case when the owner is unknown. We show that the stock price can be better described by a function indicating at any moment of time the probabilities for the possible values of price if a transaction takes place. This more general description contains partial information on the stock price, but it also contains partial information on the stock owner. By following the analogy with quantum mechanics, we assume that the time evolution of the function describing the stock price can be described by a Schrodinger type equation.

    Windows have typically been the least efficient thermal component in the residential envelope, but technology advances over the past decade have helped to dramatically improve the energy efficiency of window products. While the thermal performance of these advanced technology windows can be easily characterized for a particular building application, few precise estimates exist of their aggregate impact on national or regional energy use. Policy-makers, utilities, researchers and the fenestration industry must better understand these products` ultimate conservation potential in order to determine the value of developing new products and initiating programs to accelerate their market acceptance. This paper presents a method to estimate the conservation potential of advanced window technologies, combining elements of two well-known modeling paradigms: supply curves of conserved energy and residential end-use forecasting. The unique features include: detailed descriptions of the housing stock by region and vintage, state-of-the-art thermal descriptions of window technologies, and incorporation of market effects to calculate achievable conservation potential and timing. We demonstrate the methodology by comparing, for all new houses built between 1990 and 2010, the conservation potential of very efficient, high R-value ``superwindows`` in the North Central federal region and spectrally-selective low-emissivity (moderate Revalue and solar transmittance) windows in California.

The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

The Chinese stock market experienced a markedly fall during the global financial tsunami and China's economy has also slowed down by about 2\\%-3\\% when measured in GDP. Nevertheless, the housing markets in diverse Chinese cities seemed to continue the almost nonstop mania for more than ten years. However, the structure and dynamics of the Chinese housing market are less studied. Here we perform an extensive study of the Chinese housing market by analyzing ten representative key cities based on both linear and nonlinear econophysical and econometric methods. We identify a common collective driving force which accounts for 96.5\\% of the house price growth, indicating very high systemic risk in the Chinese housing market.     Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

This paper summarizes the experimental results followed in the development of a crankcase engine oil formulation SAE 40, API SF/CC with maximum usage of a naphthenic base stock MVIN-170 combined with HVI stocks and conventional additive technologies. The physico-chemical characterization of the MVIN-170 base stock, a conventional processed napthenic oil that Maraven (affiliate of PDVSA) commercializes from Isla Refinery of Curazao, is presented and compared with other napthenic oils coming from other crude sources of processes and with parafinic base stocks of equivalent viscosity.

    This project report details activities and results of the 'Market Characterization' project undertaken by the Cost Effective Energy Retrofit (CEER) team targeted toward the DOE goal of achieving 30%-50% reduction in existing building energy use. CEER consists of members from the Dow Chemical Company, Michigan State University, Ferris State University and Habitat for Humanity Kent County. The purpose of this market characterization project was to identify housing archetypes which are dominant within Great Lakes region and therefore offer significant potential for energy-efficient retrofit research and implementation due to the substantial number of homes possessing similar characteristics. Understanding the characteristics of housing groups referred to as 'archetypes' by vintage, style, and construction characteristics can allow research teams to focus their retrofit research and develop prescriptive solutions for those structure types which are prevalent and offer high potential uptake within a region or market. Key research activities included; literature review, statistical analysis of national and regional data of the American Housing Survey (AHS) collected by the U.S. Census Bureau, analysis of Michigan specific data, development of a housing taxonomy of architectural styles, case studies of two local markets (i.e., Ann Arbor and Grand Rapids in Michigan) and development of a suggested framework (or process) for characterizing local markets. In order to gain a high level perspective, national and regional data from the U.S. Census Bureau was analyzed using cross tabulations, multiple regression models, and logistic regression to characterize the housing stock and determine dominant house types using 21 variables.

The net-zero energy home: Scientists are working to make tomorrow's homes more than just energy efficient -- they want them to be zero energy. Iain Walker, a scientist in the Lab's Energy Performance of Buildings Group, will discuss what it takes to develop net-zero energy houses that generate as much energy as they use through highly aggressive energy efficiency and on-site renewable energy generation. Talking back to the grid: Imagine programming your house to use less energy if the electricity grid is full or price are high. Mary Ann Piette, deputy director of Berkeley Lab's building technology department and director of the Lab's Demand Response Research Center, will discuss how new technologies are enabling buildings to listen to the grid and automatically change their thermostat settings or lighting loads, among other demands, in response to fluctuating electricity prices. The networked (and energy efficient) house: In the future, your home's lights, climate control devices, computers, windows, and appliances could be controlled via a sophisticated digital network. If it's plugged in, it'll be connected. Bruce Nordman, an energy scientist in Berkeley Lab's Energy End-Use Forecasting group, will discuss how he and other scientists are working to ensure these networks help homeowners save energy.

    An energy-efficient design and construction checklist and information sheets on energy-efficient design and construction are two products being developed. These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

    The Consortium for Advanced Residential Buildings has provided the technical engineering and building science support for a highly visible demonstration home in connection with the National Association of Home Builders' International Builders Show. The two previous projects, the Las Vegas net-zero ReVISION House and the 2011 VISION and ReVISION Houses in Orlando, met goals for energy efficiency, cost effectiveness, and information dissemination through multiple web-based venues. This project, which was unveiled at the 2012 International Builders Show in Orlando on February 9, is the deep energy retrofit Cool Energy House (CEH). The CEH began as a mid-1990s two-story traditional specification house of about 4,000 ft2 in the upscale Orlando suburb of Windermere.

    Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

    The Resident Fish Stock Status above Chief Joseph and Grand Coulee Dams Project, commonly known as the Joint Stock Assessment Project (JSAP) is a management tool using ecosystem principles to manage artificial fish assemblages and native fish in altered environments existing in the Columbia River System above Chief Joseph and Grand Coulee Dams (blocked area). The three-phase approach of this project will enhance the fisheries resources of the blocked area by identifying data gaps, filling data gaps with research, and implementing management recommendations based on research results. The Blocked Area fisheries information housed in a central location will allow managers to view the entire system while making decisions, rather than basing management decisions on isolated portions of the system. The JSAP (NWPPC program measure 10.8B.26) is designed and guided jointly by fisheries managers in the blocked area and the Columbia Basin blocked area management plan (1998). The initial year of the project (1997) identified the need for a central data storage and analysis facility, coordination with the StreamNet project, compilation of blocked area fisheries information, and a report on the ecological condition of the Spokane River System. These needs were addressed in 1998 by acquiring a central location with a data storage and analysis system, coordinating a pilot project with StreamNet, compiling fisheries distribution data throughout the blocked area, identifying data gaps based on compiled information, and researching the ecological condition of the Spokane River. In order to ensure that any additional information collected throughout the life of this project will be easily stored and manipulated by the central storage facility, it was necessary to develop standardized methodologies between the JSAP fisheries managers. The use of common collection and analytical tools is essential to the process of streamlining joint management decisions. In 1999 and 2000 the project began to address some of the identified data gaps, throughout the blocked area, with a variety of newly developed sampling projects, as well as, continuing with ongoing data collection of established projects.

    In the production of base stock VMGZ oil, a given viscosity, solid point, and initial boiling point, are required. The Moscow Petroleum Company mixed West Siberian and Ramaschinko crudes in this process to obtain proper specifications. But when they used paraffinic Usa crude off-specification batches were obtained. It became necessary to investigate the nature of the crude oil on the quality of the base stock. Usa crude, the study found, has a higher solid point, lower viscosity. Heavier cuts (with boiling points in the 280-5 C range) must be used. A mixture of 50% West Siberian and Romanian and 50% USA crude was also tested. This mixture meets requirements if the boiling point is no lower than 280 C. The results indicate that the distillation range of the deepstock is selected according to the nature of the crude, a finding which makes it possible to avoid off-specification.

    For the first time genetic similarities among chinook salmon and among steelhead trout stocks of the Columbia River were determined using a holistic approach including analysis of life history, biochemical, body shape and meristic characters. We examined between year differences for each of the stock characteristics and we also correlated the habitat characteristics with the wild stock characteristics. The most important principle for managing stocks of Columbia River chinook salmon and steelhead trout is that geographically proximal stocks tend to be like each other. Run timing and similarity of the stream systems should be taken into account when managing stocks. There are similarities in the classifications derived for chinook salmon and steelhead trout. Steelhead trout or chinook salmon tend to be genetically similar to other steelhead or chinook stocks, respectively, that originate from natal streams that are geographically close, regardless of time of freshwater entry. The primary exception Lo this trend is between stocks of spring and fall chinook in the upper Columbia River where fish with the different run timings are dissimilar, though geographically proximate stocks within a run form are generally very similar. Spring chinook stocks have stronger affinities to other spring chinook stocks that originate in the same side of the Cascade Range than to these Spring chinook stock: spawned on the other side of the Cascade Range. Spring chinook from west of the Cascades are more closely related to fall chinook than they are to spring chinook from east of the Cascades. Summer chinook can be divided into two main groups: (1) populations in the upper Columbia River that smolt as subyearlings and fall chinook stocks; and (2) summer chinook stocks from the Salmon River, Idaho, which smolt as yearlings and are similar to spring chinook stocks from Idaho. Fall chinook appear to comprise one large diverse group that is not easily subdivided into smaller subgroups. In general, upriver brights differ from tules by at least one locus. Steelhead stocks can be divided into two main groups: (1) those stocks found east of the Cascades; and (2) those stocks found west of the Cascade Mountains. Steelhead from west of the Cascades are divisable into three subgroups of closely related stocks: (1) a group comprised mainly of wild winter steelhead from the lower Columbia River; (2) Willamette River hatchery and wild winter steelhead; and (3) summer and winter hatchery steelhead stocks from both the lower Columbia and Willamette Rivers. Steelhead from east of the Cascades are separable into three subgroups of closely related stocks: (1) wild summer steelhead; (2) a group comprised mainly of hatchery summer steelhead stocks; and (3) other hatchery and wild steelhead from Idaho. Streams east and west of the Cascades can be differentiated using characters including precipitation, elevation, distance from the mouth of the Columbia, number of frost-free days and minimum annual air temperature. There are significant differences among the stocks of chinook salmon and steelhead trout for each of the meristic and body shape characters. Between year variation does not account for differences among the stocks for the meristic and body shape characters with the exception of pelvic fin ray number in steelhead trout. Characters based on body shape are important for discriminating between the groups of hatchery and wild steelhead stocks. We could not determine whether the basis for the differences were genetic or environmental. The reason for the variation of the characters among stocks is as yet unclear. Neutrality or adaptiveness has not been firmly demonstrated.

The NPCC was directed by Congress to develop a regional Power Plan and also the Columbia River Basin Fish and Wildlife Program (FWP) to restore or replace losses of fish caused by construction and operation of hydroelectric dams in the Columbia River Basin. In developing the FWP, Congress specifically directed NPCC to solicit recommendations for measures to be included in the Program from the region's fish and wildlife agencies and Indian tribes. All measures adopted by the Council were also required to be consistent with the management objectives of the agencies and tribes [Section 4.(h)(6)(A)], the legal rights of Indian tribes in the region [Section 4.(h)(6)(D)] and be based upon and supported by the best available scientific knowledge [Section 4.(h)(6)(B)]. The Resident Fish Stock Status above Chief Joseph and Grand Coulee Dams Project, also known as the Joint Stock Assessment Project (JSAP) specifically addresses NPPC Council measure 10.8B.26 of the 1994 program. The Joint Stock Assessment Project is a management tool using ecosystem principles to manage artificial fish assemblages and native fish in altered environments existing in the Columbia River System above Chief Joseph and Grand Coulee Dams (Blocked Area). A three-phase approach of this project will enhance the fisheries resources of the Blocked Area by identifying data gaps, filling data gaps with research, and implementing management recommendations based on research results. The Blocked Area fisheries information is housed in a central location, allowing managers to view the entire system while making decisions, rather than basing management decisions on isolated portions of the system. The JSAP is designed and guided jointly by fisheries managers in the Blocked Area. The initial year of the project (1997) identified the need for a central data storage and analysis facility, coordination with the StreamNet project, compilation of Blocked Area fisheries information, and a report on the ecological condition of the Spokane River System. These needs were addressed in 1998 by acquiring a central location with a data storage and analysis system, coordinating a pilot project with StreamNet, compiling fisheries distribution data throughout the Blocked Area, identifying data gaps based on compiled information, and researching the ecological condition of the Spokane River. In order to ensure that any additional information collected throughout the life of this project will be easily stored and manipulated by the central storage facility, it was necessary to develop standardized methodologies between the JSAP fisheries managers. Common collection and analytical methodologies were developed in 1999. In 1999, 2000, and 2001 the project began addressing some of the identified data gaps throughout the Blocked Area. Data collection of established projects and a variety of newly developed sampling projects are ongoing.     The purpose of this report is to define the objectives of the model, describe its basic approach, and provide detail on how it works. The EFP is a regulatory accounting model that projects electricity prices. The model first solves for revenue requirements by building up a rate base, calculating a return on rate base, and adding the allowed expenses. Average revenues (prices) are calculated based on assumptions regarding regulator lag and customer cost allocation methods. The model then solves for the internal cash flow and analyzes the need for external financing to meet necessary capital expenditures. Finally, the EFP builds up the financial statements. The EFP is used in conjunction with the National Energy Modeling System (NEMS). Inputs to the EFP include the forecast generating capacity expansion plans, operating costs, regulator environment, and financial data. The outputs include forecasts of income statements, balance sheets, revenue requirements, and electricity prices.

    The Foundation House, planned to house half a dozen nonprofit foundations, will be constructed on 64th Street just east of Central Park in Manhattan, New York. It is in a Landmark District and designed by the architectural firm of Henry George Greene, AIA of Scarsdale, NY (project architect, David Wasserman). The 20,000-square foot building of five floors above ground and two below, will illustrate how energy-savings technology and environmentally sensitive construction methods can be economical. The heating and cooling system, including refrigeration requirements for the freezers and refrigerators in the commercial kitchen, will be provided by geothermal heat pumps using standing column wells. The facility is the first building on the island of Manhattan to feature geothermal heating and cooling. The mechanical system has been the assistance of Carl Orio`s firm of Water & Energy Systems corporation of Atkinson, New Hampshire. The two 1550-foot standing column wells were drilled by John Barnes of Flushing, NY.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    Additional instrumentation was added to the Balcomb solar house for a six-week period and up to 85 channels were recorded hourly. Some new findings based on an evaluation of these data are presented. (1) The thermal comfort characteristics of four rooms are documented. (2) Relative humidity in the living room varies from 30 to 50%; these data are used to infer an evaporation rate in the house of about 25 kg of water/day. The evaporation rate correlates reasonably well with greenhouse temperature. (3) Heat storage in the greenhouse floor is estimated at about 0.30 kWh/day-m/sup 2/ based on temperatures measured at four depths. (4) Several thermal characteristics of the rock bed are deduced but it is evident that the heat flow is not yet completely understood.

    Disclosed is a drive assembly (10) for an electrically powered vehicle (12). The assembly includes a transaxle (16) having a two-speed transmission (40) and a drive axle differential (46) disposed in a unitary housing assembly (38), an oil-cooled prime mover or electric motor (14) for driving the transmission input shaft (42), an adapter assembly (24) for supporting the prime mover on the transaxle housing assembly, and a hydraulic system (172) providing pressurized oil flow for cooling and lubricating the electric motor and transaxle and for operating a clutch (84) and a brake (86) in the transmission to shift between the two-speed ratios of the transmission. The adapter assembly allows the prime mover to be supported in several positions on the transaxle housing. The brake is spring-applied and locks the transmission in its low-speed ratio should the hydraulic system fail. The hydraulic system pump is driven by an electric motor (212) independent of the prime mover and transaxle.

    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

    Most energy analysts view low-energy houses as good things, yet differ in their expectations of what exactly a low energy house is. There are two intertwining threads to this report. The first is an evaluation of 50 buildings that have been claimed to be low-energy residences, for which monitored energy performance data have been collected. These data represent the preliminary effort in the ongoing update of the Buildings Energy-Use Compilation and Analysis (BECA) data base for new residences. The second thread concerns the definition of a low-energy house. After the elements of a definition are presented, their implications for actors involved in providing housing are identified. Several more tractable definitions are applied to the houses in this compilation. The outcomes illustrate ways in which different interests are served by various definitions. Different definitions can yield very different energy rankings. No single definition of a low-energy house is universally applicable.

    The Greenbuilt house, is an all-electric, 1980's era home in the eastern Sacramento suburb of Fair Oaks that was retrofit by Greenbuilt Construction as part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration (EERD) Program. The project was a joint effort between the design-build team at Greenbuilt Construction, led by Jim Bayless, SMUD and their project manager Mike Keesee, and the National Renewable Energy Laboratory (NREL). The goal of the Energy Efficient Remodel Demonstration program is to work with local builders to renovate homes with cost-effective energy efficient retrofit measures. The homes remodeled under the EERD program are intended to showcase energy efficient retrofit options for homeowners and other builders. The Greenbuilt house is one of five EERD projects that NREL has supported. NREL's main role in these projects is to provide energy analysis and to monitor the home's performance after the retrofit to verify that the energy consumption is in line with the modeling predictions. NREL also performed detailed monitoring on the more innovative equipment included in these remodels, such as an add-on heat pump water heater.

    President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

    Sandia and Forest City have established a Cooperative Research and Development Agreement (CRADA), the partnership provides a unique opportunity to take technology research and development from demonstration to application in sustainable communities. This project consists of two activities conducted in Hawaii that focus on performance, integration and application of energy saving technologies. Hawaii has many energy challenges, making this location an excellent testbed for these activities. Under this project, spray foam technology was applied at military housing on Oahu and the consumption data collected. A cost benefit and operational analysis of the foam was completed. The second phase of this project included design, integration, and analysis of photovoltaic systems at a military community on Oahu. This phase of the project was conducted as part of Forest City's second Solar America Showcase Award.

    Financial data has been extensively studied for correlations using Pearson's cross-correlation coefficient {\\rho} as the point of departure. We employ an estimator based on recurrence plots --- the Correlation of Probability of Recurrence (CPR) --- to analyze connections between nine stock indices spread worldwide. We suggest a slight modification of the CPR approach in order to get more robust results. We examine trends in CPR for an approximately 19-month window moved along the time series and compare them to {\\rho}. Binning CPR into three levels of connectedness: strong, moderate and weak, we extract the trends in number of connections in each bin over time. We also look at the behavior of CPR during the Dot-Com bubble by shifting the time series to align their peaks. CPR mainly uncovers that the markets move in and out of periods of strong connectivity erratically, instead of moving monotonously towards increasing global connectivity. We stress on the importance of significance testing in interpreting measures applied to field data. CPR is more robust to significance testing. It has the additional advantages of being robust to noise, and reliable for short time series lengths and low frequency of sampling. Further, it is more sensitive to changes than {\\rho} as it captures correlations between the essential dynamics of the underlying systems.
