    The DOE Weatherization Training Project's goal is to obtain a solid foundation of administrative and technical knowledge so the Peoria Housing Authority (PHA) can establish and implement a successful Weatherization Program by 2011. The DOE weatherization Training Project's two objectives are to (1) build PHA's capabilities by (2) developing its staff members capacities via the acquisition of weatherization skills and competencies. The impacts from this project include: (a) the improvement and expansion of PHA staff skills, (b) the overall enhancement of the quality of the PHA workforce, which will (c) foster employment, (d) the ability to properly weatherize PHA housing stock, tribal buildings, and tribal members houses, which will (e) result in reduced energy use, and (f) improved tribal and household economies.

    More than 1 million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    The Yakama Nation is the largest tribe in the Pacific Northwest. The Yakama Nation Housing Authority (YNHA) is working to rehabilitate single family homes (two to four bedrooms) in its Adams View project using public and tax credit financing. It is in need of a major rehabilitation as a result of wear and tear after many years of use and overcrowding. The scope for the current CARB ''gut rehab'' project is 25 of the 40 homes in the Adams View development, but the proposed strategies could be replicated for the remaining 15 homes as well as for several other similar developments of the YNHA. On a larger scale, the system rehabilitation strategy developed for the Adam's View project should be replicable for most of the more than 4,300 housing units that were constructed in the Northwest (Washington, Oregon, and Idaho) under the US Department of Housing and Urban Development (HUD) Housing Act of 1937.

    The reason why high temperature superconductivity has been being debated is that many basic ideas in literatures are wrong. This work shows that the magnetic flux quantum in a superconducting ring have been inaccurately explained in fact, thus we suggest a reinterpretation of the magnetic flux quantum in a superconducting ring on the basis of the translations of pairs. We also predict that the internal and external surface of a superconducting tube have the reverse circling supercurrents. This means that a more thick tube could trap a larger amount of flux. Both the magnetic flux quantum and the reverse circling supercurrents could not be found with the London equation.

    Criminal investigators from the Environmental Protection Agency (EPA) and its field offices testified at a hearing on whether EPA has sufficient authority to investigate criminal violations, particularly in the area of illegal disposal of hazardous materials. They reported on the agency's progress in staffing a unit with authority comparable to that of Customs and the FBI. The Justice Department opposed deputizing EPA investigators, but the committee found that investigators in the 22 states surveyed operate with law-enforcement powers.     Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    The phase space of an area-preserving map typically contains infinitely many elliptic islands embedded in a chaotic sea. Orbits near the boundary of a chaotic region have been observed to stick for long times, strongly influencing their transport properties. The boundary is composed of invariant circles, called "Boundary circles." We investigate the distribution of rotation numbers of boundary circles for the Henon quadratic map and show that the probability of occurrence of small elements of their continued fraction expansions is larger than would be expected for a number chosen at random. However, large elements occur with probabilities distributed proportionally to the random case. These results have implications for models of transport in mixed phase space.

    A description of the canonical formulation of lineal gravity minimally coupled to N point particles in a circular topology is given. The Hamiltonian is found to be equal to the time-rate of change of the extrinsic curvature multiplied by the proper circumference of the circle. Exact solutions for pure gravity and for gravity coupled to a single particle are obtained. The presence of a single particle significantly modifies the spacetime evolution by either slowing down or reversing the cosmological expansion of the circle, depending upon the choice of parameters.

    In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined.     In December 1999, the U.S. Department of Housing and Urban Development (HUD) entered into an Interagency Agreement (IAA) with the U.S. Department of Energy (DOE) and its Rebuild America Program to promote conservation and reduce utility costs in public housing through forums, research, demonstration, and evaluation. The IAA was effectively implemented from November 2000 to December 2002. Under the IAA, Rebuild America established 31 new partnerships with public housing authorities, started 6 new partnerships with organizations that focus on public housing, and initiated new projects with 6 existing Rebuild America public housing partnerships. These 43 partnerships directly involved 51 public housing authorities in 77 energy-related projects (several of the 43 partnerships involved multiple housing authorities and projects). Rebuild America assistance on these projects encompassed a wide range of activities, including planning assistance on energy management and capital investment, reviews of utility consumption and metering options, assistance in implementing HUD's energy incentives, design reviews and energy analyses, and assistance in the development of energy projects and resident programs. In addition, Rebuild America made presentations to housing authorities on energy efficiency opportunities and solutions and provided energy training on selected topics at 23 conferences and workshops that impacted many more housing authorities. This report provides an overview of the accomplishments achieved under the IAA; describes the 77 projects that have been completed, are under way, or are planned; and summarizes the presentations and training provided.

    In this study, the authors used a two-part methodology to analyze metered energy use patterns in 91 public housing projects. Their goal was to develop a technique that could be used by the U.S. Department of Housing and Urban Development (HUD) and public housing authorities (PHAs) to derive reasonable energy use guidelines for different segments of the public housing stock. In the authors' approach, actual energy use was first normalized to consumption in a year with ''typical'' weather and then used in a multiple regression analysis of different cross-sectional variables. The regression model explained 80% of the variation in energy use, with the type of account and the management practices of PHAs emerging as important explanatory factors. As compared to previous engineering estimates of public housing consumption, the projects in this study used 8% (per square foot) to 16% (per apartment) less fuel and electricity, but consumption was still significantly higher (43%) than that of privately owned multifamily housing. They conclude that this methodology could be used to help HUD and PHAs increase their understanding of energy use patterns and appropriate consumption levels in public housing.

  20. Deterrents to energy conservation investment in public housing

    In an effort to reduce rising energy costs, the Department of Housing and Urban Development (HUD) has strongly urged local public housing authorities (PHAs) to improve the energy efficiency of their building stock. In this study, the authors examine the relative impact on HUD and PHAs of four retrofit financing strategies used by two local housing authorities. They find that the existing Performance Funding System (PFS) regulations tend to discourage PHAs from actively pursuing cost-effective investments that improve the energy efficiency of their housing projects. The authors' results indicate that HUD policies distribute the dollar savings from conservation retrofits in such a way that HUD receives substantial benefits, while local public housing authorities get few benefits. In fact, PHAs can lose money, even in cases where there are significant energy savings and payback periods of less than three years. The authors tested several alternatives to the current regulations and found that the best way to encourage PHAs to conserve is for HUD to reimburse them for new maintenance and capital costs of the conservation retrofits.

The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Over one million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    This manual provides a state - of - the - art review of the design and construction of an earth - sheltered house using cast - in - place concrete, precast concrete, and concrete masonry. Based on a literature survey, theoretical work, and discussions with researchers and engineers in the concrete industry, the text is designed for use by architects, engineers, and homebuilders. The features of concrete construction that are current accepted practice for the concrete products discussed are shown to be applicable with reasonable care to building a safe, dry, and comfortable earth - sheltered house. The main considerations underlying the recommendations were the use of the earth's mass and passive solar effects to minimize energy needs, the structural capacity of the separate concrete products and their construction methods, and drainage principles and waterproofing details. Shelter ranging from those with at least 2 feet of earth cover to those with an uncovered roof of usual construction are included. To be considered an earth - sheltered residential building, at least half of the exterior wall and roof area that is in direct contact with the conditioned living space must be sheltered from the environment by earth berm or earthfill. Siting considerations, the fundamentals of passive solar heating, planning considerations, and structural considerations are discussed. Detailed guidelines are provided on concrete masonry construction, joint details in walls and floors, waterproofing, formwork and form removal, concrete construction practices, concrete masonry, and surface finishes. Numerous illustrations, tables, and a list of 32 references are provided. (Author abstract modified).

    WMAP has provided CMB maps of the full sky. The raw data is subject to foreground contamination, in particular near to the Galactic plane. Foreground cleaned maps have been derived, e.g., the internal linear combination (ILC) map of Bennett et al. and the reduced foreground TOH map of Tegmark et al. Using S statistics we examine whether residual foreground contamination is left over in the foreground cleaned maps. In particular, we specify which parts of the foreground cleaned maps are sufficiently accurate for the circle-in-the-sky signature. We generalise the S statistic, called D statistic, such that the circle test can deal with CMB maps in which the contaminated regions of the sky are excluded with masks.

    Conformal cyclic cosmology (CCC) posits the existence of an aeon preceding our Big Bang 'B', whose conformal infinity 'I' is identified, conformally, with 'B', now regarded as a spacelike 3-surface. Black-hole encounters, within bound galactic clusters in that previous aeon, would have the observable effect, in our CMB sky, of families of concentric circles over which the temperature variance is anomalously low, the centre of each such family representing the point of 'I' at which the cluster converges. These centres appear as fairly randomly distributed fixed points in our CMB sky. The analysis of Wilkinson Microwave Background Probe's (WMAP) cosmic microwave background 7-year maps does indeed reveal such concentric circles, of up to 6{\\sigma} significance. This is confirmed when the same analysis is applied to BOOMERanG98 data, eliminating the possibility of an instrumental cause for the effects. These observational predictions of CCC would not be easily explained within standard inflationary cosmology.

    This article investigates correlational properties of two-dimensional chaotic maps on the unit circle. We give analytical forms of higher-order covariances. We derive the characteristic function of their simultaneous and lagged ergodic densities. We found that these characteristic functions are described by three types of two-dimensional Bessel functions. Higher-order covariances between x and y and those between y and y show non-positive values. Asymmetric features between cosine and sine functions are elucidated.

    Oak Ridge National Laboratory is working with the US Army, the US Air Force, and the US Department of Energy to develop a guidebook to be used by architectural and engineering firms in the design phases of military family housing revitalization projects. The purpose of the guidebook is to ensure that energy efficiency is properly addressed in revitalization projects. Monitoring space-heating and cooling energy used in houses both before and after they are revitalized is necessary in order to assess the amount of energy saved by the revitalization process. Three different methods of conducting monitoring experiments are discussed, as well as the methods of data analysis to be used. Houses will be monitored individually using standard gas and electric meters to obtain heating and cooling data for the houses. The authors recommend conducting monitoring programs at Altus Air Force Base, Oklahoma, and Fort Monmouth, New Jersey, because of their project schedules and potential for savings. They do not recommend doing any monitoring at Malmstrom Air Force Base, Montana, because of the relatively small savings that they expect revitalization to accomplish there. They do not recommend seeking out alternative sites for monitoring because of the time required to become familiar with the installation and also because revitalization schedules at alternative sites may be no better than those at the sites they inspected.

    This paper presents a set of performance monitoring reporting formats intended to facilitate Public Housing Authorities` (PHAs) effort to control their energy costs and enhance the operation and maintenance of their facilities. Recent changes in the U.S. Department of Housing and Urban Development regulations are providing PHAs with more incentives and resources to reduce their utility costs. An essential part of this process is a successful monitoring and evaluation process. The recommended formats are intended for immediate application. They are presently being developed for the management and engineering staff of a northeast housing authority under the U.S. Department of Energy`s Rebuild America program and will shortly be disseminated to several other PHAs for review and comment. The net-zero energy home: Scientists are working to make tomorrow's homes more than just energy efficient -- they want them to be zero energy. Iain Walker, a scientist in the Lab's Energy Performance of Buildings Group, will discuss what it takes to develop net-zero energy houses that generate as much energy as they use through highly aggressive energy efficiency and on-site renewable energy generation. Talking back to the grid: Imagine programming your house to use less energy if the electricity grid is full or price are high. Mary Ann Piette, deputy director of Berkeley Lab's building technology department and director of the Lab's Demand Response Research Center, will discuss how new technologies are enabling buildings to listen to the grid and automatically change their thermostat settings or lighting loads, among other demands, in response to fluctuating electricity prices. The networked (and energy efficient) house: In the future, your home's lights, climate control devices, computers, windows, and appliances could be controlled via a sophisticated digital network.     As part of a US Department of Energy (DOE) program on multifamily retrofit performance, Lawrence Berkeley Laboratory initiated an effort to learn what is known about energy use and conservation in the public housing sector. This report provides a summary of that information including a profile of the existing data on energy use patterns and conservation potential in public housing drawn from two major reports, from a survey of 40 large public housing authorities, from a 1983 Conference, and from contacts with various HUD staff. It presents the physical characteristics of existing public housing buildings, their energy use patterns, and the potential for conservation. Also described are technical, informational, economic, behavioral, and institutional barriers that hinder the efforts of local housing authorities and HUD to promote energy conservation. We identify a set of research topics that can help overcome existing barriers. For each topic, a brief research agenda, for pursuit by DOE over the next few years, is developed. Studies have been initiated on four of the areas (reported elsewhere) including analyses of baseline energy use, retrofit performance, conservation investments, and the monitoring of solar hot water retrofits at one San Francisco housing project.

    A five-year initiative between the US Department of Energy (DOE) and the US Department of Housing and Urban Development (HUD) demonstrated the feasibility of improving the energy efficiency of publicly-assisted housing. Twenty-seven projects and activities undertaken during 1990--95 involved research and field demonstrations, institutional and administrative changes to HUD policies and procedures, innovative financing and leveraging of federal dollars with non-federal money, and education, training, and technical assistance. With most of the 27 projects and activities completed, the two departments have initiated a five-year deployment effort, the DOE-Energy Partnerships for Affordable Homes, to achieve energy and water savings in public and assisted housing on a large scale throughout the country. A Clearinghouse for Energy Efficiency in Public and Assisted Housing managed by the National Center for Appropriate Technology (NCAT), will offer hands-on energy assistance to housing providers to complement DOE`s assistance. This paper presents the findings of the DOE-HUD Initiative, with primary attention paid to those projects which successfully integrated energy efficiency into private and public single and multifamily housing. The paper includes examples of the publications, case-study reports, exhibits and videotapes developed during the course of the Initiative. Information on the new DOE Energy Partnerships and on the NCAT Clearinghouse is also presented. New Partnership projects with the Atlanta and Chicago Housing Authorities describe the technical assistance envisioned under the Partnership.

    The tomographic probability distribution on the phase space (cylinder) related to a circle or an interval is introduced. The explicit relations of the tomographic probability densities and the probability densities on the phase space for the particle motion on a torus are obtained and the relation of the suggested map to the Radon transform on the plane is elucidated. The generalization to the case of a multidimensional torus is elaborated and the geometrical meaning of the tomographic probability densities as marginal distributions on the helix discussed.

    We show that if m is a probability measure with infinite support on the unit circle having no singular component and a differentiable weight, then the corresponding paraorthogonal polynomial P_n(z;B) solves an explicit second order linear differential equation. We also show that if T and B are distinct, then the pair {P_n(z;B),P_n(z;T)} solves an explicit first order linear system of differential equations. One can use these differential equations to deduce that the zeros of every paraorthogonal polynomial mark the locations of a set of particles that are in electrostatic equilibrium with respect to a particular external field.

    What input signals will lead to synchrony vs. desynchrony in a group of biological oscillators? This question connects with both classical dynamical systems analyses of entrainment and phase locking and with emerging studies of stimulation patterns for controlling neural network activity. Here, we focus on the response of a population of uncoupled, elliptically bursting neurons to a common pulsatile input. We extend a phase reduction from the literature to capture inputs of varied strength, leading to a circle map with discontinuities of various orders. In a combined analytical and numerical approach, we apply our results to both a normal form model for elliptic bursting and to a biophysically-based neuron model from the basal ganglia. We find that, depending on the period and amplitude of inputs, the response can either appear chaotic (with provably positive Lyaponov exponent for the associated circle maps), or periodic with a broad range of phase-locked periods. Throughout, we discuss the critical underlying mechanisms, including slow-passage effects through Hopf bifurcation, the role and origin of discontinuities, and the impact of noise

    As the Building America Program has grown to include a large and diverse cross section of the home building industry, accurate and consistent analysis techniques have become more important to help all program partners as they perform design tradeoffs and calculate energy savings for prototype houses built as part of the program. This document illustrates some of the analysis concepts proven effective and reliable for analyzing the transient energy usage of advanced energy systems as well as entire houses. The analysis procedure described here provides a starting point for calculating energy savings of a prototype house relative to two base cases: builder standard practice and regional standard practice. Also provides building simulation analysis to calculate annual energy savings based on side-by-side short-term field testing of a prototype house.

    A housing is disclosed for the containment of instrumentation in a high pressure fluid environment that consists of a metallic endcap and ceramic cylinder bonded together. The improvement comprises a structure which results in the improved sealing of said housing as the fluid pressure increases. The cylindrical ceramic tube and endcap are dimensioned such that mechanical failure does not occur when exposed to the desired external operating pressures which includes up to 36,000 feet of water. The housing is designed to withstand the external operating pressures without being subject to mechanical failure or excessive deformation which results in the loss of pressure housing integrity via cracking or deformation of the ceramic tube, deformation of the endcap, or from failure of the bonding agent. 9 figs.

    The Greenbuilt house is a 1980's era house in the Sacramento area that was a prominent part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration Program. The house underwent an extensive remodel, aimed at improving overall energy efficiency with a goal of reducing the home's energy use by 50%. NREL researchers performed a number of tests on the major systems touched by the retrofit to ensure they were working as planned. Additionally, SMUD rented the house from Greenbuilt Construction for a year to allow NREL to perform a number of tests on the cooling system and the water heating system. The goal of the space conditioning tests was to find the best ways to cut cooling loads and shift the summer peak. The water heating system, comprised of an add-on heat pump water heater and an integrated collector-storage solar water heater, was operated with a number of different draw profiles to see how varying hot water draw volume and schedule affected the performance of the system as a whole. All the experiments were performed with the house empty, with a simulated occupancy schedule running in the house to mimic the load imposed by real occupants.

Thus, these Guidelines apply to PHAs and IHAs inclusively. These Guidelines have been prepared by a panel of distinguished experts in the field of LBP and are an outgrowth of the National Institute of Building Sciences (NIBS) effort, which developed the first draft of these guidelines under contract to HUD. These Guidelines represent the first national compilation of technical protocols, practices, and procedures on testing, abatement, worker protection, clean-up, and disposal of LBP in residential structures. These Guidelines should be used in conjunction with the requirements of any State or local codes and regulations which may apply to the specific project under consideration.

  14. Non-LTE Abundances of Magnesium, Aluminum and Sulfur in OB Stars Near the Solar Circle

    Non-LTE abundances of magnesium, aluminum and sulfur are derived for a sample of 23 low-v \\sin i stars belonging to six northern OB associations of the Galactic disk within 1 kpc of the Sun. The abundances are obtained from the fitting of synthetic line profiles to high resolution spectra. A comparison of our results with HII region abundances indicates good agreement for sulfur while the cepheid abundances are higher. The derived abundances of Mg show good overlap with the cepheid results. The aluminum abundances for OB stars are significantly below the cepheid values. But, the OB star results show a dependence with effective temperature and need further investigation. The high Al abundances in the cepheids could be the result of mixing. A discussion of the oxygen abundance in objects near the solar circle suggests that the current mean galactic oxygen abundance in this region is 8.6-8.7 and in agreement with the recently revised oxygen abundance in the solar photosphere. Meaningful comparisons of the absolute S, Al and Mg abundances in OB stars with the Sun must await a reinvestigation of these elements, as well as the meteoritic reference element Si, with 3D hydrodynamical model atmospheres for the Sun. No abundance gradients are found within the limited range in galactocentric distances in the present study. Such variations would be expected only if there were large metallicity gradients in the disk.

    This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

  16. Simulated performance of CIEE's 'Alternatives to Compressive Cooling' prototype house under design conditions in various California climates

    To support the design development of a compressorless house that does not rely on mechanical air-conditioning, the author carried out detailed computer analysis of a prototypical house design to determine the indoor thermal conditions during peak cooling periods for over 170 California locations. The peak cooling periods are five-day sequences at 2{percent} frequency determined through statistical analysis of long-term historical weather data. The DOE-2 program was used to simulate the indoor temperatures of the house under four operating options: windows closed, with mechanical ventilation, evaporatively-cooled mechanical ventilation, or a conventional 1 1/2-ton air conditioner. The study found that with a 1500 CFM mechanical ventilation system, the house design would maintain comfort under peak conditions in the San Francisco Bay Area out to Walnut Creek, but not beyond. In southern California, the same system and house design would maintain adequate comfort only along the coast. With the evaporatively-cooled ventilation system, the applicability of the house design can be extended to Fairfield and Livermore in northern California, but in southern California a larger 3000 CFM system would be needed to maintain comfort conditions over half of the greater Los Angeles area, the southern half of the Inland Empire, and most of San Diego county. With the 1 1/2-ton air conditioner, the proposed house design would perform satisfactorily through most of the state, except in the upper areas of the Central Valley and the hot desert areas in southern California. In terms of energy savings, the simulations showed that the prototypical house design would save from 0.20 to 0.43 in northern California, 0.20 to 0.53 in southern California, and 0.16 to 0.35 in the Central Valley, the energy used by the same house design built to Title-24 requirements.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    Additional instrumentation was added to the Balcomb solar house for a six-week period and up to 85 channels were recorded hourly. Some new findings based on an evaluation of these data are presented. (1) The thermal comfort characteristics of four rooms are documented. (2) Relative humidity in the living room varies from 30 to 50%; these data are used to infer an evaporation rate in the house of about 25 kg of water/day. The evaporation rate correlates reasonably well with greenhouse temperature. (3) Heat storage in the greenhouse floor is estimated at about 0.30 kWh/day-m/sup 2/ based on temperatures measured at four depths. (4) Several thermal characteristics of the rock bed are deduced but it is evident that the heat flow is not yet completely understood.

The assembly includes a transaxle (16) having a two-speed transmission (40) and a drive axle differential (46) disposed in a unitary housing assembly (38), an oil-cooled prime mover or electric motor (14) for driving the transmission input shaft (42), an adapter assembly (24) for supporting the prime mover on the transaxle housing assembly, and a hydraulic system (172) providing pressurized oil flow for cooling and lubricating the electric motor and transaxle and for operating a clutch (84) and a brake (86) in the transmission to shift between the two-speed ratios of the transmission. The adapter assembly allows the prime mover to be supported in several positions on the transaxle housing. The brake is spring-applied and locks the transmission in its low-speed ratio should the hydraulic system fail. The hydraulic system pump is driven by an electric motor (212) independent of the prime mover and transaxle.

    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    Most energy analysts view low-energy houses as good things, yet differ in their expectations of what exactly a low energy house is. There are two intertwining threads to this report. The first is an evaluation of 50 buildings that have been claimed to be low-energy residences, for which monitored energy performance data have been collected. These data represent the preliminary effort in the ongoing update of the Buildings Energy-Use Compilation and Analysis (BECA) data base for new residences. The second thread concerns the definition of a low-energy house. After the elements of a definition are presented, their implications for actors involved in providing housing are identified. Several more tractable definitions are applied to the houses in this compilation. The outcomes illustrate ways in which different interests are served by various definitions. Different definitions can yield very different energy rankings. No single definition of a low-energy house is universally applicable.

This report provides performance results of one of the home's heat pump water heaters (HPWH) and the whole-house dehumidifier (WHD) over a six month period. In addition to assessing the energy performance of these systems, this study sought to quantify potential comfort improvements over traditional systems. This information is applicable to researchers, designers, plumbers, and HVAC contractors. Though builders and homeowners can find useful information within this report, the corresponding case studies are a likely better reference for this audience.

This house is intended to be used as a laboratory in which several different methods of space conditioning distribution will be evaluated.
