    This manual is intended to act as a working guide for setting up a Science Fair Volunteer Support Committee at your school. The Science Fair Volunteer Support Committee, or SFVSC, is the key component of the Science Fair Self-Help program, which was developed by Sandia National Laboratories and is designed to support a school`s science activities. The SFVSC is a team of parents and community volunteers who work in concert with a school`s teaching staff to assist and manage all areas of a school Science and Engineering Fair. The main advantage of creating such a committee is that it frees the science teachers from the organizational aspects of the fair and lets them concentrate on their job of teaching science. This manual is based on information gained through a Self-Help Development pilot program that was developed by Sandia National Laboratories during the 1991--92 school year at three Albuquerque, NM, middle schools. The manual describes the techniques that were successful in the pilot program and discusses how these techniques might be implemented in other schools. This manual also discusses problems that may be encountered, including suggestions for how they might be resolved.

    A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

    In a report to the US House of Representatives Committee on Science and Technology, the Advisory Panel defines the most critical energy problem facing the US: obtaining a sufficient supply of liquid hydrocarbons for transportation fuel and for other applications where substitution would be difficult, costly, and time-consuming. Any substantial contribution from synthetic fuels must involve the use of coal, oil shale, and biomass, with the raw materials coming from as many different regions of the country as possible. The panel makes recommendations regarding (1) the emphasis of the Department of Energy's synthetic-fuel demonstration program, (2) implementation of a synthetic-fuel production program, and (3) mitigation of the environmental and socioeconomic impacts of synthetic-fuel production. The panel specifically maintains that federal assistance to commercial-scale projects should be available on a competitive basis to those organizations willing to take substantial marketing risks.

    Ten witnesses from various government agencies and programs, the National Academy of Sciences, and universities explored how the administration's proposal to secure sensitive technology and information will affect science and technology. At issue is information outside the realm of direct military significance and how a free society responds to censorship, particularly if it is excessive. Some argue that science and technological development depend on a free exchange of information and ideas, while others argue that national security demands limitations. Admiral Inman of the Central Intelligence Agency suggested that having the peer review process include national security needs would be a reasonalbe and fair approach to limiting the flow of sensitive information from the US to the Soviet military. Among other issues, a broadened classification system would force some research out of universities and would introduce controversial export regulations.     Despite the recent restructuring, unbundling, competition, and incentive regulation that has complicated the utility business, estimating the fair rate of return on equity (ROE) remains an important part of public utility base rate cases. For the past two decades, the two most popular methods that regulatory commissions have used for estimating the cost of equity capital for regulated utilities have been the dividend discount method (known as the Discounted Cash Flow model of DCF) and the Capital Asset Pricing Model (or CAPM). Both models use common stock price behavior to draw inferences about the cost of equity. The DCF combines a stock's dividend yield and its predicted dividend growth rate. The CAPM relates changes in a stock's price to changes in the overall market for security prices. These methods have come into question, however, as utilities have increasingly diversified into unregulated activities. When a utility's regulated activities account for 95 to 99 percent of its revenues, there is little practical need to question that its company-specific cost-of-equity capital is overwhelmingly dominated by its regulated activities. But as this percentage continues to decrease, a company's specific cost of equity, as calculated by the DCF or CAPM, is influenced to a larger degree by its unregulated subsidiaries. Two general remedies are available to resolve the problem of setting the fair ROE when the company has substantial holdings in unregulated subsidiaries. One is to abandon (either partially or fully) the practice of using company-specific market information and use a proxy group of comparable utilities instead. The other is to continue using company-specific data, but to adjust the resulting estimates to account for the utility's diversification activity.

    Superinsulation is a direct response to the fast-rising cost of home heating. Of the many kinds of responses, superinsulation is proving to be the simplest and most cost-effective. Until the oil embargo of 1973 there was little interest in saving heat. When the oil shortage arrived and fuel costs doubled and redoubled, many architects responded, at first, by invoking solar energy. They examined the designs of existing solar-heated houses and proposed a great variety of new designs, most of which appeared - to the uninitiated - to have great promise. Most of the early designs were of the active type; some were of the passive type; a few were of the hybrid design.

    We report on a performance evaluation of a Fair Share system at the ASCI Blue Mountain supercomputer cluster. We study the impacts of share allocation under Fair Share on wait times and expansion factor. We also measure the Service Ratio, a typical figure of merit for Fair Share systems, with respect to a number of job parameters. We conclude that Fair Share does little to alter important performance metrics such as expansion factor. This leads to the question of what Fair Share means on cluster machines. The essential difference between Fair Share on a uni-processor and a cluster is that the workload on a cluster is not fungible in space or time. We find that cluster machines must be highly utilized and support checkpointing in order for Fair Share to function more closely to the spirit in which it was originally developed.

The two previous projects, the Las Vegas net-zero ReVISION House and the 2011 VISION and ReVISION Houses in Orlando, met goals for energy efficiency, cost effectiveness, and information dissemination through multiple web-based venues. This report describes the deep energy retrofit of the Cool Energy House (CEH), which began as a mid-1990s two-story traditional specification house of about 4,000 ft2 in the upscale Orlando suburb of Windermere.

    In general, the Linux 2.6 scheduler can ensure fairness and provide excellent interactive performance at the same time. However, our experiments and mathematical analysis have shown that the current Linux interactivity mechanism tends to incorrectly categorize non-interactive network applications as interactive, which can lead to serious fairness or starvation issues. In the extreme, a single process can unjustifiably obtain up to 95% of the CPU! The root cause is due to the facts that: (1) network packets arrive at the receiver independently and discretely, and the 'relatively fast' non-interactive network process might frequently sleep to wait for packet arrival. Though each sleep lasts for a very short period of time, the wait-for-packet sleeps occur so frequently that they lead to interactive status for the process. (2) The current Linux interactivity mechanism provides the possibility that a non-interactive network process could receive a high CPU share, and at the same time be incorrectly categorized as 'interactive.' In this paper, we propose and test a possible solution to address the interactivity vs. fairness problems. Experiment results have proved the effectiveness of the proposed solution.

    Proton radiography was invented in the 1990's at Los Alamos National Laboratory (LANL) as a diagnostic to study dynamic material properties under extreme pressures, strain and strain rate. Since this time hundreds of dynamic proton radiography experiments have been performed at LANL and facilities have been commissioned at the Institute for Theoretical and Experimental Physics (ITEP) in Russia for similar applications in dynamic material studies. Recently an international collaboration was formed to develop a new proton radiography capability for the study of dynamic material properties at the Facility for Anti-proton and Ion Research (FAIR) located at Gesellschaft fuer Schwerionenforschung (GSI) in Darmstadt, Germany. This new Proton microscope for FAIR (PRIOR) will provide radiographic imaging of dynamic systems with unprecedented spatial, temporal and density resolution, resulting in a window for understanding dynamic material properties at new length scales. These dynamic experiments will be driven with many energy sources including heavy ions, high explosives and lasers. The design of the proton microscope and expected radiographic performance is presented.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector. The apparatus comprises: (1) a housing having at least a first end and at least a second end, the first end of the housing capable of receiving the first optical connector, and the second end of the housing capable of receiving the second optical connector; (2) a longitudinal cavity extending from the first end of the housing to the second end of the housing; and (3) an electromagnetic shield comprising at least a portion of the housing. This invention also relates to an apparatus for housing a flexible printed circuit board, and this apparatus comprises: (1) a mounting structure having at least a first surface and a second surface; (2) alignment ridges along the first and second surfaces of the mounting structure, the alignment ridges functioning to align and secure a flexible printed circuit board that is wrapped around and attached to the first and second surfaces of the mounting structure; and (3) a series of heat sink ridges adapted to the mounting structure, the heat sink ridges functioning to dissipate heat that is generated from the flexible printed circuit board.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    The Greenbuilt house, is an all-electric, 1980's era home in the eastern Sacramento suburb of Fair Oaks that was retrofit by Greenbuilt Construction as part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration (EERD) Program. The project was a joint effort between the design-build team at Greenbuilt Construction, led by Jim Bayless, SMUD and their project manager Mike Keesee, and the National Renewable Energy Laboratory (NREL). The goal of the Energy Efficient Remodel Demonstration program is to work with local builders to renovate homes with cost-effective energy efficient retrofit measures. The homes remodeled under the EERD program are intended to showcase energy efficient retrofit options for homeowners and other builders. The Greenbuilt house is one of five EERD projects that NREL has supported. NREL's main role in these projects is to provide energy analysis and to monitor the home's performance after the retrofit to verify that the energy consumption is in line with the modeling predictions. NREL also performed detailed monitoring on the more innovative equipment included in these remodels, such as an add-on heat pump water heater.

    This report, Housing Characteristics 1993, presents statistics about the energy-related characteristics of US households. These data were collected in the 1993 Residential Energy Consumption Survey (RECS) -- the ninth in a series of nationwide energy consumption surveys conducted since 1978 by the Energy Information Administration of the US Department of Energy. Over 7 thousand households were surveyed, representing 97 million households nationwide. A second report, to be released in late 1995, will present statistics on residential energy consumption and expenditures.

    Aesthetics, attitudes, and acceptance of earth-covered buildings are examined initially, followed by an examination of land, money, water, earth, design, heat, and interior factors. Contributions made by architect Frank Lloyd Wright are discussed and reviewed. Contemporary persons, mostly designers, who contribute from their experiences with underground structures are Andy Davis; Rob Roy; Malcolm Wells; John Barnard, Jr.; Jeff Sikora; and Don Metz. A case study to select the site, design, and prepare to construct Earthtech 6 is described. Information is given in appendices on earth-protected buildings and existing basements; financing earth-sheltered housing; heating-load calculations and life-cycle costing; and designer names and addresses.
