    SciTech Connect (OSTI)

    Menicucci, D.

    1994-01-01T23:59:59.000Z

This manual is intended to act as a working guide for setting up a Science Fair Volunteer Support Committee at your school. The Science Fair Volunteer Support Committee, or SFVSC, is the key component of the Science Fair Self-Help program, which was developed by Sandia National Laboratories and is designed to support a school`s science activities. The SFVSC is a team of parents and community volunteers who work in concert with a school`s teaching staff to assist and manage all areas of a school Science and Engineering Fair. The main advantage of creating such a committee is that it frees the science teachers from the organizational aspects of the fair and lets them concentrate on their job of teaching science. This manual is based on information gained through a Self-Help Development pilot program that was developed by Sandia National Laboratories during the 1991--92 school year at three Albuquerque, NM, middle schools. The manual describes the techniques that were successful in the pilot program and discusses how these techniques might be implemented in other schools. This manual also discusses problems that may be encountered, including suggestions for how they might be resolved.

A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

Dynamic pricing holds out the promise of shifting peak demand as well as reducing overall demand. But it also raises thorny issues of fairness. All practical pricing systems involve tradeoffs between equity and efficiency. I examine the circumstances under which equity ought to be allowed to trump efficiency and whether or not this constitutes a defense of flat pricing. (author)

How well can we assess and improve building energy performance in California homes? How much energy-and carbon-do homes use in other parts of the world? Rick Diamond, deputy group leader of the Berkeley Lab Energy Performance of Buildings Group, discusses change, global solutions, and the stories of three houses in Berkeley, Kabul (Afghanistan), and Washington, D.C. Diamond, who is also a senior advisor at the California Institute for Energy and Environment, investigates user interactions with the built environment for improved building energy performance. The group has studied a wide range of issues related to energy use in housing, including duct system efficiency, user behavior, and infiltration and ventilation measurements.

The principal contrast is between flat or nearly constant energy prices and time-varying prices that reflect more closely the marginal costs of energy and capacity. The related issues of fairness criteria, contracts, risk allocation, cost allocation, means testing, real-time pricing, and ethical policies of electricity market design also must be considered. 2011-12-15T23:59:59.000Z

We present a fair and optimistic quantum-contract-signing protocol between two clients that requires no communication with the third trusted party during the exchange phase. We discuss its fairness and show that it is possible to design such a protocol for which the probability of a dishonest client to cheat becomes negligible and scales as N{sup -1/2}, where N is the number of messages exchanged between the clients. Our protocol is not based on the exchange of signed messages: Its fairness is based on the laws of quantum mechanics. Thus, it is abuse free, and the clients do not have to generate new keys for each message during the exchange phase. We discuss a real-life scenario when measurement errors and qubit-state corruption due to noisy channels and imperfect quantum memories occur and argue that for a real, good-enough measurement apparatus, transmission channels, and quantum memories, our protocol would still be fair. Apart from stable quantum memories, the other segments of our protocol could be implemented by today's technology, as they require in essence the same type of apparatus as the one needed for the Bennett-Brassard 1984 (BB84) cryptographic protocol. Finally, we briefly discuss two alternative versions of the protocol, one that uses only two states [based on the Bennett 1992 (B92) protocol] and the other that uses entangled pairs, and show that it is possible to generalize our protocol to an arbitrary number of clients.

The Greenbuilt house, is an all-electric, 1980's era home in the eastern Sacramento suburb of Fair Oaks that was retrofit by Greenbuilt Construction as part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration (EERD) Program. The project was a joint effort between the design-build team at Greenbuilt Construction, led by Jim Bayless, SMUD and their project manager Mike Keesee, and the National Renewable Energy Laboratory (NREL). The goal of the Energy Efficient Remodel Demonstration program is to work with local builders to renovate homes with cost-effective energy efficient retrofit measures. The homes remodeled under the EERD program are intended to showcase energy efficient retrofit options for homeowners and other builders. The Greenbuilt house is one of five EERD projects that NREL has supported. NREL's main role in these projects is to provide energy analysis and to monitor the home's performance after the retrofit to verify that the energy consumption is in line with the modeling predictions. NREL also performed detailed monitoring on the more innovative equipment included in these remodels, such as an add-on heat pump water heater.

This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

However, our experiments and mathematical analysis have shown that the current Linux interactivity mechanism tends to incorrectly categorize non-interactive network applications as interactive, which can lead to serious fairness or starvation issues. In the extreme, a single process can unjustifiably obtain up to 95% of the CPU! The root cause is due to the facts that: (1) network packets arrive at the receiver independently and discretely, and the 'relatively fast' non-interactive network process might frequently sleep to wait for packet arrival. Though each sleep lasts for a very short period of time, the wait-for-packet sleeps occur so frequently that they lead to interactive status for the process. (2) The current Linux interactivity mechanism provides the possibility that a non-interactive network process could receive a high CPU share, and at the same time be incorrectly categorized as 'interactive.' In this paper, we propose and test a possible solution to address the interactivity vs. fairness problems. Experiment results have proved the effectiveness of the proposed solution.

This report, Housing Characteristics 1993, presents statistics about the energy-related characteristics of US households. These data were collected in the 1993 Residential Energy Consumption Survey (RECS) -- the ninth in a series of nationwide energy consumption surveys conducted since 1978 by the Energy Information Administration of the US Department of Energy. Over 7 thousand households were surveyed, representing 97 million households nationwide. A second report, to be released in late 1995, will present statistics on residential energy consumption and expenditures.

Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

    1995-04-11T23:59:59.000Z

An expandable ceramic tile housing for a high temperature engine is disclosed wherein each tile is independently supported in place in an interlocking matrix by retention mechanisms which mechanically couple the individual ceramic tiles to an outer metal support housing while maintaining thermal isolation of the metal housing from the ceramic tiles. The ceramic tiles are formed with either an octagonal front face portion and a square shank portion or a square front face portion with an octagonal shank portion. The length of the sides of the octagonal front face portion on one tile is equal to the length of the sides of the square front face portion of adjoining tiles to permit formation of an interlocking matrix. Fibrous ceramic sealing material may be placed between radial and tangential facing surfaces of adjacent tiles to limit radial gas flow there between. Labyrinth-sealed pressure-controlled compartments may be established between the tile housing and the outer metal support housing to control radial gas flow. 8 figures.

    SciTech Connect (OSTI)

Boudreaux, Philip R [ORNL; Gehl, Anthony C [ORNL; Christian, Jeffrey E [ORNL

    2012-01-01T23:59:59.000Z

Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

Key messages of the study are: Given the stalemate in U.N. climate negotiations, the best arena to strike a workable deal is among the members the Major Economies Forum on Energy and Climate (MEF); The 13 MEF members—including the EU-27 (but not double-counting the four EU countries that are also individual members of the MEF)—account for 81.3 percent of all global emissions; This proposal devises a fair compromise to break the impasse to develop a science-based approach for fairly sharing the carbon budget in order to have a 75 percent chance of avoiding dangerous climate change; To increase the likelihood of a future climate agreement, carbon accounting must shift from production-based inventories to consumption-based ones; The shares of a carbon budget to stay below 2 deg C through 2050 are calculated by cumulative emissions since 1990, i.e. according to a short-horizon polluter pays principle, and national capability (income), and allocated to MEF members through emission rights. This proposed fair compromise addresses key concerns of major emitters; According to this accounting, no countries have negative carbon budgets, there is substantial time for greening major developing economies, and some developed countries need to institute very rapid reductions in emissions; and, To provide a 'green ladder' to developing countries and to ensure a fair global deal, it will be crucial to agree how to extend sufficient and predictable financial support and the rapid transfer of technology.

Learn what it will take to create tomorrow's net-zero energy home as scientists reveal the secrets of cool roofs, smart windows, and computer-driven energy control systems. The net-zero energy home: Scientists are working to make tomorrow's homes more than just energy efficient -- they want them to be zero energy. Iain Walker, a scientist in the Lab's Energy Performance of Buildings Group, will discuss what it takes to develop net-zero energy houses that generate as much energy as they use through highly aggressive energy efficiency and on-site renewable energy generation. Talking back to the grid: Imagine programming your house to use less energy if the electricity grid is full or price are high. Mary Ann Piette, deputy director of Berkeley Lab's building technology department and director of the Lab's Demand Response Research Center, will discuss how new technologies are enabling buildings to listen to the grid and automatically change their thermostat settings or lighting loads, among other demands, in response to fluctuating electricity prices. The networked (and energy efficient) house: In the future, your home's lights, climate control devices, computers, windows, and appliances could be controlled via a sophisticated digital network. If it's plugged in, it'll be connected. Bruce Nordman, an energy scientist in Berkeley Lab's Energy End-Use Forecasting group, will discuss how he and other scientists are working to ensure these networks help homeowners save energy.

  3. Site Characterization Report ORGDP Diffusion Facilities Permanent Shutdown K-700 Power House and K-27 Switch Yard/Switch House

    SciTech Connect (OSTI)

    Thomas R.J., Blanchard R.D.

    1988-06-13T23:59:59.000Z

The K-700 Power House area, initially built to supply power to the K-25 gaseous diffusion plant was shutdown and disassembled in the 1960s. This shutdown was initiated by TVA supplying economical power to the diffusion plant complex. As a result of world wide over production of enriched, reactor grade U{sup 235}, the K-27 switch yard and switch house area was placed in standby in 1985. Subsequently, as the future production requirements decreased, the cost of production increased and the separation technologies for other processes improved, the facility was permanently shutdown in December, 1987. This Site Characterization Report is a part of the FY-88 engineering Feasibility Study for placing ORGDP Gaseous Diffusion Process facilities in 'Permanent Shutdown'. It is sponsored by the Department of Energy through Virgil Lowery of Headquarters--Enrichment and through Don Cox of ORO--Enrichment Operations. The primary purpose of these building or site characterization reports is to document, quantify, and map the following potential problems: Asbestos; PCB containing fluids; Oils, coolants, and chemicals; and External contamination. With the documented quantification of the concerns (problems) the Engineering Feasibility Study will then proceed with examining the potential solutions. For this study, permanent shutdown is defined as the securing and/or conditioning of each facility to provide 20 years of safe service with minimal expenditures and, where feasible, also serving DOE's needs for long-term warehousing or other such low-risk use. The K-700 power house series of buildings were either masonry construction or a mix of masonry and wood. The power generating equipment was removed and sold as salvage in the mid 1960s but the buildings and auxiliary equipment were left intact. The nine ancillary buildings in the power house area use early in the Manhattan Project for special research projects, were left intact minus the original special equipment. During the late 1960s and 1970s, some of the abandoned buildings were used for offices, special projects, and storage. Some of the remaining electrical transformers contain PCBs in concentrations less than 500 ppm. Many of the steam and hot water pipes in the buildings are insulated with asbestos insulation, but none of the equipment or buildings have high counts of surface radioactive contamination. The general conditions of the buildings are from fair to poor. Many should be boarded-up to prevent personnel entry and in some cases demolitions would be the safer alternative.

A panel of experts, including Carl Sagan, Jay Gould, and Edward Teller, testified along with climate and atmospheric science experts from the Soviet Union on the long-term effects of a nuclear war. The scientists warned that such an event could repeat the biological and climatic disruption that ended the age of dinosaurs 65 million years ago. The purpose of the hearing was to inform committee members about the nature and outcome of a nuclear winter. The scientists also described international research programs designed to ascertain these long-term effects. They pointed out that, while the effects of a single explosion are well known, little is known of overlapping effects from multiple explosions. Two appendices with additional material submitted for the record and additional questions and answers follows the testimony.

Mobile sensors can be used to effect complete coverage of a surveillance area for a given threat over time, thereby reducing the number of sensors necessary. The surveillance area may have a given threat profile as determined by the kind of threat, and accompanying meteorological, environmental, and human factors. In planning the movement of sensors, areas that are deemed higher threat should receive proportionately higher coverage. We propose a coverage algorithm for mobile sensors to achieve a coverage that will match - over the long term and as quantified by an RMSE metric - a given threat profile. Moreover, the algorithm has the following desirable properties: (1) stochastic, so that it is robust to contingencies and makes it hard for an adversary to anticipate the sensor's movement, (2) efficient, and (3) practical, by avoiding movement over inaccessible areas. Further to matching, we argue that a fairness measure of performance over the shorter time scale is also important. We show that the RMSE and fairness are, in general, antagonistic, and argue for the need of a combined measure of performance, which we call efficacy. We show how a pause time parameter of the coverage algorithm can be used to control the trade-off between the RMSE and fairness, and present an efficient offline algorithm to determine the optimal pause time maximizing the efficacy. Finally, we discuss the effects of multiple sensors, under both independent and coordinated operation. Extensive simulation results - under realistic coverage scenarios - are presented for performance evaluation.

  15. Fair Oaks Dairy Farms Cellulosic Ethanol Technology Review Summary

    SciTech Connect (OSTI)

    Andrew Wold; Robert Divers

    2011-06-23T23:59:59.000Z

At Fair Oaks Dairy, dried manure solids (''DMS'') are currently used as a low value compost. United Power was engaged to evaluate the feasibility of processing these DMS into ethanol utilizing commercially available cellulosic biofuels conversion platforms. The Fair Oaks Dairy group is transitioning their traditional ''manure to methane'' mesophilic anaerobic digester platform to an integrated bio-refinery centered upon thermophilic digestion. Presently, the Digested Manure Solids (DMS) are used as a low value soil amendment (compost). United Power evaluated the feasibility of processing DMS into higher value ethanol utilizing commercially available cellulosic biofuels conversion platforms. DMS was analyzed and over 100 potential technology providers were reviewed and evaluated. DMS contains enough carbon to be suitable as a biomass feedstock for conversion into ethanol by gasification technology, or as part of a conversion process that would include combined heat and power. In the first process, 100% of the feedstock is converted into ethanol. In the second process, the feedstock is combusted to provide heat to generate electrical power supporting other processes. Of the 100 technology vendors evaluated, a short list of nine technology providers was developed. From this, two vendors were selected as finalists (one was an enzymatic platform and one was a gasification platform). Their selection was based upon the technical feasibility of their systems, engineering expertise, experience in commercial or pilot scale operations, the ability or willingness to integrate the system into the Fair Oaks Biorefinery, the know-how or experience in producing bio-ethanol, and a clear path to commercial development.

In the coming years the new international accelerator facility FAIR (Facility for Antiproton and Ion Research), one of the largest research projects worldwide, will be built at GSI. In the final construction FAIR consists of synchrotrons and storage rings with up to 1,100 meters in circumference, two linear accelerators and about 3.5 kilometers beam transfer lines. The existing GSI accelerators serve as pre-accelerators. Partly the new machines will consist of superconducting magnets and therefore require a reliable supply with liquid helium. As the requirements for the magnets is depending on the machine and have a high variety, the cooling system is different for each machine; two phase cooling, forced flow cooling and bath cooling respectively. In addition the cold mass of the individual magnets varies between less than 1t up to 80t and some magnets will cause a dynamic heat load due to ramping that is higher than the static loads. The full cryogenic system will be operated above atmospheric pressure. The refrigeration and liquefaction power will be provided by two main cryogenic plants of 8 and 25 kW at 4K and two smaller plants next to the experiments.

An energy-efficient design and construction checklist and information sheets on energy-efficient design and construction are two products being developed. These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.
