Achieving Sustainable Construction in Affordable Housing

An energy-efficient design and construction checklist and information sheets on energy-efficient design and construction are two products being developed. These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

Public Housing: A Tailored Approach to Energy Retrofits

Over one million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

A combined ANP-delphi approach to evaluate sustainable tourism

The evaluation of sustainable tourism strategies promoted by National Parks (NP) related stakeholders is a key concern for NP managers. To help them in their strategic evaluation procedures, in this paper we propose a methodology based on the Analytic Network Process and a Delphi-type judgment-ensuring procedure. The approach aims at involving stakeholders in a participatory and consensus-building process. The methodology was applied to Los Roques NP in Venezuela. The problem included three sustainable tourism strategies defined by the stakeholders: eco-efficient resorts, eco-friendly leisure activities and ecological transportation systems. Representatives of eight stakeholders participated in the methodology. 13 sustainability criteria were selected. Results provide some important insights into the overall philosophy and underlying participants' conception of what sustainable development of Los Roques NP means. This conception is broadly shared by stakeholders as they coincided in the weights of most of the criteria, which were assigned individually through the questionnaire. It is particularly noteworthy that tourists and environmentalists almost fully match in their assessments of criteria but not of the alternatives. Moreover, there is a great agreement in the final assessment. This suggests that the regular contact among the different stakeholders, i.e. tourists with inhabitants, authorities with environmentalists, tour operators with representatives of the ministry, etc. has led to a common understanding of the opportunities and threats for the NP. They all agreed that the procedure enhances participation and transparency and it is a necessary source of information and support for their decisions.

Biofuels, land and water : a systems approach to sustainability.

There is a strong societal need to evaluate and understand the sustainability of biofuels, especially because of the significant increases in production mandated by many countries, including the United States. Sustainability will be a strong factor in the regulatory environment and investments in biofuels. Biomass feedstock production is an important contributor to environmental, social, and economic impacts from biofuels. This study presents a systems approach where the agricultural, energy, and environmental sectors are considered as components of a single system, and environmental liabilities are used as recoverable resources for biomass feedstock production. We focus on efficient use of land and water resources. We conducted a spatial analysis evaluating marginal land and degraded water resources to improve feedstock productivity with concomitant environmental restoration for the state of Nebraska. Results indicate that utilizing marginal land resources such as riparian and roadway buffer strips, brownfield sites, and marginal agricultural land could produce enough feedstocks to meet a maximum of 22% of the energy requirements of the state compared to the current supply of 2%. Degraded water resources such as nitrate-contaminated groundwater and wastewater were evaluated as sources of nutrients and water to improve feedstock productivity. Spatial overlap between degraded water and marginal land resources was found to be as high as 96% and could maintain sustainable feedstock production on marginal lands. Other benefits of implementing this strategy include feedstock intensification to decrease biomass transportation costs, restoration of contaminated water resources, and mitigation of greenhouse gas emissions.

Even builders who are relatively new to energy-efficient construction can consistently reach a target whole house airtightness of 1.5 air changes per hour at 50 Pascals (ACH50) with high R-value enclosures that use a hybrid insulation approach. The City of Wyandotte, Michigan, started a construction program in 2010 to build affordable, energy-efficient homes on lots in existing neighborhoods. A goal of the program was to engage local builders in energy-efficient construction and be able to deliver the new houses for less than $100/ft2. By the end of 2012, approximately 25 new houses were built by five local builders under this program. To help builders consistently achieve the airtightness target, a local architect worked with researchers from Building Science Corporation, a U.S. Department of Energy Building America team, to develop a technology specification with several key pieces. A high R-value wall and roof assembly made use of 2 ?6 advanced framing and a hybrid insulation approach that included insulating sheathing to control thermal bridging and closed cell spray polyurethane foam insulation (ccSPF) for its airtightness and vapor control benefits. This approach allows the air barrier to be completed and tested before any finishing work occurs, ensuring that problems are spotted and corrected early in the construction process.

Beyond the buildingcentric approach: A vision for an integrated evaluation of sustainable buildings

The available sustainable building evaluation systems have produced a new environmental design paradigm. However, there is an increasing need to overcome the buildingcentric approach of these systems, in order to further exploit their innovate potential for sustainable building practices. The paper takes this challenge by developing a cross-scale evaluation approach focusing on the reliability of sustainable building design solutions for the context in which the building is situated. An integrated building-urban evaluation model is proposed based on the urban matrix, which is a conceptualisation of the built environment as a social-ecological system. The model aims at evaluating the sustainability of a building considering it as an active entity contributing to the resilience of the urban matrix. Few holistic performance indicators are used for evaluating such contribution, so expressing the building reliability. The discussion on the efficacy of the model shows that it works as a heuristic tool, supporting the acquisition of a better insight into the complexity which characterises the relationships between the building and the built environment sustainability. Shading new lights on the meaning of sustainable buildings, the model can play a positive role in innovating sustainable building design practices, thus complementing current evaluation systems. - Highlights: Black-Right-Pointing-Pointer We model an integrated building-urban evaluation approach. As part of the study a research project was commissioned to identify and compare innovative practice with regards to non-technical issues being addressed in retrofit projects being undertaken in the UK housing sector. Given that the examples were required to address a multi-occupancy scenario all of these cases come from the UK social housing sector, where the majority of multi-occupancy retrofit is being undertaken. This thesis examines the option of privatizing electricity and gas utilities, requiring residents of Navy Family Housing (NFH) to pay for all consumption. To assist in the payment, an Utility Housing Allowance (UHA) would be provided to residents based on the average consumption of local Private Sector Housing (PSH) residents. The goal of this thesis is to determine if implementing an UHA would reduce the overall energy consumption in NFH. Specifically, it determines the historical usage of electricity and gas in the Naval Postgraduate School`s La Mesa housing village (LMV) area and the local PSH areas. It then develops forecasting models for both areas to predict the future consumption of utilities, sets a baseline consumption rate for LMV residents, and identifies the savings that would be generated from implementing the UHA program. After validating the forecasting models and comparing costs under the UHA concept, this study concludes that the UHA concept would save approximately $268,300 annually at LMV alone. Additionally, in meeting the Navy`s Year 2005 goal of reducing energy consumption by 30% per square foot, by implementing an UHA concept, the projected savings in LMV alone are approximately 50% per square foot/month. Although the study focuses on LMV, it is assumed that similar energy inefficiencies are being demonstrated in other NFH areas. Therefore, this study provides the necessary steps to conduct comparative analysis in other NFH areas.

Despite the Fukushima accident it is undeniable that nuclear power remains one of the most important methods to handle global growth of economic/energy consumption and issues with greenhouse gases. If the demand for nuclear power increases, the demand for not only the generation of power but also for refining uranium (U), conversion, enrichment, re-conversion, and fuel manufacturing should increase. In addition, concerns for the proliferation of 'Sensitive Nuclear Technologies' (SNT) should also increase. We propose a demand-side approach, where nuclear fuel cycle (NFC) activities would be implemented among multiple states. With this approach, NFC services, in particular those using SNTs, are multilaterally executed and controlled, thereby preventing unnecessary proliferation of SNTs, and enabling safe and appropriate control of nuclear technologies and nuclear materials. This proposal would implement nuclear safety and security at an international level and solve transport issues for nuclear fuels. This proposal is based on 3 types of cooperation for each element of NFC: type A: cooperation for 3S only, services received; Type B: cooperation for 3S, MNA (Multilateral Nuclear Activities) without transfer of ownership to MNA; and Type C cooperation for 3S, MNA holding ownership rights. States involved in the 3 types of activity should be referred to as partner states, host states, and site states respectively. The feasibility of the proposal is discussed for the Asian region.

The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

Greening the U.S. House of Representatives

The Greening the Capitol initiative was launched in March, 2007 with the threefold goals of making the U.S. House of Representatives: 1) carbon neutral within 18 months, 2) reducing energy use by 50percent in ten years, and 3) becoming a model of sustainable operations. We report on the recommendations to meet these goals, looking at the targets of opportunity at the Capitol Power Plant, the existing buildings, and the overall operations of the complex. Our findings have shown that these goals are achievable, and that through an integrated approach the savings in carbon and energy can be met. Specific examples include the lighting retrofits in the House offices, parking areas, and the Capitol dome; the retrofits to the HVAC systems and controls, including duct sealing, improving the efficiency of the energy and water use in the food service areas; and improved operations of the steam and chilled water distribution system. A key aspect has been better tracking and feedback to the building operators of the actual energy consumption. We report on the technical opportunities presented by these historic and symbolic buildings in becoming models of sustainability.

This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

Towards sustainable settlement growth: A new multi-criteria assessment for implementing environmental targets into strategic urban planning

For nearly one decade, the German political and research-agenda has been to a large extent determined by the ongoing question of how to limit the expansion of settlement areas around cities in order to preserve natural resources, make settlement growth more sustainable and to strengthen the re-use of existing inner-urban areas (see a.o. Koetter et al. 2009a, 2010; Schetke et al. 2009, 2010b). What is already under discussion within the international literature are the recommendations of the German Council for Sustainability to quantitatively reduce the daily greenfield consumption from the current rate of over 100 ha per day to a rate of 30 ha per day in 2020 and to bring urban infill development up to a ratio of 3:1 with greenfield development (German Council for Sustainability, 2004).). This paper addresses the added value beyond those abstract political targets and presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites to evaluate their sustainability and resource efficiency. MCA development and its incorporation into a Decision Support System (DSS) were accomplished by utilising a stakeholder-driven approach. The resulting tool can be applied in preparing and revising land-use plans. The paper presents the concept and the development process of the MCA-DSS. Test runs with planners prove that the evaluation of potential housing sites using individually weighted environmental indicators helps to identify those strategies of housing development that accord most closely with sustainability goals. The tests further show that the development of greenfield sites generally exhibits less sustainability than that of infill sites. - Highlights: Black-Right-Pointing-Pointer This paper presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites. Black-Right-Pointing-Pointer The MCA evaluates sustainability and resource efficiency of potential housing sites in a stakeholder-driven approach. Communicating about bioenergy sustainability

Defining and measuring sustainability of bioenergy systems are difficult because the systems are complex, the science is in early stages of development, and there is a need to generalize what are inherently context-specific enterprises. These challenges, and the fact that decisions are being made now, create a need for improved communications among scientists as well as between scientists and decision makers. In order for scientists to provide information that is useful to decision makers, they need to come to an agreement on how to measure and report potential risks and benefits of diverse energy alternatives, including problems and opportunities in various bioenergy production pathways. Scientists also need to develop approaches that contribute information relevant to policy and decision making. The need for clear communication is especially important at this time when there is a plethora of scientific papers and reports, and it is difficult for the public or decision makers to assess the merits of each analysis. We propose three communication guidelines for scientists whose work can contribute to decision making: (1) relationships between the question and the analytical approach should be clearly defined and make common sense; (2) the information should be presented in a manner that nonscientists can understand; and (3) the implications of methods, assumptions and limitations should be clear. The scientists job is to analyze information in order to build a better understanding of environmental, cultural and socioeconomic aspects of the sustainability of energy alternatives. The scientific process requires transparency, debate, review, and collaboration across disciplines and time. This paper serves as an introduction to the papers in the special issue on Sustainability of Bioenergy Systems: Cradle to Grave because scientific communication is essential to developing more sustainable energy systems. Together these four papers provide a framework under which the effects of bioenergy can be assessed and compared to other energy alternatives in order to foster sustainability.

Towards sustainability assessment follow-up

This paper conceptualises what sustainability assessment follow-up might entail for three models of sustainability assessment: EIA-driven integrated assessment, objectives-led integrated assessment and the contribution to sustainability model. The first two are characterised by proponent monitoring and evaluation of individual impacts and indicators while the latter takes a holistic view based around focused sustainability criteria relevant to the context. The implications of three sustainability challenges on follow-up are also examined: contested time horizons and value changes, trade-offs, and interdisciplinarity. We conclude that in order to meet these challenges some form of adaptive follow-up is necessary and that the contribution to sustainability approach is the best approach. -- Highlights: We explore sustainability follow-up for three different sustainability models. Long-time frames require adaptive follow-up and are a key follow-up challenge. Other key challenges include interdisciplinarity, and trade-offs. Sustainability follow-up should be a direction of travel and not an outcome. Only the follow-up for contribution to sustainability model addresses sustainability challenges sufficiently.

The accomplishments to date and the long-range planning of the Y-12 Energy Management and Sustainability and Stewardship programs support the DOE and the National Nuclear Security Administration (NNSA) vision for a commitment to energy efficiency and sustainability and to achievement of the Guiding Principles. Specifically, the Y-12 vision is to support the Environment, Safety and Health Policy and the DOE Strategic Sustainability Performance Plan (SSPP) while promoting overall sustainability and reduction of greenhouse gas (GHG) emissions. Table ES.2 gives a comprehensive overview of Y-12's performance status and planned actions. B&W Y-12's Energy Management mission is to incorporate renewable energy and energy efficient technologies site-wide and to position Y-12 to meet NNSA energy requirement needs through 2025 and beyond. During FY 2011, the site formed a sustainability team (Fig. ES.1). The sustainability team provides a coordinated approach to meeting the various sustainability requirements and serves as a forum for increased communication and consistent implementation of sustainability activities at Y-12. The sustainability team serves as an information exchange mechanism to promote general awareness of sustainability information, while providing a system to document progress and to identify resources. These resources are necessary to implement activities that support the overall goals of sustainability, including reducing the use of resources and conserving energy. Additionally, the team's objectives include: (1) Foster a Y-12-wide philosophy to conserve resources; (2) Reduce the impacts of production operations in a cost-effective manner; (3) Increase materials recycling; (4) Use a minimum amount of energy and fuel; (5) Create a minimum of waste and pollution in achieving Y-12-strategic objectives; (6) Develop and implement techniques, technologies, process modifications, and programs that support sustainable acquisition; (7) Minimize the impacts to resources, including energy/fuel, water, waste, pesticides, and pollution generation; (8) Incorporate sustainable design principles into the design and construction of facility upgrades, new facilities, and infrastructure; and (9) Comply with federal and state regulations, executive orders, and DOE requirements. Y-12 is working to communicate its sustainment vision through procedural, engineering, operational, and management practices. The site will make informed decisions based on the application of the five Guiding Principles for HPSBs to the maximum extent possible.

Overview of Green and Sustainable Remediation for Soil and Groundwater Remediation - 12545

Making remediation efforts more 'sustainable' or 'green' is a topic of great interest in the remediation community. It has been spurred on by Executive Orders from the White House, as well as Department of Energy (DOE) sustainability plans. In private industry, it is motivated by corporate sustainability goals and corporate social responsibility. It has spawned new organizations, areas of discussion, tools and practices, and guidance documents around sustainable remediation or green remediation. Green remediation can be thought of as a subset of sustainable remediation and is mostly focused on reducing the environmental footprint of cleanup efforts. Sustainable remediation includes both social and economic considerations, in addition to environmental. Application of both green and sustainable remediation (GSR) may involve two primary activities. The first is to develop technologies and alternatives that are greener or more sustainable. This can also include making existing remediation approaches greener or more sustainable. The second is to include GSR criteria in the evaluation of remediation alternatives and strategies. In other words, to include these GSR criteria in the evaluation of alternatives in a feasibility study. In some cases, regulatory frameworks allow the flexibility to include GSR criteria into the evaluation process (e.g., state cleanup programs). In other cases, regulations allow less flexibility to include the evaluation of GSR criteria (e.g., Comprehensive Environmental Response Compensation, and Liability Act (CERCLA)). New regulatory guidance and tools will be required to include these criteria in typical feasibility studies. GSR provides a number of challenges for remediation professionals performing soil and groundwater remediation projects. Probably the most significant is just trying to stay on top of the ever changing landscape of products, tools, and guidance documents coming out of various groups, the US EPA, and states. However, this process also provides new opportunities to think differently and look at the bigger picture of the overall benefit we are providing with our remediation projects. The opportunities from the move towards GSR are very real. They will help us make remedial actions truly more beneficial to the environment and to society. They will also allow (or force) remediation practitioners to think outside of the usual realm of approaches to find newer and more beneficial technologies. (authors)

Sandia and Forest City have established a Cooperative Research and Development Agreement (CRADA), the partnership provides a unique opportunity to take technology research and development from demonstration to application in sustainable communities. This project consists of two activities conducted in Hawaii that focus on performance, integration and application of energy saving technologies. Hawaii has many energy challenges, making this location an excellent testbed for these activities. Under this project, spray foam technology was applied at military housing on Oahu and the consumption data collected. A cost benefit and operational analysis of the foam was completed. The second phase of this project included design, integration, and analysis of photovoltaic systems at a military community on Oahu. In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). The house is designed to stimulate interest in resource conservation in home building among home builders, home buyers, public officials, civic groups, and the media. In addition to products made from recycled materials, products and systems used to build the house are made from less costly materials, more durable materials, and materials that contribute to energy conservation during the lifetime of the house. A principal purpose of building the house was to test and demonstrate resource-conserving products and systems that now exist only in prototype or that are on the fringes of the market, and to help to move useful, cost-effective products of this type toward the marketplace mainstream.

Two-Stage, Integrated, Geothermal-CO2 Storage Reservoirs: An Approach for Sustainable Energy Production, CO2-Sequestration Security, and Reduced Environmental Risk

We introduce a hybrid two-stage energy-recovery approach to sequester CO{sub 2} and produce geothermal energy at low environmental risk and low cost by integrating geothermal production with CO{sub 2} capture and sequestration (CCS) in saline, sedimentary formations. Our approach combines the benefits of the approach proposed by Buscheck et al. (2011b), which uses brine as the working fluid, with those of the approach first suggested by Brown (2000) and analyzed by Pruess (2006), using CO{sub 2} as the working fluid, and then extended to saline-formation CCS by Randolph and Saar (2011a). During stage one of our hybrid approach, formation brine, which is extracted to provide pressure relief for CO{sub 2} injection, is the working fluid for energy recovery. Produced brine is applied to a consumptive beneficial use: feedstock for fresh water production through desalination, saline cooling water, or make-up water to be injected into a neighboring reservoir operation, such as in Enhanced Geothermal Systems (EGS), where there is often a shortage of a working fluid. For stage one, it is important to find economically feasible disposition options to reduce the volume of brine requiring reinjection in the integrated geothermal-CCS reservoir (Buscheck et al. 2012a). During stage two, which begins as CO{sub 2} reaches the production wells; coproduced brine and CO{sub 2} are the working fluids. We present preliminary reservoir engineering analyses of this approach, using a simple conceptual model of a homogeneous, permeable CO{sub 2} storage formation/geothermal reservoir, bounded by relatively impermeable sealing units. We assess both the CO{sub 2} sequestration capacity and geothermal energy production potential as a function of well spacing between CO{sub 2} injectors and brine/CO{sub 2} producers for various well patterns and for a range of subsurface conditions.

Strategic environmental assessment for sustainability: A review of a decade of academic research

This paper examines the strategic environmental assessment (SEA)sustainability relationship over the past decade, from 2000 to 2010, focusing in particular on the incorporation of sustainability in SEA. A total of 86 papers from the academic literature containing the terms sustainability or sustainable development and strategic environmental assessment were identified and reviewed. Several common themes emerged by which SEA can support sustainability, including providing a framework to support decision making for sustainability; setting sustainability objectives, ensuring the consideration of more sustainable alternatives, and integrating sustainability criteria in PPP development; and promoting sustainability outcomes through tiering and institutional learning. At the same time, our review identified many underlying barriers that challenge SEA for sustainability, including the variable interpretations of the scope of sustainability in SEA; the limited use of assessment criteria directly linked to sustainability objectives; and challenges for decision-makers in operationalizing sustainability in SEA and adapting PPP development decision-making processes to include sustainability issues. To advance SEA for sustainability there is a need to better define the scope of sustainability in SEA; clarify how to operationalize the different approaches to sustainability in SEA, as opposed to simply describing those approaches; provide guidance on how to operationalize broad sustainability goals through assessment criteria in SEA; and understand better how to facilitate institutional learning regarding sustainability through SEA application. -- Highlights: ? There is significant potential for SEA to support sustainability in PPP development. ? However, there are still many barriers in place that challenge SEA for sustainability. ? The scope and approaches to sustainability in SEA must be better defined and described. ? Guidance is needed to link impact assessment criteria to sustainability objectives. ? Focus on how to facilitate institutional learning regarding sustainability is required.

Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

An expandable ceramic tile housing for a high temperature engine is disclosed wherein each tile is independently supported in place in an interlocking matrix by retention mechanisms which mechanically couple the individual ceramic tiles to an outer metal support housing while maintaining thermal isolation of the metal housing from the ceramic tiles. The ceramic tiles are formed with either an octagonal front face portion and a square shank portion or a square front face portion with an octagonal shank portion. The length of the sides of the octagonal front face portion on one tile is equal to the length of the sides of the square front face portion of adjoining tiles to permit formation of an interlocking matrix. Fibrous ceramic sealing material may be placed between radial and tangential facing surfaces of adjacent tiles to limit radial gas flow there between. Labyrinth-sealed pressure-controlled compartments may be established between the tile housing and the outer metal support housing to control radial gas flow. 8 figures.

Occupancy Simulation in Three Residential Research Houses

Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

Hood River Passive House, Hood River, Oregon (Fact Sheet)

The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

THIS IS THE THIRD YEAR BPA has reported on sustainability program accomplishments. The report provides an opportunity to review progress made on sustainability initiatives, evaluate how far we have come and how much we can improve. The program has demonstrated maturation as the concepts of sustainability and resource conservation are communicated and understood. The sustainability program started as an employee-driven grass roots effort in 2010. Sustainability is becoming a consideration in how work is performed. The establishment of several policies supporting sustainability efforts proves the positive progress being made. In 2009, BPA became a founder and member of The Climate Registry, a nonprofit collaboration that sets standards to calculate, verify and report greenhouse gas emissions. This year, BPA completed and published our Greenhouse Gas inventory for the years of 2009, 2010 and 2011. The 2012 inventory is currently in the process of third-party verification and scheduled for public release in January 2014. These inventories provide a concrete measure of the progress we are making.

Sustainability is the hottest topic in energy research today, but what does it actually mean? George Crabtree and John Sarrao describe what makes a technology sustainable, and outline the materials-science challenges standing between us and clean, long-lasting energy. Although most people agree that more-sustainable energy technologies are desirable, they often find it harder to agree on exactly how sustainable these technologies need to be, and even precisely what is meant by sustainability. To clarify the debate, we suggest three criteria for sustainability, each of which captures a different feature of the problem. While we do not have the lUxury of achieving full sustainability for all of our next-generation energy technologies, we can use these definitions to select our strategic sustainability targets and track our progress toward achieving them. As will become clear, the most sustainable energy technologies require the most challenging fundamental science breakthroughs. The first criterion for sustainability is 'lasts a long time'. This quality has been a feature of many energy sources we have used historically, including wood in ancient times and oil throughout most of the 20th century. The definition of 'long time' is, of course, relative: the world's demand for energy long ago outpaced the ability of wood to supply it, and the production of oil is likely to peak sometime within the next few decades. Substantial reductions in the rate of oil consumption through higher-efficiency processes can significantly impact on how long non-renewable resources last. In applying the 'long time' criterion, we need to distinguish between energy sources that are effectively limitless and those that are finite but, for the moment, adequate. The second criterion for sustainability is 'does no harm'. Burning fossil fuels releases pollutants such as sulphur and mercury that endanger human health, as well as greenhouse gases like carbon dioxide that threaten climate stability. Some alternatives to fossil fuels have their own degrees of potential harm, including the underground migration and leakage of sequestered carbon dioxide and the hazards of storing spent nuclear fuel. The third and most strict criterion for sustainability is 'leaves no change'. When the material outputs of energy generation and use are recycled to replace the inputs, the chemical cycle is said to be closed and the chemical state of the world is unchanged. The process of converting renewable energy sources like sunlight and wind to carriers like hydrogen or electricity comes closest to fulfilling this restrictive definition. Fossil energy systems, in contrast, usually operate as once-through processes, irreversibly converting hydrocarbons to carbon dioxide and water. Some such systems could, however, be retrofitted to collect and recycle the combustion products to make new hydrocarbon fuel. If this process used the Sun as its energy source, fossil fuels, too, could meet this criterion.

BA-PIRC has worked with several community-scale builders within the hot humid climate zone to improve performance of production, or community scale, housing. Tommy Williams Homes (Gainesville, FL), Lifestyle Homes (Melbourne, FL), and Habitat for Humanity (various locations, FL) have all been continuous partners of the BA Program and are the subjects of this report to document achievement of the Building America goal of 30% whole house energy savings packages adopted at the community scale. The scope of this report is to demonstrate achievement of these goals though the documentation of production-scale homes built cost-effectively at the community scale, and modeled to reduce whole-house energy use by 30% in the Hot Humid climate region. Key aspects of this research include determining how to evolve existing energy efficiency packages to produce replicable target savings, identifying what builders' technical assistance needs are for implementation and working with them to create sustainable quality assurance mechanisms, and documenting the commercial viability through neutral cost analysis and market acceptance. This report documents certain barriers builders overcame and the approaches they implemented in order to accomplish Building America (BA) Program goals that have not already been documented in previous reports.
