The Johns Hopkins University Applied Physics Laboratory, under contracts with several agencies of the federal government and an agency of the State of Maryland, is engaged in developing energy resources, utilization concepts, and monitoring and storage methods. This Quarterly Report summarizes the work on the various tasks as of 31 March 1980. The Energy Quarterly Report is divided into four sections. The first, Geothermal Energy Development Planning and Technical Assistance, supported by the Department of Energy/Division of Geothermal Energy (DOE/DGE), contains reports on the progress of geothermal-related tasks on which effort was concentrated during the quarter. The second section, Operational Research, Hydroelectric Power Development, supported by the Department of Energy/Resource Applications (DOE/DGE), contains reports on small-scale hydroelectric investigations in the southeastern states. The third section, Seismotectonic Investigation, supported by the Reactor Safety Research Division of the Nuclear Regulatory Commission, reports on a neotectonic investigation in Connecticut. The fourth section, Energy Conversion and Storage Techniques, contains two articles, the first on OTEC core unit testing supported by the Department of Energy/Division of Central Solar Technology (DOE/CST), and the second on an analysis of the Community Annual Storage Energy System at the U.S. Naval Air Station, Norfolk, Va. This work is supported by the Department of Energy and the Department of Defense, Naval Facilities Engineering Command/Atlantic Division.

Papers are presented on ocean-wave prediction; the quasi-universal form of the spectra of wind-generated gravity waves at different stages of their development; the limitations of the spectral measurements and observations of the group structure of surface waves; the effect of swell on the growth of wind wave; operational wave forecasting; ocean-wave models, and seakeeping using directional wave spectra. Consideration is given to microwave measurements of the ocean-wave directional spectra; SIR research; estimating wave energy spectra from SAR imagery, with the radar ocean-wave spectrometer, and SIR-B; the wave-measurement capabilities of the surface contour radar and the airborne oceanographic lidar; and SIR-B ocean-wave enhancement with fast-Fourier transform techniques. Topics discussed include wave-current interaction; the design and applicability of Spectrasat; the need for a global wave monitoring system; the age and source of ocean swell observed in Hurricane Josephine; and the use of satellite technology for insulin treatment.

Several U.S. companies are recycling tires on a large scale. The tires usually are shredded and sold as a fuel supplement, as an additive to new rubber products, or as a component of road surfaces. Examples of successful tire recycling operations reveal the diverse processing and marketing strategies employed by six companies. The experiences of one hauler in Baltimore, MD, concerning scrap tire transport, shredding, and marketing are summarized.

The Baltimore and Utrecht models for cluster dissolution

The analysis of the age distributions of star cluster samples of different galaxies has resulted in two very different empirical models for the dissolution of star clusters: the Baltimore model and the Utrecht model. I describe these two models and their differences. The Baltimore model implies that the dissolution of star clusters is mass independent and that about 90% of the clusters are destroyed each age dex, up to an age of about a Gyr, after which point mass-dependent dissolution from two-body relaxation becomes the dominant mechanism. In the Utrecht model, cluster dissolution occurs in three stages: (i) mass-independent infant mortality due to the expulsion of gas up to about 10 Myr; (ii) a phase of slow dynamical evolution with strong evolutionary fading of the clusters lasting up to about a Gyr; and (iii) a phase dominated by mass dependent-dissolution, as predicted by dynamical models. I describe the cluster age distributions for mass-limited and magnitude-limited cluster samples for both models. I refrain from judging the correctness of these models.

Activities of the period August 1, 1979 through July 31, 1980 are reviewed. The results from the relativistic heavy-ion central collisions from the Bevatron are updated, and now represent the most recent evaluation of an energy scan in a search for phase transitions in nuclear matter. The effective cross section for the pion production and additional information, incuding the multiplicity distributions and ..pi..-..pi.. correlations, are obtained. Preparation is underway for an approved experiment using heavier projectiles at the Bevalac, searching for the unusual production of high energy gamma-rays and lepton pairs as signatures for neutral mesons. The importance of such events as an evidence of the onset of phase transition is discussed. A brief summary is given for an alpha-alpha collision experiment at the CERN ISR in the search for unusual behavior in secondary hadron production. The measurement of the pionic x-rays using a bent crystal spectrometer is now analyzed to yield the new value for pionic mass, and upper limit for the muonic neutrino mass. Preparation is underway for the approved experiment at the TRIUMF for the study of the neutron and gamma ray correlation in ..pi.. capture. 18 figures, 5 tables. (RWR)

Spent Fuel Transportation Package Response to the Baltimore Tunnel Fire Scenario

On July 18, 2001, a freight train carrying hazardous (non-nuclear) materials derailed and caught fire while passing through the Howard Street railroad tunnel in downtown Baltimore, Maryland. The United States Nuclear Regulatory Commission (USNRC), one of the agencies responsible for ensuring the safe transportation of radioactive materials in the United States, undertook an investigation of the train derailment and fire to determine the possible regulatory implications of this particular event for the transportation of spent nuclear fuel by railroad. Shortly after the accident occurred, the USNRC met with the National Transportation Safety Board (NTSB, the U.S. agency responsible for determining the cause of transportation accidents), to discuss the details of the accident and the ensuing fire. Following these discussions, the USNRC assembled a team of experts from the National Institute of Standards and Technology (NIST), the Center for Nuclear Waste Regulatory Analyses (CNWRA), and Pacific Northwest National Laboratory (PNNL) to determine the thermal conditions that existed in the Howard Street tunnel fire and analyze the effects of this fire on various spent fuel transportation package designs. The Fire Dynamics Simulator (FDS) code, developed by NIST, was used to determine the thermal environment present in the Howard Street tunnel during the fire. The FDS results were used as boundary conditions in the COBRA-SFS and ANSYS computer codes to evaluate the thermal performance of different package designs. The staff concluded that larger transportation packages resembling the HOLTEC Model No. HI STAR 100 and TransNuclear Model No. TN-68 would withstand a fire with thermal conditions similar to those that existed in the Baltimore tunnel fire event with only minor damage to peripheral components. This is due to their sizable thermal inertia and design specifications in compliance with currently imposed regulatory requirements. The staff also concluded that some components of smaller transportation packages resembling the NAC Model No. LWT, despite placement within an ISO container, could degrade. USNRC staff evaluated the radiological consequences of the package responses to the Baltimore tunnel fire. Though components in some packages heated up beyond their service temperatures, the staff determined that there would be no significant dose as a result of the fire for any of these and similar packages.

Co-combustion of refuse derived fuel and coal in a cyclone furnace at the Baltimore Gas and Electric Company, C. P. Crane Station

A co-combustion demonstration burn of coal and fluff refuse-derived fuel (RDF) was conducted by Teledyne National and Baltimore Gas and Electric Company. This utility has two B and W cyclone furnaces capable of generating 400 MW. The facility is under a prohibition order to convert from No. 6 oil to coal; as a result, it was desirable to demonstrate that RDF, which has a low sulfur content, can be burned in combination with coals containing up to 2% sulfur, thus reducing overall sulfur emissions without deleterious effects. Each furnace consists of four cyclones capable of generating 1,360,000 pounds per hour steam. The tertiary air inlet of one of the cyclones was modified with an adapter to permit fluff RDF to be pneumatically blown into the cyclone. At the same time, coal was fed into the cyclone furnace through the normal coal feeding duct, where it entered the burning chamber tangentially and mixed with the RDF during the burning process. Secondary shredded fluff RDF was prepared by the Baltimore County Resource Recovery Facility. The RDF was discharged into a receiving station consisting of a belt conveyor discharging into a lump breaker, which in turn, fed the RDF into a pneumatic line through an air-lock feeder. A total of 2316 tons were burned at an average rate of 5.6 tons per hour. The average heat replacement by RDF for the cyclone was 25%, based on Btu input for a period of forty days. The range of RDF burned was from 3 to 10 tons per hour, or 7 to 63% heat replacement. The average analysis of the RDF (39 samples) for moisture, ash, heat (HHV) and sulfur content were 18.9%, 13.4%, 6296 Btu/lb and 0.26% respectively. RDF used in the test was secondary shredded through 1-1/2 inch grates producing the particle size distribution of from 2 inches to .187 inches. Findings to date after inspection of the boiler and superheater indicate satisfactory results with no deleterious effects from the RDF.

If the effective cosmological constant is non-zero, our observable universe may enter a stage of exponential expansion. In such case, regions of it may tunnel back to the false vacuum of an inflaton scalar field, and inflation with a high expansion rate may resume in those regions. An ``ideal'' eternal observer would then witness an infinite succession of cycles from false vacuum to true, and back. Within each cycle, the entire history of a hot universe would be replayed. If there were several minima of the inflaton potential, our ideal observer would visit each one of these minima with a frequency which depends on the shape of the potential. We generalize the formalism of stochastic inflation to analyze the global structure of the universe when this `recycling' process is taken into account.

The results of a project to produce methane using the manure from zoo animals as a feedstock is presented. Two digesters are in operation, the first (built in 1974) utilizing wastes from the Hippo House and a second (built in 1980) utilizing wastes from the Elephant House. Demonstrations on the utilization of the gas were performed during zoo exhibits. The Elephant House Digester has a capacity of 4200 gallons and a floating gas dome which can retain at least 150 cu ft of gas. Solar energy has been incorporated into the design to maintain digester temperature at 95/sup 0/F. The system produces 50 cu ft per day. After cleaning the gas, it is used to generate electricity to power an electric light, a roof fan, and an air conditioner. The gas is also used to operate a gas range and a gas lamp. During the opening day exhibit, 50 meals were cooked using the bio-gas from just 2 elephants. (DMC)

Dynamics of Anisotropic Universes

We present a general study of the dynamical properties of Anisotropic Bianchi Universes in the context of Einstein General Relativity. Integrability results using Kovalevskaya exponents are reported and connected to general knowledge about Bianchi dynamics. Finally, dynamics toward singularity in Bianchi type VIII and IX universes are showed to be equivalent in some precise sence.

Thermodynamics of Fractal Universe

We investigate the thermodynamical properties of the apparent horizon in a fractal universe. We find that one can always rewrite the Friedmann equation of the fractal universe in the form of the entropy balance relation $ \\delta Q=T_h d{S_h}$, where $ \\delta Q $ and $ T_{h} $ are the energy flux and Unruh temperature seen by an accelerated observer just inside the apparent horizon. We find that the entropy $S_h$ consists two terms, the first one which obeys the usual area law and the second part which is the entropy production term due to nonequilibrium thermodynamics of fractal universe. This shows that in a fractal universe, a treatment with nonequilibrium thermodynamics of spacetime may be needed. We also study the generalized second law of thermodynamics in the framework of fractal universe. When the temperature of the apparent horizon and the matter fields inside the horizon are equal, i.e. $T=T_h$, the generalized second law of thermodynamics can be fulfilled provided the deceleration and the equation of state parameters ranges either as $-1 \\leq q thermodynamics can be secured in a fractal universe by suitably choosing the fractal parameter $\\beta$.

The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

The Dark Energy Universe

Some seventy five years ago, the concept of dark matter was introduced by Zwicky to explain the anomaly of galactic rotation curves, though there is no clue to its identity or existence to date. In 1997, the author had introduced a model of the universe which went diametrically opposite to the existing paradigm which was a dark matter assisted decelarating universe. The new model introduces a dark energy driven accelarating universe though with a small cosmological constant. The very next year this new picture was confirmed by the Supernova observations of Perlmutter, Riess and Schmidt. These astronomers got the 2011 Nobel Prize for this dramatic observation. All this is discussed briefly, including the fact that dark energy may obviate the need for dark matter.

Studies of the initial conditions for inflation have conflicting predictions from exponential suppression to inevitability. At the level of phase space, this conflict arises from the competing intuitions of CPT invariance and thermodynamics. After reviewing this conflict, we enlarge the ensemble beyond phase space to include scalar potential data. We show how this leads to an important contribution from inflection point inflation, enhancing the likelihood of inflation to an inverse cubic power law. In the process, we emphasize the attractor dynamics of the gravity-scalar system and the existence of universality classes from inflection point inflation. Finally, we comment on the predictivity of inflation in light of these results.

It was written as a review for Plus Magazine, the online magazine of the UK's national mathematics education and outreach project, the Mathematics Millennium Project. Since some of the discussion (about symmetry breaking, and Pythagoreanism in the philosophy of mathematics) went beyond reviewing Tegmark's book, the material was divided into three online articles. This version combines those three articles, and adds some other material, in particular a brief defence of quidditism about properties. This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) Drexel University Project 31091 irradiation. The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications. Accordingly, irradiations of transition metal carbides and nitrides were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in static capsules inserted into the A-3 and East Flux Trap Position 5 locations of the ATR.
