    This report contains 40 papers that were presented at the Joint IAEA/CSNI Specialists` Meeting Fracture Mechanics Verification by Large-Scale Testing held at the Pollard Auditorium, Oak Ridge, Tennessee, during the week of October 26--29, 1992. The papers are printed in the order of their presentation in each session and describe recent large-scale fracture (brittle and/or ductile) experiments, analyses of these experiments, and comparisons between predictions and experimental results. The goal of the meeting was to allow international experts to examine the fracture behavior of various materials and structures under conditions relevant to nuclear reactor components and operating environments. The emphasis was on the ability of various fracture models and analysis methods to predict the wide range of experimental data now available. The individual papers have been cataloged separately.

    The Johns Hopkins University Applied Physics Laboratory, under contracts with several agencies of the federal government and an agency of the State of Maryland, is engaged in developing energy resources, utilization concepts, and monitoring and storage methods. This Quarterly Report summarizes the work on the various tasks as of 31 March 1980. The Energy Quarterly Report is divided into four sections. The first, Geothermal Energy Development Planning and Technical Assistance, supported by the Department of Energy/Division of Geothermal Energy (DOE/DGE), contains reports on the progress of geothermal-related tasks on which effort was concentrated during the quarter. The second section, Operational Research, Hydroelectric Power Development, supported by the Department of Energy/Resource Applications (DOE/DGE), contains reports on small-scale hydroelectric investigations in the southeastern states. The third section, Seismotectonic Investigation, supported by the Reactor Safety Research Division of the Nuclear Regulatory Commission, reports on a neotectonic investigation in Connecticut. The fourth section, Energy Conversion and Storage Techniques, contains two articles, the first on OTEC core unit testing supported by the Department of Energy/Division of Central Solar Technology (DOE/CST), and the second on an analysis of the Community Annual Storage Energy System at the U.S. Naval Air Station, Norfolk, Va. This work is supported by the Department of Energy and the Department of Defense, Naval Facilities Engineering Command/Atlantic Division.

    Sandia National Laboratories (SNL) designs mechanical systems with electronics that must survive high shock environments. These mechanical systems include penetrators that must survive soil and rock penetration, nuclear transportation casks that must survive transportation environments, and laydown weapons that must survive delivery impact. These mechanical systems contain electronics that may operate during and after the high shock environment and that must be protected from the high shock environments. A study has been started to improve the packaging techniques for the advanced electronics utilized in these mechanical systems because current packaging techniques are inadequate for these sensitive electronics. In many cases, it has been found that the packaging techniques currently used not only do not mitigate the shock environment but actually amplify the shock environment. An ambitious goal for this packaging study is to avoid amplification and possibly attenuate the shock environment before it reached the electronics contained in the various mechanical systems. Here, a study to compare two thickness values, 0.125 and 0.250 in. of five materials, GE RTV 630, HS II Silicone, Polysulfide Rubber, Sylgard 184, and Teflon for their shock mitigating characteristics with a split Hopkinson bar configuration has been completed. The five materials have been tested in both unconfined and confined conditions at ambient temperature and with two applied loads of 750 {mu}{epsilon} peak (25 fps peak) with a 100 {micro}s duration, measured at 10% amplitude, and 1500 {mu}{epsilon} peak (50 fps peak) with a 100 {micro}s duration, measured at 10% amplitude. The five materials have been tested at ambient, cold ({minus}65 F), and hot (+165 F) for the unconfined condition with the 750 {mu}{epsilon} peak (25 fps peak) applied load. Time domain and frequency domain analyses of the split Hopkinson bar data have been performed to compare how these materials lengthen the shock pulse, attenuate the shock pulse, reflect high frequency content in the shock pulse, and transmit energy.

    This superb book is the most important reference on the Order Odonata to appear since the 1999 publication of Philip Corbet's monumental work on the behavior and ecology of Odonata. In the context of specimen identification and faunistics, it is the most significant contribution in decades, for it opens a new door to the most diverse and least known dragonfly fauna on Earth, that of the Neotropical Region. The book treats the genera of all the New World dragonflies, but while the Nearctic Anisoptera (at least north of the Mexican border) is extensively summarized in many taxonomic and identification manuals (e.g., Needham et al. 2000), the Neotropical fauna remains rather poorly known. Much of it still is undescribed and taxonomic syntheses are few and far between. This is partly because of its huge diversity, the remoteness of much of the region, and the relative scarcity of specimens in collections. As T. W. Donnelly (2006) noted in a recent review of this book, the New World tropics have always been a challenge to biologists in many disciplines because the region was first colonized by the Spanish and Portuguese who largely lacked the tradition of natural history studies characteristic of the British, French, Dutch and Germans in Africa, India or Southeast Asia. In South America there simply was no F. C. Fraser to write an equivalent to his three volumes on the Odonata in The Fauna of British India. Borror (1945) was an early and wonderful resource for deciphering the genera of the large family Libellulidae in the Americas. Calvert's hard-to-find contributions on the Odonata (1902-1908) in the Biologia Centrali-Americana helped students of the Central American fauna; the updated equivalent by Foerster (2001) for Mesoamerican genera is also important. But as far as syntheses and overviews, that's about all there was - until now.

    Recent advances in particle accelerators have increased the demands being placed on detectors. Novel detector designs are being implemented in many different areas including, for example, high luminosity experiments at the LHC or at next generation synchrotrons. The purpose of this thesis was to characterise some of these novel detectors. The first of the new detector types is called a 3D detector. This design was first proposed by Parker, Kenney and Segal (1997). In this design, doped electrodes are created that extend through the silicon substrate. When compared to a traditional photodiode with electrodes on the opposing surfaces, the 3D design can combine a reasonable detector thickness with a small electrode spacing resulting in fast charge collection and limited charge sharing. The small electrode spacing leads to the detectors having lower depletion voltages. This, combined with the fast collection time, makes 3D detectors a candidate for radiation hard applications.     Brandon Shores Units 1 and 2, currently under construction by Baltimore Gas and Electric Company (BG and E), were originally to have had multi-cell rectangular banks of wet/dry cooling towers. BG and E recently proposed that the Unit 2 cooling tower design be changed to a circular configuration. The Johns Hopkins University, Applied Physics Laboratory has undertaken to analyze the potential for the Brandon Shores Unit 1 tower (with dry section eliminated) to produce fog at Fort Smallwood Road. Pessimistic assumptions have been made, and a low frequency of expected fogging on the road has been demonstrated in spite of these assumptions.

    This report documents the computer model of cooling tower plume and drift behavior developed and used at The Johns Hopkins University Applied Physics Laboratory. The work was sponsored primarily by the Maryland Power Plant Siting Program. The model has been used to make estimates of environmental impact of salt deposition and vapor plumes (visibility, fogging and icing). The report briefly discusses the physical basis of the model. It provides details of the modeling concepts, model structure, and its use including a complete model listing and examples of its execution.

  9. Towards a Future Linear Collider and The Linear Collider Studies at CERN

    During the week 18-22 October, more than 400 physicists will meet at CERN and in the CICG (International Conference Centre Geneva) to review the global progress towards a future linear collider. The 2010 International Workshop on Linear Colliders will study the physics, detectors and accelerator complex of a linear collider covering both the CLIC and ILC options. Among the topics presented and discussed will be the progress towards the CLIC Conceptual Design Report in 2011, the ILC Technical Design Report in 2012, physics and detector studies linked to these reports, and an increasing numbers of common working group activities. The seminar will give an overview of these topics and also CERN?s linear collider studies, focusing on current activities and initial plans for the period 2011-16. n.b: The Council Chamber is also reserved for this colloquium with a live transmission from the Main Auditorium.

    Democratic government requires trust: people need to know and believe that the government is telling the truth. Without information about what the government is doing and why, citizens cannot exercise democratic control over government institutions. During his first year in office, President Clinton became concerned about reports that the government had conducted unethical secret human radiation experiments during the Cold War. To address this issue, in January 1994, President Clinton established the Advisory Committee on Human Radiation Experiments (ACHRE), chaired by bioethicist Dr. Ruth Faden of Johns Hopkins University. The President also directed all Federal agencies to search for records related to human subjects radiation research and provide them to the Advisory Committee. This report presents the Administration`s actions to respond to the ACHRE`s findings and recommendations.

    The Johns Hopkins University Applied Physics Laboratory, is engaged in developing energy resource, utilization concepts, and monitoring and storage methods. This Quarterly Report summarizes the work on the various tasks as of 31 March 1980. The Energy Quarterly Report is divided into four sections. The first, Geothermal Energy Development Planning and Technical Assistance, contains reports on the progress of geothermal-related tasks on which effort was concentrated during the quarter. The second section, Operational Research, Hydroelectric Power Development, contains reports on small-scale hydroelectric investigations in the southeastern states. The third section, Seismotectonic Investigation, reports on a neotectonic investigation in Connecticut. The fourth section, Energy Conversion and Storage Techniques, contains two articles, the first on OTEC core unit testing supported by the Department of Energy/Division of Central Solar Technology (DOE/CST), and the second on an analysis of the Community Annual Storage Energy System at the US Naval Air Station, Norfolk, Va.

  15. Translational-symmetry alternating phase shifting mask grating mark used in a linear measurement model of lithographic projection lens aberrations

    A linear measurement model of lithographic projection lens aberrations is studied numerically based on the Hopkins theory of partially-coherent imaging and positive resist optical lithography (PROLITH) simulation. In this linearity model, the correlation between the mark's structure and its sensitivities to aberrations is analyzed. A method to design a mark with high sensitivity is proved and declared. By use of this method, a translational-symmetry alternating phase shifting mask (Alt-PSM) grating mark is redesigned with all of the even orders, {+-}3rd and {+-}5th order diffraction light missing. In the evaluation simulation, the measurement accuracies of aberrations prove to be enhanced apparently by use of the redesigned mark instead of the old ones.

  16. SXR-XUV Diagnostics for Edge and Core of Magnetically Confined Plasmas

    The present report summarizes the results obtained during a one-year extension of DoE grant “SXR-XUV Diagnostics for Edge and Core of Magnetically Confined Plasmas”, at Johns Hopkins University, aimed at completing the development of a new type of magnetic fusion plasma diagnostic, the XUV Transmission Grating Imaging Radiometer (TGIR). The TGIR enables simultaneous spatially and spectrally resolved measurements of the XUV/VUV radiated power from impurities in fusion plasmas, with high speed. The instrument was successfully developed and qualified in the laboratory and in experiments on a tokamak. Its future applications will be diagnostic of the impurity content and transport in the divertor and edge of advanced magnetic fusion experiments, such as NSTX Upgrade.

  17. Proceedings of the Chinese-American symposium on energy markets and the future of energy demand

    The Symposium was organized by the Energy Research Institute of the State Economic Commission of China, and the Lawrence Berkeley Laboratory and Johns Hopkins University from the United States. It was held at the Johns Hopkins University Nanjing Center in late June 1988. It was attended by about 15 Chinese and an equal number of US experts on various topics related to energy demand and supply. Each presenter is one of the best observers of the energy situation in their field. A Chinese and US speaker presented papers on each topic. In all, about 30 papers were presented over a period of two and one half days. Each paper was translated into English and Chinese. The Chinese papers provide an excellent overview of the emerging energy demand and supply situation in China and the obstacles the Chinese planners face in managing the expected increase in demand for energy. These are matched by papers that discuss the energy situation in the US and worldwide, and the implications of the changes in the world energy situation on both countries. The papers in Part 1 provide historical background and discuss future directions. The papers in Part 2 focus on the historical development of energy planning and policy in each country and the methodologies and tools used for projecting energy demand and supply. The papers in Part 3 examine the pattern of energy demand, the forces driving demand, and opportunities for energy conservation in each of the major sectors in China and the US. The papers in Part 4 deal with the outlook for global and Pacific region energy markets and the development of the oil and natural gas sector in China.

    On October 31st at 4:00 pm in Panofsky Auditorium SLAC’s Colloquium Series will present the exceptional Oscar-nominated documentary The Day After Trinity. The film offers invaluable insight into historic events which have forever changed the face of our world – this screening should not to be missed. After witnessing the tremendous destructive power of the atomic bomb, J. Robert Oppenheimer declared “I have become death”. Still topically relevant a quarter of a century since its release, Director Jon Else’s documentary uses interviews, archival footage, and narration to reveal the internal landscape of the man whose leadership at Los Alamos, New Mexico, defined the rise of the Manhattan Project and the beginning of the Atomic Age. The Day After Trinity traces the unexpected path of Oppenheimer’s career - from his formation of the Los Alamos colony and the first successful atomic bomb detonation at the Trinity test site in 1945, to his final years spent branded as a security risk and excluded from the atomic energy research he pioneered due to his opposition to the development of the Hydrogen bomb.

  19. Plutonium Oxidation and Subsequent Reduction by Mn (IV) Minerals

    Plutonium sorbed to rock tuff was preferentially associated with manganese oxides. On tuff and synthetic pyrolusite (Mn{sup IV}O{sub 2}), Pu(IV) or Pu(V) was initially oxidized, but over time Pu(IV) became the predominant oxidation state of sorbed Pu. Reduction of Pu(V/VI), even on non-oxidizing surfaces, is proposed to result from a lower Gibbs free energy of the hydrolyzed Pu(IV) surface species versus that of the Pu(V) or Pu(VI) surface species. This work suggests that despite initial oxidation of sorbed Pu by oxidizing surfaces to more soluble forms, the less mobile form of Pu, Pu(IV), will dominate Pu solid phase speciation during long term geologic storage. The safe design of a radioactive waste or spent nuclear fuel geologic repository requires a risk assessment of radionuclides that may potentially be released into the surrounding environment. Geochemical knowledge of the radionuclide and the surrounding environment is required for predicting subsurface fate and transport. Although difficult even in simple systems, this task grows increasingly complicated for constituents, like Pu, that exhibit complex environmental chemistries. The environmental behavior of Pu can be influenced by complexation, precipitation, adsorption, colloid formation, and oxidation/reduction (redox) reactions (1-3). To predict the environmental mobility of Pu, the most important of these factors is Pu oxidation state. This is because Pu(IV) is generally 2 to 3 orders of magnitude less mobile than Pu(V) in most environments (4). Further complicating matters, Pu commonly exists simultaneously in several oxidation states (5, 6). Choppin (7) reported Pu may exist as Pu(IV), Pu(V), or Pu(VI) oxic natural groundwaters. It is generally accepted that plutonium associated with suspended particulate matter is predominantly Pu(IV) (8-10), whereas Pu in the aqueous phase is predominantly Pu(V) (2, 11-13). The influence of the character of Mn-containing minerals expected to be found in subsurface repository environments on Pu oxidation state distributions has been the subject of much recent research. Kenney-Kennicutt and Morse (14), Duff et al. (15), and Morgenstern and Choppin (16) observed oxidation of Pu facilitated by Mn(IV)-bearing minerals. Conversely, Shaughnessy et al. (17) used X-ray Absorption near-edge spectroscopy (XANES) to show reduction of Pu(VI) by hausmannite (Mn{sup II}Mn{sub 2}{sup III}O{sub 4}) and manganite ({gamma}-Mn{sup III}OOH) and Kersting et al., (18) observed reduction of Pu(VI) by pyrolusite (Mn{sup IV}O{sub 2}). In this paper, we attempt to reconcile the apparently conflicting datasets by showing that Mn-bearing minerals can indeed oxidize Pu, however, if the oxidized species remains on the solid phase, the oxidation step competes with the formation of Pu(IV) that becomes the predominant solid phase Pu species with time. The experimental approach we took was to conduct longer term (approximately two years later) oxidation state analyses on the Pu sorbed to Yucca Mountain tuff (initial analysis reported by Duff et al., (15)) and measure the time-dependant changes in the oxidation state distribution of Pu in the presence of the Mn mineral pyrolusite.

  20. An Information Building on Radioactivity and Nuclear Energy for the French CEA Cadarache Research Center - 13492

    The CEA Cadarache research center is one of the 10 research centers of the French Alternative Energies and Atomic Energy Commission (CEA). Distributed throughout various research platforms, it focuses on nuclear fission, nuclear fusion, new energy technologies (hydrogen, solar, biomass) and fundamental research in the field of vegetal biology. It is the most important technological research and development centers for energy in Europe. Considering the sensitive nature of nuclear activities, the questions surrounding the issue of radioactive waste, the nuclear energy and the social, economic and environmental concerns for present and future generations, the French Government asked nuclear actors to open communication and to give all the information asked by the Local Information Commission (CLI) and the public [1]. In this context, the CEA Cadarache has decided to better show and explain its expertise and experience in the area of nuclear energy and nuclear power plant design, and to make it available to stakeholders and to the public. CEA Cadarache receives each year more than 9000 visitors. To complete technical visits of the research facilities and laboratories, a scientific cultural center has been built in 2011 to inform the public on CEA Cadarache research activities and to facilitate the acceptance of nuclear energy in a way suited to the level of knowledge of the visitors. A modern interactive exhibition of 150 m{sup 2} allows visitors to find out more about energy, CEA Cadarache research programs, radioactive waste management and radiological impact on the research center activities. It also offers an auditorium for group discussions and for school groups to discover science through enjoyment. This communication center has received several thousand visitors since its opening on October 2011; the initial results of this experience are now available. It's possible to explain the design of this exhibition, to give some statistics on the number of the visitors, their characteristics and their perception after their center visits. (authors)
