    All too often, waste authorities either assume that they know enough about their bulky waste stream or that it is too insignificant to deserve attention. In this paper, we use Hong Kong as an example to illustrate that official bulky waste figures can actually be very different from the reality and therefore important waste management decisions made based on such statistics may be wrong too. This study is also the first attempt in Hong Kong to outline the composition of bulky waste. It was found that about 342 tonnes/day of wood waste were omitted by official statistics owing to incomplete records on actual bulky waste flow. This is more than enough to provide all the feedstock needed for one regular-sized wood waste recycling facility in Hong Kong. In addition, the proportion of bulky waste in the municipal solid waste (MSW) streams in Hong Kong should be about 6.1% instead of the officially stated 1.43%. Admittedly, there are limitations with this study. Yet, present findings are suggestive of significant MSW data distortion in Hong Kong.

    A series of rock-property measurements was performed on a suite of rhyolitic tuff samples from the area above the Aberdeen Tunnel of Hong Kong. The goal of this study was to determine the mechanical properties of these samples after weathering. This report contains petrographic descriptions, porosity, bulk and grain density, as well as ultrasonic measurements, elastic modulii calculations, and rock-strength determinations. Variations in rock properties are related to alteration and the presence of fractures in the tuff. Granitic rocks located adjacent to the altered tuffs would be better candidates for underground excavations.

  8. Personal exposure to nitrogen dioxide and its association with respiratory illness in Hong Kong

    In 1985, 362 primary schoolchildren and their 319 mothers were surveyed in Hong Kong to study the possible relationship of air pollution to respiratory illnesses. Using nitrogen dioxide (NO{sub 2}) measured by personal samplers as a measure of air pollution, the study aimed to identify the major sources of NO{sub 2} in the indoor environment and see whether its increased presence was associated with respiratory symptoms. The levels of NO{sub 2} among the mothers was found to increase by 21% if dust exposure was reported from the workplace, 18% if they used such cooking fuels as liquid petroleum gas or kerosene, 11% when kitchens did not have ventilating fans, and 10% when incense was burned at home. In terms of respiratory symptoms, an increase in NO{sub 2} levels of 19% was reported among those with allergic rhinitis and 18% among those with chronic cough. The levels of NO2 among children were correlated with levels measured in classrooms, all of which had opened windows so that the NO{sub 2} came from outdoors. No association was found between children's NO{sub 2} levels and respiratory symptoms. With the exception of smoking by the father and the children's NO{sub 2} levels, no association was found between smoking at home and NO{sub 2} levels.

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    China has had an active program on energy efficiency standards for household appliances since the mid-1990s. Rice cooker is among the first to be subject to such mandatory regulation, since it is one of the most prevalent electric appliances in Chinese households. Since first introduced in 1989, the minimum energy efficiency standard for rice cookers has not been revised. Therefore, the potential for energy saving is considerable. Initial analysis from CNIS indicates that potential carbon savings is likely to reach 7.6 million tons of CO2 by the 10th year of the standard implementation. Since September 2007, CNIS has been working with various groups to develop the new standard for rice cookers. With The Energy Foundation's support, LBNL has assisted CNIS in the revision of the minimum energy efficiency standard for rice cookers that is expected to be effective in 2009. Specifically, work has been in the following areas: assistance in developing consumer survey on usage pattern of rice cookers, review of international standards, review of international test procedures, comparison of the international standards and test procedures, and assessment of technical options of reducing energy use. This report particularly summarizes the findings of reviewing international standards and technical options of reducing energy consumption. The report consists of an overview of rice cooker standards and labeling programs and testing procedures in Hong Kong, South Korea, Japan and Thailand, and Japan's case study in developing energy efficiency rice cooker technologies and rice cooker efficiency programs. The results from the analysis can be summarized as the follows: Hong Kong has a Voluntary Energy Efficiency Labeling scheme for electric rice cookers initiated in 2001, with revision implemented in 2007; South Korea has both MEPS and Mandatory Energy Efficiency Label targeting the same category of rice cookers as Hong Kong; Thailand's voluntary endorsement labeling program is similar to Hong Kong in program design but has 5 efficiency grades; Japan's program is distinct in its adoption of the 'Top Runner' approach, in which, the future efficiency standards is set based on the efficiency levels of the most efficient product in the current domestic market. Although the standards are voluntary, penalties can still be evoked if the average efficiency target is not met. Both Hong Kong and South Korea's tests involve pouring water into the inner pot equal to 80% of its rated volume; however, white rice is used as a load for its tests in Hong Kong whereas no rice is used for tests in South Korea. In Japan's case, water level specified by the manufactures is used and milled rice is used as a load only partially in the tests. Moreover, Japan does not conduct heat efficiency test but its energy consumption measurements tests are much more complex, with 4 different tests are conducted to determine the annual average energy consumption. Hong Kong and Thailand both set Minimum Allowable Heat Efficiency for different rated wattages. The energy efficiency requirements are identical except that the minimum heat efficiency in Thailand is 1 percentage point higher for all rated power categories. In South Korea, MEPS and label's energy efficiency grades are determined by the rice cooker's Rated Energy Efficiency for induction, non-induction, pressure, nonpressure rice cookers. Japan's target standard values are set for electromagnetic induction heating products and non-electromagnetic induction heating products by different size of rice cookers. Specific formulas are used by type and size depending on the mass of water evaporation of the rice cookers. Japan has been the leading country in technology development of various types of rice cookers, and developed concrete energy efficiency standards for rice cookers. However, as consumers in Japan emphasize the deliciousness of cooked rice over other factors, many types of models were developed to improve the taste of cooked rice. Automatic, time-saving and wide applicability are the features of the system. - Abstract: Due to the rising worldwide awareness of green environment, both government and contractors have to consider effective construction and demolition (C and D) waste management practices. The last two decades have witnessed the growing importance of demolition and renovation (D and R) works and the growing amount of D and R waste disposed to landfills every day, especially in developed cities like Hong Kong. Quantitative waste prediction is crucial for waste management. It can enable contractors to pinpoint critical waste generation processes and to plan waste control strategies. In addition, waste estimation could also facilitate some government waste management policies, such as the waste disposal charging scheme in Hong Kong. Currently, tools that can accurately and conveniently estimate the amount of waste from construction, renovation, and demolition projects are lacking. In the light of this research gap, this paper presents a building information modeling (BIM) based system that we have developed for estimation and planning of D and R waste. BIM allows multi-disciplinary information to be superimposed within one digital building model. Our system can extract material and volume information through the BIM model and integrate the information for detailed waste estimation and planning. Waste recycling and reuse are also considered in our system. Extracted material information can be provided to recyclers before demolition or renovation to make recycling stage more cooperative and more efficient. Pick-up truck requirements and waste disposal charging fee for different waste facilities will also be predicted through our system. The results could provide alerts to contractors ahead of time at project planning stage. This paper also presents an example scenario with a 47-floor residential building in Hong Kong to demonstrate our D and R waste estimation and planning system. As the BIM technology has been increasingly adopted in the architectural, engineering and construction industry and digital building information models will likely to be available for most buildings (including historical buildings) in the future, our system can be used in various demolition and renovation projects and be extended to facilitate project control.

  10. Simulation of a photovoltaic/thermal heat pump system having a modified collector/evaporator

    A new photovoltaic/thermal heat pump (PV/T-HP) system having a modified collector/evaporator (C/E) has been developed and numerically studied. Multi-port flat extruded aluminum tubes were used in the modified C/E, as compared to round copper tubes used in a conventional C/E. Simulation results suggested that a better operating performance can be achieved for a PV/T-HP system having such a modified C/E. In addition, using the meteorological data in both Nanjing and Hong Kong, China, the simulation results showed that this new PV/T-HP system could efficiently generate electricity and thermal energy simultaneously in both cities all-year-round. Furthermore, improved operation by using variable speed compressor has been designed and discussed. (author)

  11. Effects of placement method on geotechnical behavior of hydraulic fill sands

    Results of an investigation of the geotechnical behavior of a hydraulic sand placed at a land reclamation site in Hong Kong are presented and interpreted. The study was conducted to aid in developing guidelines for quality control of hydraulic landfill placement. The work described consisted of: (1) field investigations; (2) static and cyclic triaxial testing; and (3) calibration chamber tests to study the cone penetration test versus D, relationships for marine sands obtained from the reclamation sites. The results of this study clearly indicate that the placement technique is the single most important factor controlling the geotechnical behavior of a given type of sand when placed as a hydraulic fill. The weakest zone is generally located just beneath the water level where fill deposition is placed by pipeline discharge.

  12. Feasibility of irradiating Washington fruits and vegetables for Asian export markets

    US agricultural export marketing opportunities are limited by the existence of trade barriers in many overseas countries. For example, Japan and South Korea do not permit the importation of apples due to their stated concern over codling moth infestation. One of the purposes of this study was to evaluate the potential of exporting irradiated fruits and vegetables from Washington State to overcome existing trade barriers and prevent the establishment of future barriers. The Asian countries specifically evaluated in this study are Japan, Hong Kong and Singapore. Another purpose of this project was to determine the feasibility of locating an irradiation facility in Washington State. Advantages that irradiated agricultural products would bring in terms of price and quality in export markets were also evaluated.

  13. Towards SEA for the developing nations of Asia

    In the developing and transitional countries of Asia, environmental impact assessment (EIA) has been widely practiced as a planning tool that identifies the potential impacts associated with developments and determines their level of significance and the need for mitigating measures. Not withstanding its extensive use in many Asian countries, certain limitations are now being increasingly recognised with regard to achieving sustainable development within the planning process. It is also noted that the natural environment in Asia has continued to be severely degraded despite the adoption of EIA. This research project was undertaken at the National University of Singapore to review the status on the implementation of EIA procedures and to investigate the status and potential of strategic environmental assessment (SEA) in Asia. The research project generally investigated the existing physical attributes of six countries including Hong Kong and Singapore, Malaysia and the Philippines, Sri Lanka and Vietnam and discussed their prevailing environmental conditions. It more specifically reviewed policymaking and environmental planning, environmental legislation and the practice and procedures of environmental impact assessment. It also evaluated environmental assessment education and training activities. In some cases such as Hong Kong, an opportunity to analyse actual SEA practice was included. In other cases, the potential for possible take up of formal SEA was assessed. A comparative review assesses the degree to which EIA and SEA procedures have been utilized, considers how the use of SEA could overcome the deficiencies of the EIA project-based system and includes aspects of meeting sustainability criteria. Results show that the use and application of EIA is relatively strong across all countries with the possible exception of Singapore which relies more heavily on its planning and control system to address potential environmental impacts arising from development projects. Despite this, EIAs have been undertaken in every country due to aid and bank lending agencies requiring them and multinational companies and many local NGOs completing voluntary EIAs. Even though the mandatory introduction of EIA into some countries is fairly recent such as Hong Kong (1999) and Vietnam (1994), efforts to conduct such investigations may have started many years before. The country reviews highlight many common problems and adverse influences that give rise to inadequate EIA practice, and in some cases, recommendations for improvement are proposed. The potential for SEA is assessed on the basis of its present usage which is generally small except for Hong Kong and the environmental strategic decision-making that is being conducted in policy, plan and programme formulations. While the more comprehensive and well-refined westernized model of SEA is generally weakly implemented at present, there is evidence to suggest that Agenda 21, along with other international treaties such as the Biodiversity Charter and the Ramsar Convention, has motivated certain sustainability initiatives that are resulting in increased environmental considerations at a strategic level. In some cases, these may be reflected in National Plan policymaking or in the sector and area-based activities of various ministries and departments. It is concluded that SEA potential is generally strong in those countries with smaller centralized bureaucracies but that its successful implementation will be highly dependent on changing the mind-sets and motivations of top personnel at ministerial level.

    I come to this geothermal business with over 30 years of experience in the power generation industry. I have earned my spurs (so to speak) in the electric utility, nuclear power, coal and the gas-fired cogeneration power businesses. I have been employed by Oxbow Power for the past seven years and for the past 18 months I have been based in Reno and responsible for the operation, maintenance and management of Oxbow`s domestic power projects which include three geothermal and two gas-fired facilities. The Oxbow Power Group (consisting principally of Oxbow Power Corporation, Oxbow Geothermal Corporation, Oxbow Power of Beowawe, Oxbow Power International and Oxbow Power Services, Inc.) is based in West Palm Beach, Florida, and has regional offices in Reno, Hong Kong and Manila to support on-line geothermal projects in Nevada, other domestic power projects and a geothermal plant under construction in the Philippines. Oxbow Power employs approximately 30 professionals in the development and management of power projects and over 100 supervisors and technicians in the operation and maintenance of power facilities. Current ownership in independent power projects total 340 MW in the United States and 47 MW under construction in the Philippines. Oxbow is currently negotiating additional projects in several Asian and Central American countries.

  19. Comparative study of different solar cooling systems for buildings in subtropical city

    In recent years, more and more attention has been paid on the application potential of solar cooling for buildings. Due to the fact that the efficiency of solar collectors is generally low at the time being, the effectiveness of solar cooling would be closely related to the availability of solar irradiation, climatic conditions and geographical location of a place. In this paper, five types of solar cooling systems were involved in a comparative study for subtropical city, which is commonly featured with long hot and humid summer. The solar cooling systems included the solar electric compression refrigeration, solar mechanical compression refrigeration, solar absorption refrigeration, solar adsorption refrigeration and solar solid desiccant cooling. Component-based simulation models of these systems were developed, and their performances were evaluated throughout a year. The key performance indicators are solar fraction, coefficient of performance, solar thermal gain, and primary energy consumption. In addition, different installation strategies and types of solar collectors were compared for each kind of solar cooling system. Through this comparative study, it was found that solar electric compression refrigeration and solar absorption refrigeration had the highest energy saving potential in the subtropical Hong Kong. The former is to make use of the solar electric gain, while the latter is to adopt the solar thermal gain. These two solar cooling systems would have even better performances through the continual advancement of the solar collectors. It will provide a promising application potential of solar cooling for buildings in the subtropical region. (author)

  7. Applying an improved rapid impact assessment matrix method to strategic environmental assessment of urban planning in China

    Strategic environmental assessment (SEA) has become an increasingly important decision-support tool for providing information on the environmental implications of a policy, plan, or program. The goal is to safeguard the environment and promote sustainable development at the strategic level. Despite major progress in implementing SEA practices internationally, developing countries, such as China, often lag behind in applying SEA methodology. Lack of available data and time constraints arising from tight schedules create problems. The rapid impact assessment matrix (RIAM) is a potential resource for breaking through such difficulties. Our analysis of RIAM applications suggested that it could become a tool for evaluating strategic alternatives because of its applicability in interdisciplinary settings, its transparency, and its short implementation timeframe. To make it more suitable for the SEA context, we have developed two major improvements to the conventional RIAM process: assignment of weights to assessment indicators and the development of an integrated environmental assessment score (IES). The improved RIAM process was employed in an SEA of the development plan for the Nansha District in Guangzhou, the capital city of Guangdong Province in China. It was used to assess five alternatives for development in Wanqingsha (WQS), a subunit of Nansha, where important ecological resources are located and where industrial development could impact the air quality in the neighboring Hong Kong Special Administrative Region (HKSAR). The evaluation identified WQS-A04 as the preferred alternative. This alternative involved a minimal amount of industrial development 10% compared with the most intense development alternative and included important wetland preservation plans. The assessment results have been incorporated into the officially approved development plan for Nansha. The improved RIAM methodology is well adapted to the technical aims of SEA and decision-making structures in China. It offers the potential for delivering timely and quality results to decision-making processes. To achieve the desired efficiency, it is recommended that an SEA procedure take into account findings acquired from an improved RIAM application at an early stage, then, at a later stage, results from more comprehensive assessments conducted using more sophisticated methods should be added, if time and data are available. - Highlights: RIAM is a potential SEA tool due to its multidisciplinary setting and rapid process. Weighting index and computing IES are raised for improving RIAM when applied to SEAs. The improved RIAM boosts SEA effectiveness by timely responding to decision-making. The improved RIAM is more suitable to an SEA bothered by tight time or data shortage. The improved RIAM adapts to the technical aims of SEA and decision features in China.

The design of the probe is based on the concept of the ?-particle detectors on Tokamak Fusion Test Reactor (TFTR) using scintillator plates. The probe is capable of traveling across an equatorial plane port and sweeping the aperture angle rotationally with respect to the axis of the probe shaft by two step motors, in order to optimize the radial position and the collimator angle. The energy and the pitch angle of the lost fast ions can be simultaneously measured if the two-dimensional image of scintillation light intensity due to the impact of the lost fast ions is detected. Measurements of the fast-ion losses using the probe have been performed during HL-2A neutral beam injection discharges. The clear experimental evidence of enhanced losses of beam ions during disruptions has been obtained by means of the SLIP system. A detailed description of the probe system and the first experimental results are reported.

    We establish a generalization of Kitaev models based on unitary quantum groupoids. In particular, when inputting a Kitaev-Kong quantum groupoid H{sub C}, we show that the ground state manifold of the generalized model is canonically isomorphic to that of the Levin-Wen model based on a unitary fusion category C. Therefore, the generalized Kitaev models provide realizations of the target space of the Turaev-Viro topological quantum field theory based on C.

    We demonstrate the emission of indistinguishable photons along a semiconductor chip originating from carrier recombination in an InAs quantum dot. The emitter is integrated in the waveguiding region of a photonic crystal structure, allowing for on-chip light propagation. We perform a Hong-Ou-Mandel-type of experiment with photons collected from the exit of the waveguide, and we observe two-photon interference under continuous wave excitation. Our results pave the way for the integration of quantum emitters in advanced photonic quantum circuits.

    Combining rules, such as the Lorentz-Berthelot rules, are routinely used to calculate the thermodynamic properties of mixtures using molecular simulations. Here we extend the expanded Wang-Landau simulation approach to determine the impact of the combining rules on the value of the partition function of binary systems, and, in turn, on the phase coexistence and thermodynamics of these mixtures. We study various types of mixtures, ranging from systems of rare gases to biologically and technologically relevant mixtures, such as water-urea and water-carbon dioxide. Comparing the simulation results to the experimental data on mixtures of rare gases allows us to rank the performance of combining rules. We find that the widely used Lorentz-Berthelot rules exhibit the largest deviations from the experimental data, both for the bulk and at coexistence, while the Kong and Waldman-Hagler provide much better alternatives. In particular, in the case of aqueous solutions of urea, we show that the use of the Lorentz-Berthelot rules has a strong impact on the Gibbs free energy of the solute, overshooting the value predicted by the Waldman-Hagler rules by 7%. This result emphasizes the importance of the combining rule for the determination of hydration free energies using molecular simulations.

    Technical means for identifying when tampering occurs is a critical part of many containment and surveillance technologies. Conventional fiber optic seals provide methods for monitoring enclosed inventories, but they are vulnerable to spoofing attacks based on classical physics. We address these vulnerabilities with the development of a quantum seal that offers the ability to detect the intercept-resend attack using quantum integrity verification. Our approach represents an application of entanglement to provide guarantees in the authenticity of the seal state by verifying it was transmitted coherently. We implement these ideas using polarization-entangled photon pairs that are verified after passing through amore » fiber-optic channel testbed. Using binary detection theory, we find the probability of detecting inauthentic signals is greater than 0.9999 with a false alarm chance of 10–9 for a 10 second sampling interval. In addition, we show how the Hong-Ou-Mandel effect concurrently provides a tight bound on redirection attack, in which tampering modifies the shape of the seal. Our measurements limit the tolerable path length change to sub-millimeter disturbances. As a result, these tamper-indicating features of the quantum seal offer unprecedented security for unattended monitoring systems.« less

  10. Westinghouse Cementation Facility of Solid Waste Treatment System - 13503

    During NPP operation, several waste streams are generated, caused by different technical and physical processes. Besides others, liquid waste represents one of the major types of waste. Depending on national regulation for storage and disposal of radioactive waste, solidification can be one specific requirement. To accommodate the global request for waste treatment systems Westinghouse developed several specific treatment processes for the different types of waste. In the period of 2006 to 2008 Westinghouse awarded several contracts for the design and delivery of waste treatment systems related to the latest CPR-1000 nuclear power plants. One of these contracts contains the delivery of four Cementation Facilities for waste treatment, s.c. 'Follow on Cementations' dedicated to three locations, HongYanHe, NingDe and YangJiang, of new CPR-1000 nuclear power stations in the People's Republic of China. Previously, Westinghouse delivered a similar cementation facility to the CPR-1000 plant LingAo II, in Daya Bay, PR China. This plant already passed the hot functioning tests successfully in June 2012 and is now ready and released for regular operation. The 'Follow on plants' are designed to package three 'typical' kind of radioactive waste: evaporator concentrates, spent resins and filter cartridges. The purpose of this paper is to provide an overview on the Westinghouse experience to design and execution of cementation facilities. (authors)

  11. Rice Glycosyltransferase (GT) Phylogenomic Database

    The Ronald Laboratory staff at the University of California-Davis has a primary research focus on the genes of the rice plant. They study the role that genetics plays in the way rice plants respond to their environment. They created the Rice GT Database in order to integrate functional genomic information for putative rice Glycosyltransferases (GTs). This database contains information on nearly 800 putative rice GTs (gene models) identified by sequence similarity searches based on the Carbohydrate Active enZymes (CAZy) database. The Rice GT Database provides a platform to display user-selected functional genomic data on a phylogenetic tree. This includes sequence information, mutant line information, expression data, etc. An interactive chromosomal map shows the position of all rice GTs, and links to rice annotation databases are included. The format is intended to "facilitate the comparison of closely related GTs within different families, as well as perform global comparisons between sets of related families."
