    All too often, waste authorities either assume that they know enough about their bulky waste stream or that it is too insignificant to deserve attention. In this paper, we use Hong Kong as an example to illustrate that official bulky waste figures can actually be very different from the reality and therefore important waste management decisions made based on such statistics may be wrong too. This study is also the first attempt in Hong Kong to outline the composition of bulky waste. It was found that about 342 tonnes/day of wood waste were omitted by official statistics owing to incomplete records on actual bulky waste flow. This is more than enough to provide all the feedstock needed for one regular-sized wood waste recycling facility in Hong Kong. In addition, the proportion of bulky waste in the municipal solid waste (MSW) streams in Hong Kong should be about 6.1% instead of the officially stated 1.43%. Admittedly, there are limitations with this study. Yet, present findings are suggestive of significant MSW data distortion in Hong Kong.

In addition to the locally spoken Cantonese, the vast majority of Hong Kong Chinese people are also able to speak English, the ex-colonial and the international language which has played an important role in the community since the colony was founded. This linguistic situation has given rise to a local variety of English. Recognising the distinct form and function of this variety, scholars (e.g. Bolton 2002, Joseph 2004: 132-161) have argued that the linguistic features in the English spoken by Hong Kong people should be identified as Hong Kong English (HKE)....Observing that certain Hong Kong English features specific to computer-mediated communication (CMC) have been developed through communication among bilingual Hong Kong Chinese on the internet, I believe that Hong Kong English in CMC should be seen... of Hong Kong English, and its linguistic features are analysed. Then, the nature of computer-mediated communication is explored. I look at how this context has affected the use of language in general, and HKE specifically. The distinctive HKE features...In order to argue that CHKE is a variety of its own, I look at how various scholars define Ďvarietyí and similar notions such as Ďlanguageí, Ďdialectí, Ďsociolectí, and Ďregisterí. Seeing that the concept of norms is essential in determining whether a variety is Ďsystematically differentí, I explore the nature of social norms and linguistic norms. A model of norms is proposed, identifying three kinds of linguistic norms: formal norms, contextual norms and identity norms....I present the results of a survey I conducted that aims to elicit Hong Kong peopleís attitudes towards CHKE. Analysis of the data obtained from the survey shows that linguistic norms of CHKE have emerged. Not only is CHKE recognised by its users as a distinct variety, this variety also has an identity marking function that is not seen in other forms of written HKE....

Black-Right-Pointing-Pointer Implementation of the CWDCS has generated positive effects in waste reduction by all main trades. - Abstract: Waste management in the building industry in Hong Kong has become an important environmental issue. Particularly, an increasing amount of construction and demolition (C and D) waste is being disposed at landfill sites. In order to reduce waste generation and encourage reuse and recycling, the Hong Kong Government has implemented the Construction Waste Disposal Charging Scheme (CWDCS) to levy charges on C and D waste disposal to landfills. In order to provide information on the changes in reducing waste generation practice among construction participants in various work trades, a study was conducted after 3 years of implementation of the CWDCS via a structured questionnaire survey in the building industry in Hong Kong. The study result has revealed changes with work flows of the major trades as well as differentiating the levels of waste reduced. Three building projects in the public and private sectors were selected as case studies to demonstrate the changes in work flows and the reduction of waste achieved. The research findings reveal that a significant reduction of construction waste was achieved at the first 3 years (2006-2008) of CWDCS implementation. However, the reduction cannot be sustained. The major trades have been influenced to a certain extent by the implementation of the CWDCS. Slight improvement in waste management practices was observed, but reduction of construction waste in the wet-finishing and dry-finishing trades has undergone little improvement. Implementation of the CWDCS has not yet motivated subcontractors to change their methods of construction so as to reduce C and D waste.

    In 1985, 362 primary schoolchildren and their 319 mothers were surveyed in Hong Kong to study the possible relationship of air pollution to respiratory illnesses. Using nitrogen dioxide (NO{sub 2}) measured by personal samplers as a measure of air pollution, the study aimed to identify the major sources of NO{sub 2} in the indoor environment and see whether its increased presence was associated with respiratory symptoms. The levels of NO{sub 2} among the mothers was found to increase by 21% if dust exposure was reported from the workplace, 18% if they used such cooking fuels as liquid petroleum gas or kerosene, 11% when kitchens did not have ventilating fans, and 10% when incense was burned at home. In terms of respiratory symptoms, an increase in NO{sub 2} levels of 19% was reported among those with allergic rhinitis and 18% among those with chronic cough. The levels of NO2 among children were correlated with levels measured in classrooms, all of which had opened windows so that the NO{sub 2} came from outdoors. No association was found between children's NO{sub 2} levels and respiratory symptoms. With the exception of smoking by the father and the children's NO{sub 2} levels, no association was found between smoking at home and NO{sub 2} levels.

    This chapter examines the possibility to analyze and compare human activities in an urban environment based on the detection of mobile phone usage patterns. Thanks to an unprecedented collection of counter data recording the number of calls, SMS, and data transfers resolved both in time and space, we confirm the connection between temporal activity profile and land usage in three global cities: New York, London and Hong Kong. By comparing whole cities typical patterns, we provide insights on how cultural, technological and economical factors shape human dynamics. At a more local scale, we use clustering analysis to identify locations with similar patterns within a city. Our research reveals a universal structure of cities, with core financial centers all sharing similar activity patterns and commercial or residential areas with more city-specific patterns.     We investigate the two-photon scattering properties of a Jaynes-Cummings (JC) nonlinearity consisting of a two-level system (qubit) interacting with a single mode cavity, which is coupled to two waveguides, each containing a single incident photon wave packet initially. In this scattering setup, we study the interplay between the Hong-Ou-Mandel effect arising due to quantum interference and effective photon-photon interactions induced by the presence of the qubit. We calculate the two-photon scattering matrix of this system analytically and identify signatures of interference and interaction in the second order auto- and cross-correlation functions of the scattered photons. In the dispersive regime, when qubit and cavity are far detuned from each other, we find that the JC nonlinearity can be used as an almost linear, in-situ tunable beam splitter giving rise to ideal Hong-Ou-Mandel interference, generating a highly path-entangled two-photon NOON state of the scattered photons. The latter manifests itself in strongly suppressed waveguide cross-correlations and Poissonian photon number statistics in each waveguide. If the two-level system and the cavity are on resonance, the JC nonlinearity strongly modifies the ideal HOM conditions leading to a smaller degree of path entanglement and sub-poissonian photon number statistics. In the latter regime, we find that photon blockade is associated with bunched auto-correlations in both waveguides, while a two-polariton resonance can lead to bunched as well as anti-bunched correlations.

    Near-infrared Hong-Ou-Mandel quantum interference is observed in silicon nanophotonic directional couplers with raw visibilities on-chip at 90.5%. Spectrally-bright 1557-nm two-photon states are generated in a periodically-poled KTiOPO4 waveguide chip, serving as the entangled photon source and pumped with a self-injection locked laser, for the photon statistical measurements. Efficient four-port coupling in the communications C-band and in the high-index-contrast silicon photonics platform is demonstrated, with matching theoretical predictions of the quantum interference visibility. Constituents for the residual quantum visibility imperfection are examined, supported with theoretical analysis of the sequentially-triggered multipair biphoton contribution and techniques for visibility compensation, towards scalable high-bitrate quantum information processing and communications.

    In early January, the Hong Kong government announced that it has reached a new agreement with two power companies for a rate of return on assets of 9.99 percent - but with a new twist. If the two companies perform beyond current emissions caps, they may earn a 0.05 to 0.1 percent bonus; if they fail, a 0.2 to 0.4 percent penalty may apply. There is also a provision to earn 11 percent if the companies' renewable energy generation reaches a certain proportion as well as provisions to promote energy conservation.

    China has had an active program on energy efficiency standards for household appliances since the mid-1990s. Rice cooker is among the first to be subject to such mandatory regulation, since it is one of the most prevalent electric appliances in Chinese households. Since first introduced in 1989, the minimum energy efficiency standard for rice cookers has not been revised. Therefore, the potential for energy saving is considerable. Initial analysis from CNIS indicates that potential carbon savings is likely to reach 7.6 million tons of CO2 by the 10th year of the standard implementation. Since September 2007, CNIS has been working with various groups to develop the new standard for rice cookers. With The Energy Foundation's support, LBNL has assisted CNIS in the revision of the minimum energy efficiency standard for rice cookers that is expected to be effective in 2009. Specifically, work has been in the following areas: assistance in developing consumer survey on usage pattern of rice cookers, review of international standards, review of international test procedures, comparison of the international standards and test procedures, and assessment of technical options of reducing energy use. This report particularly summarizes the findings of reviewing international standards and technical options of reducing energy consumption. The report consists of an overview of rice cooker standards and labeling programs and testing procedures in Hong Kong, South Korea, Japan and Thailand, and Japan's case study in developing energy efficiency rice cooker technologies and rice cooker efficiency programs. The results from the analysis can be summarized as the follows: Hong Kong has a Voluntary Energy Efficiency Labeling scheme for electric rice cookers initiated in 2001, with revision implemented in 2007; South Korea has both MEPS and Mandatory Energy Efficiency Label targeting the same category of rice cookers as Hong Kong; Thailand's voluntary endorsement labeling program is similar to Hong Kong in program design but has 5 efficiency grades; Japan's program is distinct in its adoption of the 'Top Runner' approach, in which, the future efficiency standards is set based on the efficiency levels of the most efficient product in the current domestic market. Although the standards are voluntary, penalties can still be evoked if the average efficiency target is not met. Both Hong Kong and South Korea's tests involve pouring water into the inner pot equal to 80% of its rated volume; however, white rice is used as a load for its tests in Hong Kong whereas no rice is used for tests in South Korea. In Japan's case, water level specified by the manufactures is used and milled rice is used as a load only partially in the tests. Moreover, Japan does not conduct heat efficiency test but its energy consumption measurements tests are much more complex, with 4 different tests are conducted to determine the annual average energy consumption. Hong Kong and Thailand both set Minimum Allowable Heat Efficiency for different rated wattages. The energy efficiency requirements are identical except that the minimum heat efficiency in Thailand is 1 percentage point higher for all rated power categories. In South Korea, MEPS and label's energy efficiency grades are determined by the rice cooker's Rated Energy Efficiency for induction, non-induction, pressure, nonpressure rice cookers. Japan's target standard values are set for electromagnetic induction heating products and non-electromagnetic induction heating products by different size of rice cookers. Specific formulas are used by type and size depending on the mass of water evaporation of the rice cookers. Japan has been the leading country in technology development of various types of rice cookers, and developed concrete energy efficiency standards for rice cookers. However, as consumers in Japan emphasize the deliciousness of cooked rice over other factors, many types of models were developed to improve the taste of cooked rice.     A $5-billion refinery and petrochemical complex is planned by Thailand's Charoen Pokphand (Bangkok) at the seaport of Nimpoh, near Shanghai. The company has discussed the project with the central government of China, and state oil and petrochemicals company Sinopec (Beijing) is due to complete a feasibility study within the next two months. Charoen's plastics processing subsidiary, Kuo Shen (Hong Kong), is expected to hold 70% in the venture, Sinopec 20%, and the Chinese government the remaining 10%. Western companies have been invited to participate. Solvay (Brussels), a 49% partner with Charoen Pokphand in the Vinythai polyvinyl chloride (PVC) joint venture at Map Ta Pud, Thailand, has not yet made a commitment. The 5-million m.t./year oil refinery would feed the complex, which will be based on a 450,000-m.t./year ethylene plant, downstream aromatics units, and a range of derivatives plants. The complex, which falls outside the many announced for Thailand's current five-year economic plan, is expcted to be implemented in stages. To begin with, a 120,000-m.t./year PVC plant will be built that will be fed on imported vinyl chloride monomer. Charoen is in discussions with process licensers, including Solvay, European Vinyl Corp., BFGoodrich, and Shinetsu. Half the PVC output will be consumed by Kuo Shen in China, where Charoen has several plastics processing units, including one in Shanghai and one in Nimpoh. Meanwhile, Sinopec's Hong Kong subsidiary is seeking partners to invest in joint venture projects in China. Sinopec president Liu Xuemin says the company is willing to cooperate with overseas companies to establish small petrochemical projects. In addition, Sinopec is negotiating with officials of Dayang in Jiangsu province and the special economic zone of Shen Zhen, near Hong Kong, on joint ventures for plastics and food additives.

Automatic, time-saving and wide applicability are the features of the system. - Abstract: Due to the rising worldwide awareness of green environment, both government and contractors have to consider effective construction and demolition (C and D) waste management practices. The last two decades have witnessed the growing importance of demolition and renovation (D and R) works and the growing amount of D and R waste disposed to landfills every day, especially in developed cities like Hong Kong. Quantitative waste prediction is crucial for waste management. It can enable contractors to pinpoint critical waste generation processes and to plan waste control strategies. In addition, waste estimation could also facilitate some government waste management policies, such as the waste disposal charging scheme in Hong Kong. Currently, tools that can accurately and conveniently estimate the amount of waste from construction, renovation, and demolition projects are lacking. In the light of this research gap, this paper presents a building information modeling (BIM) based system that we have developed for estimation and planning of D and R waste. BIM allows multi-disciplinary information to be superimposed within one digital building model. Our system can extract material and volume information through the BIM model and integrate the information for detailed waste estimation and planning. Waste recycling and reuse are also considered in our system. Extracted material information can be provided to recyclers before demolition or renovation to make recycling stage more cooperative and more efficient. Pick-up truck requirements and waste disposal charging fee for different waste facilities will also be predicted through our system. The results could provide alerts to contractors ahead of time at project planning stage. This paper also presents an example scenario with a 47-floor residential building in Hong Kong to demonstrate our D and R waste estimation and planning system. As the BIM technology has been increasingly adopted in the architectural, engineering and construction industry and digital building information models will likely to be available for most buildings (including historical buildings) in the future, our system can be used in various demolition and renovation projects and be extended to facilitate project control.

    The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers.     Recent developments in transient stability margin (TSM) prediction using the energy-based direct method have included excitation controllers, power system stabilizers (PSSs) and/or static VAr compensators (SVCs). These devices can be represented in their detailed dynamic models to desired degrees of complexity while the proposed extended equal-area criterion can still be effectively applied. This paper describes further development of this technique to incorporate an HVDC transmission into the test network for TSM prediction. The method is examined with a practical 17-machine power network representing the South China/Hong Kong system. An SVC control scheme is also installed in a weak bus of the test network for transient stability improvement. The results obtained show that there is no sacrifice in accuracy, speed or reliability of the TSM method with SVC and HVDC realistically incorporated into the study.

    Hazardous waste control activities in Asia and the Pacific have been reviewed. The review includes China (mainland, Hong Kong, and Taiwan), Indonesia, Korea, Malaysia, Papua New Guinea, the Philippines, Singapore, and Thailand. It covers the sources of hazardous waste, the government structure for dealing with hazardous waste, and current hazardous waste control activities in each country. In addition, the hazardous waste program activities of US government agencies, US private-sector organizations, and international organizations are reviewed. The objective of these reviews is to provide a comprehensive picture of the current hazardous waste problems and the waste management approaches being used to address them so that new program activities can be designed more efficiently.

    The general characteristics of developing economies are poor resources endowments and relatively backward technologies. These characteristics are considered to be obstacles to economic growth. Yet, despite embodying these characteristics, Hong Kong, Korea, Singapore, and Taiwan have grown rapidly in the past two decades. Their phenomenal growth is attributed to rapid export expansion which serves as a vehicle in securing the financing of resources import and technology transfer. The important role of export expansion was investigated in models of economic growth and international trade. The models generally fall into two classes. The first class is solely concerned with the importation of resources while the second class emphasizes transfer of technology. This dissertation presents a new class of model combining the two existing classes. In the new model, resources are being introduced into the technology transfer model developed by Feldstein and Hartman, Berglas and Jones, and Khang. Thus, the new model contains two types of imports instead of one. The two imports are advanced capital, which embodies advanced technology, and resources. The new model explains fully the phenomenal growth of the four Asian NICs by demonstrating that rapid economic growth requires massive technology transfer and the alleviation of resource constraints.

Titles that include the term data base are computerized. The second section contains the Title Index which lists each printed publication alphabetically with frequency of publication and the US$ price for a yearly air mail subscription. The publisher or distribution office is listed below the title. The Data Base Index lists computerized sources with the author and the vendor providing either online access or tapes.     The door to China`s vast market for power generation was opened a bit further for foreign firms in November. That is when power ministry head Shi Dazhen said the country would rely on overseas investors for 20 percent of the funding needed to boost output--double the amount foreigners were previously allowed to contribute. Through 1995, foreigners invested $12.2 billion in China`s electricity industry, accounting for 10 percent of total investment. According to Shi, foreign investors will be asked to provide about $17 billion of the $84 billion China plans to invest in the sector over the next five years. Under China`s Ninth Five-Year Plan (1996-2000), the government aims to boost the country`s power generation capacity at the rate of 15,000 MW to 20,000 MW annually by the year 2000. Since China`s public external debt balance already exceeds $80 billion, however, the government would seem to have little choice but to allow foreigners a greater role. Shi also said that foreigners would be allowed 100 percent ownership of PRC power projects. This is discouraged under China`s current industry guidelines. It is, however, expected to be permitted under China`s first build-operate-transfer (BOT) law, which was anticipated by the end of 1996, says Susan Urkevich, director of project finance at HSBC Investment Bank Asia in Hong Kong. Indeed, China`s first BOT is already happening.
