Honeywell Federal Manufacturing & Technologies (FM&T) provides complete microcircuit capabilities from design layout through manufacturing and final electrical testing. Manufacturing and testing capabilities include design layout, electrical and mechanical computer simulation and modeling, circuit analysis, component analysis, network fabrication, microelectronic assembly, electrical tester design, electrical testing, materials analysis, and environmental evaluation. This document provides manufacturing guidelines for multichip module-ceramic (MCM-C) microcircuits. Figure 1 illustrates an example MCM-C configuration with the parts and processes that are available. The MCM-C technology is used to manufacture microcircuits for electronic systems that require increased performance, reduced volume, and higher density that cannot be achieved by the standard hybrid microcircuit or printed wiring board technologies. The guidelines focus on the manufacturability issues that must be considered for low-temperature cofired ceramic (LTCC) network fabrication and MCM assembly and the impact that process capabilities have on the overall MCM design layout and product yield. Prerequisites that are necessary to initiate the MCM design layout include electrical, mechanical, and environmental requirements. Customer design data can be accepted in many standard electronic file formats. Other requirements include schedule, quantity, cost, classification, and quality level. Design considerations include electrical, network, packaging, and producibility; and deliverables include finished product, drawings, documentation, and electronic files.

The Federal manufactured home construction and safety standards -- implications for foam panel construction

This report reviews the U.S. Department of Housing and Urban Development construction code for (HUD-code) manufactured homes, Part 3280: Manufactured Home Construction and Safety Standards (the HUD Code), to identify sections that might be relevant in determining if insulated foam core panels (or structural insulated panels, SIPs) meet the requirements of Part 3280 for use in manufactured home construction. The U.S. Department of Energy and other parties are interested in the use of SIPs in residential construction, including HUD-Code manufactured homes, because the foam panels can have a higher effective insulation value than standard stud-framed construction and use less dimensional lumber. Although SIPs have not been used in manufactured housing, they may be well suited to the factory production process used to manufacture HUD-Code homes and the fact that they require less virgin timber may reduce the effect of volatile and increasing timber prices. Part 3280 requirements for fire resistance, wind resistance, structural load strength, ventilation, transportation shock, and thermal protection are reviewed. A brief comparison is made between the HUD Code requirements and data collected from foam panel manufacturers. 8 refs.

This report describes the operation and technical performance of the Solar Operational Test Site (OTS 45) at Salt River Project in Phoenix, Arizona, based on the analysis of data collected between April 1981 and March 31, 1982. The following topics are discussed: system description, performance assessment, operating energy, energy savings, system maintenance, and conclusions. The solar energy system at OTS 45 is a hydronic heating and cooling system consisting of 8208 square feet of liquid-cooled flat-plate collectors; a 2500-gallon thermal storage tank; two 25-ton capacity organic Rankine-cycle-engine-assisted water chillers; a forced-draft cooling tower; and associated piping, pumps, valves, controls and heat rejection equipment. The solar system has eight basic modes of operation and several combination modes. The system operation is controlled automatically by a Honeywell-designed microprocessor-based control system, which also provides diagnostics. Based on the instrumented test data monitored and collected during the 8 months of the Operational Test Period, the solar system collected 1143 MMBtu of thermal energy of the total incident solar energy of 3440 MMBtu and provided 241 MMBtu for cooling and 64 MMBtu for heating. The projected net annual electrical energy savings due to the solar system was approximately 40,000 kWh(e).

The solar system has six basic modes of operation and several combination modes. The system operation is controlled automatically by a Honeywell-designed microprocessor-based control system, which also provides diagnostics. Based on the instrumented test data monitored and collected during the 7 months of the Operational Test Period, the solar system collected 53 MMBtu of thermal energy of the total incident solar energy of 219 MMBtu and provided 11.4 MMBtu for cooling, 8.6 MMBtu for heating, and 8.1 MMBtu for domestic hot water. The projected net annual energy savings due to the solar system were approximately 50 MMBtu of fossil energy (49,300 cubic feet of natural gas) and a loss of 280 kWh(e) of electrical energy.

Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. The Photovoltaic Manufacturing Technology Project (PVMaT) is a government/industry research and development (R and D) partnership between the US federal government (through the US Department of Energy [DOE]) and members of the US PV industry. The goals of PVMaT are to help the US PV industry improve module manufacturing processes and equipment; accelerate manufacturing cost reductions for PV modules, balance-of-systems components, and integrated systems; increase commercial product performance and reliability; and enhance the investment opportunities for substantial scale-ups of US-based PV manufacturing plant capacities. The approach for PVMaT has been to cost-share risk taking by industry as it explores new manufacturing options and ideas for improved PV modules and other components, advances system and product integration, and develops new system designs, all of which will lead to overall reduced system life-cycle costs for reliable PV end products. The PVMaT Phase 4A module manufac turing R and D projects are just being completed, and initial results for the work directed primarily to module manufacture are reported in this paper. Fourteen new Phase 5A subcontracts have also just been awarded, and planned R and D areas for the ten focused on module manufacture are described. Finally, government funding, subcontractor cost-sharing, and a comparison of the relative efforts by PV technology throughout the PVMaT project are presented.

The Advance Manufacture of Reflectors fact sheet describes a SunShot Initiative project being conducted research team led by the University of Arizona, which is working to develop a novel method for shaping float glass. The technique developed by this research team can drastically reduce the time required for the shaping step. By enabling mass production of solar concentrating mirrors at high speed, this project should lead to improved performance and as much as a 40% reduction in manufacturing costs for reflectors made in very high volume.

The Photovoltaic Manufacturing Technology (PVMaT) project is a historic government/industry photovoltaic (PV) manufacturing R&D partnership composed of joint efforts between the federal government (through the US Department of Energy) and members of the US PV industry. The project`s ultimate goal is to ensure that the US industry retains and extends its world leadership role in the manufacture and commercial development of PV components and systems. PVMaT is designed to do this by helping the US PV industry improve manufacturing processes, accelerate manufacturing cost reductions for PV modules, improve commercial product performance, and lay the groundwork for a substantial scale-up of US-based PV manufacturing capacities. Phase 1 of the project, the problem identification phase, was completed in early 1991. Phase 2, the problem solution phase, which addresses process-specific problems of specific manufacturers, is now underway with an expected duration of 5 years. Phase 3 addresses R&D problems that are relatively common to a number of PV companies or the PV industry as a whole. These ``generic`` problem areas are being addressed through a teamed research approach.

A comprehensive guide for ceramic-based multichip modules (MCMS) has been developed by AlliedSignal Federal Manufacturing & Technologies (FM&T) to provide manufacturability information for its customers about how MCM designs can be affected by existing process and equipment capabilities. This guide extends beyond a listing of design rules by providing information about design layout, low- temperature cofired ceramic (LTCC) substrate fabrication, MCM assembly and electrical testing Electrical mechanical packaging, environmental, and producibility issues are reviewed. Examples of three MCM designs are shown in the form of packaging cross-sectional views, LTCC substrate layer allocations, and overall MCM photographs. The guide has proven to be an effective tool for enhancing communications between MCM designers and manufacturers and producing a microcircuit that meets design requirements within the limitations of process capabilities.

This report provides estimates on energy consumption in the manufacturing sector of the U.S. economy based on data from the Manufacturing Energy Consumption Survey. The sample used in this report represented about 250,000 of the largest manufacturing establishments which account for approximately 98 percent of U.S. economic output from manufacturing, and an expected similar proportion of manufacturing energy use. The amount of energy use was collected for all operations of each establishment surveyed. Highlights of the report include profiles for the four major energy-consuming industries (petroleum refining, chemical, paper, and primary metal industries), and an analysis of the effects of changes in the natural gas and electricity markets on the manufacturing sector. Seven appendices are included to provide detailed background information. 10 figs., 51 tabs.

The photovoltaic manufacturing technology project: A government/industry partnership

The Photovoltaic Manufacturing Technology (PVMaT) project is a government/industry photovoltaic manufacturing research and development (R&D) project composed of partnerships between the federal government (through the US Department of Energy) and members of the US photovoltaic (PV) industry. It is designed to assist the US PV industry in improving manufacturing processes, accelerating manufacturing cost reductions for PV modules, increasing commercial product performance, and generally laying the groundwork for a substantial scale-up of US-based PV manufacturing plant capabilities. The project is being carried out in three separate phases, each focused on a specific approach to solving the problems identified by the industrial participants. These participants are selected through competitive procurements. Furthermore, the PVMaT project has been specifically structured to ensure that these PV manufacturing R&D subcontract awards are selected with no intention of either directing funding toward specific PV technologies (e.g., amorphous silicon, polycrystalline thin films, etc.), or spreading the awards among a number of technologies (e.g., one subcontract in each area). Each associated subcontract under any phase of this project is, and will continue to be, selected for funding on its own technical and cost merits. Phase 1, the problem identification phase, was completed early in 1991. Phase 2 is now under way. This is the solution phase of the project and addresses problems of specific manufacturers. The envisioned subcontracts under Phase 2 may be up to three years in duration and will be highly cost-shared between the US government and US industrial participants. Phase 3, is also under way. General issues related to PV module development will be studied through various teaming arrangements. 25 refs.

The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the U.S. Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA uses a relatively standard Windows graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment appliances, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. Weatherization retrofit measures are evaluated based on the predicted energy savings after installation of the measure, the measure cost, and the measure life. Finally, MHEA recommends retrofit measures that are energy and cost effective for the particular home being evaluated. MHEA evaluates each manufactured home individually and takes into account local weather conditions, retrofit measure costs, and fuel costs. The recommended package of weatherization retrofit measures is tailored to the home being evaluated. More traditional techniques apply the same package of retrofit measures to all manufactured homes, often the same set of measures that are installed into site-built homes. Effective manufactured home weatherization can be achieved only by installing measures developed specifically for manufactured homes. The unique manufactured home construction characteristics require that each of these measures is evaluated separately in order to devise a package of measures that will result in high energy and dollar savings. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes. The National Renewable Energy Laboratory originally developed MHEA for the U.S. Department of Energy Weatherization Assistance Program. Conversion to a Windows-based program with additional modifications has been performed by the Oak Ridge National Laboratory. Many energy consumption and economic calculations resemble those found in the Computerized Instrumented Residential Audit written by Lawrence Berkeley National Laboratory and the National Energy Audit written by Oak Ridge National Laboratory. The calculations are similar in structure but have been altered to more accurately represent a manufactured home's unique energy use characteristics. Most importantly, MHEA helps meet the DOE Weatherization Assistance Program goals to increase client comfort and use federal dollars wisely.

Beryllium Manufacturing Processes

This report is one of a number of reports that will be combined into a handbook on beryllium. Each report covers a specific topic. To-date, the following reports have been published: (1) Consolidation and Grades of Beryllium; (2) Mechanical Properties of Beryllium and the Factors Affecting these Properties; (3) Corrosion and Corrosion Protection of Beryllium; (4) Joining of Beryllium; (5) Atomic, Crystal, Elastic, Thermal, Nuclear, and other Properties of Beryllium; and (6) Beryllium Coating (Deposition) Processes and the Influence of Processing Parameters on Properties and Microstructure. The conventional method of using ingot-cast material is unsuitable for manufacturing a beryllium product. Beryllium is a highly reactive metal with a high melting point, making it susceptible to react with mold-wall materials forming beryllium compounds (BeO, etc.) that become entrapped in the solidified metal. In addition, the grain size is excessively large, being 50 to 100 {micro}m in diameter, while grain sizes of 15 {micro}m or less are required to meet acceptable strength and ductility requirements. Attempts at refining the as-cast-grain size have been unsuccessful. Because of the large grain size and limited slip systems, the casting will invariably crack during a hot-working step, which is an important step in the microstructural-refining process. The high reactivity of beryllium together with its high viscosity (even with substantial superheat) also makes it an unsuitable candidate for precision casting. In order to overcome these problems, alternative methods have been developed for the manufacturing of beryllium. The vast majority of these methods involve the use of beryllium powders. The powders are consolidated under pressure in vacuum at an elevated temperature to produce vacuum hot-pressed (VHP) blocks and vacuum hot-isostatic-pressed (HIP) forms and billets. The blocks (typically cylindrical), which are produced over a wide range of sizes (up to 183 cm dia. by 61 cm high), may be cut or machined into parts or be thermomechanically processed to develop the desired microstructure, properties, and shapes. Vacuum hot-isostatic pressing and cold-isostatic pressing (CIP) followed by sintering and possibly by a final HIP'ing (CIP/Sinter/HIP) are important in their use for the production of near net-shaped parts. For the same starting powder, a HIP'ed product will have less anisotropy than that obtained for a VHP'ed product. A schematic presentation illustrating the difference between VHP'ing and HIP'ing is shown in Figure I-1. The types of powders and the various beryllium grades produced from the consolidated powders and their ambient-temperature mechanical properties were presented in the consolidation report referred to above. Elevated-temperature properties and the effect of processing variables on mechanical properties are described in the mechanical properties report. Beryllium can also be deposited as coatings as well as freestanding forms. The microstructure, properties, and various methods used that are related to the deposition of beryllium are discussed in the report on beryllium coatings.

Advanced Manufacture of Reflectors

The main project objective has been to develop an advanced gravity sag method for molding large glass solar reflectors with either line or point focus, and with long or short focal length. The method involves taking standard sized squares of glass, 1.65 m x 1.65 m, and shaping them by gravity sag into precision steel molds. The method is designed for high volume manufacture when incorporated into a production line with separate pre-heating and cooling. The performance objectives for the self-supporting glass mirrors made by this project include mirror optical accuracy of 2 mrad root mean square (RMS), requiring surface slope errors <1 mrad rms, a target not met by current production of solar reflectors. Our objective also included development of new methods for rapidly shaping glass mirrors and coating them for higher reflectivity and soil resistance. Reflectivity of 95% for a glass mirror with anti-soil coating was targeted, compared to the present ~94% with no anti-soil coating. Our mirror cost objective is ~$20/m2 in 2020, a significant reduction compared to the present ~$35/m2 for solar trough mirrors produced for trough solar plants. During the first year a custom batch furnace was built to develop the method with high power radiative heating to simulate transfer of glass into a hot slumping zone in a production line. To preserve the original high polish of the float glass on both front and back surfaces, as required for a second surface mirror, the mold surface is machined to the required shape as grooves which intersect the glass at cusps, reducing the mold contact area to significantly less than 1%. The mold surface is gold-plated to reflect thermal radiation. Optical metrology of glass replicas made with the system has been carried out with a novel, custom-built test system. This test provides collimated, vertically-oriented parallel beams from a linear array of co-aligned lasers translated in a perpendicular direction across the reflector. Deviations of each reflected beam from the paraboloid focus give a direct measure of surface slope error. Key findings A gravity sag method for large (2.5 m2) second surface glass solar reflectors has been developed and demonstrated to a uniquely high level of accuracy. Mirror surface slope accuracy of 0.65 mrad in one dimension, 0.85 mrad in 2 dimensions (point focus) has been demonstrated by commercial partner REhnu using this process. This accuracy exceeds by a factor of two current solar reflector accuracy. Our replicas meet the Sunshot accuracy objective of 2 mrad optical, which requires better than 1 mrad rms slope error. Point-focus as well as line-focus mirrors have been demonstrated at 1.65 m x 1.65 m square a unique capability. The new process using simple molds is economical. The molds for the 1.65 m square reflectors are bent and machined steel plates on a counter-weighted flotation support. To minimize thermal coupling by radiative heat transfer, the mold surface is grooved and gilded. The molds are simple to manufacture, and have minimal thermal stresses and distortion in use. Lapping and bending techniques have been developed to obtain better than 1 mrad rms surface mold accuracy. Float glass is sagged into the molds by rapid radiative heating, using a custom high power (350 kW) furnace. The method of manufacture is well suited for small as well as large volume production, and as it requires little capital investment and no high technology, it could be used anywhere in the world to make solar concentrating reflectors. A novel slope metrology method for full 1.65 aperture has been demonstrated, with 25 mm resolution across the face of the replicas. The method is null and therefore inherently accurate: it can easily be reproduced without high-tech equipment and does not need sophisticated calibration. We find by cross calibration with reference trough reflectors from RioGlass that our null-test laser system yields a measurement accuracy better than 0.4 mrad rms slope error. Gundrilling Oil Evaluation to Find a Replacement for 50-50

In 2006 the gundrilling oil used at Honeywell FM&T (Federal Manufacturing and Technology) was known as 50-50. This name was selected because the oil is a mixture of two machining oils, Milpro 634 and Pennex N47. Unfortunately, Honeywell FM&T was notified that one component, Pennex N47, would be discontinued by the manufacturer. At this point the Honeywell FM&T team decided to select a single oil to eliminate mixing and procurement of two products. In addition, the team also wanted to select new oil with lower viscosity than the 50-50 mixture. Lower (than 50-50) viscosity oil was recommended by Nagel the manufacturer of the new TBT gundrilling machines. To this end Honeywell FM&T evaluated seven cutting oils in order to select a substitute that would achieve acceptable gundrilling results. This work resulted in the selection of Castrol Ilocut 334 based on cutting performance and human factors. The Castrol oil can easily achieve up to 8 holes per drill at a feed rate 30% greater than that achieved by the 50-50 oil. Once design agency approval is received, this oil will be installed as the drilling oil for all FM&T stems. This oil will also be used for other reservoir machining operations where appropriate.

The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

Electromagnetic Interference (EMI) causes problems in semiconductor manufacturing facilities that range from nuisances to major disruptions of production. In many instances, these issues are addressed in a reactionary rather than proactive manner by individuals who do not have the experience or the equipment necessary to combat EMI problems in a timely, cost effective manner. This approach leads to expensive retrofits, reduced equipment availability, long recovery times, and in some cases, line yield impacts. The goal of electromagnetic compatibility (EMC) in semiconductor manufacturing is to ensure that semiconductor process, metrology, and support equipment operate as intended without being affected by electromagnetic disturbances either transmitted through air (radiated interference), or transferred into the equipment via a conductive media (conducted interference). Rather than being neglected until serious issues arise, EMC should be considered in the early stages of facility design, in order to gain the most benefit at the lowest cost.

The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually. EWI worked with three industries through public-private partnerships to sew together disparate segments helping to promote overall industry health. To aid the overall advanced energy industry, EWI developed and launched an Ohio chapter of the non-profit Advanced Energy Economy. In this venture, Ohio joins with six other states including Colorado, Connecticut, Illinois, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont to help promote technologies that deliver energy that is affordable, abundant and secure. In a more specific arena, EWI's advanced energy group collaborated with the EWI-run Nuclear Fabrication Consortium to promote the nuclear supply chain. Through this project EWI has helped bring the supply chain up to date for the upcoming period of construction, and assisted them in understanding the demands for the next generation of facilities now being designed. In a more targeted manner, EWI worked with 115 individual advanced energy companies that are attempting to bring new technology to market. First, these interactions helped EWI develop an awareness of issues common to companies in different advanced energy sectors. By identifying and addressing common issues, EWI helps companies bring technology to market sooner and at a lower cost. These visits also helped EWI develop a picture of industry capability. This helped EWI provide companies with contacts that can supply commercial solutions to their new product development challenges. By providing assistance in developing supply chain partnerships, EWI helped companies bring their technology to market faster and at a lower cost than they might have been able to do by themselves. Finally, at the most granular level EWI performed dedicated research and development on new manufacturing processes for advanced energy. During discussions with companies participating in advanced energy markets, several technology issues that cut across market segments were identified. To address some of these issues, three crosscutting technology development projects were initiated and completed with Center support. This included reversible welds for batteries and high temperature heat exchangers. It also included a novel advanced weld trainer that EWI

A method of manufacturing electrodes for use in a magnetohydrodynamic (MHD) generator is described comprising the steps of preparing a billet having a core of a first metal, a tubular sleeve of a second metal, and an outer sheath of an extrusile metal; evacuating the space between the parts of the assembled billet; extruding the billet; and removing the outer jacket. The extruded bar may be made into electrodes by cutting and bending to the shape required for an MHD channel frame. The method forms a bond between the first metal of the core and the second metal of the sleeve strong enough to withstand a hot and corrosive environment.

Federal technology alert. Parabolic-trough solar water heating

Parabolic-trough solar water heating is a well-proven renewable energy technology with considerable potential for application at Federal facilities. For the US, parabolic-trough water-heating systems are most cost effective in the Southwest where direct solar radiation is high. Jails, hospitals, barracks, and other facilities that consistently use large volumes of hot water are particularly good candidates, as are facilities with central plants for district heating. As with any renewable energy or energy efficiency technology requiring significant initial capital investment, the primary condition that will make a parabolic-trough system economically viable is if it is replacing expensive conventional water heating. In combination with absorption cooling systems, parabolic-trough collectors can also be used for air-conditioning. Industrial Solar Technology (IST) of Golden, Colorado, is the sole current manufacturer of parabolic-trough solar water heating systems. IST has an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Federal Energy Management Program (FEMP) of the US Department of Energy (DOE) to finance and install parabolic-trough solar water heating on an Energy Savings Performance Contract (ESPC) basis for any Federal facility that requests it and for which it proves viable. For an ESPC project, the facility does not pay for design, capital equipment, or installation. Instead, it pays only for guaranteed energy savings. Preparing and implementing delivery or task orders against the IDIQ is much simpler than the standard procurement process. This Federal Technology Alert (FTA) of the New Technology Demonstration Program is one of a series of guides to renewable energy and new energy-efficient technologies.

Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

Disclosed is a process for manufacturing underground caverns suitable in one embodiment for storage of large volumes of gaseous or liquid materials. The method is an acid dissolution process that can be utilized to form caverns in carbonate rock formations. The caverns can be used to store large quantities of materials near transportation facilities or destination markets. The caverns can be used for storage of materials including fossil fuels, such as natural gas, refined products formed from fossil fuels, or waste materials, such as hazardous waste materials. The caverns can also be utilized for applications involving human access such as recreation or research. The method can also be utilized to form calcium chloride as a by-product of the cavern formation process.

To develop a practical inline inspection that could be used in combination with automated composite material placement equipment to economically manufacture high performance and reliable carbon composite wind turbine blade spar caps. The approach technical feasibility and cost benefit will be assessed to provide a solid basis for further development and implementation in the wind turbine industry. The program is focused on the following technology development: (1) Develop in-line monitoring methods, using optical metrology and ultrasound inspection, and perform a demonstration in the lab. This includes development of the approach and performing appropriate demonstration in the lab; (2) Develop methods to predict composite strength reduction due to defects; and (3) Develop process models to predict defects from leading indicators found in the uncured composites.

Network-centric systems that depend on mobile wireless ad hoc networks for their information exchange require detailed analysis to support their development. In many cases, this critical analysis is best provided with high-fidelity system simulations that include the effects of network architectures and protocols. In this research, we developed a high-fidelity system simulation capability using an HLA federation. The HLA federation, consisting of the Umbra system simulator and OPNET Modeler network simulator, provides a means for the system simulator to both affect, and be affected by, events in the network simulator. Advances are also made in increasing the fidelity of the wireless communication channel and reducing simulation run-time with a dead reckoning capability. A simulation experiment is included to demonstrate the developed modeling and simulation capability.

A source wire is fed into a energy beam generated melt-pool on a growth surface as the melt-pool moves over the growth surface. This process enables the rapid prototyping and manufacture of fully dense, near-net shape components, as well as cladding and welding processes. This report summarizes the broad range of activities that are focused on meeting the President's Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the Federal Energy Resource Modernization (FERM) Coordinating Committee, and as such include activities undertaken from April 1, 1992, through September 30, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for federal energy managers to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems revitalization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities. Lighting systems and air conditioning projects at federal facilities, especially military bases are updated.

U.S. Offshore Wind Manufacturing and Supply Chain Development

The objective of the report is to provide an assessment of the domestic supply chain and manufacturing infrastructure supporting the U.S. offshore wind market. The report provides baseline information and develops a strategy for future development of the supply chain required to support projected offshore wind deployment levels. A brief description of each of the key chapters includes: Chapter 1: Offshore Wind Plant Costs and Anticipated Technology Advancements. Determines the cost breakdown of offshore wind plants and identifies technical trends and anticipated advancements in offshore wind manufacturing and construction. Chapter 2: Potential Supply Chain Requirements and Opportunities. Provides an organized, analytical approach to identifying and bounding the uncertainties associated with a future U.S. offshore wind market. It projects potential component-level supply chain needs under three demand scenarios and identifies key supply chain challenges and opportunities facing the future U.S. market as well as current suppliers of the nations land-based wind market. Chapter 3: Strategy for Future Development. Evaluates the gap or competitive advantage of adding manufacturing capacity in the U.S. vs. overseas, and evaluates examples of policies that have been successful . Chapter 4: Pathways for Market Entry. Identifies technical and business pathways for market entry by potential suppliers of large-scale offshore turbine components and technical services. The report is intended for use by the following industry stakeholder groups: (a) Industry participants who seek baseline cost and supplier information for key component segments and the overall U.S. offshore wind market (Chapters 1 and 2). The component-level requirements and opportunities presented in Section 2.3 will be particularly useful in identifying market sizes, competition, and risks for the various component segments. (b) Federal, state, and local policymakers and economic development agencies, to assist in identifying policies with low effort and high impact (Chapter 3). Section 3.3 provides specific policy examples that have been demonstrated to be effective in removing barriers to development. (c) Current and potential domestic suppliers in the offshore wind market, in evaluating areas of opportunity and understanding requirements for participation (Chapter 4). This document presents the results of an effort to transfer existing, but relatively unknown, materials R and D from selected federal laboratories to industry. More specifically, recent materials-related work at seven federal laboratories potentially applicable to improving process energy efficiency and overall productiviy in six energy-intensive manufacturing industries was evaluated, catalogued, and distributed to industry representatives to gauge their reaction. Laboratories surveyed include: Air Force Wright Aeronautical Laboratories Material Laboratory (AFWAL). Pacific Northwest Laboratory (PNL), National Aeronautics and Space Administration Marshall Flight Center (NASA Marshall), Oak Ridge National Laboratory (ORNL), Brookhaven National Laboratory (BNL), Idaho National Engineering Laboratory (INEL), and Jet Propulsion Laboratory (JPL). The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

Advanced Blade Manufacturing Project - Final Report

The original scope of the project was to research improvements to the processes and materials used in the manufacture of wood-epoxy blades, conduct tests to qualify any new material or processes for use in blade design and subsequently build and test six blades using the improved processes and materials. In particular, ABM was interested in reducing blade cost and improving quality. In addition, ABM needed to find a replacement material for the mature Douglas fir used in the manufacturing process. The use of mature Douglas fir is commercially unacceptable because of its limited supply and environmental concerns associated with the use of mature timber. Unfortunately, the bankruptcy of FloWind in June 1997 and a dramatic reduction in AWT sales made it impossible for ABM to complete the full scope of work. However, sufficient research and testing were completed to identify several promising changes in the blade manufacturing process and develop a preliminary design incorporating these changes.

What is the Federal Demonstration Project

The Federal Demonstration Project is a cooperative effort between a number of universities, a private research institute, and several federal agencies to increase research productivity by eliminating unnecessary administrative procedures and by streamlining and standardizing needed controls. The Project aims to locate responsibility for decision-making as close as possible to principal investigators while maintaining necessary institutional and agency oversight to ensure accountability. By freeing researchers from some of their paperwork burden, more efficient research administration systems will enable investigators to spend more of their time doing science and engineering. The Federal Demonstration Project is an outgrowth of an earlier activity sponsored by five major federal R D agencies at the Florida State University System and the University of Miami. In Florida, the focus was on standardizing and streamlining procedures for administering research grants after the grants had been awarded to the universities. (See Attachment 1 for descriptions of the demonstrations carried out under the Florida Demonstration Project). In May 1988, the most successful of the demonstrated procedures were approved by the US Office of Management and Budget for use in grants awarded by any federal agency to any research organization. The new procedures give agencies authority to waive requirements that grantees obtain federal approval prior to taking a number of administrative actions with respect to grant management. The FDP institutions together with the participating federal agencies are designing and demonstrating innovative research administration procedures and are assessing the impact of those new procedures.

Money crunch looms for Federal cleanup effort

In an unprecedented acknowledgement that federal facility cleanup activities face a money crunch, a federal-state advisory panel is preparing a new strategy to avert enforcement showdowns when funding cuts prevent federal agencies from meeting legally required cleanup schedules set by states. In a draft report the panel said states must recognize that some cleanup [open quotes]milestones[close quotes] will have to be delayed due to budget pressures - a concession that will be politically difficult in some states. At the same time, the panel said federal agencies must be more forthcoming in working with states and local groups to determine how increasingly scarce resources will be distributed. As a general rule, the report recommended that federal agencies and state environmental officials agree on a [open quotes]fair share[close quotes] allocation method under which the pain of a budget cutback would be spread equally among all cleanup sites within an affected federal agency. That fair share approach would be altered only if the federal agency reached agreement with states that a funding cutback could be absorbed at selected sites without affecting any cleanup milestone.

This document is a close-out report describing the work done under this DOE grant to improve Federal Energy Productivity. Over the four years covered in this document, the Alliance To Save Energy conducted liaison with the private sector through our Federal Energy Productivity Task Force. In this time, the Alliance held several successful workshops on the uses of metering in Federal facilities and other meetings. We also conducted significant research on energy efficiency, financing, facilitated studies of potential energy savings in energy intensive agencies, and undertook other tasks outlined in this report.

Determining Price Reasonableness in Federal ESPCs

This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

Polymer matrix composites research: A survey of federally sponsored programs

This report identifies research conducted by agencies of the federal government other than the Department of Energy (DOE) in the area of advanced polymer matrix composites (PMCs). DOE commissioned the report to avoid duplicating other agencies' efforts in planning its own research program for PMCs. PMC materials consist of high-strength, short or continuous fibers fused together by an organic matrix. Compared to traditional structural metals, PMCs provide greater strength and stiffness, reduced weight and increased heat resistance. The key contributors to PMC research identified by the survey are the Department of Defense (DOD), the National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), and the Department of Transportation (DOT). The survey identified a total of 778 projects. More than half of the total projects identified emphasize materials research with a goal toward developing materials with improved performance. Although an almost equal number of identified materials projects focus on thermosets and thermoplastics receive more attention because of their increased impact resistance and their easy formability and re-formability. Slightly more than one third of projects identified target structures research. Only 15 percent of the projects identified focus on manufacturing techniques, despite the need for efficient, economical methods manufacturing products constructed of PMCs--techniques required for PMCs to gain widespread acceptance. Three issues to be addressed concerning PMCs research are economy of use, improvements in processing, and education and training. Five target technologies have been identified that could benefit greatly from increased use of PMCs: aircraft fuselages, automobile frames, high-speed machinery, electronic packaging, and construction.
