    Aleutian/Pribilof Islands Association, Inc. (APIA) hired three part-time local community members that desire to be Energy Technicians. The energy technicians were trained in methods of weatherization assistance, energy conservation and home safety. They developed a listing of homes in the region that required weatherization, and conducted on-site weatherization and energy conservation education and a home energy and safety reviews in the communities of Akutan, False Pass, King Cove and Nelson Lagoon. Priority was given to these smaller communities as they tend to have the residences most in need of weatherization and energy conservation measures. Local residents were trained to provide all three aspects of the project: weatherization, energy conservation education and a home energy and safety review. If the total energy saved by installing these products is a 25% reduction (electrical and heating, both of which are usually produced by combustion of diesel fuel), and the average Alaska home produces 32,000 pounds of CO2 each year, so we have saved about: 66 homes x 16 tons of CO2 each year x .25 = 264 tons of CO2 each year.

  8. Texas Field Experiment Results: Performance of the Weatherization Assistance Program in Hot-Climate, Low-Income Homes

    A field test involving 35 houses was performed in Texas between 2000 and 2003 to study the response of low-income homes in hot climates to weatherization performed as part of the U.S Department of Energy Weatherization Assistance Program and to investigate certain methods to improve weatherization performance. The study found that improved Program designs and the use of advanced energy audits resulted in better weatherization measures being installed (use of blower doors to guide the infiltration work, more frequent installation of attic insulation, and installation of wall insulation) in the study homes, improved space-heating savings performance compared to the Program as implemented in the hot climates in 1989, and more comfortable indoor temperatures. Two key policy dilemmas for Texas and other hot-climate states were highlighted by the study; namely, how to balance expenditures between installing cost-effective weatherization measures and performing health, safety, and repair items, and that health, safety, and repair items can have an adverse impact on energy savings, which further complicates the weatherization decision process. Several occupant and equipment-related behaviors were observed in the field test homes that help explain why audits may over predict energy consumptions and savings and why air-conditioning electricity savings are difficult to measure. Based on this study, it is recommended that states in hot climates be encouraged to select from an expanded list of measures using advanced audits or other techniques, and further studies examining the benefits obtained from air conditioner measures should be performed. In addition, guidelines should be developed for the hot-climate states on how to (a) balance the objectives of saving energy, improving health and safety, and addressing repair issues, and (b) select repair items.

    For several years the Solar Energy Research Institute has been testing the effectiveness of mobile home weatherization measures, with the support of the US DOE Office of State and Local Assistance Programs Weatherization Assistance Program, the DOE Office of Buildings and Community Systems, the seven states within the federal Weatherization Region 7, the Colorado Division of Housing, and the DOE Denver Support Office. During the winter of 1988--89, several weatherization measures were thermally tested on three mobile homes under controlled conditions inside a large environmental enclosure. The effects of each weatherization measure on conduction losses, infiltration losses, and combined furnace and duct-delivered heat efficiency were monitored. The retrofit options included air sealing, duct repair, furnace tune-up, interior storm panels, floor insulation, and roof insulation. The study demonstrated that cost-effective heating energy savings of about 20% to 50% are possible if weatherization techniques adapted to the special construction details in mobile homes are applied. 24 refs., 18 figs., 9 tabs.

    The U.S. Department of Energy (DOE) is preparing a proposal to construct, operate 2nd monitor, and eventually close a repository at Yucca Mountain in Nye County, Nevada, for the geologic disposal of spent nuclear fuel (SNF) and high-level radioactive waste (HLW). As part of this effort, DOE has prepared a viability assessment and an assessment of potential consequences that may exist if the repository is not constructed. The assessment of potential consequences if the repository is not constructed assumes that all SNF and HLW would be left at the generator sites. These include 72 commercial generator sites (three commercial facility pairs--Salem and Hope Creek, Fitzpatrick and Nine Mile Point, and Dresden and Morris--would share common storage due to their close proximity to each other) and five DOE sites across the country. DOE analyzed the environmental consequences of the effects of the continued storage of these materials at these sites in a report titled Continued Storage Analysis Report (CSAR; Reference 1 ) . The CSAR analysis includes a discussion of the degradation of these materials when exposed to the environment. This document describes the environmental parameters that influence the degradation analyzed in the CSAR. These include temperature, relative humidity, precipitation chemistry (pH and chemical composition), annual precipitation rates, annual number of rain-days, and annual freeze/thaw cycles. The document also tabulates weather conditions for each storage site, evaluates the degradation of concrete storage modules and vaults in different regions of the country, and provides a thermal analysis of commercial SNF in storage.

    China has implemented a series of minimum energy performance standards (MEPS) for over 30 appliances, voluntary energy efficiency label for 40 products and a mandatory energy information label that covers 19 products to date. However, the impact of these programs and their savings potential has not been evaluated on a consistent basis. This paper uses modeling to estimate the energy saving and CO{sub 2} emission reduction potential of the appliances standard and labeling program for products for which standards are currently in place, under development or those proposed for development in 2010 under three scenarios that differ in the pace and stringency of MEPS development. In addition to a baseline 'Frozen Efficiency' scenario at 2009 MEPS level, the 'Continued Improvement Scenario' (CIS) reflects the likely pace of post-2009 MEPS revisions, and the likely improvement at each revision step. The 'Best Practice Scenario' (BPS) examined the potential of an achievement of international best practice efficiency in broad commercial use today in 2014. This paper concludes that under 'CIS', cumulative electricity consumption could be reduced by 9503 TWh, and annual CO{sub 2} emissions of energy used for all 37 products would be 16% lower than in the frozen efficiency scenario. Under a 'BPS' scenario for a subset of products, cumulative electricity savings would be 5450 TWh and annual CO{sub 2} emissions reduction of energy used for 11 appliances would be 35% lower.

    Weatherization improvement services will be provided to Native people by Native people. The proposed project will recruit, train and hire two full-time weatherization technicians who will improve the energy efficiency of homes of Alaska Natives/American Indians residing in the Indian areas, within the Cook Inlet Region of Alaska. The Region includes Anchorage as well as 8 small tribal villages: The Native Villages of Eklutna, Knik, Chickaloon, Seldovia, Ninilchik, Kenaitze, Salamatof, and Tyonek. This project will be a partnership between three entities, with Cook Inlet Tribal Council (CITC) as the lead agency: CITCA's Employment and Training Services Department, Cook Inlet Housing Authority and Alaska Works Partnership. Additionally, six of the eight tribal villages within the Cook Inlet Region of Alaska have agreed to work with the project in order to improve the energy efficiency of their tribally owned buildings and homes. The remaining three villages will be invited to participate in the establishment of an intertribal consortium through this project. Tribal homes and buildings within Anchorage fall under Cook Inlet Region, Inc. (CIRI) tribal authority.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the US Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA displays a colorful, graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of homes of low-income families. Since 2010, WIPP has helped weatherization service providers as well as new and nontraditional partners leverage non-federal financial resources to supplement federal grants, saving taxpayer money. WIPP complements the Weatherization Assistance program (WAP), which operates nation-wide, in U.S. territories and in three Native American tribes. 16 grantees are implementing weatherization innovation projects using experimental approaches to find new and better ways to weatherize homes. They are using approaches such as: (1) Financial tools - by understanding a diverse range of financing mechanisms, grantees can maximize the impact of the federal grant dollars while providing high-quality work and benefits to eligible low-income clients; (2) Green and healthy homes - in addition to helping families reduce their energy costs, grantees can protect their health and safety. Two WIPP projects (Connecticut and Maryland) will augment standard weatherization services with a comprehensive green and healthy homes approach; (3) New technologies and techniques - following the model of continuous improvement in weatherization, WIPP grantees will continue to use new and better technologies and techniques to improve the quality of work; (4) Residential energy behavior change - Two grantees are rigorously testing home energy monitors (HEMs) that display energy used in kilowatt-hours, allowing residents to monitor and reduce their energy

    The Guidelines for Home Energy Professionals is a collaboration between the U.S. Department of Energy (DOE) and a wide range of home energy performance industry professionals. The Guidelines project, managed by the National Renewable Energy Laboratory (NREL) for DOE, addresses the need for a highly-skilled weatherization workforce equipped to complete consistent, high-quality home energy upgrades for single-family homes, multifamily homes, and manufactured housing. In doing so, it helps increase energy efficiency in housing, which can mitigate climate change, one of the major challenges of the 21st century.

    This report presents a summary of the studies and analyses that compose the retrospective evaluation of the U.S. Department of Energy s low-income Weatherization Assistance Program (WAP). WAP provides grants to Grantees (i.e., states) that then provide grants to Subgrantees (i.e., local weatherization agencies) to weatherize low-income homes. This evaluation focused on the WAP Program Year 2008. The retrospective evaluation produced twenty separate reports, including this summary. Four separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, small multifamily, and large multifamily. Other reports address the environmental emissions, macroeconomic, and health and household-related benefits attributable to WAP, and characterize the program, its recipients, and those eligible for the program. Major field studies are also summarized, including a major indoor air quality study and a follow-up ventilation study, an in-depth in-field assessment of weatherization work and quality, and a study that assesses reasons for variations in energy savings across homes. Results of surveys of weatherization staff, occupants, occupants satisfaction with weatherization services provided, and weatherization trainees are summarized. Lastly, this report summarizes a set of fifteen case studies of high-performing and unique local weatherization agencies.

    In 1990, DOE initiated a nationwide evaluation of its Weatherization Program, with assistance from Oak Ridge National Laboratory and an advisory group of 40 weatherization professionals, program managers, and researchers. The evaluation is comprised of three impact studies covering the Program`s major market segments: Single-family homes, mobile homes, and dwellings in small (2 to 4-unit) multifamily buildings (the Single-Family Study), Single-family homes heated primarily with fuel oil (the Fuel-Oil Study), and Dwellings in buildings with five or more units (the Multifamily Study). The Single-Family Study, the subject of this report, is a critical part of this coordinated evaluation effort. Its focus on single-family dwellings, mobile homes, and dwellings in small multifamily buildings covers 83% of the income-eligible population and 96% of the dwellings weatherized during Program Year 1989. The first phase of the Single-Family Study involved the analysis of a massive data base of information collected from 368 local weatherization agencies and 543 electric and gas utilities. This analysis resulted in energy-saving and cost-effectiveness estimates for the Weatherization Program and the identification of a set of ten high-performing agencies located throughout the country. The second phase, which is the subject of this report, involves a ``process`` evaluation of these ten high performers, aimed at identifying those weatherization practices that explain their documented success.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the U.S. Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA uses a relatively standard Windows graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment appliances, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. Weatherization retrofit measures are evaluated based on the predicted energy savings after installation of the measure, the measure cost, and the measure life. Finally, MHEA recommends retrofit measures that are energy and cost effective for the particular home being evaluated. MHEA evaluates each manufactured home individually and takes into account local weather conditions, retrofit measure costs, and fuel costs. The recommended package of weatherization retrofit measures is tailored to the home being evaluated. More traditional techniques apply the same package of retrofit measures to all manufactured homes, often the same set of measures that are installed into site-built homes. Effective manufactured home weatherization can be achieved only by installing measures developed specifically for manufactured homes.     The Weatherization Assistant is a Windows-based energy audit software tool that was developed by Oak Ridge National Laboratory (ORNL) to help states and their local weatherization agencies implement the U.S. Department of Energy (DOE) Weatherization Assistance Program. The Weatherization Assistant is an umbrella program for two individual energy audits or measure selection programs: the National Energy Audit Tool (NEAT) for site-built single-family homes and the Manufactured Home Energy Audit (MHEA) for mobile homes. The Weatherization Assistant User's Manual documents the operation of the user interface for Version 8.9 of the software. This includes how to install and setup the software, navigate through the program, and initiate an energy audit. All of the user interface forms associated with the software and the data fields on these forms are described in detail. The manual is intended to be a training manual for new users of the Weatherization Assistant and as a reference manual for experienced users.

    This report presents a summary of the American Recovery and Reinvestment Act of 2009 (ARRA) evaluation of the U.S. Department of Energy s low-income Weatherization Program. This evaluation focused on the WAP Program Year 2010. The ARRA evaluation produced fourteen separate reports, including this summary. Three separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, and large multifamily. Other reports address the environmental emissions benefits attributable to WAP, and characterize the program. Special studies were conducted to: estimate the impacts of weatherization and healthy homes interventions on asthma-related Medicaid claims in a small cohort in Washington State; assess how weatherization recipients communicate their weatherization experiences to those in their social network, and assess processes implemented to defer homes for weatherization. Small studies addressed energy use in refrigerators, WAP as implemented in the U.S. territories for the first time, and weatherization s impacts on air conditioning energy savings. The national occupant survey was mined for additional insights on the impacts of weatherization on household budgets and energy behaviors post-weatherization. Lastly, the results of a survey of weatherization training centers are summarized.

    This manual is designed to provide Low-Income Home Energy Assistance Program (LIHEAP) directors with information about weatherization and innovative ways they can utilize LIHEAP funds for weatherization activities. It contains a description of innovative weatherization programs which demonstrate creative uses of LIHEAP funds in weatherization activities. In many of the innovative examples, state and local administrators are coordinating their LIHEAP funds with the US Department of Energy (DOE) Low-Income Weatherization Assistance Program`s funding and with a variety of other federal, state and utility company resources. The innovative programs demonstrate how LIHEAP funds can be used in client education, targeting high energy users, staff training, assessment and audits for weatherization services. The reader will find in the appendices lists of contact persons and further descriptions of the programs highlighted. Although designed with LIHEAP directors in mind, the practices and programs highlighted in this manual are of practical use to any state, local or utility weatherization program administrator. The glossary at the end of the descriptive chapters will assist readers with the terminology used throughout the manual. This manual and the many resource entities cited in its appendices provide ready access to a wealth of state-of-the-art information which could lead to a more cost-effective expenditure of LIBEAP weatherization dollars.

    The SRS Doppler Weather System consists of a Doppler Server, A Master Server (also known as the Weather Server), several Doppler Slave Servers, and client-side software program called the Doppler Radar Client. This system is used to display near rel-time images taken from the SRS Weather Center's Doppler Radar computer. The Doppler Server is software that resides on the SRS Doppler Computer. It gathers raw data, 24-bit color weather images via screen scraping ever fivemore » minutes as requested by the Master Server. The Doppler Server then reduces the 24-bit color images to 8-bit color using a fixed color table for analysis and compression. This preserves the fidelity of the image color and arranges the colors in specific order for display. At the time of color reduction, the white color used for the city names on the background images are remapped to a different index (color) of white that the white on the weather scale. The Weather Server places a time stamp on the image, then compresses the image and passes it to all Doppler Slave servers. Each of the Doppler Slave servers mainitain a circular buffer of the eight most current images representing the last 40 minutes of weather data. As a new image is added, the oldest drops off. The Doppler Radar Client is an optional install program for any site-wide workstation. When a Client session is started, the Client requests Doppler Slave server assignment from the Master Server. Upon its initial request to the Slave Server, the Client obtains all eight current images and maintains its own circular buffer, updating its images every five minutes as the Doppler Slave is updated. Three background reference images are stored as part of the Client. The Client brings up the appropriate background image, decompresses the doppler data, and displays the doppler data on the background image.« less

    The National Weatherization Assistance Program, sponsored by the U.S. Department of Energy (DOE) and implemented by state and local agencies throughout the United States, weatherizes homes for low-income residents in order to increase their energy efficiency and lower utility bills. Research staff members at Oak Ridge National Laboratory (ORNL) have performed two previous metaevaluations of this program (Berry, 1997; Schweitzer and Berry, 1999). Both of these earlier metaevaluations involved synthesizing the results from individual studies of state weatherization efforts completed during a several year period. This report is the third in a series of metaevaluations of state-level studies. It is built on the foundation developed by the previous two metaevaluations. The purpose of this report, like that of the two earlier ORNL metaevaluations, is to provide a current estimate of the average national energy savings per home weatherized for the Weatherization Assistance Program based on the relevant state-level studies. All three of the metaevaluations, including this one, were designed to be updates to the findings of a national evaluation of the Weatherization Assistance Program, which examined a representative national sample of several thousand structures weatherized in 1989 (Brown, Berry, Balzer, and Faby 1993). Although the first and second metaevaluations used separate sets of state-level studies, completed during different time periods, there was little difference in their findings about the typical national energy savings per weatherized home for homes that heat with natural gas. Our initial analysis efforts for this report involved repeating the same procedures that had been used in the previous two reports. In particular, we collected and examined only the state-level evaluations that had become available between September of 1998 and August of 2002.     This project examines implementation of advanced retrofit measures in the context of a large-scale weatherization program and the archetypal Chicago brick bungalow. One strategy applies best practice air sealing methods and a standard insulation method to the attic floor. The other strategy creates an unvented roof assembly using materials and methods typically available to weatherization contractors. Through implementations of the retrofit strategies in a total of eight (8) test homes, the research found that the two different strategies achieve similar reductions in air leakage measurement (55%) and predicted energy performance (18%) relative to the pre-retrofit conditions.

    In recent years, calibrated energy modeling of residential and commercial buildings has gained importance in a retrofit-dominated market. Accurate weather data plays an important role in this calibration process and projected energy savings. It would be ideal to measure weather data at the building location to capture relevant microclimate variation but this is generally considered cost-prohibitive. There are data sources publicly available with high temporal sampling rates but at relatively poor geospatial sampling locations. To overcome this limitation, there are a growing number of service providers that claim to provide real time and historical weather data for 20-35 km2 grid across the globe. Unfortunately, there is limited documentation from 3rd-party sources attesting to the accuracy of this data. This paper compares provided weather characteristics with data collected from a weather station inaccessible to the service providers. Monthly average dry bulb temperature; relative humidity; direct, diffuse and horizontal solar radiation; and wind speed are statistically compared. Moreover, we ascertain the relative contributions of each weather variable and its impact on building loads. Annual simulations are calculated for three different building types, including a closely monitored and automated energy efficient research building. The comparison shows that the difference for an individual variable can be as high as 90%. In addition, annual building energy consumption can vary by 7% while monthly building loads can vary by 40% as a function of the provided location s weather data.

WAP contributes to making residential structures “solar-ready” by reducing the home’s energy load and thus maximizing the percentage of the total energy burden that can be offset by subsequent renewable energy generation.     The report presents fifteen individual case studies of high-performing and unique local weatherization agencies. This research was one component of the retrospective evaluation of the U.S. Department of Energy s Weatherization Assistance Program. The agencies were chosen to represent a range of contexts and approaches to weatherization. For example, the set of agencies includes a mix of urban and rural agencies, those that mainly use in-house crews to weatherize homes versus those that use contractor crews, and a mix of locations, from very cold climates to moderate to hot humid and dry climates. The case studies were mainly based on site visits to the agencies that encompassed interviews with program directors, weatherization crews, and recipients of weatherization. This information was supplemented by secondary materials. The cases document the diversity of contexts and challenges faced by the agencies and how they operate on a day-by-day basis. The cases also high common themes found throughout the agencies, such as their focus on mission and respect for their clients.

    WeatherMaker is a weather-data utility for use with the ENERGY-10 design-tool computer program. The three main features are: Convert--Weather files can be converted from one format to another. For example, a TMY2 format file can be converted to an ENERGY-10 binary file that can be used in a simulation. This binary file can then be converted to a text format that allows it to be read and/or manipulated in WordPad or Excel. Evaluate--ENERGY-10 weather files can be studied in great detail. There are 8 graphical displays of the data that provide insight into the data, and a summary tables that presents results calculated from the hourly data. Adjust--Hourly temperature data can be adjusted starting with hourly data from a nearby TMY2 site. Dry-bulb and wet-bulb temperatures are adjusted up or down as required to match given monthly statistics. This feature can be used to generate weather files for any of 3,958 sites in the US where such monthly statistics are tabulated. The paper shows a variety of results, explains the methods used, and discusses the rationale for making the adjustments. It is anticipated that WeatherMaker will be released by the time of the ASES Solar 99 conference.

  13. Airflow reduction during cold weather operation of residential heat recovery ventilators

    Laboratory measurements of the performance of residential heat recovery ventilators have been carried out for the R-2000 Energy Efficient Home Program. This work was based on a preliminary test procedure developed by the Canadian Standards Association, part of which calls for testing the HRV under cold weather conditions. An environmental chamber was used to simulate outdoor conditions. Initial tests were carried out with an outdoor temperature of -20/sup 0/C; subsequent tests were carried out at a temperature of -25/sup 0/C. During the tests, airflows, temperatures, and relative humidities of airstreams entering and leaving the HRV, along with electric power inputs, were monitored. Frost buildup in the heat exchangers and defrost mechanisms, such as fan shutoff or recirculation, led to reductions in airflows. The magnitude of the reductions is dependent on the design of the heat exchanger and the defrost mechanism used. This paper presents the results of tests performed on a number of HRVs commercially available in Canada at the time of the testing. The flow reductions for the various defrost mechanisms are discussed.

    The Manufactured Home Energy Audit (MHEA) is an energy audit tool designed specifically to identify recommended weatherization measures for mobile homes as part of the U.S. Department of Energy's (DOE's) Weatherization Assistance Program. A field validation of MHEA was performed using billing/delivery data collected on 86 mobile homes heated primarily by electricity, natural gas, or propane to assess the audit's accuracy and the validity of its recommendations. The validation found that MHEA overpredicts the annual space-heating energy savings of weatherization measures to be installed in mobile homes, which leads to low realization rates, primarily because of its large overprediction of annual pre-weatherization space-heating energy consumption. However, MHEA's annual space-heating energy savings estimates and realization rates can be improved considerably using MHEA's built-in billing adjustment feature. In order to improve the accuracy of MHEA's annual space-heating energy savings estimates and realization rate, the cause of MHEA's overprediction of annual pre-weatherization space-heating energy consumption needs to be further investigated and corrected. Although MHEA's billing adjustment feature improved MHEA's annual space-heating energy savings estimates, alternative methods of making the correction that may provide improved performance should be investigated. In the interim period before permanent improvements to MHEA can be made, the following recommendations should be followed: (a) do not enter into MHEA insulation thicknesses of 1 in. or less and especially zero (0 in.) unless such low levels have been verified through visual inspection of several parts of the envelope area in question; (b) use MHEA's billing adjustment feature to develop a list of recommended measures based on adjusted energy savings if possible, especially in mobile homes that have several major energy deficiencies; and (c) do not use MHEA's "evaluate duct sealing" option at this time

    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    The field performance of weatherizations based on a newly-developed advanced technique for selecting residential energy conservation measures was tested alongside current Retro-Tech-based weatherizations in North Carolina. The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina`s current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68{degrees}F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups.

    Based on previous research conducted by Pacific Northwest National Laboratory and Florida Solar Energy Center providing technical assistance to implement 22 deep energy retrofits across the nation, 6 homes were selected in Florida and Texas for detailed post-retrofit energy modeling to assess realized energy savings (Chandra et al, 2012). However, assessing realized savings can be difficult for some homes where pre-retrofit occupancy and energy performance are unknown. Initially, savings had been estimated using a HERS Index comparison for these homes. However, this does not account for confounding factors such as occupancy and weather. This research addresses a method to more reliably assess energy savings achieved in deep energy retrofits for which pre-retrofit utility bills or occupancy information in not available. A metered home, Riverdale, was selected as a test case for development of a modeling procedure to account occupancy and weather factors, potentially creating more accurate estimates of energy savings. This “true up” procedure was developed using Energy Gauge USA software and post-retrofit homeowner information and utility bills. The 12 step process adjusts the post-retrofit modeling results to correlate with post-retrofit utility bills and known occupancy information. The “trued” post retrofit model is then used to estimate pre-retrofit energy consumption by changing the building efficiency characteristics to reflect the pre-retrofit condition, but keeping all weather and occupancy-related factors the same. This creates a pre-retrofit model that is more comparable to the post-retrofit energy use profile and can improve energy savings estimates. For this test case, a home for which pre- and post- retrofit utility bills were available was selected for comparison and assessment of the accuracy of the “true up” procedure.     Photovoltaic (PV) system performance depends on both the quality of the system and the weather. One simple way to communicate the system performance is to use the performance ratio (PR): the ratio of the electricity generated to the electricity that would have been generated if the plant consistently converted sunlight to electricity at the level expected from the DC nameplate rating. The annual system yield for flat-plate PV systems is estimated by the product of the annual insolation in the plane of the array, the nameplate rating of the system, and the PR, which provides an attractive way to estimate expected annual system yield. Unfortunately, the PR is, again, a function of both the PV system efficiency and the weather. If the PR is measured during the winter or during the summer, substantially different values may be obtained, making this metric insufficient to use as the basis for a performance guarantee when precise confidence intervals are required. This technical report defines a way to modify the PR calculation to neutralize biases that may be introduced by variations in the weather, while still reporting a PR that reflects the annual PR at that site given the project design and the project weather file. This resulting weather-corrected PR gives more consistent results throughout the year, enabling its use as a metric for performance guarantees while still retaining the familiarity this metric brings to the industry and the value of its use in predicting actual annual system yield. A testing protocol is also presented to illustrate the use of this new metric with the intent of providing a reference starting point for contractual content.

  18. Field Test of Advanced Duct-Sealing Technologies Within the Weatherization Assistance Program

    A field test of an aerosol-spray duct-sealing technology and a conventional, best-practice approach was performed in 80 homes to determine the efficacy and programmatic needs of the duct-sealing technologies as applied in the U.S. Department of Energy Weatherization Assistance Program. The field test was performed in five states: Iowa, Virginia, Washington, West Virginia, and Wyoming. The study found that, compared with the best-practice approach, the aerosol-spray technology is 50% more effective at sealing duct leaks and can potentially reduce labor time and costs for duct sealing by 70%, or almost 4 crew-hours. Further study to encourage and promote use of the aerosol-spray technology within the Weatherization Assistance Program is recommended. A pilot test of full production weatherization programs using the aerosol-spray technology is recommended to develop approaches for integrating this technology with other energy conservation measures and minimizing impacts on weatherization agency logistics. In order to allow or improve adoption of the aerosol spray technology within the Weatherization Assistance Program, issues must be addressed concerning equipment costs, use of the technology under franchise arrangements with Aeroseal, Inc. (the holders of an exclusive license to use this technology), software used to control the equipment, safety, and training. Application testing of the aerosol-spray technology in mobile homes is also recommended.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    The Characterization of the Weatherization Assistance Program (WAP) Network was designed to describe the national network of State and local agencies that provide WAP services to qualifying low-income households. The objective of this study was to profile the current WAP network. To achieve the objective, two national surveys were conducted: one survey collected data from 49 State WAP agencies (including the coterminous 48 States and the District of Columbia), and the second survey collected data from 920 (or 81 percent) of the local WAP agencies.

    The national Weatherization Assistance Program, sponsored by the US Department of Energy (DOE) and implemented by state and local agencies throughout the US, weatherizes homes for low-income residents in order to increase their energy efficiency and lower utility bills. Staff at Oak Ridge National Laboratory (ORNL) performed a metaevaluation of this program, which involved synthesizing the results from ten individuals studies of state weatherization efforts completed between April 1996 and September 1998. The states whose studies were used in this metaevaluation, the dates of program operations covered by these studies, and the fuels that were examined are shown in Table ES-1. This effort represents a follow-up to an earlier ORNL metaevaluation of the Weatherization Assistance Program that looked at 19 state studies completed between 1990 and early 1996 (Berry 1997). That study, in turn, was done as an update to a national evaluation of the Weatherization Assistance Program that examined a representative sample of several thousand structures weatherized in 1989 (Brown, Berry, Balzer, and Faby 1993).

    The field performance of weatherizations based on a newly-developed advanced technique for selecting residential energy conservation measures was tested alongside current Retro-Tech-based weatherizations in North Carolina. The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina's current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68 F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups. Average

    The multifamily case studies that are the subject of this report were conducted to provide a better understanding of the approach taken by program operators in weatherizing large buildings. Because of significant variations in building construction and energy systems across the country, five states were selected based on their high level of multifamily weatherization. This report summarizes findings from case studies conducted by multifamily weatherization operations in five cities. The case studies were conducted between January and November 1994. Each of the case studies involved extensive interviews with the staff of weatherization subgrantees conducting multifamily weatherization, the inspection of 4 to 12 buildings weatherized between 1991 and 1993, and the analysis of savings and costs. The case studies focused on innovative techniques which appear to work well.

    Aging and weathering can reduce the solar reflectance of cool roofing materials. This paper summarizes laboratory measurements of the solar spectral reflectance of unweathered, weathered, and cleaned samples collected from single-ply roofing membranes at various sites across the United States. Fifteen samples were examined in each of the following six conditions: unweathered; weathered; weathered and brushed; weathered, brushed and then rinsed with water; weathered, brushed, rinsed with water, and then washed with soap and water; and weathered, brushed, rinsed with water, washed with soap and water, and then washed with an algaecide. Another 25 samples from 25 roofs across the United States and Canada were measured in their unweathered state, weathered, and weathered and wiped. We document reduction in reflectivity resulted from various soiling mechanisms and provide data on the effectiveness of various cleaning approaches. Results indicate that although the majority of samples after being washed with detergent could be brought to within 90% of their unweathered reflectivity, in some instances an algaecide was required to restore this level of reflectivity.

    In 1990, the U.S. Department of Energy (DOE) sponsored a comprehensive evaluation of its Weatherization Assistance Program, the nation`s largest residential energy conservation program. Oak Ridge National Laboratory (ORNL) managed the five-part study. This document summarizes the findings of the evaluation. Its conclusions are based mainly on data from the 1989 program year (supplemented by data from 1991-92). The evaluation concludes that the Program meets the objectives of its enabling legislation and fulfills its mission statement. Specifically, it (1) saves energy, (2) lowers fuel bills, and (3) improves the health and safety of dwellings occupied by low-income people. In addition, the Program achieves its mission in a cost-effective manner based on each of three perspectives employed by the evaluators. Finally, the evaluation estimates that the investments made in 1989 will, over a 20-year lifetime, save the equivalent of 12 million barrels of oil, roughly the amount of oil added to the Strategic Petroleum Reserve in each of the past several years.

    The ERC family of companies is anticipating market entry of their first commercial product, a 2.8-MW power plant, in the second quarter of 1999. The present Cooperative Agreement provides for: (1) Commercialization planning and organizational development, (2) Completion of the pre-commercial DFC technology development, (3) Systems and plant design, (4) Manufacturing processes` scale-up to full-sized stack components and assemblies, (5) Upgrades to ERC`s test facility for full-sized stack testing, (6) Sub-scale testing of a DFC Stack and BOP fueled with landfill gas. This paper discusses the first item, that of preparing for commercialization. ERC`s formal commercialization program began in 1990 with the selection of the 2-MW Direct Fuel Cell power plant by the American Public Power Association (APPA) for promotion to the over 2000 municipal utilities comprising APPA`s segment of the utility sector. Since that beginning, the APPA core group expanded to become the Fuel Cell Commercialization Group (FCCG) which includes representation from all markets - utilities and other power generation equipment buyers.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    We present an analysis of the results of a solar weathering program that found a linear relationship between maximum power degradation and the total UV exposure dose for four different types of commercial crystalline Si modules. The average degradation rate for the four modules types was 0.71% per year. The analysis showed that losses of short-circuit current were responsible for the maximum power degradation. Judging by the appearance of the undegraded control modules, it is very doubtful that the short-circuit current losses were caused by encapsulation browning or obscuration. When we compared the quantum efficiency of a single cell in a degraded module to one from an unexposed control module, it appears that most of the degradation has occurred in the 800 - 1100 nm wave-length region, and not the short wavelength region.

    The MH Tool software is designed to evaluate existing and new manufactured homes for structural adequacy in high winds. Users define design elements of a manufactured home and then select the hazard(s) for analysis. MH Tool then calculates and reports structural analysis results for the specified design and hazard Method of Solution: Design engineers input information (geometries, materials, etc.) describing the structure of a manufactured home, from which the software automatically creates a mathematical model.more » Windows, doors, and interior walls can be added to the initial design. HUD Code loads (wind, snow loads, interior live loads, etc.) are automatically applied. A finite element analysis is automatically performed using a third party solver to find forces and stresses throughout the structure. The designer may then employ components of strength (and cost) most appropriate for the loads that must be carried at each location, and then re-run the analysis for verification. If forces and stresses are still within tolerable limits (such as the HUD requirements), construction costs would be reduced without sacrificing quality.« less

    This protocol is intended to describe the recommended method when evaluating the whole-building performance of new construction projects in the commercial sector. The protocol focuses on energy conservation measures (ECMs) measures (or packages of measures) where evaluators can best analyze impacts using building simulation. These ECMs typically require the use of calibrated building simulations under Option D of the International Performance Measurement and Verification Protocol. Examples of such measures include Leadership in Energy and Environmental Design building certification, novel and/or efficient heating, ventilation, and air conditioning system designs, and extensive building controls systems. In general, it is best to evaluate any ECM (or set of measures) expected to significantly interact with other systems within the building and with savings sensitive to seasonal variations in weather.

    Since 1976, the US Department of Energy (DOE) has operated one of the largest energy conservation programs in the nation -- the low-income Weatherization Assistance Program. The program strives to increase the energy efficiency of dwellings occupied by low-income persons in order to reduce their energy consumption, lower their fuel bills, increase the comfort of their homes, and safeguard their health. It targets vulnerable groups including the elderly, people with disabilities, and families with children. The most recent national evaluation of the impacts of the Program was completed in 1984 based on energy consumption data for households weatherized in 1981. DOE Program regulations and operations have changed substantially since then: new funding sources, management principles, diagnostic procedures, and weatherization technologies have been incorporated. Many of these new features have been studied in isolation or at a local level; however, no recent evaluation has assessed their combined, nationwide impacts to date or their potential for the future. In 1990, DOE initiated such an evaluation. This evaluation is comprised of three ``impact`` studies (the Single-Family Study, High-Density Multifamily Study, and Fuel-Oil Study) and two ``policy`` studies. Altogether, these five studies will provide a comprehensive national assessment of the Weatherization Assistance Program as it existed in the 1989 Program Year (PY 1989). This report presents the results of the first phase of the Single-Family Study. It evaluates the energy savings and cost effectiveness of the Program as it has been applied to the largest portion of its client base -- low-income households that occupy single-family dwellings, mobile homes, and small (2- to 4-unit) multifamily dwellings. It is based upon a representative national sample that covers the full range of conditions under which the program was implemented in PY 1989.

    This report characterizes the Department of Energy s Weatherization Assistance Program (WAP) as it was administered in Program Year 2008. WAP has supported energy efficiency improvements to the homes of low-income households in the United States since 1976. The program provides grants, guidance, and other support to grantees: weatherization programs administered by each of the 50 states, the District of Columbia and some Native American tribes. Although there have been studies of some grantee-administered weatherization programs, the overall effectiveness of the national weatherization program has not been formally evaluated since Program Year 1989. Since that time, the program has evolved significantly, with an increased focus on baseload electric usage, continued evolution of diagnostic tools, new guidelines and best practices for heating-related measures, and adjustments in program rules. More recently, the program has also adjusted to large, temporary funding increases and changes in federal rules spurred by the American Recovery and Reinvestment Act (ARRA). Because the Weatherization Assistance Program of today is dramatically different from the one evaluated in 1989, DOE determined to undertake a new comprehensive evaluation of the national program. This new national evaluation is managed by Oak Ridge National Laboratory (ORNL). Under a competitive solicitation process, ORNL selected APPRISE, Inc., Blasnik & Associates, Dalhoff Associates and the Energy Center of Wisconsin to conduct the evaluation. The national evaluation comprises two independent evaluations. The first evaluation of which this report is a part focuses on Program Year 2008 (PY08). The second evaluation focuses on the ARRA-funded years of 2009 through 2011. This report, together with its companion the Eligible Population Study addresses specific program characterization goals established for the greater evaluation.
