    The Office of Federal Procurement Policy, (OFPP) performed an assessment of how well some agencies, including the Department of Energy, are managing these efforts. The attached OFPP memorandum of January 21, 2011, entitled "Improving the Use of Contractor Performance Information Assessments: Summary of the Office of Federal Procurement Policy's review, and Strategies for Improvement" provides the details of this assessment which includes the Department of Energy. Also, the memo provides some very good guidance on preparing contractor performance evaluation reports. Leading programs recognize the need to support contractors with sales and business training to help them succeed and to support the growth of the home performance industry for the long term. A number of contractor sales training efforts are emerging, including some programs that are seeing encouraging early results.

    This report is intended to provide home performance contractor trainers with a resource to keep both their workers and home residents safe and healthy. This document is an attempt to describe what we currently believe is safe, what we believe is unsafe, and what we’re unsure about. It is intended to identify health and safety issues and provide historical context and current understanding of both risks and mitigation strategies. In addition, it provides links to more in-depth resources for each issue. When we tighten the thermal envelope of a house to improve comfort and reduce energy use, we have to be sure that we are not compromising the indoor air quality of the home. This means identifying and mitigating or eliminating pollution sources before and after you make changes to the home. These sources can include materials and finishes in the home, exhaust gasses from combustion appliances, soil gasses such as radon, and moisture from a bathroom, kitchen, or unvented clothes dryer. Our first responsibility is to do no harm — this applies both to our clients and to our employees. Currently, there are many new products that are widely used but whose health effects are not well understood. Our in ability to have perfect information means the directive to do no harm can be difficult to obey. Each home is a little bit different, and in the face of a situation you’ve never encountered, it’s important to have a solid grasp of the fundamental concepts of building science when the hard and fast rules don’t apply . The home performance industry is gaining momentum, and has the potential to expand greatly as energy costs continue to rise. It is imperative that we remain vigilant about protecting the health and safety of our workers and our customers. It only takes a few news stories about a family that got sick after their home was tightened by a home performance contractor to scare off potential customers and taint the reputation of the entire industry.     Many operating companies rely on engineering/procurement/construction (EPC) contractors to provide needed services during expansions and other capital project ventures. These service providers are obligated to work under the same process safety management (PSM) guidelines as the operating company. So what are the responsibilities for the operating company (client), contractor and others under PSM? Following the checklist, EPC contractors and operating companies can develop and assign process safety responsibilities early in project planning. Under these conditions, all involved project parties are fully aware of their individual obligations as mandated by 29 CFR 1910.119 Process Safety Management of Highly Hazardous Chemicals (OSHA PSM). Fully disclosing individual party responsibilities ensures dialogue between the client and the EPC contractor and other involved service providers. Clearly defining and communicating project responsibilities may influence project execution and associated costs considerably. The paper describes the project planning under PSM, PSM elements, process safety information, process hazard analysis, operating procedures, training, contractor programs, pre-startup safety review, mechanical integrity, incident investigations, emergency planning and response, and compliance audits.

    This document addresses adding -or improving - mechanical ventilation systems to existing homes. The purpose of ventilation is to remove contaminants from homes, and this report discusses where, when, and how much ventilation is appropriate in a home, including some discussion of relevant codes and standards. Advantages, disadvantages, and approximate costs of various system types are presented along with general guidelines for implementing the systems in homes. CARB intends for this document to be useful to decision makers and contractors implementing ventilation systems in homes. Choosing the "best" system is not always straightforward; selecting a system involves balancing performance, efficiency, cost, required maintenance, and several other factors. It is the intent of this document to assist contractors in making more informed decisions when selecting systems. Ventilation is an integral part of a high-performance home.     This report summarizes a meeting held on February 19, 1997, in Washington, D.C. The meeting was held primarily to exchange information among the contractors involved in the U.S. Department of Energy`s efforts to improve the safety of Soviet-designed nuclear power plants. Previous meetings have been held on December 5-6, 1995, and May 22, 1996. The meetings are sponsored by the U.S. Department of Energy and coordinated by the Pacific Northwest National Laboratory. The U.S. Department of Energy works with countries to increase the level of safety at 63 Soviet-designed nuclear reactors operating in Armenia, Bulgaria, the Czech Republic, Hungary, Lithuania, Russia, Slovakia, and Ukraine. The work is implemented largely by commercial companies and individuals who provide technologies and services to the countries with Soviet-designed nuclear power plants. Attending the meeting were 71 representatives of commercial contractors, the U.S. Department of Energy, the U.S. Department of State, national laboratories, and other federal agencies. The presentations and discussions that occurred during the exchange are summarized in this report. While this report captures the general presentation and discussion points covered at the meeting, it is not a verbatim, inclusive record. To make the report useful, information presented at the meeting has been expanded to clarify issues, respond to attendees` requests, or place discussion points in a broader programmatic context. Appendixes A through F contain the meeting agenda, list of attendees, copies of presentation visuals and handouts, the Strategy Document discussed at the meeting, and a summary of attendees` post-meeting evaluation comments. As with past information exchanges, the participants found this meeting valuable and useful. In response to the participant`s requests, a fourth information exchange will be held later in 1997.

    Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon.     A series of analyses were performed to determine the reasons that the Manufactured Home Energy Audit (MHEA) over predicted space-heating energy savings as measured in a recent field test and to develop appropriate corrections to improve its performance. The study used the Home Energy Rating System (HERS) Building Energy Simulation Test (BESTEST) to verify that MHEA accurately calculates the UA-values of mobile home envelope components and space-heating energy loads as compared with other, well-accepted hourly energy simulation programs. The study also used the Procedures for Verification of RESNET Accredited HERS Software Tools to determine that MHEA accurately calculates space-heating energy consumptions for gas furnaces, heat pumps, and electric-resistance furnaces. Even though MHEA's calculations were shown to be correct from an engineering point of view, three modifications to MHEA's algorithms and use of a 0.6 correction factor were incorporated into MHEA to true-up its predicted savings to values measured in a recent field test. A simulated use of the revised version of MHEA in a weatherization program revealed that MHEA would likely still recommend a significant number of cost-effective weatherization measures in mobile homes (including ceiling, floor, and even wall insulation and far fewer storm windows). Based on the findings from this study, it was recommended that a revised version of MHEA with all the changes and modifications outlined in this report should be finalized and made available to the weatherization community as soon as possible, preferably in time for use within the 2009 Program Year.

We will issue an Acquisition Letter shortly with suggested contract modification language. (The Final Rule's revisions "… are designed to clarify and streamline existing requirements, improve efficiency of contractor legal management, and facilitate oversight over the expenditure of taxpayer dollars." The contract modifications will state the revisions will only apply to costs incurred from date the bilateral modifications are executed forward. The revisions are administrative in nature. Regarding costs contractors have not yet incurred, the revisions could have been communicated to contractors without using a Final Rule to incorporate them into current contracts. Consequently, the modifications do not require equitable adjustments.)

    The Partnership for Home Innovation team worked with the builder to develop a new set of high performance home designs—including advanced wall and HVAC systems—that could be applicable on a production scale. The new home designs are to be constructed in the mixed humid climate zone and could eventually apply to all of the builder's home designs to meet or exceed future energy codes or performance-based programs. However, the builder recognized that the combination of new wall framing designs and materials, higher levels of insulation in the wall cavity, and more detailed air sealing to achieve lower infiltration rates changes the moisture characteristics of the wall system. In order to ensure long term durability and repeatable successful implementation with few call-backs, this report demonstrates through measured data that the wall system functions as a dynamic system, responding to changing interior and outdoor environmental conditions within recognized limits of the materials that make up the wall system. A similar investigation was made with respect to the complete redesign of the heating, cooling, air distribution, and ventilation systems intended to optimize the equipment size and configuration to significantly improve efficiency while maintaining indoor comfort. Recognizing the need to demonstrate the benefits of these efficiency features, the builder offered a new house model to serve as a test case to develop framing designs, evaluate material selections and installation requirements, changes to work scopes and contractor learning curves, as well as to compare theoretical performance characteristics with measured results.

    In this project, the U.S. Department of Energy NorthernSTAR Building America Partnership team studied the effectiveness of the External Thermal Moisture Management System (ETMMS) as a solution for improving airtightness in a roof-only application (versus the whole-house application used in deep energy retrofits). An independent contractor provided airtightness data from two 1-story homes that used the roof-only ETMMS process. The team analyzed and compared these data to ancillary data from market-rate utility and weatherization programs for more than 250 roof-only, interior-applied energy retrofits on 1-story homes.

    This report outlines the technical barriers, gaps, and opportunities that arise in executing home energy upgrade market delivery approaches, as identified through research conducted by the U.S. Department of Energy's Building America program. The objective of this report is to outline the technical1 barriers, gaps, and opportunities that arise in executing home energy upgrade market delivery approaches, as identified through research conducted by the U.S. Department of Energy's (DOE) Building America program. This information will be used to provide guidance for new research necessary to enable the success of the approaches. Investigation for this report was conducted via publications related to home energy upgrade market delivery approaches, and a series of interviews with subject matter experts (contractors, consultants, program managers, manufacturers, trade organization representatives, and real estate agents). These experts specified technical barriers and gaps, and offered suggestions for how the technical community might address them. The potential benefits of home energy upgrades are many and varied: reduced energy use and costs; improved comfort, durability, and safety; increased property value; and job creation. Nevertheless, home energy upgrades do not comprise a large part of the overall home improvement market. Residential energy efficiency is the most complex climate intervention option to deliver because the market failures are many and transaction costs are high (Climate Change Capital 2009). The key reasons that energy efficiency investment is not being delivered are: (1) The opportunity is highly fragmented; and (2) The energy efficiency assets are nonstatus, low-visibility investments that are not properly valued. There are significant barriers to mobilizing the investment in home energy upgrades, including the 'hassle factor' (the time and effort required to identify and secure improvement works), access to financing, and the opportunity cost of

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor; 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense(R) Efficient Hot Water Distribution requirement.

    The Office of Procurement and Assistance Management has proposed changes to the method used to annually calculate and negotiate ``for profit`` management and operating contractor available fees. This proposal will increase contractor fees in exchange for the contractor`s purported assumption of additional risk. In 1991, the Department, through the Accountability Rule, increased contractor fees as an incentive to improve contractor performance and accountability. Despite the lack of measurable benefits of this effort, the Department is crafting a new fee policy which will, depending upon how it is executed, increase fees above the amount provided through the Accountability Rule as an incentive to the Department`s management and operating contractors. The objective of the audit was to determine whether the Department`s proposed change to the fee structure for determining management and operating contractor fees will be cost effective. This report describes the study`s approach, its findings and recommendations, management and auditor comments, and includes appendices with further data.

    This report outlines findings resulting from a U.S. Department of Energy Building America expert meeting to determine how HVAC companies can transition from a traditional contractor status to a service provider for whole house energy upgrade contracting. IBACOS has embarked upon a research effort under the Building America Program to understand business impacts and change management strategies for HVAC companies. HVAC companies can implement these strategies in order to quickly transition from a 'traditional' heating and cooling contractor to a service provider for whole house energy upgrade contracting. Due to HVAC service contracts, which allow repeat interaction with homeowners, HVAC companies are ideally positioned in the marketplace to resolve homeowner comfort issues through whole house energy upgrades. There are essentially two primary ways to define the routes of transition for an HVAC contractor taking on whole house performance contracting: (1) Sub-contracting out the shell repair/upgrade work; and (2) Integrating the shell repair/upgrade work into their existing business. IBACOS held an Expert Meeting on the topic of Transitioning Traditional HVAC Contractors to Whole House Performance Contractors on March 29, 2011 in San Francisco, CA. The major objectives of the meeting were to: Review and validate the general business models for traditional HVAC companies and whole house energy upgrade companies Review preliminary findings on the differences between the structure of traditional HVAC Companies and whole house energy upgrade companies Seek industry input on how to structure information so it is relevant and useful for traditional HVAC contractors who are transitioning to becoming whole house energy upgrade contractors Seven industry experts identified by IBACOS participated in the session along with one representative from the National Renewable Energy Laboratory (NREL).     On Jan. 27, the US Supreme Court refused to review a recent federal circuit court decision allowing a California public utility to enter into energy-related contractor activities; this may set a precedent for future related cases, according to an attorney for the contractor plaintiffs. The Supreme Court's refusal lets stand the 9th Federal Circuit Court of Appeals decision on Grason Electric Co. et al. vs. the Sacramento Municipal Utility District (SMUD). That decision allows SMUD - a public utility - to engage in energy-related businesses such as the installation of energy management systems and lighting retrofits, according to the attorney. The plaintiffs in the case, 13 electrical contractors in the Sacramento area, originally brought the case against SMUD on antitrust grounds because, they alleged, the utility was encroaching upon their businesses.

    The Technical Assistance Contractor (TAC) for the Uranium Mill Tailings Remedial Action (UMTRA) Project comprises Jacobs Engineering Group Inc.     Winchester/Camberley Homes collaborated with the Building America team Partnership for Home Innovation to develop a new set of high performance home designs that could be applicable on a production scale. The new home designs are to be constructed in the mixed humid climate zone and could eventually apply to all of the builder's home designs to meet or exceed future energy codes or performance-based programs. However, the builder recognized that the combination of new wall framing designs and materials, higher levels of insulation in the wall cavity, and more detailed air sealing to achieve lower infiltration rates changes the moisture characteristics of the wall system. In order to ensure long term durability and repeatable successful implementation with few call-backs, the project team demonstrated through measured data that the wall system functions as a dynamic system, responding to changing interior and outdoor environmental conditions within recognized limits of the materials that make up the wall system.     This document is only a guideline for contractors to use in formalizing a safety program or preparing a safety plan. It contains a format of a suggested safety plan as well as pertinent safety elements which should be considered for inclusion. However, consideration of only those items listed may not be sufficient. Each contractor should include in the safety plan particular reference to those elements peculiar to the inherent hazards of the contractor's specific type of construction services, whether the hazard is shown in the list of safety elements or not. Each safety plan should be reviewed annually by the contractor's management.     On July 2, 2013 the DOE Office of the Inspector General issued Audit Report Number 0890 entitled, "Follow-up Audit on Term Assignments of Contractor Employees." The audit was conducted as a follow-up of the FY 2005 audit of "Management of Facility Contractors Assigned to the Washington D.C. area DOE/IG 0710." The earlier report found instances where assignment justifications were insufficient, costs appeared excessive and allowances inconsistent. The follow-up audit recognized improved management of assignments but noted assignment justifications and cost management could be improved. The report recommended DOE determine prior year actual costs to assist in calculating the estimated costs for the upcoming year of multi-year assignments and ensure assignment records in the Departmental Management and Tracking System (DMATS) are accurate.

    In an effort to improve housing options near Las Vegas, Nevada, the Clark County Community Resources Division (CCCRD) performs substantial renovations to foreclosed homes. After dramatic energy, aesthetic, and health and safety improvements are made, homes are rented or sold to qualified residents. This report describes the evaluation and selection of ventilation systems for these homes, including key considerations when selecting an ideal system.     Winchester/Camberley Homes with the Building America program and its NAHB Research Center Industry Partnership collaborated to develop a new set of high performance home designs that could be applicable on a production scale. The new home designs are to be constructed in the mixed humid climate zone four and could eventually apply to all of the builder's home designs to meet or exceed future energy codes or performance-based programs. However, the builder recognized that the combination of new wall framing designs and materials, higher levels of insulation in the wall cavity, and more detailed air sealing to achieve lower infiltration rates changes the moisture characteristics of the wall system. In order to ensure long term durability and repeatable successful implementation with few call-backs, this report demonstrates through measured data that the wall system functions as a dynamic system, responding to changing interior and outdoor environmental conditions within recognized limits of the materials that make up the wall system. A similar investigation was made with respect to the complete redesign of the heating, cooling, air distribution, and ventilation systems intended to optimize the equipment size and configuration to significantly improve efficiency while maintaining indoor comfort. Recognizing the need to demonstrate the benefits of these efficiency features, the builder offered a new house model to serve as a test case to develop framing designs, evaluate material selections and installation requirements, changes to work scopes and contractor learning curves, as well as to compare theoretical performance characteristics with measured results.

    This Quality Assurance Program Plan (QAPP) provides the primary requirements for the integration of quality functions into all Technical Assistance Contractor (TAC) Project organization activities. The QAPP is the written directive authorized by the TAC Program Manager to accomplish this task and to implement procedures that provide the controls and sound management practices needed to ensure TAC contractual obligations are met. The QA program is designed to use monitoring, audit, and surveillance functions as management tools to ensure that all Project organization functions are executed in a manner that will protect public health and safety, promote the success of the Project, and meet or exceed contract requirements. The key to ensuring compliance with this directive is a two-step professional approach: utilize the quality system in all areas of activity, and generate a personal commitment from all personnel to provide quality service. The quality staff will be experienced, trained professionals capable of providing maximum flexibility to Project goal attainment. Such flexibility will enable the staff to be more cost effective and to further improve communication and coordination. To provide control details, this QAPP will be supplemented by approved standard operating procedures that provide requirements for performing the various TAC quality-related activities. These procedures shall describe applicable design input and document control activities and documentation.

    The DOE Office of Enforcement and Investigation (EH Enforcement) invoked a 120-day suspension of PAAA enforcement actions for issues associated with contractor Internal Dose Evaluation Programs (IDEP). Prior to initiation of the suspension, EH Enforcement had identified deficiencies in DOEcontractor implemented bioassay programs at numerous sites within the DOE complex. The commonality of the IDEP deficiencies at the various sites, as well as the possibility of the existence of similar deficiencies at other DOE sites, led EH Enforcement to the conclusion that a suspension of enforcement actions would be appropriate to provide DOE-contractors an opportunity to review their own IDEPs to determine whether similar or other program deficiencies existed, and, if so, to take appropriate corrective action. Contractors were alerted to review their IDEP during the 120-day suspension period. If program deficiencies were identified, and if they met the Noncompliance Tracking System (NTS) criteria, these issues were to be reported into the NTS, along with proposed corrective actions and the anticipated target completion dates. EH Enforcement did not plan to take enforcement action against the contractor for identified IDEP problems if bioassay program deficiencies were identified and reported and if corrective actions, as identified by the contractor, were implemented. However, failure of the contractor to implement proposed corrective actions would permit EH Enforcement to re-open PAAA enforcement action for any of these issues in the future.

    The objective of this project is to explore the energy savings potential of maximizing furnace and distribution system performance by adjusting operating, installation, and distribution conditions. The goal of the Iowa HVAC System Adjusted and Verified Efficiency (SAVE) program is to train contractors to measure installed system efficiency as a diagnostic tool to ensure that the homeowner achieves the energy reduction target for the home rather than simply performing a tune-up on the furnace or having a replacement furnace added to a leaky system. The PARR research team first examined baseline energy usage from a sample of 48 existing homes, before any repairs or adjustments were made, to calculate an average energy savings potential and to determine which system deficiencies were prevalent. The results of the baseline study of these homes found that, on average, about 10% of the space heating energy available from the furnace was not reaching the conditioned space. In the second part of the project, the team examined a sample of 10 homes that had completed the initial evaluation for more in-depth study. For these homes, the diagnostic data shows that it is possible to deliver up to 23% more energy from the furnace to the conditioned space by doing system tune ups with or without upgrading the furnace. Replacing the furnace provides additional energy reduction. The results support the author's belief that residential heating and cooling equipment should be tested and improved as a system rather than a collection of individual components.

This meeting was sponsored and hosted by METC, the Office of Fossil Energy, U.S. Department of Energy (DOE). METC periodically provides an opportunity to bring together all of the R&D participants in a DOE-sponsored contractors review meeting to present key results of their research and to provide technology transfer to the active research community and to the interested public. This meeting was previously called the Natural Gas Technology Contractors Review Meeting. This year it was expanded to include DOE-sponsored research on oil shale and tar sands and so was retitled the Fuels Technology Contractors Review Meeting. Current research activities include efforts in both natural gas and liquid fuels. The natural gas portion of the meeting included discussions of results summarizing work being conducted in fracture systems, both natural and induced; drilling, completion, and stimulation research; resource characterization; delivery and storage; gas to liquids research; and environmental issues. The meeting also included project and technology summaries on research in oil shale, tar sands, and mild coal gasification, and summaries of work in natural-gas fuel cells and natural-gas turbines. The format included oral and poster session presentations. Individual papers have been processed separately for inclusion in the Energy Science and Technology database.

    This article describes construction of the first manufactured home ever produced from structural insulated panels. The home was built in July 2000 by Champion Enterprises at its Silverton, Oregon, plant. The house was completed on the assembly line in 9 days including a 300-mile road test. The paper examines the design and approval process leading to the project, the manufacturing process and its adjustment to SIPs, and the transportation and energy performance of the house after it was built. PNNL coordinated this project and conducted long-term monitoring on the house. The WSU Energy Program conducted building diagnostics testing once the house was occupied. PNNL and WSU involvement was funded by the U.S. DOE Building America Program. The Oregon Office of Energy conducted blower door and duct blaster tests. The completed home was estimated to reduce energy consumption by 50% and to have twice the structural strength required by HUD code for manufactured homes. The demonstration proved that the manufactured home production line could support SIPs production simultaneously with traditional construction and without major modifications, the line work in parallel with SIPs and traditional materials. The project revealed severl possibilities for further improving cost and time savings with SIPs construction, that might translate into increased capacity.
