In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    This project compiles medium-duty (MD) aggregated deployment data and provides the compiled detailed analyses to industry. The U.S. Department of Energy's (DOE's) American Recovery and Reinvestment Act (ARRA) deployment and demonstration projects are helping to commercialize technologies for all-electric vehicles, electrified accessories, and electric charging infrastructure. Over 3.2 million miles of in-service all-electric MD truck data from 560 different vehicles have been collected since 2011, and usage data from over 1,000 truck electrification sites have been collected since 2013. Through the DOE's Vehicle Technologies Office, NREL is working to analyze real-time data from these deployment and demonstration projects to quantify the benefits: results and summary statistics are made available through the NREL website as quarterly and annual reports; 23 aggregated reports have been published on the performance and operation of these vehicles; and detailed data are being extracted to help further understand battery use and performance.

    Weatherization reduces energy usage by low-income households, and thereby reduces the environmental impacts of the production and consumption of energy and reduces the social costs associated with those environmental impacts. The nonenergy benefits study conducted as part of the American Recovery and Reinvestment Act of 2009 (ARRA) Weatherization Assistance Program (WAP) evaluation focused on measuring the emissions reductions resulting from WAP program energy usage reductions and estimating the societal value of those emission reductions. While there are other environmental impacts associated with the WAP program, this study focused on emissions impacts because the 2010 National Research Council (NRC) report Hidden Costs of Energy: The Unpriced Consequences of Energy Production and Use recommended that Congress focus on emissions costs because they have the highest documented social impact costs

    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    This NREL Hydrogen and Fuel Cell Technical Highlight describes how early market end users are operating 1,111 fuel cell units at 301 sites in 20 states with funding from the U.S. Department of Energy Fuel Cell Technologies Program and analysis by NREL. The American Recovery and Reinvestment Act (ARRA) funded the deployment of approximately 1,000 fuel cell systems in key early markets to accelerate the commercialization and deployment of fuel cells and fuel cell manufacturing, installation, maintenance, and support services. In support of the ARRA fuel cell deployment objectives, NREL analyzes and validates the technology in real-world applications, reports on the technology status, and facilitates the development of fuel cell technologies, manufacturing, and operations in strategic markets-including material handling equipment, backup power, and stationary power-where fuel cells can compete with conventional technologies. NREL is validating hydrogen and fuel cell systems in real-world settings through data collection, analysis, and reporting. The fuel cell and infrastructure analysis provides an independent, third-party assessment that focuses on fuel cell system and hydrogen infrastructure performance, operation, maintenance, use, and safety. An objective of the ARRA fuel cell project-to deploy approximately 1,000 fuel cell systems in key early markets - has been met in two years. By the end of 2011, 504 material handling equipment (MHE) fuel cell units were operating at 8 facilities and 607 backup power fuel cell units were operating at 293 sites. MHE and backup power are two markets where fuel cells are capable of meeting the operating demands, and deployments can be leveraged to accelerate fuel cell commercialization.

    High initial costs and lack of public awareness of ground-source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy-saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one of the ARRA-funded GSHP demonstration projects—a distributed GSHP system at a new 500-bed apartment-style student residence hall at the University at Albany. This case study is based on the analysis of detailed design documents, measured performance data, published catalog data of heat pump equipment, and actual construction costs. Simulations with a calibrated computer model are performed for both the demonstrated GSHP system and a baseline heating, ventilation, and airconditioning (HVAC) system to determine the energy savings and other related benefits achieved by the GSHP system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GSHP system, as well as the pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the demonstrated GSHP system compared with the baseline HVAC system. This case study also identifies opportunities for improving the operational efficiency of the demonstrated GSHP system.

This paper highlights the findings of a case study of one of the ARRA-funded GSHP demonstration projects, a ground-source variable refrigerant flow (GS-VRF) system installed at the Human Health Building at Oakland University in Rochester, Michigan. This case study is based on the analysis of measured performance data, maintenance records, construction costs, and simulations of the energy consumption of conventional central heating, ventilation, and air-conditioning (HVAC) systems providing the same level of space conditioning as the demonstrated GS-VRF system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GS-VRF system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the GS-VRF system compared with conventional HVAC systems. This case study also identified opportunities for reducing uncertainties in the performance evaluation, improving the operational efficiency, and reducing the installed cost of similar GSHP systems in the future.

    The crystal structures of the eubacterial translation initiation factor 2 in apo form and with bound GDP and GTP reveal conformational changes upon nucleotide binding and hydrolysis, notably of the catalytically important histidine in the switch II region. Translation initiation factor 2 (IF2) is involved in the early steps of bacterial protein synthesis. It promotes the stabilization of the initiator tRNA on the 30S initiation complex (IC) and triggers GTP hydrolysis upon ribosomal subunit joining. While the structure of an archaeal homologue (a/eIF5B) is known, there are significant sequence and functional differences in eubacterial IF2, while the trimeric eukaryotic IF2 is completely unrelated. Here, the crystal structure of the apo IF2 protein core from Thermus thermophilus has been determined by MAD phasing and the structures of GTP and GDP complexes were also obtained. The IF2GTP complex was trapped by soaking with GTP in the cryoprotectant. The structures revealed conformational changes of the protein upon nucleotide binding, in particular in the P-loop region, which extend to the functionally relevant switch II region. The latter carries a catalytically important and conserved histidine residue which is observed in different conformations in the GTP and GDP complexes.     The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the consumer charging behavior from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

  20. Characterization of a Ras Mutant with Identical GDP- and GTP-Bound Structures

    We previously characterized the G60A mutant of Ras and showed that the switch regions of the GTP-bound but not the GDP-bound form of this mutant adopt an 'open conformation' similar to that seen in nucleotide-free Ras. Here, we mutate Lys147 of the conserved {sup 145}SAK{sup 147} motif in the G60A background and characterize the resulting double mutant (DM). We show that RasDM is the first structure of a Ras protein with identical GDP- and GTP-bound structures. Both structures adopt the open conformation of the active form of RasG60A. The increase in the accessible surface area of the nucleotide is consistent with a 4-fold increase in its dissociation rate. Stopped-flow experiments show no major difference in the two-step kinetics of association of GDP or GTP with the wild type, G60A, or RasDM. Addition of Sos fails to accelerate nucleotide exchange. Overexpression of the G60A or double mutant of Ras in COS-1 cells fails to activate Erk and shows a strong dominant negative effect. Our data suggest that flexibility at position 60 is required for proper Sos-catalyzed nucleotide exchange and that structural information is somehow shared among the switch regions and the different nucleotide binding motifs.

Efforts to target mutant Ras in human cancers to therapeutic benefit have also been largely unsuccessful. Here we show that Ras-GTP forms dimers to activate MAPK. We used quantitative photoactivated localization microscopy (PALM) to analyze the nanoscale spatial organization of PAmCherry1-tagged KRas 4B (hereafter referredmore » to KRas) on the cell membrane under various signaling conditions. We found that at endogenous expression levels KRas forms dimers, and KRasG12D, a mutant that constitutively binds GTP, activates MAPK.   3. National Weatherization Assistance Program Characterization - Describing the Pre-ARRA Progam

    This report characterizes the Department of Energy s Weatherization Assistance Program (WAP) as it was administered in Program Year 2008. WAP has supported energy efficiency improvements to the homes of low-income households in the United States since 1976. The program provides grants, guidance, and other support to grantees: weatherization programs administered by each of the 50 states, the District of Columbia and some Native American tribes. Although there have been studies of some grantee-administered weatherization programs, the overall effectiveness of the national weatherization program has not been formally evaluated since Program Year 1989. Since that time, the program has evolved significantly, with an increased focus on baseload electric usage, continued evolution of diagnostic tools, new guidelines and best practices for heating-related measures, and adjustments in program rules. More recently, the program has also adjusted to large, temporary funding increases and changes in federal rules spurred by the American Recovery and Reinvestment Act (ARRA). Because the Weatherization Assistance Program of today is dramatically different from the one evaluated in 1989, DOE determined to undertake a new comprehensive evaluation of the national program. This new national evaluation is managed by Oak Ridge National Laboratory (ORNL). Under a competitive solicitation process, ORNL selected APPRISE, Inc., Blasnik & Associates, Dalhoff Associates and the Energy Center of Wisconsin to conduct the evaluation. The national evaluation comprises two independent evaluations. The first evaluation of which this report is a part focuses on Program Year 2008 (PY08). The second evaluation focuses on the ARRA-funded years of 2009 through 2011. This report, together with its companion the Eligible Population Study addresses specific program characterization goals established for the greater evaluation. The Energy Center led grantee and subgrantee data collection efforts, administering surveys to 51 grantees and 851 of the approximately 900 subgrantees that were slated to receive DOE weatherization funds in PY08. In all, seven different data collection instruments were used to gather the needed data two instruments for grantees and five for subgrantees. See Table 1 for a list of these survey instruments.     In April 2009, the Department of Energy (DOE) Richland Operations Office (RL) was allocated $1.6 billion (B) in ARRA funding to be applied to cleanup projects at the Hanford Site. DOE-RL selected projects to receive ARRA funding based on 3-criteria: creating/saving jobs, reducing the footprint of the Hanford Site, and reducing life-cycle costs for cleanup. They further selected projects that were currently covered under regulatory documents and existing prime contracts, which allowed work to proceed quickly. CH2M HILL Plateau Remediation Company (CHPRC) is a prime contractor to the DOE focused on the environmental cleanup of the DOE Hanford Site Central Plateau. CHPRC was slated to receive $1.36B in ARRA funding. As of January, 2010, CHPRC has awarded over $200 million (M) in subcontracts (64% to small businesses), created more that 1,100 jobs, and touched more than 2,300 lives - all in support of long-term objectives for remediation of the Central Plateau, on or ahead of schedule. ARRA funding is being used to accelerate and augment cleanup activities already underway under the baseline Plateau Remediation Contract (PRC). This paper details challenges and accomplishments using ARRA funding to meet DOE-RL objectives of creating/saving jobs, expediting cleanup, and reducing lifecycle costs for cleanup during the first months of implementation.

    Under the American Recovery and Reinvestment Act (ARRA), 26 ground source heat pump (GSHP) projects were competitively selected in 2009 to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. One of the selected demonstration projects was proposed by Montana Tech of the University of Montana for a 56,000 sq ft, newly constructed, on-campus research facility – the Natural Resources Building (NRB) located in Butte, Montana. This demonstrated GSHP system consists of a 50 ton water-to-water heat pump and a closed-loop ground heat exchanger with two redundant 7.5 hp constant-speed pumps to use water in the nearby flooded mines as a heat source or heat sink. It works in conjunction with the originally installed steam HX and an aircooled chiller to provide space heating and cooling. It is coupled with the existing hot water and chilled water piping in the building and operates in the heating or cooling mode based on the outdoor air temperature. The ground loop pumps operate in conjunction with the existing pumps in the building hot and chilled water loops for the operation of the heat pump unit. The goal of this demonstration project is to validate the technical and economic feasibility of the demonstrated commercial-scale GSHP system in the region, and illustrate the feasibility of using mine waters as the heat sink and source for GSHP systems. Should the demonstration prove satisfactory and feasible, it will encourage similar GSHP applications using mine water, thus help save energy and reduce carbon emissions. The actual performance of the system is analyzed with available measured data for January through July 2014. The annual energy performance is predicted and compared with a baseline scenario, with the heating and cooling provided by the originally designed systems. The comparison is made in terms of energy savings, operating cost savings, cost-effectiveness, and environmental benefits. Finally, limitations in conducting the analysis are identified and recommendations for improvement in the control and operation of such systems are made.

    Compliance with the reporting requirements of Section 15 12 is a main focus of post-award activities for awards funded by ARRA. The Recovery Operations Group of the Office of Performance Analysis and Evaluation in the Office of the Chief Financial Officer has been tracking compliance with the reporting requirement for DOE. They developed the attached list of contractors and recipients that have failed to report. Most of those not reporting are recipients receiving money from the Office of Energy Efficiency and Renewable Energy. Contracting Officers are asked to review the attached list for Contractors/Recipients under their cognizance and to send a letter to the requesting their attention, explanation and compliance. Draft templates of letters for a single or double non-compliance are attached. As the next reporting period is from April 1 to April 10,2010, Contracting Officers are requested to send the letter before April 1.

    In March 2010, Pacific Northwest National Laboratory (PNNL) joined two other labs receiving ARRA funding, Lawrence Berkeley National Laboratory (LBNL) and the National Renewable National Laboratory (NREL), to began weekly conference calls with the goal of coordinating a joint lab solicitation to support the ARRA-funded CBP project. Two solicitations were identified for: 1) new CBP Partners; 2) technical contractors to provide technical assistance and measurement and verification (M&V) contractors. The M&V contractors support the work by providing model reviews and conducting monitoring studies to verify building performance. This report documents the process used by the labs for the solicitations, and describes the process and outcomes for PNNL, selection of candidate Partners, technical teams, and M&V contractors.

  11. ULTRAMASSIVE BLACK HOLE COALESCENCE

    Although supermassive black holes (SMBHs) correlate well with their host galaxies, there is an emerging view that outliers exist. Henize 2-10, NGC4889, and NGC1277 are examples of SMBHs at least an order of magnitude more massive than their host galaxy suggests. The dynamical effects of such ultramassive central black holes is unclear. Here, we perform direct N-body simulations of mergers of galactic nuclei where one black hole is ultramassive to study the evolution of the remnant and the black hole dynamics in this extreme regime. We find that the merger remnant is axisymmetric near the center, while near the large SMBH influence radius, the galaxy is triaxial. The SMBH separation shrinks rapidly due to dynamical friction, and quickly forms a binary black hole; if we scale our model to the most massive estimate for the NGC1277 black hole, for example, the timescale for the SMBH separation to shrink from nearly a kiloparsec to less than a parsec is roughly 10Myr. By the time the SMBHs form a hard binary, gravitational wave emission dominates, and the black holes coalesce in a mere few Myr. Curiously, these extremely massive binaries appear to nearly bypass the three-body scattering evolutionary phase. Our study suggests that in this extreme case, SMBH coalescence is governed by dynamical friction followed nearly directly by gravitational wave emission, resulting in a rapid and efficient SMBH coalescence timescale. We discuss the implications for gravitational wave event rates and hypervelocity star production.

    This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.

    This report presents a summary of the American Recovery and Reinvestment Act of 2009 (ARRA) evaluation of the U.S. Department of Energy s low-income Weatherization Program. This evaluation focused on the WAP Program Year 2010. The ARRA evaluation produced fourteen separate reports, including this summary. Three separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, and large multifamily. Other reports address the environmental emissions benefits attributable to WAP, and characterize the program. Special studies were conducted to: estimate the impacts of weatherization and healthy homes interventions on asthma-related Medicaid claims in a small cohort in Washington State; assess how weatherization recipients communicate their weatherization experiences to those in their social network, and assess processes implemented to defer homes for weatherization. Small studies addressed energy use in refrigerators, WAP as implemented in the U.S. territories for the first time, and weatherization s impacts on air conditioning energy savings. The national occupant survey was mined for additional insights on the impacts of weatherization on household budgets and energy behaviors post-weatherization. Lastly, the results of a survey of weatherization training centers are summarized.

    Eukaryotic and archaeal translation initiation factors 2, heterotrimers that consist of {alpha}-, {beta}-, and {gamma}-subunits, deliver methionylated initiator tRNA to a small ribosomal subunit in a manner that depends on GTP. To evaluate correlation of the function and association of the subunits, we used isothermal titration calorimetry to analyze the thermodynamics of the interactions between the {alpha}- and {gamma}-subunits in the presence or absence of a nonhydrolyzable GTP analog or GDP. The {alpha}-subunits bound to the {gamma}-subunit with large heat capacity change ({delta}C{sub p}) values. The {delta}H and {delta}C{sub p} values for the interaction between the {alpha}- and {gamma}-subunits varied in the presence of the GTP analog but not in the presence of GDP. These results suggest that the binding of both the {alpha}-subunit and GTP changes the conformation of the switch region of the {gamma}-subunit and increases the affinity of the {gamma}-subunit for tRNA.

    We investigate the structure of the steady-state force-free magnetosphere around a Kerr black hole in various astrophysical settings. The solution Ψ(r, θ) depends on the distributions of the magnetic field line angular velocity ω(Ψ) and the poloidal electric current I(Ψ). These are obtained self-consistently as eigenfunctions that allow the solution to smoothly cross the two singular surfaces of the problem, the inner light surface inside the ergosphere, and the outer light surface, which is the generalization of the pulsar light cylinder. Magnetic field configurations that cross both singular surfaces (e.g., monopole, paraboloidal) are uniquely determined. Configurations that cross only one light surface (e.g., the artificial case of a rotating black hole embedded in a vertical magnetic field) are degenerate. We show that, similar to pulsars, black hole magnetospheres naturally develop an electric current sheet that potentially plays a very important role in the dissipation of black hole rotational energy and in the emission of high-energy radiation.

The human immunodeficiency virus (HIV) exploits the nucleocytoplasmic pathway to export its RNA transcripts across the NPC to the cytoplasm. Despite extensive study on the HIV life cycle and the many drugs developed to target this cycle, no current drugs have been successful in targeting the critical process of viral nuclear export, even though HIV’s reliance on a single host protein, CRM1, to export its unspliced and partially spliced RNAmore » transcripts makes it a tempting target. Due to recent findings implicating a DEAD-box helicase, DDX3, in HIV replication and a member of the export complex, it has become an appealing target for anti-HIV drug inhibition. In the present research, we have applied a hybrid computational protocol to analyze protein-protein interactions in the HIV mRNA export cycle. This method is based on molecular docking followed by molecular dynamics simulation and accompanied by approximate free energy calculation (MM/GBSA), computational alanine scanning, clustering, and evolutionary analysis. We highlight here some of the most likely binding modes and interfacial residues between DDX3 and CRM1 both in the absence and presence of RanGTP. This work shows that although DDX3 can bind to free CRM1, addition of RanGTP leads to more concentrated distribution of binding modes and stronger binding between CRM1 and RanGTP.« less

    We present the first fully relativistic long-term numerical evolutions of three equal-mass black holes in a system consisting of a third black hole in a close orbit about a black-hole binary. These close-three-black-hole systems have very different merger dynamics from black-hole binaries; displaying complex trajectories, a redistribution of energy that can impart substantial kicks to one of the holes, distinctive waveforms, and suppression of the emitted gravitational radiation. In one configuration the binary is quickly disrupted and the individual holes follow complicated trajectories and merge with the third hole in rapid succession, while in another, the binary completes a half-orbit before the initial merger of one of the members with the third black hole, and the resulting two-black-hole system forms a highly elliptical, well separated binary that shows no significant inspiral for (at least) the first t{approx}1000M of evolution.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s (DOE) Idaho National Laboratory (INL), is the lead laboratory for U.S. Department of Energy’s Advanced Vehicle Testing Activity (AVTA). INL’s conduct of the AVTA resulted in a significant base of knowledge and experience in the area of testing light-duty vehicles that reduced transportation-related petroleum consumption. Due to this experience, INL was tasked by DOE to develop agreements with companies that were the recipients of The American Recovery and Reinvestment Act of 2009 (ARRA) grants, that would allow INL to collect raw data from light-duty vehicles and charging infrastructure. INL developed non-disclosure agreements (NDAs) with several companies and their partners that resulted in INL being able to receive raw data via server-to-server connections from the partner companies. This raw data allowed INL to independently conduct data quality checks, perform analysis, and report publicly to DOE, partners, and stakeholders, how drivers used both new vehicle technologies and the deployed charging infrastructure. The ultimate goal was not the deployment of vehicles and charging infrastructure, cut rather to create real-world laboratories of vehicles, charging infrastructure and drivers that would aid in the design of future electric drive transportation systems. The five projects that INL collected data from and their partners are: • ChargePoint America - Plug-in Electric Vehicle Charging Infrastructure Demonstration • Chrysler Ram PHEV Pickup - Vehicle Demonstration • General Motors Chevrolet Volt - Vehicle Demonstration • The EV Project - Plug-in Electric Vehicle Charging Infrastructure Demonstration • EPRI / Via Motors PHEVs – Vehicle Demonstration The document serves to benchmark the performance science involved the execution, analysis and reporting for the five above projects that provided lessons learned based on driver’s use of the vehicles and recharging decisions made. Data is reported for the use of more than 25,000 vehicles and charging units.

    I will describe the behavior of a variety of condensed matter systems in the vicinity of zero temperature quantum phase transitions. There is a remarkable analogy between the hydrodynamics of such systems and the quantum theory of black holes. I will show how insights from this analogy have shed light on recent experiments on the cuprate high temperature superconductors. Studies of new materials and trapped ultracold atoms are yielding new quantum phases, with novel forms of quantum entanglement. Some materials are of technological importance: e.g. high temperature superconductors. Exact solutions via black hole mapping have yielded first exact results for transport coefficients in interacting many-body systems, and were valuable in determining general structure of hydrodynamics. Theory of VBS order and Nernst effect in cuprates. Tabletop 'laboratories for the entire universe': quantum mechanics of black holes, quark-gluon plasma, neutrons stars, and big-bang physics.

    Coupling impedances of a single small hole in vacuum-chamber walls have been calculated at low frequencies. To generalize these results for higher frequencies and/or larger holes one needs to solve coupled integral equations for the effective currents. These equations are solved for two specific hole shapes. The effects of many holes at high frequencies where the impedances are not additive are studied using a perturbation-theory method. The periodic versus random distributions of the pumping holes in the Superconducting Super Collider liner are compared.

    In an earlier paper "Complexity Equals Action" we conjectured that the quantum computational complexity of a holographic state is given by the classical action of a region in the bulk (the `Wheeler-DeWitt' patch). We provide calculations for the results quoted in that paper, explain how it fits into a broader (tensor) network of ideas, and elaborate on the hypothesis that black holes are the fastest computers in nature.

    Black hole mimickers are possible alternatives to black holes; they would look observationally almost like black holes but would have no horizon. The properties in the near-horizon region where gravity is strong can be quite different for both types of objects, but at infinity it could be difficult to discern black holes from their mimickers. To disentangle this possible confusion, we examine the near-horizon properties, and their connection with far away asymptotic properties, of some candidates to black mimickers. We study spherically symmetric uncharged or charged but nonextremal objects, as well as spherically symmetric charged extremal objects. Within the uncharged or charged but nonextremal black hole mimickers, we study nonextremal {epsilon}-wormholes on the threshold of the formation of an event horizon, of which a subclass are called black foils, and gravastars. Within the charged extremal black hole mimickers we study extremal {epsilon}-wormholes on the threshold of the formation of an event horizon, quasi-black holes, and wormholes on the basis of quasi-black holes from Bonnor stars. We elucidate whether or not the objects belonging to these two classes remain regular in the near-horizon limit. The requirement of full regularity, i.e., finite curvature and absence of naked behavior, up to an arbitrary neighborhood of the gravitational radius of the object enables one to rule out potential mimickers in most of the cases. A list ranking the best black hole mimickers up to the worst, both nonextremal and extremal, is as follows: wormholes on the basis of extremal black holes or on the basis of quasi-black holes, quasi-black holes, wormholes on the basis of nonextremal black holes (black foils), and gravastars. Since in observational astrophysics it is difficult to find extremal configurations (the best mimickers in the ranking), whereas nonextremal configurations are really bad mimickers, the task of distinguishing black holes from their mimickers seems to be less difficult than one could think of it.

    A wet chemical process for etching submicron patterned holes in thin metal layers using electrochemical etching with the aid of a wetting agent. In this process, the processed wafer to be etched is immersed in a wetting agent, such as methanol, for a few seconds prior to inserting the processed wafer into an electrochemical etching setup, with the wafer maintained horizontal during transfer to maintain a film of methanol covering the patterned areas. The electrochemical etching setup includes a tube which seals the edges of the wafer preventing loss of the methanol. An electrolyte composed of 4:1 water: sulfuric is poured into the tube and the electrolyte replaces the wetting agent in the patterned holes. A working electrode is attached to a metal layer of the wafer, with reference and counter electrodes inserted in the electrolyte with all electrodes connected to a potentiostat. A single pulse on the counter electrode, such as a 100 ms pulse at +10.2 volts, is used to excite the electrochemical circuit and perform the etch. The process produces uniform etching of the patterned holes in the metal layers, such as chromium and molybdenum of the wafer without adversely effecting the patterned mask.

We analyze the properties of these types of solutions and determine their domains of existence.     The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following document describes the context of the EV Project, which partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

    Geothermal research study at Sandia National Laboratories has conducted a program in slimhole drilling research since 1992. Although our original interest focused on slim holes as an exploration method, it has also become apparent that they have substantial potential for driving small-scale, off-grid power plants. This paper summarizes Sandia's slim-hole research program, describes technology used in a ''typical'' slimhole drilling project, presents an evaluation of using slim holes for small power plants, and lists some of the research topics that deserve further investigation.

    The production of mini black holes due to large extra dimensions is a speculative but possible scenario. We survey estimates for di-jet suppression, and multi-mono-jet emission due to black hole production. We further look for a possible sub-scenario which is the formation of a stable or meta-stable black hole remnant (BHR). We show that the beauty of such objects is, that they are relatively easy to observe, even in the early phase of LHC running.

    A bottom hole well pump is disclosed comprising a pump housing supported by a control cable for raising and lowering the housing within tubing in a well, a linear motor within the housing causing reciprocation of a plunger extending into a pumping chamber formed by the housing with inlet and outlet check valves for controlling flow of oil or other liquid into the pumping chamber and from the pumping chamber into the tubing above the pump housing. In one embodiment, belleville-type springs are employed for storing energy as the plunger approaches its opposite limits of travel in order to initiate movement of the plunger in the opposite direction. In this embodiment, a single pumping chamber is formed above the linear motor with a single-valve block arranged above the pumping chamber and including inlet check valve means for controlling liquid flow into the pumping chamber and outlet check valve means for controlling liquid flow from the pumping chamber into the tubing interior above the pump housing. In another embodiment, pumping chambers are formed above and below the linear motor with a tubular plunger extending into both pumping chambers, in order to achieve pumping during both directions of travel of the plunger.

  17. Spectral line broadening in magnetized black holes

    We consider weakly magnetized non-rotating black holes. In the presence of a regular magnetic field the motion of charged particles in the vicinity of a black hole is modified. As a result, the position of the innermost stable circular orbit (ISCO) becomes closer to the horizon. When the Lorentz force is repulsive (directed from the black hole) the ISCO radius can reach the gravitational radius. In the process of accretion charged particles (ions) of the accreting matter can be accumulated near their ISCO, while neutral particles fall down to the black hole after they reach 6M radius. The sharp spectral line Fe α, emitted by iron ions at such orbits, is broadened when the emission is registered by a distant observer. In this paper we study this broadening effect and discuss how one can extract information concerning the strength of the magnetic field from the observed spectrum.

A mobile housing has an opening large enough to encircle the access hole and has a shielding door, with a door opening and closing mechanism, for uncovering and covering the opening. The housing contains a shaft which has an apparatus for rotating the shaft and a device for independently translating the shaft from the housing through the opening and access hole into the hot cell chamber. A properly sized cylindrical pig containing wire brushes and cloth or other disks, with an arrangement for releasably attaching it to the end of the shaft, circumferentially cleans the access hole wall of radioactive contamination and thereafter detaches from the shaft to fall into the hot cell chamber.

    A longstanding question in stellar evolution is which massive stars produce black holes (BHs) rather than neutron stars (NSs) upon death. It has been common practice to assume that a given zero-age main sequence (ZAMS) mass star (and perhaps a given metallicity) simply produces either an NS or a BH, but this fails to account for a myriad of other variables that may effect this outcome, such as spin, binarity, or even stochastic differences in the stellar structure near core collapse. We argue that instead a probabilistic description of NS versus BH formation may be better suited to account for the current uncertainties in understanding how massive stars die. We present an initial exploration of the probability that a star will make a BH as a function of its ZAMS mass, P {sub BH}(M {sub ZAMS}). Although we find that it is difficult to derive a unique P {sub BH}(M {sub ZAMS}) using current measurements of both the BH mass distribution and the degree of chemical enrichment by massive stars, we demonstrate how P {sub BH}(M {sub ZAMS}) changes with these various observational and theoretical uncertainties. We anticipate that future studies of Galactic BHs and theoretical studies of core collapse will refine P {sub BH}(M {sub ZAMS}) and argue that this framework is an important new step toward better understanding BH formation. A probabilistic description of BH formation will be useful as input for future population synthesis studies that are interested in the formation of X-ray binaries, the nature and event rate of gravitational wave sources, and answering questions about chemical enrichment.

    We suggest a new picture of supermassive black hole (SMBH) growth in galaxy centers. Momentum-driven feedback from an accreting hole gives significant orbital energy, but little angular momentum to the surrounding gas. Once central accretion drops, the feedback weakens and swept-up gas falls back toward the SMBH on near-parabolic orbits. These intersect near the black hole with partially opposed specific angular momenta, causing further infall and ultimately the formation of a small-scale accretion disk. The feeding rates into the disk typically exceed Eddington by factors of a few, growing the hole on the Salpeter timescale and stimulating further feedback. Natural consequences of this picture include (1) the formation and maintenance of a roughly toroidal distribution of obscuring matter near the hole; (2) random orientations of successive accretion disk episodes; (3) the possibility of rapid SMBH growth; (4) tidal disruption of stars and close binaries formed from infalling gas, resulting in visible flares and ejection of hypervelocity stars; (5) super-solar abundances of the matter accreting on to the SMBH; and (6) a lower central dark-matter density, and hence annihilation signal, than adiabatic SMBH growth implies. We also suggest a simple subgrid recipe for implementing this process in numerical simulations.

  3. Rotating black hole thermodynamics with a particle probe

    The thermodynamics of Myers-Perry black holes in general dimensions are studied using a particle probe. When undergoing particle absorption, the changes of the entropy and irreducible mass are shown to be dependent on the particle radial momentum. The black hole thermodynamic behaviors are dependent on dimensionality for specific rotations. For a 4-dimensional Kerr black hole, its black hole properties are maintained for any particle absorption. 5-dimensional black holes can avoid a naked ring singularity by absorbing a particle in specific momenta ranges. Black holes over 6 dimensions become ultraspinning black holes through a specific form of particle absorption. The microscopical changes are interpreted in limited cases of Myers-Perry black holes using Kerr/CFT correspondence. We systematically describe the black hole properties changed by particle absorption in all dimensions.

  4. Semiclassical S-matrix for black holes

    In this study, we propose a semiclassical method to calculate S-matrix elements for two-stage gravitational transitions involving matter collapse into a black hole and evaporation of the latter. The method consistently incorporates back-reaction of the collapsing and emitted quanta on the metric. We illustrate the method in several toy models describing spherical self-gravitating shells in asymptotically flat and AdS space-times. We find that electrically neutral shells reflect via the above collapse-evaporation process with probability exp(–B), where B is the Bekenstein-Hawking entropy of the intermediate black hole. This is consistent with interpretation of exp(B) as the number of black hole states.more » The same expression for the probability is obtained in the case of charged shells if one takes into account instability of the Cauchy horizon of the intermediate Reissner-Nordström black hole. As a result, our semiclassical method opens a new systematic approach to the gravitational S-matrix in the non-perturbative regime.« less

    A theory describing the optical orientation and Hanle effect for holes in quantum wells or quantum dots based on cubic semiconductors is developed. It is demonstrated that the presence of internal or external strain in quantum-confinement heterostructures leads to the dependence of the Hanle effect on the orientation of the magnetic field with respect to the heterostructure growth axis.

  6. Remote down-hole well telemetry

    The present invention includes an apparatus and method for telemetry communication with oil-well monitoring and recording instruments located in the vicinity of the bottom of gas or oil recovery pipes. Such instruments are currently monitored using electrical cabling that is inserted into the pipes; cabling has a short life in this environment, and requires periodic replacement with the concomitant, costly shutdown of the well. Modulated reflectance, a wireless communication method that does not require signal transmission power from the telemetry package will provide a long-lived and reliable way to monitor down-hole conditions. Normal wireless technology is not practical since batteries and capacitors have to frequently be replaced or recharged, again with the well being removed from service. RF energy generated above ground can also be received, converted and stored down-hole without the use of wires, for actuating down-hole valves, as one example. Although modulated reflectance reduces or eliminates the loss of energy at the sensor package because energy is not consumed, during the transmission process, additional stored extra energy down-hole is needed.

    Low temperature absorption and hole burning spectroscopies were applied to the D1-D2-cyt b{sub 559} and the CP47 and CP43 antenna protein complexes of Photosystem H from higher plants. Low temperature transient and persistent hole-burning data and theoretical calculations on the kinetics and temperature dependence of the P680 hole profile are presented and provide convincing support for the linker model. Implicit in the linker model is that the 684-nm-absorbing Chl a serve to shuttle energy from the proximal antenna complex to reaction center. The stoichiometry of isolated Photosystem H Reaction Center (PSII RC) in several different preparations is also discussed. The additional Chl a are due to 684-nm-absorbing Chl a, some contamination by the CP47 complex, and non-native Chl a absorbing near 670 nm. In the CP47 protein complex, attention is focused on the lower energy chlorophyll a Q{sub y}-states. High pressure hole-burning studies of PSII RC revealed for the first time a strong pressure effect on the primary electron transfer dynamics. The 4.2 K lifetime of P680*, the primary donor state, increases from 2.0 ps to 7.0 ps as pressure increases from 0.1 to 267 MPa. Importantly, this effect is irreversible (plastic) while the pressure induced effect on the low temperature absorption and non-line narrowed P680 hole spectra are reversible (elastic). Nonadiabatic rate expressions, which take into account the distribution of energy gap values, are used to estimate the linear pressure shift of the acceptor state energy for both the superexchange and two-step mechanisms for primary charge separation. It was found that the pressure dependence could be explained with a linear pressure shift of {approximately} 1 cm{sup -1}/MPa in magnitude for the acceptor state. The results point to the marriage of hole burning and high pressures as having considerable potential for the study of primary transport dynamics in reaction centers and antenna complexes.

    We propose a new approach, based on the puncture method, to construct black hole initial data in the so-called trumpet geometry, i.e. on slices that asymptote to a limiting surface of nonzero areal radius. Our approach is easy to implement numerically and, at least for nonspinning black holes, does not require any internal boundary conditions. We present numerical results, obtained with a uniform-grid finite-difference code, for boosted black holes and binary black holes. We also comment on generalizations of this method for spinning black holes.

  16. Quasi-black holes: Definition and general properties

    Objects that are on the verge of being extremal black holes but actually are distinct in many ways are called quasi-black holes. Quasi-black holes are defined here and treated in a unified way by displaying their properties. Their main properties are as follows: (i) there are infinite redshift whole regions (ii) the spacetimes exhibit degenerate, almost singular, features but their curvature invariants remain perfectly regular everywhere (iii) in the limit under discussion, outer and inner regions become mutually impenetrable and disjoint, although, in contrast to the usual black holes, this separation is of a dynamical nature, rather than purely causal, and (iv) for external faraway observers the spacetime is virtually indistinguishable from that of extremal black holes. In addition, we show that quasi-black holes must be extremal. Connections with black hole and wormhole physics are also drawn.

  17. Phenomenological loop quantum geometry of the Schwarzschild black hole

    The interior of a Schwarzschild black hole is investigated at the level of phenomenological dynamics with the discreteness corrections of loop quantum geometry implemented in two different improved quantization schemes. In one scheme, the classical black hole singularity is resolved by the quantum bounce, which bridges the black hole interior with a white hole interior. In the other scheme, the classical singularity is resolved and the event horizon is also diffused by the quantum bounce. Jumping over the quantum bounce, the black hole gives birth to a baby black hole with a much smaller mass. This lineage continues as each classical black hole brings forth its own descendant in the consecutive classical cycle, giving the whole extended spacetime fractal structure, until the solution eventually descends into the deep Planck regime, signaling a breakdown of the semiclassical description. The issues of scaling symmetry and no-hair theorem are also discussed.

    One of the Department of Energy`s (DOE) Strategies and Objectives in the Natural Gas Program is to conduct activities to transfer technology from R&D programs to potential users. The Slant Hole Completion Test has achieved exactly this objective. The Slant Hole site is essentially the same as the Multiwell site and is located in the southeastern portion of the Piceance Basin near Rifle, Colorado. The Piceance Basin is typical of the Western low permeability basins that contain thick sequences of sands, silts and coals deposited during the Cretaceous period. These sequences contain vast amounts of natural gas but have proven to be resistant to commercial production because of the low permeability of the host rocks. Using the knowledge gained from the DOE`s earlier Multiwell experiment, the SHCT-1 was drilled to demonstrate that by intersecting the natural fractures found in these ``tight rocks,`` commercial gas production can be obtained.

    Chameleon, environmentally dependent dilaton, and symmetron gravity are three models of modified gravity in which the effects of the additional scalar degree of freedom are screened in dense environments. They have been extensively studied in laboratory, cosmological, and astrophysical contexts. In this paper, we present a preliminary investigation into whether additional constraints can be provided by studying these scalar fields around black holes. By looking at the properties of a static, spherically symmetric black hole, we find that the presence of a non-uniform matter distribution induces a non-constant scalar profile in chameleon and dilaton, but not necessarily symmetron gravity. An order of magnitude estimate shows that the effects of these profiles on in-falling test particles will be sub-leading compared to gravitational waves and hence observationally challenging to detect.

    A method and apparatus for use in assessing down-hole drilling conditions are disclosed. The apparatus includes a drill string, a plurality of sensors, a computing device, and a down-hole network. The sensors are distributed along the length of the drill string and are capable of sensing localized down-hole conditions while drilling. The computing device is coupled to at least one sensor of the plurality of sensors. The data is transmitted from the sensors to the computing device over the down-hole network. The computing device analyzes data output by the sensors and representative of the sensed localized conditions to assess the down-hole drilling conditions.     A down hole periodic seismic generator system is disclosed for transmitting variable frequency, predominantly shear-wave vibration into earth strata surrounding a borehole. The system comprises a unitary housing operably connected to a well head by support and electrical cabling and contains clamping apparatus for selectively clamping the housing to the walls of the borehole. The system further comprises a variable speed pneumatic oscillator and a self-contained pneumatic reservoir for producing a frequency-swept seismic output over a discrete frequency range.

    A previous technical note suggests that cold fusion is a small-scale simulation of events that occur in cold stars far-away in the universe. Therefore, it is expected that tiny black holes might be produced during cold fusion. In this paper, a search for tiny black holes whose traces might have been recorded on nuclear emulsions is described. Several traces suggesting the production and evaporation of tiny black holes have been successfully observed.
