    This report documents the results of the testing performed per POTP-001, for the Cross-Site Transfer Water Flush System. (HNF-1552, Rev. 0) The Flush System consists of a 47,000 gallon tank (302C), a 20 hp pump, two 498kW heaters, a caustic addition pump, various valves, instruments, and piping. The purpose of this system is to provide flush water at 140 F, 140gpm, and pH 11-12 for the Cross-Site Transfer System operation.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

    Coronal holes are the darkest and least active regions of the Sun, as observed both on the solar disk and above the solar limb. Coronal holes are associated with rapidly expanding open magnetic fields and the acceleration of the high-speed solar wind. This paper reviews measurements of the plasma properties in coronal holes and how these measurements are used to reveal details about the physical processes that heat the solar corona and accelerate the solar wind. It is still unknown to what extent the solar wind is fed by flux tubes that remain open (and are energized by footpoint-driven wave-like fluctuations), and to what extent much of the mass and energy is input intermittently from closed loops into the open-field regions. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility.     Now that some state regulatory agencies are reviewing Title V permit applications and issuing permits, evaluation of the process can be made in comparison with the original goals of the Title V permitting program. In addition, assessment of the terms and conditions that are being incorporated into permits, the nature of draft permits that are issued to facilities for comment, and the extent and type of negotiation that have been conducted with agencies to develop successful Title V permits, will be helpful for facilities that are currently undergoing application review. In working with a Fortune 500 surface coating company, fourteen Title V permit applications were developed and submitted for plants located in Maryland, Pennsylvania, Ohio, New Jersey, Illinois, Georgia, West Virginia, Wisconsin, Indiana and southern California. Draft permits have been issued for several of the plants, and differences in the terms and conditions, testing requirements, and permit format and structure have been noted between states. One of the issued permits required modification, and the process was one of the first for this state agency.

    Titles IV and V of the Clean Air Act Amendments of 1990 (Act or CAA) created two new stationary source permitting programs, one specific to acid rain (Title IV), and a second for operating permits in general (Title V). The Phase 2 portion of the acid rain program was designed to be implemented through the Title V operating permit program, thereby subjecting all Phase 2 acid rain sources to the requirements of Title V. Permits issued pursuant to Phase 2 of the acid rain program will be viewed as a self-contained portion of the Title V operating permit and will be governed by regulations promulgated under both Title IV and Title V. The requirements imposed by Title IV may not always be consistent with the broader operating permit program requirements of Title V, and when inconsistency occurs, the acid rain requirements will take precedence. This nonalignment will perhaps be most apparent during two stages of initial permitting: (1) the transition period following Title V program approval when permit application, issuance, and effective dates differ between the two programs, and (2) at the point when acid rain permits must be reopened to incorporate Phase 2 NO{sub x} requirements. This paper explores strategies for streamlining implementation of the two programs with particular focus on these two coordination issues.

    A distorted black hole radiates gravitational waves in order to settle down in one of the geometries permitted by the no-hair theorem. During that relaxation phase, a characteristic damped ringing is generated. It can be theoretically constructed from the black hole quasinormal frequencies (which govern its oscillating behavior and its decay) and from the associated excitation factors (which determine intrinsically its amplitude) by carefully taking into account the source of the distortion. Here, by considering the Schwarzschild black hole in the framework of massive gravity, we show that the excitation factors have an unexpected strong resonant behavior leading to giant ringings which are, moreover, slowly decaying. Such extraordinary black hole ringings could be observed by the next generations of gravitational wave detectors and allow us to test the various massive gravity theories or their absence could be used to impose strong constraints on the graviton mass.

    Noncommutative geometry may be a starting point to a quantum gravity. We study the influence of the spacetime noncommutative parameter on the strong field gravitational lensing in the noncommutative Schwarzschild black-hole spacetime and obtain the angular position and magnification of the relativistic images. Supposing that the gravitational field of the supermassive central object of the galaxy can be described by this metric, we estimate the numerical values of the coefficients and observables for strong gravitational lensing. In comparison to the Reissner-Norstroem black hole, we find that the influences of the spacetime noncommutative parameter is similar to those of the charge, but these influences are much smaller. This may offer a way to distinguish a noncommutative black hole from a Reissner-Norstroem black hole, and may permit us to probe the spacetime noncommutative constant {theta} by the astronomical instruments in the future.

    Solutions to Einstein's field equations describing rotating fluid bodies in equilibrium permit parametric (i.e. quasi-stationary) transitions to the extreme Kerr solution (outside the horizon). This has been shown analytically for discs of dust and numerically for ring solutions with various equations of state. From the exterior point of view, this transition can be interpreted as a (quasi) black hole limit. All gravitational multipole moments assume precisely the values of an extremal Kerr black hole in the limit. In the present paper, the way in which the black hole limit is approached is investigated in more detail by means of a parametric Taylor series expansion of the exact solution describing a rigidly rotating disc of dust. Combined with numerical calculations for ring solutions our results indicate an interesting universal behaviour of the multipole moments near the black hole limit.

    Under Title V of the 1990 Clean Air Act Amendments (CAAA), thousands of industrial and government facilities are required to apply for a comprehensive operating permit that addresses all the emission sources at a site and the CAA regulations that apply to them. The new permitting requirements apply to major sources only--although there are several definitions of a major source under the Amended Act. Because Title V applicability is based on potential to emit (PTE) rather than actual emissions, even small and medium sources may initially be subject to this program. Unlike other regulations, Title V puts the burden of demonstrating continuous compliance on source owners and operators. Careful attention to detail is necessary during the application process because the Title V permit is inherently an enforcement fool for the EPA and the general public. Noncompliance can lead to citizen suits and fines up to $25,000 per day. Therefore, it is critical to negotiate an operating permit that does not adversely impact current operations yet provides flexibility for future modifications. Each state and local agency has its own application forms and regulatory interpretations. Areas of complexity include the classification of emission units, the approach for the PTE calculation, the separation of federal and state-enforceable requirements, and the relationship between Title V and other CAAA titles. This article summarizes some lessons learned based upon experiences in various states. (It does not attempt to resolve program uncertainties among jurisdictions.) The practical strategies presented can be used for developing (or modifying) Title V applications as well as during permit negotiations.

    The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site. The inventory has been entered into a database so that the sources and emission points can be tracked and updated information readily can be retrieved. The Hanford Site Air Operating Permit Application contains information current as of April 19, 1995.

    Environmental issues, regulatory processes and approvals important in obtaining a permit to construct and/or operate a waste-to-energy (WTE) facility are identified and discussed. Environmental issues include: (1) air emission levels, their control and potential impacts, (2) ash leachability, treatment, and disposal, (3) potential health risks from emissions, and (4) other issues such as need/benefit and public perception of WTE. Laws, regulations and approvals that can affect project development are identified and listed, and potential regulatory trends are discussed. A general permit acquisition plan is also presented. An analysis of environmental and regulatory data obtained from the literature, regulatory agencies, and specific projects is presented. California and Massachusetts, both with regulations generally more stringent than federal regulations and considered environmentally conservative, were selected for detailed state regulatory review. Two project case histories (Commerce Refuse-to-Energy (RTE) Project in California and SEMASS WTE Project in Massachusetts) were selected to illustrate: (1) how regulations are actually applied to a project, (2) project-specific permit and operating conditions, and (3) project-specific environmental issues. Modern WTE plots employ state-of-the-art air emission control technologies and strategies to reduce air emission is to levels below regulatory requirements and to reduce estimated health risks to within EPA's acceptable risk range. WTE ash leachate can exhibit hazardous waste characteristics, primarily lead and cadmium. However, modern landfills utilize liners and leachate collection systems to prevent infiltration of leachate into the groundwater supply. Modern WTE plants employ dry systems and have zero process wastewater discharge.

    In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states). Finally, the report discusses how SSEB's Permitting Leadership in the United States (PLUS) program can provide the foundation for elements of NETL's technical assistance program that are delivered to regulators and other decision- makers in host-states. As a regional compact commission, SSEB provides important direct linkages to regulators and stakeholders who need technical assistance to evaluate DOE's cleanup plans. In addition, the PLUS program has facilitated the involvement of key regulators from host-states beyond the Southern region.

    We construct novel static, asymptotically $AdS_5$ black hole solutions with Bianchi VII$_0$ symmetry that are holographically dual to superconducting phases in four spacetime dimensions with a helical p-wave order. We calculate the precise temperature dependence of the pitch of the helical order. At zero temperature the black holes have vanishing entropy and approach domain wall solutions that reveal homogenous, non-isotropic dual ground states with emergent scaling symmetry.

    The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

    In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results.     During the summer of 1990, a slant hole test well, funded by the US Department of Energy, was drilled to 9,466 ft to evaluate the effectiveness of directional drilling in the tight, naturally fractured gas sands and coals of the Mesaverde Group. The surface location of the SHCT No. 1 is 700 ft south of the DOE Multiwell Experiment (MWX) site in Section 34, T6S, R94W, Garfield County, Colorado, approximately 7.5 miles west of Rifle. Mechanical problems following cementing of a production liner resulted in loss of the completion interval, and operations were suspended. In early 1991, DOE decided to sidetrack the hole to permit production testing of the lost interval. The sidetrack was designed to parallel the original wellbore, but to be drilled 1,000 ft to the east to minimize the chances of encountering formation damage from the original hole. The sidetrack, like the original hole, was to intersect the paludal lenticular sands and coals at 60{degrees} and to penetrate the underlying Cozzette sand horizonally. The sidetrack was spudded May 12, 1991. After re-entering the well in late 1991, early production testing of the Cozzette showed that the 300 ft of in-pay horizontal hole can produce at rate 5 to 10 times higher than vertical wells in the same area.     This is an introduction to models of accretion discs around black holes. After a presentation of the non-relativistic equations describing the structure and evolution of geometrically thin accretion discs we discuss their steady-state solutions and compare them to observation. Next we describe in detail the thermal-viscous disc instability model and its application to dwarf novae for which it was designed and its X-ray irradiated-disc version which explains the soft X--ray transients, i.e. outbursting black-hole low-mass X-ray binaries. We then turn to the role of advection in accretion flow onto black holes illustrating its action and importance with a toy model describing both ADAFs and slim discs. We conclude with a presentation of the general-relativistic formalism describing accretion discs in the Kerr space-time.

    For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

    In this paper we study noncommutative black holes. We use a diffeomorphism between the Schwarzschild black hole and the Kantowski-Sachs cosmological model, which is generalized to noncommutative minisuperspace. Through the use of the Feynman-Hibbs procedure we are able to study the thermodynamics of the black hole, in particular, we calculate the Hawking's temperature and entropy for the noncommutative Schwarzschild black hole.

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

    Major sources as defined in Title V of the Clean Air Act Amendments of 1990 that are required to submit an operating permit application will need to: Evaluate their compliance status; Determine a strategic method of presenting the general and specific conditions of their Model Operating Permit (MOP); Maintain compliance with air quality regulations. A MOP is prepared to assist permitting agencies and affected facilities in the development of operating permits for a specific source category. This paper includes a brief discussion of example permit conditions that may be applicable to various types of Title V sources. A MOP for a generic natural gas processing plant is provided as an example. The MOP should include a general description of the production process and identify emission sources. The two primary elements that comprise a MOP are: Provisions of all existing state and/or local air permits; Identification of general and specific conditions for the Title V permit. The general provisions will include overall compliance with all Clean Air Act Titles. The specific provisions include monitoring, record keeping, and reporting. Although Title V MOPs are prepared on a case-by-case basis, this paper will provide a general guideline of the requirements for preparation of a MOP. Regulatory agencies have indicated that a MOP included in the Title V application will assist in preparation of the final permit provisions, minimize delays in securing a permit, and provide support during the public notification process.

    In this paper we follow a new approach for particle creation by a localized strong gravitational field. The approach is based on a definition of the physical vacuum drawn from Heisenberg uncertainty principle. Using the fact that the gravitational field red-shifts the frequency modes of the vacuum, a condition on the minimum stregth of the gravitational field required to achieve real particle creation is derived. Application of this requirement on a Schwartzchid black hole resulted in deducing an upper limit on the region, outside the event horizon, where real particles can be created. Using this regional upper limit, and considering particle creation by black holes as a consequence of the Casimir effect, with the assumption that the created quanta are to be added to the initial energy, we deduce a natural power law for the development of the event horizon, and consequently a logarithmic law for the area spectrum of an inflating black hole. Application of the results on a cosmological model shows that if we start with a Planck-dimensional black hole, then through the process of particle creation we end up with a universe having the presently estimated critical density. Such a universe will be in a state of eternal inflation.

    We present a model for high-energy emission sources generated by a standing magnetohydrodynamical (MHD) shock in a black hole magnetosphere. The black hole magnetosphere would be constructed around a black hole with an accretion disk, where a global magnetic field could be originated by currents in the accretion disk and its corona. Such a black hole magnetosphere may be considered as a model for the central engine of active galactic nuclei, some compact X-ray sources, and gamma-ray bursts. The energy sources of the emission from the magnetosphere are the gravitational and electromagnetic energies of magnetized accreting matters and the rotational energy of a rotating black hole. When the MHD shock generates in MHD accretion flows onto the black hole, the plasma's kinetic energy and the black hole's rotational energy can convert to radiative energy. In this Letter, we demonstrate the huge energy output at the shock front by showing negative energy postshock accreting MHD flows for a rapidly rotating black hole. This means that the extracted energy from the black hole can convert to the radiative energy at the MHD shock front. When an axisymmetric shock front is formed, we expect a ring-shaped region with very hot plasma near the black hole; this would look like an 'aurora'. The high-energy radiation generated from there would carry to us the information for the curved spacetime due to the strong gravity.

    It is well known that celestial bodies tend to be spherical due to gravity and that rotation produces deviations from this sphericity. We discuss what is known and expected about the shape of black holes' horizons from their formation to their final, stationary state. We present some recent results showing that black hole rotation indeed manifests in the widening of their central regions, limits their global shapes and enforces their whole geometry to be close to the extreme Kerr horizon geometry at almost maximal rotation speed. The results depend only on the horizon area and angular momentum. In particular they are entirely independent of the surrounding geometry of the spacetime and of the presence of matter satisfying the strong energy condition. We also discuss the the relation of this result with the Hoop conjecture.

    Power generation from combustion turbines continues to be a significant new energy source. These power projects may be either simple-cycle peaking units or combined-cycle applications in which exhaust heat is recovered to generate steam for export (cogeneration facility) and power generation (steam turbine generator). While combustion turbines represent one of the cleanest forms of power generation, regulatory agencies have identified them as significant sources of air pollution. Both new sources and existing combustion turbine installations are receiving increasing attention at federal, state, and local levels. Before construction can begin on a new combustion turbine facility, an air permit authorizing construction must first be obtained. The air permitting process is generally the ``critical path`` permit, often taking in excess of two years to receive the final approval. The Clean Air Act Amendments of 1990 also impact existing units due to the non-attainment provisions of the Act and the Title 5 nationwide operating permit program. Careful consideration of combustion turbine operational characteristics and air pollutant emissions will expedite air permitting. This paper addresses specific issues related to combustion turbine emissions and the air permitting process. Guidelines for addressing many considerations are provided in order to secure an air permit that allows maximum flexibility in plant operation.

    We review the black hole solutions of the ghost-free massive gravity theory and its bimetric extension and outline the main results on the stability of these solutions against small perturbations. Massive (bi)-gravity accommodates exact black hole solutions, analogous to those of General Relativity. In addition to these solutions, hairy black holes -- solutions with no correspondent in General Relativity -- have been found numerically, whose existence is a natural consequence of the absence of the Birkhoff's theorem in these theories. The existence of extra propagating degrees of freedom, makes the stability properties of these black holes richer and more complex than those of General Relativity. In particular, the bi-Schwarzschild black hole exhibits an unstable spherically symmetric mode, while the bi-Kerr geometry is also generically unstable, both against the spherical mode and against superradiant instabilities.     According to the standard view classically black holes carry no hair, whereas quantum hair is at best exponentially weak. We show that suppression of hair is an artifact of the semi-classical treatment and that in the quantum picture hair appears as an inverse mass-square effect. Such hair is predicted in the microscopic quantum description in which a black hole represents a self-sustained leaky Bose-condensate of N soft gravitons. In this picture the Hawking radiation is the quantum depletion of the condensate. Within this picture we show that quantum black hole physics is fully compatible with continuous global symmetries and that global hair appears with the strength B/N, where B is the global charge swallowed by the black hole. For large charge this hair has dramatic effect on black hole dynamics. Our findings can have interesting astrophysical consequences, such as existence of black holes with large detectable baryonic and leptonic numbers.

    Astronomers have discovered two populations of black holes: (i) stellar-mass black holes with masses in the range 5 to 30 solar masses, millions of which are present in each galaxy in the universe, and (ii) supermassive black holes with masses in the range 10^6 to 10^{10} solar masses, one each in the nucleus of every galaxy. There is strong circumstantial evidence that all these objects are true black holes with event horizons. The measured masses of supermassive black hole are strongly correlated with properties of their host galaxies, suggesting that these black holes, although extremely small in size, have a strong influence on the formation and evolution of entire galaxies. Spin parameters have recently been measured for a handful of black holes. Based on the data, there is an indication that the kinetic power of at least one class of relativistic jet ejected from accreting black holes may be correlated with black hole spin. If verified, it would suggest that these jets are powered by a generalized Penrose process mediated by magnetic fields.

    Pursuant to the passage of the Clean Air Act Amendments of 1990, the US Environmental Protection Agency has promulgated what are known as Title V permitting requirements for major sources of air pollutants, including pipeline operations. In contrast to most existing air permitting programs, the new Title V regulations will require periodic certification of compliance with applicable air regulations. In the same way that water dischargers report their own discharge violations to regulatory agencies pursuant to the NPDES permitting system, Title V permittees must implement an acceptable monitoring program and similarly report violations of permit conditions or applicable air regulations. Only those facilities whose potential emissions are less than or can be controlled to be less than certain regulatory limits will be exempt from standard Title V permitting. If a facility`s throughput or the concentration levels of certain volatile toxic levels in a particular crude or natural gas were to exceed corresponding regulatory limits, then the facility could be in violation. If an operator were to expand a field, then the changes in the gathering system and emission levels could constitute a violation. Constraints on operations can be avoided by careful strategizing of an operator`s Title V permit application.

The cylinder with the larger hole, which extended under the stiffening ring, was stacked in a top row 13 years ago. The cylinder with the smaller hole had been stacked in a bottom row 4 years ago. The lifting lugs of the adjacent cylinders pointed directly at the holes. A Cylinder Investigating Committee was appointed to determine the cause or causes of the holes and to assess the implications of these findings. This report contains a listing of the chemically related facts established by the Investigating Committee with the cooperation of the Operations and Technical Support Divisions at the Portsmouth Gaseous Diffusion Plant, the scenario developed to explain these findings and some implications of this scenario. In summary, the interrelated reactions of water, solid UF{sub 6} and iron presented by R. L. Ritter are used to develop a scenario which explains the observations and deductions made during the investigation. The chemical processes are intimately related to the course of the last three of the four stages of hole development. A simple model is proposed which permits semiquantitative prediction of such information as the HF loss rates as a function of time, the rate of hole enlargement, the time to hydrolyze a cylinder of UF{sub 6} and the approximate size of the hole. The scenario suggests that the environmental consequences associated with a developing hole in a depleted UF{sub 6} cylinder are minimal for the first several years but will become significant if too many years pass before detection. The overall environmental picture is presented in more detail elsewhere.

    The modulational instability of quantum electrostatic acoustic waves in electron-hole quantum semiconductor plasmas is investigated using the quantum hydrodynamic model, from which a modified nonlinear Schrödinger equation with damping effects is derived using the reductive perturbation method. Here, we consider the combined effects of quantum recoil, quantum degenerate pressures, as well as the exchange-correlation effect standing for the electrons (holes) spin. The modulational instability for different semiconductors (GaAs, GaSb, and InP) is discussed. The collision between electron (hole) and phonon is also investigated. The permitted maximum time for modulational instability and the damping features of quantum envelope solitary wave are all determined by the collision. The approximate solitary solution with damping effects is presented in weak collision limit. The damping properties were discussed by numerical method.

    We investigate thermodynamics for a magnetically charged regular black hole (MCRBH), which comes from the action of general relativity and nonlinear electromagnetics, comparing with the Reissner-Norstr\\"om (RN) black hole in both four and two dimensions after dimensional reduction. We find that there is no thermodynamic difference between the regular and RN black holes for a fixed charge $Q$ in both dimensions. This means that the condition for either singularity or regularity at the origin of coordinate does not affect the thermodynamics of black hole. Furthermore, we describe the near-horizon AdS$_2$ thermodynamics of the MCRBH with the connection of the Jackiw-Teitelboim theory. We also identify the near-horizon entropy as the statistical entropy by using the AdS$_2$/CFT$_1$ correspondence.

    We argue by explicit computations that, although the area product, horizon radii product, entropy product and \\emph {irreducible mass product} of the event horizon and Cauchy horizon are universal, the \\emph{surface gravity product}, \\emph{surface temperature product} and \\emph{Komar energy product} of the said horizons do not seem to be universal for Kerr-Newman (KN) black hole space-time. We show the black hole mass formula on the \\emph{Cauchy horizon} following the seminal work by Smarr\\cite{smarr} for the outer horizon. We also prescribed the \\emph{four} laws of black hole mechanics for the \\emph{inner horizon}. New definition of the extremal limit of a black hole is discussed.

    The Regulatory and Permitting Information Desktop (RAPID) Toolkit combines the former Geothermal Regulatory Roadmap, National Environmental Policy Act (NEPA) Database, and other resources into a Web-based tool that gives the regulatory and utility-scale geothermal developer communities rapid and easy access to permitting information. RAPID currently comprises five tools - Permitting Atlas, Regulatory Roadmap, Resource Library, NEPA Database, and Best Practices. A beta release of an additional tool, the Permitting Wizard, is scheduled for late 2014. Because of the huge amount of information involved, RAPID was developed in a wiki platform to allow industry and regulatory agencies to maintain the content in the future so that it continues to provide relevant and accurate information to users. In 2014, the content was expanded to include regulatory requirements for utility-scale solar and bulk transmission development projects. Going forward, development of the RAPID Toolkit will focus on expanding the capabilities of current tools, developing additional tools, including additional technologies, and continuing to increase stakeholder involvement.

    We consider the issue of defining energy for test particles on a background black hole spacetime. We revisit the different notions of energy as defined by different observers. The existence of a time-like isometry allows for the notion of a total conserved energy to be well defined, and subsequently the notion of a gravitational potential energy is also meaningful. We then consider the situation in which the test particle is adsorbed by the black hole, and analyze the energetics in detail. In particular, we show that the notion of horizon energy es defined by the isolated horizons formalism provides a satisfactory notion of energy compatible with the particle's conserved energy. As another example, we comment a recent proposal to define energy of the black hole as seen by an observer at rest. This account is intended to be pedagogical and is aimed at the level of and as a complement to the standard textbooks on the subject.

    This permit application documentation is for a State Waste Discharge Permit issued in accordance with requirements of Washington Administrative Code 173-216. The activity being permitted is a technology test using electrical resistance tomography. The electrical resistance tomography technology was developed at Lawrence Livermore National Laboratory and has been used at other waste sites to track underground contamination plumes. The electrical resistance tomography technology measures soil electrical resistance between two electrodes. If a fluid contaminated with electrolytes is introduced into the soil, the soil resistance is expected to drop. By using an array of measurement electrodes in several boreholes, the areal extent of contamination can be estimated. At the Hanford Site, the purpose of the testing is to determine if the electrical resistance tomography technology can be used in the vicinity of large underground metal tanks without the metal tank interfering with the test. It is anticipated that the electrical resistance tomography technology will provide a method for accurately detecting leaks from the bottom of underground tanks, such as the Hanford Site single-shell tanks.

    The objective of this project is to eliminate three closely inter-related barriers to oil production in Alaska through the use of a geographic information system (GIS) and other information technology strategies. These barriers involve identification of oil development potential from existing wells, planning projects to efficiently avoid conflicts with other interests, and gaining state approvals for exploration and development projects. Each barrier is the result of either current labor-intensive methods or poorly accessible information. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. This web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information online. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. The application will include an on-line diagnostic Coastal Project Questionnaire to determine the suite of permits required for a specific project. The application will also automatically create distribution lists based on the location and type of project, populate document templates for project review start-ups, public notices and findings, allow submission of e-comments, and post project status information on the Internet. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells. Currently, State of Alaska agencies use multiple, independent systems to identify, authenticate, and authorize customers for online transactions. Consumers of online state services may be required to manage multiple online ''profiles,'' and during a permit review process valuable time may be lost verifying identity or reconciling differences in applicant information when agency records disagree. The state's Information Technology Group is developing a shared applicant profile system that will provide an additional opportunity to demonstrate data sharing between agencies.

    Some recent important results on black hole (BH) quantum physics concerning the BH effective state and the natural correspondence between Hawking radiation and BH quasi-normal modes (QNMs) are reviewed, clarified and refined. Such a correspondence permits to naturally interpret QNMs as quantum levels in a semi-classical model. This is a model of BH somewhat similar to the historical semi-classical model of the structure of a hydrogen atom introduced by Bohr in 1913. In a certain sense, QNMs represent the "electron" which jumps from a level to another one and the absolute values of the QNMs frequencies "triggered" by emissions (Hawking radiation) and absorption of particles represent the energy "shells" of the "gravitational hydrogen atom". Important consequences on the BH information puzzle are discussed. In fact, it is shown that the time evolution of this "Bohr-like BH model" obeys to a time dependent Schr\\"odinger equation which permits the final BH state to be a pure quantum state instead of a mixed one. ...
