  18. Market power, affiliate transactions, and state regulation of public utility holding companies: Remembering the past, looking to the future

    SciTech Connect (OSTI)

    Glazer, C.A.

    1996-11-01

In examining the workings of the Public Utility Holding Company Act (PUHCA) and considering its possible repeal, it is best to go back to the original purposes of PUHCA and analyze whether those purposes are still relevant and, if so, whether the 1935 Act accomplished its goal. Indeed, one might ask, {open_quotes}Are the abuses which gave rise to PUHCA back in the 1930`s now eradicated such that outright repeal is warranted?{close_quotes} One is reminded of that old quote from Santayana, {open_quotes}Those who cannot remember the past are condemned to repeat it.{close_quotes} There is not a more appropriate time to heed that saying than now. To lay the foundation, we need to step back in time and place ourselves in the shoes of the policy makers at the time that PUHCA was debated.

  15. Water holding capacities of fly ashes: Effect of size fractionation

    SciTech Connect (OSTI)

    Sarkar, A.; Rano, R.

    2007-07-01

Water holding capacities of fly ashes from different thermal power plants in Eastern India have been compared. Moreover, the effect of size fractionation (sieving) on the water holding capacities has also been determined. The desorption rate of water held by the fly ash fractions at ambient temperature (25-30{sup o}C) has been investigated. The effect of mixing various size fractions of fly ash in increasing the water holding capacities of fly ash has been studied. It is observed that the fly ash obtained from a thermal power plant working on stoker-fired combustor has the highest water holding capacity, followed by the one that works on pulverized fuel combustor. Fly ash collected from super thermal power plant has the least water holding capacity (40.7%). The coarser size fractions of fly ashes in general have higher water holding capacities than the finer ones. An attempt has been made to correlate the results obtained, with the potential use in agriculture.

  18. Mixing liquid holding tanks for uniform concentration

    SciTech Connect (OSTI)

    Sprouse, K.M.

    1988-01-01

Achieving uniform concentration within liquid holding tanks can often times be a difficult task for the nuclear chemical process industry. This is due to the fact that nuclear criticality concerns require these tanks to be designed with high internal aspect ratios such that the free movement of fluid is greatly inhibited. To determine the mixing times required to achieve uniform concentrations within these tanks, an experimental program was conducted utilizing pencil tanks, double-pencil tanks, and annular tanks of varying geometries filled with salt-water solutions (simulant for nitric acid actinide solutions). Mixing was accomplished by air sparging and/or pump recirculation. Detailed fluid mechanic mixing models were developed --from first principles--to analyze and interpret the test results. These nondimensional models show the functionality of the concentration inhomogeneity (defined as the relative standard deviation of the true concentration within the tank) in relationship to the characteristic mixing time--among other variables. The results can be readily used to scale tank geometries to sizes other than those studied here.

    Tanaka, Y.; Hanada, M.; Kojima, A.; Akino, N.; Shimizu, T.; Ohshima, K.; Inoue, T.; Watanabe, K.; Taniguchi, M.; Kashiwagi, M.; Umeda, N.; Tobari, H.; Grisham, L. R.; Collaboration: JT-60 NBI Group

    2010-02-15

Voltage holding capability of JT-60 negative ion source that has a large electrostatic negative ion accelerator with 45 cmx1.1 m acceleration grids was experimentally examined and improved to realize 500 keV, 22 A, and 100 s D{sup -} ion beams for JT-60 Super Advanced. The gap lengths in the acceleration stages were extended to reduce electric fields in a gap between the large grids and at the corner of the support flanges from the original 4-5 to 3-4 kV/mm. As a result, the voltage holding capability without beam acceleration has been successfully improved from 400 to 500 kV. The pulse duration to hold 500 kV reached 40 s of the power supply limitation.

  15. C-14/I-29 Preservation and Hold Time Survey

    SciTech Connect (OSTI)

    Kitchen, S.

    2015-04-08

Preservation and hold time of radionuclides must account for both nuclear half-lives and nonnuclear loss mechanisms, but variations in the latter are often neglected. Metals-based defaults are inappropriate for long-lived non-metals C-14 and I-129, which are vulnerable to chemical and biological volatilization. Non-acidification is already widely practiced for them. Recommended addition measures from radiological and chemical literature include glass containers where possible, water filtration where possible, headspace minimization, light shielding, cold (4°C) storage and unfiltered water hold time of 28 days. Soil hold time may need to be shortened when water-logged, excessively sandy, or still adjusting to significant new contamination.

  1. SU-E-J-62: Breath Hold for Left-Sided Breast Cancer: Visually Monitored Deep Inspiration Breath Hold Amplitude Evaluated Using Real-Time Position Management

    SciTech Connect (OSTI)

    Conroy, L; Quirk, S; Smith, WL; Yeung, R; Phan, T; Hudson, A

    2015-06-15

Purpose: We used Real-Time Position Management (RPM) to evaluate breath hold amplitude and variability when gating with a visually monitored deep inspiration breath hold technique (VM-DIBH) with retrospective cine image chest wall position verification. Methods: Ten patients with left-sided breast cancer were treated using VM-DIBH. Respiratory motion was passively collected once weekly using RPM with the marker block positioned at the xiphoid process. Cine images on the tangent medial field were acquired on fractions with RPM monitoring for retrospective verification of chest wall position during breath hold. The amplitude and duration of all breath holds on which treatment beams were delivered were extracted from the RPM traces. Breath hold position coverage was evaluated for symmetric RPM gating windows from ± 1 to 5 mm centered on the average breath hold amplitude of the first measured fraction as a baseline. Results: The average (range) breath hold amplitude and duration was 18 mm (3–36 mm) and 19 s (7–34 s). The average (range) of amplitude standard deviation per patient over all breath holds was 2.7 mm (1.2–5.7 mm). With the largest allowable RPM gating window (± 5 mm), 4 of 10 VM-DIBH patients would have had ≥ 10% of their breath hold positions excluded by RPM. Cine verification of the chest wall position during the medial tangent field showed that the chest wall was greater than 5 mm from the baseline in only 1 out of 4 excluded patients. Cine images verify the chest wall/breast position only, whether this variation is acceptable in terms of heart sparing is a subject of future investigation. Conclusion: VM-DIBH allows for greater breath hold amplitude variability than using a 5 mm gating window with RPM, while maintaining chest wall positioning accuracy within 5 mm for the majority of patients.

This report summarizes the work of the US Solar Thermal Storage LLC (“USSTS”) team on SandShifter subproject for Phase 2 of U.S. Department of Energy’s FOA #DE-FC36-08GO18155.005. This subproject develops a new-to-the-world, disruptive technology which leverages an abundant, inexpensive, and benign material, Sand, for application in Thermal Energy Storage (TES) in association with power generation from Concentrating Solar Thermal (CST) systems. Sand, as a standalone TES media, has a 10 to 25X cost per unit of storage capacity cost advantage over the prevailing technology, molten salt. The work summarized herein suggests that SandShifter, which has a non-linear cost curve favoring higher hours of storage, could likely achieve economics of $15 per kWh-th or less for several hours of storage in high temperature steam- or salt-as-HTF configurations with further technology development.

    DOE Patents [OSTI]

    2003-01-01

A peak detect-and-hold circuit eliminates errors introduced by conventional amplifiers, such as common-mode rejection and input voltage offset. The circuit includes an amplifier, three switches, a transistor, and a capacitor. During a detect-and-hold phase, a hold voltage at a non-inverting in put terminal of the amplifier tracks an input voltage signal and when a peak is reached, the transistor is switched off, thereby storing a peak voltage in the capacitor. During a readout phase, the circuit functions as a unity gain buffer, in which the voltage stored in the capacitor is provided as an output voltage. The circuit is able to sense signals rail-to-rail and can readily be modified to sense positive, negative, or peak-to-peak voltages. Derandomization may be achieved by using a plurality of peak detect-and-hold circuits electrically connected in parallel.

resource potential to be between 168-516 Tcf. Even at the low end of this range, Marcellus alone could supply seven years of total U.S. energy consumption, and it would provide a local resource for New York. One report suggests that savings from lower natural gas costs would result in an average annual savings of $926 per household. (4) Industry growth is leading to lower natural gas and electric power prices, while decreasing reliance on Liquid Natural Gas (LNG) imports and enhancing domestic energy security. This makes development of the resources an even more attractive commitment to New York. In addition, the natural gas business is predominantly regional in scope. Drilling companies would be required to build new pipelines for gas development in New York, therefore State regulators face valuable ancillary benefits of natural gas development such as infrastructure improvements. Catalyst 4: Technology Improvements. Lastly, the moratorium itself does not prevent the use of alternative drilling technologies, such as non-hydraulic fracturing, for shale gas production. Developers are already using new systems in Texas and Canada, as well as in France where hydraulic fracturing is banned country-wide. Commercial viability of these new technologies could ultimately provide an alternative to jumpstart shale drilling in New York if necessary. The potential benefits from development of the Marcellus shale in New York are undeniable, though regulators are still working to balance the need to stimulate the economy with environmental protection and public health. Since closing the public comment period in January, the DEC has signaled that much more work is needed, making no promises to near-term completion. While, neighboring states are feeling the economic benefits of drilling, the political environment and the recession continues adding pressure to the process in New York state.

  10. RESULTS OF ROUTINE STRIP EFFLUENT HOLD TANK AND DECONTAMINATED SALT SOLUTION HOLD TANK SAMPLES FROM MODULAR CAUSTIC-SIDE SOLVENT EXTRACTION UNIT DURING MACROBATCH 3 OPERATIONS

    SciTech Connect (OSTI)

    Peters, T.; Fink, S.

    2011-06-10

Strip Effluent Hold Tank (SEHT) and Decontaminated Salt Solution Hold Tank (DSSHT) samples from several of the 'microbatches' of Integrated Salt Disposition Project (ISDP) Salt Batch ('Macrobatch') 3 have been analyzed for {sup 238}Pu, {sup 90}Sr, {sup 137}Cs, and by Inductively Coupled Plasma Emission Spectroscopy (ICPES). The results indicate good decontamination performance within process design expectations. While the data set is sparse, the results of this set and the previous set of results for Macrobatch 3 samples indicate consistent operations. However, the Decontamination Factors for plutonium and strontium removal have declined in Macrobatch 3, compared to Macrobatch 2. This may be due to the differences in the Pu concentration or the bulk chemical concentrations in the feed material. SRNL is considering the possible reasons for this decline. The DSSHT samples show continued presence of titanium, likely from leaching of the monosodium titanate in ARP. During operation of the ISDP, quantities of salt waste are processed through the Actinide Removal Process (ARP) and MCU in batches of {approx}3800 gallons. Monosodium titanate (MST) is used in ARP to adsorb actinides and strontium from the salt waste and the waste slurry is then filtered prior to sending the clarified salt solution to MCU. The MCU uses solvent extraction technology to extract cesium from salt waste and concentrate cesium in an acidic aqueous stream (Strip Effluent - SE), leaving a decontaminated caustic salt aqueous stream (Decontaminated Salt Solution - DSS). Sampling occurs in the Decontaminated Salt Solution Hold Tank (DSSHT) and Strip Effluent Hold Tank (SEHT) in the MCU process. The MCU sample plan requires that batches be sampled and analyzed for plutonium and strontium content by Savannah River National Lab (SRNL) to determine MST effectiveness. The cesium measurement is used to monitor cesium removal effectiveness and the inductively coupled plasma emission spectroscopy (ICPES) is

  11. Variable-Speed Wind Power Plant Operating With Reserve Power Capability: Preprint

    2013-10-01

As the level of wind penetration increases, wind turbine technology must move from merely generating power from wind to taking a role in supporting the bulk power system. Wind turbines should have the capability to provide inertial response and primary frequency (governor) response. Wind turbine generators with this capability can support the frequency stability of the grid. To provide governorresponse, wind turbines should be able to generate less power than the available wind power and hold the rest in reserves, ready to be accessed as needed. In this paper, we explore several ways to control wind turbine output to enable reserve-holding capability. The focus of this paper is on doubly-fed induction generator (also known as Type 3) and full-converter (also known as Type 4) windturbines.

    SciTech Connect (OSTI)

    Carroll, Laura Jill

    2015-10-01

Alloy 617 is the leading candidate material for an intermediate heat exchanger for the very high temperature reactor. To evaluate the behavior of this material in the expected service conditions, strain-controlled cyclic tests that include long hold times up to 240 minutes at maximum tensile strain were conducted at 850°C. In terms of the total number of cycles to failure, the fatigue resistance decreased when a hold time was added at peak tensile strain. Increases in the tensile hold duration degraded the creep-fatigue resistance, at least to the investigated strain controlled hold time of up to 60 minutes at the 0.3% strain range and 240 minutes at the 1.0% strain range. The creep-fatigue deformation mode is considered relative to the lack of saturation, or continually decreasing number of cycles to failure with increasing hold times. Additionally, preliminary values from the 850°C creep-fatigue data are calculated for the creep-fatigue damage diagram and have higher values of creep damage than those from tests at 950°C.

Radiation treatment to the left breast is associated with increased cardiac morbidity and mortality. The deep inspiration breath-hold technique (DIBH) can decrease radiation dose delivered to the heart and this may facilitate the treatment of the internal mammary chain nodes. The aim of this review is to critically analyse the literature available in relation to breath-hold methods, implementation, utilisation, patient compliance, planning methods and treatment verification of the DIBH technique. Despite variation in the literature regarding the DIBH delivery method, patient coaching, visual feedback mechanisms and treatment verification, all methods of DIBH delivery reduce radiation dose to the heart. Further research is required to determine optimum protocols for patient training and treatment verification to ensure the technique is delivered successfully.

The formation of silicon (Si) in its -Sn form is known to be nucleation limited, with an undetermined period of time between when critical pressure for the trans- formation is reached and when the transformation actually occurs. In this letter, we use nanoindentation to apply critical pressure to diamond cubic Si and hold the sample under pressure to promote deformation via phase transformation and crystalline defects. We report that the number of indents in which phase transformation is observed increases with increasing hold time. Interestingly, the number of indents in which crystalline defects are observed also increase with increasing holdmore » time, suggesting crystalline defects are also nucleation limited. Raman spectroscopy and cross-sectional transmission electron microscopy is used to show that these two deformation mechanisms are mutually exclusive under the indentation conditions used within this letter.« less

    1997-08-01

The high potential cost of storage, treatment and disposal of radioactive wastes places a premium on the longevity of installed HEPA filters in situations in radioactive processing facilities where dust capacity is a life determining factor. Previous work investigated the dust holding capacity v pressure drop characteristics of different designs of HEPA filter and also the effect of using graded density papers. This paper records an investigation of the effect of media area variation on the dust holding capacity of the {open_quotes}deep-pleat{close_quotes} design of HEPA filter. As in the previously reported work two test dusts (carbon black and sub micron sodium chloride) in the range (0.15 - 0.4{mu}m) were used. Media area adjustment was effected by varying the number of separators within the range 60 - 90. Results with the coarser dust allowed an optimum media area to be identified. Media areas greater or smaller than this optimum retained less dust than the optimum for the same terminal pressure drop. Conversely with the finer sodium chloride aerosol the dust holding capacity continued to increase up to the maximum area investigated. 7 refs., 4 figs.

    2011-09-01

An advanced austenitic alloy, HT-UPS (high temperature-ultrafine precipitate strengthened), is a candidate material for the structural components of fast reactors and energy-conversion systems. HT-UPS provides improved creep resistance through a composition based on 316 stainless steel (SS) with additions of Ti and Nb to form nano-scale MC precipitates in the austenitic matrix. The low cycle fatigue and creep-fatigue behavior of a HT-UPS alloy has been investigated at 650 C, 1.0% total strain, and an R ratio of -1 with hold times as long as 9000 sec at peak tensile strain. The cyclic deformation response of HT-UPS is compared to that of 316 SS. The cycles to failure are similar, despite differences in peak stress profiles and the deformed microstructures. Cracking in both alloys is transgranular (initiation and propagation) in the case of continuous cycle fatigue, while the primary cracks also propagate transgranularly during creep-fatigue cycling. Internal grain boundary damage as a result of the tensile hold is present in the form of fine cracks for hold times of 3600 sec and longer and substantially more internal cracks are visible in 316 SS than HT-UPS. The dislocation substructures observed in the deformed material are different. An equiaxed cellular structure is observed in 316 SS, whereas tangles of dislocations are present at the nanoscale MC precipitates in HT-UPS and no cellular substructure is observed.

Faced with a serious hydrogen sulfide (H{sub 2}S) corrosion problem in two sludge holding tanks in 1993, the city of Concord, New Hampshire, repaired the deteriorating substrate by using a conventional acrylic-modified cementitious resurfacer and a coal tar epoxy (CTE) coating system. CTE failure occurred within 2 years, leading to more severe coating delamination. Restoration was delayed for 10 years, which caused extensive chemical attack on the concrete substrate-upwards of 2 in. (50 mm) of concrete loss. This article explains how one of these tanks was restored and prepared for another 15+ years of service.

A thyristor is triggered to discharge the storage capacitor through a saturable reactor and fractional turn saturable transformer having a secondary to primary turn ratio N of n:l/n = n[sup 2]. The saturable reactor functions as a soaker'' while the thyristor reaches saturation, and then switches to a low impedance state. The saturable transformer functions as a switching transformer with high impedance while a load coupling capacitor charges, and then switches to a low impedance state to dump the charge of the storage capacitor into the load through the coupling capacitor. The transformer is comprised of a multilayer core having two secondary windings tightly wound and connected in parallel to add their output voltage and reduce output inductance, and a number of single turn windings connected in parallel at nodes for the primary winding, each single turn winding linking a different one of the layers of the multilayer core. The load may be comprised of a resistive beampipe for a linear particle accelerator and capacitance of a pulse forming network. To hold off discharge of the capacitance until it is fully charged, a saturable core is provided around the resistive beampipe to isolate the beampipe from the capacitance until it is fully charged. 5 figs.

One of the dangers in policy debates, especially those involving many complex and interrelated subjects, is that the debate will plunge into the depths of details to the exclusion of firmly establishing overarching logic and principles. Sometimes this is because it is extremely difficult for the human brain simultaneously to think of many things at many levels. Sometimes it is because that central logic is forgotten along the way or, worse, never in place to begin with. The policy debate on electricity industry restructuring is no exception. This danger of concentrating on the details and obscuring the central principles permeates the wide-ranging restructuring debates, and certainly has contaminated questions about the subissue of the Public Utility Holding Company Act (PUHCA).

The optimal power flow (OPF) problem determines a network operating point that minimizes a certain objective such as generation cost or power loss. It is nonconvex. We prove that a global optimum of OPF can be obtained by solving a second-order cone program, under a mild condition after shrinking the OPF feasible set slightly, for radial power networks. The condition can be checked a priori, and holds for the IEEE 13, 34, 37, 123-bus networks and two real-world networks.

Analysis of the composite sample MCU-15-750-751-752 indicated a low concentration (~ 49 % of nominal) of the suppressor (TiDG) and slightly lower than nominal concentrations of the extractant (MaxCalix), and of the modifier (Cs-7SB) in the solvent. This analysis confirms the addition of TiDG, MaxCalix, and modifier to the solvent in February 2015. Based on the current monthly sample, the levels of TiDG, MaxCalix, and modifier are sufficient for continuing operation without adding a trim at this time but it is recommended that an addition of TiDG, modifier and Isopar™L should be made in the near future. No impurities above the 1000 ppm level were found in this solvent by the Semi-Volatile Organic Analysis (SVOA). No impurities were observed in the Hydrogen Nuclear Magnetic Resonance (HNMR). In addition, up to 13.9 micrograms of mercury per gram of solvent (or 11.5 µg/mL) was detected in this sample. The laboratory will continue to monitor the quality of the solvent in particular for any new impurities or degradation of the solvent components.

Including energy storage in a space power supply enhances the feasibility of using thermal power cycles (Rankine or Brayton) and providing high-power pulses. Review of storage options (superconducting magnets, capacitors, electrochemical batteries, thermal phase-change materials (PCM), and flywheels) suggests that flywheels and phase-change devices hold the most promise. Latent heat storage using inorganic salts and metallic eutectics offers thermal energy storage densities of 1500 to 2000 kJ/kg at temperatures to 1675/sup 0/K. Innovative techniques allow these media to operate in direct contact with the heat engine working fluid. Enhancing thermal conductivity and/or modifying PCM crystallization habit provide other options. Flywheels of low-strain graphite and Kevlar fibers have achieved mechanical energy storage densities of 300 kJ/kg. With high-strain graphite fibers, storage densities appropriate to space power needs (approx. 550 kJ/kg) seem feasible. Coupling advanced flywheels with emerging high power density homopolar generators and compulsators could result in electric pulse-power storage modules of significantly higher energy density.

By using the theory we developed in the early 1970s, a broad range of phenomena is considered for an optical surface of a solid body that is exposed to radiation arbitrarily varying in time and producing temperature fields, thermoelastic stresses and thermal deformations on the surface layer. The examination is based on the relations (which are similar to Duhamel's integral formula from the theory of heat conduction) between the quantities characterising the thermal stress state in any nonstationary regimes of energy input into a solid. A peculiar feature of the analysis of the thermal stress state in this case consists in the fact that this relation comprises time as a parameter, which in turn is a consequence of incoherence of the quasi-stationary problem of thermoelasticity. This phenomenon is particularly important for the optics of high-power, high-pulse repetition rate lasers, which are being actively developed. In the review, we have recently published in Laser Physics, the thermal stress state of a solid is analysed. In this state, time is treated as an independent variable used in differentiation. Such an approach greatly reduces the applicability of the method. The review published contains data on the use of capillary porous structures made of various materials with different degrees of the surface development. Moreover, such structures can be efficiently employed to increase the heat exchange at a temperature below the boiling point of the coolant. In the present review we discuss the dependences of the limiting laser intensities on the duration of a pulse or a pulse train, corresponding to the three stages of the state of the reflecting surface and leading to unacceptable elastic deformations of the surface, to the plastic yield of the material accompanied by the formation of residual stresses and to the melting of the surface layer. We also analyse the problem of heat exchange in the surface layer with a liquid metal coolant pumped through it. The

Savannah River National Laboratory (SRNL) received one set of Solvent Hold Tank (SHT) samples (MCU-15-710, MCU-15-711, and MCU-15-712), pulled on 06/15/2015 for analysis. The samples were combined and analyzed for composition. Analysis of the composite sample MCU-15-710-711-712 indicated a low concentration (~ 55 % of nominal) of the suppressor (TiDG) and concentrations of the extractant (MaxCalix), and of the modifier (Cs-7SB) in the solvent that were slightly lower than nominal. This analysis confirms the addition of TiDG, MaxCalix, and modifier (92 % of nominal) to the solvent in February 2015. Based on the current monthly sample, the levels of TiDG, MaxCalix, and modifier were sufficient when this solvent sample was collected from MCU. A higher cesium concentration (9.3 E6 dpm/mL) was observed in this sample relative to recent samples. In the past, this level of cesium appeared to correlate with upsets in the MCU operation. It is not known at this time the reason for the higher cesium level in this solvent. No impurities above the 1000 ppm level were found in this solvent by the Semi-Volatile Organic Analysis (SVOA). In addition, the sample contains up to 10.4 micrograms of mercury per gram of solvent (or 8.7 µg/mL). A relatively large cesium concentration (9.3 E 6 dpm/mL) was measured in this solvent and it may indicate poor cesium stripping. The laboratory will continue to monitor the quality of the solvent in particular for any new impurities or degradation of the solvent components.

    2015-07-08

The Savannah River National Lab (SRNL) received one set of Solvent Hold Tank (SHT) samples (MCU-15-661, MCU-15-662, and MCU-15-663 pulled on April 2, 2015) for analysis. The samples were combined and analyzed for composition. Analysis of the composite sample MCU-15-661-662-663 indicated a low concentration (~ 63% of nominal) of the suppressor (TiDG) and a slightly below the nominal concentration (~ 10% below nominal) of the extractant (MaxCalix). The modifier (CS-7SB) level was also 10% below its nominal value while the Isopar™ L level was slightly above its nominal value. This analysis confirms the addition of Isopar™L to the solvent on March 6, 2015. Despite that the values are below target component levels, the current levels of TiDG, CS-7SB and MaxCalix are sufficient for continuing operation without adding a trim at this time until the next monthly sample. No impurities above the 1000 ppm level were found in this solvent. However, the sample was found to contain approximately 18.4 ug/gsolvent mercury. The gamma level increased to 8 E5 dpm/mLsolvent and it represents an order of magnitude increase relative to previous solvent samples. The increase means less cesium is being stripped from the solvent. Further analysis is needed to determine if the recent spike in the gamma measurement is due to external factors such as algae or other material that may impede stripping. The laboratory will continue to monitor the quality of the solvent in particular for any new impurity or degradation of the solvent components.

In tip-scan atomic force microscopy (AFM) that scans a cantilever chip in the three dimensions, the chip body is held on the Z-scanner with a holder. However, this holding is not easy for high-speed (HS) AFM because the holder that should have a small mass has to be able to clamp the cantilever chip firmly without deteriorating the Z-scanners fast performance, and because repeated exchange of cantilever chips should not damage the Z-scanner. This is one of the reasons that tip-scan HS-AFM has not been established, despite its advantages over sample stage-scan HS-AFM. Here, we present a novel method of cantilever chip holding which meets all conditions required for tip-scan HS-AFM. The superior performance of this novel chip holding mechanism is demonstrated by imaging of the ?{sub 3}?{sub 3} subcomplex of F{sub 1}-ATPase in dynamic action at ?7 frames/s.

The world-wide movement to restructure the electric and power and energy industry is now well underway in the United States. The most recent thrust came this year, with the Federal Energy Regulatory Commission`s (FERC`s) issuance on April 24th of new regulations designed to open the interconnected transmission grid to all qualified wholesale users. Other movements have been in the many forms of earlier statutes and regulations promulgated in 1978 to make more efficient use of fuels burned; utility diversification efforts; utility creation of affiliate and subsidiary organizations and operations; introduction into the market of private non-utility power developers; utilities obtaining clearance from the Securities and Exchange Commission (SEC) to venture in international markets; massive mergers and acquisitions; bankruptcies; the entry into the market of nonutility power marketers and brokers, including entities from the gas and securities industries not previously involved in the electric power and energy industry; additional congressional consideration of outright repeal of Holding Company legislation dating back to 1935; some states entering into an era of abandoning the control past in favor of complete re-regulation of the industry on the basis of performance; the coming of Independent System Operators (ISO`s), Regional Transmission Groups (RTG`s), and the possible coming of Capacity Reservation Tariffs (CRT`s), to name a few.

    SciTech Connect (OSTI)

    Griest, W.H.; Ho, Chen-h.; Guerin, M.R.; Tyndall, R.L.

    1991-01-01

On March 24, 1989, the oil tanker Exxon/Valdez ran aground on Bligh Reef located off the coast of Alaska, and 11 million gallons of Northslope Alaska crude oil were spilled into Prince William Sound. More than 11,000 workers and uncounted volunteers participated in the clean up operation. The exposure of cleanup workers to spilled oil over several months of cleanup operations suggests the need for an assessment of any unusual occupational health hazards. To address this issue, weathered spilled oil and hold oil were subjected to biodirected chemical fractionation and target chemical analyses. Potential inhalation, ingestion, and dermal contact hazards were investigated. The characterization methods of the DOE/Office of Health and Environmental Research Synthetic Fuels Program were applied to samples related to the spill to permit inter-comparability with that data base. Two oil spills were obtained for characterization. Exxon/Valdez hold oil collected directly from the hold of the tanker was provided by the National Institute of Environmental Health Sciences. Also provided was a 75-days old weathered spilled oil sampled on June 6, 1989, from a skimmer collecting oil washed off of Knight Island. Because 40 wt % of the weathered oil consisted of non-oil materials such as sand, entrapped water, and leaves, an oil fraction was prepared by suspending the oil benzene/chloroform drying with anhydrous magnesium sulfate, filtering, and removing the solvent by rotary evaporation. The tests conducted here suggest that there is no unusual human health hazard associated with the weathered Exxon/Valdez spilled oil in the context of other petroleum crude oils. Clearly, the volatile organics in the freshly spilled oil present a potential inhalation hazard, but such a threat is considerably mitigated by weathering. The polar neutral chemical class fraction increases notably during weathering, but does not appear to represent an increased genotoxic hazard. 20 refs., 1 fig., 4 tabs.

Strip Effluent Hold Tank (SEHT), Decontaminated Salt Solution Hold Tank (DSSHT), Caustic Wash Tank (CWT) and Caustic Storage Tank (CST) samples from the Interim Salt Disposition Project (ISDP) Salt Batch (“Macrobatch”) 6 have been analyzed for 238Pu, 90Sr, 137Cs, and by Inductively Coupled Plasma Emission Spectroscopy (ICPES). The Pu, Sr, and Cs results from the current Macrobatch 6 samples are similar to those from comparable samples in previous Macrobatch 5. In addition the SEHT and DSSHT heel samples (i.e. ‘preliminary’) have been analyzed and reported to meet NGS Demonstration Plan requirements. From a bulk chemical point of view, the ICPES results do not vary considerably between this and the previous samples. The titanium results in the DSSHT samples continue to indicate the presence of Ti, when the feed material does not have detectable levels. This most likely indicates that leaching of Ti from MST has increased in ARP at the higher free hydroxide concentrations in the current feed.

Strip Effluent Hold Tank (SEHT), Decontaminated Salt Solution Hold Tank (DSSHT), Caustic Wash Tank (CWT) and Caustic Storage Tank (CST) samples from several of the ''microbatches'' of Integrated Salt Disposition Project (ISDP) Salt Batch (''Macrobatch'') 6 have been analyzed for {sup 238}Pu, {sup 90}Sr, {sup 137}Cs, and by Inductively Coupled Plasma Emission Spectroscopy (ICPES). The results from the current microbatch samples are similar to those from comparable samples in Macrobatch 5. From a bulk chemical point of view, the ICPES results do not vary considerably between this and the previous macrobatch. The titanium results in the DSSHT samples continue to indicate the presence of Ti, when the feed material does not have detectable levels. This most likely indicates that leaching of Ti from MST in ARP continues to occur. Both the CST and CWT samples indicate that the target Free OH value of 0.03 has been surpassed. While at this time there is no indication that this has caused an operational problem, the CST should be adjusted into specification. The {sup 137}Cs results from the SRNL as well as F/H lab data indicate a potential decline in cesium decontamination factor. Further samples will be carefully monitored to investigate this.

Strip Effluent Hold Tank (SEHT), Decontaminated Salt Solution Hold Tank (DSSHT), and Caustic Wash Tank (CWT) samples from several of the ?microbatches? of Integrated Salt Disposition Project (ISDP) Salt Batch (?Macrobatch?) 4 have been analyzed for {sup 238}Pu, {sup 90}Sr, {sup 137}Cs, and by inductively-coupled plasma emission spectroscopy (ICPES). Furthermore, samples from the CWT have been analyzed by a variety of methods to investigate a decline in the decontamination factor (DF) of the cesium observed at MCU. The results indicate good decontamination performance within process design expectations. While the data set is sparse, the results of this set and the previous set of results for Macrobatch 3 samples indicate generally consistent operations. There is no indication of a disruption in plutonium and strontium removal. The average cesium DF and concentration factor (CF) for samples obtained from Macrobatch 4 are slightly lower than for Macrobatch 3, but still well within operating parameters. The DSSHT samples show continued presence of titanium, likely from leaching of the monosodium titanate in Actinide Removal Process (ARP).

Low power factor is expensive and inefficient. Many utility companies charge an additional fee if your power factor is less than 0.95. Low power factor also reduces your electrical system’s distribution capacity by increasing current flow and causing voltage drops. This fact sheet describes power factor and explains how you can improve your power factor to reduce electric bills and enhance your electrical system’s capacity.

    1992-12-01

A short summary is given of earlier Los Alamos work in which a Dense Plasma Focus was powered by Flux Compression Generators. Neutron yields obtained in the shot series scaled well with the fifth power of the current. The shot parameters were modeled surprisingly well through the plasma rundown phase by a simple snowplow model. It is shown, with the use of this model, that DPF currents in excess of 10 MA should be obtained with existing generators and initial energy sources. One new element is needed -- a high energy opening switch such as a fuse. Much more is known about fuse operation since the Los Alamos program was stopped, so development of this component should be relatively straightforward. If the yield-current scaling relation holds to this current level, then D-T neutron yields in excess of 10{sup 16} per burst would result, sufficient for some interesting pulsed radiography applications that involve rapidly moving components. Finally, in a sheer flight of fancy, it is shown that D-T yields approaching 10{sup 20} could be obtained, using FCGs not too much beyond the state of the art, provided the simple modeling and neutron-current scaling relations continue to hold, a rather unlikely supposition.

As the use of adjuvant radiation therapy after breast-conserving surgery continues to improve survival for early breast cancer patients, the associated radiation-induced cardiac toxicities become increasingly relevant. Our primary aim was to evaluate the cardiac-sparing benefits of the deep inspiration breath-hold (DIBH) technique. An electronic literature search of the PubMed database from 1966 to July 2014 was used to identify articles published in English relating to the dosimetric benefits of DIBH. Studies comparing the mean heart dose of DIBH and free breathing treatment plans for left breast cancer patients were eligible to be included in the review. Studies evaluating the reproducibility and stability of the DIBH technique were also reviewed. Ten studies provided data on the benefits of DIBH during left breast irradiation. From these studies, DIBH reduced the mean heart dose by up to 3.4 Gy when compared to a free breathing approach. Four studies reported that the DIBH technique was stable and reproducible on a daily basis. According to current estimates of the excess cardiac toxicity associated with radiation therapy, a 3.4 Gy reduction in mean heart dose is equivalent to a 13.6% reduction in the projected increase in risk of heart disease. DIBH is a reproducible and stable technique for left breast irradiation showing significant promise in reducing the late cardiac toxicities associated with radiation therapy.

  7. SOLVENT HOLD TANK SAMPLE RESULTS FOR MCU-13-1403/1404/1405/1406/1407/1408: QUARTERLY SAMPLE FROM SEPTEMBER 2013

Savannah River National Laboratory (SRNL) analyzed solvent samples from the Modular Caustic-Side Solvent Extraction Unit (MCU) in support of continuing operations. A quarterly analysis of the solvent is required to maintain solvent composition within specifications. Analytical results of the analyses of Solvent Hold Tank (SHT) samples MCU-13-1403, MCU-13-1404, MCU-13-1405, MCU-13-1406, MCU-13-1407, and MCU-13-1408 received on September 17, 2013 are reported. This sample was taken after the addition of the Next Generation Solvent (NGS) cocktail to produce a NGS-MCU blended solvent. The results show that the solvent contains a slight excess of Isopar? L and a deficit concentration of modifier and TiDG when compared to the target composition. Addition of TiDG trim is recommended. SRNL also analyzed the SHT sample for {sup 137}Cs content and determined the measured value is within tolerance and that the value has returned to levels observed in 2011. In contrast to what was observed in the heel prior to adding the NGS cocktail, no organic impurities were detected in these solvent samples.

During processing of Salt Batches 3 and 4 in the Modular Caustic-Side Solvent Extraction Unit (MCU), the decontamination efficiency for cesium declined from historical values and from expectations based on laboratory testing. This report documents efforts to analyze samples of solvent and process solutions from MCU in an attempt to understand the cause of the reduced performance and to recommend mitigations. CWT Solutions from MCU from the time period of variable decontamination factor (DF) performance which covers from April 2011 to September 2011 (during processing of Salt Batch 4) were examined for impurities using chromatography and spectroscopy. The results indicate that impurities were found to be of two types: aromatic containing impurities most likely from Modifier degradation and aliphatic type impurities most likely from Isopar{reg_sign} L and tri-n-octylamine (TOA) degradation. Caustic washing the Solvent Hold Tank (SHT) solution with 1M NaOH improved its extraction ability as determined from {sup 22}Na uptake tests. Evidence from this work showed that pH variance in the aqueous solutions within the range of 1M nitric acid to 1.91M NaOH that contacted the solvent samples does not influence the analytical determination of the TOA concentration by GC-MS.

    1985-01-01

A peak power ratio generator is described for measuring, in combination with a conventional power meter, the peak power level of extremely narrow pulses in the gigahertz radio frequency bands. The present invention in a preferred embodiment utilizes a tunnel diode and a back diode combination in a detector circuit as the only high speed elements. The high speed tunnel diode provides a bistable signal and serves as a memory device of the input pulses for the remaining, slower components. A hybrid digital and analog loop maintains the peak power level of a reference channel at a known amount. Thus, by measuring the average power levels of the reference signal and the source signal, the peak power level of the source signal can be determined.

The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.

  18. Electric power industry in Korea: Past, present, and future

    SciTech Connect (OSTI)

    Lee, Hoesung

    1994-12-31

Electrical power is an indispensable tool in the industrialization of a developing country. An efficient, reliable source of electricity is a key factor in the establishment of a wide range of industries, and the supply of energy must keep pace with the increasing demand which economic growth creates in order for that growth to be sustained. As one of the most successful of all developing countries, Korea has registered impressive economic growth over the last decade, and it could be said that the rapid growth of the Korean economy would not have been possible without corresponding growth in the supply of electric power. Power producers in Korea, and elsewhere in Asia, are to be commended for successfully meeting the challenge of providing the necessary power to spur what some call an economic miracle. The future continues to hold great potential for participants in the electrical power industry, but a number of important challenges must be met in order for that potential to be fully realized. Demand for electricity continues to grow at a staggering rate, while concerns over the environmental impact of power generating facilities must not be ignored. As it becomes increasingly difficult to finance the rapid, and increasingly larger-scale expansion of the power industry through internal sources, the government must find resources to meet the growing demand at least cost. This will lead to important opportunities for the private sector. It is important, therefore, for those interested in participating in the power production industry and taking advantage of the newly emerging opportunities that lie in the Korean market, and elsewhere in Asia, to discuss the relevant issues and become informed of the specific conditions of each market.

In ancient China, water has been regarded as one of the five vital components of life. It has been observed that water has many fascinating properties: water is ‘soft’ yet it can penetrate a hard rock; water is ‘pure’ yet it can tolerate other beings. Because of its unique properties, water is often associated with good quality and has been given the highest praise by Laozi in his book Tao Te Ching saying: the highest/best quality that one can have is being like water. However, little did people understand why and how water possesses such fascinating properties. Modern scientific developments made people realize that the macroscopic liquid water is made of a large number of water molecules held together via a network of hydrogen bonds. And those wonderful properties of water are merely the macroscopic manifestations of the interactions between water molecules and other molecules. For example, the dissolving ability of water is due to the fact that the interaction between a water molecule and the other molecular species is stronger than the interactions among their own molecular species. In fact the interactions between any two molecules are governed by the same physics and are termed intermolecular interaction (or intermolecular forces in some literature, although technically ‘force’ is incorrect usage here). Although the very existence of the intermolecular interactions is easily proved, e.g. the mere presence of the solid phase of matter, and scientists today have recognized that the seemingly weak intermolecular interactions essentially hold the world together through a delicate and cooperative process, the theoretical understanding of various intermolecular interactions is still far from satisfactory. On the practical side, theoreticians need to balance computational cost and accuracy. Because of the relatively small magnitudes of the intermolecular interactions, errors that appear tiny compared to the usual chemical (covalent) bonding may change

    2014-06-01

Purpose: The present study was designed to investigate the displacement of heart using Deep Inspiration Breath Hold (DIBH) CT data compared to free-breathing (FB) CT data and radiation exposure to heart. Methods: Treatment planning was performed on the computed tomography (CT) datasets of 20 patients who had received lumpectomy treatments. Heart, lung and both breasts were outlined. The prescribed dose was 50 Gy divided into 28 fractions. The dose distributions in all the plans were required to fulfill the International Commission on Radiation Units and Measurement specifications that include 100% coverage of the CTV with ? 95% of the prescribed dose and that the volume inside the CTV receiving > 107% of the prescribed dose should be minimized. Displacement of heart was measured by calculating the distance between center of heart and left breast. For the evaluation of radiation dose to heart, minimum, maximum and mean dose to heart were calculated. Results: The maximum and minimum left-right (LR) displacements of heart were 8.9 mm and 3 mm, respectively. The heart moved > 4 mm in the LR direction in 17 of the 20 patients. The distances between the heart and left breast ranged from 8.0217.68 mm (mean, 12.23 mm) and 7.8512.98 mm (mean, 8.97 mm) with DIBH CT and FB CT, respectively. The maximum doses to the heart were 3115 cGy and 4652 cGy for the DIBH and FB CT dataset, respectively. Conclusion: The present study has demonstrated that the DIBH technique could help to reduce the risk of radiation dose-induced cardiac toxicity by using movement of cardiac; away from radiation field. The DIBH technique could be used in an actual treatment room for a few minutes and could effectively reduce the cardiac dose when used with a sub-device or image acquisition standard to maintain consistent respiratory motion.

Savannah River National Laboratory (SRNL) received one set of Solvent Hold Tank (SHT) samples (MCU-15-802-803-804-805-806-807), pulled on 08/31/2015 for analysis. The samples were combined and analyzed for composition. Analysis of the composite sample MCU-15-802-803-804-805-806-807 indicated a low concentration (~ 45 % of nominal) of the suppressor (TiDG) and a slightly lower than nominal concentration of the modifier (Cs-7SB) in the solvent. The extractant (MaxCalix) concentration was at its nominal value. Based on this current monthly sample, the levels of TiDG, MaxCalix, and modifier were sufficient for continuing operation without adding a trim during that time but it is recommended that an addition of TiDG, modifier and Isopar™L should be made in the next few months. This monthly sample’s rheology, as determined by Hydrogen Nuclear Magnetic Resonance (H-NMR), is consistent with the rheology of the standard NGS solvent made in the lab (Scratch solvent 5/14/2014). No impurities above the 1000 ppm level were found in this solvent by the Semi-Volatile Organic Analysis (SVOA). No impurities were observed in the Hydrogen Nuclear Magnetic Resonance (HNMR). In addition, up to 16.7 micrograms of mercury per gram of solvent (or 14 μg/mL) was detected in this sample. The laboratory will continue to monitor the quality of the solvent in particular for any new impurities or degradation of the solvent components.

We have calculated the semi-classical thermoelectric power factor of suspended single-layer (SL)- MoS{sub 2} utilizing electron relaxation times derived from ab initio calculations. Measurements of the thermoelectric power factor of SL-MoS{sub 2} on substrates reveal poor power factors. In contrast, we find the thermoelectric power factor of suspended SL-MoS{sub 2} to peak at ∼2.8 × 10{sup 4} μW/m K{sup 2} at 300 K, at an electron concentration of 10{sup 12} cm{sup −2}. This figure is higher than that in bulk Bi{sub 2}Te{sub 3}, for example. Given its relatively high thermal conductivity, suspended SL-MoS{sub 2} may hold promise for in-plane thin-film Peltier coolers, provided reasonable mobilities can be realized.

Traditional power generation systems using thermoelectric power generators are designed to operate most efficiently for a single operating condition. The present invention provides a power generation system in which the characteristics of the thermoelectrics, the flow of the thermal power, and the operational characteristics of the power generator are monitored and controlled such that higher operation efficiencies and/or higher output powers can be maintained with variably thermal power input. Such a system is particularly beneficial in variable thermal power source systems, such as recovering power from the waste heat generated in the exhaust of combustion engines.

Safety factor for shackle bolt thread shear load is 37, and safety factor for bolts that attach handles is 12.8.

  16. Wind Power Curve Modeling in Simple and Complex Terrain

    SciTech Connect (OSTI)

    Bulaevskaya, V.; Wharton, S.; Irons, Z.; Qualley, G.

    2015-02-09

Our previous work on wind power curve modeling using statistical models focused on a location with a moderately complex terrain in the Altamont Pass region in northern California (CA). The work described here is the follow-up to that work, but at a location with a simple terrain in northern Oklahoma (OK). The goal of the present analysis was to determine the gain in predictive ability afforded by adding information beyond the hub-height wind speed, such as wind speeds at other heights, as well as other atmospheric variables, to the power prediction model at this new location and compare the results to those obtained at the CA site in the previous study. While we reach some of the same conclusions at both sites, many results reported for the CA site do not hold at the OK site. In particular, using the entire vertical profile of wind speeds improves the accuracy of wind power prediction relative to using the hub-height wind speed alone at both sites. However, in contrast to the CA site, the rotor equivalent wind speed (REWS) performs almost as well as the entire profile at the OK site. Another difference is that at the CA site, adding wind veer as a predictor significantly improved the power prediction accuracy. The same was true for that site when air density was added to the model separately instead of using the standard air density adjustment. At the OK site, these additional variables result in no significant benefit for the prediction accuracy.

  17. A Novel Visualization Technique for Electric Power Grid Analytics

    2009-05-01

The application of information visualization holds tremendous promise for the electric power industry, and yet its potential has not been sufficiently exploited by the visualization community. Prior work on visualizing electric power systems has been limited to depicting raw or processed information on top of a geographic layout. Little effort has been devoted to maximize the analytical strengths naturally gained by the visualization itself. This paper introduces a visualization system prototype, known as GreenGrid, that explores the planning and monitoring of the North American Electricity Infrastructure. For the purposes of visualization, the power infrastructure can be described as a network of nodes and links. The nodes represent the electrical buses where generators and loads are connected, while the links represent the transmission lines that interconnect the buses. This paper focuses mainly on a customized technique within GreenGrid that is designed to visually identify abnormal characteristics of the electricity infrastructure. In particular, we examine an extreme event that occurred within the Western United States power grid on August 10, 1996. We compare our study results with the conclusion of the post-disturbance analysis and find that many of the disturbance characteristics can be readily identified with the proper form of visualization. The paper includes a lessons learned discussion to evaluate the visualization application.

    1988-12-01

Previous investigations of structural power flow through beam-like structures resulted in some unexplained anomalies in the calculated data. In order to develop structural power flow measurement as a viable technique for machine tool design, the causes of these anomalies needed to be found. Once found, techniques for eliminating the errors could be developed. Error sources were found in the experimental apparatus itself as well as in the instrumentation. Although flexural waves are the carriers of power in the experimental apparatus, at some frequencies longitudinal waves were excited which were picked up by the accelerometers and altered power measurements. Errors were found in the phase and gain response of the sensors and amplifiers used for measurement. A transfer function correction technique was employed to compensate for these instrumentation errors.
