    Pearle (1970) gave an example of a local hidden variables model which exactly reproduced the singlet correlations of quantum theory, through the device of data-rejection: particles can fail to be detected in a way which depends on the hidden variables carried by the particles and on the measurement settings. If the experimenter computes correlations between measurement outcomes of particle pairs for which both particles are detected, he is actually looking at a subsample of particle pairs, determined by interaction involving both measurement settings and the hidden variables carried in the particles. We correct a mistake in Pearle's formulas (a normalization error) and more importantly show that the model is more simple than first appears. We illustrate with visualisations of the model and with a small simulation experiment, with code in the statistical programming language R included in the paper. Open problems are discussed.

    This study was performed to investigate whether the nitrogen content inherent in hog manure and alkali used as a catalyst during processing could be combined with coal to produce a reburn fuel that would result in advanced reburning NO{sub x} control without the addition of either alkali or ammonia/urea. Fresh hog manure was processed in a cold-charge, 1-gal, batch autoclave system at 275 C under a reducing atmosphere in the presence of an alkali catalyst. Instead of the expected organic liquid, the resulting product was a waxy solid material. The waxy nature of the material made size reduction and feeding difficult as the material agglomerated and tended to melt, plugging the feeder. The material was eventually broken up and sized manually and a water-cooled feeder was designed and fabricated. Two reburn tests were performed in a pilot-scale combustor. The first test evaluated a reburn fuel mixture comprising lignite and air-dried, raw hog manure. The second test evaluated a reburn fuel mixture made of lignite and the processed hog manure. Neither reburn fuel reduced NO{sub x} levels in the combustor flue gas. Increased slagging and ash deposition were observed during both reburn tests. The material-handling and ash-fouling issues encountered during this study indicate that the use of waste-based reburn fuels could pose practical difficulties in implementation on a larger scale.

    The bright circles observed around stars are usually considered as produced by shock waves; but this interpretation does not explain easily the bright spots of the "pearl necklace" of NS 1987A supernova. Assuming that the central object of SN 1987A is a neutron star heated by the accretion of a low density cloud, non-linear optics, in particular superradiance and impulsive stimulated Raman scattering (ISRS), is needed to take into account the high intensity of the radiated light. Where the temperature of the surrounding gas decreases enough to allow a combination of protons and electrons into atomic hydrogen in despite of the low density, a spherical shell absorbs in particular the Lyman alpha line, but does not populate much the 2P state because a tangential superradiance appears until the exciting line is almost absorbed; the increase of the 2P population resulting from the disappearance of the superradiance produces a redshift, so that almost all energy of a wide band is transferred to tangential modes making an UV pearl necklace in a given direction of observation. In a column of UV light making a pearl, atomic lines are excited enough to produce new, co-linear superradiances, in particular visible.

    Liquid transportation fuel blend-stocks were produced by pyrolysis and catalytic upgrading of woody residue biomass. Mountain pine beetle killed wood and hog fuel from a saw mill were pyrolyzed in a 1 kg/h fluidized bed reactor and subsequently upgraded to hydrocarbons in a continuous fixed bed hydrotreater. Upgrading was performed by catalytic hydrotreatment in a two-stage bed at 170°C and 405°C with a per bed LHSV between 0.17 and 0.19. The overall yields from biomass to upgraded fuel were similar for both feeds: 24-25% despite the differences in bio-oil (intermediate) mass yield. Pyrolysis bio-oil mass yield was 61% from MPBK wood, and subsequent upgrading of the bio-oil gave an average mass yield of 41% to liquid fuel blend stocks. Hydrogen was consumed at an average of 0.042g/g of bio-oil fed, with final oxygen content in the product fuel ranging from 0.31% to 1.58% over the course of the test. Comparatively for hog fuel, pyrolysis bio-oil mass yield was lower at 54% due to inorganics in the biomass, but subsequent upgrading of that bio-oil had an average mass yield of 45% to liquid fuel, resulting in a similar final mass yield to fuel compared to the cleaner MPBK wood. Hydrogen consumption for the hog fuel upgrading averaged 0.041 g/g of bio-oil fed, and the final oxygen content of the product fuel ranged from 0.09% to 2.4% over the run. While it was confirmed that inorganic laded biomass yields less bio-oil, this work demonstrated that the resultant bio-oil can be upgraded to hydrocarbons at a higher yield than bio-oil from clean wood. Thus the final hydrocarbon yield from clean or residue biomass pyrolysis/upgrading was similar.

    The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This final report summarizes the experimental procedure and results of all cycles (Cycles 1 through 8) of PEARL program from the beginning of year 2000 to the end of 2007, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. In each cycle of PEARL program, PEARL Board selects a list of Compact Fluorescent Lamp (CFL) and Residential Lighting Fixture (RLF) models that are Energy Star qualified. In Cycle 5, Cycle 7, and Cycle 8, no fixture models were selected. After that PEARL sponsors procure product samples for each selected model from different stores and locations in the retail market and send them to LRC for testing. LRC then receive and select the samples, and test them against Energy Star specifications. After the testing LRC analyze and report the results to PEARL Board. Totally 185 models of CFL and 52 models of RLF were tested in PEARL program. Along with the evolution of the Energy Star specifications from year 2000 to 2003, parameters that were required by Energy Star changed during the eight years of PEARL program. The testing parameters and number of samples tested in PEARL program also changed during this time. For example, in Cycle 1, three samples of each models were tested for their photometric and electrical parameters only; in Cycle 2, 1000-hour Lumen Maintenance and the Rapid Cycle Stress Test was added and an additional set of six samples of each models were tested for Rapid Cycle Stress Test. Also, Cycle 2 data analysis included the testing and verification results against both the 'then existing' specification dated 2000 and the 'then new' specification dated 8/9/2001. In Cycle 3, Lumen Maintenance at 40% life was added and the number of samples for photometric and electrical testing was increased to five. In Cycle 6, the number of samples for photometric and electrical testing increased again to ten so that five of them were tested in base-up position and five in base-down position. A total of 2375 CFL samples were tested in PEARL program, out of the more than 3000 CFL samples that were purchased for the testing purpose of this program.

    The Pearl River Mouth basin, located in the South China Sea between Hainan Island and Taiwan has been the focus of an intense exploration effort during the l980s. In 1979 the international oil industry, acquired over 60,000 km of seismic, gravity, and magnetic data covering an area of approximately 240,000 km{sup 2}. Three major subbasins, Zhu-1, Zhu-2, and Zhu-3 were defined. Chevron in partnership with Texaco and AGIP (ACT group), concentrated their effort on the Zhu-1 depression which was interpreted to contain as much as 7,800 m of sedimentary section. This subbasin, bounded by the Wansha and Donsha massifs to the north and south, is the most inboard of the three depressions, thereby possibly prolonging anoxic lacustrine conditions prior to the Neogene marine incursion. Additionally, the Zhu- 1 depression should have directly received Miocene sediment potentially supplying the subbasin with high-quality reservoirs. Within the Zhu-1 depression, the ACT group focused in on Block 16/08, which covered the deepest part of the Zhu-1 depression. The block was awarded to the consortium in January 1983. Structuring within the block ranges from Paleogene tensional block faulting created during the early formation of the overall Pearl River Mouth basin to draping over basement highs and carbonate buildups during the Neogene. The Pearl River Mouth basin exhibits classic rift basin geometry with early nonmarine continental fluvial/lacustrine deposition (Zhuhai Formation) during the Oligocene and capped by a lower Miocene marine incursion (Zhu Jiang Formation). Integrated interpretations, exploration drilling, and constant refinement of the geological model led to the discovery of two oil fields, Huizhou/21-1 and Huizhou/26-1, both of which are currently under development and will represent the first commercial oil production from the entire Pearl River Mouth basin.

    The West Pearl Queen is a depleted oil reservoir that has produced approximately 250,000 bbl of oil since 1984. Production had slowed prior to CO{sub 2} injection, but no previous secondary or tertiary recovery methods had been applied. The initial project involved reservoir characterization and field response to injection of CO{sub 2}; the field experiment consisted of injection, soak, and venting. For fifty days (December 20, 2002, to February 11, 2003) 2090 tons of CO{sub 2} were injected into the Shattuck Sandstone Member of the Queen Formation at the West Pearl Queen site. This technical report highlights the test results of the numerous research participants and technical areas from 2006-2008. This work included determination of lateral extents of the permeability units using outcrop observations, core results, and well logs. Pre- and post-injection 3D seismic data were acquired. To aid in interpreting seismic data, we performed numerical simulations of the effects of CO{sub 2} replacement of brine where the reservoir model was based upon correlation lengths established by the permeability studies. These numerical simulations are not intended to replicate field data, but to provide insight of the effects of CO{sub 2}.

    A lot of beautiful observations of Supernova remnant 1987A give a precise idea of its structure and its evolution. The regular interpretations of the observations set that the large energy needed to explain the brightness of the pearl necklaces is provided by shock waves involving remnants of a first explosion and a wave produced by the observed explosion although the existence of this wave is discussed. We develop the alternative explanation of the necklaces by photoionization. Our main hypothesis is that the explosion of the blue supergiant progenitor produces two neutron stars and a central brilliant object, a linear system similar to those which were observed by Halton Arp. We suppose that these stars remains bright in extreme UV, to maintain the strong ionization of a bubble of hot hydrogen nearly transparent in far UV (defined as the range of Lyman frequencies of atomic hydrogen). Outside the bubbles, three shells containing atomic hydrogen generate resonant, superradiant scatterings at Lyman frequencies, in tangential competing modes. The superradiance cools the gas and absorbs strongly the radial far UV light, hiding the stars. The shells may be identified with the inner active shells found from light echoes.

    Correctional facilities are typically ``energy hogs.`` Prison facilities normally have the highest energy costs and are the most energy-intensive building type for local and state jurisdictions. The 24-hour operation and continuous, year-round use of these facilities means very high maintenance and operating costs. To minimize future utility costs, an integrated energy planning approach for a new detention facility is highly desirable at the earliest stages of programming. When energy-efficiency criteria are integrated early in a planning and design process, significant energy and operating cost savings can be achieved with little or no additional construction costs. A planning document in the form of an energy program of requirements (EPOR) can be incorporated into the solicitation of design proposals and can be very effective in ensuring energy-efficient design for a new facility.

    China's EIA Law does not require transboundary proposals to be assessed, despite recognition of this globally, for example in the Espoo Convention and Kiev Protocol, and in the European EIA and SEA Directives. In a transboundary context assessment within a state is unusual, as regulating these effects is primarily about the relationship between states. However where a state has more than one legal system such as in the Pearl River Delta (PRD) Region of southern China, transboundary effects should also be addressed. Yet despite the geographical connections between Guangdong Province in mainland China (where the EIA Law applies) and the Hong Kong and Macau Special Administrative Regions (which have their own provisions, neither of which requires transboundary assessments), EIA and SEA are carried out separately. Coordinated or joint approaches to transboundary assessment are generally absent, with the legal autonomy of Hong Kong and Macau a major constraint. As a result institutional responses at the policy level have developed. The article considers global experiences with regulating transboundary EIA and SEA, and analyses potential application to land use, transport and air and water planning in the PRD Region. If applied, benefits may include prevention or mitigation of cumulative effects, broader public participation, and improvements to environmental governance. The PRD Region experience may encourage China to conduct and coordinate EIA and SEA processes with neighbouring states, which has been non-existent or extremely limited to date.

    The specific goals of the ASTC program were: to pilot and administer a year round program to engage and support ethnic minority and women students to enter the pre-college teaching profession; and to develop the ASTC program across California on all twenty CSU campuses. The initial goal of piloting a year round program to engage and support ethnic or underrepresented science students to enter the teaching profession was put in place at CSUS in the Fall of 1993, with the recruitment of students to enter the program in the Spring of 1993. Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

(BWP) is responsible for implementing the Performance Assurance Program for the Project Hanford Management Contract (PHMC) in accordance with DOE Order 470.1, Safeguards and Security Program (DOE 1995a). The Performance Assurance Program applies to safeguards and security (SAS) systems and their essential components (equipment, hardware, administrative procedures, Protective Force personnel, and other personnel) in direct support of Category I and H special nuclear material (SNM) protection. Performance assurance includes several Hanford Site activities that conduct performance, acceptance, operability, effectiveness, and validation tests. These activities encompass areas of training, exercises, quality assurance, conduct of operations, total quality management, self assessment, classified matter protection and control, emergency preparedness, and corrective actions tracking and trending. The objective of the Performance Assurance Program is to capture the critical data of the tests, training, etc., in a cost-effective, manageable program that reflects the overall effectiveness of the program while minimizing operational impacts. To aid in achieving this objective, BWP will coordinate the Performance Assurance Program for Fluor Daniel Hanford, Inc. (FDH) and serve as the central point for data collection.

    In this paper we propose an extension of Answer Set Programming (ASP), and in particular, of its most general logical counterpart, Quantified Equilibrium Logic (QEL), to deal with partial functions. Although the treatment of equality in QEL can be established in different ways, we first analyse the choice of decidable equality with complete functions and Herbrand models, recently proposed in the literature. We argue that this choice yields some counterintuitive effects from a logic programming and knowledge representation point of view. We then propose a variant called QELF where the set of functions is partitioned into partial and Herbrand functions (we also call constructors). In the rest of the paper, we show a direct connection to Scott's Logic of Existence and present a practical application, proposing an extension of normal logic programs to deal with partial functions and equality, so that they can be translated into function-free normal programs, being possible in this way to compute their answer sets...

The program objective is to demonstrate the technology readiness of a TFE (thermionic fuel element) suitable for use as the basic element in a thermionic reactor with electric power output in the 0.5 to 5.0 MW(e) range, and a full-power life of 7 years. The TFE Verification Program builds directly on the technology and data base developed in the 1960s and early 1970s in an AEC/NASA program, and in the SP-100 program conducted in 1983, 1984 and 1985. In the SP-100 program, the attractive features of thermionic power conversion technology were recognized but concern was expressed over the lack of fast reactor irradiation data. The TFE Verification Program addresses this concern.

    The goal of Tropospheric Aerosol Program (TAP) will be to develop the fundamental scientific understanding required to construct tools for simulating the life cycle of tropospheric aerosols--the processes controlling their mass loading, composition, and microphysical properties, all as a function of time, location, and altitude. The TAP approach to achieving this goal will be by conducting closely linked field, modeling, laboratory, and theoretical studies focused on the processes controlling formation, growth, transport, and deposition of tropospheric aerosols. This understanding will be represented in models suitable for describing these processes on a variety of geographical scales; evaluation of these models will be a key component of TAP field activities. In carrying out these tasks TAP will work closely with other programs in DOE and in other Federal and state agencies, and with the private sector. A forum to directly work with our counterparts in industry to ensure that the results of this research are translated into products that are useful to that community will be provided by NARSTO (formerly the North American Research Strategy on Tropospheric Ozone), a public/private partnership, whose membership spans government, the utilities, industry, and university researchers in Mexico, the US, and Canada.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their location in the organization.

    The Heavy Duty Truck Engine Program at Cummins embodied three significant development phases. All phases of work strove to demonstrate a high level of diesel engine efficiency in the face of increasingly stringent emission requirements. Concurrently, aftertreatment system development and refinement was pursued in support of these efficiency demonstrations. The program's first phase focused on the demonstration in-vehicle of a high level of heavy duty diesel engine efficiency (45% Brake Thermal Efficiency) at a typical cruise condition while achieving composite emissions results which met the 2004 U.S. EPA legislated standards. With a combination of engine combustion calibration tuning and the development and application of Urea-based SCR and particulate aftertreatment, these demonstrations were successfully performed by Q4 of 2002. The second phase of the program directed efforts towards an in-vehicle demonstration of an engine system capable of meeting 2007 U.S. EPA legislated emissions requirements while achieving 45% Brake Thermal Efficiency at cruise conditions. Through further combustion optimization, the refinement of Cummins Cooled EGR architecture, the application of a high pressure common rail fuel system and the incorporation of optimized engine parasitics, Cummins Inc. successfully demonstrated these deliverables in Q2 of 2004. The program's final phase set a stretch goal of demonstrating 50% Brake Thermal Efficiency from a heavy duty diesel engine system capable of meeting 2010 U.S. EPA legislated emissions requirements. Cummins chose to pursue this goal through further combustion development and refinement of the Cooled EGR system architecture and also applied a Rankine cycle Waste Heat Recovery technique to convert otherwise wasted thermal energy to useful power. The engine and heat recovery system was demonstrated to achieve 50% Brake Thermal Efficiency while operating at a torque peak condition in second quarter, 2006. The 50% efficient engine system was capable of meeting 2010 emissions requirements through the application of NOx and particulate matter reduction techniques proven earlier in the program.

    Natural gas combustion turbines are rapidly becoming the primary technology of choice for generating electricity. At least half of the new generating capacity added in the US over the next twenty years will be combustion turbine systems. The Department of Energy has cosponsored with Siemens Westinghouse, a program to maintain the technology lead in gas turbine systems. The very ambitious eight year program was designed to demonstrate a highly efficient and commercially acceptable power plant, with the ability to fire a wide range of fuels. The main goal of the Advanced Turbine Systems (ATS) Program was to develop ultra-high efficiency, environmentally superior and cost effective competitive gas turbine systems for base load application in utility, independent power producer and industrial markets. Performance targets were focused on natural gas as a fuel and included: System efficiency that exceeds 60% (lower heating value basis); Less than 10 ppmv NO{sub x} emissions without the use of post combustion controls; Busbar electricity that are less than 10% of state of the art systems; Reliability-Availability-Maintainability (RAM) equivalent to current systems; Water consumption minimized to levels consistent with cost and efficiency goals; and Commercial systems by the year 2000. In a parallel effort, the program was to focus on adapting the ATS engine to coal-derived or biomass fuels. In Phase 1 of the ATS Program, preliminary investigators on different gas turbine cycles demonstrated that net plant LHV based efficiency greater than 60% was achievable. In Phase 2 the more promising cycles were evaluated in greater detail and the closed-loop steam-cooled combined cycle was selected for development because it offered the best solution with least risk for achieving the ATS Program goals for plant efficiency, emissions, cost of electricity and RAM. Phase 2 also involved conceptual ATS engine and plant design and technology developments in aerodynamics, sealing, combustion, cooling, materials, coatings and casting development. The market potential for the ATS gas turbine in the 2000-2014 timeframe was assessed for combined cycle, simple cycle and integrated gasification combined cycle, for three engine sizes. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. This summary is meant as a quick overview the Fusion Simulation Program's (FSP's) purpose and intentions. There are several additional documents referenced within this one and all are supplemental or flow down from this Program Plan. The overall science goal of the DOE Office of Fusion Energy Sciences (FES) Fusion Simulation Program (FSP) is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in International Thermonuclear Experimental Reactor (ITER) research and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. [1]. Initial FSP research will focus on two critical Integrated Science Application (ISA) areas: ISA1, the plasma edge; and ISA2, whole device modeling (WDM) including disruption avoidance. The first of these problems involves the narrow plasma boundary layer and its complex interactions with the plasma core and the surrounding material wall. The second requires development of a computationally tractable, but comprehensive model that describes all equilibrium and dynamic processes at a sufficient level of detail to provide useful prediction of the temporal evolution of fusion plasma experiments. The initial driver for the whole device model will be prediction and avoidance of discharge-terminating disruptions, especially at high performance, which are a critical impediment to successful operation of machines like ITER. If disruptions prove unable to be avoided, their associated dynamics and effects will be addressed in the next phase of the FSP.

    Loop is a powerful program construct in classical computation, but its power is still not exploited fully in quantum computation. The exploitation of such power definitely requires a deep understanding of the mechanism of quantum loop programs. In this paper, we introduce a general scheme of quantum loops and describe its computational process. The notions of termination and almost termination are proposed for quantum loops, and the function computed by a quantum loop is defined. To show their expressive power, quantum loops are applied in describing quantum walks. Necessary and sufficient conditions for termination and almost termination of a general quantum loop on any mixed input state are presented. A quantum loop is said to be (almost) terminating if it (almost) terminates on any input state. We show that a quantum loop is almost terminating if and only if it is uniformly almost terminating. It is observed that a small disturbance either on the unitary transformation in the loop body or on the measurement in the loop guard can make any quantum loop (almost) terminating. Moreover, a representation of the function computed by a quantum loop is given in terms of finite summations of matrices. To illustrate the notions and results obtained in this paper, two simplest classes of quantum loop programs, one qubit quantum loops, and two qubit quantum loops defined by controlled gates, are carefully examined.

    Efficient muon cooling requires high RF gradients in the presence of high (3T) solenoidal fields. The Muon Ionization Cooling Experiment (MICE) also requires that the x-ray production from these cavities is low, in order to minimize backgrounds in the particle detectors that must be located near the cavities. These cavities require thin Be windows to ensure the highest fields on the beam axis. In order to develop these cavities, the MUCOOL RF Program was started about 6 years ago. Initial measurements were made on a six-cell cavity and a single-cell pillbox, both operating at 805 MHz. We have now begun measurements of a 201 MHz pillbox cavity. This program has led to new techniques to look at dark currents, a new model for breakdown and a general model of cavity performance based on surface damage. The experimental program includes studies of thin Be windows, conditioning, dark current production from different materials, magnetic-field effects and breakdown.

    The marine research program supported by the Office of Energy Research, Ecological Research Division, is focused to provide scientific information on major environmental issues facing development and expansion of most energy technologies and energy policy. These issues include waste disposal, siting/operations, and possible long term effects on global systems. The research is concentrated along the United States coastal margins where marine waters provide abundant food and resources while assimilating discharges from atmospheric, terrestrial, and aquatic sources. The program focuses on the formation and transport of particles within the waters of the continental shelf and the fate of these particles, whether on the shelf, on the slope, or in the open ocean. The program is conducted with multidisciplinary teams of researchers who investigate water mass movements, biological productivity, and naturally forming particles, as well as contaminant transport, to develop a clear understanding of the exchanges of contaminants and other materials that take place between continental shelf and open ocean waters. Seventy-five percent of the projects are funded to university grantees and twenty-five percent to National Laboratories.
