The scope of this study includes reviewing plant equipment and operations as well as making recommendations for upgrade to present day plant standards. The main emphasis of the report is on boiler analysis, but also includes all equipment from coal entering the plant to electrical power leaving the plant.     The objective of the feasibility study is to determine the marketability of heating/ventilating energy conserving control systems in the major city markets of eastern Russia. The second part of the objective is to determine if the existing military based Zelenograd micro-electronic manufacturing and research facility can be utilized to produce Direct Digital Control systems for use within Russia as well as for export to the European Economic Community (EEC) and other countries. Because significant exports of U.S. products and services to support the joint venture are questionable, it is suggested that, potential markets for U.S. products be identified. Sources of capital to finance the joint venture should be identified.

    The Project is a hydroelectric development on the Rio Colorado, upstream of, but separate from, a small existing hydroelectric system. The Group states that goods and services will be furnished by U.S. sources except for items which are locally produced or unavailable from the U.S. In those terms and round numbers, export of goods would amount to $11.0 million and export of engineering services would amount to $3.3 million. The value of the construction contract would be $11.5 million. Deducting 15 percent for contingencies from those items, the return to the U.S. would amount to $21.9 million. The writer recommends that the U.S. Trade and Development Program (TDP) grant funds for the Feasibility Study.

    The two volumes of The Natural History of Enewetak Atoll summarize research done at the Mid-Pacific Research Laboratory from 1954 to 1984 under the auspices of the Department of Energy. The history of the laboratory and the reasons for its support by the United States Department of Energy are described in Chapter 1 of Volume 1. Volume 1 provides a synthesis of the research carried out under the subject headings of the respective chapters. Certain of the chapters, e.g., those on geology, subtidal and intertidal environments and ecology, and those on reef processes and trophic relationships, summarize a great diversity of research carried out by many scientists for many years. In contrast, the chapters on meteorology and oceanography summarize research carried out under one integrated program involving fewer scientists working over a shorter period. Individual chapters are processed separately for the data base.

    The two volumes of The Natural History of Enewetak Atoll summarize research done at the Mid-Pacific Research Laboratory from 1954 to 1984 under the auspices of the Department of Energy. Volume 2 of The Natural History of Enewetak Atoll provides information on the taxonomy of animals and plants known to occur at Enewetak Atoll. The collections on which the checklists in each chapter are based are housed at the Bernice P. Bishop Museum in Honolulu and the US National Museum of Natural History, Smithsonian Institution, Washington, DC. In addition to the species checklists, each chapter in Volume 2 provides a succinct summary of the biota with respect to endemism, range extensions, and other features that set the Enewetak biota apart from those one might expect to find on equivalent Indo-Pacific islands. This compendium of taxonomic information for an atoll should prove of immense value to scientists interested in biogeography and evolutionary biology of island ecosystems for years to come. Individual chapters are processed separately for the data base.

    This document contains Volume I of the report entitled The Origin and History of Alteration and Carbonatization of the Yucca Mountain Ignimbrites by Jerry S. Szymanski and a related correspondence with comments by Donald E. Livingston. In the Great Basin, the flow of terrestrial heat through the crust is affected in part by the flow of fluids. At Yucca Mountain, the role of fluids in crustal heat transport is manifested at the surface by youthful calcretes, sinters, bedrock veins, hydrothermal eruption breccias and hydrothermal alteration. This report discusses evidence for recent metasomatism high in the stratigraphic section at Yucca Mountain. Over the last several hundred years, episodes of calcite emplacement contemporaneous with local mafic volcanism have occurred at intervals that are not long in comparison with the isolation time required for a High-Level Radioactive Waste repository.

    This study concentrates on siting alternatives for on-shore support bases for Outer Continental Shelf (OCS) oil and gas exploration and coal export terminals. Sixteen alternative OCS sites are described, and a parametric analysis is utilized to select the most promising sites. Site-specific recommendations regarding infrastructure requirements and transportation impacts are provided. Eleven alternative coal terminal sites are identified and assessed for their potential impacts.

    The United States Trade and Development Program (TDP) is considering the provision of funds to allow a U.S. firm or firms to be hired to conduct a feasibility study on a Petroleum Resource Management and Assessment project in Russia's West Siberian Basin. To evaluate whether or not to fund the study, TDP contracted a Desk Study to evaluate the concept of the project; cost out the scope of work for the feasibility study; estimate the potential exports of U.S. equipment and services during project implementation; and make a recommendation as to whether TDP should fund the study. The goal of the feasibility study would be to stem the rapid decline in oil and gas production which has resulted in a well-publicized hard currency crisis.

Companies are required, as a condition of their authorizations, to file quarterly reports with the OFP. This quarter`s focus is market penetration of gas imports into New England. Attachments show the following: % takes to maximum firm contract levels and weighted average per unit price for the long-term importers, volumes and prices of gas purchased by long-term importers and exporters, volumes and prices for gas imported on short-term or spot market basis, and gas exported short-term to Canada and Mexico.

    Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    Present legislation effectively bans the export of crude oil produced in the United States. The ban has been in effect for years and is particularly stringent with respect to crude oil produced in Alaska, particularly on the North Slope. The Alaska crude export ban is specifically provided for in the Trans-Alaska Pipeline Authorization Act of 1973 and in other legislation. It was imposed for two reasons. The first was to reduce US dependence on imported crude oil. The Arab oil embargo had been imposed shortly before the Act was passed and a greater measure of energy independence was considered imperative at that time. The second reason was to assure that funds expended in building an Alaskan pipeline would benefit domestic users rather than simply employed to facilitate shipments to other countries. The main objective of this report is to estimate the potential impacts on crude oil prices that would result from lifting the export ban Alaskan crude oil. The report focuses on the Japanese market and the US West Coast market. Japan is the principal potential export market for Alaskan crude oil. Exports to that market would also affect the price of Alaskan crude oil as well as crude oil and product prices on the West Coast and the volume of petroleum imported in that area. 3 figs., 8 tabs.

    Linear and quadratic expansion model formulations are developed to assess the relative complexity of booming-non-booming sector interactions. Specific attention is given to the extent to which the growth rates of Nigerian agricultural exports have changed over time as: (a) the volume of oil exports, and (b) the growth rate of oil exports are allowed to vary over a set of hypothetical values which reflect Nigerian oil-boom realities. Four important conclusions emerge: (a) the quadratic expansion model most accurately captures Nigerian oil-agricultural exports are most clearly influenced by the oil boom; (c) the growth rate of capital-intensive agricultural exports are initially stimulated, and later stagnated by the oil boom, while the growth rate of subsidized labor intensive agricultural exports are first stagnated and then stimulated by the oil boom; and (d) the expansion method provides a useful alternative means of exploring theoretical and applied issues related to the Dutch Disease paradigm. the implications of the findings for agricultural and petroleum policy in Nigeria are assessed, and a research agenda for further booming-non-booming sector investigations is proposed.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    The data from shock tube experiments generally takes three forms: ignition delay times, species concentration time-histories and reaction rate measurements. Volume 1 focuses on ignition delay time data measured and published by the Shock Tube Group in the Mechanical Engineering Department of Stanford University. The cut-off date for inclusion into this volume was January 2005. Volume 2 focuses on species concentration time-histories and was cut off December 2005. The two volumes are in PDF format and are accompanied by a zipped file of supporting data. Volume 3 was issued in 2009. Volume 4, Ignition delay times measurements came out in May, 2014, along with Reaction Rates Measurements, Vol 6. Volume 5 is not available at this time.

    This paper reports that Russia will eliminate its oil export tax by 1994 and until then will allow some exemptions, Russian officials have assured a group of US tax specialists. They stopped short of saying it would be repealed by the end of the year, the Ken Crawford, a member of a Tax Foundation delegation visiting Russia and managing partner of KPMG Peat Marwick's Moscow office. The export tax was one of several tax related Russian economic issues on which the US experts and Russian officials exchanged views early this month. The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure. The section also specifically describes six planned pipelines intended to expand this pipeline network and their planned in-service dates.

    The control of nuclear-related exports, a critical component of the nonproliferation regime, is facing several opportunities and challenges. As countries sign and ratify the International Atomic Energy Agency's (IAEA) safeguards Additional Protocol (AP), they will begin to report far more export information, including exports of a list of items similar to the Nuclear Supplier Group's Trigger List that existed when the AP was developed in the mid-1990s. This positive development contrasts with challenges such as globalization, transshipments, and tracking of end-uses. Pacific Northwest National Laboratory is proposing that the US Department of Energy (DOE) develop regional seminars that address these types of issues related to export/import controls. The DOE seminars would be designed to supplement regional seminars sponsored by the IAEA and member states on topics related to the Additional Protocol (referred to as "IAEA seminars"). The topic of nuclear export/import controls is not thoroughly addressed in the IAEA seminars. The proposed DOE seminars would therefore have two objectives: familiarizing countries with the export/import provisions of the Additional Protocol, and addressing challenges such as those noted above. The seminars would be directed particularly at countries that have not ratified the AP, and at regions where export-related problems are particularly prevalent. The intent is to encourage governments to implement more effective nuclear export control systems that meet the challenges of the 21st century.

    This paper investigates ballasting and remineralization controls of carbon sedimentation in the twilight zone (100-1000 m) of the Southern Ocean. Size-fractionated (<1 {micro}m, 1-51 {micro}m, >51 {micro}m) suspended particulate matter was collected by large volume in-situ filtration from the upper 1000 m in the Subantarctic (55 S, 172 W) and Antarctic (66 S, 172 W) zones of the Southern Ocean during the Southern Ocean Iron Experiment (SOFeX) in January-February 2002. Particles were analyzed for major chemical constituents (POC, P, biogenic Si, CaCO3), and digital and SEM image analyses of particles were used to aid in the interpretation of the chemical profiles. Twilight zone waters at 66 S in the Antarctic had a steeper decrease in POC with depth than at 55 S in the Subantarctic, with lower POC concentrations in all size fractions at 66 S than at 55 S, despite up to an order of magnitude higher POC in surface waters at 66 S. The decay length scale of >51 {micro}m POC was significantly shorter in the upper twilight zone at 66 S ({delta}{sub e}=26 m) compared to 55 S ({delta}{sub e}=81 m). Particles in the carbonate-producing 55 S did not have higher excess densities than particles from the diatom-dominated 66 S, indicating that there was no direct ballast effect that accounted for deeper POC penetration at 55 S. An indirect ballast effect due to differences in particle packaging and porosities cannot be ruled out, however, as aggregate porosities were high ({approx}97%) and variable. Image analyses point to the importance of particle loss rates from zooplankton grazing and remineralization as determining factors for the difference in twilight zone POC concentrations at 55 S and 66 S, with stronger and more focused shallow remineralization at 66 S. At 66 S, an abundance of large (several mm long) fecal pellets from the surface to 150 m, and almost total removal of large aggregates by 200 m, reflected the actions of a single or few zooplankton species capable of grazing diatoms in the euphotic zone, coupled with a more diverse particle feeding zooplankton community immediately below. Surface waters with high biomass levels and high proportion of biomass in the large size fraction were associated with low particle loading at depth, with all indications implying conditions of low export. The 66 S region exhibits this 'High Biomass, Low Export' (HBLE) condition, with very high >51 {micro}m POC concentrations at the surface ({approx}2.1 {micro}M POC), but low concentrations below 200 m (<0.07 {micro}M POC). The 66 S region remained HBLE after iron fertilization. Iron addition at 55 S caused a ten fold increase in >51 {micro}m biomass concentrations in the euphotic zone, bringing surface POC concentrations to levels found at 66 S ({approx}3.8 {micro}M), and a concurrent decrease in POC concentrations below 200 m. The 55 S region, which began with moderate levels of biomass and stronger particle export, transitioned to being HBLE after iron fertilization. We propose that iron addition to already HBLE waters will not cause mass sedimentation events. The stability of an iron-induced HBLE condition is unknown. Better understanding of biological pump processes in non-HBLE Subantarctic waters is needed.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

  14. Exporting Alaskan North Slope crude oil: Benefits and costs

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    A key enzyme for leukotriene biosynthesis is 5-lipoxygenase (5-LO), which we found is exported from the nucleus when p38 MAPK is activated. CHO-K1 cells stably express green fluorescent protein-5-lipoxygenase fusion protein (GFP-5LO), which is located predominantly in the nucleus, and is exported by anisomycin, hydrogen peroxide, and sorbitol, with activation of p38 MAPK. SB203580, an inhibitor of p38 MAPK, and Leptomycin B, an inhibitor of the nuclear export, blocked the anisomycin-induced export of GFP-5LO. When HEK293 cells were transformed with plasmids for wild-type GFP-5LO, GFP-5LO-S271A or GFP-5LO-S271E mutants, most wild-type GFP-5LO and GFP-5LO-S271A localized in the nucleus, but GFP-5LO-S271E localized in the cytosol. Thus, phosphorylation at Ser-271 of 5-LO is important for its export. Endogenous 5-LO in RBL cells stimulated with anisomycin was also exported from the nucleus. These results suggest that the nuclear export of 5-LO depends on the stress-induced activation of the p38 MAPK pathway.

The molecular machinery that helps export messenger RNA from a cell's nucleus has been structurally mapped at the Advanced Light Source, a synchrotron located at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab). In this simulation, Gle1 (yellow) binds Dbp5 (green and blue-grey) causing Dbp5 to release RNA (orange). The movie begins with Dbp5 bound to RNA and then transitions to the Gle1-Dbp5 state, the step that jettisons RNA.     The Pile Fuel Storage Pond (PFSP) was built in 1949/50 to receive, store and de-can fuel and isotopes from the Windscale Piles. Following closure of the Piles in 1957, plant operations were scaled down until fuel processing eventually ceased in 1962. The facility has held an inventory of metal fuel both from the Piles and from other programmes since that time. The pond is currently undergoing remediation and removal of the fuel is a key step in that process, unfortunately the fuel export infrastructure on the plant is no longer functional and due to the size and limited lifting capability, the plant is not compatible with today's large volume heavy export flasks. The baseline scheme for the plant is to package fuel into a small capacity flask and transfer it to another facility for treatment and repackaging into a flask compatible with other facilities on site. Due to programme priorities the repackaging facility is not available to do this work for several years causing a delay to the work. In an effort accelerate the programme the Metal Fuel Pilot Project (MFPP) was initiated to challenge the norms for fuel transfer and develop a new methodology for transferring the fuel. In developing a transfer scheme the team had to overcome challenges associated with unknown fuel condition, transfers outside of bulk containment, pyro-phoricity and oxidisation hazards as well as developing remote control and recovery systems for equipment not designed for this purpose. A combination of novel engineering and enhanced operational controls were developed which resulted in the successful export of the first fuel to leave the Pile Fuel Storage Pond in over 40 years. The learning from the pilot project is now being considered by the main project team to see how the new methodology can be applied to the full inventory of the pond. (author)

    This book is designed to be primarily a history of research facts, measurements, and ideas and the people who developed them. ''Research'' is defined very broadly to include from bench-top laboratory experiments to worldwide environmental investigations. The book is not a monograph or a critical review. The findings and conclusions are presented largely as the investigators saw and reported them. Frequently, the discussion utilizes the terminology and units of the time, unless they are truly antiquated or potentially unclear. It is only when the work being reported is markedly iconoclastic or obviously wrong that I chose to make special note of it or to correct it. Nevertheless, except for direct quotations, the language is mine, and I take full responsibility for it. The working materials for this volume included published papers in scientific journals, books, published conferences and symposia, personal interviews with over 100 individuals, some of them more than once (see Appendix A), and particularly for the 1940--1950 decade and for the large government-supported laboratories to the present day, ''in-house'' reports. These reports frequently represent the only comprehensive archive of what was done and why. Unfortunately, this source is drying up because of storage problems and must be retrieved by ever more complex and inconvenient means. For this reason, special efforts have been taken to review and document these sources, though even now some sections of the field are partially inaccessible. Nevertheless, the volume of all materials available for this review was surprisingly large and the quality much better than might have been expected for so complex and disparate a fields approached under conditions of considerable urgency.

    International safeguards and export controls are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of international safeguards and export controls rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.
