    Government regulators and the financial sector cooperate to combat money laundering and terrorist financing. This information-sharing relationship is built upon a strong legislative foundation and effective operational procedures. As with money-laundering and terrorist financing, halting the illicit procurement of dual-use commodities requires close coordination between government and industry. However, many of the legal and operational features present in financial threat cooperation do not exist in the export control realm. This article analyzes the applicability of financial industry cooperative measures to nonproliferation.

    EPRI compact simulators are more effective, more flexible, and less expensive than conventional simulators. As a result, these simulators can benefit utilities in many ways, ranging from improving heat rate and decreasing O and M costs to reducing control system retrofit costs. Similarly, simulator applications range from operator training to engineering analyses and new product testing. These guidelines help utilities efficiently develop simulator specifications and procure these simulators. The guidelines cover the three phases of the procurement process: (1) pre-specification, (2) specification development, and (3) post-specification. For each phase, the guidelines include specific steps to take and use examples to point out how to avoid problems. Guideline appendices include a generic simulator specification. To help transfer the information in the guidelines to the industry, EPRI has also developed a simulator procurement workshop and a six-hour videotape series based on the workshop.

    The Procurement and Assistance Data System (PADS) provides a mechanism for collecting, assembling, organizing, and presenting acquisition and assistance data for the Department of Energy (DOE). This handbook and associated documents establish a uniform system to report acquisition/assistance data to PADS for the collection, processing, and dissemination of official statistical data on the Department`s acquisition and assistance actions. The data provides, based on information available at the time of request, a basis for any recurring and special reports to the senior procurement executive, Congress, General Accounting Office (GAO), Federal executive agencies, Office of management and Budget (OMB), and the general public. It provides information for measuring and assessing the extent to which small business firms and small disadvantages business enterprises are sharing in DOE placement, and for other acquisition and assistance policy and management control purposes.     State renewable portfolio standard (RPS) policies require utilities and load-serving entities (LSEs) to procure renewable energy generation. Utility procurement options may be a function of state policy and regulatory preferences, and in some cases, may be dictated by legislative authority. Utilities and LSEs commonly use competitive solicitations or bilateral contracting to procure renewable energy supply to meet RPS mandates. However, policymakers and regulators in several states are beginning to explore the use of alternatives, namely feed-in tariffs (FITs) and auctions to procure renewable energy supply. This report evaluates four procurement strategies (competitive solicitations, bilateral contracting, FITs, and auctions) against four main criteria: (1) pricing; (2) complexity and efficiency of the procurement process; (3) impacts on developers access to markets; and (4) ability to complement utility decision-making processes. These criteria were chosen because they take into account the perspective of each group of stakeholders: ratepayers, regulators, utilities, investors, and developers.

    Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

    The US Environmental Protection Agency (EPA) proposed a Comprehensive Procurement Guideline'' in April designating items that are or can be made with recovered materials. The Agency is proposing to designate 21 additional items and to amend the building installation guideline to establish recovered materials content levels for fiberglass and increase the levels for rock wool. The Comprehensive Procurement Guideline implements Section 6002(e) of the Resource Conservation and Recovery Act (RCRA), and Section 502 of Executive Order 12873. RCRA Section 6002 requires EPA to designate items that are or can be made with recovered materials and to recommend practices to assist federal procuring agencies with meeting their statutory obligations under RCRA Section 6002. After EPA designates an item, RCRA requires that each procuring agency purchase that designated item composed of the highest percentage of recovered materials practicable.

    EIA plays an important role in enhancing the environmental performance of the construction sector. In recent years, the construction sector has been developing green procurement practices. Green procurement is a process that involves the incorporation of environmental requirements during the procurement of services and products. However, discussion on green procurement is rarely seen during the EIA phase. This paper addresses possible opportunities for improving the coordination between EIA and green procurement within the construction sector. The linking of EIA and green procurement has been postulated in the paper as an aid to strengthen the coordination between project planning and implementation. The paper is based on a literature review and is an outcome of an on-going research project concerning EIA and green procurement. This study indicated that it would be appropriate to introduce green procurement during the pre-decision phase of an EIA. In the present study, the opportunities for integrating green procurement at the stage of EIA are associated with the integration of project planning and EIA. Future research should investigate the mechanism through which the link can be established. - Highlights: Black-Right-Pointing-Pointer This paper identifies opportunities to link EIA and green procurement. Black-Right-Pointing-Pointer Pre-decision phase of EIA could be appropriate for planning green procurement.     The Code of Federal Regulations, Part 50, Appendix B, requires every applicant for an operating license to include in its final safety analysis report information pertaining to the managerial and administrative controls to be used to ensure safe operation. This appendix establishes quality assurance requirements for the design, construction, and operation of those structures, systems, and components (SSC) that perform safety-related functions. The activities affecting safety-related SSC functions include designing, purchasing, fabricating, and so forth, Title 10 CFR 50.65 established requirements to ensure that the maintenance activities conducted by licensees are effective. This is also known as the maintenance rule.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    This review report presents the results of an analysis of alternative approaches to the design of a federal photovoltaics procurement program. Advantages and disadvantages of large purchases at fixed prices and smaller purchases for testing and demonstrating the technology are presented. The objectives and possible impacts of these purchase programs on the photovoltaic industry are described. The reactions of the industry to alternative purchase programs were assessed using personal interviews with selected companies currently active in photovoltaics. The report begins with a review of the impacts of federal procurements on other innovations, including the electronics industry, and suggests the relation of these procurements to photovoltaics. The methodology for conducting the interviews is presented next. The results of the interviews are summarized into possible scenarios of future developments in the industry and into discussions of key issues in the design of a procurement program. An appendix on the current structure of the photovoltaic industry is provided.

    Effective procurement policies can help governments save considerable amounts of money while also reducing energy consumption. Additionally, private sector companies which purchase large numbers of energy-consuming devices can benefit from procurement policies that minimize life-cycle energy costs. Both public and private procurement programs offer opportunities to generate market-transforming demand for energy efficient appliances and lighting fixtures. In recent years, several governments have implemented policies to procure energy efficient products and services. When deploying these policies, efforts have focused on developing resources for implementation (guidelines, energy efficiency specifications for tenders, life cycle costing tools, training, etc.) rather than defining monitoring systems to track progress against the set objectives. Implementation resources are necessary to make effective policies; however, developing Monitoring and Evaluation (M and E) mechanisms are critical to ensure that the policies are effective. The purpose of this article is to provide policy makers and procurement officials with a preliminary map of existing approaches and key components to monitor Energy Efficient Procurement (EEP) programs in order to contribute to the improvement of their own systems. Case studies are used throughout the paper to illustrate promising approaches to improve the M and E of EEP programs, from the definition of the system or data collection to complementary instruments to improve both the monitoring response and program results.

    This report is one in a series of PVUSA reports on PVUSA experiences and lessons learned at the demonstration sites in Davis and Kerman, California, and from participating utility host sites. During the course of approximately 7 years (1988--1994), 10 PV systems have been installed ranging from 20 kW to 500 kW. Six 20-kW emerging module technology arrays, five on universal project-provided structures and one turnkey concentrator, and four turnkey utility-scale systems (200 to 500 kW) were installed. PVUSA took a very proactive approach in the procurement of these systems. In the absence of established procurement documents, the project team developed a comprehensive set of technical and commercial documents. These have been updated with each successive procurement. Working closely with vendors after the award in a two-way exchange provided designs better suited for utility applications. This report discusses the PVUSA procurement process through testing and acceptance, and rating of PV turnkey systems. Special emphasis is placed on the acceptance testing and rating methodology which completes the procurement process by verifying that PV systems meet contract requirements. Lessons learned and recommendations are provided based on PVUSA experience.

    The illicit trafficking of strategic nuclear commodities (defined here as the goods needed for a covert nuclear program excluding special nuclear materials) poses a significant challenge to the international nuclear nonproliferation community. Export control regulations, both domestically and internationally, seek to inhibit the spread of strategic nuclear commodities by restricting their sale to parties that may use them for nefarious purposes. However, export controls alone are not sufficient for preventing the illicit transfer of strategic nuclear goods. There are two major pitfalls to relying solely on export control regulations for the deterrence of proliferation of strategic goods. First, export control enforcement today relies heavily on the honesty and willingness of participants to adhere to the legal framework already in place. Secondly, current practices focus on the evaluation of single records which allow for the necessary goods to be purchased separately and hidden within the thousands of legitimate commerce transactions that occur each day, disregarding strategic information regarding several purchases. Our research presents two preliminary data-centric approaches for investigating procurement networks of strategic nuclear commodities. Pacific Northwest National Laboratory (PNNL) has been putting significant effort into nonproliferation activities as an institution, both in terms of the classical nuclear material focused approach and in the examination of other strategic goods necessary to implement a nuclear program. In particular, the PNNL Signature Discovery Initiative (SDI) has codified several scientific methodologies for the detection, characterization, and prediction of signatures that are indicative of a phenomenon of interest. The methodologies and tools developed under SDI have already been applied successfully to problems in bio-forensics, cyber security and power grid balancing efforts and they have now made the nonproliferation of

    The purpose of this inspection was to determine whether procurements by Westinghouse Savannah River Company and Bechtel Savannah River Inc. from their parent companies or other affiliated divisions were being effectively administered. Many of Bechtel`s procurements have been improperly burdened with indirect costs not permitted under the subcontract terms with Westinghouse, resulting in overcharges to DOE. It is recommended that the manager of Savannah River Operations office review the procurements to recover unallowable indirect costs, and strength administrative controls over this area. The DOE contract with Westinghouse and the subcontract with Bechtel have been found to contain conflicting contractual provisions regarding required competition. Recommendations are given.

    The Phase I feasibility study has focused on determining the availability of information for estimating exposures of the public to chemicals and radionuclides released as a result of historical operation of the facilities at the Oak Ridge Reservation (ORR). The estimation of such past exposures is frequently called dose reconstruction. The initial project tasks, Tasks 1 and 2 were designed to identify and collect information that documents the history of activities at the ORR that resulted in the release of contamination and to characterize the availability of data that could be used to estimate the magnitude of the contaminant releases or public exposures. A history of operations that are likely to have generated off-site releases has been documented as a result of Task 1 activities. The activities required to perform this task involved the extensive review of historical operation records and interviews with present and past employees as well as other knowledgeable individuals. The investigation process is documented in this report. The Task 1 investigations have led to the documentation of an overview of the activities that have taken place at each of the major complexes, including routine operations, waste management practices, special projects, and accidents and incidents. Historical activities that appear to warrant the highest priority in any further investigations were identified based on their likely association with off-site emissions of hazardous materials as indicated by the documentation reviewed or information obtained in interviews.

    Belgoprocess is momentarily in the process of purchasing its fifth NDA-system. Measurement systems are, although based on general designs, not from the shelf items but tailor-made sophisticated and highly automated devices. It is obvious that such a project cannot be carried out by solely a NDA team, but needs a multifunctional team. This team combines NDA expertise with experts in civil works, electrical and mechanical engineering, procurement, IT, safety and legal administration. From less positive experiences in the past, Belgoprocess learned a lot and has now a systematic in place. This systematic structures the project from definition of requirements to operation, a two to three year process. This paper defines the phases of a NDA project and gives for each phase some do's and don'ts. A second subject is the writing and handling of the vast but needed and required documentation. It gives a brief overview of the over thirty documents and files needed. The described, integrated and formal approach reduces the risk of failing projects, systems not meeting the expectations or denied qualification. It puts clear agreements in place, smoothening the relationship between company, supplier and authorities. (authors)

    During the period 1947 through 1970, the Atomic Energy Commission (AEC) fostered the rapid development and expansion of the domestic uranium mining and milling industry by providing a market for uranium. Some thirty-two mills were constructed during that period to produce U/sub 3/O/sub 8/ concentrates for sale to the AEC. In addition, there were various pilot plants, concentrators, upgraders, heap leach, and solution mining facilities that operated during the period. The purpose of this report is to compile a short narrative history of the AEC's uranium concentrate procurement program and to describe briefly each of the operations that produced uranium for sale to the AEC. Contractual arrangements are described and data are given on quantities of U/sub 3/O/sub 8/ purchased and prices paid. Similar data are included for V/sub 2/O/sub 5/, where applicable. Mill and other plant operating data were also compiled from old AEC records. These latter data were provided by the companies, as a contractual requirement, during the period of operation under AEC contracts. Additionally, an effort was made to determine the present status of each facility by reference to other recently published reports. No sites were visited nor were the individual reports reviewed by the companies, many of which no longer exist. The authors relied almost entirely on published information for descriptions of facilities and milling processes utilized.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    This report examines the most current literature and information available on characterization and remediation technologies that could be used on the Nevada Test Site (NTS) historical hydronuclear test areas. Historical hydronuclear tests use high explosives and a small amount of plutonium. The explosion scatters plutonium within a contained subsurface environment. There is currently a need to characterize these test areas to determine the spatial extent of plutonium in the subsurface and whether geohydrologic processes are transporting the plutonium away from the event site. Three technologies were identified to assist in the characterization of the sites. These technologies are the Pipe Explorer{trademark}, cone penetrometer, and drilling. If the characterization results indicate that remediation is needed, three remediation technologies were identified that should be appropriate, namely: capping or sealing the surface, in situ grouting, and in situ vitrification. Capping the surface would prevent vertical infiltration of water into the soil column, but would not restrict lateral movement of vadose zone water. Both the in situ grouting and vitrification techniques would attempt to immobilize the radioactive contaminants to restrict or prevent leaching of the radioactive contaminants into the groundwater. In situ grouting uses penetrometers or boreholes to inject the soil below the contaminant zone with low permeability grout. In situ vitrification melts the soil containing contaminants into a solid block. This technique would provide a significantly longer contaminant immobilization, but some research and development would be required to re-engineer existing systems for use at deep soil depths. Currently, equipment can only handle shallow depth vitrification. After existing documentation on the historical hydronuclear tests have been reviewed and the sites have been visited, more specific recommendations will be made.

    Annual average river flow rates are required input to the LADTAP Computer Code for calculating offsite doses from liquid releases of radioactive materials to the Savannah River. The source of information on annual river flow rates used in dose calculations varies, depending on whether calculations are for retrospective releases or prospective releases. Examples of these types of releases are: Retrospective - releases from routine operations (annual environmental reports) and short term release incidents that have occurred. Prospective - releases that might be expected in the future from routine or abnormal operation of existing or new facilities (EIS`s, EID`S, SAR`S, etc.).     Dow Corning Corporation has developed effective procedures for meeting the fuelwood requirements of a 22.4 megawatt steam and electricity cogenerating power plant. The fuelwood procurement program of Dow Corning's Natural Resources Department involves special arrangements with private landowners, logging and hauling producers, and waste wood suppliers. The program's success is attributable to a favorable location, adequate allowance for advance planning, effective public relations, and flexible management. The program is significant because it demonstrates that industrial fuelwood requirements can be met and that improved production from nonindustrial private forests can be relied upon as a major source of fuelwood. 7 references, 7 figures.

    Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. Subsequent volumes will discuss classification principles, classification management, and the control of certain unclassified scientific and technical information. 340 refs., 6 tabs.

    This paper will review a procurement, acquisition, and contract process of a large-scale replicable net zero energy (ZEB) office building. The owners developed and implemented an energy performance based design-build process to procure a 220,000 ft2 office building with contractual requirements to meet demand side energy and LEED goals. We will outline the key procurement steps needed to ensure achievement of our energy efficiency and ZEB goals. The development of a clear and comprehensive Request for Proposals (RFP) that includes specific and measurable energy use intensity goals is critical to ensure energy goals are met in a cost effective manner. The RFP includes a contractual requirement to meet an absolute demand side energy use requirement of 25 kBtu/ft2, with specific calculation methods on what loads are included, how to normalize the energy goal based on increased space efficiency and data center allocation, specific plug loads and schedules, and calculation details on how to account for energy used from the campus hot and chilled water supply. Additional advantages of integrating energy requirements into this procurement process include leveraging the voluntary incentive program, which is a financial incentive based on how well the owner feels the design-build team is meeting the RFP goals.

This report should serve not as the end of best practices, identification and implementation rather it creates a platform for a wide range of beginnings, and establishes a starting point for continuous improvement of DOE and contractor's processes, practices and initiatives to allow D&D to be performed safer, faster, better at reduced costs. The approaches identified in this report will come to life by being shared, debated, and implemented in the context of organizational realities.     A number of novel concepts were utilized in a procurement bid process to award a contract for the stabilization of a mixed wastewater treatment plating line sludge from the Reactor Materials department (M-Area) at the Savannah River site (SRS). The contract award was based on a combination of technical and cost considerations. The technical aspects included an evaluation of the technical validity of the proposed process(es) (i.e., would the process work?), the physical resources of the proposer and the expertise of the personnel proposed to work on the program, and prior experience of the firm wit treatment and stabilization of mixed (radioactive and hazardous) wastes. This paper will concentrate on the cost and the bid award considerations, rather than the technical aspects.

Procuring Stationary Fuel Cells for CHP: A Guide for Federal Facility Decision Makers presents an overview of the process for planning and implementing a fuel cell CHP project in a concise, step-by-step format. This guide is designed to help agency leaders turn their interest in fuel cell technology into successful installations. This guide concentrates on larger (100 kW and greater) fuel cell CHP systems and does not consider other fuel cell applications such as cars, forklifts, backup power supplies or small generators (<100 kW).     Despite a global recession, the number of photovoltaic (PV) installations in the United States grew 30% from 2008 to 2009. A number of trends point toward continued growth of new PV installations. The efficiency of solar panels is increasing, while installation costs are going down. At the same time, federal, state, and local regulations are requiring that greater amounts of energy must come from renewable sources. Incentives for solar power technology implementation are being created and regulatory barriers removed. Corporations and governments are focusing on solar power to demonstrate leadership in environmental sustainability and resource conservation. Architects and builders are including PV arrays as a way to meet green building standards and property owners are seeking PV as a way to reduce their utility bills, as well as their carbon footprints. This publication focuses on the implementation of PV systems on historic properties. Many private property owners, as well as local, state, and national government entities, are seeking guidance on how best to integrate solar PV installations on historic buildings. Historic preservationists maintain that preserving, reusing, and maintaining historic structures is a key sustainable design strategy while also recognizing the importance of accommodating renewable energy technologies where they are appropriate. In some cases, however, conflicts have arisen over the installation of PV panels on historic properties. Addressing these conflicts and providing guidance regarding solutions and best practices is an important step toward resolving or eliminating barriers. Historic properties and districts in the United States provide tangible connections to the nation's past. Thousands of buildings, sites, districts, structures, and objects have been recognized for their historic and architectural significance. Local, state, and national designations of historic properties provide recognition, protection, and incentives that

    As part of the ongoing remedial investigations (RI) at the Navy`s fleet and Industrial Supply Center, Oakland (FISCO)-Alameda Facility/Alameda Annex (the facility), FISC Oakland, and NAS Alameda, the presence of widespread historic chemical contaminants along the interface between the fill material and the former marshland deposits has been discovered. The historic contaminants are believed to have accumulated within the marshland areas prior to the filling activities along the Oakland Inner Harbor. The historic contaminants consist of heavy petroleum hydrocarbons, aromatic hydrocarbons, and polynuclear aromatic hydrocarbons (PAH), apparently generated by the former industries in the area. Three solid waste management units (SWMUs) and eight areas of concern ( AOCs) were identified at the facility. Three SWMUs and 1 AOC were recommended for site investigations as high-priority.

    The Los Alamos National Laboratory (LANL) supports the International Atomic Energy Agency (IAEA) by providing training for IAEA inspectors in neutron and gamma-ray Nondestructive Assay (NDA) of nuclear material. Since 1980, all new IAEA inspectors attend this two week course at LANL gaining hands-on experience in the application of NDA techniques, procedures and analysis to measure plutonium and uranium nuclear material standards with well known pedigrees. As part of the course the inspectors conduct an inventory verification exercise. This exercise provides inspectors the opportunity to test their abilities in performing verification measurements using the various NDA techniques. For an inspector, the verification of an item is nominally based on whether the measured assay value agrees with the declared value to within three times the historical delta value. The historical delta value represents the average difference between measured and declared values from previous measurements taken on similar material with the same measurement technology. If the measurement falls outside a limit of three times the historical delta value, the declaration is not verified. This paper uses measurement data from five years of IAEA courses to calculate a historical delta for five non-destructive assay methods: Gamma-ray Enrichment, Gamma-ray Plutonium Isotopics, Passive Neutron Coincidence Counting, Active Neutron Coincidence Counting and the Neutron Coincidence Collar. These historical deltas provide information as to the precision and accuracy of these measurement techniques under realistic conditions.
