    The federal government is mandated with improving efficiency of buildings, incorporating renewable energy, and achieving net-zero energy operations where possible. These challenges led GSA to consider aligning historic preservation renovations with net-zero energy goals. The Wayne N. Aspinall Federal Building and U.S. Courthouse (Aspinall Courthouse), in Grand Junction, Colorado, is an example of a renovation project that aimed to accomplish both historic preservation and net-zero energy goals.

    The Manhattan Project was initiated to develop nuclear weapons for use in World War II. The Hanford Engineer Works (HEW) was established in eastern Washington State as a production complex for the Manhattan Project. A major product of the HEW was plutonium. The buildings and process equipment used in the early phases of nuclear weapons development are historically significant because of the new and unique work that was performed. When environmental cleanup became Hanford's central mission in 1991, the Department of Energy (DOE) prepared for the deactivation and decommissioning of many of the old process facilities. In many cases, the process facilities were so contaminated, they faced demolition. The National Historic Preservation Act (NHPA) requires federal agencies to evaluate the historic significance of properties under their jurisdiction for eligibility for inclusion in the National Register of Historic Places before altering or demolishing them so that mitigation through documentation of the properties can occur. Specifically, federal agencies are required to evaluate their proposed actions against the effect the actions may have on districts, sites, buildings or structures that ere included or eligible for inclusion in the National Register. In an agreement between the DOE'S Richland Operations Office (RL), the Washington State Historic Preservation Office (SHPO) and the Advisory Council on Historic Preservation (ACHP), the agencies concurred that the Hanford Site Historic District is eligible for listing on the National Register of Historic Places and that a Sitewide Treatment Plan would streamline compliance with the NHPA while allowing RL to manage the cleanup of the Hanford Site. Currently, many of the old processing buildings at the Plutonium Finishing Plant (PFP) are undergoing deactivation and decommissioning. RL and Fluor Hanford project managers at the PFP are committed to preserving historical artifacts of the plutonium production process. They must also ensure the safety of workers and the full decontamination of buildings or artifacts if they are to be preserved. This paper discusses the real time challenges of working safely, decontaminating process equipment, preserving historical structures and artifacts and documenting their history at PFP.

    This Programmatic Agreement (PA) addresses the built environment (i.e., buildings and structures) constructed during the Manhattan Project and Cold War Era periods of Hanford`s operational history. As such it encompasses the years 1943 through 1990. The identification, evaluation, and treatment of buildings and historic archeological remains on the Hanford Site predating 1943 will be accomplished through Sections 800.4 through 800.6 of the Council`s regulations. This PA will be in effect from the date of signature until September 30, 2000. Completion of the Sitewide Treatment Plan established under this PA satisfies all Section 106 requirements for identification, evaluation, and treatment necessary for all undertakings, up to and including demolition which may affect Manhattan Project and Cold War Era properties. This PA may be extended if the Sitewide Treatment Plan has not been completed by the end of FY 2000. Identification, evaluation, and treatment of properties constructed on the Hanford Site after 1990 will be handled pursuant to the regulations in effect at the time such properties are eligible for review.

    The HBCU/MI Environmental Technology and Waste Management Consortium was established in January 1990, through a Memorandum of Understanding (MOU) among the member institutions. This group of research-oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) agreed to work together to initiate research, technology development and education programs to address the nation`s critical environmental problems. As a group the HBCU/MI Consortium is uniquely positioned to reach women and the minority populations of African Americans, Hispanics and American Indians. As part of their initial work, they developed the Research, Education, and Technology Transfer (RETT) Plan to actualize the Consortium`s guiding principles. In addition to developing a comprehensive research agenda, four major programs were begun to meet these goals. This report summarizes the 1990--1991 progress.

    The HBCU/MI ET Consortium was established in January 1990, through a Memorandum of Understanding (MOU) among its member institutions. This group of research oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) agreed to work together to initiate or revise education programs, develop research partnerships with public and private sector organizations, and promote technology development to address the nation`s critical environmental contamination problems. The Consortium`s Research, Education and Technology Transfer (RETT) Plan became the working agenda. The Consortium is a resource for collaboration among the member institutions and with federal an state agencies, national and federal laboratories, industries, (including small businesses), majority universities, and two and four-year technical colleges. As a group of 17 institutions geographically located in the southern US, the Consortium is well positioned to reach a diverse group of women and minority populations of African Americans, Hispanics and American Indians. This Report provides a status update on activities and achievements in environmental curriculum development, outreach at the K--12 level, undergraduate and graduate education, research and development, and technology transfer.

    Since 1905, Albert Einstein's ''miraculous year'', modern physics has advanced explosively. In 2005, the World Year of Physics, a session at the SAA Annual meeting discusses three institutional initiatives--Einstein's collected papers, an international geophysical program, and a research laboratory--to examine how physics and physicists are documented and how that documentation is being collected, preserved, and used. This paper provides a brief introduction to the research laboratory (SLAC), discusses the origins of the SLAC Archives and History Office, its present-day operations, and the present and future challenges it faces in attempting to preserve an accurate historical record of SLAC's activities.

    Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The Idaho National Engineering and Environmental Laboratory Site is located in southeastern Idaho, and is home to vast numbers and a wide variety of important cultural resources representing at least 13,000-year span of human occupation in the region. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these resources with the management and ongoing operation of an active scientific laboratory, while also cleaning up the waste left by past programs and processes. The Department of Energy Idaho Operations Office has administrative responsibility for most of the Site, excluding lands and resources managed by the Naval Reactors Facility and (in 2004) Argonne National Laboratory-West. The Department of Energy is committed to a cultural resource program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative requirements. This annual report is an overview of Cultural Resource Management Program activities conducted during Fiscal Year 2004 and is intended to be both informative to external stakeholders and to serve as a planning tool for future cultural resource management work to be conducted on the Site.

A number of trends point toward continued growth of new PV installations. The efficiency of solar panels is increasing, while installation costs are going down. At the same time, federal, state, and local regulations are requiring that greater amounts of energy must come from renewable sources. Incentives for solar power technology implementation are being created and regulatory barriers removed. Corporations and governments are focusing on solar power to demonstrate leadership in environmental sustainability and resource conservation. Architects and builders are including PV arrays as a way to meet green building standards and property owners are seeking PV as a way to reduce their utility bills, as well as their carbon footprints. This publication focuses on the implementation of PV systems on historic properties. Many private property owners, as well as local, state, and national government entities, are seeking guidance on how best to integrate solar PV installations on historic buildings. Historic preservationists maintain that preserving, reusing, and maintaining historic structures is a key sustainable design strategy while also recognizing the importance of accommodating renewable energy technologies where they are appropriate. In some cases, however, conflicts have arisen over the installation of PV panels on historic properties. Addressing these conflicts and providing guidance regarding solutions and best practices is an important step toward resolving or eliminating barriers. Historic properties and districts in the United States provide tangible connections to the nation's past. Thousands of buildings, sites, districts, structures, and objects have been recognized for their historic and architectural significance. Local, state, and national designations of historic properties provide recognition, protection, and incentives that help to preserve those properties for future generations. At the national level, the National Register of Historic Places includes more than 86,000 listings, which encompass a total of more than 1.6 million historic resources. State registers of historic places also provide recognition and protection for historic sites and districts. Locally, more than 2,400 communities have established historic preservation ordinances. Typically implemented through zoning overlays, these local land use regulations manage changes to hundreds of thousands of historic properties. Over a period of 2 years (2007 and 2008) the U.S. Department of Energy (DOE) designated 25 major U.S. cities as Solar America Cities. DOE provided financial and technical assistance to help the cities develop comprehensive approaches to accelerate the adoption of solar energy technologies. The Solar America Cities partnerships represent the foundation of DOE's larger Solar America Communities program. As a part of this program, DOE identified the implementation of solar projects on historic properties and in historic districts as one area to address. A workshop titled 'Implementing Solar Projects on Historic Buildings and in Historic Districts' was held in Denver, Colorado, in June of 2010. Participants included representatives from the solar industry as well as historic preservationists from nonprofit organizations and government agencies at the local, state, and national levels. The workshop provided an opportunity to gain a common understanding of solar technologies and historic preservation procedures and priorities. The workshop participants also discussed some of the challenges involved in locating PV systems on historic properties and identified potential solutions. This publication is based on the discussions that occurred at this workshop and the recommendations that were developed by participants. Ideas expressed by participants in the workshop, and included in this document, do not necessarily reflect the opinion of any government council, agency, or entity.

    This report summarizes the results of cultural resource activities conducted by the U.S. Department of Energy (DOE) at Uranium Mill Tailings Remedial Action (UMTRA) Project sites in Colorado for the period of October 1, 1995 through September 30, 1996. The inactive uranium mill tailings sites in Colorado are at Durango, Grand Junction, Gunnison, Maybell, Naturita, Rifle, and Slick Rock. On December 6, 1984, the DOE, the Advisory Council on Historic Preservation, and the Colorado State Historic Preservation Officer (SHPO) entered into a programmatic memorandum of understanding (PMOU). This PMOU requires the DOE to fulfillment of its obligations under various state and federal regulations for the protection and preservation of cultural resources. This report provides the state of Colorado with an annual report on the cultural resource activities performed for all UMTRA Project sites in Colorado. Due to the completion of surface activities at the UMTRA Project sites, this will be the last annual report to the state of Colorado. Cultural resources activities subsequent to this report will be reported to the state through site-specific correspondence.

    Annual average river flow rates are required input to the LADTAP Computer Code for calculating offsite doses from liquid releases of radioactive materials to the Savannah River. The source of information on annual river flow rates used in dose calculations varies, depending on whether calculations are for retrospective releases or prospective releases. Examples of these types of releases are: Retrospective - releases from routine operations (annual environmental reports) and short term release incidents that have occurred. Prospective - releases that might be expected in the future from routine or abnormal operation of existing or new facilities (EIS`s, EID`S, SAR`S, etc.). This memorandum provides historical flow rates at the downstream gauging station at Highway 301 for use in retrospective dose calculations and derives flow rate data for the Beaufort-Jasper and Port Wentworth water treatment plants.

    A generation ago the Ford Foundation convened a group of experts to explore and assess the Nation’s energy future, and published their conclusions in A Time To Choose: America’s Energy Future (Cambridge, MA: Ballinger, 1974). The Energy Policy Project developed scenarios of U.S. potential energy use in 1985 and 2000. Now, with 1985 well behind us and 2000 nearly on the record books, it may be of interest to take a look back to see what actually happened and consider what it means for our future. The study group sketched three primary scenarios with differing assumptions about the growth of energy use. The Historical Growth scenario assumed that U.S. energy consumption would continue to expand by 3.4 percent per year, the average rate from 1950 to 1970. This scenario assumed no intentional efforts to change the pattern of consumption, only efforts to encourage development of our energy supply. The Technical Fix scenario anticipated a “conscious national effort to use energy more efficiently through engineering know-how." The Zero Energy Growth scenario, while not clamping down on the economy or calling for austerity, incorporated the Technical Fix efficiencies plus additional efficiencies. This third path anticipated that economic growth would depend less on energy-intensive industries and more on those that require less energy, i.e., the service sector. In 2000, total energy consumption was projected to be 187 quadrillion British thermal units (Btu) in the Historical Growth case, 124 quadrillion Btu in the Technical Fix case, and 100 quadrillion Btu in the Zero Energy Growth case. The Annual Energy Review 1999 reports a preliminary total consumption for 1999 of 97 quadrillion Btu (see Table 1.1), and the Energy Information Administration’s Short-Term Energy Outlook (April 2000) forecasts total energy consumption of 98 quadrillion Btu in 2000. What energy consumption path did the United States actually travel to get from 1974, when the scenarios were drawn, to the end of the century? What happened to the relationship between growth and energy consumption? How did the fuel mix change over this period? What are the effects of energy usage on our environment? What level of consumption will the United States—and the world—record in the Annual Energy Review 2025? We present this edition of the Annual Energy Review to help investigate these important questions and to stimulate and inform our thinking about what the future holds.

    Applications in superconductivity have become widespread, enabled by advancements in cryogenic engineering. In this paper, the history of cryogenic refrigeration, its delivery, its preservation and the important scientific and engineering advancements in these areas in the last 100 years will be reviewed, beginning with small laboratory dewars to very large scale systems. The key technological advancements in these areas that enabled the development of superconducting applications at temperatures from 4 to 77 K are identified. Included are advancements in the components used up to the present state-of-the-art in refrigeration systems design. Viewpoints as both an equipment supplier and the end-user with regard to the equipment design and operations will be presented. Some of the present and future challenges in these areas will be outlined. Most of the materials in this paper are a collection of the historical materials applicable to these areas of interest.

    The Annual Energy Review (AER) is a historical data report that tells many stories. It describes, in numbers, the changes that have occurred in US energy markets since the midpoint of the 20th century. In many cases, those markets differ vastly from those of a half-century ago. By studying the graphs and data tables presented in this report, readers can learn about past energy supply and usage in the United States and gain an understanding of the issues in energy and the environment now before use. While most of this year`s report content is similar to last year`s, there are some noteworthy developments. Table 1.1 has been restructured into more summarized groupings -- fossil fuels, nuclear electric power, and renewable energy -- to aid analysts in their examination of the basic trends in those broad categories. Readers` attention is also directed to the electricity section, where considerable reformatting of the tables and graphs has been carried out to help clarify past and recent trends in the electric power industry as it enters a period of radical restructuring. Table 9.1, which summarizes US nuclear generating units, has been redeveloped to cover the entire history of the industry in this country and to provide categories relevant in assessing the future of the industry, such as the numbers of ordered generating units that have been canceled and those that were built and later shut down. In general, the AER emphasizes domestic energy statistics. Sections 1 through 10 and Section 12 are devoted mostly to US data; Section 11 reports on international statistics and world totals. 140 figs., 141 tabs.

  16. Historic Manhattan Project Sites at Los Alamos

    The Manhattan Project laboratory constructed at Los Alamos, New Mexico, beginning in 1943, was intended from the start to be temporary and to go up with amazing speed. Because most of those WWII-era facilities were built with minimal materials and so quickly, much of the original infrastructure was torn down in the late '40s and early '50s and replaced by more permanent facilities. However, a few key facilities remained, and are being preserved and maintained for historic significance. Four such sites are visited briefly in this video, taking viewers to V-Site, the buildings where the first nuclear explosive device was pre-assembled in preparation for the Trinity Test in Southern New Mexico. Included is another WWII area, Gun Site. So named because it was the area where scientists and engineers tested the so-called "gun method" of assembling nuclear materials -- the fundamental design of the Little Boy weapon that was eventually dropped on Hiroshima. The video also goes to Pajarito Site, home of the "Slotin Building" and "Pond Cabin." The Slotin Building is the place where scientist Louis Slotin conducted a criticality experiment that went awry in early 1946, leading to his unfortunate death, and the Pond Cabin served the team of eminent scientist Emilio Segre who did early chemistry work on plutonium that ultimately led to the Fat Man weapon.

    The United States Department of Energy (DOE) created the Nuclear Energy Research Initiative (NERI) in Fiscal Year (FY) 1999 in response to recommendations provided by the President's Committee of Advisors on Science and Technology. The purpose of NERI is to sponsor research and development (R&D) in the nuclear energy sciences to address the principal barriers to the future use of nuclear energy in the United States. NERI is helping to preserve the nuclear science and engineering infrastructure within the Nation's universities, laboratories, and industry, and is advancing the development of nuclear energy technology, enabling the United States to maintain a competitive position in nuclear science and technology. Research under this initiative also addresses issues associated with the maintenance of existing U.S. nuclear plants. The NERI program is managed and funded by DOE's Office of Nuclear Energy, Science and Technology. ''The Nuclear Energy Research Initiative 2004 Annual Report'' serves to inform interested parties of progress made in NERI on a programmatic level as well as research progress made on individual NERI projects. Section 2 of this report provides background on the creation and implementation of NERI and on the focus areas for NERI research. Section 3 provides a discussion on NERI's mission, goals and objectives, and work scope. Section 4 highlights the major accomplishments of the NERI projects and provides brief summaries of the NERI research efforts that were completed in 2004. Section 5 provides a discussion on the impact NERI has had on U.S. university nuclear programs. Sections 6 through 8 provide project status reports by research area for each of the fiscal year (FY) 2001 and 2002 projects that were active in FY 2004. Research objectives, progress made over the last year, and activities planned for the next year are described for each project. Sections 9 through 11 present each of the newly awarded 2005 NERI projects in their corresponding focus area. Each abstract includes a brief description of the project, its proposed work scope, and its participants. Project numbers are designated by the FY in which the award was made. At the end of the document, there is an Index of NERI Projects grouped by FY and sequentially ordered by project number.

    The Historical Monthly Energy Review (HMER) presents monthly and annual data from 1973 through 1992 on production, consumption, stocks, imports, exports, and prices of the principal energy commodities in the United States. Also included are data on international production of crude oil, consumption of petroleum products, petroleum stocks, and production of electricity from nuclear-powered facilities. This edition of the HMER extends the original HMER in several ways: (1) Four additional years of monthly data, 1989--1992, have been added. (2) This report fully replaces the earlier one; each data cell that has been revised since the original HMER is marked with an ``R`` so that changes can be quickly noted. (3) Section 1 has been expanded to include Tables 1.7--1.13, which were not available in the first HMER. (4) Tables 3.9 on propane and Table 4.3 on natural gas trade, which have been added to the MER since the release of the first HMER, are included in this edition. In addition, Table 10.4 on nuclear electricity gross generation has been reorganized to align more closely with the current presentation in the MER.

    The US Department of Energy`s Hanford Site encompasses an area of 560 square miles on the Columbia River in southeastern Washington. Since 1943, the Hanford Site has existed as a protected area for activities primarily related to the production of radioactive materials for national defense uses. For cultural resources on the Hanford Site, establishment of the nuclear reservation as a high security area, with public access restricted, has resulted in a well-protected status, although no deliberate resource protection measures were in effect to mitigate effects of facilities construction and associated activities. Thus, the Hanford Site contains an extensive record of aboriginal archaeological sites and Native American cultural properties, along with pre-Hanford Euro-American sites (primarily archaeological in nature with the removal of most pre-1943 structures), and a considerable number of Manhattan Project/Cold War era buildings and structures. The recent mission change from production to clean up and disposal of DOE lands created a critical need for development and implementation of new and different cultural resource management strategies. DOE-RL has undertaken a preservation planning effort for the Hanford Site. The intent of this Plan is to enable DOE-RL to organize data and develop goals, objectives, and priorities for the identification, evaluation, registration, protection, preservation, and enhancement of the Site`s historical and cultural properties. Decisions made about the identification, evaluation, registration and treatment of historic properties are most aptly made when relationships between individual properties and other similar properties are considered. The historic context and the multiple property documentation (NTD) process provides DOE-RL the organizational framework for these decisions. Once significant patterns are identified, contexts developed, and expected properties are defined, the NTD process provides the foundation for future decisions concerning the management of significant cultural resources on the Hanford Site.

  8. Irradiation preservation of seafood: Literature review

    The application of gamma-irradiation for extending the shelf life of seafood has been of interest for many years. This report reviews a number of studies on seafood irradiation conducted over the past several years. Topics covered include seafood irradiation techniques and dosages, species applicability and differences, the effects of packaging on seafood preservation, and changes in organoleptic acceptability as a result of irradiation. Particular attention is given to radiation effects (likely and unlikely) of concern to the public. These include the potential for generation of toxic chemical products, botulinum toxin production, and other health concerns. No scientifically defensible evidence of any kind was found for any harmful effect of irradiation of seafoods at the doses being considered (less than 300 krad), and all indications are that irradiation is an acceptable and needed additional tool for seafood preservation. 49 refs., 14 figs., 14 tabs.

    The authors report AMS [sup 14]C measurements on sub annual samples of coral from the Galapagos Islands that span the period, 1970-1973. Both the major 1972 El Nino/Southern Oscillation event and intra-annual changes in regional upwelling of [sup 14]C-depleted waters associated with alternation of surface-ocean current patterns are evident in the record. These data show that the corals preserve a detailed record of past intra-annual variations of the [sup 14]C content of surface ocean water.

    The Uranium Industry Annual 1998 (UIA 1998) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing. It contains data for the period 1989 through 2008 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data provides a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Data on uranium raw materials activities for 1989 through 1998, including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment, are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2008, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, and uranium inventories, are shown in Chapter 2. The methodology used in the 1998 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. A list of respondents to the ``Uranium Industry Annual Survey`` is provided in Appendix C. The Form EIA-858 ``Uranium Industry Annual Survey`` is shown in Appendix D. For the readers convenience, metric versions of selected tables from Chapters 1 and 2 are presented in Appendix E along with the standard conversion factors used.     The purpose of a phase-preserving linear amplifier is to make a small signal larger, so that it can be perceived by instruments incapable of resolving the original signal, while sacrificing as little as possible in signal-to-noise. Quantum mechanics limits how well this can be done: the noise added by the amplifier, referred to the input, must be at least half a quantum at the operating frequency. This well-known quantum limit only constrains the second moments of the added noise. Here we provide the quantum constraints on the entire distribution of added noise: any phasepreserving linear amplifier is equivalent to a parametric amplifier with a physical state ? for the ancillary mode; ? determines the properties of the added noise.

    The Fermilab Tevatron collider's data-taking run ended in September 2011, yielding a dataset with rich scientific potential. The CDF and DO experiments each have nearly 9 PB of collider and simulated data stored on tape. A large computing infrastructure consisting of tape storage, disk cache, and distributed grid computing for physics analysis with the Tevatron data is present at Fermilab. The Fermilab Run II data preservation project intends to keep this analysis capability sustained through the year 2020 or beyond. To achieve this, we are implementing a system that utilizes virtualization, automated validation, and migration to new standards in bothmore » software and data storage technology as well as leveraging resources available from currently-running experiments at Fermilab. Furthermore, these efforts will provide useful lessons in ensuring long-term data access for numerous experiments throughout high-energy physics, and provide a roadmap for high-quality scientific output for years to come.« less

    Annual limits on intake (ALI) have historically been tabulated by the International Commission on Radiological Protection (e.g., ICRP 1979, 1961) and also by the Environmental Protection Agency (EPA 1988). These compilations have been rendered obsolete by more recent ICRP dosimetry methods, and, rather than provide new ALIs, the ICRP has opted instead to provide committed dose coefficients from which an ALI can be determined by a user for a specific set of conditions. The U.S. Department of Energy historically has referenced compilations of ALIs and has defined their method of calculation in its radiation protection regulation (10 CFDR 835), but has never provided a specific compilation. Under June 2007 amendments to 10 CFR 835, ALIs can be calculated by dividing an appropriate dose limit, either 5-rem (0.05 Sv) effective dose or 50 rem (0.5 Sv) equivalent dose to an individual organ or tissue, by an appropriate committed dose coefficient. When based on effective dose, the ALI is often referred to as a stochastic annual limit on intake (SALI), and when based on the individual organ or tissue equivalent limit, it has often been called a deterministic annual limit on intake (DALI).

The original evaluation was published in 2005; this report serves as the first five-year re-evaluation. This re-evaluation includes consideration of changes within LLNL to management, to mission, and to the built environment. it also determines the status of those buildings, objects, and districts that were recommended as NRHP-eligible in the 2005 report. Buildings that were omitted from the earlier building list, those that have reached 50 years of age since the original assessment, and new buildings are also addressed in the re-evaluation.

    Phase I of the Clean Air Act Amendments (CAAA) of 1990 is complete. A mix of technologies and compliance strategies were used by the subject utilities to meet their obligations at the lowest evaluated cost. Phase II of the CAAA, which begins in the year 2000, will require utilities to bring their systems into compliance while reducing their overall SO{sub 2} emissions by 4.4 million tons nationwide. However, considering some of the utilities` overcompliance in Phase I, the overall reduction that needs to be achieved in Phase II could be as low as 2 million tons. The economic and business factors that influenced the compliance technology decisions in Phase I are similar to the economic and business factors that will influence both Phase II decisions and asset preservation on existing systems. While there was a mixture of technologies used in Phase I compliance, the uncertainty over allowance pricing and the overall economic climate favored low capital intensive solutions. Most Utilities chose to fuel switch. Many fewer utilities chose to install flue gas desulfurization (FGD) systems than was previously projected. Phase II of the CAAA is likely to continue to favor low capital invenstive solutions since allowance uncertainty continues to be a factor and electric utility restructuring promises continued business uncertainty.

    The annual summary report presents the fiscal year (FY) 1994 research activities and accomplishments for the United States Department of Energy (DOE) Biological and Chemical Technologies Research (BCTR) Program of the Advanced Industrial Concepts Division (AICD). This AICD program resides within the Office of Industrial Technologies (OIT) of the Office of Energy Efficiency and Renewable Energy (EE). Although the OIT was reorganized in 1991 and AICD no longer exists, this document reports on efforts conducted under the former structure.     This is the third edition in an annual briefing prepared jointly by LBNL and NREL intended to provide a high-level overview of historical, recent, and projected near-term PV system pricing trends in the United States. The briefing draws on several ongoing research activities at the two labs, including LBNL's annual Tracking the Sun report series, NREL's bottom-up PV cost modeling, and NREL's synthesis of PV market data and projections. The briefing examines progress in PV price reductions to help DOE and other PV stakeholders manage the transition to a market-driven PV industry, and integrates different perspectives and methodologies for characterizing PV system pricing, in order to provide a broader perspective on underlying trends within the industry. Median reported prices for systems completed in 2013 were $4.69/W for residential installations, $3.89/W for commercial installations and $3.00/W for utility-scale installations.

    The Petroleum Marketing Annual (PMA) contains statistical data on a variety of crude oils and refined petroleum products. The publication provides statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysts, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the free-on-board (f.o.b.) and landed cost of imported crude oil, and the refiners acquisition cost of crude oil. Sales data for motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane are presented. For this publication, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication dates.

    Coal Industry Annual 1993 replaces the publication Coal Production (DOE/FIA-0125). This report presents additional tables and expanded versions of tables previously presented in Coal Production, including production, number of mines, Productivity, employment, productive capacity, and recoverable reserves. This report also presents data on coal consumption, coal distribution, coal stocks, coal prices, coal quality, and emissions for a wide audience including the Congress, Federal and State agencies, the coal industry, and the general public. In addition, Appendix A contains a compilation of coal statistics for the major coal-producing States. This report does not include coal consumption data for nonutility Power Producers who are not in the manufacturing, agriculture, mining, construction, or commercial sectors. This consumption is estimated to be 5 million short tons in 1993.

  15. Historic contamination along Oakland Inner Harbor

    As part of the ongoing remedial investigations (RI) at the Navy`s fleet and Industrial Supply Center, Oakland (FISCO)-Alameda Facility/Alameda Annex (the facility), FISC Oakland, and NAS Alameda, the presence of widespread historic chemical contaminants along the interface between the fill material and the former marshland deposits has been discovered. The historic contaminants are believed to have accumulated within the marshland areas prior to the filling activities along the Oakland Inner Harbor. The historic contaminants consist of heavy petroleum hydrocarbons, aromatic hydrocarbons, and polynuclear aromatic hydrocarbons (PAH), apparently generated by the former industries in the area. Three solid waste management units (SWMUs) and eight areas of concern ( AOCs) were identified at the facility. Three SWMUs and 1 AOC were recommended for site investigations as high-priority.
