    SciTech Connect (OSTI)

    Poyer, D.A.; Teotia, A.P.S.; Henderson, L.

    1998-05-01

Residential energy cost, an important part of the household budget, varies significantly across different population groups. In the United States, researchers have conducted many studies of household fuel consumption by fuel type -- electricity, natural gas, fuel oil, and liquefied petroleum gas (LPG) -- and by geographic areas. The results of past research have also demonstrated significant variation in residential energy use across various population groups, including white, black, and Latino. However, research shows that residential energy demand by fuel type for Latinos, the fastest-growing population group in the United States, has not been explained by economic and noneconomic factors in any available statistical model. This paper presents a discussion of energy demand and expenditure patterns for Latino and non-Latino households in the United States. The statistical model developed to explain fuel consumption and expenditures for Latino households is based on Stone and Geary`s linear expenditure system model. For comparison, the authors also developed models for energy consumption in non-Latino, black, and nonblack households. These models estimate consumption of and expenditures for electricity, natural gas, fuel oil, and LPG by various households at the national level. The study revealed significant variations in the patterns of fuel consumption for Latinos and non-Latinos. The model methodology and results of this research should be useful to energy policymakers in government and industry, researchers, and academicians who are concerned with economic and energy issues related to various population groups.

    2006-09-15

We postulated that environmental concern encompasses a wide range of different issues, often lumping pollution with habitat loss (or land use) and ecological resources (fish and wildlife). In this paper, we compare perceptions about a range of environmental and ecological resource issues, and explore ethnic/racial differences. We surveyed 1513 residents of New Jersey about 'environmental concerns', using both general environmental questions (two questions: How serious are environmental problems in New Jersey? Are you concerned about the loss of open space?) and ecological resource questions (12 questions: e.g., how important is planting trees in your neighborhood, how concerned are you about loss of breeding and feeding habitat for fish and birds?) in New Jersey. Not all concerns were rated equally. For the ecological questions, there were no ethnic differences in concerns over preserving areas around water supplies, loss of places to hunt and fish, and loss of places for quiet walks and cycling, but there were for the other 9 ecological concerns. For eight of these nine concerns, Spanish-speaking Hispanics were more concerned than others (including English-speaking Hispanics). We divided the ecological resources into three categories: ecological services (clean water and safety), ecological resources (fish and wildlife), and recreational services. The strongest correlates of people's association with enlarging and enhancing recreational services were Spanish-speaking Hispanics, who are supportive of regulations and believe local government is not doing enough for environmental problems. People concerned about the loss of ecological resources and open space believe the federal government and the state are not doing enough for the environment, were non-Hispanic White, want continued environmental regulations, were longer-term residents, were high school graduates, and were older (45-54 years). People interested in ecological services were college-educated, non-White, not rich, females that did not trust DEP's environmental actions, and thought the state was not doing enough environmentally. There was a high correlation between general environmental concern and the ecological resource variables for the population overall, and for each ethnic group. Overall, only 39% of the subjects were very concerned about the seriousness of environmental problems in New Jersey, yet from 36% to 81% of the people were very concerned about 11 of 12 ecological issues. This indicates that people respond different to the term 'environmental problems' compared to specific 'ecological resource' issues. The greatest concern (81%) was for preserving areas around water supplies and cleaning up garbage in the parks, and the least concern was for the loss of places to hunt and fish (26%). Our results indicate that people distinguish between general environmental concern and ecological concerns, as well as distinguishing ecological services from ecological resources.

In certain types of 'slow burn' emergencies, careful accumulation and evaluation of information can offer a crucial advantage. The SARS outbreak in the first decade of the 21st century was such an event, and ad hoc journal clubs played a critical role in assisting scientific and technical responders in identifying and developing various strategies for halting what could have become a dangerous pandemic. This research-in-progress paper describes a process for leveraging emerging semantic web and digital library architectures and standards to (1) create a focused collection of bibliographic metadata, (2) extract semantic information, (3) convert it to the Resource Description Framework /Extensible Markup Language (RDF/XML), and (4) integrate it so that scientific and technical responders can share and explore critical information in the collections.

    1996-11-14

As planned a letter was sent out to 17 teachers who had participated in a Summer 1994 workshop on ``Culturally Relevant Science for Hispanics`` at Michigan State. These teachers were supposed to have spent the intervening time developing lesson plans and curricula. The letter requested a report of any activities undertaken and copies of lesson plans and materials developed by February 1996 with a stipend of $400 for satisfactory reports. It was a disappointment to only get 9 responses and not all of them demonstrating a satisfactory level of activity. Diana Marinez, Dean of Science at Texas A and M University, Corpus Christi, who is the other developer of this curriculum and the author reviewed the submitted materials and chose those showing the most promise to be invited to participate in the Summer Writing Workshop. Spring of 1996 and particularly in May--June, the author wrote a partial first draft of a companion volume for the teacher`s manual which would provide a rationale for doing culturally relevant science, present the cultural and the scientific background that teachers would need in order to be able to teach. One of the goals of this curriculum is that it should be off-the-shelf ready to teach and that teachers would not have to do extra research to encourage its adoption. The outline of the book is appendix 1. The Writing Workshop was held at Texas A and M University, Corpus Christi from July 14 to July 27, 1996. Participating teachers chose topics that they were interested in developing and wrote first drafts. These were distributed to all participants and critiqued by the workshop directors before being rewritten. Some teachers were more productive than others depending on their science background. In total an impressive number of lesson plans were written. These lesson plans are listed in Appendix 3. Appendix 4 is a sample lesson. Work still needs to be done on both the source book and the teachers` manual.

This progress report summarizes results of a teacher workshop. A letter sent to 17 teachers who had participated in the workshop requested a report of any activities undertaken and copies of lesson plans and materials developed. Only nine responses were received, and not all of them demonstrated a satisfactory level of activity. Teachers who submitted materials showing the most promise were invited to participate in the Summer Writing Workshop. A partial first draft of a companion volume for the teacher`s manual was written which provides a rationale for culturally relevant science and presents the cultural and scientific background needed. The outline of the book is presented in Appendix 1. Appendix 2 is a sample chapter from the book.

    2014-03-26

The 50th Annual Maize Genetics Conference was held February 27 - March 2, 2008 at the Marriott Wardman Park Hotel in Washington, D.C. As the golden anniversary of the Conference and coinciding with the release of a draft of the maize genome sequence, this was a special meeting. To publicize this unique occasion, meeting organizers hosted a press conference, which was attended by members of the press representing science and non-science publications, and an evening reception at the Smithsonian National Museum of Natural History, where the draft sequence was announced and awards were presented to Dr. Mary Clutter and Senator Kit Bond to thank them for their outstanding contributions to maize genetics and genomics research. As usual, the Conference provided an invigorating forum for exchange of recent research results in many areas of maize genetics, e.g., cytogenetics, development, molecular genetics, transposable element biology, biochemical genetics, and genomics. Results were shared via both oral and poster presentations. Invited talks were given by four distinguished geneticists: Vicki Chandler, University of Arizona; John Doebley, University of Wisconsin; Susan Wessler, University of Georgia; and Richard Wilson, Washington University. There were 46 short talks and 241 poster presentations. The Conference was attended by over 500 participants. This included a large number of first-time participants in the meeting and an increasingly visible presence by individuals from underrepresented groups. Although we do not have concrete counts, there seem to be more African American, African and Hispanic/Latino attendees coming to the meeting than in years past. In addition, this meeting attracted many participants from outside the U.S. Student participation continues to be hallmark of the spirit of free exchange and cooperation characteristic of the maize genetics community. With the generous support provided by DOE, USDA NSF, and corporate/private donors, organizers were able to defray lodging and meal costs for 133 graduate and undergraduate students and 66 postdocs

  18. 1996-2004 Trends in the Single-Family Housing Market: Spatial Analysis of the Residential Sector

    SciTech Connect (OSTI)

Anderson, Dave M.; Elliott, Douglas B.

    2006-09-05

This report provides a detailed geographic analysis of two specific topics affecting the residential sector. First, we performed an analysis of new construction market trends using annual building permit data. We report summarized tables and national maps to help illustrate market conditions. Second, we performed a detailed geographic analysis of the housing finance market. We analyzed mortgage application data to provide citable statistics and detailed geographic summarization of the residential housing picture in the US for each year in the 1996-2004 period. The databases were linked to geographic information system tools to provide various map series detailing the results geographically. Looking at these results geographically may suggest potential new markets for TD programs addressing the residential sector that have not been considered previously. For example, we show which lenders affect which regions and which income or mortgage product classes. These results also highlight the issue of housing affordability. Energy efficiency R&D programs focused on developing new technology for the residential sector must be conscious of the costs of products resulting from research that will eventually impact the home owner or new home buyer. Results indicate that home values as a proportion of median family income in Building America communities are closely aligned with the national average of home value as a proportion of median income. Other key findings: • The share of home building and home buying activity continues to rise steadily in the Hot-Dry and Hot-Humid climate zones, while the Mixed-Humid and Cold climate zone shares continue to decline. Other zones remain relatively stable in terms of share of housing activity. • The proportion of home buyers having three times the median family income for their geography has been steadily increasing during the study period. • Growth in the Hispanic/Latino population and to a lesser degree in the Asian population has translated into proportional increases in share of home purchasing by both groups. White home buyers continue to decline as a proportion all home buyers. • Low interest rate climate resulted in lenders moving back to conventional financing, as opposed to government-backed financing, for cases that would be harder to financing in higher rate environments. Government loan products are one mechanism for affecting energy efficiency gains in the residential sector. • The rate environment and concurrent deregulation of the finance industry resulted unprecedented merger and acquisition activity among financial institutions during the study period. This study conducted a thorough accounting of this merger activity to inform the market share analysis provided. • The home finance industry quartiles feature 5 lenders making up the first quartile of home purchase loans, 18 lenders making up the second quartile, 111 lenders making up the third quartile, and the remaining nearly 8,000 lenders make up the fourth quartile.
