A STUDY OF THE DISCREPANCY BETWEEN FEDERAL AND STATE MEASUREMENTS OF ON-HIGHWAY FUEL CONSUMPTION

Annual highway fuel taxes are collected by the Treasury Department and placed in the Highway Trust Fund (HTF). There is, however, no direct connection between the taxes collected by the Treasury Department and the gallons of on-highway fuel use, which can lead to a discrepancy between these totals. This study was conducted to determine how much of a discrepancy exists between the total fuel usages estimated based on highway revenue funds as reported by the Treasury Department and the total fuel usages used in the apportionment of the HTF to the States. The analysis was conducted using data from Highway Statistics Tables MF-27 and FE-9 for the years 1991-2001. It was found that the overall discrepancy is relatively small, mostly within 5% difference. The amount of the discrepancy varies from year to year and varies among the three fuel types (gasoline, gasohol, special fuels). Several potential explanations for these discrepancies were identified, including issues on data, tax measurement, gallon measurement, HTF receipts, and timing. Data anomalies caused by outside forces, such as deferment of tax payments from one fiscal year to the next, can skew fuel tax data. Fuel tax evasion can lead to differences between actual fuel use and fuel taxes collected. Furthermore, differences in data collection and reporting among States can impact fuel use data. Refunds, credits, and transfers from the HTF can impact the total fuel tax receipt data. Timing issues, such as calendar year vs. fiscal year, can also cause some discrepancy between the two data sources.

ORNL Trusted Corridors Project: Watts Bar Dam Inland Waterway Project

Radiation has existed everywhere in the environment since the Earth's formation - in rocks, soil, water, and plants. The mining and processing of naturally occurring radioactive materials for use in medicine, power generation, consumer products, and industry inevitably generate emissions and waste. Radiological measuring devices have been used by industry for years to measure for radiation in undesired locations or simply identify radioactive materials. Since the terrorist attacks on the United States on 9-11-01 these radiation measuring devices have proliferated in many places in our nation's commerce system. DOE, TVA, the Army Corps and ORNL collaborated to test the usefulness of these devices in our nation's waterway system on this project. The purpose of the Watts Bar Dam ORNL Trusted Corridors project was to investigate the security, safety and enforcement needs of local, state and federal government entities for state-of-the-art sensor monitoring in regards to illegal cargo including utilization of the existing infrastructure. TVA's inland waterways lock system is a recognized and accepted infrastructure by the commercial carrier industry. Safety Monitoring activities included tow boat operators, commercial barges and vessels, recreational watercraft and their cargo, identification of unsafe vessels and carriers, and, monitoring of domestic and foreign commercial vessels and cargo identification. Safety Enforcement activities included cargo safety, tracking, identification of hazardous materials, waterway safety regulations, and hazardous materials regulations. Homeland Security and Law Enforcement Applications included Radiological Dispersive Devices (RDD) identification, identification of unsafe or illicit transport of hazardous materials including chemicals and radiological materials, and screening for shipments of illicit drugs. In the Fall of 2005 the SensorNet funding for the project expired. After several unsuccessful attempts to find a Federal sponsor to continue with the project, the Watts Bar Dam Project was canceled and the Exploranium radiation monitors were removed from the doors of Watts Bar Dam in early 2006. The DHS Domestic Nuclear Detection Office decided to proceed with a Pilot building on the ORNL work performed at the TN and SC weigh stations in the highway sector of the Trusted Corridors project and eventually expanded it to other southern states under the name of Southeastern Corridor Pilot Project (SETCP). Many of the Phase I goals were achieved however real-world test data of private watercraft and barges was never obtained.

We describe the current state-of-the-art in Trusted Computing Technologies - focusing mainly on Intel's Trusted Execution Technology (TXT). This document is based on existing documentation and tests of two existing TXT-based systems: Intel's Trusted Boot and Invisible Things Lab's Qubes OS. We describe what features are lacking in current implementations, describe what a mature system could provide, and present a list of developments to watch. Critical systems perform operation-critical computations on high importance data. In such systems, the inputs, computation steps, and outputs may be highly sensitive. Sensitive components must be protected from both unauthorized release, and unauthorized alteration: Unauthorized users should not access the sensitive input and sensitive output data, nor be able to alter them; the computation contains intermediate data with the same requirements, and executes algorithms that the unauthorized should not be able to know or alter. Due to various system requirements, such critical systems are frequently built from commercial hardware, employ commercial software, and require network access. These hardware, software, and network system components increase the risk that sensitive input data, computation, and output data may be compromised.

Design of highway embankments using tire chips

This paper describes research undertaken to develop design procedures for using shredded scrap tires as a lightweight fill material in highway construction. The benefits of using scrap tires are particularly enhanced if they can be used to replace virgin construction materials made from nonrenewable resources. This paper addresses the use of tire chips as a highway embankment material. Design parameters for embankments constructed using discarded shredded tires are presented based on laboratory model studies, numerical analyses, and field performance of test fills. The conclusions of this report support the use of tire chips as an environmentally acceptable lightweight fill in highway applications if properly confined. Recommendations for design procedures and construction specifications for the use of tire chips in highway fills are provided.

Off-Highway Transportation-Related Fuel Use

The transportation sector includes many subcategories--for example, on-highway, off-highway, and non-highway. Use of fuel for off-highway purposes is not well documented, nor is the number of off-highway vehicles. The number of and fuel usage for on-highway and aviation, marine, and rail categories are much better documented than for off-highway land-based use. Several sources document off-highway fuel use under specific conditions--such as use by application (e.g., recreation) or by fuel type (e.g., gasoline). There is, however, no single source that documents the total fuel used off-highway and the number of vehicles that use the fuel. This report estimates the fuel usage and number of vehicles/equipment for the off-highway category. No new data have been collected nor new models developed to estimate the off-highway data--this study is limited in scope to using data that already exist. In this report, unless they are being quoted from a source that uses different terminology, the terms are used as listed below. (1) ''On-highway/on-road'' includes land-based transport used on the highway system or other paved roadways. (2) ''Off-highway/off-road'' includes land-based transport not using the highway system or other paved roadways. (3) ''Non-highway/non-road'' includes other modes not traveling on highways such as aviation, marine, and rail. It should be noted that the term ''transportation'' as used in this study is not typical. Generally, ''transportation'' is understood to mean the movement of people or goods from one point to another. Some of the off-highway equipment included in this study doesn't transport either people or goods, but it has utility in movement (e.g., a forklift or a lawn mower). Along these lines, a chain saw also has utility in movement, but it cannot transport itself (i.e., it must be carried) because it does not have wheels. Therefore, to estimate the transportation-related fuel used off-highway, transportation equipment is defined to include all devices that have wheels, can move or be moved from one point to another, and use fuel. An attempt has been made to exclude off-highway engines that do not meet all three of these criteria (e.g., chain saws and generators). The following approach was used to determine the current off-highway fuel use. First, a literature review was conducted to ensure that all sources with appropriate information would be considered. Secondly, the fuel use data available from each source were compiled and compared in so far as possible. Comparable data sets (i.e., same fuel type; same application) were evaluated. Finally, appropriate data sets were combined to provide a final tally.

Highway vehicle electric drive in the United States : 2009 status and issues.

The status of electric drive technology in the United States as of early 2010 is documented. Rapidly evolving electric drive technologies discussed include hybrid electric vehicles, multiple types of plug-in hybrid electric vehicles, and battery electric vehicles. Recent trends for hybrids are quantified. Various plug-in vehicles entering the market in the near term are examined. The technical and economic requirements for electric drive to more broadly succeed in a wider range of highway vehicle applications are described, and implications for the most promising new markets are provided. Federal and selected state government policy measures promoting and preparing for electric drive are discussed. Taking these into account, judgment on areas where increased Clean Cities funds might be most productively focused over the next five years are provided. In closing, the request by Clean Cities for opinion on the broad range of research needs providing near-term support to electric drive is fulfilled.

Off-Highway Gasoline Consuption Estimation Models Used in the Federal Highway Administration Attribution Process: 2008 Updates

This report is designed to document the analysis process and estimation models currently used by the Federal Highway Administration (FHWA) to estimate the off-highway gasoline consumption and public sector fuel consumption. An overview of the entire FHWA attribution process is provided along with specifics related to the latest update (2008) on the Off-Highway Gasoline Use Model and the Public Use of Gasoline Model. The Off-Highway Gasoline Use Model is made up of five individual modules, one for each of the off-highway categories: agricultural, industrial and commercial, construction, aviation, and marine. This 2008 update of the off-highway models was the second major update (the first model update was conducted during 2002-2003) after they were originally developed in mid-1990. The agricultural model methodology, specifically, underwent a significant revision because of changes in data availability since 2003. Some revision to the model was necessary due to removal of certain data elements used in the original estimation method. The revised agricultural model also made use of some newly available information, published by the data source agency in recent years. The other model methodologies were not drastically changed, though many data elements were updated to improve the accuracy of these models. Note that components in the Public Use of Gasoline Model were not updated in 2008. A major challenge in updating estimation methods applied by the public-use model is that they would have to rely on significant new data collection efforts. In addition, due to resource limitation, several components of the models (both off-highway and public-us models) that utilized regression modeling approaches were not recalibrated under the 2008 study. An investigation of the Environmental Protection Agency's NONROAD2005 model was also carried out under the 2008 model update. Results generated from the NONROAD2005 model were analyzed, examined, and compared, to the extent that is possible on the overall totals, to the current FHWA estimates. Because NONROAD2005 model was designed for emission estimation purposes (i.e., not for measuring fuel consumption), it covers different equipment populations from those the FHWA models were based on. Thus, a direct comparison generally was not possible in most sectors. As a result, NONROAD2005 data were not used in the 2008 update of the FHWA off-highway models. The quality of fuel use estimates directly affect the data quality in many tables published in the Highway Statistics. Although updates have been made to the Off-Highway Gasoline Use Model and the Public Use Gasoline Model, some challenges remain due to aging model equations and discontinuation of data sources.

For autonomic computing systems that utilize mobile agents and ant colony algorithms for their sensor layer, trust management is important for the acceptance of the mobile agent sensors and to protect the system from malicious behavior by insiders and entities that have penetrated network defenses. This paper examines the trust relationships, evidence, and decisions in a representative system and finds that by monitoring the trustworthiness of the autonomic managers rather than the swarming sensors, the trust management problem becomes much more scalable and still serves to protect the swarm. We then propose the DualTrust conceptual trust model. By addressing the autonomic managers bi-directional primary relationships in the ACS architecture, DualTrust is able to monitor the trustworthiness of the autonomic managers, protect the sensor swarm in a scalable manner, and provide global trust awareness for the orchestrating autonomic manager.

Trust management techniques must be adapted to the unique needs of the application architectures and problem domains to which they are applied. For autonomic computing systems that utilize mobile agents and ant colony algorithms for their sensor layer, certain characteristics of the mobile agent ant swarm -- their lightweight, ephemeral nature and indirect communication -- make this adaptation especially challenging. This thesis looks at the trust issues and opportunities in swarm-based autonomic computing systems and finds that by monitoring the trustworthiness of the autonomic managers rather than the swarming sensors, the trust management problem becomes much more scalable and still serves to protect the swarm. After analyzing the applicability of trust management research as it has been applied to architectures with similar characteristics, this thesis specifies the required characteristics for trust management mechanisms used to monitor the trustworthiness of entities in a swarm-based autonomic computing system and describes a trust model that meets these requirements.

Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s) of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. Section 3 provides a brief discussion about the groupings on the Checklist.

Trust Management Considerations For the Cooperative Infrastructure Defense Framework: Trust Relationships, Evidence, and Decisions

Cooperative Infrastructure Defense (CID) is a hierarchical, agent-based, adaptive, cyber-security framework designed to collaboratively protect multiple enclaves or organizations participating in a complex infrastructure. CID employs a swarm of lightweight, mobile agents called Sensors designed to roam hosts throughout a security enclave to find indications of anomalies and report them to host-based Sentinels. The Sensors findings become pieces of a larger puzzle, which the Sentinel puts together to determine the problem and respond per policy as given by the enclave-level Sergeant agent. Horizontally across multiple enclaves and vertically within each enclave, authentication and access control technologies are necessary but insufficient authorization mechanisms to ensure that CID agents continue to fulfill their roles in a trustworthy manner. Trust management fills the gap, providing mechanisms to detect malicious agents and offering more robust mechanisms for authorization. This paper identifies the trust relationships throughout the CID hierarchy, the types of trust evidence that could be gathered, and the actions that the CID system could take if an entity is determined to be untrustworthy.

Building Stakeholder Trust: Defensible Government Decisions - 13110

Administrative decisions must be grounded in reasonable expectations, founded on sound principles, and bounded by societal norms. Without these first principles, attaining and retaining public trust is a Herculean task. Decisions made by governmental administrators must be both transparent and defensible: without the former the agency will lose the public's trust and support (possibly prompting a legal challenge to the decision) and without the latter the decision may fail to withstand judicial scrutiny. This presentation and accompanying paper delves into the process by which governmental decisions can achieve both defensibility and openness through building stakeholder trust with transparency. Achieving and maintaining stakeholder trust is crucial, especially in the environs of nuclear waste management. Proving confidence, stability, and security to the surrounding citizenry as well as those throughout the country is the goal of governmental nuclear waste remediation. Guiding administrative decision-making processes and maintaining a broad bandwidth of communication are of incalculable importance to all those charged with serving the public, but are especially essential to those whose decisional impacts will be felt for millennia. A strong, clear, and concise administrative record documenting discrete decisions and overarching policy choices is the strongest defense to a decisional challenge. However, this can be accomplished using transparency as the fundamental building block. This documentation allows the decision-makers to demonstrate the synthesis of legal and technical challenges and fortifies the ground from which challenges will be defended when necessary. Further, administrative actions which capture the public's interest and captivate that interest throughout the process will result in a better-informed, more deeply-involved, and more heavily-invested group of interested parties. Management of information, involvement, and investment on the front-end of the process reaps rewards far more efficiently than attempts to assuage and mitigate the concerns of those parties after the fact and there are a number of tools Savannah River Remediation (SRR) has deployed that render transparency an ally in this context. The makers, applicators, and beneficiaries of policies and decisions will all benefit from strong administrative records which document decisional choices in an open and transparent manner and from timely, up-front management of concerns of interested parties. The strongest defense to decisional challenges is an ability to demonstrate the basis of the decision and the reason(s) that the decision was chosen over other alternatives. Providing a sound basis for defending challenges rather than avoiding or fighting over them allows the deciding entity the greatest opportunity to produce value for its customer. Often, a transparent process that invites public participation and is open for public review and comment will thwart challenge genesis. An entity that has to devote resources to defending its choices obviously cannot utilize those resources to further its mission. (authors)

Modeling highway travel time distribution with conditional probability models

ABSTRACT Under the sponsorship of the Federal Highway Administration's Office of Freight Management and Operations, the American Transportation Research Institute (ATRI) has developed performance measures through the Freight Performance Measures (FPM) initiative. Under this program, travel speed information is derived from data collected using wireless based global positioning systems. These telemetric data systems are subscribed and used by trucking industry as an operations management tool. More than one telemetric operator submits their data dumps to ATRI on a regular basis. Each data transmission contains truck location, its travel time, and a clock time/date stamp. Data from the FPM program provides a unique opportunity for studying the upstream-downstream speed distributions at different locations, as well as different time of the day and day of the week. This research is focused on the stochastic nature of successive link travel speed data on the continental United States Interstates network. Specifically, a method to estimate route probability distributions of travel time is proposed. This method uses the concepts of convolution of probability distributions and bivariate, link-to-link, conditional probability to estimate the expected distributions for the route travel time. Major contribution of this study is the consideration of speed correlation between upstream and downstream contiguous Interstate segments through conditional probability. The established conditional probability distributions, between successive segments, can be used to provide travel time reliability measures. This study also suggests an adaptive method for calculating and updating route travel time distribution as new data or information is added. This methodology can be useful to estimate performance measures as required by the recent Moving Ahead for Progress in the 21st Century Act (MAP 21).

We begin with the following definitions: Definition: A trusted volume is the computing machinery (including communication lines) within which data is assumed to be physically protected from an adversary. A trusted volume provides both integrity and privacy. Definition: Program integrity consists of the protection necessary to enable the detection of changes in the bits comprising a program as specified by the developer, for the entire time that the program is outside a trusted volume. For ease of discussion we consider program integrity to be the aggregation of two elements: instruction integrity (detection of changes in the bits within an instruction or block of instructions), and sequence integrity (detection of changes in the locations of instructions within a program). Definition: Faithful Execution (FE) is a type of software protection that begins when the software leaves the control of the developer and ends within the trusted volume of a target processor. That is, FE provides program integrity, even while the program is in execution. (As we will show below, FE schemes are a function of trusted volume size.) FE is a necessary quality for computing. Without it we cannot trust computations. In the early days of computing FE came for free since the software never left a trusted volume. At that time the execution environment was the same as the development environment. In some circles that environment was referred to as a ''closed shop:'' all of the software that was used there was developed there. When an organization bought a large computer from a vendor the organization would run its own operating system on that computer, use only its own editors, only its own compilers, only its own debuggers, and so on. However, with the continuing maturity of computing technology, FE becomes increasingly difficult to achieve

Empirical Features of Spontaneous and Induced Traffic Breakdowns in Free Flow at Highway Bottlenecks

Based on an empirical study of real field traffic data measured in 1996--2014 through road detectors installed on German freeways, we reveal physical features of empirical nuclei for spontaneous traffic breakdown in free flow at highway bottlenecks. It is shown that the source of a nucleus for traffic breakdown is the solely difference between empirical spontaneous and induced traffic breakdowns at a highway bottleneck. Microscopic traffic simulations with a stochastic traffic flow model in the framework of three-phase theory explain the empirical findings. It turns out that in the most cases, a nucleus for empirical spontaneous traffic breakdown occurs through an interaction of one of waves in free flow with an empirical permanent speed disturbance localized at a highway bottleneck. The wave is a localized structure in free flow, in which the total flow rate is larger and the speed averaged across the highway is smaller than outside the wave. Temporary Losses of Highway Capacity and Impacts on Performance: Phase 2

Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, railroad crossings, large trucks loading/unloading in urban areas, and other factors such as toll collection facilities and sub-optimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-route or reschedule trips. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. In response to this need, Oak Ridge National Laboratory, sponsored by the Federal Highway Administration (FHWA), made an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events (Chin et al. 2002). This study, called the Temporary Loss of Capacity (TLC) study, estimated capacity loss and delay on freeways and principal arterials resulting from fatal and non-fatal crashes, vehicle breakdowns, and adverse weather, including snow, ice, and fog. In addition, it estimated capacity loss and delay caused by sub-optimal signal timing at intersections on principal arterials. It also included rough estimates of capacity loss and delay on Interstates due to highway construction and maintenance work zones. Capacity loss and delay were estimated for calendar year 1999, except for work zone estimates, which were estimated for May 2001 to May 2002 due to data availability limitations. Prior to the first phase of this study, which was completed in May of 2002, no nationwide estimates of temporary losses of highway capacity by type of capacity-reducing event had been made. This report describes the second phase of the TLC study (TLC2). TLC2 improves upon the first study by expanding the scope to include delays from rain, toll collection facilities, railroad crossings, and commercial truck pickup and delivery (PUD) activities in urban areas. It includes estimates of work zone capacity loss and delay for all freeways and principal arterials, rather than for Interstates only. It also includes improved estimates of delays caused by fog, snow, and ice, which are based on data not available during the initial phase of the study. Finally, computational errors involving crash and breakdown delay in the original TLC report are corrected.

This paper presents the process, methodology, and assumptions for development of the 50% Energy Savings Design Technology Packages for Highway Lodging Buildings, a design guidance document that provides specific recommendations for achieving 50% energy savings in roadside motels (highway lodging) above the requirements of ANSI/ASHRAE/IESNA Standard 90.1-2004. This 50% solution represents a further step toward realization of the U.S. Department of Energys net-zero energy building goal, and go beyond the 30% savings in the Advanced Energy Design Guide series (upon which this work was built). This work can serve as the technical feasibility study for the development of a 50% saving Advanced Energy Design Guide for highway lodging, and thus should greatly expedite the development process. The purpose of this design package is to provide user-friendly design assistance to designers, developers, and owners of highway lodging properties. It is intended to encourage energy-efficient design by providing prescriptive energy-efficiency recommendations for each climate zone that attains the 50% the energy savings target. This paper describes the steps that were taken to demonstrate the technical feasibility of achieving a 50% reduction in whole-building energy use with practical and commercially available technologies. The energy analysis results are presented, indicating the recommended energy-efficient measures achieved a national-weighted average energy savings of 55%, relative to Standard 90.1-2004. The cost-effectiveness of the recommended technology package is evaluated and the result shows an average simple payback of 11.3 years.

Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) are two proposed investment vehicles which have the potential to lower renewable energy assets' high cost of capital; a critical factor in the Department of Energy's goal for renewable energy to achieve grid-parity with traditional sources of electric generation. Due to current U.S. federal income tax laws, regulations, and administrative interpretations, REITs and MLPs cannot finance a significant portion of the cost of renewable energy assets. Efforts are underway to alter these rules by changing the definition of 'real property' (REIT) and 'qualified income' (MLP). However, even with rule changes, both investment vehicles have structural challenges to efficiently finance renewable energy assets. Among them are 1) effectively utilizing the U.S. federal income tax incentives; 2) administratively structuring the investments to not be overly onerous or complicated, given the potential for pooling a relatively large amount of small assets; and 3) attracting and retaining a large enough investment community to participate in the funding opportunities. This report summarizes these challenges so that if proposed federal changes are made, stakeholders have an understanding of the possible outcomes.

Trust in automation and meta-cognitive accuracy in NPP operating crews

Nuclear power plant operators can over-trust or under-trust automation. Operator trust in automation is said to be mis-calibrated when the level of trust is not corresponding to the actual level of automation reliability. A possible consequence of mis-calibrated trust is degraded meta-cognitive accuracy. Meta-cognitive accuracy is the ability to correctly monitor the effectiveness of ones own performance while engaged in complex tasks. When operators misjudge their own performance, human control actions will be poorly regulated and safety and/or efficiency may suffer. An analysis of simulator data showed that meta-cognitive accuracy and trust in automation were highly correlated for knowledge-based scenarios, but uncorrelated for rule-based scenarios. In the knowledge-based scenarios, the operators overestimated their performance effectiveness under high levels of trust, they underestimated performance under low levels of trust, but showed realistic self-assessment under intermediate levels of trust in automation. The result was interpreted to suggest that trust in automation impact the meta-cognitive accuracy of the operators. (authors)

In 1986, the Kentucky General Assembly established the Extended Weight Coal and Coal By-Products Haul Road System. The system includes approximately 3,200 miles of the most significant coal-haul roads in the state and permits coal trucks to carry much larger payloads than trucks with other commodities. In many ways, the extended-weight system has been very successful. Coal-transportation productivity has been substantially increased, and Kentucky coal continues to remain competitive in the marketplace. A 6500-ft haul mission with 7% average grade was selected. Enhancements made to a dynamic model of hybrid missions provided capability to analyze hybrid OHV performance. A benefits study defined relationships between fuel and productivity benefits and hybrid system parameters. OHV hybrid system requirements were established, and a survey of candidate energy storage technology characteristics was carried out. Testing of the performance of an existing power battery bank verified its suitability for use in the hybrid OHV demonstration.

Clean-coal technology by-products are used in a highway embankment demonstration project. This research chronicles the procedures used in the process and analyzes the stability of a repaired highway embankment. The reconstructed slope is analyzed using an Intelligent Discussion Support System that was developed from a slope stability program. Water quality studies are performed and an instrumentation plan is suggested. The calculated factors of safety and the observed embankment performance give indications that the field demonstration project was a success. Long-term monitoring will be the best barometer for determining embankment gross movement and the future of FGD by-products as a stabilizing material.

In solving large scale optimization problems, we find it advantageous to use iterative methods to solve the sparse linear systems that arise. In the ETR software for solving equality constrained optimization problems, we use a conjugate gradient method to approximately solve the trust region subproblems. To speed up the convergence of the conjugate gradient routine, we need to precondition matrices of the form Z{sup T} W Z, which are not explicitly stored. PROTECT: Proximity-based Trust-advisor using Encounters for Mobile Societies

Many interactions between network users rely on trust, which is becoming particularly important given the security breaches in the Internet today. These problems are further exacerbated by the dynamics in wireless mobile networks. In this paper we address the issue of trust advisory and establishment in mobile networks, with application to ad hoc networks, including DTNs. We utilize encounters in mobile societies in novel ways, noticing that mobility provides opportunities to build proximity, location and similarity based trust. Four new trust advisor filters are introduced - including encounter frequency, duration, behavior vectors and behavior matrices - and evaluated over an extensive set of real-world traces collected from a major university. Two sets of statistical analyses are performed; the first examines the underlying encounter relationships in mobile societies, and the second evaluates DTN routing in mobile peer-to-peer networks using trust and selfishness models. Techniques and tools for implementing protocols for secure multi-party communication after quantum key distribution ("QKD") are described herein. In example implementations, a trusted authority facilitates secure communication between multiple user devices. The trusted authority distributes different quantum keys by QKD under trust relationships with different users. The trusted authority determines combination keys using the quantum keys and makes the combination keys available for distribution (e.g., for non-secret distribution over a public channel). The combination keys facilitate secure communication between two user devices even in the absence of QKD between the two user devices. With the protocols, benefits of QKD are extended to multi-party communication scenarios. In addition, the protocols can retain benefit of QKD even when a trusted authority is offline or a large group seeks to establish secure communication within the group.

Highway Car Traffic as a Complex System: The Physicist's Point of View

A simple cellular automaton model of highway car traffic flow will be presented. This system exhibits a second-order phase transition between the free-moving phase and the jammed phase. Using concepts borrowed from the theory of phase transitions in statistical physics, it can be shown that random braking is the symmetry-breaking field conjugate to the order parameter. For a given value of the speed limit, it is then possible to determine the values of the usual critical exponents using computer simulations. These numerical results can also be obtained within the framework of an approximate technique going beyond the mean-field approximation. It can be shown that the critical exponents satisfy a scaling relation, which can be derived assuming that the order parameter is a generalized homogeneous function in the vicinity of the phase transition point.

Abstract: Today, trust in work environment is one of important sources of competitive advantage. While today organizations, strongly need organizational trust for their success, development of it get one of the main concerns of today organizations management. On the other hand, according to scientists opinions, management of occupational safety can enhance organizational trust. Positive and effective relationship between occupational safety and organizational trust, increase and simplify organizational relations, and as a result, will improve working operation and efficiency. Purpose of this study was operational study, and method of gathering data was scientific-comparative. Statistical population of this research is TV and Radio staffs of Markazi province. Iran, and analyzed statistical model participants are 160 persons. Information gathering method of this research is questionnaire and operativeadmission analyze test, used to data analyzing, and finally all of study hypothesizes admitted. Results of research hypothesis examination suggested that occupational safety has positive effect on organizational trust. In addition, occupational safety also has effects on organizational working outcome, and finally, organizational trust has positive effect on organizational working outcome.

The Geographic Information System-Transportation (GIS-T) ISTEA Management Systems Server Net Prototype Pooled Fund Study represents the first national cooperative effort in the transportation industry to address the management and monitoring systems as well as the statewide and metropolitan transportation planning requirements of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The Study was initiated in November 1993 through the Alliance for Transportation Research and under the leadership of the New Mexico State Highway and Transportation Department. Sandia National Laboratories, an Alliance partner, and Geographic Paradigm Computing. Inc. provided technical leadership for the project. In 1992, the Alliance for Transportation Research, the New Mexico State Highway and Transportation Department, Sandia National Laboratories, and Geographic Paradigm Computing, Inc., proposed a comprehensive research agenda for GIS-T. That program outlined a national effort to synthesize new transportation policy initiatives (e.g., management systems and Intelligent Transportation Systems) with the GIS-T server net ideas contained in the NCHRP project {open_quotes}Adaptation of GIS to Transportation{close_quotes}. After much consultation with state, federal, and private interests, a project proposal based on this agenda was prepared and resulted in this Study. The general objective of the Study was to develop GIS-T server net prototypes supporting the ISTEA requirements for transportation planning and management and monitoring systems. This objective can be further qualified to: (1) Create integrated information system architectures and design requirements encompassing transportation planning activities and data. (2) Encourage the development of functional GIS-T server net prototypes. (3) Demonstrate multiple information systems implemented in a server net environment.

Money Related Decommissioning and Funding Decision Making

'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

Texas Hydrogen Highway Fuel Cell Hybrid Bus and Fueling Infrastructure Technology Showcase - Final Scientific/Technical Report

The Texas Hydrogen Highway project has showcased a hydrogen fuel cell transit bus and hydrogen fueling infrastructure that was designed and built through previous support from various public and private sector entities. The aim of this project has been to increase awareness among transit agencies and other public entities on these transportation technologies, and to place such technologies into commercial applications, such as a public transit agency. The initial project concept developed in 2004 was to show that a skid-mounted, fully-integrated, factory-built and tested hydrogen fueling station could be used to simplify the design, and lower the cost of fueling infrastructure for fuel cell vehicles. The approach was to design, engineer, build, and test the integrated fueling station at the factory then install it at a site that offered educational and technical resources and provide an opportunity to showcase both the fueling station and advanced hydrogen vehicles. The two primary technology components include: Hydrogen Fueling Station: The hydrogen fueling infrastructure was designed and built by Gas Technology Institute primarily through a funding grant from the Texas Commission on Environmental Quality. It includes hydrogen production, clean-up, compression, storage, and dispensing. The station consists of a steam methane reformer, gas clean-up system, gas compressor and 48 kilograms of hydrogen storage capacity for dispensing at 5000 psig. The station is skid-mounted for easy installation and can be relocated if needed. It includes a dispenser that is designed to provide temperaturecompensated fills using a control algorithm. The total station daily capacity is approximately 50 kilograms. Fuel Cell Bus: The transit passenger bus built by Ebus, a company located in Downey, CA, was commissioned and acquired by GTI prior to this project. It is a fuel cell plug-in hybrid electric vehicle which is ADA compliant, has air conditioning sufficient for Texas operations, and regenerative braking for battery charging. It uses a 19.3 kW Ballard PEM fuel cell, will store 12.6 kg of hydrogen at 350 Bar, and includes a 60 kWh battery storage system. The objectives of the project included the following: (a) To advance commercialization of hydrogen-powered transit buses and supporting infrastructure; (b) To provide public outreach and education by showcasing the operation of a 22-foot fuel cell hybrid shuttle bus and Texas first hydrogen fueling infrastructure; and (c) To showcase operation of zero-emissions vehicle for potential transit applications. As mentioned above, the project successfully demonstrated an early vehicle technology, the Ebus plug-in hybrid fuel cell bus, and that success has led to the acquisition of a more advanced vehicle that can take advantage of the same fueling infrastructure. Needed hydrogen station improvements have been identified that will enhance the capabilities of the fueling infrastructure to serve the new bus and to meet the transit agency needs. Over the course of this project, public officials, local government staff, and transit operators were engaged in outreach and education activities that acquainted them with the real world operation of a fuel cell bus and fueling infrastructure. Transit staff members in the Dallas/Ft. Worth region were invited to a workshop in Arlington, Texas at the North Central Texas Council of Governments to participate in a workshop on hydrogen and fuel cells, and to see the fuel cell bus in operation. The bus was trucked to the meeting for this purpose so that participants could see and ride the bus. Austin area transit staff members visited the fueling site in Austin to be briefed on the bus and to participate in a fueling demonstration. This led to further meetings to determine how a fuel cell bus and fueling station could be deployed at Capital Metro Transit. Target urban regions that expressed additional interest during the project in response to the outreach meetings and showcase events include San Antonio and Austin, Texas. In 1965 Gordon Moore wrote an article claiming that integrated circuit density would scale exponentially. His prediction has remained valid for more than four decades. Integrated circuits have changed all aspects of everyday life. They are also the 'heart and soul' of modern systems for defense, national infrastructure, and intelligence applications. The United States government needs an assured and trusted microelectronics supply for military systems. However, migration of microelectronics design and manufacturing from the United States to other countries in recent years has placed the supply of trusted microelectronics in jeopardy. Prevailing wisdom dictates that it is necessary to use microelectronics fabricated in a state-of-the-art technology for highest performance and military system superiority. Close examination of silicon microelectronics technology evolution and Moore's Law reveals that this prevailing wisdom is not necessarily true. Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

Restoring public trust while tearing down site in rural Ohio

In the mid-1980's, the impact of three decades of uranium processing near rural Fernald, Ohio, 18 miles northwest of Cincinnati, became the centre of national public controversy. When a series of incidents at the uranium foundry brought to light the years of contamination to the environment and surrounding farmland communities, local citizens' groups united and demanded a role in determining the plans for cleaning up the site. One citizens' group, Fernald Residents for Environmental Safety and Health (FRESH), formed in 1984 following reports that nearly 300 pounds of enriched uranium oxide had been released from a dust-collector system, and three off-property wells south of the site were contaminated with uranium. For 22 years, FRESH monitored activities at Fernald and participated in the decision-making process with management and regulators. The job of FRESH ended on 19 January this year when the Fernald Site was declared clean of all nuclear contamination and open to public access. It marked the end of a remarkable turnaround in public confidence and trust that had attracted critical reports from around the world. When personnel from Fluor arrived in 1992, the management team thought it understood the issues and concerns of each stakeholder group, and was determined to implement the decommissioning scope of work aggressively, confident that stakeholders would agree with its plans. This approach resulted in strained relationships with opinion leaders during the early months of Fluor's contract. To forge better relationships, the U.S. Department of Energy (DOE) who owns the site, and Fluor embarked on three new strategies based on engaging citizens and interested stakeholder groups in the decision-making process. The first strategy was opening communication channels with site leadership, technical staff, and regulators. This strategy combined a strong public-information program with two-way communications between management and the community, soliciting and encouraging stakeholder participation early in the decision-making process. Fluor's public-participation strategy exceeded the 'check-the-box' approach common within the nuclear-weapons complex, and set a national standard that stands alone today. The second stakeholder-engagement strategy sprang from mending fences with the regulators and the community. The approach for disposing low-level waste was a 25-year plan to ship it off the site. Working with stakeholders, DOE and Fluor were able to convince the community to accept a plan to safely store waste permanently on site, which would save 15 years of cleanup and millions of dollars in cost. The third strategy addressed the potentially long delays in finalizing remedial action plans due to formal public comment periods and State and Federal regulatory approvals. Working closely with the U.S. and Ohio Environmental Protection Agencies (EPA) and other stakeholders, DOE and Fluor were able to secure approvals of five Records of Decision on time - a first for the DOE complex. Developing open and honest relationships with union leaders, the workforce, regulators and community groups played a major role in DOE and Fluor cleaning up and closing the site. Using lessons learned at Fernald, DOE was able to resolve challenges at other sites, including worker transition, labour disputes, and damaged relationships with regulators and the community. It took significant time early in the project to convince the workforce that their future lay in cleanup, not in holding out hope for production to resume. It took more time to repair relationships with Ohio regulators and the local community. Developing these relationships over the years required constant, open communications between site decision makers and stakeholders to identify issues and to overcome potential barriers. Fluor's open public-participation strategy resulted in stakeholder consensus of five remedial-action plans that directed Fernald cleanup.
